Graduate School Admissions - Doctoral programmes

In order to enter Degree programs, students have to take and pass the entrance examinations and an interview conducted by Kobe University. Following are the general information on eligibility, selection method, and admission information for each Graduate School.

Eligibility

Applicants must be foreign nationals who do not hold Japanese nationality and have successfully completed 16 years of school education or the equivalent. Those who are expected to graduate by March 31 of the year they are entering are also eligible.

Selection Method

Students are selected by academic records and the result of the paper based and oral examinations conducted by each Graduate School. The types of examinations vary according to each Graduate School.

  • Many international students choose to enter Kobe University as a Research Student non-degree seeking student conduct research while improving their Japanese language ability for about 1 year, and then move on to a degree-seeking program after passing the entrance examination.

How to Apply

Graduate Schools either do or do not require students Graduate School, but it is always better to decide the faculty member by whom you wish to be supervised, considering your own research topic. Check the information about the faculty members at Master’s Programs and Doctoral Programs and contact the faculty member directly.

  • When contact information is not available on the website of Graduate School, contact the Student Affairs Section of relevant Graduate School .

2. Obtain Application Information and Application Forms

When to request.

Application information is usually available on the Graduate School website and also on the website of Japan Study Support. However in order to apply, applicants have to obtain the original application forms. Each Graduate School distributes application forms at certain period usually once a year or twice a year.

Where and How to request

Applicants can obtain application forms either by visiting the office of each Graduate School directly or requesting by post. When requesting by post, be sure to enclose a return envelop with the necessary stamp attached to the Student Affairs Section of respective Graduate School.

  • The return envelop should be a size that can enclose an A4-size Legal size without folding the forms.
  • Please attach the necessary amount of stamp to the return envelop.
  • For detailed information, please check the website of the relevant Graduate School.

When to apply

Each Graduate School has certain application period usually once a year or twice a year.

Where and how to apply

Send the Student Affairs Section of respective Graduate School the necessary application materials by post. Must reach by the deadline, late arrival would not be considered for admission.

  • Students who have different educational background than that of shown on page 59 need to be pre-assessed before application. Please inquire Student Affairs Section of respective Graduate School for detailed information.

4. Take the Examination

Each Graduate School has its own examination schedule. All examinations are conducted at Kobe University. Applicants should make arrangement to come to Kobe at this time.

5. Acceptance

How to find out the result.

In early March, applicants will receive an admission notice and other information by post if they passed the examination. Applicants who failed the examination will not receive the notice. If accepted, applicants must make the payment of admission fee by bank transfer, and submit the necessary documents.

6. Prepare for Coming to Japan

Prepare passport and visa (when applicants reside overseas).

In order to enter Japan, international students must have a passport and a “College Student Visa”. Please refer to “Procedure for Entering Japan” for details on how to apply for the visa.

Secure Accommodation

There are University housings and other accommodation that students can apply for through the university, but these rooms are limited. Please use the “Kobe University Student Apartment Search System” to look for private apartment. This system has been established with Nasic National Student Information Center for Kobe University international students. Students can also use this search system to reserve an apartment from overseas. It is available in 4 languages (Japanese, English, Chinese, and Korean) and will also support students with lease agreement. For more information please refer to “Housing information”.

Students can also search apartment through Kobe University Co-op Service Center after arrival in Kobe.

Reserve an airplane ticket and purchase a traveler’s insurance. (Recommended but optional) (when applicants resides overseas)

Distinctive Features

This program was established in 1999 in order to enable international students to continue their studies using English and to acquire a doctoral degree. Proficiency in Japanese is not generally considered in the selection process, although a high proficiency in Japanese may be required for some applicants, depending on their research topic. This is a highly competitive program and only those having excellent academic credentials and outstanding potential will be accepted.

Study Requirements and Degrees Granted

Students will be assigned an academic supervisor with whom they will work to pursue their research. All students are required to take a candidacy examination before completing their doctoral thesis. Students who have obtained the status of doctoral candidate and completed their thesis must pass a final examination and have their thesis approved by the GSICS faculty. The standard duration of study is three years. For students of exceptional capability, the duration may be shortened. Students who have successfully completed the requirements will be granted one of the following doctoral degrees: Doctor of Philosophy, Doctor of Philosophy in Economics, Doctor of Laws, or Doctor of Philosophy in Political Science.

In the doctoral program, students are required to take Advanced Research (8 credits) and Advanced Research Presentation (2 credits). They must also earn a total of at least 4 credits from among the following (2credits): Workshop I, Workshop II, Internship, Advanced Overseas Research, and International Organization Management. Students must also receive instruction regarding the writing of their thesis from their academic supervisor.

Apply to PhD

The Graduate School accepts about 60 full-time graduate students per year. This ensures low numbers of students for each faculty member so that we can deliver best-in-the-world teaching to our graduate students. The basic requirement for the OIST Graduate Program is completion of a Bachelors, Masters, or equivalent degree prior to the admission date. Students may submit an application at any time. Your application will be considered at the next admissions committee meeting. Shortlisted candidates will be invited to the Admissions Selection , held on-campus twice a year, as part of the selection process.

Eligibility

Those who have graduated with a Bachelor's or Master's degree or expect to complete their degree before the date of enrollment into the PhD Program at OIST are eligible to apply.

Application Procedure

We accept application documents only online. Please prepare all necessary documents written below in English and in a PDF file and upload all necessary documents at the application website .

Note: We recommend using a computer when preparing the online application. If you prefer using a mobile device, please make sure to have the latest operating system for the application to work properly.

Scanned copies of your current academic transcript and any other transcript from your past degree  (BSc, MSc, etc.) in PDF format

Completed diploma (BSc, MSc, etc.) in PDF format.

  • A scan of an unofficial transcript or other record of grades may be uploaded to the application website.
  • English explanation is required for transcripts that are not written in English.
  • If you have not graduated and do not have a diploma yet, please upload a certificate of enrolment from your institution (which preferably indicates your expected graduation date)

This should be not more than 400 words (2500 characters) and should address the following points:

  • The applicant’s scientific interests and aspirations.
  • What the applicant hopes to gain from undertaking graduate studies at OIST.

The application system requires applicants to submit a passport number and upload a scan of their passport photo page. It is essential that applicants from outside Japan have a valid passport for travel to Japan. You must supply your passport details in the application process.

If you do not have a passport at the time of application, you can upload other government-issued identification documents instead. However, if you receive an offer after the Admissions Selection, OIST will need a copy of your valid passport immediately to prepare your visa application and travel arrangement to relocate to Okinawa.

Each applicant is required to have at least two and no more than five letters of recommendation from appropriate academic referees. Two is the minimum requirement, but as a rule, it is very helpful for the admissions committee to have three or more letters. In the online application system, the applicant will enter the name and email of each recommender. The system will then contact the referee directly for their letter.

  • OIST strongly recommends that applicants ask academic referees in advance for permission to list them as recommenders. Recommendation letters needs to be submitted by the deadline. Referee comments are a very important part of the selection process, and it is the applicant's responsibility to first ensure that referees are willing to submit such a letter, and then that they do submit before the deadline.
  • Recommender’s letters will be treated as confidential material and will not be available to applicants or parties other than OIST faculty members assessing the application. In registering a recommender the applicant acknowledges that there is no right to read the recommender’s letter.
  • You can only submit your application after at least two recommendation letters are received in the application system.

An applicant who is seeking admission on the basis of a qualification from a university for which the language of teaching and/or examination is not English is required to provide a TOEFL iBT or IELTS score obtained within the last 2 years. Please upload a digital copy of your official score report to the application website.

  • There is no minimum score required but the information is necessary in determining preparatory course requirements.

Optional Documents

The following documents may be submitted optionally, and will be taken into consideration by the selection committee if available:

  • Additional evidence of academic ability such as GRE general or specific test scores obtained within the last 2 years.
  • Additional material such as the title and abstract of publications and oral presentations, and other evidence of achievement.

Note: The OIST Graduate School reserves the right to request an external evaluation of academic qualifications from any applicant.

1. Introduction

The Department of Business Administration of the Graduate School of International Social Sciences (GSISS) at Yokohama National University (YNU) offers a Ph.D. degree program taught entirely in English: the Doctoral Program in Japanese Management.

Japanese firms and Japanese management practices have become well known all around the world. Japanese management covers many areas of business administration, including strategy, organization, management of technology, accounting, and management science. The many characteristics of Japanese management offer the opportunity to obtain meaningful insights through in-depth study and comparison with management characteristics of other countries and regions.

2. Program Requirements

In order to obtain a Ph.D. in Business Administration, a student must successfully complete 20 credits or more, as described below, and then undertake the successful proposal, submission, and oral defense of a doctoral dissertation. An overall GPA of 2.0 (max: 4.5) or better for courses taken at YNU is also required for graduation.

Of the 20 credits: Eight or more credits must be from lectures.

  • Lectures are chosen from the Study of Japanese Management Ⅰ;Ⅱ;Ⅲ; Ⅳ; other lectures offered in the Department of Business Administration (which are mainly taught in Japanese), and Research Practicum I, II, and III.
  • A maximum of 4 credits from the Study of Japanese Management lectures can count toward the Ph.D. degree.
  • Research Practicum credits can also be counted as part of the aforementioned 8 credits, but prerequisites (which may be taken up to 4 credits upon approval in other departments of the GSISS, other graduate schools and/or other degree levels) and Research Practicum credits can total no more than 6 credits in all.
  • A maximum of 4 credits may be taken from lectures offered in the Department of Economics or the Department of International and Business Law of the GSISS.
  • GSISS Joint Course credits do not count toward the Ph.D. degree.
  • Doctoral course credits that were earned prior to enrollment in the GSISS, at a domestic or overseas graduate school or graduate schools, may be recognized if approved by the Department of Business Administration.

Eight credits must be from mandatory Seminars Ia, Ib, IIa, and IIb.

  • Seminars Ia, Ib, IIa, and IIb are led by a student's main academic supervisor.

Four credits must be from Workshops I, II, III, and IV or Fieldwork.

  • Workshops I, II, III, and IV count for 1 credit each.
  • Fieldwork counts for 2 credits.

What are PhD Programs in Japan like?

The doctoral program, better known as PhD, is the highest level of education to exist. A PhD is an advanced degree earned in various fields after successfully completing a research thesis. An individual can generally opt to study for a PhD after completion of a Master’s program. 

In Japan, PhD is called 博士号 (Hakushigo) . PhD stands for “Doctor of Philosophy”, and graduates are bestowed the title of “Doctor (Dr.)”. In Japan, Doctor (Dr.) is called 博士 (Hakase), though most people go by 先生 (Sensei) . 

Program Types, Their Durations, and Admission Requirements

The duration of a PhD program depends on your choice of subject and research thesis. Typically, a PhD program takes around 5 years to complete for those who graduated from a 4 years long undergraduate program. Specialized fields like medical, veterinary, pharmaceutical and dental have 6 years long Bachelor’s degree programs and no Master’s program, and therefore their PhD programs are 4 years long. 

In Japan, PhD programs are commonly split into 2 phases. Depending on their highest level of education (Master’s or Bachelor’s), students have an option of starting from the first phase or skipping to the second phase.

First Phase is called First Half of a PhD Program (2 Years)

Called 博士前期課程 (Hakushi Zenki Katei) , the first phase’s curriculum includes studies to obtain a Master’s degree , which is a prerequisite requirement for most PhD programs. The first phase is a 2 Years long program.

According to JASSO , one of the following admission requirements must be satisfied to be eligible to join this program:

  • Graduates from 4 Years long university program (Japanese university)
  • Graduates with Bachelor’s degree from at least 3 Years long foreign university program; 5 Years for medical, dental, pharmaceutical or veterinary 
  • Graduates of Bachelor’s degree from the National Institution for Academic Degrees and Quality Enhancement of Higher Education
  • Graduates from National Defense Academy of Japan, Japan Coast Guard Academy, Meteorological College, or any ministry or agency established academy or college
  • Graduates from international schools in Japan that are officially recognised as being equivalent to an overseas university
  • Those who have completed specialized coursework at designated vocational schools
  • Those who have completed 16 Years of formal study in their home country; 18 Years for medical, dental, pharmaceutical or veterinary 
  • Those who have completed 16 Years of formal study in Japan via online curriculum offered by an overseas institution; 18 Years for medical, dental, pharmaceutical or veterinary 
  • Those who have completed studies at school under Japan’s old education system

Second Phase is called Second Half of a PhD Program

Master’s degree holders can skip the first phase to join the second phase. Called 博士後期課程 (Hakushi Kouki Katei) , the second phase is typically 3 Years long , but 4 Years for medical, veterinary, pharmaceutical and dental fields. 

  • Graduates with a Master’s, professional degree, or equivalent foreign degree
  • Graduates with a Master’s or professional degree from an overseas institution done via online curriculum while living in Japan
  • Graduates with degrees equivalent to a Master’s or professional degree from international schools in Japan recognised as being equivalent to an overseas graduate school
  • Graduates with Bachelor’s or equivalent degree who have completed minimum 2 Years research at university or research facility having the same academic prowess as a Master’s degree holder
  • Those with a degree equivalent to a Master’s degree from United Nations University 
  • Those aged 24 or above who are admitted based on individual admission qualification selection

Most graduate school programs in Japan are taught entirely in Japanese. For international students seeking to join these programs, demonstration of a high level of Japanese proficiency, at least N1, is required. This is to ensure that you are able to understand the curriculum in order to complete the course. 

Fortunately, with the increasing number of international students in Japan, many universities have started internationalizing their programs with English-taught courses , including for PhD. There are programs taught mostly in English with supplementary Japanese, as well as programs taught completely in English. 

For English-taught PhD programs, students may be asked to demonstrate their English language proficiency with English proficiency certifications like IELTS, TOEFL, or TOEIC. This requirement may be exempt for individuals whose undergraduate or Master’s degree shows high mastery in English.

Different universities offer PhD programs in different fields of study, so you will need to do a thorough search to find one that matches your interest. You can search for educational institutions that accept international students by degree (undergraduate, Master’s, PhD), school type (public, national, private), school location, field of study, medium of instruction, etc.

Visa, Tuition Fees and Scholarships for PhD in Japan

The applicable status of residence for international students in Japan is 留学 (Ryuugaku), aka “Study Abroad”. 

Coming from Overseas

If you are coming from overseas to study for a PhD in Japan, you will need to apply for a Certificate of Eligibility (COE) through your university in order to obtain a Visa to enter the country. Upon entering Japan, you will be bestowed a status of residence and a residence card, which acts as your identity card.

Existing Resident in Japan

If you are an existing resident in Japan, you will not need a Visa or a Certificate of Eligibility, which are required for first entry into Japan. 

If you are already an international student in Japan, and planning to advance your studies to Master’s or PhD, then you may need to apply for “Extension of Period of Stay”, which can be done easily online now. Learn how to do it step by step here .

If you are a resident in Japan, but on a different type of status of residence, say the most common “Engineer / Specialist in Humanities / International Services” or some other type of work visa, then you will need to apply for a “Change of Status of Residence”. This can also be done online now with a My Number Card and IC card reader. 

In Japan, universities and graduate schools can be divided into 3 types of institutions - national, public and private. The admission and tuition fees for each type of institution is different with national schools having the lowest cost. 

In Japan, the first year’s cost for university and graduate schools is higher than the subsequent years. This is because applicants need to pay an admission fee in addition to the year’s tuition fee. 

The first year, aka admission year, cost for PhD that consists of that year’s tuition fee and an admission fee is:

  • Approx. 820,000 Yen for National Institution
  • Approx. 900,000 Yen for Public Institution
  • Approx. 850,000 Yen (medical studies) or 1,100,000 Yen (non-medical studies for Private Institutions

Yes, there are scholarships for PhDs in Japan. According to JASSO , there are altogether 119 PhD program scholarships for international students for 2023 - 2024. Among the 119, 12 are available to apply before coming to Japan, and the remaining 107 can only be applied for after coming to Japan.

The application for the 2024 MEXT Japanese Studies Scholarship will open in January 2024 . Value of Award:

  • 100% of tuition (covered by the APU Tuition Reduction Scholarship)
  • 145,000 JPY per month for living expenses (amount subject to change)
  • Economy class air travel between the home country and APU at the beginning and end of the program. 

2. Rotary Yoneyama Foundation Scholarships

This scholarship is provided for future students of Japanese universities and graduate schools. This program serves two different application periods. If your expected enrollment is April 2024, the deadline is March 1, 2024 . If the expected enrollment is September/October 2024, the deadline is August 1, 2024.

Value of Award:

  • 100% of tuition 
  • The scholarship provides a monthly stipend for the duration of time, for Doctoral students: 140,000 JPY per month for two years

3. Japan Society for the Promotion of Science (JSPS) Fellowship

This fellowship is awarded to postdoctoral researchers who are conducting research in Japan. The JSPS offers two different programs long-term and Short-term; the application period is from mid-April to June 7, 2023 .

  • 200,000 JPY per month for living expenses
  • Leave for childbirth and childcare: Fellows are allowed to suspend their research for childbirth and childcare and are offered a path back into the laboratory. They can also choose to work short hours while on such leave.

4. The Fulbright Specialist Program Japan

This is a partial funding international scholarship provided by the U.S. Department of State, Bureau of Educational and Cultural Affairs for international students. For those candidates that met all eligibility requirements, you may apply to join the Fulbright Specialist Roster twice every 12 months . If you were not approved with your first application, you may reapply immediately and be included in the next peer review panel cycle. 

Additionally, the Asian Development Bank-Japan Scholarship Program (ADB-JSP) offers about 135 graduate scholarships annually for studies in economics, business and management, science and technology, and other development-related fields.

The doctoral degree program at MAU has been structured by reorganizing and consolidating the fine arts and design majors of the master's degree program into a single major in art and design. The art and design course in the doctoral degree program covers three interacting, intersecting domains: production of art, design and configuration, and theory and history of art and design. While belonging to one of these domains, students will have ongoing access to knowledge and stimulation from the others. The three areas of study are independent, and at the same time organically linked.

Here students explore a variety of topics through the production of artworks, including perceptions, values, modes of expression, materials, techniques and the history of artistic expression, and seek out new, universal possibilities for expression. As artistic approaches, students will not only employ two-dimensional forms of expression such as painting (Japanese painting, oil painting, printmaking etc.), three-dimensional expression (sculpture, 3D modeling) and spatial modeling: they will explore projects involving collaboration with other areas of study, and formative arts fields such as imaging arts and installation, adding a variety of media to the mix and exploring the possibilities for new integrated realms of expression that encompass all these fields.

Studies in Design and Configuration

This field of study aims to build better relationships between people, objects and information in contemporary society, targeting the environments composed of these elements and using superlative technologies and information to form environments. Environment formation encompasses fields such as communication design, product design, craft design, spatial design, architecture, imaging arts and information design.

Studies in Theory and History of Art and Design

Here students research the history and theory of the formative arts (fine arts, architecture, design, crafts, media arts etc.). The areas encompassed by historical and theoretical research in the formative arts are currently expanding, and collaboration with the adjoining sciences is essential. Here students will also conduct research on issues in the practices of producing art, and the influence of society on the production of art, and vice versa. By opening up studies in history and theory, rather than confining their status to that of narrow specialties, we take a fresh look at the meaning of the formative arts. The aim here is to train not only academic researchers to work in the realm of the formative arts, but also people who will contribute to education in the formative arts, including the production of art, art criticism, and the work of art galleries and other institutions.

  • International Master's Program in Japanese Humanities

Launched in 2011

The International Master’s Program (IMAP) in Japanese Humanities welcomes a select group of international and local students to pursue an M.A. degree. The IMAP in Japanese Humanities offers courses in the fields of history, art history and visual culture, religion, premodern Japanese (kanbun and bungo), geography, linguistics, methodologies for selected research fields, and other facets of the humanities. Courses cover all historical periods; however, the emphasis is on premodern Japan and its relationship to East Asia. The program offers closely supervised instruction and rigorous small seminars in English customized to meet students’ long-term academic goals. Students may also enroll in Japanese- and English-taught courses offered by other departments in Kyushu University. The culmination of the program is a Master’s thesis in English featuring independent research. Proximity to cultural and historical resources and full access to the educational benefits and facilities of a world-class Japanese university are a hallmark of the program.

International Master's and International Doctoral Programs in Integrated Sciences for Global Society, taught entirely in English, cover a wide range of subjects of Earth and Biological Sciences, Social Sciences and Humanities, each with strong interdisciplinary emphasis. Our Graduate School offers six different courses of (1) Comprehensive Earth Sciences, (2) Comprehensive Sciences of Biological Environment, (3) International Cooperation, Security and Safety, (4) Social Diversity and Coexistence, (5) Language, Media and Communication, and (6) Comprehensive East Asian and Japanese Studies. The development of low-carbon, resource-efficient buildings and urban centers is becoming extremely important against the background of the ever-increasing consumption of natural resources. Our Master’s and Doctoral courses provide students with opportunities to develop the advanced knowledge and skills required to find innovative solutions to these needs. Our courses consist of urban and architectural design workshops and construction training classes to improve the professional skills of our students. Launched in 1999

The LL.D. Program offers students the unique opportunity of preparing a doctoral thesis in English whilst studying at a Japanese university. The Program is designed to provide students with the skills required to complete high-level research in law. A core part of the Program is the Annual Law Conference.   • IEBL Program (LL.M. in International Economic and Business Law)

Launched in 1994

In the fall of 1994, the Graduate School of Law established Japan’s first Master’s Program taught entirely in English, the LL.M. in International Economic and Business Law. Drawing upon the support of a Faculty with particular strengths in the fields of economic and business law, the IEBL Program is designed to provide international and Japanese students with the ability to confront the challenges of international economic affairs and commercial transactions.

  • YLP (Young Leaders' Program LL.M.)

Launched in 2001

The Young Leaders' Program was established in 2001 by the Japanese Government in the fields of Public Administration, Business Administration, and Law. In recognition of the success of the graduate programs, Kyushu University was entrusted with the responsibility of offering the Law YLP. The Program has been designed to contribute to nurturing future national leaders in Asia, and is open to young legal professionals and government officials. In addition, it aims to create a network of national leaders who will play key roles in establishing friendly relationships and improved policy planning between Asian countries, including Japan.

  • BiP (Bilingual Master's Program in Laws LL.M.)

Launched in 2009, the BiP offers students the unique opportunity of graduate level legal study in a bilingual environment at a Japanese law faculty. The Program seeks to overcome one of the major obstacles to graduate legal education in Japan, namely that of the language, by providing students with the option of taking classes and writing a thesis in English or Japanese. As such, the Program facilitates rapid improvement in Japanese ability whilst allowing students to engage in classroom study and supervised research across a wide range of legal subjects.

Asian countries have achieved significant economic development, and have become a central focus of global growth since the turn of the century. To achieve successful nation-building, greater attention is essential in analyzing Asian politics with regard to how a country is actually ruled and how policy is formulated. In recognition of the changing context of contemporary Asia, the Program pioneered graduate studies focused on research into pressing contemporary issues through comparative studies.

The Programs revolve around the study of three areas: Economic System Analysis, Economic Analysis and Policy, and Mathematical and Computer Sciences. Our Master’s Program is characterized by small classes, a wide and well-balanced array of general and specialized subjects (e.g., Advanced Econometrics, Financial Economics, Public Finance, Environmental Economics, Public Economics, and Industrial Organization), and close supervision of thesis writing. In addition to taking specialized subjects at a more advanced level, our Doctoral students take part in research workshops organized by eminent specialists, both within and outside the University. They are also provided with opportunities to participate in research projects conducted by the Department. In addition, they have opportunities to present the outcomes of their research at academic conferences and publish them as discussion papers. After being awarded graduate degrees, students are expected to take up positions in universities, research institutes, private firms, etc.

All three of our Departments – Physics, Chemistry, and Earth and Planetary Sciences – work closely together to provide graduate programs in English. The fields of research in the Department of Physics include elementary particle physics, nuclear physics, solid state physics, statistical physics and physics of complex systems. A tandem electrostatic accelerator is one of the more notable research facilities that is available to be used for your research. Research activities in the Department of Chemistry cover inorganic, organic, structural, physical, analytical, biological and computational chemistry, among others. Seventeen laboratories associated with the Department conduct cutting-edge research while maintaining close connections with one another. The Department of Earth and Planetary Sciences covers a variety of fields such as planetary sciences, geophysics, geochemistry, mineralogy, and geology. The Department also collaborates closely with the Kyushu University Museum and the Space Environment Research Center.

In addition to providing close guidance on thesis writing, the programs offer a whole array of lectures in topics ranging from pure mathematics (e.g., algebra and geometry) to applied mathematics (e.g., probability, statistics, and computational mathematics). Whatever your research focus may be, your academic endeavors will be greatly facilitated by the intellectual resources we offer. These include high-performance computers, a high-speed network, a wide variety of software including computer-based algebra applications, and one of the most prominent libraries in Japan, through which an extensive selection of books and on-line journals is available. After completing the program, students are expected to proceed to the Doctoral Program (in the case of Master’s students) and/or obtain positions that require advanced mathematical specialization.

This Program encourages students from all nations to take on the future challenges of advanced life sciences in a five-year doctoral course. The Program is based on the innovative concept of Systems Life Sciences, which represents interdisciplinary education and research involving biology, agriculture, medicine, informatics, and engineering and positions itself at the forefront of the current era of rapidly developing life sciences. The Graduate School represents a single Department comprised of the five divisions of Bioinformatics, Life Engineering, Medical Molecular Cell Biology, Molecular Life Sciences and Biological Sciences. There is also the option of a two-year Master’s program. For applicants who have obtained or who will obtain the Master’s degree from other graduate schools, another entrance examination is offered for entry as a third-year student.

This program is designed to offer qualified medical students a key opportunity to equip themselves with knowledge and skills in cutting-edge technologies and carry out specialized research in one of the most highly regarded medical schools in Asia. Students will be required to choose one laboratory from among over 50 laboratories that cover almost all areas of the medical sciences, both basic and clinical (please visit our website for more information). Students will also be provided with countless opportunities to attend international conferences presided over by leading researchers in various medical science fields. To ensure the quality of our graduates, who are highly respected and sought after, we also demand a great deal from our students. Launched in 2013

The international two-year Master’s and three-year Doctoral Programs are designed to train researchers as well as health, medical care and welfare leaders in Asia and the rest of the world. While this program was conceived primarily with students who had studied nursing, quantum radiation science (radiological technology) or medical technology in mind, we also urge students with degrees in other fields to consider applying. With opportunities to study basic subjects such as “Health Science Research” and “International Community and Multidisciplinary Medicine,” study specialized subjects at a more advanced level, and work on their research under the close supervision of their supervisors, the participants in this program are expected to develop into professional educators and researchers who are capable of carrying out creative, advanced research, as well as hands-on trainers and leaders of organizations in the practical healthcare field.

Taught exclusively in English, this four-year Program offers doctorates in Dental Science and Science. Doctorates in Dental Science are awarded to students equipped with sufficient knowledge and skills to carry out research in the field of dentistry, while Doctorates in Science are awarded to students engaged in advanced scientific research related to dental science with knowledge and skills applicable to other cutting-edge research. Two major research projects are currently underway in our School, namely “Dental and Craniofacial Morphogenesis and Tissue Regeneration,” and “Oral Health Science.” Our students are expected to play a role in either or both of these projects to promote “Health Through Oral Health.” With the knowledge, experience, and technical expertise acquired in the four years of study, our graduates are expected to be a driving force behind new discoveries and innovations in dentistry.

Our Department comprises the three research groups of Chemistry and Biochemistry, Material Physics and Chemistry, and Chemical Systems and Engineering, which are responsible for the research and education of graduate students. These three large research groups are broken into nineteen small research laboratories. Our Program covers biofunctional, inorganic, organic, supramolecular, macromoleculare, polymer, analytical, and environmental chemistry. We contribute to the development of novel nanofunctional materials, organic electroluminescence and photo-energy conversion devices, fuel cells, and other advanced functional materials. Through this Program, we provide fundamental and advanced education in chemical technologies central to producing novel substances from the atomic and molecular levels.

The study of materials science and engineering is fundamental for providing people with safety, security and reliability, and it is essential for the broad range of technologies that exist in the 21st century. Constant innovations and rapid advancements in materials are required to achieve the ultimate performance when solving environmental problems. It is clear that to achieve these improvements, the design and the fabrication of materials are the keys to the future. The purpose of our Program is to teach the fundamentals required for understanding the structures and properties of various materials such as metals, alloys, ceramics, semiconductors, and composites, and for developing advanced materials that are able to respond to future needs.

The Department of Chemical Engineering comprises the eight specialized fields of Physical Chemistry, Reaction Engineering, Biochemical Engineering, Mass Transfer Engineering, Thermal Engineering, Fluid Engineering, Equipment Design Engineering, and Process Systems Engineering. The central focus of Chemical Engineering is developing and improving manufacturing processes. Chemical Engineering is also responsible for the development of new materials such as biomaterials, electronic materials, and new catalysts, as well as their production technologies and highly advanced separation technologies. The scope of Chemical Engineering is expanding to various fields including human health, energy, and the global environment. Chemical engineers have achieved a high degree of success across many industries.

The Civil and Structural Engineering Global Course studies restructuring social infrastructure systems beyond traditional technologies for the deployment of advanced structural design and construction technologies, as well as increasing prevention of natural disasters through technology.

The Urban and Environmental Engineering Global Course is engaged in the study of analyzing urban and environmental issues and the prediction, reduction, and prevention of their effects as well as promoting the advancement of technology for originating a new type of urban environmental system.

Marine Systems Engineering is a growing field that studies and develops the technologies required to utilize the sea for purposes such as traffic and transportation, energy production, bio-resources, mineral resources, and space for living and storage. The key educational objectives of this Department is to convey knowledge of naval architecture, marine engineering, industrial engineering, and systems engineering, to train students so that they are able to make full use of this knowledge in an integrated manner, to propose a wide range of environmentally-friendly marine applications, and to develop associated technologies.

Our Department consists of seven specialized laboratories: Economic Geology; Exploration Geophysics; Geothermics; Resources Production and Safety Engineering; Rock Engineering and Mining Machinery; Mineral Processing, Recycling and Environmental Remediation, and Energy Resources Engineering. This wide range of research fields covers the many technical and engineering issues that may arise at any stage of resource development, from exploration and production to remediation and recycling. Currently, our faculty members are engaged in the following research areas, all of which are related to resource development: predicting natural disasters such as volcanoes; utilizing ground heat; recycling valuable resources extracted from products and waste (urban mining); remediating contaminated groundwater resources; CO2 sequestration and more.

The Department of Applied Quantum Physics and Nuclear Engineering was established in April 1998 within the Graduate School of Engineering for the purpose of developing competent scientists and engineers who are able to find solutions to the issues of energy depletion and environmental pollution. Special research activities in the Department are being undertaken in the following areas: 1) the development of high-performance nuclear reactors; 2) the development of materials that enable the effective use of nuclear energy; 3) principles determining the generation and measurement of quantum beams; and 4) the physics of condensed matter and complex systems.

The Department of Mechanical Engineering aims to provide students with an unsurpassed opportunity to gain broad, substantial expertise and comprehensive skills in mechanical engineering, and also a fundamental knowledge of interdisciplinary areas that meet up-to-date requirements, so that graduates are able to go on to work as leading engineers and researchers. The education and research fields cover several broad areas in mechanical engineering: material strength and design system; fluids engineering; thermal engineering; combustion; dynamics of machinery; control and systems; manufacturing processes; and bioengineering. This Program welcomes students from all over the world who wish to pursue an international career in the field of mechanical engineering.

The Department of Hydrogen Energy Systems is the first graduate school department in the world with a focus on hydrogen energy. It aims to provide students with an unsurpassed opportunity to gain a fundamental knowledge of science and engineering in hydrogen energy technology and the relevant technologies for human and environmental symbiosis. The education and research fields extend from various fields in mechanical engineering to materials and process engineering related to hydrogen energy systems. The Programs welcome not only mechanical engineering students, but also students from other relevant science and engineering fields who, as engineers and researchers, wish to lead the way in building a low-carbon society.

The Department of Aeronautics and Astronautics offers four specialized fields: Thermophysics and Fluid Mechanics; Aerospace Structures and Structural Dynamics; Flight Dynamics and Controls; and Space Systems Engineering. In addition, there are three fields from the Research Institute for Applied Mechanics. The academic fields in Aeronautics and Astronautics have the noteworthy characteristics of synthetic integrity, an understanding of engineering theories based on mathematics and dynamics, and realization based on natural science and scientific methodology. Education in the Department of Aeronautics and Astronautics pertains to these academic fields and has been successful in producing highly-capable, highly-committed, highly-specialized engineers and researchers in the field of Aeronautics and Astronautics.

  • Doctoral Program of Human Science International Course

The Human Science Course aims to provide insight into human physiological and psychological characteristics to design an eco-friendly living environment in which we can comfortably interact with products, systems and equipment. Scientific measurement, engineering and computer-related techniques are studied to assess human physiology, perception and information processing. Students are trained to apply this knowledge to creative design, with an emphasis on design that improves the daily lives of populations with special needs, such as children, women during pregnancy, people with physical or mental disabilities, and the ever-growing population of elderly people. The Human Science Course is taught at Kyushu University’s Ohashi Campus, which houses excellent, high-tech research facilities – an ideal environment for students seeking career paths as design professionals in the engineering, development, research or marketing industry, as well as academia.

  • International Doctoral Program in Information Science and Electrical Engineering

This program is aiming at providing a platform for foreign students seeking the knowledge and skills required for researchers and engineers in the field of electronic engineering. Our approach is decidedly interdisciplinary, drawing freely on developments in information science and electrical engineering. The subjects, on which students can focus, include VLSI engineering, radio frequency (RF) integrated circuit design, wireless communication systems and networks, and microwave engineering. We take pride in our individualized approach to education, establishing an advisory committee for each student made up of our faculty members and renowned experts from private firms, other universities, etc. The advisory committee, in consultation with the student, designs a curriculum in accordance with his/her research focus, regularly checks his/her progress, and offers guidance and supervision. The committee also offers advice on possible career paths in industry, research institutes, and academia.

These Courses – first introduced in 1994 – are among the first English language programs offered by Kyushu University. We have designed our curricula to be especially suited to the needs of students from developing countries who aspire to contribute to global sustainable development. All of our five Departments offer both Master’s and Doctoral Programs, except Innovative Science & Technology for Bio-industry, which admits Doctoral candidates only. Upon admission, students are assigned to one of our Departments. One of our major strengths is the range of scholarship opportunities which we offer. For candidates interested in pursuing a Master’s degree, government-funded Human Resource Development scholarships (JDS) are available, and currently more than ten JDS scholars (from Vietnam, Cambodia, Myanmar, and Lao-PDR) study with us. Since 2010, we have also started offering Asian Development Bank-Japan Scholarships (ADB-JSP). This financial aid, together with MEXT Scholarships, should enable talented students from developing countries to have privileged access to the high quality education and research that we offer.

Developing comfortable, safe cars that are also energy and resource efficient is a goal of great urgency for the car industry. Instead of just manufacturing them, however, characteristics such as their relationship with people, society, and environment must also be considered. We also need to make use of knowledge and insights from both the humanities and social sciences, and integrate all these aspects to create a new body of knowledge. The AMS is the first knowledge hub designed for this purpose in Japan, and there is nothing like it anywhere else in the world. Through the integration of knowledge, the AMS seeks to create a new automotive society and educate highly capable experts who are able to innovatively resolve a variety of issues involving automobiles and frontier technologies.

Doctoral Program in Psychology

Doctoral Program in Psychology Department Website (Japanese Only)

This program offers three different courses: Perceptual and Cognitive Psychology, Educational and Developmental Psychology, and Social Psychology. This three-year curriculum is based on the knowledge and skills that students gained from M.A. level trainings. This program is designed to equip its graduates with necessary conceptual, methodological, and teaching skills for careers in academic and practical settings. We work in co-operation in the areas of psychology with Doctoral Program in Human Care Science, Doctoral Program in Kansei, Behavioral and Brain Sciences, and Doctoral Program in Lifespan Developmental Sciences. On completion, we offer a doctoral degree in psychology or research.

The Doctoral Program in Japan Studies encompasses systematic study of the Japanese language, Japanese language education, Japanese literature and culture, and Japanese history and society for comprehensive Japan research.

The program is directed at developing an objective perspective of Japan within a global context. Given the urgent need for human resources capable of conveying Japan to the world, this program is focused on training Japanese and foreign students who can meet this need. The degree acquired through this program is a Doctor of Philosophy.

Solid improvement in English Proficiency in Japan

A recently published survey by Japan’s Ministry of Education, Culture, Sports, Science and Technology (MEXT) has demonstrated a steady improvement in English proficiency for both students and teachers in Japan.

The results of the 2023 "Survey on the Status of English Education Implementation" showed that 50% of middle school students and 50.6% of high school students have obtained the English language competency equivalent to a CEFR A1 level or above and CEFR A2 level or above respectively. This compares favourably to the 49.2% and 48.7% reached the previous year and marks the first time that both middle school and high school students of Japan have met or exceeded the 50% benchmark.

However, the percentage of those who obtained the equivalent to a CEFR B1 level proficiency in English or higher was 19.8%, down 1.4% from the previous year. There are also still large regional gaps in students’ English proficiency at both middle and high school levels across different prefectures and designated cities, which MEXT aims to address. The government’s target, as outlined in the “Fourth Education Promotion Basic Plan'' from 2023 to 2027, is to have at least 60% of middle and high school students achieve CEFR A1 level or higher by the end of junior high school and CEFR A2 level or higher by the end of high school.

The English proficiency of English teachers is also improving. The percentage of English teachers who have obtained the equivalent of CEFR B2 level is 44.8% in middle schools and 80.7% in high schools. All of these figures are on the rise, and are the highest on record since the survey began. On the other hand, the number of high school English teachers who have obtained the CEFR C1 level or higher was 21.8%, a decrease of 0.7% from the previous year.

The survey has been conducted every year since 2013 (cancelled in 2020) to evaluate the current status of specific measures aimed at enriching and improving English education. It targets boards of education in each prefecture and city, and all public elementary (18,560 schools), middle (9,165 schools) and high schools (3,256 schools).

What this mean to the UK sector?

This is welcome news for not only Japan but also for the UK sector. English language proficiency has been one of the major hurdles for Japanese students looking to study abroad, with many Japanese students with offers from foreign higher education institutions , giving up on their offers because of the requirement to have to take a pre-sessional English course. Many other students have also chosen to enrol in a second or third choice overseas university due to the higher English requirement. Higher English language attainment and proficiency will help Japanese students gain confidence and become more interested in studying abroad, not least to the UK.

The British Council has significantly contributed to supporting the Japanese government in improving the English competency of Japanese youth through teacher training, English textbook and exam reform, and teacher dispatchment with the recently commissioned English Speaking Achievement Test for Junior High School Students (ESAT-J) by the Tokyo Metropolitan Government, we aim to further assist in reforming Japan’s English education.

On 10 June 2024, UNU will host “ Lessons from Japanese Education and Health Care ”, a conversation with Professor Roger Goodman , Nissan Professor of Modern Japanese Studies, Warden of St Antony’s College, and Pro-Vice-Chancellor at the University of Oxford. This event will start at 18:30 in the 2F Reception Hall at UNU Headquarters in Tokyo.

From an ageing population to low birthrates, Japan has been at the front of a demographic transition that is accelerating across the developed world. As education and health-care policymakers in the UK and other advanced economies search for innovative ideas to improve their areas of responsibility, are there any lessons that they can take from Japan, which has largely been ignored as a source of policy models since the 1980s? Or are the underlying social, cultural, political and economic bases of the systems in each country so different that policy transfer would prove impractical?

Prof. Goodman will join UNU Rector Tshilidzi Marwala for a conversation exploring the policy lessons from Japan in education and health care. What innovation has occurred in Japanese policymaking since the 1980s in the face of its economic and demographic challenges? Are there lessons for policymakers in other advanced economies which are undergoing similar transitions? Has Japan shifted from policy inertia to a model for the rest of the world?

The UNU Conversation Series aims to foster audience participation; you are encouraged to engage with the speakers during the conversation and at the reception that will follow, where all event attendees are invited to enjoy hors d’oeuvres and drinks while exchanging ideas and making new contacts.

About the speaker

Professor Roger Goodman has been the Nissan Professor of Modern Japanese Studies since 2003 and the Warden of St Antony’s College and Pro-Vice-Chancellor at the University of Oxford since 2017. Before taking up his current roles, he was the Head of Oxford’s Social Sciences Division from 2008 to 2017 and the inaugural Head of the School of Interdisciplinary Area Studies (SIAS) from 2004 to 2007.

He was elected a Fellow of the UK Academy of Social Sciences in 2013 and was Chair of the Academy’s Council and President from 2015 to 2021. In 2024, he was appointed Commander of the Order of the British Empire for services to Social Science.

Professor Goodman holds a BA in Social Anthropology and Sociology from Durham University (1981) and a DPhil in Social Anthropology from the University of Oxford (1987).

His research has been mainly on Japanese education and social policy. His most recent book, co-authored with Jeremy Breaden, is entitled Family-Run Universities in Japan: Sources of Inbuilt Resilience in the Face of Demographic Pressure, 1992-2030 (Oxford University Press, 2020). Other monographs include Japan's International Youth: The Emergence of a New Class of Schoolchildren (1990) and Children of the Japanese State: The Changing Role of Child Protection Institutions in Contemporary Japan (2000).

Edited books include: Ideology and Practice in Modern Japan (1992); Case Studies on Human Rights in Japan (1996); The East Asian Welfare Model (1998); Family and Social Policy in Japan (2002); Can the Japanese Change their Education System? (2002); Global Japan (2003); The 'Big Bang' in Japanese Higher Education (2005); Ageing in Asia (2007); A Sociology of Japanese Youth (2011) and Higher Education and the State (2012).

He has supervised nearly fifty doctoral theses on Japan on topics ranging from Shinto shrines to volleyball coaches, teacher unions to karaoke, hikikomori to firefighters, crying therapies to agricultural revitalization programmes, and rakugoka to SDF recruits.

Charlotte Greenhill has long aspired to study abroad. Enrolled in a dual-language immersion school growing up in San Francisco, she became fluent in her second language, Spanish, at a young age.

“I think developing that language fluency influenced how I see the world and what I was curious about learning,” says Greenhill, who graduated on May 18 from Boston University’s 4+1 program with a bachelor’s degree in Latin American studies and an MPH with concentrations in global health and epidemiology and biostatistics from the School of Public Health.

During her five years at BU, Greenhill partook in a variety of linguistic and cultural activities. However, like many college students who matriculated in or after 2019, she was ultimately forced to defer her dream of studying abroad due to the COVID-19 pandemic. Next year, she will finally embark on the international adventure she has been working towards since childhood with a prestigious Fulbright award to teach English in Brazil.

Established in 1946, the Fulbright Program is the U.S. government’s flagship international and cultural exchange program. Through partnerships with more than 140 countries worldwide, Fulbright grants offer select graduating college seniors, graduate students, and young professionals the opportunity to pursue graduate study, conduct research, or teach English abroad. Fulbright scholars become part of a global network intended to foster mutual understanding and peaceful relations between nations.

As an undeclared first-year student, Greenhill says she was initially drawn to Latin American studies at the Frederick S. Pardee School of Global Studies because the program’s diverse course load would enable her to take language, international relations, humanities, and social sciences classes, seamlessly complementing her central goal of studying abroad. Her plans changed when COVID-19 forced the suspension of BU’s more than 70 study abroad programs in 15 countries for five semesters in a row.

Back in San Francisco, living with her parents under lockdown during the time period when she had originally planned to study abroad, Greenhill instead pursued a minor in Portuguese and spent several summers honing her teaching skills as a high school math tutor. The experiences later formed the groundwork for her Fulbright application, she says.

“I got really invested and fell in love with Brazilian culture,” says Greenhill, who met many Brazilian American friends at BU and went on to live in Global House , BU’s living-learning community for students passionate about languages and cultures. There, she practiced Portuguese with peers during weekly meetings and frequented local Brazilian community events, such as an annual Brazilian Independence Day Festival in Allston. She also took samba classes, assisted one of her political science professors in conducting a research survey of Brazilian Bostonians, and wrote her undergraduate honors thesis on the promotion of hydroxychloroquine, an antimalarial medication, and ivermectin, an antiparasitic drug, in Brazil during the pandemic.

“When I was thinking about Fulbright, I definitely would have been interested in a Spanish-speaking country in Latin America as well, but it seemed like Brazil would be the best fit for me. For one, because it gives me the opportunity to solidify Portuguese fully as my third language and in a professional context, and [because] it was something that I have worked for and developed over time and grown an affection for,” says Greenhill. “Also, from a public health standpoint, there is a lot to learn from the Brazilian health system. I am excited—it is going to be so much fun!”

While Greenhill has visited South America with her brother as a tourist, her nine-month Fulbright teaching assistantship beginning in March 2025 will be her first time both living and working abroad. She spoke with SPH about how her experience as an MPH student and how her Fulbright plans jibe with her long-term career aspirations in public health.

How did you become interested in public health?

In high school, I got to work closely with our athletic trainer, Gina Biviano . She was really great about mentoring students who were interested in the health professions broadly—some people wanted to do PT [physical therapy] or become physicians or whatnot, and so once a week, we would meet in her tiny little office off the locker room, see athletes, and help tape ankles, do rehab, etcetera. So, I had that rich experience with a mentor that I admired, but academically, I really liked my language classes, my social science classes, math, and less the hard sciences, chemistry-, physics-type classes. I think, because I like learning in general, I gravitate to teachers that inspire me rather than to specific content, and I happened to have great teachers in history and languages.

I was attracted to public health because it is more systems-level thinking, and I resonate with the goal of health prevention, health promotion, and population-level interventions as opposed to treating people after they are hurt. I saw that in the high school opportunity that I had with [Biviano] where it felt like we were always treating athletes after they had pushed themselves to the limit and gotten injured, and there was a need for more collaboration with coaches to develop robust injury-prevention and strengthening programs.

[Biviano] had a peer with an MPH from Boston University, so I did an informational interview and learned more from her about what it looked like. Then, I just did my own research [and] poking around on the BU website, I found that the 4+1 offers a BA/MPH so you could be in the College of Arts and Sciences—you did not have to have a health science or human physiology background. The BA/MPH gave you a lot of flexibility on what your undergrad could look like. Once the pandemic hit, that really solidified for my family and other people who knew that I had this interest, like, “Oh, this is what public health is. It touches all of our lives.” It made it easier, I think, to talk about this interest that I had and my plan for the future.

What advice would you give to other students in the 4+1 program or who are interested in the 4+1 program?

Something that was really big for me was I was stressed about getting a practicum the summer after graduating from my undergrad. But at the time, I did not feel like a competitive candidate because I had only completed the core courses, and so I had not gotten to the functional, more skills-based coursework yet. In the end, I ended up landing a job as a math teacher for SEO , a college access program for high school students, which worked out because that experience became a big component of my Fulbright application. Then, I found a practicum with the Academic Public Health Corps to do during the school year, so I think, for 4+1 students, you can go at your own pace and doors open when they need to.

Could you elaborate on what you will be doing as a Fulbright English Teaching Assistant (ETA) next year?

It varies country to country, but Fulbright ETAs in Brazil are placed in universities. So, I will be working with education majors, folks that are training to become teachers, and I will be supporting the English classrooms there. From what I have learned speaking to other former ETAs, at least in Brazil, [is that] beyond classroom support, you are also responsible for running English clubs, maybe book clubs or holiday-themed events, and different community engagement activities around the English language.

What are you most looking forward to about your Fulbright to Brazil and how does it fit into your future aspirations in public health?

I think languages are like a portal. They allow for you to connect with people who have a different life experience than you and to engage with books and media from other countries, and I think that that makes me a stronger public health professional. So, teaching English for a year in Brazil is not a detour for me. It is a logical next step within my public health career and goals because I have seen what language learning has allowed for me, what opportunities it has opened up and just a different way of seeing the world. I really hope that I can support students in achieving their English language goals and fostering those conversations that make you reflect on aspects of your own culture and aspects of the culture that you are studying or the language that you are learning.

Then, the Fulbright ETA also gives time for supplemental projects because it is not a full-time role, and so with the time that you are not directly supporting students or lesson planning, you are expected to pursue a side project. For that, I definitely want to connect with public health professionals in my host city and start building [that network], learn from people, learn more on the ground about what public health work looks like in that context, and also pursue personal interests—I really enjoy dance and so I am excited to take dance classes [and] attend dance events. I know that beyond all of that, every single day, I will be learning Portuguese. I am going to be learning how to operate in a different country and a different context, so I am really excited for that because I love learning new phrases and just developing that confidence.

City creates an AI-based avatar speaking English to replace mayor

YOKOSUKA, Kanagawa Prefecture--Mayor Katsuaki Kamiji readily admits he is hopeless at English, but that hasn’t deterred him from addressing the city’s many foreign residents in that language.

He is able to do that courtesy of a video of an avatar created with artificial intelligence in April that is posted on the Yokosuka city government website.

It is the first such attempt by a local government in Japan.

Confessing that he is “basically unable to converse in English,” Kamiji watched his avatar talking fluently in English.

“I was impressed because I felt as if I, myself, was speaking,” he said. “This will surely pluck at viewers’ heartstrings.”

Kamiji has good reason to want to get his message across in English as the city is home to the Yokosuka Naval Base, where thousands of U.S. personnel are based.

The mayor is seeking to impart important information in English, for example, if a natural disaster strikes.

Eventually, Kamiji hopes to convey local information in fluent English at his news conferences with the assistance of his computerized representation created by generative AI.

As of May, the city government said there will be a time lag of 10 days or so from when Kamiji gives a news conference to until the AI version is shared on the city’s official YouTube channel in English.

Officials said the primary aim of the exercise is to beef up the municipality’s ability to convey messages to the city’s many non-Japanese residents in a language they understand. The issue takes on heightened urgency in view of the heavy U.S. naval presence.

To make the postings appear more authentic, footage of the mayor talking in Japanese will be inputted so AI can better grasp his appearance, way of speaking, mannerisms and voice quality to complete his CG alter ego.

The avatar’s facial expressions and English language will reflect the emotions in the Japanese words and speak in a voice almost identical to his. The avatar’s mouth will move as if he was actually speaking English.

“We plan to use the system to convey not only information on disaster preparedness and emergencies but also message of peace to the rest of the world,” a city official said.
