Travel has always been a new, refreshing, exciting, and rewarding experience, both for domestic and foreign travelers.

India with its vast cultural, historical, scenic, artistic, and natural wealth has great potential. There are numerous historical places, monuments, pilgrimage centers, shrines, temples, wildlife sanctuaries, hill stations, sea-resorts, places of winter sports, and ancient and modern cities steeped in glory and fascination. Besides, its diversity of cultures, religions, languages, dresses, and weather conditions, etc., add more color to tourism and travel. Consequently, international tourism in India has grown substantially during the last four decades. The foreign tourist arrivals in the country have registered a growth of about 15%. It has today become one of the highest net foreign exchange earning sectors. It is expected to account for an increased percentage of the gross domestic product (GDP) in the coming years. During 2000-2001, the country earned nearly Rs. 15,000 crores in foreign exchange through this sector.

Domestic tourism plays a vital role in achieving various objectives of national unity, integration, cultural harmony, social tolerance, and cohesion. The fast means of travel and communication have brought the distant places of tourist interest in the country closer than ever before. This has resulted in a keen desire in people to travel to different parts of the land and to have first-hand knowledge of them. With the rapid improvement in living standards, aril the increase in the income of the middle classes, the potential for domestic tourism has grown substantially during these years. With a view to diversify tourist attractions, development of beach and hill-resorts has been taken up and infrastructural facilities have been strengthened. In order to increase these facilities, the central Department of Tourism is trying its best to help the various states and union territories with liberal financial aid, etc. More and more Yatri Niwas hotels, tourist lodges, wayside inns, restaurants, cafeterias, tourist bungalows, hotels, and motels, etc., are being opened both in public and private sectors. In addition, financial assistance is being extended by the Centre to state governments for adventure sports activities, tourist transport, and tented accommodation, etc. To consolidate the development of tourism infrastructure, it has been decided to intensively develop a few selected areas/ circuits. Seventeen such areas/circuits have already been identified with the help of the private sector and corporate houses. It has also been decided to take up four-five focus centers as ‘Special Tourism Areas’ in consultation with concerned state governments for integrated development.

Hotel accommodation is an important segment of the tourism industry, with huge potential for employment generation and foreign exchange earnings. To give impetus to this sector, the government provides tax benefits and other incentives to encourage the hotel industry. The industrial policy of the Centre has now placed hotels and tourism-related activities as a priority industry. Foreign investment and collaboration are now facilitated under the new economic policy. Up to 51% foreign equity is now granted automatically. 100% investment from non-resident Indians is allowed. Now the Department of Tourism has streamlined and simplified the rules regarding the grant of approval to travel agents, tour operators, and tourist transport operators so that their services to tourists are standardized and are more broad-based, for both international and domestic tourists. Approval, once granted, is valid forever, provided no complaints are received and the necessary documents are submitted annually. With a view to attracting more chartered flights to India, a system of granting clearance has been formulated. An air-conditioned rake of the Palace on Wheels train, which has been operational in Rajasthan for quite some time now has been very successful and popular. Similar trains are proposed to be operated in few other popular sectors.

A new range of hotels known as Heritage hotels has been introduced to add to the attraction of tourism in India. This class includes hotels opened in palaces, havelies, castles, forts, and residences built prior to 1950. As these traditional places represent and reflect the Indian culture of the past, they have been very popular among tourists. The heritage scheme rightly aims to ensure that such properties and landmarks of our culture and heritage are not lost due to decay and disuse. It also aims at providing additional room capacity for the tourists. So far, fifty properties have been classified in the heritage hotel category, providing a room capacity of over 1500 rooms. Guidelines have also been formulated for the conversion of heritage properties into heritage hotels and their approval is at the project-planning stage.

With a view to attracting more foreign tourists, publicity is undertaken in major tourist generating markets of the world through various tourist offices located in North America, Europe, Australia, West, and East Asia. The Department of Tourism of the Ministry of Tourism and Civil Aviation has both promotional and organizational functions. They work in close co-operation. There is a network of regional offices abroad and at home for publicity and marketing in the tourist-generating markets. Overseas India has tourist offices in New York, Los Angeles, Chicago, Toronto, London, Geneva, Paris, Frankfurt, Brussels, Stockholm, Milan, Vienna, Kuwait, Bangkok, Tokyo, Singapore, and Sydney. In addition, tourist promotion offices are based in Dallas, Miami, San Francisco, Washington, Osaka, Melbourne, Dubai, and Kathmandu. To feed promotional material to these offices, Indian Embassies, Air India and the Department of Tourism produce tourist publicity literature in different languages. In order to cater to domestic tourism, literature in Hindi is also produced. Tourist offices maintain film and photo libraries on subjects of tourist interest.

According to recent expert studies and research, the tourism industry is expected to give employment to 338 million people by the year 2005 throughout the world. It currently provides about 300 million jobs, which is more than one-tenth of all jobs worldwide. India seems to be well-poised to take good advantage of the coming boom in the tourism and hotel industry but proper environment-protection measures should also be taken to prevent degradation of natural resources and wealth of the country. The experts have also underlined the need for greater awareness of the impact and implications of tourism with the globalization and integration of this industry and economy.

The post-liberalization phase has seen a new thrust to tourism promotion. In the wake of liberalization the(Government of India) Gol has given tourism the status of export industry ignoring the havoc it creates for local economy and ecology. The then Union Minister for Tourism, Madan Lai Khurana, representing Indian official position on tourism, said: “The industry had emerged into the second largest foreign exchange earner in the country and a major step taken by the government was to declare tourism as an ‘export industry’ , thereby granting all incentives available to export houses”.

Also, the Centre considered inclusion of tourism in the Concurrent List, hitherto a state subject, and setting up a Board of Tourism Industry and Trade as part of new initiatives to boost development of tourism in our country. Recently, the Union cabinet has also decided to corporatise the tourism and catering operations of the Indian Railways; a Railways Catering and Tourism Development Corporation is to be set up for this purpose.

A new National Tourism Policy has been envisaged and is awaiting clearance by the Union cabinet. Ananth Kumar, the then Union Tourism Minister, maintained: “We want to open up (tourism and travel sectors). We want to allow 100 per cent foreign direct investments in tourism infrastructure development activity”.

Subsequently, he declared Swagat, Suchna, Suvidha and Suraksha (welcome, information, facility and security) to be the primary goals of the Ministry for development of tourism in our country. The Ministry has set an ambitious target of 8 per cent growth in tourist arrivals. It is interesting to note that the Uttar Pradesh government has drawn up a special strategy to encourage tourists to spend longer hours in Agra-Vrindavan Circuit to promote tourism in the region.

The strategy involves clubbing the various monuments in Agra and Fatehpur Sikri with Vrindavan as a single tourist circuit and build up tourism infrastructure in the region so that tourists stay for longer duration in the region. The state government is also planning to set up a tourism police.

On March 9, 1999 the Maharashtra government announced major reductions in taxes and other duties for those who are interested to invest in tourism projects in the state. According to the then Shiv Sena-BJP combined C.M., Narayan Rane, “the move is aimed at boosting the tourism sector”. The state government has already granted Sindhudurg district the status of tourism district.

It seems our policy makers refuse to learn from the tourism experience of many third world countries under globalization. In recent years tourism has become a very fast growing economic activity in many Third World economies. It is noteworthy that “international tourist flows are largely unidirectional, from North to South, while the flow of much of the income generated by world tourism is from South to North”. In Central America the escalation of tourism has occurred simultaneously with heightened impoverishment of the masses. Commenting upon the process, W.I. Robinson says:

“The explosion of international tourism – this phenomenon — should be seen as a result of the tendency towards social polarization inherent in global capitalism, and the new opportunities for accumulation that this particular structure of world income and demand generates. Tourism as a service activity that integrates the region further into the global economy has significant social, class and political ramifications.

Growth of the industry enhances the external orientation of the regional economy, and with it, the strength of those groups linked to transnational interests, including the commercial and financial sectors. The industry thus induces and is induced by the neo-liberal opening”.

Coming back to our own country, during the post-liberalization phase many hitherto restricted areas – Ladakh and Lahaul-Spit, the Andaman Islands and others — are being opened up for tourists. The government has also announced its intentions to lease out islands of Lakshadweep to international hoteliers for developing them as tourist resorts.

Several tourism-related projects are coming up in different parts of the country. The affected and concerned people have responded in a variety of ways. The Jagrut Goenkaranchi Fouz (JGF), which has effectively resisted ‘destructive’ tourism in Goa for the past ten years, planned to launch the “India Campaign on Tourism Issues” (ICTI) in May 1994.

The ICTI has sought to question and oppose the way different state governments are making master plans for the development of tourism in their states without taking the local population into confidence.

Below we briefly discuss two tourism-related projects which have generated a lot of controversy and people’s protest:

1. The Floatel:

In December 1996, the Union Environment Ministry gave clearance to Chateau International Inc. Private Limited to construct the ‘floatel’ off Cuffe Parade in Mumbai. The project is being promoted by Ireland-based Deltic Management Company and Chateau International. It is to be located on a 26 hectare site leased from the Bombay Port Trust.

It comprises a 30 storey hotel and 29 storey business centre. The lower deck of the hotel will house helicopters, a parking lot for 2,000 cars and infrastructure for the hotel. The project is to be connected to Nariman Point and Cuffe Parade through two undersea tunnels, a ropeway and a collapsible bridge.

The Bombay Environment Action Group (BEAG), a Mumbai-based environmental NGO, fought the project tooth and nail when it was proposed. Allegedly, the project is likely to worsen traffic congestion in South Mumbai. Besides, this seven-star floating hotel is threatening the livelihood of small fishermen from Mumbai.

There are around 250 fishing trawlers and small vessels which fish in the waters off Colaba, Cuffe Parade, Worli, Mahim, Bandra, Khar and Versova. According to an estimate, “… the floatel will threaten the livelihood of 10,000 small fishermen”. It is also feared that solid wastes and effluents from the hotel will hasten destruction of marine life. Vijay Bhandarkar, secretary of the All- Maharashtra Fishermen’s Action Committee, says: “Our catch has already fallen by about 75 per cent due to sea pollution. The foreign vessels that dock at Jawaharlal Nehru Port in New Mumbai dump their solid and liquid waste in the sea. Even the BMC dumps most of Mumbai’s waste into the sea. The floatel will increase this pollution”.

2. Sahara Amby Valley Project:

A notification issued by the Shiv Sena-BJP government of Maharashtra on November 26, 1996 allowed private parties to develop hill stations and tourist resorts in the state. Subsequently, the Sahara India Housing Limited (SIHL) was granted permission by the state government to develop a hill station near Lonavala.

In December 1998, the Mumbai High Court set aside this permission for the project of hill station known as Sahara Amby Valley Project. This project covered 2,000 hectares of forest and agricultural land in Mulshi taluka near Pune. However, the court upheld the validity of the government notification calling for private participation in development of hill stations.

At the same time, the court also asked the government to impose certain restrictions on private parties which seek to develop hill stations in the state. Later on, the SIHL filed a special leave petition in the Supreme Court challenging the order of the Bombay High Court which had quashed the letter of intent granted to it by the state government.
