Implement the action plan

Here are two real-life examples of action research.

Action research initiatives are frequently situation-specific. Still, other researchers can adapt the techniques. The example is from a researcher’s (Franklin, 1994) report about a project encouraging nature tourism in the Caribbean.

In 1991, this was launched to study how nature tourism may be implemented on the four Windward Islands in the Caribbean: St. Lucia, Grenada, Dominica, and St. Vincent.

For environmental protection, a government-led action study determined that the consultation process needs to involve numerous stakeholders, including commercial enterprises.

First, two researchers undertook the study and held search conferences on each island. The search conferences resulted in suggestions and action plans for local community nature tourism sub-projects.

Several islands formed advisory groups and launched national awareness and community projects. Regional project meetings were held to discuss experiences, self-evaluations, and strategies. Creating a documentary about a local initiative helped build community. And the study was a success, leading to a number of changes in the area.

Lau and Hayward (1997) employed action research to analyze Internet-based collaborative work groups.

Over two years, the researchers facilitated three action research problem -solving cycles with 15 teachers, project personnel, and 25 health practitioners from diverse areas. The goal was to see how Internet-based communications might affect their virtual workgroup.

First, expectations were defined, technology was provided, and a bespoke workgroup system was developed. Participants suggested shorter, more dispersed training sessions with project-specific instructions.

The second phase saw the system’s complete deployment. The final cycle witnessed system stability and virtual group formation. The key lesson was that the learning curve was poorly misjudged, with frustrations only marginally met by phone-based technical help. According to the researchers, the absence of high-quality online material about community healthcare was harmful.

Role clarity, connection building, knowledge sharing, resource assistance, and experiential learning are vital for virtual group growth. More study is required on how group support systems might assist groups in engaging with their external environment and boost group members’ learning. 

Action research has both good and bad points.

There are 2 common types of action research: participatory action research and practical action research.

  • Participatory action research emphasizes that participants should be members of the community being studied, empowering those directly affected by outcomes of said research. In this method, participants are effectively co-researchers, with their lived experiences considered formative to the research process.
  • Practical action research focuses more on how research is conducted and is designed to address and solve specific issues.

Both types of action research are more focused on increasing the capacity and ability of future practitioners than contributing to a theoretical body of knowledge.

Action research is often reflected in 3 action research models: operational (sometimes called technical), collaboration, and critical reflection.

  • Operational (or technical) action research is usually visualized like a spiral following a series of steps, such as “planning → acting → observing → reflecting.”
  • Collaboration action research is more community-based, focused on building a network of similar individuals (e.g., college professors in a given geographic area) and compiling learnings from iterated feedback cycles.
  • Critical reflection action research serves to contextualize systemic processes that are already ongoing (e.g., working retroactively to analyze existing school systems by questioning why certain practices were put into place and developed the way they did).

Action research is often used in fields like education because of its iterative and flexible style.

Action research comes with advantages and disadvantages.

  • Action research is highly adaptable , allowing researchers to mold their analysis to their individual needs and implement practical individual-level changes.
  • Action research provides an immediate and actionable path forward for solving entrenched issues, rather than suggesting complicated, longer-term solutions rooted in complex data.

Disadvantages

  • Due to their flexibility, action research studies are plagued by very limited generalizability  and are very difficult to replicate . They are often not considered theoretically rigorous due to the power the researcher holds in drawing conclusions.
  • Action research can be complicated to structure in an ethical manner . Participants may feel pressured to participate or to participate in a certain way.
  • Action research is at high risk for research biases such as selection bias , social desirability bias , or other types of cognitive biases .

Action research is conducted in order to solve a particular issue immediately, while case studies are often conducted over a longer period of time and focus more on observing and analyzing a particular ongoing phenomenon.

Action research is focused on solving a problem or informing individual and community-based knowledge in a way that impacts teaching, learning, and other related processes. It is less focused on contributing theoretical input, instead producing actionable input.

Action research is particularly popular with educators as a form of systematic inquiry because it prioritizes reflection and bridges the gap between theory and practice. Educators are able to simultaneously investigate an issue as they solve it, and the method is very iterative and flexible.

A cycle of inquiry is another name for action research . It is usually visualized in a spiral shape following a series of steps, such as “planning → acting → observing → reflecting.”

Action research is such a process by which B.Ed. pupil teacher attempt to study their problems scientifically in order to guide, correct and evaluate their decision and action  There are two important components of action research:(1) the consumer are the researches and (2) the research take place where there is a felt need of a solution of a problem and when the results can be put in practice.

The steps in action research are – identification of a problem area, the selection of a specific problem and the formulation of a hypothesis, the accumulation of evidence, the inference from this evidence and the continuous retesting.

The importance of action research that its lies in the fact that this helps in finding quick solutions of immediate problems which search by b.ed. Students , administrator and teacher. Action research is a way to find problems and their solution S.M. Corey has developed this research technique. Objectives of action research are – process in school practice, progress of a teacher, improvement or curriculum, increase in knowledge of administrator or inspector. Need, interest, discipline, social problems, learning problem, curriculum and teachers are the field of action research. There are various steps of action research such as specific problem .Causes, hypotheses, experiment and conclusion. Outline the action research is also mentioned. Action research has been proven most beneficial in the field of diagnostic education.

As key Trump allies advocate for revenge, Project 2025 provides a policy framework to attack the media

Project 2025, a comprehensive transition plan organized by conservative think tank The Heritage Foundation to staff the next GOP administration with extremists and implement a far-reaching right-wing agenda, proposes that a second Trump presidency should gut funding for public broadcasting and “reexamine” the relationship between the White House and reporters. These policy proposals laying the framework for the next Republican administration to attack the media are especially notable as former President Donald Trump and his allies have a long history of hostility toward the press, including during the 2024 presidential campaign, and some of Trump’s key allies have openly threatened retaliation against specific journalists and outlets if he is reelected.

Project 2025 attacks public broadcasting and suggests a future administration “reexamine” the relationship with the white house press corps, following years of trump and his allies attacking the media, trump and his allies, including project 2025 affiliates, have continued their hostile posture during the 2024 presidential campaign season, other trump allies have openly threatened investigations and other forms of retaliation against the press during a second trump term.

  • Project 2025 demands to end public funding for NPR, PBS, and the Corporation for Public Broadcasting. Project 2025 describes NPR and other public media organizations as “tyrannical,” “leftist broadcasters,” complains that PBS airs “educational endeavors such as ‘Sesame Street’ … that are themselves biased to the Left,” and describes the elimination of federal funding for such outlets as “good policy and good politics.” Noting that “every Republican President since Richard Nixon has tried to strip the Corporation for Public Broadcasting (CPB) of taxpayer funding,” the group’s policy book, titled Mandate for Leadership: The Conservative Promise , claims that this “means that the next conservative President must finally get this done and do it despite opposition from congressional members of his own party if necessary.” [Project 2025, Mandate for Leadership , 2023 ]
  • Project 2025’s calls to pull funding from public broadcasters echo years of conservative attacks on NPR, PBS, and other public media organizations. A 2017 budget proposal from the Trump administration included a proposal to completely defund the Corporation for Public Broadcasting. Heritage Foundation senior fellow Mike Gonzalez, who authored a chapter in Mandate for Leadership advising a future Republican administration on how to defund “woke” public broadcasters, has been calling on Congress to defund those outlets since at least 2017. [Media Matters, 5/8/24 , 4/26/24 , 3/24/17 ]
  • Project 2025 also encourages a potential Trump administration to “reexamine” its relationship with media outlets and organizations, including the White House Correspondents Association, and suggests that reporters should not have a “permanent space” in the White House. The policy book states, “No legal entitlement exists for the provision of permanent space for media on the White House campus, and the next Administration should reexamine the balance between media demands and space constraints on the White House premises.” The document also suggests that a future Republican administration “should examine the nature of the relationship between itself and the White House Correspondents Association and consider whether an alternative coordinating body might be more suitable.” [Project 2025, Mandate for Leadership , 2023 ; White House Correspondents Association, accessed 8/20/24 ]
  • Trump and his campaign have deep ties to Project 2025, with a CNN analysis identifying nearly 240 people involved in Project 2025 who worked in either the Trump campaign or his first administration. Several individuals associated with Project 2025 have also spoken about their connections to Trump and his campaign, with Heritage Foundation President Kevin Roberts stating that Trump's staff and Project 2025 “have been in conversation throughout the campaign on the matters of policy.” [Media Matters, 8/15/24 , 7/11/24 , 4/24/24 , 3/20/24 ; CNN, 7/11/24 ]
  • Trump’s presidential term was marked by repeated clashes with the press, including calling the press the “enemy of the people” in a 2019 social media post, with Trump continuing to attack the press after leaving office. A 2020 analysis by the U.S. Press Freedom Tracker found that Trump made at least 2,000 social media posts attacking the press and specific reporting. Trump also became the first president to not attend the annual White House Correspondents Dinner, claiming that the reporters in attendance were “too negative.” During at least two rallies held during the 2022 midterm campaign season, Trump openly discussed jailing reporters and fantasized about using the threat of imprisonment and rape to force journalists to reveal the identity of sources.   • Trump’s 2024 presidential campaign has denied press credentials to outlets and journalists that have reported critically on the former president. While in office, Trump revoked press passes for dozens of journalists, and his 2020 reelection campaign continued the pattern of denying credentials. Reporters from HuffPost, Vanity Fair, The Washington Post, and Spectrum News have stated that their press access to Trump’s 2024 campaign events has been revoked, assumedly over prior unflattering coverage. [Vanity Fair, 4/19/24 ; Media Matters, 4/22/24 ; Twitter/X, 8/15/24 , 8/14/24 , 8/15/24 ; Columbia Journalism Review, 5/9/19 ; The Washington Post, 12/2/19 ] 
  • Taking issue with a recent report from The New York Times questioning Trump’s claim that he survived a helicopter crash landing with former San Francisco Mayor Willie Brown, the former president attacked the paper and journalist Maggie Haberman for their “Fake & Fraudulent writing on the Russia, Russia, Russia HOAX.” Trump reportedly called the newspaper and demanded an apology after it debunked his story (which Brown has also denied) and “used ‘a sing-song voice’ to mock the Times’ request for the helicopter flight records.” [HuffPost, 8/10/24 ]
  • On several occasions Trump has even lashed out against Fox News — an outlet that has consistently praised the former president — for coverage that he has taken issue with. In one social media post, Trump shared several paragraphs from a Fox News article discussing his Georgia polling lead over Joe Biden but edited out other paragraphs that discussed the current president’s “overwhelming support from liberals, Black voters, voters with college degrees, and suburban women and the reality that voters are split on issues related to health care, election integrity, and abortion, while Biden overwhelmingly comes out on top with voters on the topic of climate change.” In another social media post, Trump ripped Fox News for discussing polling data that showed him losing to Vice President Kamala Harris and for airing footage from her campaign rallies. [The New Republic, 2/16/24 ; The Hill, 7/9/24 ; Newsweek, 7/29/24 ]
  • Kevin Roberts, president of the Heritage Foundation and the principal architect of Project 2025, attacked the “deceitful ‘journalism’” covering the Trump 2024 campaign. In a separate post, Roberts accused Harris of “dodging tough questions, and the so-called ‘Professional Journalists’ are just fine with it?! It’s a disgrace to real journalism.” [Twitter/X, 8/16/24 , 8/9/24 ]
  • While attending the 2024 Republican National Convention, Donald Trump Jr. told an MSNBC journalist to “get out of here” and accused the network of lying in its coverage. Trump Jr. also called the network “MSDNC,” suggesting that it is a mouthpiece for the Democratic Party, and called its reporters “clowns.” [The Daily Beast, 7/15/24 ]
  • In an earlier social media post, Trump Jr. praised an anti-LGBTQ rant directed at a reporter by right-wing mixed martial arts fighter Sean Strickland, calling it “amazing” and adding, “If there were more people willing to talk to the Press like this, they’re bullshit wouldn’t be nearly as pervasive.” [Twitter/X, 1/17/24 ]
  • In July, Project 2025 contributor Rachel Bovard wrote an op-ed for The American Conservative defending former Trump strategist Steve Bannon and accusing the media of participating in a “three-year insurrection against the Constitution and the rule of law.” [The American Conservative, 7/8/24 ]
  • Mike Davis, founder of the right-wing legal advocacy group the Article III Project and a rumored Trump appointee, “has threatened to indict, detain, denaturalize, and deport a handful of Trump critics,” including former NBC host Mehdi Hasan. In one post, Davis wrote that Hasan “is now on my Lists 2 (indict), 4 (detain), 6 (denaturalize), and 3 (deport). I already have his spot picked out in the DC gulag.” In a second post, Davis repeated his attack against Hasan, and added that it should be considered his “application to serve” as Trump's next attorney general. [Twitter/X, 11/20/23 , 11/16/23 ; Rolling Stone, 7/9/24 ]
  • On Steve Bannon’s War Room podcast, which has been the media hub for Project 2025, former Trump national security adviser Kash Patel confirmed Trump’s plans to retaliate against the press if given a second term: “We will go out and find the conspirators, not just in government but in the media.” Patel added that “we’re going to come after the people in the media who lied about American citizens, who helped Joe Biden rig presidential elections.” Bannon also warned about retribution against the media, stating, “This is just not rhetoric. We are absolutely dead serious.” [Media Matters, 12/5/23 , 11/9/23 ; The Associated Press, 12/5/23 ]
  • Bannon, a longtime Trump ally who is currently serving a four-month prison sentence for ignoring a congressional subpoena over the January 6 insurrection, threatened “investigations under the Constitution and by the rule of law” into supposed media “colluding with the Justice Department.” Bannon added, “It's coming and we're gonna be unrelenting in it because you tried to destroy the American republic and you came very close.” [Real America’s Voice, War Room , 6/12/24 ; CNN, 7/1/24 ]

Project 2025 and education: A lot of bad ideas, some more actionable than others

  • Project 2025 is rife with bad ideas that, if enacted, would inflict harm on students and schools across the country.
  • Many proposals would require an unlikely degree of cooperation from Congress, though others could be enacted unilaterally by a second Trump administration.
  • Parts of Project 2025 are more closely aligned with a white Christian nationalist worldview than a traditional, conservative education policy agenda.

Project 2025 outlines a radical policy agenda that would dramatically reshape the federal government. The report was spearheaded by the right-wing Heritage Foundation and represents the policy aims of a large coalition of conservative activists. While former President Trump has attempted to distance himself from Project 2025, many of the report’s authors worked in the previous Trump administration and could return for a second round. Trump, himself, said in 2022 , “This is a great group, and they’re going to lay the groundwork and detail plans for exactly what our movement will do.”

In other words, Project 2025 warrants a close look, even if the Trump campaign would like Americans to avert their gaze.

Project 2025’s education agenda proposes a drastic overhaul of federal education policy, from early childhood through higher education. Here’s just a sample of the Project 2025 education-related recommendations:

  • Dismantle the U.S. Department of Education (ED)
  • Eliminate the Head Start program for young children in poverty
  • Discontinue the Title I program that provides federal funding to schools serving low-income children
  • Rescind federal civil rights protections for LGBTQ+ students
  • Undercut federal capacity to enforce civil rights law
  • Reduce federal funding for students with disabilities and remove guardrails designed to ensure these children are adequately served by schools
  • Promote universal private school choice
  • Privatize the federal student loan portfolio

It’s an outrageous list, and that’s just the start of it.

We’ve reviewed the Project 2025 chapter on education (Chapter 11), along with other chapters with implications for students. We’ve come away with four main observations:

1. Most of the major policy proposals in Project 2025 would require an unlikely amount of congressional cooperation

Project 2025 is presented as a to-do list for an incoming Trump administration. However, most of its big-ticket education items would require a great deal of cooperation from Congress.

Proposals to create controversial, new laws or programs would require majority support in the House and, very likely, a filibuster-proof, 60-vote majority in the Senate. Ideas like a Parents’ Bill of Rights, the Department of Education Reorganization Act, and a federal tax-credit scholarship program fall into this category. Even if Republicans outperform expectations in this fall’s Senate races , they’d have to attract several Democratic votes to get to 60. That’s not happening for these types of proposals.  

The same goes for major changes to existing legislation. This includes, for example, a proposal to convert funding associated with the Individuals with Disabilities Education Act (IDEA) to no-strings-attached block grants and education savings accounts (with, presumably, much less accountability for spending those funds appropriately). It also includes a proposal to end the “ negotiated rulemaking ” (“neg-reg”) process that ED follows when developing regulations related to programs authorized under Title IV of the Higher Education Act (HEA). The neg-reg requirement is written into HEA itself, which means that unwinding neg-reg would require Congress to amend the HEA. That’s unlikely given that HEA reauthorization is already more than a decade overdue—and that’s without the political baggage of Project 2025 weighing down the process.

The prospect of changing funding levels for existing programs is a little more complicated. Programs like Title I are permanently authorized. Eliminating Title I or changing the formulas it uses to allocate funds to local educational agencies would require new and unlikely legislation. Year-to-year funding levels can and do change , but the vast majority of ED’s budget consists of discretionary funding that’s provided through the regular, annual appropriations process and subject to a filibuster. This limits the ability of one party to make major, unilateral changes. (ED’s mandatory funding is more vulnerable.)

In sum, one limiting factor on what an incoming Trump administration could realistically enact from Project 2025 is that many of these proposals are too unpopular with Democrats to overcome their legislative hurdles.

2. Some Project 2025 proposals would disproportionately harm conservative, rural areas and likely encounter Republican opposition

Another limiting factor is that some of Project 2025’s most substantive proposals probably wouldn’t be all that popular with Republicans either.

Let’s take, for example, the proposed sunsetting of the Title I program. Project 2025 proposes to phase out federal spending on Title I over a 10-year period, with states left to decide whether and how to continue that funding. It justifies this with misleading suggestions that persistent test score gaps between wealthy and poor students indicate that investments like Title I funding aren’t paying off. (In fact, evidence from school finance reforms suggests real benefits from education spending, especially for students from low-income families.)

The phrase “Title I schools” might conjure up images of under-resourced schools in urban areas that predominantly serve students of color, and it’s true that these schools are major beneficiaries of Title I. However, many types of schools, across many types of communities, receive critical support through Title I. In fact, schools in Republican-leaning areas could be hit the hardest by major cuts or changes to Title I. In the map below, we show the share of total per-pupil funding coming from Title I by state. Note that many of the states that rely the most on Title I funds (darkest blue) are politically conservative.

Of course, the impact of shifting from federal to state control of Title I would depend on how states choose to handle their newfound decision-making power. Given that several red states are among the lowest spenders on education —and have skimped on programs like Summer EBT and Medicaid expansion —it’s hard to believe that low-income students in red states would benefit from a shift to state control.

What does that mean for the type of support that Project 2025 proposals might get from red-state Republicans in Congress? It’s hard to know. It’s worth keeping in mind, though, that the GOP’s push for universal private school voucher programs has encountered some of its fiercest resistance from rural Republicans across several states .

3. Project 2025 also has significant proposals that a second Trump administration could enact unilaterally

While a second Trump administration couldn’t enact everything outlined in Project 2025 even if it wanted to, several consequential proposals wouldn’t require cooperation from Congress. This includes some actions that ED took during the first Trump administration and certainly could take again.

Here are a few of the Project 2025 proposals that the Trump administration could enact with the authority of the executive branch alone:

  • Roll back civil rights protections for LGBTQ+ students
  • Roll back Title IX protections against sex-based discrimination
  • Dismantle the federal civil rights enforcement apparatus
  • Eliminate current income-driven repayment plans and require higher monthly payments for low-income borrowers
  • Remove protections from predatory colleges that leave students with excessive debt

Federal education policy has suffered from regulatory whiplash over the last decade, with presidential administrations launching counter-regulations to undo the executive actions of the prior administration. Take, for example, “gainful employment” regulations that Democratic administrations have used to limit eligibility for federal financial aid for colleges that leave students with excessive loan debt. A second Trump administration would likely seek to reverse the Biden administration’s “gainful employment” regulations like the first Trump administration did to the Obama administration’s rules . (Then again, with the Supreme Court striking down Chevron , which provided deference to agency expertise in setting regulations, the Trump administration might not even need to formally undo regulations.)

Other Project 2025 proposals, not explicitly about education, also could wreak havoc. This includes a major overhaul of the federal civil service. Specifically, Project 2025 seeks to reinstate Schedule F, an executive order that Trump signed during his final weeks in office. Schedule F would reclassify thousands of civil service positions in the federal government to policy roles—a shift that would empower the president to fire civil servants and fill their positions with political appointees. Much has been written about the consequences of decimating the civil service, and the U.S. Department of Education, along with other federal agencies that serve students, would feel its effects.

4. Project 2025 reflects a white Christian nationalist agenda as much as it reflects a traditional conservative education policy agenda

If one were to read Project 2025’s appeals to principles such as local control and parental choice, they might think this is a standard conservative agenda for education policy. Republicans, after all, have been calling for the dismantling of ED since the Reagan administration, and every administration since has supported some types of school choice reforms.

But in many ways, Project 2025’s proposals really don’t look conservative at all. For example, a large-scale, tax-credit scholarship program would substantially increase the federal government’s role in K-12 education. A Parents’ Bill of Rights would require the construction of a massive federal oversight and enforcement function that does not currently exist. And a proposal that “states should require schools to post classroom materials online to provide maximum transparency to parents” would impose an enormous compliance burden on schools, districts, and teachers.

Much of Project 2025 is more easily interpretable through the lens of white Christian nationalism than traditional political conservatism. Scholars Philip Gorski and Samuel Perry describe white Christian nationalism as being “about ethno-traditionalism and protecting the freedoms of a very narrowly defined ‘us’.” The Project 2025 chapter on education is loaded with proposals fitting this description. That includes a stunning number of proposals focused on gender identity, with transgender students as a frequent target. Project 2025 seeks to secure rights for certain people (e.g., parents who support a particular vision of parental rights) while removing protections for many others (e.g., LGBTQ+ and racially minoritized children). Case in point, its proposal for “Safeguarding civil rights” says only, “Enforcement of civil rights should be based on a proper understanding of those laws, rejecting gender ideology and critical race theory.”

These types of proposals don’t come from the traditional conservative playbook for education policy reform. They come from a white Christian nationalist playbook that has gained prominence in far-right politics in recent years.

At this point, it’s clear that the Trump campaign sees Project 2025 as a political liability that requires distance through the election season. Let’s not confuse that with what might happen during a second Trump administration.
