രമേഷ് പൊഖ്റിയാൽ നിഷാങ്ക് കേന്ദ്ര മാനവവിഭവശേഷി മന്ത്രി, 28 november 2019, 11:51 pm ist, നൂതനവും മൂല്യാധിഷ്ഠിതവും ഗവേഷണത്വര പ്രോത്സാഹിപ്പിക്കുന്നതുമായ പുതിയ വിദ്യാഭ്യാസനയം രാജ്യത്തെ സാമൂഹിക,.

മികച്ച വിദ്യാഭ്യാസത്തിലൂടെ മാത്രമേ പുതിയ ഇന്ത്യയുടെ അടിത്തറപാകാൻ സാധിക്കുകയുള്ളൂവെന്നു നമുക്കറിയാം. രാജ്യത്തെ 33 കോടി വിദ്യാർഥികളുടെ ഭാവിയാണ് വിദ്യാഭ്യാസത്തിലൂടെ നാം രൂപം കൊടുക്കുന്നത് എന്നും. മാനവികതയുടെ സ്തംഭങ്ങളായ സനാതന മൂല്യങ്ങളെ അവർക്കു പരിചയപ്പെടുത്തുമ്പോൾ മാത്രമാണ് അവരുടെ തിളക്കമുള്ള ഭാവി സൃഷ്ടിക്കപ്പെടുന്നതെന്നും നമുക്ക് നല്ല ബോധ്യമുണ്ട്.

ലോകത്തെ മിക്ക ജനാധിപത്യരാജ്യങ്ങളും മൗലികാവകാശങ്ങളെക്കുറിച്ച് സംസാരിക്കുകയും അടിസ്ഥാന കടമകളെക്കുറിച്ച് മൗനം ദീക്ഷിക്കുകയും ചെയ്യുന്നു. സോവിയറ്റ് യൂണിയനിൽനിന്നു പ്രചോദനം ഉൾക്കൊണ്ടാണ് നമ്മുടെ ഭരണഘടനയിൽ കടമകൾ ഉൾപ്പെടുത്തിയിരിക്കുന്നത്. നമ്മുടെ വിദ്യാർഥികൾക്ക് കടമകളുടെ പ്രാധാന്യം വിവരിച്ചു കൊടുക്കാൻ എന്നു നമുക്ക് കഴിയുന്നുവോ, അതോടുകൂടി നമ്മുടെ ഒരുപാടുപ്രശ്നങ്ങൾ പരിഹരിക്കപ്പെടും. ഇന്ത്യാകേന്ദ്രിതമായ വിദ്യാഭ്യാസത്തെക്കുറിച്ച് സംസാരിക്കുമ്പോൾ, നമ്മുടെ ഭരണഘടനാ കടമകൾ പ്രത്യക്ഷമോ പരോക്ഷമോ ആയി അതിൽ ഉൾപ്പെട്ടിട്ടുണ്ടെന്ന് ഞാൻ വിചാരിക്കുന്നു. 33 വർഷത്തിനുശേഷം രാജ്യത്ത് ഒരു പുതിയ വിദ്യാഭ്യാസ നയം കൊണ്ടുവന്നിരിക്കുകയാണ്. നൂതനവും മൂല്യാധിഷ്ഠിതവും വിശുദ്ധിയുള്ളതും വിന്യസിത, ഗവേഷണത്വര പ്രോത്സാഹിപ്പിക്കുന്നതുമായ ഈ പുതിയ വിദ്യാഭ്യാസനയം രാജ്യത്തെ സാമൂഹിക സാമ്പത്തിക ജീവിതത്തിൽ പുതിയ തുടക്കത്തിന് വഴിയൊരുക്കും.

ചുമതലാബോധം ബാല്യത്തിൽ സ്വമേധയാതന്നെ സ്കൂളിലൂടെ ഉണ്ടാവേണ്ടതാണെന്ന് ഞാൻ കരുതുന്നു. ഞാൻ ഇപ്പോഴും ഓർക്കുന്നു, ഹിമാലയൻ മേഖലയിലുള്ള, വിദൂര ഗ്രാമത്തിലെ ഞാൻ പഠിച്ച പ്രൈമറിസ്കൂളിൽ പ്രാഥമികവിദ്യാഭ്യാസം പകർന്നു നൽകുന്നതിനുമുമ്പുതന്നെ, എങ്ങനെ നല്ല പൗരന്മാരാകാമെന്നാണ് ഞങ്ങളെ പഠിപ്പിച്ചത്. എല്ലാ വിദ്യാർഥികളിലും ശാസ്ത്രാവബോധവും ജിജ്ഞാസയും വളർത്താൻ ഞങ്ങളുടെ അധ്യാപകർ നന്നായി പരിശ്രമിച്ചിരുന്നു. അന്ന് ഭരണഘടനയിൽ ചുമതലകളെക്കുറിച്ച് ഒന്നും സൂചിപ്പിച്ചിരുന്നില്ല എന്നതുശരി തന്നെ. എന്നാലും നല്ല വ്യക്തിയാകാൻ, നല്ല പൗരനാകാൻ ഏറ്റവുമാവശ്യം നല്ല മനുഷ്യനാവുകയാണെന്ന് അവർ ഞങ്ങളെ കൃത്യമായി ബോധ്യപ്പെടുത്തിയിരുന്നു. ഇന്നു സമൂഹത്തിൽ കാണുന്ന എല്ലാ തിന്മകൾക്കും കാരണം മൂല്യാധിഷ്ഠിത വിദ്യാഭ്യാസത്തിന്റെ അഭാവമാണ്. അതിവേഗം മാറുന്ന ആഗോള ചുറ്റുപാടിൽ സാധാരണ പൗരന്മാർ എന്നതിൽനിന്നുയർന്ന് ഡിജിറ്റൽ പൗരന്മാരാകുന്ന നമുക്ക് വരുംകാലത്ത് ഇത് വലിയ വെല്ലുവിളി ഉയർത്തും. കനത്ത വെല്ലുവിളികൾ നിറഞ്ഞ ആഗോള പരിതസ്ഥിതിയിൽ, ഇന്ത്യയുടെ അനന്യമായ ജനസംഖ്യാനേട്ടം നമ്മുടെ വിശേഷഭാഗ്യമാണ്.

ഏറ്റവുമധികം യുവജനസംഖ്യയുള്ള രാജ്യമാണ് നാം. ആഗോള മത്സരത്തിന്റെ ഈ കാലഘട്ടത്തിൽ അതു നമ്മുടെ സവിശേഷ നേട്ടമാണെങ്കിലും ക്രിയാത്മകവും വ്യക്തവുമായ മാർഗത്തിൽ എങ്ങനെ നമ്മുടെ യുവാക്കളെ പ്രചോദിപ്പിക്കും എന്നതാണ് ഏറ്റവും വലിയ വെല്ലുവിളി. ഇന്ന് ഭരണഘടനാപരമായ ചുമതലകളെക്കുറിച്ച് നമ്മുടെ വിദ്യാർഥികളെ ബോധവത്കരിക്കുക മാത്രമല്ല, ഓരോരുത്തരും അവരവരുടെ ചുമതലകൾ പൂർണ സന്നദ്ധതയോടെയും ഗൗരവത്തോടെയും നിർവഹിക്കുന്നതിനുള്ള സാഹചര്യം ഒരുക്കുകയുംകൂടി ചെയ്യേണ്ടതുണ്ട്.

നമ്മുടെ യുവതലമുറയ്ക്ക് അവരുടെ ഉത്തരവാദിത്വങ്ങളുടെ പ്രാധാന്യം വിവരിക്കുന്ന ഗുണപരവും നവീനവും നൈപുണ്യാധിഷ്ഠിതവും ഉന്നത നിലവാരവുമുള്ള വിദ്യാഭ്യാസം നൽകുന്നതിൽ വിജയിക്കേണ്ടത് നമ്മുടെ ആവശ്യമാണ്. എങ്കിലേ ആഗോള മത്സരത്തിനായി വിദഗ്ധ മനുഷ്യവിഭവശേഷി സൃഷ്ടിക്കാൻ സാധിക്കുകയുള്ളൂ. മൂല്യവർധിത വിദ്യാഭ്യാസത്തിലൂടെ നമ്മുടെ യുവാക്കൾക്ക് ഏതുമേഖലയിലും മികവ് കൈവരിക്കാൻ സാധിക്കും. നമ്മുടെ വിദ്യാർഥികൾ വളരെ പ്രാധാന്യമർഹിക്കുന്ന ഇത്തരം സാഹചര്യത്തിൽ, അധ്യാപകർക്കും വലിയ ധർമം അനുഷ്ഠിക്കാനുണ്ട്.

Over a decade ago, in a previous edition of the International Research Handbook on Values Education and Student Wellbeing , we wrote about the effects of implementing what we then dubbed the “new” Values Education: the symbiotic effects between the explicit teaching of a school’s values and the enhancement of the quality of student learning and the effectiveness of teaching. As such, the “new” Values Education, more recently called Values-based Education (VbE), was essentially a novel conception of the craft of teaching and the processes of learning. At times, we also expressed the view, without much real elaboration, that VbE presented an approach to learning and teaching better suited to the times in which we were then living. We also suggested that it had the capacity to enhance students’ cognitive, social, emotional, and spiritual well-being without fleshing out details of the enhancement of spiritual growth. This chapter seeks to bolster those two claims in ways that suggest how VbE might help humankind address the life-or-death challenges it presently confronts around environmental degradation, widespread social and cultural disharmony, the escalation of youth suicide, domestic violence, child abuse, and neglect, to name just a few.

Kerala HC stresses on value-based education in schools

Kochi: The Kerala High Court has held that schools should provide value-based education so that children learn to become responsible and safe.

The court made the observation on Thursday while considering a petition filed in 2022 regarding discriminative hostel curfew timing for boys and girls.

In that plea, the Court had passed a judgment directing all principals and other concerned authorities of medical colleges to act in terms of the Government Order dated December 6, 2022, which stipulates that the closing time of gates for both girls and boys be 9.30 p.m.

The court had kept this case open to have an open discussion on this matter and to hear various opinions.

After taking up this case, the court said that it doesn't want the girls and boys to be locked in but the incidents that are happening are undoubtedly concerning.

It was linking that case with a recent news report which said a class 9 student was found to be a carrier of drugs for people whom she had met on social media.

"Drugs are no life. Children should understand that. Value-based education should start. This generation should guard themselves...," said Justice Devan Ramachandran.

Incidentally, this school girl was allegedly involved in a drug gang for three years and had been using drugs since class 7, according to the media report.

The incident surfaced when the girl's mother noticed cut marks on her hands and subsequently noticed her talking to strangers while going to school.

She informed the school management and later on lodged a complaint with the Childline and the Assistant Commissioner of Police at the Kozhikode City Medical College Police Station.

A special investigation force is currently looking into this matter.

The judge then said that he doesn't want the girls and boys to be locked in but the incidents that are happening are undoubtedly concerning.

"I am not saying women and men should be locked in. I am not in favour of control but seeing the things that are happening ..We are concerned. What I am saying is that children might not like it. Freedom is not that you can do whatever you want but it is what you ought to do," the Court said and posted the case to be heard after 10 days. IANS
