Gaining insight into the way a game will be officiated can have immense value in the betting market.

A referee who calls more penalties for defensive holding and roughing the passer has a far different impact on game flow than a ref who focuses more on offensive holding and false starts.

Referee style one week may hide a team’s weakness (defensive backs), but a different official who leans heavily on calling pass interference will compound that weakness the next week.

Same team. Different outcomes.

NFL Referee Assignment for Week 8

Bill vinovich’s impact on cowboys at 49ers.

The Cowboys return to Santa Clara on Sunday Night Football for the second consecutive season. The 49ers have been a nemesis for the Cowboys in recent seasons, including eliminating them from the playoffs in 2021 and 2022.

Let’s assess the strengths and weaknesses of both teams from a penalty perspective and how the officiating of Bill Vinovich will potentially impact this game.

Penalty Tendencies:

  • Bill Vinovich is averaging a slightly below average 12.17 penalties per game with 51% on the offenses. As a general rule, this crew would prefer a “let ‘em play” approach if at all possible.
  • The Cowboys rank second in offensive holding penalties per game, continuing a problematic trend over the past few seasons with this team.
  • The 49ers defense ranks last in the NFL at generating offensive holding infractions on opposing offenses.
  • When it comes to enforcement, Vinovich’s team ranks 16th out of 17 crews in offensive holding penalties per game. They provide far more leeway than most, which was a source of frustration for 49ers defensive players in both of their Super Bowl losses to the Chiefs.
  • The Vinovich crew ranked second in false start penalties per game in 2023 and currently ranks second in 2024. This is an area where the Cowboys struggle, ranking fifth in the NFL. There has been talk of Dallas eliminating self inflicted errors in their bye week. If they plan to win on Sunday, avoiding false starts is a must with this officiating crew.

The Bottom Line:

  • Bill Vinovich has never been a great home field referee, with home teams recording a 43% ATS record since the 2016 season. Since the start of the 2023 season, home teams are 6-15-2 ATS with Vinovich officiating.
  • 49ers fans are not fond of Vinovich. As mentioned,  it was his crew that officiated their Super Bowl losses in 2019 and 2023. The primary issue was the lack of offensive holding calls made in those contests. That said, that lack of emphasis on offensive holding goes both ways, so the 49ers stand to benefit as much as their opponent.

This matchup will be decided in the trenches. Vinovich’s “let ‘em play” approach doesn’t necessarily favor either team but may lead to a lower scoring contest.

In the spirit of Halloween, Levi’s Stadium has been a house of horrors for the Cowboys for the past two seasons.

Off a humiliating 47-9 loss versus the Lions and two weeks courtesy of a bye to think about it, we should get maximum focus from the Cowboys this week. They face a 49ers team as vulnerable as they’ve been at any time in recent seasons.

Whether those factors are enough for the Cowboys to exorcise their demons with a win versus the 49ers remains to be seen.

However, given the problems for the Cowboys over the past few weeks, attention to detail should not be an issue on Sunday. If Dallas isn’t ready for this game, changes could be imminent.

Adrian Hill’s Impact on Chiefs at Raiders

The Chiefs make their annual visit to Allegiant Stadium in Week 8, their home away from home. The Chiefs last lost a game on December 25th, 2023, and that was to the Raiders. Much has transpired since then, with the Chiefs winning 12 straight games including Super Bowl LV!

Let’s assess the strengths and weaknesses of both teams from a penalty perspective and how the officiating of Adrian Hill will potentially impact this game

  • The Raiders ranked as the least penalized team in the NFL last season. It was an understated angle that provided the foundation for the team to win games by not beating themselves via errors. The Raiders have not been as disciplined in 2024, and penalties at key junctures of games have cost them on multiple occasions this season.
  • Raiders head coach Antonio Pierce made offseason headlines with his blueprint to beat the Chiefs. Known as “The Mahomes Rules,” this strategy is based on the Detroit Pistons’ “Jordan Rules” in the 1980s. Essentially, looking to put Mahomes off his game by playing an extremely aggressive style of defense. As Pierce stated, “Knock off the head of the snake.”
  • The Raiders are currently co-leaders for roughing the passer penalties in 2024.
  • Adrian Hill’s crew leads the NFL in roughing the passer penalties. Some crews provide more leeway when it comes to roughing the passer, but this crew is not one of them.
  • Hill ranks third in offensive holding penalties per game.
  • Both the Raiders and Chiefs offenses are above averaged penalized units for offensive holding. This is par for the course for this Kansas City team, who consistently rank among the most penalized teams in this category. Conversely, the Raiders offense is ill-equipped to overcome 10-yard setbacks via penalties.
  • The Hill crew ranks number one for defensive pass interference penalties per game. What’s notable is that 92% of these have been assessed on the home team, well above the NFL average of 49% of defensive pass interference penalties called on home teams from all other crews in 2024.
  • The Chiefs are 5-0 when playing at Allegiant Stadium, most recently their Super Bowl victory versus the 49ers. They are 4-0 on the moneyline and 3-1 ATS against the Raiders at Allegiant Stadium. Kansas City has been favored by an average of  7.5 points with an average margin of victory of 15 points in those contests.
  • Favorites are 5-1 ATS with Adrian Hill in 2024.
  • Hill is 49-36-1 under (58%) in his career, including 4-2 under in 2024.
  • Hill is 15-9-1 under (64%) in divisional games throughout his career.

Offseason footage of Raiders players ridiculing Patrick Mahomes combined with the aforementioned comments by Antonio Pierce ensure motivation won’t be an issue for an undefeated Chiefs team.

Like Michael Jordan, Mahomes uses any perceived slight to give him a motivational edge on opponents.

While the number is sizable, particularly for a road team, Allegiant Stadium will be a sea of red as Chiefs Kingdom makes its annual pilgrimage to Las Vegas this weekend.

As mentioned in the introduction, this stadium has become a home away from home for this Chiefs team and its fans.

The “visitors” are the better team with the home field advantage. They’re motivated and will look to squash the idea of a highly touted defensive strategy as nothing more than a one-off occurrence by the Raiders

The Chiefs will look to make a statement versus a hapless Raiders team, making the Kansas City Chiefs -9.5 points the selection in this AFC West matchup.

Ron Torbert’s Impact on Bills at Seahawks

The AFC East leading Bills head to the Pacific Northwest to face the NFC West leading Seahawks. It’s the only match-up of the week featuring division leaders.

Let’s assess the strengths and weaknesses of both teams from a penalty perspective and how the officiating of Ron Torbert will potentially impact this game.

  • Ron Torbert is assessing 40% of his overall penalties in two key areas: offensive holding and false starts. That ranks him third overall in the NFL.
  • Offensive holding and false starts account for 56% of the Seahawks’ penalties.
  • Offensive holding and false starts account for 48% of the Bills’ penalties. However, the Bills are an overall less penalized team. In hard numbers, the Bills are penalized less than the Seahawks in these key categories.
  • When it comes to generating false starts on opposing offenses, the Bills rank number one in the NFL. They were a top-five unit in this category at home last season but struggled on the road. The defense has performed at an above average rate on the road in 2024, which could be key in this matchup if that continues.
  • When playing at home, the Seahawks defense ranked No. 1 at generating false starts on opponents in 2023. That has not continued in 2024. Seattle is at league average in this category.
  • Since 2016, home underdogs are 15-32-1 ATS with Ron Torbert officiating including 0-3 ATS in 2024.
  • In the Josh Allen era, the Bills are 4-2 with Torbert. The two losses were at home as underdogs. The Bills are 2-0 on the moneyline and 2-0 ATS on the road with Torbert.
  • Favorites are 5-1 ATS with Torbert in 2024.

Ron Torbert’s crew put more focus on the offensive line than most, and that’s where this game will be decided.

Since Joe Brady took over as offensive coordinator, the Buffalo offense has been far more disciplined and holds an advantage at the line of scrimmage in this contest.

Conversely, Seattle’s issues in this area are compounded by the assignment of Torbert to oversee proceedings.

Ultimately, one team is more disciplined, and that team also has Josh Allen at quarterback, making the Buffalo Bills -3 points the selection in this game.

The New Orleans Saints referee assignment for Week 4 against the Atlanta Falcons has been set, and this time it will be John Hussey, per Football Zebras . Hussey most recently refereed a game for the Saints late in the 2023 season with their Week 18 matchup against the Atlanta Falcons. In that game, his crew threw eleven penalty flags for 90 yards, eight of which came against the Saints for 75 yards.

It is worth noting that Hussey has a slight favor for away teams through three weeks, calling 17 penalties against the home teams and 12 against the visiting teams. This season he has called 29 total for 288 yards, three of which were declined and two of which were offsetting. His 29 penalties are the third-fewest of any referee crew this season, and his 288 yards are the ninth-fewest of any crew this season as well.

As for his history with the Saints all-time, Hussey has helped 25 games for the team, and in those matchups the Saints have a whopping 20-5 record. For the games he has refereed between the Saints and Falcons, the Saints are 3-0. Hussey was promoted from line judge to referee in 2015 and the Saints are 9-2 since then (and 2-0 against Atlanta). Overall, it is a good sign that the Saints have had a shot with him leading this week’s officiating crew, so we will see if that translates in Week 4 or has any implications.

Philadelphia Eagles v New Orleans Saints

The LA Chargers host the Kansas City Chiefs for the first time in the Jim Harbaugh era with the team's back against the wall.

Beating the two-time defending Super Bowl Champions is already hard enough and in Week 4, the Chargers' laundry list of injuries will make the task even tougher. Star quarterback Justin Herbert is expected to play but is still doing so on a compromised lower half in front of an offensive line that is not at full strength.

And if all that was not hard enough, the Chargers also have to enter the game looking over their shoulder. It has become a bit of a trend for the Chiefs to receive favorable calls in recent years and Chargers fans are expecting no different in Week 4.

Referees for Chargers vs Chiefs in Week 4:

The main referee for Sunday's game between the Chargers and Chiefs is Shawn Smith. Smith has been a head referee for seven seasons. The rest of Smith's crew is as followed:

  • Umpire: Alex Moore
  • Down Judge: Jay Bilbo
  • Line Judge: Jeff Seeman
  • Field Judge: Dyrol Prioleau
  • Side Judge: Boris Cheek
  • Back Judge: Dino Paganelli

As mentioned, the Chiefs have already been on the receiving end of some favorable calls in recent weeks and history tells us that may continue in Week 4.

Home teams have been particularly bad in games with Smith and his officiating crew. For whatever reason, home teams get an anti-advantage when Smith rolls into town. That is important to keep in mind while watching the Chargers and Chiefs.

Home teams went a staggering 3-14 in games Smith officiated last season. Home teams are starting to buck that trend a tad with a 2-1 record thus far in 2024 but there is even more bad juju surrounding Smith's officiating crew.

Last year, Smith and Co. called one of the most frustrating Chargers games of the year: a 41-38 loss to the Detroit Lions. That loss was on Brandon Staley's defense, not the officiating, but it is worth noting.

It is also worth noting that Smith and his crew officiated the Chargers' AFC Wild Card Round loss to the Jacksonville Jaguars. When Smith is in the building, bad things seem to happen to the Chargers.

All in all, the Bolts are 2-4 in games Smith has officiated since Herbert was drafted. In that same time span, the Chiefs are 4-2 in games Smith has officiated.

NFL Week 4 Officiating Angles: Finding Edges in Buccaneers-Saints, Raiders-Chargers and Seahawks-Giants

This column went 2-1 last week, improving to 5-4 on the season. We cashed Unders in Pats-Jets and Eagles-Bucs, but missed the Over in Saints-Packers. The referees' tendencies figured heavily into our handicapping.

This season, Joe Gibbs (not the Hall of Fame coach, the NFL referee expert who tweets @NFLrefstats1) is collaborating with SportsLine to provide weekly officiating angles. He analyzes the NFL referee assignments from the moment they are released each Tuesday.

Before you make any Week 4  NFL picks  or NFL parlays, you need to see what Gibbs and SportsLine senior analyst Larry Hartstein have to say about the officiating crews' tendencies.

A former lead writer for Covers and The Linemakers, Hartstein combines a vast network of Vegas sources with an analytical approach he honed working for Pro Football Focus. Larry tied for 52nd place (out of 1,598 entries) in the 2022 Westgate Las Vegas SuperContest, going 53-34-3 ATS. Those selections formed the basis of his SportsLine NFL best bets, which finished 36-26-1 last season and began this season 6-3 through three weeks.

We can tell you Hartstein and Gibbs are betting Under 40.5 in Buccaneers-Saints, expecting New Orleans to cash its 10th straight Under dating to last season. Shawn Hochuli's crew is calling the NFC South game, and all-time Hochuli is 21-11-1 (66%) to the Under in divisional games.

This season, Hochuli has called 57% of his overall penalties on the offense, including a whopping 44% on offensive lines. "Hochuli ranks second at calling offensive holding penalties this season," Gibbs told SportsLine. "He regularly ranks highly in this category but through three games this year he is averaging 3.33 offensive holding penalties per game."

In his career, Hochuli is 46-35-2 (56%) to the Under, including 2-1 this season.

Fenerbahce vs Manchester United LIVE: Europa League result and final score as Jose Mourinho sent off

Jose Mourinho was sent off as Fenerbahce held his former club Manchester United to a 1-1 draw in the Europa League , leaving Erik ten Hag’s side without a win in three European games this season.

Mourinho was dismissed by referee Clement Turpin after appealing for a penalty midway through the second half. The 61-year-old watched the remainder of the match from the stands.

It came just after  Youssef En-Nesyri equalised for Fenerbahce, beating Andre Onana with a downward header after the Manchester United goalkeeper had denied him with a brilliant double save before half time.

Jose Mourinho steals the show to tell Manchester United what they’re missing

Jose Mourinho’s red cards are usually considered acts of deflection, but Thursday night’s probably served that purpose for Erik ten Hag. A raucous game with a lot of sub-plots offered perhaps the most entertaining shows in Europe this season, if not all for good reasons or with any real pay-off.

That’s Manchester United on the pitch, and Mourinho off it. The Portuguese failed to get proper “revenge” on his old club, but then United have now failed to maximise a lead in every single Europa League game this season. This raucous 1-1 at Fenerbahce was the third draw in three, any positives again offset by obvious flaws. Youssef En-Nesyri, who ended Ten Hag’s first United European campaign when at Sevilla in 2022-23, heere ended any sense of momentum after the win over Brentford.

There was also the theatre of Mourinho being somewhat harshly sent off for complaining about how a penalty claim was dismissed. The cuts to Ten Hag’s predecessor on a step here meant there wasn’t the same scrutiny on Ten Hag’s present problems. United can’t seem to get any form going. This was actually a regression to another issue.

Jose Mourinho was also adamant that Fenerbahce deserved to win the game and said his side had put in an “extraordinary performance”. United were rescued by an excellent display from goalkeeper Andre Onana, who Mourinho said was man of the match.

“They got a point against us, not us against them. We played amazing. If we play like this in the Turkish league we destroy everything because of course we played against a team with superior level than us. The Premier League has more quality, more intensity and more everything.

“I think my boys did an amazing match. Probably in England people will speak of two or three players for Manchester United who did not play, you do not know how many of us didn’t play. At the start we had four players out of the list, and we had injuries. We had to do a crazy puzzle. Our performance was extraordinary. I could not ask any more from the players.”

“I don’t want to speak about it. [After the match] the referee told me something incredible. He said at the same time he could see the action in the box and my behaviour on the touchline. I congratulate him because he is absolutely incredible. During the game, 100 miles per hour, he had one eye on the penalty situation and one eye on my behaviour on the bench.
