The Concept of ‘International Community’ in International Law and the Developing Countries

With the establishment of the United Nations (UN) in 1945 a new reality for the international community came into being that had never existed before. It eradicated colonialism and brought a large number of newly independent States to join the UN as members with the result that the membership of the UN, established in 1945 with fifty-one original members, now stands at 192. It is to the credit of the developing countries that the concept of the international community has acquired the significance it has today. Given their diversity and commitment to the international process, they brought the necessary universality to UN membership and common purpose not only to the UN, which is the single most universal organization of its kind, but also to the growing number of international institutions.

Rhetorically, the ‘international community’ has become a heavily travelled site in political and public discourse. Whether it is the protection of human rights, the fight against global terrorism, crisis management of and response to environmental disasters and humanitarian emergencies, or international negotiations with regimes such as Iran and North Korea – in the age of globalization the international community seems to be at the forefront whenever global peace and security are under threat. While talk would suggest that there exists some kind of unitary and durable actor called ‘international community’, it is far from clear who or what it represents. International lawyers and International Relations theorists alike have dealt with the formation, role and nature of the concept, though this has not resulted in any clear, consensual account. In this short essay, I will pull some of this research together in order to stipulate the principal conceptual issues scholars have to consider when working with the notion of ‘international community’.

Law and the International Legal Community

The concept of ‘international community’ has been approached from two main disciplinary perspectives. The first one is a legal perspective that focuses on the nature and extent of the norms and principles that form the constitutional core of international law. An international legal community ( Voelkerrechtsgemeinschaft ) comes into being when states consensually agree to establish certain constitutional elements that set out the basic criteria for global law-making. Mosler (1980) is perhaps the classical exponent of this view, but it is also present in the works of Tomuschat (1993) and Fassbender (2009). For Mosler (1990: 15), it is the constitution, understood as the highest law of society, which ‘transforms a society into a community governed by law’. Any society, he claimed, ‘must have one essential constitutional rule in the absence of which it would not be a community […]’ (Mosler 1980: 16).

Todays’ image of an international (legal) community is closely linked to progressive moral ideals, most notably human rights and equality, and it is frequently associated with the UN Charter and the substantive rules and normative goals imbued in it. Bruno Simma’s (1994) essay From Bilateralism to Community Interest in International Law tellingly captures the essence of the way in which both the making and character of international law have evolved. As Kingsbury and Donaldson (2011: 79) summarise:

International law is, and should be, building on and evolving from its foundations in a minimal statist system based on a series of consent-based bilateral legal relations of opposability between States (‘bilateralism’), toward a legal order of something he [Simma] termed ‘international community’. By this he meant a ‘more socially conscious legal order’, increasingly reflective of community interests.

Rather than a purely legal entity, this suggests that ‘international community’ stands for, and is the key manifestation of, the progressive cosmopolitan development of modern international law. Its emergence not just signifies the new purpose and moral and political ideals behind global normative order making, but also ‘grounds international law’s promise of universalism’ (Kingsbury and Donaldson 2011: 79).

‘International Community’ as a Sociological Concept

The kind of ‘international community’ that can generate collective action and globally shared ethical standards may be extrapolated through and against international law, but it also transcends and presupposes any normative order founded on state consent and individual interests. Even if ‘international community’ is conceived in the minimal sense as a legal entity with a merely prudential constitution, there must be some kind of pre-existing common interests and social goals that animate the formation of such a constitution. In other words, community interests do not emerge from a normative vacuum, and questions about the normative ends of a legal system logically precede its concrete organisation.

If one comes at ‘international community’ from a second, sociological perspective, the focus thus shifts to a somewhat more abstract level. Here, it is much less about the role and rule of law than about the degree of human interconnectedness, the feeling of belonging together, and the construction and perception of what differentiates ‘Us’ from ‘Others’. This perspective emanates from Ferdinand Tönnies’ (2002) seminal distinction between ‘society’ and ‘community’, and it is present in English School discussions of world society and culture (Buzan 2004: 74-76). Tönnies’ (2002: 33-37) distinction essentially hangs on the type of bond between the members of a social group. Community is ‘organic’, rooted in natural attraction between its members. Society, on the other hand, is ‘mechanic’, artificially formed for the purpose of realising its members’ rational interests. David Ellis (2009) elaborates this account of an organic community with regard to the international context. The crucial determinant in the distinction between an international society rooted in interdependence and an international community is, in Ellis (2009: 7) view, the existence of a sufficiently developed common ethos:

The common ethos comprises the constitutive values and norms that define the collective identity of the community. It produces hypothesized material effects of cultural environments: states orient their self-presentations toward, and draw their frames from, the community ethos (Schimmelfennig quoted in Ellis 2009: 7).

A conception of ‘international community’ grounded in common ethos has two important corollaries. The first is the way in which this distinction serves to address the relationship between international society and international community by establishing some tentative boundaries between the concepts. Common ethos is conceived as analytically prior to the existence of a rational, contractual arrangement such as the society of states (Tönnies 2002; Conklin 2012). State consent and coherent practices, and the presence of certain constitutional principles for the development and application of legal rules, may serve to infer the existence of international society. But it does not, from a sociological perspective, presuppose the kind of organic unity necessary for the formation of an international community. English School theory is very clear on this point. International law is seen as the constitutive basis of international society, indicating the kind of rule-governed interaction which is central to Bull and Watson’s (1984: 1) famous definition of international society. [1] But law and procedural arrangements alone neither constitute nor represent the organic ‘we’ feeling that binds the members of a community together.

This raises extremely complicated questions about the conceptual relationship between ‘international community’ and ‘international society’. As hinted above, society is the more basic, and certainly from an anthropologically perspective, prior idea. The English School literature conforms this view, maintaining that there must be a degree of common interest and cultural unity on the basis of which international society can be built (Bull 1977: 16, Wight 1977: 33). In his analysis of the international system/international society distinction, Barry Buzan (1993) suggests that there is some historical evidence that vindicates this view, pointing to Wight’s case studies of classical Greece and early modern Europe as well as Gong’s (1984) genealogy of the standard of ‘civilization’. Yet, he concedes that in principal ‘international society could evolve functionally from the logic of anarchy without preexisting cultural bonds’ (Buzan 1993: 334). David Ellis (2009: 8) even reverses the logic entirely, arguing that the density of interaction induced and propelled by the presence of international society is a necessary condition for the development of common ethos. This would suggest a derivative relationship with international society coming first, providing the normative background structures necessary for the development of socio-cultural bonds.

My somewhat unsatisfying intuition is that both logics are in play, and that the relationship between international society and international community is reticular rather than derivative: continuous interaction, made possible through and facilitated by international society’s fundamental institutions such as diplomacy, great power management and international law, results in, and is generated by, common ethos. [2]

The Problem of Collective Identity

It is immediately apparent that the conditions for the existence of an international community are normatively much more demanding than those upon which the concept of international society is predicated. Bull (1977) shows how a society of states can, in principal, operate on an instrumental set of shared norms, rules and principles as long as the fundamental social ordering objectives (security, pacta sunt servanda, private property ownership) are secured. Of course, even Bull’s minimal, functional image of international society presuppose both a common interest in upholding social order and a minimal moral agreement on basic ordering values and questions of right and wrong; it is indeed difficult to imagine an international society without some sense of shared identity. But the common ethos that underscores natural bonds between members of a community needs much more than shared normative ordering principles. It is a sense of collective identity and common morality that leads states to share a sense of belonging to a common purpose (Ellis 2009: 8-9; Jackson 2000: 336, Brown 1995: 91). Collective identity, however, not only requires some sense of emotional allegiance that mobilizes states to act as, or at least represent, a collective moral agent, but, and perhaps even more problematically, it also needs an outside environment against which the ‘self’ can be established (Simma and Paulus 1998: 268).

The collective identity element raises the normative threshold for the formation of an international community up to a point at which some commentators call the entire idea of a globally spanning community into question (e.g. Brown 1995: 100-106). They have a point. The UN perhaps comes closest to resembling the idea of an international community rooted in a common identity associated with the principles of its Charter, as Fassbender (2009) wishes to suggest. But notwithstanding Kofi Annan’s (1999: 3) invigorating statement that the international community ‘has an address [and] achievements to its credit’, the UN does not (yet) satisfy the requirements, and expectations towards, a durable, institutionalised universal global political community. Ad-hoc coalitions of states may occasionally exercise agency on behalf of the international community. However, as Brown’s (2001) study of the Gulf War in 1990 and the NATO intervention in Kosovo in 1999 shows, even the ideological coherence and value commitments of ‘collations of the willing’ have varied greatly.

The concept of ’international community’, to borrow Simma and Paulus’ (1998: 277) words, ‘contains as much aspiration as reality’. Rather than imagining contemporary international relations as either communitarian or societal, we should expect to find both elements co-existing and interacting, with the relative weight of each depending on context. Analytically, theorists can take the idea of community meaningfully forward by thinking of ‘international community’ as an ideal-type to which to recourse to when theorising the normative basis of communitarian norms, practices, institutions and values.

[1] An international society is existent when ‘a group of states (or, more generally, a group of independent political communities) which not merely form a system, in the sense that the behaviour of each is a necessary factor in the calculations of the others, but also have established by dialogue and consent common rules and institutions for the conduct of their relations, and recognise their common interest in maintaining these arrangements’.

[2] The problem of Buzan’s account is that he confuses the concepts of society ( Gesellschaft ) and community ( Gemeinschaft ) in his attempt to establish a boundary between international system and international society, suggesting that there is a society-society and a community-society. In his later work (e.g. Buzan 2004: 74-76), he seems to be much clearer about the distinction.

How to Write the Community Essay – Guide with Examples (2023-24)

Students applying to college this year will inevitably confront the community essay. In fact, most students will end up responding to several community essay prompts for different schools. For this reason, you should know more than simply how to approach the community essay as a genre. Rather, you will want to learn how to decipher the nuances of each particular prompt, in order to adapt your response appropriately. In this article, we’ll show you how to do just that, through several community essay examples. These examples will also demonstrate how to avoid cliché and make the community essay authentically and convincingly your own.

Emphasis on Community

Do keep in mind that inherent in the word “community” is the idea of multiple people. The personal statement already provides you with a chance to tell the college admissions committee about yourself as an individual. The community essay, however, suggests that you depict yourself among others. You can use this opportunity to your advantage by showing off interpersonal skills, for example. Or, perhaps you wish to relate a moment that forged important relationships. This in turn will indicate what kind of connections you’ll make in the classroom with college peers and professors.

Apart from comprising numerous people, a community can appear in many shapes and sizes. It could be as small as a volleyball team, or as large as a diaspora. It could fill a town soup kitchen, or spread across five boroughs. In fact, due to the internet, certain communities today don’t even require a physical place to congregate. Communities can form around a shared identity, shared place, shared hobby, shared ideology, or shared call to action. They can even arise due to a shared yet unforeseen circumstance.

What is the Community Essay All About?             

In a nutshell, the community essay should exhibit three things:

  • An aspect of yourself, 2. in the context of a community you belonged to, and 3. how this experience may shape your contribution to the community you’ll join in college.

It may look like a fairly simple equation: 1 + 2 = 3. However, each college will word their community essay prompt differently, so it’s important to look out for additional variables. One college may use the community essay as a way to glimpse your core values. Another may use the essay to understand how you would add to diversity on campus. Some may let you decide in which direction to take it—and there are many ways to go!

To get a better idea of how the prompts differ, let’s take a look at some real community essay prompts from the current admission cycle.

Sample 2023-2024 Community Essay Prompts

1) brown university.

“Students entering Brown often find that making their home on College Hill naturally invites reflection on where they came from. Share how an aspect of your growing up has inspired or challenged you, and what unique contributions this might allow you to make to the Brown community. (200-250 words)”

A close reading of this prompt shows that Brown puts particular emphasis on place. They do this by using the words “home,” “College Hill,” and “where they came from.” Thus, Brown invites writers to think about community through the prism of place. They also emphasize the idea of personal growth or change, through the words “inspired or challenged you.” Therefore, Brown wishes to see how the place you grew up in has affected you. And, they want to know how you in turn will affect their college community.

“NYU was founded on the belief that a student’s identity should not dictate the ability for them to access higher education. That sense of opportunity for all students, of all backgrounds, remains a part of who we are today and a critical part of what makes us a world-class university. Our community embraces diversity, in all its forms, as a cornerstone of the NYU experience.

We would like to better understand how your experiences would help us to shape and grow our diverse community. Please respond in 250 words or less.”

Here, NYU places an emphasis on students’ “identity,” “backgrounds,” and “diversity,” rather than any physical place. (For some students, place may be tied up in those ideas.) Furthermore, while NYU doesn’t ask specifically how identity has changed the essay writer, they do ask about your “experience.” Take this to mean that you can still recount a specific moment, or several moments, that work to portray your particular background. You should also try to link your story with NYU’s values of inclusivity and opportunity.

3) University of Washington

“Our families and communities often define us and our individual worlds. Community might refer to your cultural group, extended family, religious group, neighborhood or school, sports team or club, co-workers, etc. Describe the world you come from and how you, as a product of it, might add to the diversity of the UW. (300 words max) Tip: Keep in mind that the UW strives to create a community of students richly diverse in cultural backgrounds, experiences, values and viewpoints.”

UW ’s community essay prompt may look the most approachable, for they help define the idea of community. You’ll notice that most of their examples (“families,” “cultural group, extended family, religious group, neighborhood”…) place an emphasis on people. This may clue you in on their desire to see the relationships you’ve made. At the same time, UW uses the words “individual” and “richly diverse.” They, like NYU, wish to see how you fit in and stand out, in order to boost campus diversity.

Writing Your First Community Essay

Begin by picking which community essay you’ll write first. (For practical reasons, you’ll probably want to go with whichever one is due earliest.) Spend time doing a close reading of the prompt, as we’ve done above. Underline key words. Try to interpret exactly what the prompt is asking through these keywords.

Next, brainstorm. I recommend doing this on a blank piece of paper with a pencil. Across the top, make a row of headings. These might be the communities you’re a part of, or the components that make up your identity. Then, jot down descriptive words underneath in each column—whatever comes to you. These words may invoke people and experiences you had with them, feelings, moments of growth, lessons learned, values developed, etc. Now, narrow in on the idea that offers the richest material and that corresponds fully with the prompt.

Lastly, write! You’ll definitely want to describe real moments, in vivid detail. This will keep your essay original, and help you avoid cliché. However, you’ll need to summarize the experience and answer the prompt succinctly, so don’t stray too far into storytelling mode.

How To Adapt Your Community Essay

Once your first essay is complete, you’ll need to adapt it to the other colleges involving community essays on your list. Again, you’ll want to turn to the prompt for a close reading, and recognize what makes this prompt different from the last. For example, let’s say you’ve written your essay for UW about belonging to your swim team, and how the sports dynamics shaped you. Adapting that essay to Brown’s prompt could involve more of a focus on place. You may ask yourself, how was my swim team in Alaska different than the swim teams we competed against in other states?

Once you’ve adapted the content, you’ll also want to adapt the wording to mimic the prompt. For example, let’s say your UW essay states, “Thinking back to my years in the pool…” As you adapt this essay to Brown’s prompt, you may notice that Brown uses the word “reflection.” Therefore, you might change this sentence to “Reflecting back on my years in the pool…” While this change is minute, it cleverly signals to the reader that you’ve paid attention to the prompt, and are giving that school your full attention.

What to Avoid When Writing the Community Essay  

  • Avoid cliché. Some students worry that their idea is cliché, or worse, that their background or identity is cliché. However, what makes an essay cliché is not the content, but the way the content is conveyed. This is where your voice and your descriptions become essential.
  • Avoid giving too many examples. Stick to one community, and one or two anecdotes arising from that community that allow you to answer the prompt fully.
  • Don’t exaggerate or twist facts. Sometimes students feel they must make themselves sound more “diverse” than they feel they are. Luckily, diversity is not a feeling. Likewise, diversity does not simply refer to one’s heritage. If the prompt is asking about your identity or background, you can show the originality of your experiences through your actions and your thinking.

Community Essay Examples and Analysis

Brown university community essay example.

I used to hate the NYC subway. I’ve taken it since I was six, going up and down Manhattan, to and from school. By high school, it was a daily nightmare. Spending so much time underground, underneath fluorescent lighting, squashed inside a rickety, rocking train car among strangers, some of whom wanted to talk about conspiracy theories, others who had bedbugs or B.O., or who manspread across two seats, or bickered—it wore me out. The challenge of going anywhere seemed absurd. I dreaded the claustrophobia and disgruntlement.

Yet the subway also inspired my understanding of community. I will never forget the morning I saw a man, several seats away, slide out of his seat and hit the floor. The thump shocked everyone to attention. What we noticed: he appeared drunk, possibly homeless. I was digesting this when a second man got up and, through a sort of awkward embrace, heaved the first man back into his seat. The rest of us had stuck to subway social codes: don’t step out of line. Yet this second man’s silent actions spoke loudly. They said, “I care.”

That day I realized I belong to a group of strangers. What holds us together is our transience, our vulnerabilities, and a willingness to assist. This community is not perfect but one in motion, a perpetual work-in-progress. Now I make it my aim to hold others up. I plan to contribute to the Brown community by helping fellow students and strangers in moments of precariousness.    

Brown University Community Essay Example Analysis

Here the student finds an original way to write about where they come from. The subway is not their home, yet it remains integral to ideas of belonging. The student shows how a community can be built between strangers, in their responsibility toward each other. The student succeeds at incorporating key words from the prompt (“challenge,” “inspired” “Brown community,” “contribute”) into their community essay.

UW Community Essay Example

I grew up in Hawaii, a world bound by water and rich in diversity. In school we learned that this sacred land was invaded, first by Captain Cook, then by missionaries, whalers, traders, plantation owners, and the U.S. government. My parents became part of this problematic takeover when they moved here in the 90s. The first community we knew was our church congregation. At the beginning of mass, we shook hands with our neighbors. We held hands again when we sang the Lord’s Prayer. I didn’t realize our church wasn’t “normal” until our diocese was informed that we had to stop dancing hula and singing Hawaiian hymns. The order came from the Pope himself.

Eventually, I lost faith in God and organized institutions. I thought the banning of hula—an ancient and pure form of expression—seemed medieval, ignorant, and unfair, given that the Hawaiian religion had already been stamped out. I felt a lack of community and a distrust for any place in which I might find one. As a postcolonial inhabitant, I could never belong to the Hawaiian culture, no matter how much I valued it. Then, I was shocked to learn that Queen Ka’ahumanu herself had eliminated the Kapu system, a strict code of conduct in which women were inferior to men. Next went the Hawaiian religion. Queen Ka’ahumanu burned all the temples before turning to Christianity, hoping this religion would offer better opportunities for her people.

Community Essay (Continued)

I’m not sure what to make of this history. Should I view Queen Ka’ahumanu as a feminist hero, or another failure in her islands’ tragedy? Nothing is black and white about her story, but she did what she thought was beneficial to her people, regardless of tradition. From her story, I’ve learned to accept complexity. I can disagree with institutionalized religion while still believing in my neighbors. I am a product of this place and their presence. At UW, I plan to add to campus diversity through my experience, knowing that diversity comes with contradictions and complications, all of which should be approached with an open and informed mind.

UW Community Essay Example Analysis

This student also manages to weave in words from the prompt (“family,” “community,” “world,” “product of it,” “add to the diversity,” etc.). Moreover, the student picks one of the examples of community mentioned in the prompt, (namely, a religious group,) and deepens their answer by addressing the complexity inherent in the community they’ve been involved in. While the student displays an inner turmoil about their identity and participation, they find a way to show how they’d contribute to an open-minded campus through their values and intellectual rigor.

Human rights and the international community: twenty questions

All you wanted to know about human rights! Leah Levin answers questions all of us have asked at least once in our lifetimes.  What is meant by human rights?  How is this idea reflected in practice?  What can the Human Rights Committee do if it considers that governments are not complying with their undertakings? Does the Committee deal with individual complaints?  Can anyone who feels that human rights are being violated appeal to the United Nations? And many others.

What is meant by human rights?

The concept of human rights is the acceptance of an inherent and inalienable right due to man simply because of being man. It is a moral right which derives from being a human being, and which in turn ensures the dignity of every human being.

How is this idea reflected in practice?

Human life and human dignity have been disregarded and violated throughout history and continue to be so violated. Nevertheless, the idea of natural law common to all mankind equally dates back many centuries. Natural law was long accepted as the source and standard of political right. During the eighteenth century the early ideas of natural law developed into an acceptance of natural rights, and these rights for the first time became a basic part of national constitutions, thus reflecting an almost contractual relationship between the States and the individual and emphasizing the power of the State as deriving from the assent of the free individual. The American Declaration of Independence and the French Declaration of the Rights of Man were based on this premise. During the nineteenth and twentieth centuries this principle was followed by a number of European, Latin American, and Asian States. During the 1960s, with the attainment of independence by a large number of African States, they too included recognition of human rights in their new constitutions, sometimes by incorporating into them the Universal Declaration of Human Rights. Despite the recognition of human rights in constitutions, these rights can be and are still violated by States, and can be removed by legislation or arbitrary means.

Is there any other way of ensuring the protection of human rights?

The State is the guarantor and protector of human rights, both traditionally and historically. But since the First World War there has been a growing belief that governments alone cannot be left to safeguard these rights, and that they are a subject for international guarantees. Although its mandate did not mention human rights, the League of Nations nevertheless tried to undertake the protection of human rights through international means. Its concerns, however, were limited to the extent of establishing certain conditions for the protection 'of minorities in a few countries. The major pressure for internationalization, however, built up after the Second World War, during which totalitarian regimes grossly violated human rights in their own and occupied territories, and were responsible for the elimination of entire groups because of their race, religion or nationality. This approach to the protection of human rights is reflected and reinforced in the Charter of the United Nations. Article 1 of the Charter states that the UN aims to achieve international co-operation by "promoting and encouraging respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language or religion." Article 55 expresses a similar undertaking; and in Article 56 all members of the U.N. "pledge themselves to take joint and separate action in cooperation with the Organization for the achievement of the purposes set forth in Article 55". The provisions of these Articles also form the basis of UNESCO's activity in the sphere of human rights through its relationship as a specialized agency of the UN in accordance with Article 63 of the Charter. The provisions of the Charter have the force of positive international law because the Charter is a treaty and therefore a legally binding document. Its provisions should not be contradicted by national laws or practices. It also establishes basic duties which all members must fulfil in good faith. Thus nations, as an integral part of the Charter, have the obligation to promote respect for, and encourage observance of human rights and are committed to cooperate with other nations in fulfilling these aims.

Why do States resist international scrutiny of their compliance with their duties to promote and protect human rights under the Charter?

One of the Articles of the Charter (Article 2[7]) states that the UN should not intervene "in matters which are essentially within the domestic jurisdiction of any State..." This provides the basis for the claims of States when they do not want their affairs discussed, and do not wish to be shown up as having contravened their undertakings in respect of human rights, even though they may be prepared to discuss the affairs of other States. These same governments have supported United Nation's resolutions which sanctioned investigation into the affairs of other Member States. Thus different governments have taken different positions at different times. It is also widely argued that "intervention" does not include discussion and examination since it means essentially "physical" intervention. There is consequently a growing acceptance in legal terms that when States have undertaken similar obligations it is legitimate for each State to undertake that other States respect them.

Does it follow that the UN Charter can have an effect on actual situations? The Charter recognizes that peace and stability among nations is related to the recognition of respect for human rights and seeks to establish conditions under which this can be achieved. It also establishes a close link between human rights and other worldwide concerns such as the promotion of economic and social co-operation. Since the signing of the Charter, great changes have occurred, especially regarding decolonization, and many new nations have emerged. However, as the provisions of the Charter are of a general nature, it was necessary to establish more specific definitions of human rights and freedoms in order that these could be practically applied.

How was this done?

In 1945, a UN Commission on Human Rights was established and entrusted with the task of drawing up an International Bill of Human Rights, whereby these rights and freedoms would be defined.

The first part of the Bill of Rights was achieved when on 10 December 1948 the General Assembly unanimously adopted the Universal Declaration of Human Rights "as a common standard of achievement for all peoples and all nations."

Do States which were not at the time members of the United Nations accept the Declaration?

The impact of the Declaration and the use made of it bear out the universal acceptance of the Declaration and it has become a norm of reference in human rights for all countries. In a formal sense, parts of the Declaration have been cited in national constitutions and other international instruments. Governments have no hesitation in invoking the Declaration when accusing other countries of violating their obligations under the Declaration; parts of the Declaration were also included in many new United Nations instruments agreed to by Member States. The Declaration, together with the Charter, served both as an inspiration and a means for millions of people under colonial rule to achieve self-determination. The universality of the claim to human rights provided the justification and the means for liberation of these oppressed peoples. In 1961 President Julius Nyerere of Tanganyika in addressing the United Nations General Assembly said "We shall try to use the Declaration of Human Rights as a basis for both our external and internal policies". All Member States take part in nominating and electing members to the Commission on Human Rights and participate in the implementation machinery.

What are the rights proclaimed in the Declaration? These rights can be broadly divided into two kinds. The first consists of civil and political rights which include the right to life, liberty, security of person; freedom from torture or slavery; political participation; property, marriage and the fundamental freedoms of opinion, expression, thought, conscience, and religion; freedom of association and assembly. The second kind are social, economic and cultural rights which relate to work, a reasonable standard of living, education and freedom of cultural life. In addition, the first article of the Declaration expresses the universality of rights in terms of the equality of human dignity; and the second article expresses the entitlement of all persons to the rights set out without discrimination of any kind. The priorities underlying the rights proclaimed in the Declaration are contained in the preamble to the Declaration, which starts by recognizing the "inherent dignity, and the equal and inalienable rights of all members of the human family".

Is the Declaration legally binding upon States?

The Declaration is not, as such, a legally binding document, but by their actions and use of the Declaration, nations have endowed the Declaration with a legitimacy which allows it to be invoked both legally and politically at the international and domestic levels. The consensus of the international community was expressed in these terms at the Tehran Conference on Human Rights in 1968: the Declaration "states a common understanding of the people of the world concerning the inalienable rights of all members of the human family and constitutes an obligation for all members of the international community". There is no legal sanction to compel States to meet this obligation. As with other areas of international law and practice the main sanction available to the international community is the withdrawal from States of the confidence of other States upon their unwillingness to co-operate to discharge their obligations.

What steps were taken toward implementation?

The Universal Declaration of Human Rights was the first tier in a three-tier objective. The second and third parts of the International Bill of Rights were adopted by the General Assembly on 16 December 1966. They consisted of two Covenants the International Covenant on Civil and Political Rights; and the International Covenant on Social, Economic and Cultural Rightsand the Optional Protocol to the Covenant on Civil and Political Rights. In adopting these Covenants agreement was reached by the international community, not only on the contents of each right, but also in respect of the right of States to derogate from or restrict these rights.

How do the Covenants differ from the Declaration?

Firstly, the Covenants, once ratified by thirty-five governments, are legally binding treaties. Secondly, upon agreeing to become party to the Covenants, States undertake to submit reports on their compliance with the provisions of the Covenants. Thirdly, although the General Assembly adopted the Covenants in 1966, they only entered into force in 1976 when the required thirty-five States had ratified them. Fourthly, the Covenants are only binding on those States which are parties to them. In September 1978 fifty States had become parties to the Covenants.

How do the Covenants relate to the Charter?

The Declaration interprets the basic rules on international law on the subject of human rights embodied in the Charter of the United Nations. Although the Covenants apply only directly to the States which have ratified them, they have a relevance to all States in respect of the obligations of Member States of the United Nations under the Charter and as interpreted by the Universal Declaration of Human Rights which were both adopted as international standards to be achieved.

What means are provided for implementation?

A special Human Rights Committee has been established under the Covenant on Civil and Political Rights, consisting of eighteen independent experts nominated by, but not representing, their governments. This Committee receives and examines reports from States as to how they are implementing their undertakings in respect of the Covenants. The Committee is able to question the government concerned, and forwards comments to the government subsequently. The Committee is also empowered to receive inter-State complaints when one State considers that another State is not giving effect to its obligations under the Covenants. This provision is not yet operative as the number of States required to agree to it in the first instance is ten, and to date there have only been six acceptances.

What can the Human Rights Committee do if it considers that governments are not complying with their undertakings?

Since the immediate protection of human rights depends upon compliance at the national level, the effectiveness of the Committee is limited as there is no enforcement machinery. However, there is a persuasive value derived from the examination of reports in public. Governments are sensitive to criticism of their human rights performance. The principal object of the Committee is to develop a constructive dialogue with reporting States and thereby promote the compliance of States with the provisions of the Covenant.

Does the Committee deal with individual complaints?

Under the provisions of the Optional Protocol to the Covenant on Civil and Political Rights, the Committee can act on complaints by individuals of violations of their rights by a State. Only citizens of countries which have ratified this undertaking can make complaints to the Committee, and only after all domestic remedies have been tried. Representation may also be made by another person on behalf of a victim who is not able personally to appeal to the Committee. These complaints are considered privately, and the Committee then makes its comments to the individual and to the State concerned.

What provision is there for the implementation of the Covenant on Social, Economic and Cultural rights?

Under this Covenant States party to it submit reports to the Economic and Social Council (ECOSOC) of the United Nations on progress made in achieving the rights recognized. A working group of fifteen of its members, representing States which are parties to the Covenant, has been appointed by ECOSOC to consider these reports. All other States can attend as observers. In addition, the sections of the reports relating to the sphere of competence of the International Labour Organisation (ILO) or of  UNESCOare examined by these bodies. Since most of the economic and social rights are outside the reach of most of the world's peoples, largely through no fault of their own, it remains the responsibility of the international community to work towards the realization of these rights for all peoples.

Are there other human rights instruments besides the Bill of Rights?

There are a number of declarations and conventions adopted by the General Assembly which elaborate and detail the specific obligations and safeguards relating to particular human rights laid down in the Declaration and the International Covenants. Among these are conventions relating to discrimination and to the right to life.

# Genocide In December 1948 the UN General Assembly adopted the Convention on the Prevention and Punishment of the Crime of Genocide. It came into force in 1961 and has now been ratified by eighty-two States. Genocide is defined in the Convention as the committing of certain acts with the intent to destroy, in whole, or in part, a national, ethnic, racial or religious group. Genocide is designated a crime under international law, whether committed in time of war or of peace.

# Discrimination The International Convention on the Elimination of all forms of Racial Discrimination entered into force in 1969 and has been ratified by ninety-seven States. It represents the most comprehensive United Nations statement regarding discrimination on the grounds of race, colour or ethnic origin. States parties to the Convention undertake to pursue a policy of eliminating racial discrimination in all its forms and to ensure the protection of special racial groups guaranteeing their members full and equal enjoyment of human rights and fundamental freedoms. A special Committee on the Elimination of Racial Discrimination was established under the Convention to supervise governmental compliance.

What are the functions of this Committee?

The Committee has four functions. The first, and hitherto its main occupation, is the examination of reports from States on the measures they have taken to implement the Convention. The second procedure, which has not yet been invoked by any State, allows the Committee to deal with inter-state complaints. The third allows the Committee to examine complaints from individuals against States, provided that the State concerned has recognized the right of private petition. This procedure is not yet operative as it requires at least ten States to have recognized this right and only five have done so, to date. The fourth function is to provide assistance to the UN organs which review petitions from inhabitants of trust and non-self-governing territories.

The way in which the Committee has conducted its task of handling and examining reports has yielded a measure of success insofar as getting States to file reports is concerned, and in ensuring that governments are represented at the examination of their reports. The latter procedure allows for eliciting additional information to that contained in the report. The Committee refrains from any formal condemnation and pursues the means of informal dialogue to encourage governments to comply with their obligations. It is entitled to make "suggestions and recommendations", but is dependent upon the General Assembly to endorse and give authority to these.

Can anyone who feels that human rights are being violated appeal to the United Nations?

Since its inception the United Nations has received annually thousands of complaints from individuals and organizations alleging violations of human rights. Between 1951 and 1971 there were 120,000 such communications.

What is done about them?

The Human Rights Commission, which is a subsidiary body to the Economic and Social Council, is the body primarily responsible for dealing with these complaints, but it has no power, under any of its procedures, to take action in respect of individual com¬ plaints. The method of dealing with complaints has been laid down by the Economic and Social Council.

Confidential lists of complaints are handed to members of the Commission, and States are informed of complaints against them; but replies received from States are not passed on to the person or organization submitting the complaint. In the early 1960s, the deep concern of many new nations with the colonial and racial attitudes in southern Africa prompted a move towards extending the United Nations measures so that gross violations of Human Rights could be dealt with. In 1967, the Economic and Social Council adopted a Resolution, instructing the Commission on Human Rights to "make a thorough study of situations which reveal a consistent pattern of violations of human rights, as exemplified by the policy of Apartheid"; and to report and make recommendations to the Economic and Social Council.

Fact-finding studies were then initiated, mainly concerned with southern Africa, followed later by fact-finding groups of government experts concerned with other territories. Despite the fact that none of these groups has ever been allowed to enter the territories concerned they have been able to gather a great deal of evidence on which subsequent resolutions of the General Assembly and the Commission on Human Rights have been based. The activities of these groups are carried out in public; but it has nevertheless been a restricted operation, as it has not been extended to situations beyond those mentioned.

In 1970, an Economic and Social Council Resolution set up a rather complex confidential procedure whereby complaints which reveal "a consistent pattern of gross and reliably attested violation of human rights and fundamental freedoms" should be examined. For the first time, evidence could be submitted not only by victims of violations, but also by any person, group or non-governmental organization with a direct and reliable knowledge of the violations.

The complaints are examined in the first instance by a Working Group of the Sub-Commission on the Prevention of Discrimination and the Protection of Minorities (a subsidiary of the Commission on Human Rights), which makes recommendations to its Sub-Committee, which in turn makes recommendations to a Working Group of the Commission on Human Rights, which in turn makes recommendations to the Commission on Human Rights. The Commission on Human Rights has to decide whether to recommend to the Economic and Social Council that the situation requires a thorough study, and report on whether an ad hoc committee should be established to investigate the situation in cooperation with the State concerned.

The entire procedure is confidential until such time as the Commission on Human Rights makes a recommendation to the Economic and Social Council; hence there has been no official information hitherto regarding the operation of the procedure. For the first time, in March 1978, the Commission listed the countries which had been considered at its session that year under this procedure. To date, however, no situation has been publicly reported to have been recommended for further study.

Introduction: The English School and Its Core Concept of International Society

The idea of international society relies on the assumption of the “societal” nature of inter-state relations. This concept is usually taken to mean that order in international politics is maintained due to social bonds between states. Hedley Bull authored the most concise definition, according to which international society “exists when a group of states, conscious of certain common interests and common values, form a society in the sense that they conceive themselves to be bound by a common set of rules in their relations with one another, and share in the working of common institutions” (Bull, 2002 , p. 13).

Despite this frequently repeated characterization, international society remains a puzzling concept. Even though it may seem persuasive and tends to evoke positive connotations through its promise of orderly international relations, it has amassed devoted supporters as well as ardent critics. A steadily growing research programme has accompanied the idea. This essay looks at the roots and development of the idea of international society in the discipline of international relations (IR) and outlines major interpretations of international society in an attempt to establish why it arouses both reproach and enthusiasm. The article highlights themes and research areas that, making use of the concept, contributed to its development, such as the standard of civilization, pluralism, solidarism and (in)equality. Moreover, the essay does not shy away from exploring contradictions stemming from the writing on international society. Rather than insulating the idea from inconsistencies, it tries to engage with its contradictions.

Notably, the early discussion of international society unfolded in the context of the development of IR as an academic discipline. The urge to establish IR as a separate field of scholarly inquiry was an important factor that stimulated the debate on international society. As a result, the idea became entangled in broader considerations of the subject and methodology of IR and in a quasi-competition between American and European interpretations of international politics.

The idea of international society is most commonly attributed to the English School of international relations. Considered its “master concept,” it played an important role in establishing this school of thought among other approaches to theorizing international relations (Brown, 2001 ). The English School was a name given to a group of scholars interested in the history and “workings” of international society. The “English School” label was successfully popularized by a largely critical article that advocated the school’s closure (Grader, 1988 ; Jones, 1981 ). Known also as the British institutionalists, these scholars are usually associated with postulating rationalism and a greater attention to history in the study of relations between states (Suganami, 2003 ). There is, however, no agreement as to the unifying characteristics of the English School or to whether a particular group of writers should be recognized as constituting a distinct school (Linklater & Suganami, 2006 ; Wilson, 1989 ). This long-standing debate has had a bearing on the concept of international society. The feature common to the writing of the first generation of the English School scholars was the rejection of the “domestic analogy,” by which they meant that international politics cannot be modeled on a state’s internal arrangements. They also shared the aim to distinguish their research and approach from American IR. The following quotation, which is explicit in that regard, also presents the general orientation the English School took in exploring international society: “The British have probably been more concerned with the historical than the contemporary, with the normative than the scientific, with the philosophical than the methodological, with the principles than policy” (Butterfield & Wight, 1966 ).

Although most commonly identified with the English School of international relations, the concept of international society cannot be limited to the English School tradition. There is a large body of literature in IR that presupposes the existence of international society whether or not the term is used directly. International legal studies, historical sociology and regime theory, as well as or among them some constructivist writers, have relied on the idea that relations between states are subject to norms and rules. Due to the breadth of this writing, the penultimate section of this essay introduces this literature only marginally; it focuses on works that refer more specifically to the international society idea.

What Is International Society?

In its simplest exposition, international society is one of the ways of characterizing relations between states both historically and in the present. The idea relies heavily on a particular historical narrative used to account for the emergence of the European interstate system. According to this interpretation, the modern society of states originated in Europe, and, by the 19th century , its members recognized themselves as forming a club of civilized states bound by international law. Through the process known as “expansion,” the institutional structure of international society is said to have spread around the globe (Keene, 2014 ).

In IR, the employment of the concept of a society to account for interactions between states dates back to Charles Manning (Manning, 1962 ), Martin Wight (Wight et al., 1991 ) and Hedley Bull (Bull, 1966b ). These three thinkers are also considered the primary figures or even the founding fathers of the English School. They are also recognized as the pioneers of the idea of international society (Dunne, 1998 ; Linklater & Suganami, 2006 ; Suganami, 2001 ).

C. A. W. Manning can be regarded as the first to have pondered the concept within the framework of IR as an academic discipline. Manning, in the first half of the 20th century , thought of the society of states as of a particular ontology of international relations. He viewed international society as an idiosyncratic subject matter, explicating the need to create a separate discipline dedicated to the study of IR (Manning, 1962 ). Manning was particularly interested in the way in which states coexist in the absence of an international system of government, as they are neither in the Hobbesian state of nature nor form part of a world state. Manning argued that the condition of possibility for such an arrangement was based on common assumptions that states shared as well as on their constant effort to keep such an organization in place. According to Manning, international society was an element of a prevalent assumption operating in international politics. It was only as a result of state leaders and diplomats’ acting on this assumption that interstate relations could take on features that external observers recognized as “societal” (Long, 2005 ; Manning, 1962 ; Wilson, 2004 ). The classical minimalist conception of international society, ascribed to Manning ( 1962 ) and James ( 1973 ), encompassed states, international law and diplomacy. The very existence of international law was deemed sufficient to conceive of relations between states as forming a society (Mapel & Nardin, 1998 , p. 20).

Wight interpreted world politics through a conversation between the three traditions: Grotian, Kantian and Hobbesian. This move was intended to equip international relations with a proper theory as well as to overcome the dichotomy between realism and idealism. However, by referring to the three thinkers and intending to delineate clearly between them, it has been argued that Wight abused the history of thought (Bull, 2002 ).

Hedley Bull and Martin Wight together with a number of other scholars and diplomats, formed the British Committee on the Theory of International Politics (Dunne, 1998 ). Their key volume, The Diplomatic Investigations , outlined the contours of the international society idea (Butterfield & Wight, 1966 ). This is, however, Hedley Bull and his seminal work The Anarchical Society ( 2002 ), who is credited with this idea’s first comprehensive as well as succinct exposition. For Bull, international society was not the only possible way of arranging international politics. He distinguished the international system, in which states maintain contact with each other, need to take others into account in their own calculations and are able to impact another’s decision but are not bound by common values, rules and institutions (Bull, 2002 , pp. 9, 240–241). Bull also described a world society, in which humanity as a whole shares interests and values (Bull, 2002 , p. 269). Nonetheless, in his view, it was the society of states that prevailed in international politics. In Bull’s words, international society existed when a group of states, realizing they shared certain interests and values, formed a society. This meant that these states accepted certain rules that steered their relations with one another and recognized common institutions, which Bull interpreted as sets of habits and practices (Bull, 2002 , p. 13).

In Bull’s view, these societal ties binding states secured order in international politics. Order was one of the principal themes in Bull’s Anarchical Society , where he sought to demonstrate how order can be maintained in the system of states and argued that this system has to be constantly assessed in relation to the goal of world order. Bull identified several goals he deemed elementary for each social life: the restriction of violence, respect for agreements and the stabilization of possession. On that basis, he claimed that international society should be valued since it provided a degree of order conducive to the attainment of societal goals. Shared rules were to provide guidance as to how common interests could be achieved (Bull, 2002 , pp. 51–52). Common institutions were to assist in the realization of common goals (Bull, 2002 , p. 71). Bull identified five such institutions: the balance of power, international law, the diplomatic mechanism, the managerial system of the great powers and war.

Since these initial but also fundamental contributions to the development of the idea of international society, this concept has been used to explain the fact that states are in no need of a supra-state or world government above them to maintain orderly relations. The binding force constructed on the basis of common interests and values has been deemed enough of an authority. Key to such an arrangement is consent. States agree that certain norms and rules will govern their behavior and their relations with each other. The major incentive is that the advancement of common interests is made possible only by respecting the agreed upon rules.

A specific narrative of European history heavily influenced the English School’s concept of international society. There are clear links to A. H. L. Heeren’s early- 19th-century definition of a states system where member states were joined by a reciprocity of interests (Bull, 2002 , p. 12). States system was indeed a term used by the English School authors, and their initial aim was to formulate a comparative history of such state systems (Wight, 1977 ; Watson, 1992 ).

Reviving the Idea of International Society

Insights provided by Hedley Bull, Martin Wight and Charles Manning remain at the heart of the idea of international society. However, changes that have taken place in international politics since their writing, such as the end of the Cold War, as well as new developments in the discipline of IR, have spurred attempts at revising the classical definition.

One approach focused on establishing ways of defining international society. The degree of cultural homogeneity, which initially perplexed Martin Wight as the necessary component for the effective functioning of the then-called states system, was followed by other considerations. Ian Clark focused on legitimacy, which for him could be used to denote the existence of international society (Clark, 2005 ). Further, Christian Reus-Smit argued that the modern society of states is underpinned by two fundamental institutions: contractual international law and multilateralism (Reus-Smit, 1997 , 1999 ).

Barry Buzan offered one of the most thorough reconceptualizations of the idea of international society. In his endeavor, Buzan postulated that the classical definition needed to be elaborated to encompass developments that were not present or scarce under the conditions of the Cold War. Moreover, for Buzan, the English School was an “imperfect” theory but nevertheless a candidate for a grand theory of international relations (Buzan, 2004 , pp. 25–26). Buzan thus attempted to turn the English School scholarship into a systematically organized field of study (Buzan, 2004 , pp. 24–25). To that end, he reworked the classical Wightian triad of realism, rationalism, and revolutionism and proposed viewing the international system, international society and world society as analytical concepts that revealed the material and social structures of the international system.

As a point of departure, Buzan asserted that all interaction in the state system is social and that norms and values are the building blocks of societies (Buzan, 2004 , p. 102). International society “is about the institutionalization of shared interest and identity among states, and puts the creation and maintenance of shared norms, rules and institutions at the centre of the IR theory” (Buzan, 2004 , p. 7). In order to introduce the coherence needed to build a clear theoretical framework, Buzan presented relations between individuals as first-order society and those between collectives (e.g., states) as second-order societies. He also insisted that the difference between international and world society should be constructed on the basis of the type of unit (state or non-state) and not with regard to the attitude toward dominant ideas (Buzan, 2004 , pp. 96–97). The aim was for the theory to encompass three domains: interhuman, transnational and interstate (Buzan, 2004 , p. 159). The reworked definition of international society encompasses a political and legal frame composed of states but where transnational actors and individuals are participants. States are defined as international society members and as the dominant actors in the triad, able to shape the two others to a larger extent than vice versa (Buzan, 2004 , pp. 202, 259). Buzan’s expansion of the international society concept led him to drop the idea of a mechanistic international system. If the spectrum of interstate societies spreads between asocial and confederative, there is no need for an additional category of a state system to explain relations between states (Buzan, 2004 , pp. 128–129, and see p. 159 for graph).

An account of primary and secondary institutions of international society complements the picture. Whereas earlier writing by Hedley Bull distinguished only five institutions of international society (balance of power, international law, diplomacy, war and great powers), Buzan suggested that distinguishing between primary and secondary institutions helps to consider international order globally and from a regional perspective. Primary institutions, in Buzan’s view, should be understood as fundamental and durable practices that evolved from interactions between states and remained a constitutive of actors and their legitimate activities. Secondary institutions, in turn, were consciously designed by states for specific purposes (Buzan, 2004 , pp. 164–170).

International society as a theoretical lens animated several strands of research. The authors of Theorising International Society ( 2009 ) were chiefly concerned with endowing international society research with an adequate methodological foundation, such that would allow the English School to identify the social structures and normative content of international politics (Navari, 2009 ). As Navari argued, the English School distanced itself from methodological concerns and took pride in an eclectic approach. Navari’s edited volume pointed to the limitations of methodological pluralism.

Globalization of International Society

Hedley Bull’s work is important for the development of the idea of international society not solely for the considerations he outlined in Anarchical Society but also for his volume co-edited with Adam Watson, The Expansion of International Society . This influential work argued that international society, spreading from the European center, reached the entire globe (Bull & Watson, 1984 ). The expansion was understood in terms of the expansion of rules and institutions, especially that of international law, seen as the crucial element of social interactions between sovereign states (Bull, 2002 , p. 123, p. 136; Bull & Watson, 1984 ). The volume described encounters of European international society with entities considered parts of the outside world, such as Russia (Watson, 1984b ), Spain and the Indies (Donelan, 1984 ) and Africa (Bull, 1984b ). The process of broadening the international society membership was presented as a result of non-European polities, such as the Ottoman empire (Naff, 1984 ), China (Gong, 1984a ) and Japan (Suganami, 1984 ), joining the society of states. The Expansion concluded with a discussion of the evolution of a European-turned-global international society, and it addressed the possibility of the Third World’s revolt against the West (Bull, 1984c ) and the question of racial equality (Vincent, 1984 ).

According to Manning, the expansion of international society was a “pragmatic inevitability.” States needed to accept positive international law that originated in the West (Aalberts, 2012 , p. 176). The English School scholars generally saw this expansion as a historical process but also as a rational way to conduct international relations (Suganami, 2011 ). Bull and Watson suggested that the formation of the European international society and the expansion of Europe were two interrelated processes.

It is now 30 years since Bull and Watson’s classic work was published. In the intervening years, a wealth of new scholarship has challenged many aspects of this account with special reference to its Eurocentric approach to history. The historical narrative of the expansion of international society remains a contested issue. According to Bull and Watson, international society emerged in Europe and spread globally; it superseded other political organizations mainly because of its military supremacy (Bull, 1984a ; Watson, 1984a ). Gong ( 1984b ) and Watson ( 1992 ) reinforced this narrative. The competing approach stressed the relative underdevelopment of the European international society at the beginning of its global expansion and the resulting evolution of this society under the influence of encounters with non-European political entities (Buzan & Little, 2008 ). The critics of the European foundations of the global international society pointed to numerous historical inaccuracies of such a Eurocentric grand narrative. They argued that up to the 19th century , the development of norms and rules was the result of two-way interactions between Europe and other regions (Suzuki, Zhang, & Quirk, 2013 ). Finally, critics of the expansion thesis proposed replacing the concept of “expansion” with “stratification” and suggested it would be more fruitful to ask who was where within international society rather than who was a member, thereby dictating the boundaries of that society (Keene, 2014 ).

In spite of the many disputes surrounding the expansion question, it has undoubtedly inspired a broad research agenda. The topic of “entry” into international society has been explored with regard to Russia (Neumann, 2011 ), Greece (Stivachtis, 1998 ), Egypt (Roberson, 2009 ), Southeastern Europe (Bilgic, 2015 ; Ejdus, 2015 ; Wigen, 2015 ) and West and Central Africa (Pella, 2014 ).

Regional International Societies

The other dynamic that has come to the forefront in the studies of international society is the increasing attention paid to regions. Together with the greater regional integration observed in practice, the need arose to take the sub-global structures into consideration. A pressing need was felt to account for regional dynamics at play in global international society (Dunne, 2005 , p. 159). Barry Buzan was the chief advocate and an ardent critic of the English School’s neglect of the regional dimension (Buzan, 2004 , pp. 201–212). Arguably, the regional aspect had been present in what Wight termed the “comparative sociology of states systems” (Wight, 1977 ). However, Buzan accurately claimed that having established that the international society expanded to cover the globe, regional developments have never been a key concern for the English School with its preference for analyzing the state system in its totality. In order to change this pattern and to allow the English School to account for a wider range of international phenomena, Buzan mapped his conception of international society onto regional developments. His chief claim was that elements of international society existing at the global level can also be found at the sub-global scale. Moreover, some societal aspects could be more pronounced regionally than globally (Buzan, 2004 , p. 134). Certain regional groupings of states may represent “greater normative content” or an increased consciousness of common interests and values and, thus, a propensity for the joint formulation of specific common rules and institutions (Ayoob, 1999 , p. 248). For Buzan, sub-global international societies were not deemed to fall into rivalry with each other. There were also no grounds to suggest that regional developments would necessarily weaken the global social dimension (Buzan, 2004 , p. 209).

Scholars attempted to apply the concept of a regional international society with regard to the Middle East (Buzan, 2009 ) and Scandinavia (Schouenborg, 2012 ). Other regional groupings approached from the English School perspective included Europe (Sakwa, 2011 ), the European Union (Czaputowicz, 2003 ; Diez, Manners, & Whitman, 2011 ; Stivachtis & Webber, 2011 ), the Association of Southwest Asian Nations (Narine, 2006 ), Southeast Asia (Quayle, 2013 ), East Asia (Buzan & Zhang, 2014 ) and Africa (Tan Shek Yan, 2013 ). In spite of the sophisticated theoretical approach several of these studies adopted, including the application of Buzan’s insights on primary and secondary institutions, the results were inconclusive. The reliance on primary institutions resulted in a conclusion that the Middle East can be thought of as a sub-global interstate society (Gonzalez-Pelaez, 2009 , pp. 114–115). The analysis of secondary institutions, however, contested this claim (Murden, 2009 ).

The Pluralist-Solidarist Debate

The idea of international society encompasses a number of contradictions. The division between pluralism and solidarism and a cognate tension between order and justice are the two most contentious aspects that characterize this approach to international politics.

The pluralist-versus-solidarist debate has long been described in terms of “the best-known tension within English School theory” (Williams, 2005 , p. 20). The understandings of solidarism and pluralism, however, have been changing and separating from this dichotomy and have shifted toward a more complex form of interplay and merging between the two (Weinert, 2011 ). To be able to appreciate this development, we have to start with the distinction and return once more to Hedley Bull, its original proponent. Bull defined solidarist international society as one where the collective enforcement of international rules and the guardianship of human rights were possible (Bull, 1966a ). Building his argumentation on the Grotian thought exposed in De Jure Belli ac Pacis , Bull assumed that individuals should be subject to international law, and solidarism was to reflect this line of reasoning. A solidarist international society was thought of as prioritizing justice, embracing the possibility for progress and acknowledging the existence of superior human values that should be promoted and protected. From this strand of thinking arose the proposition that states have duties to humanity—a thesis difficult to reconcile with sovereignty, the principal pluralist rule and the building block of international society. Pluralism, in contrast, embraced diversity as the fundamental feature of international society. The pluralist view of international society was based on the concept of coexistence and on the appreciation of difference. It embraced the idea that states are inclined to only agree on a narrow set of purposes and will avoid activities taking individuals as the point of reference (Bull, 1966a ). Bull’s approach strengthened the impression that pluralism and solidarism are mutually exclusive and that international society may represent only one type at any given time.

Bull’s own position with regard to international society as pluralist or solidarist fluctuated. Bull’s pluralism was much more prominent in his earlier work, whereas his later interventions leaned toward solidarism. His ambiguous position led Wheeler and Dunne to advocate for “Bull’s pluralism of the intellect and solidarism of the will” (Wheeler & Dunne, 1996 ). Throughout Bull’s work, the topic of justice and the “revolt against the West” perplexed him. He called for a redistribution of power and wealth from North to South, without which non-Western peoples would not support international society (Bull, 2002 , pp. 316–317). Although emphasis was always placed on order, Bull at the same time recognized the need for greater justice (Bull, 1984a , p.18). On other hand, he feared that “solidarist visions can be used to defend a homogenous international society” (Linklater & Suganami, 2006 , p. 157). He also observed that “the nascent cosmopolitan culture” was biased ‘in favor of the dominant cultures of the West (Bull, 2002 , p. 305) and that solidarism and its “tools” (e.g., trial and punishment of war criminals) were selective and prone to the influences of power politics (Bull, 2002 , pp. 85–86). Hedley Bull’s solidarism rested on the presumption that there existed common human good and that some sort of human society is not only desirable but also attainable (Bull, 2002 , p. 278).

The pluralist-solidarist tension returned as the central analytical framework following the end of the Cold War and Western claims to victory coupled with greater normative ambitions on part of liberal democratic states (Buzan, 2004 , pp. 47–49; Hurrell, 2005 , p. 21, 2007c , p. 58). Democratic states pledging of responsibility for peace and security globally was interpreted as the ascendance of solidarism. This international society, with an extending range of cooperative norms, rules, and institutions and composed of states converging in terms of ideology and internal governance, was seen as having goals that were much more ambitious than the preservation of order (Buzan, 2004 , p. 131; Hurrell, 2007c , pp. 59–60). This society, and especially liberal states purportedly forming its core, have shown growing acceptance of different types of intervention (Hurrell, 2005 , pp. 20–21).

The humanitarian intervention debate has been one important offshoot of the solidarist question in international society propagated with Nick Wheeler’s seminal work Saving Strangers . Wheeler’s theory of humanitarian intervention helped to determine what should count as legitimate humanitarian intervention (Wheeler, 2000 ). Wheeler not only recognized the solidarity exhibited by the society of states but also openly advocated a “solidarist project.” He claimed it was possible to reconcile order and justice, especially with regard to the enforcement of human rights (Wheeler, 2000 , p. 285).

In addition to the human rights issue as an important theme for solidarist ideas, the literature also links solidarism to normative requirements regarding states’ internal organization—in technical-bureaucratic as well as in ideological terms. The promotion of a particular example of a state, with a specific political and institutional set-up modeled on the West, was influenced by Robert Jackson’s introduction of the concept of a quasi-state (Jackson, 1990 ). Reus-Smit, for whom the starting point of the analysis was “modern international society” built on the pillars of contractual international law and multilateralism, argued that international society’s intersubjective values have a bearing on a state’s identity and provide the rules of rightful state action (Reus-Smit, 1997 , pp. 584–585, 1999 , pp. 36–39). Clark further argued that legitimacy, which he regarded as crucial for the conceptualization of international society, was composed of rightful membership and rightful conduct (Clark, 2005 , p. 2).

On the most general level, it may be stated that solidarists defend the breach of national sovereignty (Linklater & Suganami, 2006 , p. 143). The ethical standpoint is much more pronounced than it is in pluralism, and it is revealed in the call for ethical international society. Human rights are viewed as standards rather than as enforceable commitments, and norms acquire common-sense quality.

Up until the events of 9/11, scholars tended to agree that order ceased to be the exclusive objective states should pursue. The post 9/11 era was interpreted as a reversal of previous gains as states ceased to see purposes “beyond themselves” and restored to the framework of national security (Dunne, 2007 , p. 142).

Buzan attempted to transgress the division between pluralism and solidarism, arguing that they should be understood “as positions on a spectrum representing, respectively, thin and thick sets of shared norms, rules and institutions” not as mutually exclusive positions (Buzan, 2004 ). Weinert ( 2011 ) further developed the proposition that solidarism and pluralism are not mutually exclusive but operate in tandem. Features of the solidarist-pluralist debate have been reflected in William Bain’s discussion of societas vs universitas . Using Oakeshott’s concept, Bain proposed viewing international society as organized along the values of societas , an association based on authority grounded in law, or universitas , an association in recognition of a common purpose. Contemporary international politics do not resemble either one or the other image; both are present in international society practice (Bain, 2006 , pp. 201–202).

Membership and (In)equality

The question put forward by Wight, “How far does international society—supposing there be one—extend?” (Wight et al., 1991 , p. 49), continues to animate scholarly debates. Much of Bull’s work was concentrated on the issues of international society membership, criteria for it and the question of those at its fringes/borders. Bull was preoccupied with the position of weaker states in international society and their role in legitimizing the international society. In his opinion, there was no other way for the international society to last then taking into consideration and in fact reflecting the values and interests of weaker states. While the problem of what type of states should be accommodated remains underdeveloped in Bull’s writing, Clark ( 2005 ) and Hurrell ( 2007b , p. 41) addressed the membership question.

International society proponents have agreed that the idea is premised on the equality of states. Wight asserted that “the movement from a hierarchical to an egalitarian principle was probably inherent in the reciprocal recognition of sovereignty” (Wight, 1977 , p. 135). International society, as a voluntary association, was supposed to be a reciprocal agreement based on the idea of free will expressed by equal members (Bain, 2003b , p. 70).

The English School paid considerable attention to the fact that, in a judicially equal society, there exists unequal distribution of power: “the modern European states-system, while formulating the principle of the equality of states, has modified it by establishing the class of great powers” (Wight, 1977 , p. 42). Manning suggested that states do not vary in formal status as sovereignty is uniform; what differs is the stature and hence the standing in international relations (Manning, 1962 , p. 190). Great powers have been identified as one of the institutions of international society, possessing special rights as well as responsibilities for international society management and preservation (Bull, 2002 , p. 17, chapter 9).

Several authors have pointed to the existence of international society’s core composed of liberal-constitutionalist states. These states have prevailed as the winning coalition following all major conflicts, most recently the Cold War. The core states have been principal agents in the production and reproduction of the practices underpinning international society (Buzan, 2004 ). Their values shape the modern constitutional structure (Reus-Smit, 1997 , pp. 584–585). In other words, the powerful are seen as privileged in relation to the rest of the international society members, despite formal equality of all states (Buzan, 2004 , pp. 222–227). The “inner” grouping’ interprets and implements the wishes of international society as a whole (Clark, 2005 , p. 159). The core is also presented as a homogenizing force and as a model others are expected to emulate (Buzan, 2004 , p. 60). Bain argued that international society as a voluntary association is no longer the case if one analyses modern instances of “trusteeship,” such as Kosovo under the UN administration (Bain, 2003a ).

The inequality theme found its most comprehensive reflection in the debate about the standard of civilization. The narrative developed around the standard of civilization suggested that Western states in their encounters with non-Western societies before the early 20th century demonstrated that they considered themselves to be the representatives of a genuine (read “better”) civilization. This belief justified the expansion of their own social, political, legal and cultural norms and practices beyond Western Europe.

The first exponent of this approach was Gong ( 1984b ). Historically, the relationship between the expansion of the international society of European states and the standard of civilization was intimate. The standard of civilization originated in Europe in the 19th century and was used as an explanation and legitimation of powerful states’ expansion. As such, it also forged changes in the European international society and altered states that sought international society membership (Gong, 1984b , p. 4). The standard of civilization has been used to express a tacit or explicit set of rules that enabled the distinction between those states belonging to an allegedly more advanced grouping and those that did not (Gong, 1984b , p. 3). The standard of civilization was premised on and perpetuated the division between the advanced, the privileged, those setting the rules and those following (willingly or as a result of coercion). The standard of civilization was an idea as well as means to organize international society and enable its expansion. Non-Europeans, due to their alleged lack of an “adequate” civilization or their “shortcomings” in terms of religion, were not sovereign international society members (Sørensen, 2006 , p. 49). As it became enshrined in international law, the standard also took an increasingly explicit juridical character (Gong, 1984b , p. 5).

As the standard itself was a broad and evolving category, the goals of the employment of the 19th century were far from uniform. It served either to bar certain countries (Japan, China) from participating in the international society, to impose unequal treaties on them or to legitimize colonization. An important objective—especially with regard to these elements of the standard that touched upon the internal organization of a state (i.e., the effectiveness in running state affairs, the independence of judiciary from the executive and, especially, the protection of property)—was also to protect Europeans leaving in the colonies (Gong, 1984b , p. 64).

More recently, scholars reengaged with the standard of civilization argument: (Bowden 2009 ), Keene ( 2002 ) and Suzuki ( 2009 ). Keene, in particular, saw it as leading to the creation of two distinct orders ruled by contrasting laws: one superior and one subordinate deliberately sustained by the leading states in colonial peripheries (Keene, 2002 ). The inscription of the standard of civilization in international law allowed for sustaining this unequal relation between the two orders (Anghie, 1999 , 2005 ).

Critique of the Idea of International Society

Several currents can be distinguished in the critique of the idea of international society. The first, originating from the English School camp, advances a mild criticism centered on the problem of the decline of international society. Another “insider” criticism relates to the lack of methodological rigor in the study of international society. The English School methodological orientation is said to be either difficult to pin down (Keene, 2009 ) or nonexistent (Jackson, 2009 ). Scholars who do not identify with the English School research agenda have typically pointed to the Eurocentric nature of the idea of international society. The third charge castigates the international society idea for providing an illusion of certainty and simplicity. The failure to take the complexity and multidimensional aspect of international politics on board undermine, to a large extent, the idea’s potential for a meaningful engagement with contemporary international developments (Edkins & Zehfuss, 2005 ).

Already in 1975 , Bull considered international society to be “in decline” (in Bull, 2002 , p. xxi). Western primacy established in the aftermath of the Cold War propelled doubts as to the durability of global international society. Ian Hall argued that solidarist developments reflected in the works of Time Dunne or Nicholas Wheeler undermined the very foundations of international society, such as the centrality of states or the importance of power politics (Hall, 2001 ).

This strand of critique was strengthened in the wake of the United States’ reaction to the 9/11 attacks. International society was regarded as threatened by the extent of American preponderance. Other members of the international society could not compel the United States to act in ways that would support the existing international order. Instead, the United States rearranged international politics along the lines of hierarchical order (Dunne, 2003 ). American actions were largely considered as undermining international society (Bellamy, 2005 ). These discussions culminated with an attempt to reconcile practices of hierarchy with the idea of international society. Presenting hegemony as one of the primary institutions of international society, Ian Clark sought to reinvigorate international society as a still adequate framework to account for developments in international politics (Clark, 2009 , 2011 ).

Another current criticized the idea of international society as reflecting only a particular historical experience: that of Western states. The classical figures of the English School have been castigated for their excessive Eurocentrism and for the downplaying of the role of imperialism in bringing about the allegedly shared norms of international society. The idea, according to Keal, helped legitimize a highly unequal international system, comprising the practices of imperialism and colonialism (Keal, 2003 ). Edward Keene, who chose to examine international society and its membership requirements from the point of view of the non-Western world, criticized the overreliance on the Western European example and the superficiality of order built on the supposedly shared foundations of international society. He proposed acknowledging the “dualistic nature of order.” The modern world’s history, Keene argued, was divided into two different patterns of international political and legal order. Institutional and legal structures of that order developed differently in Europe and beyond. While European order was tolerant with regard to ethnic, cultural and political difference, the “extra-European” one was preoccupied with the civilizing mission—an inward world of promoting toleration and outward of promoting civilization. The key challenge posed by Keene centers on the fact that thinking in terms of international society prevents us from taking other forms of international order, such as imperial systems, seriously (Keene, 2002 , p. 41).

The English School has also been criticized for the neglect of coercive aspects of international society’s expansion and for presenting the expansion as a progressive and positive process (Suzuki, 2009 ). Some critics vowed to replace “expansion” with the “subjugation” of other regions by European states (Halliday, 2009 ).

International Society Beyond the English School

Despite this essay’s focus on the English School’s take on international society, it is necessary to acknowledge that the idea of international society has a larger following. This is particularly visible among scholars of international law and of historical sociology. The common feature of this writing is that authors generally do not pay particular attention to defining international society. Instead, they approach it as a given, as the state of affairs or the organizing future of international politics. Adopting such a standpoint, most authors have relied on the Grotian conception of international law. Whereas for the English School international law is but one element or—to use their nomenclature—one institution of international society, for scholars outside of the English School tradition, it is international law that is central to the existence of international society, a sine qua non of international society.

For Richard Falk, for instance, international society provides a political framework that conditioned and enabled the existence and operation of international law (Falk, 1970 ). Falk simply acknowledged the existence of international society, without any specific consideration of its features and principles. Concerned with the politics of international law, he asked how international law emerged and continues to be conditioned by politics as well as how it cannot be treated as objective or politically neutral.

Hermann Mosler equated international society with an international legal community composed of independent political entities organized on a territorial basis and “a general conviction” that these entities are bound by reciprocal rules (Mosler, 1980 , p. 2). His definition is therefore not markedly different from that put forward by the English School.

Mark Klamberg, proposing a sociological approach to international law, combined the study of the content of international rules with their influence on the course of international relations with the principal aim to discover why these rules actually affect states behavior (Klamberg, 2015 ). Despite the title of his volume Power and Law in International Society , there is scarce discussion of what the international society may mean or entail. The main concern converges, however, with the central research question posed by the classical English School: How is it possible to have binding rules among states without any central authority on the international level? (Klamberg, 2015 , p. 4). A number of other legal scholars have approached international society as a framework provided by international law (Tourme-Jouannet, 2013 ). More critically leaning authors challenged the neutrality of positive international law and explored its functions in safeguarding the West’s primacy in international politics at the expense of non-European actors (Anghie, 2005 ).

Contradictions: The Ontological Status of International Society

One of the rarely acknowledged but central problems in the international society scholarship is the lack of agreement as to the ontological status of the society of states. Partly a result of inconsistencies in classical writings and partly the consequence of an ever-growing research agenda, international society tends to be presented as an ideal type, as an analytical framework or as a fairly adequate depiction of reality.

Manning and Bull constructed the idea of international society in a somewhat contradictory manner. It was to be an ideal type, to which any system of states might approximate. At the same time, however, it was a concept read from the practice of states (Linklater & Suganami, 2006 , p. 53). In Bull and Watson’s volume, international society was presented as an existing phenomenon with global reach and universal acceptance. Bull’s initial outline of a framework in 1977 —that is, a way of looking at and evaluating the world—became equated with empirical reality (Bull & Watson, 1984 , p. 8).

Some scholars have approached international society as actually existing and, as such, amenable to empirical study: the historical work of the English School presented this society as emerging from and replacing international anarchy. According to functionally based accounts, the current international society is an outcome of purposive activity on the part of states as well as a conscious effort undertaken with a goal of establishing international order (Buzan, 1993 , p. 327). Other scholars have claimed that international society is a normative framework. This camp is further divided into those claiming it is a framework that actually exists and those viewing it as an ideal beyond reach but worth attempting to attain. The third camp has approached it as an analytical framework (i.e., as a device aiding the study of international politics and broadening our understanding of it). In addition, these three strands are not neatly delineated in academic works.

From Jackson’s perspective, international society is a “moral and legal framework” (Jackson, 2000 , p. 39). He depicted international society as “basically a normative framework by reference to which foreign policy, diplomacy, the threat or use of armed force, and other international activities are to be judged” (Jackson, 2000 , p. 31). For Clark, international society is a political framework but one that allows for the application of “constitutionally mediated” norms (Clark, 2005 , p. 7). In his other writings, Clark presented international society in terms of “historically changing principles of legitimacy” (Clark, 2005 , p. 7). In Grader’s analysis of the English School’s scholarship, she pointed out that various authors differ as to their conceptions of international society. She noted that it was metaphysical for Manning and it was empirical and normative for Bull, while others, such as Northedge, would opt for a system rather than a society of states (Grader, 1988 ). In a reply to Grader’s criticism, Peter Wilson argued that international society is ideational and norm-based for both Manning and Bull (Wilson, 1989 ).

Another aspect that has arisen concerns the relationship between the idea of international society and these aspects of international politics that can be considered social. The English School has claimed to share a number of concerns with constructivism (Dunne, 1995b ; Reus–Smit, 2002 ). Constructivists have even been criticized for their unreferenced rediscovery of inputs that the English School made a decade earlier (Hurrell, 2007a ; Suganami, 2001 , p. 5).

The point of convergence between the English School and constructivists is the agreement regarding the existence of a social dimension to international politics (Reus-Smit, 2009 ). The social dimension , however, tends to be interpreted in various ways in writings on international society. To some, it denotes the fact that international society is not a given but has been constructed by states and, as a result, forms a structure that contains the behavior of states through institutions and practices (Dunne, 1995a ). Others have claimed that intersubjective knowledge and social relations among actors constitute international relations (Towns, 2010 ). This ambiguity notwithstanding, the prevalent supposition is that international relations take place in a social setting co-constructed and mutually intelligible to those involved. The idea of international society has been thought of as a possible “baseline for international theory” on the grounds that there exist intersubjective understandings of rules that constitute international society (Mayall, 1978 ). For IR constructivists, such as Nicholas Onuf, the international legal regime occupies a central place and is the defining feature of international society. However, from their perspective, the presence of legal rules needs to be supplemented by informal rules or “rules of the game” (Onuf, 1994 , p. 15). Both constructivists and English School authors discussed international society in relation to regime theory. For Onuf, international society is a particular type of regime: it is “nothing more than an inclusive regime, within which are nested all international regimes, themselves constituted from the relations of states and other well-bounded regimes” (Onuf, 1994 , p. 9). Buzan ( 1993 ) argued that regime theory and international society belong to the same tradition but had been separated by the peculiarities of academic discourse (Buzan, 1993 , p. 328).

Several scholars have taken up the request, originating most often from the constructivist side of academia, for more clarity about the defining features of system, society and community (Dunne, 2008 ; Hurrell, 2007b ; Linklater & Suganami, 2006 , p. 103). However, due to ontological challenges, no conclusion has been reached. Moreover, the drive to establish IR as a discipline and later to claim the English School as a legitimate subfield of inquiry have contributed to a forced unification of thinking on international society and to the dismissal of rather than a deeper engagement with the problems international society poses as an analytical framework.

Despite its contradictions, the tendency to legitimize rather than criticize the status quo in international politics and commend it under the banner of order, the idea of international society and especially the English School’s elaborate discussion of its parameters have contributed to the development of IR theory. One of the chief inputs was that IR subject matter should be conceptualized in broader terms and should include social bonds between states, built on their common interests and encompassing norms and rules as well as institutions. In addition, the idea of international society helped emphasize the need for historical contextualization in the study of international politics and to counter the narratives and interpretations relying on power-political models of interstate relations on the one hand and idealistic accounts of a world government on the other. The English School’s most recognizable contribution to IR theory is the proposition that the international system cannot be discussed solely in material terms. It also cannot be exclusively looked at through an idealist lens. The idea of international society is supposed to provide the “third way” between realism and idealism/liberalism. While realism made conflict the major feature of international politics and idealism/liberalism focused on co-operation, international society was supposed to encompass elements of both conflict and co-operation (Bellamy, 2005 ). Though power still remains an important element, common norms and institutions have a significant role to play in structuring relations between states.

This essay has argued that international cooperation is the fulcrum for sustainable development. First, it has determined that international cooperation impacts sustainable development because it is through cooperation that states can attain mutually beneficial outcomes to address both national and global challenges and problems. Without international cooperation, states will not achieve their national interests singularly. Simply put, all states are interdependent. Second, the essay argued that international cooperation has evolved over time moving beyond the traditional practice of bilateral and multilateral cooperation to now include global governance that involves trans governmental networks; transnational private governance; and transnational public-private partnership processes. These global networks are complex, but help states and non-state actors to cooperate in attaining national and global development outcomes bordered on the security of states and the welling of their people. Third, the essay argued that official development assistance has been one of the functions of international cooperation, and that aid has helped developing countries to attain some development benefits. The essay concludes that there is a need to enhance international cooperation by ensuring that states and non-state actors further commit and fulfill the principles of global partnership as enshrined in goal 17 of the Sustainable Development Goals, and that the developed world must assist developing countries to achieve economic growth and build strong institutions for sustainable development on the one hand, while developing countries themselves must take concrete steps to end extreme poverty and pursue the path of sustainable development on the other.

Cultural Diversity Essay & Community Essay Examples

If you’ve started to research college application requirements for the schools on your list, you might have come across the “cultural diversity essay.” In this guide, we’ll explore the cultural diversity essay in depth. We will compare the cultural diversity essay to the community essay and discuss how to approach these kinds of supplements. We’ll also provide examples of diversity essays and community essay examples. But first, let’s discuss exactly what a cultural diversity essay is. 

The purpose of the cultural diversity essay in college applications is to show the admissions committee what makes you unique. The cultural diversity essay also lets you describe what type of “ diversity ” you would bring to campus.

We’ll also highlight a diversity essay sample for three college applications. These include the Georgetown application essay , Rice application essay , and Williams application essay . We’ll provide examples of diversity essays for each college. Then, for each of these college essays that worked, we will analyze their strengths to help you craft your own essays. 

Finally, we’ll give you some tips on how to write a cultural diversity essay that will make your applications shine. 

But first, let’s explore the types of college essays you might encounter on your college applications. 

Types of College Essays

College application requirements will differ among schools. However, you’ll submit one piece of writing to nearly every school on your list—the personal statement . A strong personal statement can help you stand out in the admissions process. 

So, how do you know what to write about? That depends on the type of college essay included in your college application requirements. 

There are a few main types of college essays that you might encounter in the college admissions process. Theese include the “Why School ” essay, the “Why Major ” essay, and the extracurricular activity essay. This also includes the type of essay we will focus on in this guide—the cultural diversity essay. 

“Why School” essay

The “Why School ” essay is exactly what it sounds like. For this type of college essay, you’ll need to underscore why you want to go to this particular school. 

However, don’t make the mistake of just listing off what you like about the school. Additionally, don’t just reiterate information you can find on their admissions website. Instead, you’ll want to make connections between what the school offers and how you are a great fit for that college community. 

“Why Major” essay

The idea behind the “Why Major ” essay is similar to that of the “Why School ” essay above. However, instead of writing about the school at large, this essay should highlight why you plan to study your chosen major.

There are plenty of directions you could take with this type of essay. For instance, you might describe how you chose this major, what career you plan to pursue upon graduation, or other details.

Extracurricular Activity essay

The extracurricular activity essay asks you to elaborate on one of the activities that you participated in outside of the classroom. 

For this type of college essay, you’ll need to select an extracurricular activity that you pursued while you were in high school. Bonus points if you can tie your extracurricular activity into your future major, career goals, or other extracurricular activities for college. Overall, your extracurricular activity essay should go beyond your activities list. In doing so, it should highlight why your chosen activity matters to you.

Cultural Diversity essay

The cultural diversity essay is your chance to expound upon diversity in all its forms. Before you write your cultural diversity essay, you should ask yourself some key questions. These questions can include: How will you bring diversity to your future college campus? What unique perspective do you bring to the table? 

Another sub-category of the cultural diversity essay is the gender diversity essay. As its name suggests, this essay would center around the author’s gender. This essay would highlight how gender shapes the way the writer understands the world around them. 

Later, we’ll look at examples of diversity essays and other college essays that worked. But before we do, let’s figure out how to identify a cultural diversity essay in the first place. 

How to identify a ‘cultural diversity’ essay

So, you’re wondering how you’ll be able to identify a cultural diversity essay as you review your college application requirements. 

Aside from the major giveaway of having the word “diversity” in the prompt, a cultural diversity essay will ask you to describe what makes you different from other applicants. In other words, what aspects of your unique culture(s) have influenced your perspective and shaped you into who you are today?

Diversity can refer to race, ethnicity, first-generation status, gender, or anything in between. You can write about a myriad of things in a cultural diversity essay. For instance, you might discuss your personal background, identity, values, experiences, or how you’ve overcome challenges in your life. 

However, don’t feel limited in what you can address in a cultural diversity essay. The words “culture” and “diversity” mean different things to different people. Above all, you’ll want your diversity essays for college to be personal and sincere. 

How is a ‘community’ essay different? 

A community essay can also be considered a cultural diversity essay. In fact, you can think of the community essay as a subcategory of the cultural diversity essay. However, there is a key difference between a community essay and a cultural diversity essay, which we will illustrate below. 

You might have already seen some community essay examples while you were researching college application requirements. But how exactly is a community essay different from a cultural diversity essay?

One way to tell the difference between community essay examples and cultural diversity essay examples is by the prompt. A community essay will highlight, well, community . This means it will focus on how your identity will shape your interactions on campus—not just how it informs your own experiences.

Two common forms to look out for

Community essay examples can take two forms. First, you’ll find community essay examples about your past experiences. These let you show the admissions team how you have positively influenced your own community. 

Other community essay examples, however, will focus on the future. These community essay examples will ask you to detail how you will contribute to your future college community. We refer to these as college community essay examples.

In college community essay examples, you’ll see applicants detail how they might interact with their fellow students. These essays may also discuss how students plan to positively contribute to the campus community. 

As we mentioned above, the community essay, along with community essay examples and college community essay examples, fit into the larger category of the cultural diversity essay. Although we do not have specific community essay examples or college community essay examples in this guide, we will continue to highlight the subtle differences between the two. 

Before we continue the discussion of community essay examples and college community essay examples, let’s start with some examples of cultural diversity essay prompts. For each of the cultural diversity essay prompts, we’ll name the institutions that include these diversity essays for college as part of their college application requirements. 

What are some examples of ‘cultural diversity’ essays? 

Now, you have a better understanding of the similarities and differences between the cultural diversity essay and the community essay. So, next, let’s look at some examples of cultural diversity essay prompts.

The prompts below are from the Georgetown application, Rice application, and Williams application, respectively. As we discuss the similarities and differences between prompts, remember the framework we provided above for what constitutes a cultural diversity essay and a community essay. 

Later in this guide, we’ll provide real examples of diversity essays, including Georgetown essay examples, Rice University essay examples, and Williams supplemental essays examples. These are all considered college essays that worked—meaning that the author was accepted into that particular institution. 

Georgetown Supplementals Essays

Later, we’ll look at Georgetown supplemental essay examples. Diversity essays for Georgetown are a product of this prompt: 

As Georgetown is a diverse community, the Admissions Committee would like to know more about you in your own words. Please submit a brief essay, either personal or creative, which you feel best describes you. 

You might have noticed two keywords in this prompt right away: “diverse” and “community.” These buzzwords indicate that this prompt is a cultural diversity essay. You could even argue that responses to this prompt would result in college community essay examples. After all, the prompt refers to the Georgetown community. 

For this prompt, you’ll want to produce a diversity essay sample that highlights who you are. In order to do that successfully, you’ll need to self-reflect before putting pen to paper. What aspects of your background, personality, or values best describe who you are? How might your presence at Georgetown influence or contribute to their diverse community? 

Additionally, this cultural diversity essay can be personal or creative. So, you have more flexibility with the Georgetown supplemental essays than with other similar diversity essay prompts. Depending on the direction you go, your response to this prompt could be considered a cultural diversity essay, gender diversity essay, or a college community essay. 

Rice University Essays

The current Rice acceptance rate is just 9% , making it a highly selective school. Because the Rice acceptance rate is so low, your personal statement and supplemental essays can make a huge difference. 

The Rice University essay examples we’ll provide below are based on this prompt: 

The quality of Rice’s academic life and the Residential College System are heavily influenced by the unique life experiences and cultural traditions each student brings. What personal perspective would you contribute to life at Rice? 

Breaking down the prompt.

Like the prompt above, this cultural diversity essay asks about your “life experiences,” “cultural traditions,” and personal “perspectives.” These phrases indicate a cultural diversity essay. Keep in mind this may not be the exact prompt you’ll have to answer in your own Rice application. However, future Rice prompts will likely follow a similar framework as this diversity essay sample.

Although this prompt is not as flexible as the Georgetown prompt, it does let you discuss aspects of Rice’s academic life and Residential College System that appeal to you. You can also highlight how your experiences have influenced your personal perspective. 

The prompt also asks about how you would contribute to life at Rice. So, your response could also fall in line with college community essay examples. Remember, college community essay examples are another sub-category of community essay examples. Successful college community essay examples will illustrate the ways in which students would contribute to their future campus community. 

Williams Supplemental Essays

Like the Rice acceptance rate, the Williams acceptance rate is also 9% . Because the Williams acceptance rate is so low, you’ll want to pay close attention to the Williams supplemental essays examples as you begin the writing process. 

The Williams supplemental essays examples below are based on this prompt: 

Every first-year student at Williams lives in an Entry – a thoughtfully constructed microcosm of the student community that’s a defining part of the Williams experience. From the moment they arrive, students find themselves in what’s likely the most diverse collection of backgrounds, perspectives, and interests they’ve ever encountered. What might differentiate you from the 19 other first-year students in an Entry? What perspective would you add to the conversation with your peer(s)?

Reflecting on the prompt.

Immediately, words like “diverse,” “backgrounds,” “perspectives,” “interests,” and “differentiate” should stand out to you. These keywords highlight the fact that this is a cultural diversity essay. Similar to the Rice essay, this may not be the exact prompt you’ll face on your Williams application. However, we can still learn from it.

Like the Georgetown essay, this prompt requires you to put in some self-reflection before you start writing. What aspects of your background differentiate you from other people? How would these differences impact your interactions with peers? 

This prompt also touches on the “student community” and how you would “add to the conversation with your peer(s).” By extension, any strong responses to this prompt could also be considered as college community essay examples. 

Community Essays

All of the prompts above mention campus community. So, you could argue that they are also examples of community essays. 

Like we mentioned above, you can think of community essays as a subcategory of the cultural diversity essay. If the prompt alludes to the campus community, or if your response is centered on how you would interact within that community, your essay likely falls into the world of college community essay examples. 

Regardless of what you would classify the essay as, all successful essays will be thoughtful, personal, and rich with details. We’ll show you examples of this in our “college essays that worked” section below. 

Which schools require a cultural diversity or community essay? 

Besides Georgetown, Rice, and Williams, many other college applications require a cultural diversity essay or community essay. In fact, from the Ivy League to HBCUs and state schools, the cultural diversity essay is a staple across college applications. 

Although we will not provide a diversity essay sample for each of the colleges below, it is helpful to read the prompts. This will build your familiarity with other college applications that require a cultural diversity essay or community essay. Some schools that require a cultural diversity essay or community essay include New York University , Duke University , Harvard University , Johns Hopkins University , and University of Michigan . 

New York University

NYU listed a cultural diversity essay as part of its 2022-2023 college application requirements. Here is the prompt:

NYU was founded on the belief that a student’s identity should not dictate the ability for them to access higher education. That sense of opportunity for all students, of all backgrounds, remains a part of who we are today and a critical part of what makes us a world class university. Our community embraces diversity, in all its forms, as a cornerstone of the NYU experience. We would like to better understand how your experiences would help us to shape and grow our diverse community.

Duke university.

Duke is well-known for its community essay: 

What is your sense of Duke as a university and a community, and why do you consider it a good match for you? If there’s something in particular about our offerings that attracts you, feel free to share that as well.

A top-ranked Ivy League institution, Harvard University also has a cultural diversity essay as part of its college application requirements: 

Harvard has long recognized the importance of student body diversity of all kinds. We welcome you to write about distinctive aspects of your background, personal development, or the intellectual interests you might bring to your Harvard classmates.

Johns hopkins university.

The Johns Hopkins supplement is another example of a cultural diversity essay: 

Founded in the spirit of exploration and discovery, Johns Hopkins University encourages students to share their perspectives, develop their interests, and pursue new experiences. Use this space to share something you’d like the admissions committee to know about you (your interests, your background, your identity, or your community), and how it has shaped what you want to get out of your college experience at Hopkins. 

University of michigan.

The University of Michigan requires a community essay for its application: 

Everyone belongs to many different communities and/or groups defined by (among other things) shared geography, religion, ethnicity, income, cuisine, interest, race, ideology, or intellectual heritage. Choose one of the communities to which you belong and describe that community and your place within it. 

Community essay examples.

The Duke and Michigan prompts are perfect illustrations of community essay examples. However, they have some critical differences. So, if you apply to both of these schools, you’ll have to change the way you approach either of these community essays. 

The Duke prompt asks you to highlight why you are a good match for the Duke community. You’ll also see this prompt in other community essay examples. To write a successful response to this prompt, you’ll need to reference offerings specific to Duke (or whichever college requires this essay). In order to know what to reference, you’ll need to do your research before you start writing. 

Consider the following questions as you write your diversity essay sample if the prompt is similar to Duke University’s

  • What values does this college community have? 
  • How do these tie in with what you value? 
  • Is there something that this college offers that matches your interests, personality, or background?  

On the other hand, the Michigan essay prompt asks you to describe a community that you belong to as well as your place within that community. This is another variation of the prompt for community essay examples. 

To write a successful response to this prompt, you’ll need to identify a community that you belong to. Then, you’ll need to think critically about how you interact with that community. 

Below are some questions to consider as you write your diversity essay sample for colleges like Michigan: 

  • Out of all the communities you belong to, which can you highlight in your response? 
  • How have you impacted this community? 
  • How has this community impacted you?

Now, in the next few sections, we’ll dive into the Georgetown supplemental essay examples, the Rice university essay examples, and the Williams supplemental essays examples. After each diversity essay sample, we’ll include a breakdown of why these are considered college essays that worked. 

Georgetown Essay Examples

As a reminder, the Georgetown essay examples respond to this prompt: 

As Georgetown is a diverse community, the Admissions Committee would like to know more about you in your own words. Please submit a brief essay, either personal or creative, which you feel best describes you.

Here is the excerpt of the diversity essay sample from our Georgetown essay examples: 

Georgetown University Essay Example

The best thing I ever did was skip eight days of school in a row. Despite the protests of teachers over missed class time, I told them that the world is my classroom. The lessons I remember most are those that took place during my annual family vacation to coastal Maine. That rural world is the most authentic and incredible classroom where learning simply happens and becomes exponential. 

Years ago, as I hunted through the rocks and seaweed for seaglass and mussels, I befriended a Maine local hauling her battered kayak on the shore. Though I didn’t realize it at the time, I had found a kindred spirit in Jeanne. Jeanne is a year-round resident who is more than the hard working, rugged Mainer that meets the eye; reserved and humble in nature, she is a wealth of knowledge and is self-taught through necessity. With thoughtful attention to detail, I engineered a primitive ramp made of driftwood and a pulley system to haul her kayak up the cliff. We diligently figured out complex problems and developed solutions through trial and error.

Whether building a basic irrigation system for her organic garden or installing solar panels to harness the sun’s energy, every project has shown me the value of taking action and making an impact. Each year brings a different project with new excitement and unique challenges. My resourcefulness, problem solving ability, and innovative thinking have advanced under her tutelage. 

While exploring the rocky coast of Maine, I embrace every experience as an unparalleled educational opportunity that transcends any classroom environment. I discovered that firsthand experience and real-world application of science are my best teachers. In school, applications of complex calculations and abstract theories are sometimes obscured by grades and structure. In Maine, I expand my love of science and renourish my curious spirit. I am a highly independent, frugal, resilient Mainer living as a southern girl in NC. 

Why this essay worked

This is one of the Georgetown supplemental essay examples that works, and here’s why. The author starts the essay with an interesting hook, which makes the reader want to learn more about this person and their perspective. 

Throughout the essay, the author illustrates their intellectual curiosity. From befriending Jeanne and creating a pulley system to engineering other projects on the rocky coast of Maine, the author demonstrates how they welcome challenges and work to solve problems. 

Further, the author mentions values that matter to them—taking action and making an impact. Both facets are also part of Georgetown’s core values . By making these connections in their essay, the author shows the admissions committee exactly how they would be a great fit for the Georgetown community. 

Finally, the author uses their experience in Maine to showcase their love of science, which is likely the field they will study at Georgetown. Like this writer, you should try to include most important parts of your identity into your essay. This includes things like life experiences, passions, majors, extracurricular activities for college, and more. 

Rice University Essay Examples

The Rice University essay examples are from this prompt: 

The quality of Rice’s academic life and the Residential College System are heavily influenced by the unique life experiences and cultural traditions each student brings. What personal perspective would you contribute to life at Rice? (500-word limit)

Rice university essay example.

Like every applicant, I also have a story to share. A story that makes me who I am and consists of chapters about my life experiences and adventures. Having been born in a different country, my journey to America was one of the most difficult things I had ever experienced. Everything felt different. The atmosphere, the places, the food, and especially the people. Everywhere I looked, I saw something new. Although it was a bit overwhelming, one thing had not changed.

The caring nature of the people was still prevalent in everyday interactions. I was overwhelmed by how supportive and understanding people were of one another. Whether it is race, religion, or culture, everyone was accepted and appreciated. I knew that I could be whoever I wanted to be and that the only limitation was my imagination. Through hard work and persistence I put my all in everything that I did. I get this work ethic from my father since he is living proof that anything can be accomplished with continued determination. Listening to the childhood stories he told me, my dad would reminisce about how he was born in an impoverished area in a third world country during a turbulent and unpredictable time.

Even with a passion for learning, he had to work a laborious job in an attempt to help his parents make ends meet. He talked about how he would study under the street lights when the power went out at home. His parents wanted something better for him, as did he. Not living in America changed nothing about their work ethic. His parents continued to work hard daily, in an attempt to provide for their son. My dad worked and studied countless hours, paying his way through school with jobs and scholarships. His efforts paid off when he finally moved to America and opened his own business. None of it would have been possible without tremendous effort and dedication needed for a better life, values that are instilled within me as well, and this is the perspective that I wish to bring to Rice. 

This diversity essay sample references the author’s unique life experiences and personal perspective, which makes it one example of college essays that worked. The author begins the essay by alluding to their unique story—they were born in a different country and then came to America. Instead of facing this change as a challenge, the author shows how this new experience helped them to feel comfortable with all kinds of people. They also highlight how their diversity was accepted and appreciated. 

Additionally, the author incorporates information about their father’s story, which helps to frame their own values and where those values came from. The values that they chose to highlight also fall in line with the values of the Rice community. 

Williams Supplemental Essay Examples

Let’s read the prompt that inspired so many strong Williams supplemental essays examples again: 

Every first-year student at Williams lives in an Entry—a thoughtfully constructed microcosm of the student community that’s a defining part of the Williams experience. From the moment they arrive, students find themselves in what’s likely the most diverse collection of backgrounds, perspectives and interests they’ve ever encountered. What might differentiate you from the 19 other first-year students in an entry? What perspective(s) would you add to the conversation with your peers?

Williams college essay example.

Through the flow in my head

See you clad in red

But not just the clothes

It’s your whole being

I wrote this poem the day my prayer request for the Uighur Muslims got denied at school. At the time, I was stunned. I was taught to have empathy for those around me. Yet, that empathy disappears when told to extend it to someone different. I can’t comprehend this contradiction and I refuse to. 

At Williams, I hope to become a Community Engagement Fellow at the Davis Center. I hope to use Williams’ support for social justice and advocacy to educate my fellow classmates on social issues around the world. Williams students are not just scholars but also leaders and changemakers. Together, we can strive to better the world through advocacy.

Human’s capability for love is endless. We just need to open our hearts to everyone. 

It’s time to let the briefcase go and look at those around us with our real human eyes.

We see you now. Please forgive us.

As we mentioned above, the Williams acceptance rate is incredibly low. This makes the supplemental essay that much more important. 

This diversity essay sample works because it is personal and memorable. The author chooses to start the essay off with a poem. Which, if done right, will immediately grab the reader’s attention. 

Further, the author contextualizes the poem by explaining the circumstances surrounding it—they wrote it in response to a prayer request that was denied at school. In doing so, they also highlight their own values of empathy and embracing diversity. 

Finally, the author ends their cultural diversity essay by describing what excites them about Williams. They also discuss how they see themselves interacting within the Williams community. This is a key piece of the essay, as it helps the reader understand how the author would be a good fit for Williams. 

The examples provided within this essay also touch on issues that are important to the author, which provides a glimpse into the type of student the author would be on campus. How to Write a Cultural Diversity Essay

You want your diversity essay to stand out from any other diversity essay sample. But how do you write a successful cultural diversity essay? 

First, consider what pieces of your identity you want to highlight in your essay. Of course, race and ethnicity are important facets of diversity. However, there are plenty of other factors to consider. 

As you brainstorm, think outside the box to figure out what aspects of your identity help make up who you are. Because identity and diversity fall on a spectrum, there is no right or wrong answer here. 

Fit your ideas to the specific school

Once you’ve decided on what you want to represent in your cultural diversity essay, think about how that fits into the college of your choice. Use your cultural diversity essay to make connections to the school. If your college has specific values or programs that align with your identity, then include them in your cultural diversity essay! 

Above all, you should write about something that is important to you. Your cultural diversity essay, gender diversity essay, or community essay will succeed if you are passionate about your topic and willing to get personal.

In order to create the strongest diversity essay possible, you’ll want to start early. Filling out college applications is already a time-consuming process. So, you can cut back on additional stress and anxiety by writing your cultural diversity essay as early as possible.

Writing a cultural diversity essay or community essay is a personal process. To set yourself up for success, take time to brainstorm and reflect on your topic. Overall, you want your cultural diversity essay to be a good indication of who you are and what makes you a unique applicant. 

3. Proofread

We can’t stress this final tip enough. Be sure to proofread your cultural diversity essay before you hit the submit button. Additionally, you can read your essay aloud to hear how it flows. You can also can ask someone you trust, like your college advisor or a teacher, to help proofread your essay as well.

How to Write the “Community” Essay

A step-by-step guide to this popular supplemental prompt.

When college admissions officers admit a new group of freshmen, they aren’t just filling up classrooms — they’re also crafting (you guessed it) a campus community. College students don’t just sit quietly in class, retreat to their rooms to crank out homework, go to sleep, rinse, and repeat. They socialize! They join clubs! They organize student protests! They hold cultural events! They become RAs and audition for a cappella groups and get on-campus jobs! Colleges want to cultivate a thriving, vibrant, uplifting campus community that enriches students’ learning — and for that reason, they’re understandably curious about what kind of community member they’ll be getting when they invite you to campus as part of their incoming class.

Enter the “community” essay — an increasingly popular supplemental essay prompt that asks students to talk about a community to which they belong and how they have contributed to or benefited from that community. Community essays often sound something like this:

University of Michigan: Everyone belongs to many different communities and/or groups defined by (among other things) shared geography, religion, ethnicity, income, cuisine, interest, race, ideology, or intellectual heritage. Choose one of the communities to which you belong, and describe that community and your place within it. (250 words)

Pomona College: Reflecting on a community that you are part of, what values or perspectives from that community would you bring to Pomona?  (250 words)

University of Rochester: Spiders are essential to the ecosystem. How are you essential to your community or will you be essential in your university community? (350-650 words)

Swarthmore: Swarthmore students’ worldviews are often forged by their prior experiences and exposure to ideas and values. Our students are often mentored, supported, and developed by their immediate context—in their neighborhoods, communities of faith, families, and classrooms. Reflect on what elements of your home, school, or community have shaped you or positively impacted you. How have you grown or changed because of the influence of your community? (250 words)

Yale: Reflect on a time when you have worked to enhance a community to which you feel connected. Why have these efforts been meaningful to you? You may define community however you like. (400 words)

Step 1: Pick a community to write about

Breathe. You belong to LOTS of communities. And if none immediately come to mind, it’s only because you need to bust open your idea of what constitutes a “community”!

Among other things, communities can be joined by…

  • West Coasters
  • NYC’s Koreatown
  • Everyone in my cabin at summer camp
  • ACLU volunteers
  • Cast of a school musical
  • Puzzle-lovers
  • Powerlifters
  • Army brats who live together on a military base
  • Iranian-American
  • Queer-identifying
  • Children of pastors

Take 15 minutes to write down a list of ALL the communities you belong to that you can think of. While you’re writing, don’t worry about judging which ones will be useful for an essay. Just write down every community that comes to mind — even if some of them feel like a stretch.

When you’re done, survey your list of communities. Do one, two, or three communities jump out as options that could enable you to write about yourself and your community engagement? Carry your top choices of community into Step 2.

Step 2: Generate content.

For each of your top communities, answer any of the following questions that apply:

  • Is there a memorable story I can tell about my engagement with this community?
  • What concrete impacts have I had on this community?
  • What problems have I solved (or attempted to solve) in this community?
  • What have I learned from this community?
  • How has this community supported me or enriched my life up to this point?
  • How have I applied the lessons or values I gleaned from this community more broadly?

Different questions will be relevant for different community prompts. For example, if you’re working on answering Yale’s prompt, you’ll want to focus on a community on which you’ve had a concrete impact. But if you’re trying to crack Swarthmore’s community essay, you can prioritize communities that have impacted YOU. Keep in mind though — even for a prompt like Yale’s, which focuses on tangible impact, it’s important that your community essay doesn’t read like a rattled-off list of achievements in your community. Your goal here is to show that you are a generous, thoughtful, grateful, and active community member who uplifts the people around you — not to detail a list of the competitions that Math club has won under your leadership.

BONUS: Connect your past community life to your future on-campus community life.

Some community essay prompts ask you — or give you the option — to talk about how you plan on engaging with community on a particular college campus. If you’re tackling one of those prompts (like Pomona’s), then you guessed it: it’s research time!

Often, for these kinds of community prompts, it will serve you to first write about a community that you’ve engaged with in the past and then write about how you plan to continue engaging with that same kind of community at college. For example, if you wrote about throwing a Lunar New Year party with international students at your high school, you might write about how excited you are to join the International Students Alliance at your new college or contribute to the cross-cultural student magazine. Or, if you wrote about playing in your high school band, you might write about how you can’t wait to audition for your new college’s chamber orchestra or accompany the improv team for their improvised musicals. The point is to give your admissions officer an idea of what on-campus communities you might be interested in joining if you were to attend their particular school.

Application Essays

There are three essays required as part of the Gilman Scholarship application: the Statement of Purpose Essay and the two Community Impact Essays, which are the Building Mutual Understanding Essay and the Follow-on Service Project Proposal. For those applying for a Critical Need Language Award or for the STEM Supplemental Award, additional essays are required.

Essay Guidelines

  • Compose your essays first in a word processing program, and then upload the file to your online application. Please use 1-inch margins and Times New Roman 12-point font for each of your essays.
  • The Statement of Purpose Essay is limited to 7,000 characters (including spaces).
  • The Building Mutual Understanding Essay is limited to 3,000 characters (including spaces).
  • The Follow-on Service Project Proposal is limited to 3,000 characters (including spaces).
  • The optional Critical Need Language Award essay has a 2,000 character limit (including spaces).
  • The optional STEM Supplemental Award essay has a 1,000 character limit (including spaces).
  • Ensure that your essays address the prompt/theme.
  • Please preview your essays once you have uploaded them into the application to ensure the correct file was uploaded.

Tips for Writing Competitive Essays

  • Have your essay proofread.  One of the most important things to remember for any essay is to have it read by an advisor or professor. Spell check and grammar check are fine, but a good proofreader will find things that your word processing software won’t. In addition, a proofreader can often make suggestions on ways to clarify a point that may not make sense to someone else.
  • Work with your advisors.  It is important to talk with your study abroad advisor prior to completing your essays. Your study abroad advisor may be able to help you develop your Statement of Purpose essay and/or a creative Follow-on Service Project. Remember your advisors may have participated in selection committees for scholarship programs, particularly Gilman, and can give you great insight into what makes an interesting and competitive essay.
  • Work with your writing center on campus.  Take the first draft of your essay to your campus writing center or to a composition professor. These individuals have invaluable expertise in writing essays and can be a great resource on your campus anytime you need to prepare an essay.
  • Be creative. Remember that this is a competitive scholarship program and the selection panelists’ only chance to get to know you is through your essay. The essays are your chance to tell the selection panelists about yourself and your decision to study abroad. It is important to develop an original and creative Follow-on Service Project. The most competitive applications are those that have interesting and original essays.
  • Check for proper spelling, punctuation, and grammar.  Before submitting your application, be sure to double check your essay. Did you spell the scholarship name or names of cities correctly? Be sure you have proper punctuation and do not type your essay in all lower case or all upper case letters. Most importantly, check for correct grammar with the support of a proofreader.

STATEMENT OF PURPOSE ESSAY

The Statement of Purpose essay is an important factor in the selection of Gilman Scholarship recipients. We strongly encourage you to read the Gilman Selection Criteria , carefully review your essay, and ask an advisor, faculty member, or others to proofread your essay for spelling, grammar, and content prior to submission.

In your essay, be specific in describing your individual reasons for studying abroad, keeping in mind that this is a scholarship for academic study abroad or credit bearing international internships. Please address ALL of the questions below, in no particular order: (max of 7,000 characters)

  • How will studying or interning abroad help you achieve your future academic or professional goals?
  • Why did you select your specific program and host country?
  • How are you academically prepared to be a successful scholar abroad? If you have faced significant academic difficulties, tell us about those and how you are overcoming them.
  • What examples of knowledge, skills, and experiences will you draw on to meet the challenges of going abroad?

Community Impact Essays

The two community impact essays are equally important in the selection of Gilman Scholarship recipients. We strongly encourage you to read the Selection Criterion Community Impact Abroad & Student’s Return Home , carefully review your essay, and ask an advisor, faculty member, or others to proofread your essay for spelling, grammar, and content prior to submission.

1. Building Mutual Understanding Essay

Gilman scholars represent the United States as citizen diplomats in their host communities; they reflect a diversity of values, beliefs, and opinions that is fundamental to providing a balanced representation of the United States abroad. Gilman scholars are expected to contribute to the goal of building mutual understanding by sharing what it means to be an American, learning about the host culture, and building meaningful relationships. (max of 3000 characters)

  • As a U.S. citizen, how will you represent and share what it means to be an American during your program? How will you seek opportunities to become more culturally engaged and have meaningful interactions with people and cultures different from your own during your abroad program?

2. Follow-on Service Project Proposal

Gilman scholars are expected to complete the Follow-on Service Project which is to increase awareness of study abroad and the Gilman Scholarship among their peers in their home or campus communities. (max of 3000 characters)

  • In no particular order, describe your Follow-on Service Project in more detail: What is your project and how will it increase awareness of study abroad and the Gilman Program among your peers in your home or campus community? Identify and explain why you chose the specific community you will be reaching. How will you integrate the impact of your experience abroad into your project? With which campus departments, student organizations, or community organizations will you collaborate?

Examples of Follow-on Service Projects

Gilman scholars have proposed and carried out a wide range of Follow-on Service Projects. As long as the applicant’s proposal will meet the goals of the Follow-on Service Project, there are no right or wrong projects. However, we encourage all applicants to propose a unique Follow-on Service Project that highlights their individual background, experiences, talents and skills. Listed below are some examples of projects Gilman scholars have carried out. This is by no means an exhaustive list and we look forward to continuing to receive unique, individual proposals from all applicants. Remember, all projects must promote international education and the Gilman Scholarship.

K-12 Outreach

  • Conducting presentations on their country of study to local classrooms.
  • Working with a local teacher to connect with a U.S. classroom while abroad, via photos, letters, emails or Skype sessions, sharing information about their host country, experience abroad and the Gilman Scholarship.
  • Organizing and/or working with their university K-12 outreach program, to present and share information on their experience abroad and the Gilman Scholarship.
  • Participating in their local high school College Night to share information on study abroad opportunities and scholarships.
  • Working with/giving presentations on study abroad and the Gilman Scholarship to high school language or area studies classes.
  • Working with/giving presentations on study abroad and the Gilman Scholarship to programs that mentor high school students, such as Upward Bound.

Academic Department Outreach:

  • Development of a study abroad information page for the department or major website that lists a suggested academic timeline encouraging students to incorporate study abroad into their degree, in consultation with their department and study abroad office.
  • Organizing information on study abroad programs that offer coursework and academic credit in their field of study and links to Gilman and other scholarships and financial aid information that support these opportunities.
  • Presentations on study abroad and the Gilman Scholarship at academic club or honor society meetings.
  • Development of a brochure or informational flyer specific to the student’s academic department or field of study that is then posted in the study abroad office.
  • Serving as a mentor/peer advisor to potential study abroad students in their field of study.
  • Submitting an article to their academic department newsletter on their experiences abroad and the Gilman Scholarship either while the student is still overseas or upon their return.

Campus Office Outreach:

Students often propose to work with a specific on-campus office including the Diversity/Minority Services offices, Disability Services offices, Career Centers, Financial Aid offices, Student Leadership offices, and other campus offices. Examples of these projects include:

  • Promoting and encouraging study abroad opportunities and the Gilman Scholarship through presentations to student clubs and organizations and through office organized events
  • Posting information on the Gilman Scholarship Program in specific campus offices
  • Adding a web page to the official website that highlights study abroad opportunities, the Gilman Scholarship, and information that would be of help/interest to students
  • Serving as an official representative at campus fairs and events by sharing information on study abroad and the Gilman Scholarship

Study Abroad Outreach:

This is the most common type of Follow-on Service Project students propose and can be very beneficial to increase study abroad participation at your home institution. Consider consulting with the study abroad office to address any challenges or needs your home institution faces in order to offer support through your project and positively impact your campus and peers.

  • Volunteering or working in the study abroad office as a Peer Mentor/Advisor to potential study abroad students, sharing information about the Gilman Scholarship.
  • Representing the study abroad office and Gilman Scholarship at presentations/information sessions on study abroad.
  • Ensuring the study abroad office website has a Scholarship Information page and that a link to the Gilman Scholarship Program’s website is provided.
  • Submitting an article on their experiences abroad and Gilman Scholarship to the Study Abroad office newsletter for distribution or publication, either while they are still abroad or upon their return.
  • Developing an informational flyer/brochure on university-specific financial aid procedures for study abroad and available scholarships, including the Gilman Scholarship which is then housed in the study abroad office.
  • Participating in/organizing a Study Abroad Alumni society which assists returned and potential study abroad students, sharing information about the Gilman Scholarship.
  • Serving as a resource person for a specific country/program/field of study that would advise/assist potential study abroad students, sharing information about the Gilman Scholarship.

Other Outreach:

  • Submitting a weekly or monthly article on their experiences overseas to their campus or hometown newspaper while the students are abroad, thereby sharing information with a wide range of readers and including information on the Gilman Scholarship
  • Submitting an article or series of articles on their experiences abroad and the Gilman Scholarship to their campus or hometown paper upon their return to the U.S.
  • Working with another local organization to share information on study abroad and the country they studied in with their members
  • Presenting on study abroad opportunities and the Gilman Scholarship Program at Freshman Orientation or in First-Year Experiences courses thereby encouraging students to consider study abroad earlier rather than later.
  • Hosting a photography exhibit on their campus or in their community, sharing about their experience abroad, international opportunities that exist and the Gilman Scholarship
  • Presenting art created in or focused on their host country on their campus or in their community, including information on international education and the Gilman Scholarship.

CRITICAL NEED LANGUAGE AWARD

Applicants who are studying a critical need language while abroad in a country or location in which the language is predominantly spoken can apply for a supplemental award of up to $3,000. Critical Need Language Awards for a country or location where a language is not predominantly spoken may be considered for applicants who make a strong case for their desired location in the application essay. As only a limited number of Critical Need Language Awards are available, not all students who are studying the identified languages will receive a Critical Need Language Award.

Critical Need Language Award recipients who complete their Gilman requirements may take the ACTFL Oral Proficiency Interview (OPI) , which demonstrates language proficiency for educational, professional, or other purposes. The OPI is offered at no cost to all Critical Need Language Award recipients.

In no more than 2,000 characters, including spaces, please address the following questions:

  • What are your motivations for improving your language proficiency academically, professionally, and personally?
  • How do you intend to improve your language skills while studying abroad? How will you increase your proficiency in the language inside and outside of the classroom setting?
  • How do you intend to use the language after you study abroad, and how will the Critical Need Language Award prepare you for this?
  • If you would like to be considered for an exception to our policy of studying a language in a country/location where it is predominately spoken, please explain why you chose your particular location and the benefits and resources for studying the selected language there.

* You may also use the Critical Need Language Award to study a foreign sign language. Apply for the target language (for instance, Japanese) and explain in your application that you will be studying reading, writing, speaking, and/or Japanese sign language.

STEM SUPPLEMENTAL AWARD

In support of the CHIPS and Science Act of 2022, the U.S. Department of State is dedicated to supporting students who are focused on Science, Technology, Engineering, or Mathematics (STEM) fields during their higher education. Applicants are considered for this category if while abroad they are conducting STEM-related research as part of their study abroad or international internship program. A successful applicant should demonstrate a strong motivation to their STEM field(s) and how this research experience extends beyond their time abroad, and into their future academic and career goals.

In no more than 1,000 characters, including spaces, please address the following statements:

  • Summarize your STEM-related research component and how this will contribute to your future academic and/or career goals.

When schools admit you, they aren’t just admitting you to be a student. They’re also admitting you to be a community member.

Community supplemental essays help universities understand how you would fit into their school community. At their core, Community prompts allow you to explicitly show an admissions officer why you would be the perfect addition to the school’s community.

Let’s get into what a Community supplemental essay is, what strategies you can use to stand out, and which steps you can take to write the best one possible.

What is a Community supplemental essay?

Community supplemental essay prompts come in a number of forms. Some ask you to talk about a community you already belong to, while others ask you to expand on how you would contribute to the school you’re applying to.

Let’s look at a couple of examples.

1: Rice University

Rice is lauded for creating a collaborative atmosphere that enhances the quality of life for all members of our campus community. The Residential College System and undergraduate life is heavily influenced by the unique life experiences and cultural tradition each student brings. What life perspectives would you contribute to the Rice community? 500 word limit.

2: Swarthmore College

Swarthmore students’ worldviews are often forged by their prior experiences and exposure to ideas and values. Our students are often mentored, supported, and developed by their immediate context—in their neighborhoods, communities of faith, families, and classrooms. Reflect on what elements of your home, school, or community have shaped you or positively impacted you. How have you grown or changed because of the influence of your community?

Community Essay Strategy

Your Community essay strategy will likely depend on the kind of Community essay you’re asked to write. As with all supplemental essays, the goal of any community essay should be to write about the strengths that make you a good fit for the school in question.

How to write about a community to which you belong

Most Community essay prompts give you a lot of flexibility in how you define “community.” That means that the community you write about probably isn’t limited to the more formal communities you’re part of like family or school. Your communities can also include friend groups, athletic teams, clubs and organizations, online communities, and more.

There are two things you should consider before you even begin writing your essay.

What school values is the prompt looking for?

Whether they’re listed implicitly or explicitly, Community essay prompts often include values that you can align your essay response with.

To explain, let’s look at this short supplemental prompt from the University of Notre Dame:

If you were given unlimited resources to help solve one problem in your community, what would it be and how would you accomplish it?

Now, this prompt doesn’t outright say anything about values. But the question itself, even being so short, implies a few values:

a) That you should be active in your community

After dissecting the prompt for these values, you can write a Community essay that showcases how you align with them.

What else are admissions officers learning about you through the community you choose?

In addition to showing what a good community member you are, your Community supplemental essays can also let you talk about other parts of your experience. Doing so can help you find the perfect narrative balance among all your essays.

Let’s use a quick example.

If I’m a student applying to computer science programs, then I might choose to write about the community I’ve found in my robotics team. More specifically, I might write about my role as cheerleader and principle problem-solver of my robotics team. Writing about my robotics team allows me to do two things:

Show that I’m a really supportive person in my community, and

Show that I’m on a robotics team that means a lot to me.

Now, it’s important not to co-opt your Community essay and turn it into a secret Extracurricular essay , but it’s important to be thinking about all the information an admissions officer will learn about you based on the community you choose to focus on.

How to write about what you’ll contribute to your new community

The other segment of Community essays are those that ask you to reflect on how your specific experiences will contribute to your new community.

It’s important that you read each prompt carefully so you know what to focus your essay on.

These kinds of Community prompts let you explicitly drive home why you belong at the school you’re applying to.

Here are two suggestions to get you started.

Draw out the values.

This kind of Community prompt also typically contains some kind of reference to values. The Rice prompt is a perfect example of this:

Rice is lauded for creating a collaborative atmosphere that enhances the quality of life for all members of our campus community . The Residential College System and undergraduate life is heavily influenced by the unique life experiences and cultural tradition each student brings. What life perspectives would you contribute to the Rice community? 500 word limit.

There are several values here:

a) Collaboration

b) Enhancing quality of life

c) For all members of the community

d) Residential system (AKA not just in the classroom)

e) Sharing unique life experiences and cultural traditions with other students

Note that the actual question of the prompt is “What life perspectives would you contribute to the Rice community?” If you skimmed the beginning of the prompt to get to the question, you’d miss all these juicy details about what a Rice student looks like.

But with them in mind, you can choose to write about a life perspective that you hold that aligns with these five values.

Find detailed connections to the school.

Since these kinds of Community prompts ask you what you would contribute to the school community, this is your chance to find the most logical and specific connections you can. Browse the school website and social media to find groups, clubs, activities, communities, or support systems that are related to your personal background and experiences. When appropriate based on the prompt, these kinds of connections can help you show how good a fit you are for the school and community.

How to do Community Essay school research

Looking at school values means doing research on the school’s motto, mission statement, and strategic plans. This information is all carefully curated by a university to reflect the core values, initiatives, and goals of an institution. They can guide your Community essay by giving you more values options to include.

We’ll use the Rice mission statement as an example. It says,

As a leading research university with a distinctive commitment to undergraduate education, Rice University aspires to pathbreaking research , unsurpassed teaching , and contribution to the betterment of our world . It seeks to fulfill this mission by cultivating a diverse community of learning and discovery that produces leaders across the spectrum of human endeavor.

I’ve bolded just a few of the most important values we can draw out.

As we’ll see in the next section, I can use these values to brainstorm my Community essay.

How to write a Community Supplemental Essay

Step 1: Read the prompt closely & identify any relevant values.

When writing any supplemental essay, your first step should always be to closely read the prompt. You can even annotate it. It’s important to do this so you know exactly what is being asked of you.

With Community essays specifically, you can also highlight any values you think the prompt is asking you to elaborate on.

Keeping track of the prompt will make sure that you’re not missing anything an admissions officer will be on the lookout for.

Step 2: Brainstorm communities you’re involved in.

If you’re writing a Community essay that asks you to discuss a community you belong to, then your next step will be brainstorming all of your options.

As you brainstorm, keep a running list. Your list can include all kinds of communities you’re involved in.

Communities:

  • Model United Nations
  • Youth group
  • Instagram book club
  • My Discord group

Step 3: Think about the role(s) you play in your selected community.

Narrow down your community list to a couple of options. For each remaining option, identify the roles you played, actions you took, and significance you’ve drawn from being part of that group.

Community: Orchestra

These three columns help you get at the most important details you need to include in your community essay.

Step 4: Identify any relevant connections to the school.

Depending on the question the prompt asks of you, your last step may be to do some school research.

Let’s return to the Rice example.

After researching the Rice mission statement, we know that Rice values community members who want to contribute to the “betterment of our world.”

Ah ha! Now we have something solid to work from.

With this value in mind, I can choose to write about a perspective that shows my investment in creating a better world. Maybe that perspective is a specific kind of fundraising tenacity. Maybe it’s always looking for those small improvements that have a big impact. Maybe it’s some combination of both. Whatever it is, I can write a supplemental essay that reflects the values of the university.

Community Essay Mistakes

While writing Community essays may seem fairly straightforward, there are actually a number of ways they can go awry. Specifically, there are three common mistakes students make that you should be on the lookout for.

They don’t address the specific requests of the prompt.

As with all supplemental essays, your Community essay needs to address what the prompt is asking you to do. In Community essays especially, you’ll need to assess whether you’re being asked to talk about a community you’re already part of or the community you hope to join.

Neglecting to read the prompt also means neglecting any help the prompt gives you in terms of values. Remember that you can get clues as to what the school is looking for by analyzing the prompt’s underlying values.

They’re too vague.

Community essays can also go awry when they’re too vague. Your Community essay should reflect on specific, concrete details about your experience. This is especially the case when a Community prompt asks you to talk about a specific moment, challenge, or sequence of events.

Don’t shy away from details. Instead, use them to tell a compelling story.

They don’t make any connections to the school.

Finally, Community essays that don’t make any connections to the school in question miss out on a valuable opportunity to show school fit. Recall from our supplemental essay guide that you should always write supplemental essays with an eye toward showing how well you fit into a particular community.

Community essays are the perfect chance to do that, so try to find relevant and logical school connections to include.

Community Supplemental Essay Example

Example essay: robotics community.

University of Michigan: Everyone belongs to many different communities and/or groups defined by (among other things) shared geography, religion, ethnicity, income, cuisine, interest, race, ideology, or intellectual heritage. Choose one of the communities to which you belong, and describe that community and your place within it. (Required for all applicants; minimum 100 words/maximum 300 words)

From Blendtec’s “Will it Blend?” videos to ZirconTV’s “How to Use a Stud Finder,” I’m a YouTube how-to fiend. This propensity for fix-it knowledge has not only served me well, but it’s also been a lifesaver for my favorite community: my robotics team(( The writer explicitly states the community they’ll be focusing on.)) . While some students spend their after-school hours playing sports or video games, I spend mine tinkering in my garage with three friends, one of whom is made of metal.

Last year, I Googled more fixes than I can count. Faulty wires, misaligned soldering, and failed code were no match for me. My friends watched in awe as I used Boolean Operators to find exactly the information I sought.(( The writer clearly articulates their place in the community.)) But as I agonized over chassis reviews, other unsearchable problems arose.

First((This entire paragraph fulfills the “describe that community” direction in the prompt.)) , there was the matter of registering for our first robotics competition. None of us familiar with bureaucracy, David stepped up and made some calls. His maturity and social skills helped us immediately land a spot. The next issue was branding. Our robot needed a name and a logo, and Connor took it upon himself to learn graphic design. We all voted on Archie’s name and logo design to find the perfect match. And finally, someone needed to enter the ring. Archie took it from there, winning us first place.

The best part about being in this robotics community is the collaboration and exchange of knowledge.((The writer emphasizes a clear strength: collaboration within their community. It’s clear that the writer values all contributions to the team.))  Although I can figure out how to fix anything, it’s impossible to google social skills, creativity, or courage. For that information, only friends will do. I can only imagine the fixes I’ll bring to the University of Michigan and the skills I’ll learn in return at part of the Manufacturing Robotics community((The writer ends with a forward-looking connection to the school in question.)) .

The economic recessions that the world has been experiencing can not be prevented without a collective effort from the international community. The current global economy is characterized by high unemployment rates, social inequality and lack of proper regulations which have led to economic instability in many countries around the world (Danes, 2008). The international community has been reluctant to come up with appropriate measures to prevent present and future economic recessions.

The current global economic model does not enhance accountability in the global financial system and this has been one of the major causes of recent economic recessions (Danes, 2008). Developing countries find it difficult to sustain their debts and this is always a major challenge to trade and investment. This paper will discuss how the international community can work together to protect the global economy from recession.

The international community should come up with global solutions to prevent global economic recessions (Carbaugh, 2011). Each country should come up with necessary structural reforms that can streamline the financial system and at the same time deal with all internal economic imbalances.

Good economic governance plays a critical role in creating the necessary conditions for economic growth (Carbaugh, 2011). The leadership in every country should take good care of public resources as a way of enhancing economic sustainability. Good governance ensures that necessary financial firewalls are put in place to promote global economic sustainability (Nanto, 2009).

The leadership in the financial sector can prevent or trigger an economic recession depending on how it controls the financial market. All economic unions around the world should come up with structures that can promote economic sustainability in their respective regions (Nanto, 2009).

Communication among members of the international community is very critical in protecting the global economy from recession (Nanto, 2009). Some of the past economic recessions were caused by lack of communication among nations. Timely communication brings certainty when it comes to the global economic situation. Communication can help in preventing economic failures because it is a good sign of global solidarity (Danes, 2008).

Global economic development depends on the collective effort of all members of the international community. Communication enhances international coordination when dealing with the effects of an economic recession (Danes, 2008). Global solidarity provides the international community with a good opportunity to implement economic policies that can help in protecting the global economy from a recession.

International financial institutions are very critical in determining the global economic outlook and therefore the international community should come up with necessary reforms to prevent the current chaos in the international capital market (Danes, 2008). Developing countries should be given an equal representation in global financial institutions for them to participate in the process of making economic decisions.

All governments should play their role in enhancing global economic stability (Nanto, 2009). The regulatory systems of global financial institutions should be harmonized and strengthened through the collective effort of all members of the international community. The international community should work together to remove all trade barriers in order to enable every country to realize its full potential when it comes to international trade (Nanto, 2009).

Many developing countries have suffered for a very long time as a result of unfair trading systems. The international trading system should be streamlined in order to eliminate all current imbalances that can lead to an economic recession (Danes, 2008). The international community should come up with a trading system that is predictable and fair to all regions.

Debt vulnerability is another critical issue that the international community should tackle as soon as possible to protect the global economy from recession (Danes, 2008). It is estimated that almost 130 developing countries have budget deficits and are not in a better position to enter the loan market (Nanto, 2009).

The international community should come up with legal mechanisms to deal with all speculative activities that lead to high debts. The international community should not put restrictions on countries with high debts but should instead encourage them to increase productivity.

International lending and borrowing should be guided by principles that ensure accountability (Nanto, 2009). The majority of global economic problems are caused by issues to do with the exchange rate. It is the responsibility of the international community to put in place efficient warning systems to control all problems related to exchange rates (Danes, 2008). The international community should regulate the global monetary supply to curb liquidity problems.

In conclusion, the responsibility of protecting the global economy from recession lies with the international community. The international community should work together to prevent present and future worldwide economic recessions. Economic development is a collective initiative and all economic barriers can only be overcome if nations work together to deal with global economic issues (Nanto, 2009).

Global economic recessions are caused by lack of proper regulations, high debts, poor economic governance, exchange rate issues and failure by international financial institutions to maintain the required financial stability. The international community should come up with proper institutional and legislative reforms to ensure that no country is disadvantaged when it comes to international trade (Danes, 2008).
