PRC Room Assignments for April 2023 Civil Engineer CE Licensure Examination

Manila, Philippines – The Professional Regulation Commission (PRC) has announced the room assignments for the April 23-24, 2023 Civil Engineer Licensure Examination for testing locations in Manila/National Capital Region (NCR), Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legaspi, Lucena, Pagadian, Pampanga, Rosales, Tacloban, Tuguegarao, and Zamboanga.

PRC administered the licensure exams for Civil Engineer and the Board of Civil Engineering headed by its Chairman, Engr. Praxedes P. Bernardo and its members, Engr. Pericles P. Dakay and Engr. Romeo A. Estañero.

Examination Attire

Male examinees are required to wear a Tucked-in white polo shirt with a collar (without any seal, logo, or mark) and decent pants or slacks.

For female examinees, Tucked-in white blouse or shirt with a collar (without any seal, logo, or mark), a decent skirt or slacks, and pony-tailed long hair.

What to bring?

Don’t forget the following on examination day:

  • Notice of Admission (NOA)
  • Official Receipt
  • Two (2) or more pencils (No. 1 or No. 2)
  • Ball pens with BLACK ink only
  • One (1) piece long brown envelope
  • One (1) piece long transparent/plastic envelope (for keeping your valuables and other allowed items)
  • Health forms
  • Negative RT-PCR Test Results, if applicable, or Certificate of Quarantine

Examinees are not allowed to bring books, notes, or similar items to the examination room. Electronic gadgets such as Apple and Samsung products are not allowed either. Bags of any kind are also not allowed inside the examination premises.

Precautionary Measures

The following precautionary measures shall be observed during the conduct of the April 2023 Civil Engineer Licensure Exam:

  • Wearing of face mask and face shield
  • Sanitizing using alcohol and hand-based sanitizers whenever necessary
  • Physical Distancing of one (1) meter at all times
  • Those with fever and cold are not allowed to take the exam
  • Observe proper hygiene at all times

A new year has started, and many young civil engineering graduates are hopeful for this upcoming 2023 Civil Engineering Board Exam.

In the Philippines, to become a Registered Civil Engineer, you take part in and pass the Licensure Examination conducted by the Professional Regulation Commission twice a year.

This 2023, if you are one of those hopeful civil engineering graduates and retakers planning to take the civil engineering board exam,here are the things you need to know before taking the civil engineering licensure examination including schedules, requirements, and coverage.

Civil Engineering Licensure Exam 2023 Schedule

The PRC (Professional Regulation Commission) has already released the schedule of civil engineering board exams this 2023.

Qualifications and Requirements for Civil Engineering Board Exam

For first-timers and even for retakers to qualify to take the Civil Engineering board exam, Republic Act No. 544 affirms the following qualifications:

  • At least twenty-one years of age;
  • A citizen of the Philippines;
  • Have a good reputation and moral character; and
  • A graduate of Bachelor of Science in Civil Engineering from a PRC recognized school, institute, college or university.

And here are the following requirements that the PRC released:

  • NSO / PSA Birth Certificate
  • NSO / PSA Marriage Contract (for married female applicants)
  • Transcript of Records with scanned picture and Remarks “For Board Examinations Purposes)
  • Valid NBI Clearance (First Timers & Repeaters)
  • Payment: Php 900.00 – complete

How to apply for the Civil Engineering Board Exam?

The application will now be online at the PRC LERIS. You can go to this link for more details: https://online.prc.gov.ph/ . Applicants are advised to pay through Landbank (i-access), PayMaya/Gcash, or UCPB (over the counter). After your application, you can go to the PRC office near you to submit all the requirements needed.

The Professional Regulations Commission (PRC) released the school of room assignments for Civil Engineers Licensure which will be held on November 17-16, 2023 in the cities of NCR, Baguio, Butuan, Cagayan de Oro, Calapan, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Pagadian, Pampanga, Rosales, Tacloban, Tuguegarao, Zamboanga, and Kidapawan.

Things to Prepare and Bring during the Examination Day

  • Notice of Admission
  • Official Receipt
  • Two (2) or more pencils (No. 2)
  • Ball pens with BLACK ink only
  • One (1) piece long brown envelope
  • One (1 ) piece Long Transparent (non-colored) Plastic Envelope (for keeping your valuables and other allowed items).

Proper Dress Code on Examination Day

The specific dress code for the male and female examinee is without any logo or plain tuck-in polo t-shirt and a white blouse or shirt with a collar. Both examinees are advised to wear comfortable slack or decent pants.

Things that are Prohibited Inside the Classroom

The examinees strictly observe the proper protocols during the examination. Please be guided.

  • Calculators that have embedded programs, especially CASIO FX991ES and CASIO FX-991ES plus.
  • Books and other review materials containing information on the examination.

Oriental mindoro, related information, what to bring on exam day.

Here are the things to bring during the examination proper:

  • Official Receipt of payment of application for examination
  • One (1) piece long transparent/plastic envelope (for keeping your valuables and other allowed items)
  • One (1) piece long brown envelope
  • Two (2) or more pencils (No. 2)
  • Ball pens (black ink only)
  • One (1) Non-programmable calculators with the following features – addition, subtraction, multiplication, division, trigonometric function, logarithm and x y
  • Forms of Health (Pursuant to Joint Administrative Order No. 01 (s 2020))
  • Negative RT-PCR Test Results, if applicable, or Certificate of Quarantine or Copy of Vaccination Card for fully vaccinated examinees to the proctor on the exam day

What NOT to bring on exam day?

  • Coded information or formulas that can be found in books, notes, review materials, and other printed sources.
  • Calculators which are programmable or with embedded functions, especially CASIO FX991ES and CASIO FX-991ES plus
  • Cellular phones, ear plugs, transmitters, portable computers, smart watches, bluetooth, and other electronic gadgets/devices which may be used for communication purposes;
  • Any type of bag
  • Other examination aides not stated

What to wear on exam day?

COVID-19 protocols during the exam day

During the PRC licensure exams, the following precautionary health and safety rules must be followed at all times:

  • Observe physical distancing of at least two (2) meters between examinees.
  • Examinees shall be restricted to their assigned seat;
  • Wear face mask (at least 3-ply surgical mask, preferably N95 mask) and face shield at all times; 
  • Bring 70% ethyl alcohol for hand disinfection;
  • Avoid close contacts like “beso-beso”, hugging, handshake, and directly touching other persons;
  • Avoid touching one’s eyes, nose, and mouth;
  • When sneezing and/or coughing, facial tissues must be used to wipe the nose and mouth areas. Dispose of used facial tissues properly; and
  • Avoid spitting in public, on floors, and along corridors.

ECE Room Assignment April 2023

PRC releases the April 2023 Electronics Engineering Licensure Exam (ECE-LE) room assignments a few weeks before the exams.

The Electronics Engineering board exams will be conducted on April 19-20, 2023, at PRC testing centers located at NCR, Baguio, Cagayan de Oro, Calapan, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Pagadian, Pampanga, Rosales, Tacloban, Tuguegarao, Zamboanga, and Palawan.

The Board of Electronics Engineering is headed by its Chairman, Engr. Alnar L. Detalla and its members, Engr. Enrico Claro R. Delmoro and Engr. Herminio J. Orbe.

What to bring on the day of exams?

Here are the things to bring during the examination proper:

  • Negative RT-PCR Test Results, if applicable, or Certificate of Quarantine or Certificate or copy of the Complete Vaccination Card for fully vaccinated examinees are to the submitted to the proctor on the examination day.

What to wear on examination day?

Here are the specified dress codes from PRC:

  • For male examinees, a white polo shirt with a collar (without any seal, logo, or mark); decent pants or slacks
  • For female examinees, a white blouse or shirt with a collar (without any seal, logo, or mark); decent pants or slacks

Allowed and not allowed

  • Books, notes, review materials, and other printed materials containing coded information or formulas are not allowed.
  • CASIO FX991ES and CASIO FX-991ES plus are not allowed pursuant to Memorandum Circular No. 2018-01
  • Apple, Samsung, and other smart watches, cellular phones, ear plugs, transmitters, portable computers, Bluetooth, and other electronic devices which may be used for communication purposes are prohibited.
  • Bags of any kind are not allowed.

Board exams during the COVID-19 pandemic

The following precautionary health and safety guidelines shall be observed at all times during the conduct of the PRC licensure exams:

  • Wearing of face mask and face shield. Examinees are also required to bring alcohol-based sanitizers.
  • Examination personnel shall be provided with a face mask, face shield, and latex gloves.
  • Observe physical distancing by maintaining a 1-meter distance from one another.
  • Body temperature will be checked using a thermal scanner prior to entry at the examination premises. Those with fevers, colds, or coughs are not allowed to take the exams. Their payment will not be forfeited and can be used in the next licensure exam.
  • Examinees are advised to bring their food as they will not be allowed to exit the examination room during break time and lunch time.
  • Examinees shall sanitize before entering the examination room, after using the rest room, and before the distribution of test questionnaires.

PRC added that they would not be responsible for any lost personal belongings.

Room Assignments for April 2023 Civil Engineering Licensure Exam (CELE)

MANILA, Philippines – The Professional Regulation Commission (PRC) Board of Civil Engineering releases the list of room assignments for the April 2023 Civil Engineer Licensure Exam a few weeks before the exams.

The April 2023 Civil Engineer board exams will be conducted on April 23-24, 2023, at PRC testing centers located at NCR, Baguio, Butuan, Cagayan de Oro, Calapan, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Pagadian, Pampanga, Rosales, Tacloban, Tuguegarao, Zamboanga, and Palawan.

The Board of Civil Engineering is headed by its Chairman, Engr. Praxedes P. Bernardo and its members Engr. Pericles P. Dakay and Engr. Romeo A. Estañero.

Room Assignments for April 2023 Civil Engineer Board Exams

Examinees are advised to verify the room assignments through the links below or the notices and announcements posted on the PRC official website. Here is the list of room assignments for the April 2023 Civil Engineering licensure exams.

Examinees shall report before 5:30 on the said date because latecomers will not be admitted.

What to bring on the day of exams.

Here are the things to bring during the examination proper:

  • Notice of Admission
  • Official Receipt
  • One (1) piece of metered-stamped window mailing envelope
  • Two (2) or more pencils (NO. 2)
  • Ball pens (black ink only)
  • One (1) piece long brown envelope
  • One (1) piece long transparent/plastic envelope (for keeping your valuables and other allowed items)
  • Health Forms (Pursuant to Memorandum No. 68, series of 2020)
  • Negative RT-PCR Test Results, if applicable, or Certificate of Quarantine (Pursuant to Memorandum No. 68, series of 2020)

What to wear on examination day?

Here are the specified dress codes from PRC:

  • For male examinees, a white polo shirt with a collar (without any seal, logo, or mark), decent pants or slacks
  • For female examinees, a white blouse or shirt with a collar (without any seal, logo, or mark), decent pants or slacks

Not allowed during exams

  • Books, notes, review materials, and other printed materials containing coded information or formulas
  • Programmable calculators and calculators with embedded functions. Here is the updated list of calculators allowed .
  • Apple, Samsung, and other smartwatches, cellular phones, ear plugs, transmitters, portable computers, Bluetooth, and other electronic devices which may be used for communication purposes
  • Bags of any kind

Board exams during the COVID-19 pandemic

The following precautionary health and safety guidelines shall be observed at all times during the conduct of the PRC licensure exams:

  • Wearing of face mask and face shield. Examinees are also required to bring alcohol-based sanitizers.
  • Examination personnel shall be provided with a face mask, face shield, and latex gloves.
  • Observe physical distancing by maintaining a 1-meter distance from one another.
  • Body temperature will be checked using a thermal scanner prior to entry at the examination premises. Those with fevers, colds, or coughs are not allowed to take the exams. Their payment will not be forfeited and can be used in the next licensure exam.
  • Examinees are advised to bring their food as they will not be allowed to exit the examination room during break time and lunch time.
  • Examinees shall sanitize before entering the examination room, after using the rest room and before the distribution of test questionnaires.

PRC added that they would not be responsible for any lost personal belongings.

Are you aware there is a powerful ‘rule of thumb’ present in our lives and only a few people know of?

In 1905, the economist Vilfredo Pareto observed that 80% of the land of Italy was owned by only 20% of the population. What’s intriguing about Pareto’s finding was this distribution occurs frequently. Examples are:

  • In business, the 80% of profit comes from 20% of the customers
  • 80% of a country’s wealth is owned by only 20% of the people
  • In technology, 80% of the crashes are caused by 20% of the bugs

Highly Productive People Prioritize the Vital Few

To illustrate using the 80/20 rule, let us consider the sport of fishing. Before a fisherman throws his line and bait, he first picks a spot where there are lots of fishes. Identifying these areas will greatly increase his chances of catching big fishes.

Highly productive people employ the same strategy. They focus on the activities with the highest payoffs. They don’t scatter and exhaust their time and energies doing the trivial tasks. That’s how they accomplish more than the average person.

In 1997, Steve Jobs returned to Apple after being kicked out. He noticed the company focused on too many products but none of them were selling. To the surprise of his employees, he cut production of nearly all Apple products, and maintained just 4 product lines. Steve Jobs simply applied the 80/20 rule. As we can see today, Apple dwarfed every major electronics company. [2]

Preparing for the Board Exam

In preparation for the board exam, the following are applications of the 80/20 rule:

  • Identify and Prioritize Vital Topics: There are at least 500 problems in an examiner’s question bank, to be selected at random for the exam. It is a smart move to identify as many topics in the recent exams. With this in mind, get the latest copy of Gillesania’s CE Board Exam Reference (Volume 4) and make a detailed list of all topics present in the board exams for the previous 2–5 years. This will be your checklist of vital topics.
  • Simplify your Activities: Make a list of all your activities. Focus on the top 20% activities that will help you in your goal. Eliminate, reduce, and delegate the remaining 80% that will not help. This process will further be discussed in Part 2: Learn Hard .

Passive and Active Learning  — Passive learning is to grasp ideas by watching others perform. Examples are observing others do it actual, attending lectures, or watching how-to-videos. Active learning is to apply these ideas on your own. It let’s you gain experience. [3]

Case Study: How the Author applied the 80/20 Principle and the Learning Techniques

I set it on my mind, to top the board. My older brother have done it, and so can I. There was positive pressure.

Before review classes started, I used Gillesania’s Book: CE Board Exam Reference and made a detailed list of the covered topics for the past 5 years. It took me about 2–3 hours to make this list.

Next, I identified the activities that consumed my time and concentration. I was hooked with a lot of series shows + animes + games. Studying is priority, so I limited watching and playing during a 2-hour break time after dinner.

Luckily, there was a new branch of Review Innovations in Baguio City. It enabled me to study in the comfort of our home. I concentrate better at home. I was also exempted from my household chores like cooking, washing dishes, and doing laundry. These little things helped tip the odds. Concentration is better if there are fewer things to think about.

I enrolled in the morning classes. During lectures, my focus is on passive learning. My attention goes to absorbing the concepts and ideas explained by the instructors. When I return home, the focus shifts to active learning — solving the discussed examples and capping it off with additional problems. The Efficiency Curve (to be discussed in part 2) can guide you about how much practice solving is required.

The following methods are also effective in getting ideas to sink in:

  • Repeatedly writing the formulas and terms on paper. Write out everything you know about the subject as if you were teaching it to someone else.
  • Explaining concepts to one’s self. Recently confirmed this from a book, talking to one’s self is totally normal and healthy. Just don’t do it aloud in public 🙂
  • Teaching others and/or participating in discussions

IMPORTANT: The ‘Notebook Summary’ Technique: How to Memorize and Remember Concepts and Formulas

Two months into review, I had trouble preparing for a pre-board examination. With inches of review materials, searching for a particular topic or formula resulted to wasted time and concentration. This is when I realized a technique my older brother used, the Notebook Summary.

After solving problems and getting a good grasp of a topic, I made a summary of the topic on a notebook. The summary contains all important concepts and formulas, and if necessary with sample problems. I had a notebook each for Math+Surveying, Hydraulics + Geotechnical, and Structural Design + Construction.

The contents were written by hand, drawn with pencils, pens, and ruler (with exception to topics with graphs and tables). I used combinations of texts, acronyms, symbols, diagrams, whichever I saw fit for the topic.

Many thought I wasted time for doing it because there were hand-outs already given during the review. There were also the ready-made engineering compilations by Gillesania and Padilla. It might seem counter-intuitive but

Putting the effort to create the summary is the secret. The task of thinking, researching, writing, and drawing are forms of active learning packed into one activity. And because the summary is organized and concise, it aids in recalling the information rapidly. The handy notebook also enables you to recall anywhere, anytime.

Ever wondered why we easily recall something we wrote instead of the photocopy of our classmate’s notes?

Timing is the key

It is given that we will forget. It isn’t necessary that we remember information all the time . What matters is we remember during the right time .

Several days before a big exam, I reviewed the summary and performed rapid information recall. Timing is the key to remembering.

Dress Code on Examination Day

Here are the specified dress codes from PRC:

  • For male examinees, tucked-in white polo shirt with collar (without any seal, logo, or mark); decent pants or slacks
  • For female examinees, tucked-in white blouse or shirt with collar (without any seal, logo, or mark); decent pants or slacks

Prohibited Items Inside the Exam Rooms:

  • Books, notes, review materials, and other printed materials containing coded information or formulas
  • Calculators which are programmable or with embedded functions, especially CASIO FX991ES and CASIO FX-991ES plus
  • Apple, Samsung and other smart watches, cellular phones, ear plugs, transmitters, portable computers, Bluetooth and other electronic devices which may be used for communication purposes;
  • Bags of any kind (place your documents inside the transparent/plastic envelope)
  • Other examination aides not stated in this program

All personal belongings of the examinees shall be surrendered to the proctor and shall be placed in a secured space within the examination room.

The rules on the conduct of bodily search, an inspection of personal belongings of the examinees, and the seizure/confiscation of prohibited items during the licensure exam (Annex A of PRC Memorandum Order No. 57, s. 2020) shall be strictly observed.

Any recommendations on where to stay in saint Petersburg for a short visit during world cup. Trustworthy hostel or dorm. I tried to book twice via booking but i got suspecious emails from the hostels asking me to pay by paypal so send the money to their account somewhere outside Russia.

Can you tell me best areas for moderate price accomodation in August

Just got back from St Petersburg,stayed at the Altberg at Nevsky 53,which is a couple of doors away from the “Corinthia”

Paid around $100 a night,I’m sure August will be cheaper.

Small 6 room hotel,go through the archway,hotel is set back from the main Nevsky Prospekt,great location,only 15 minute walk up to the Hermitage,5 minutes to the Moscow train station and Galleria shopping center.

In August there should not be a problem finding a Hostel in the city center. Even now there are rooms available in the city center because World Cup fans are moving between cities often so there is a lot of flow in and out every day.

For small hostels, it is not unusual to have payment by PayPal or other on-line payment system because normally they work on cash only basis. Larger established mini-hotels and hostels will have merchant credit card accounts. If you are using one of the major hotel booking engines, it is pretty safe to assume they are a real hotel or hostel. If you are not a member of Couch Surfing you should be for this type of short stays. There are thousands of active members here in this city and the never charge, it is a person to person international travel organization where locals offer their homes, a sofa or spare bedroom just for the fun and interesting interaction with visitors. There are also a lot of AirBnB apartments offered but these are charged for. Apartments are more per night than hostels however but offer privacy and larger space.

Please suggest a good hotel for 4 nights in St Petersburg in end of August close to main attractions and metro.
