Disaster and Emergency Management, PhD

As the frequency, intensity, and impact of disasters accelerates around the world, the PhD program in Disaster and Emergency Management (DEM) at York University will prepare the next generation of leaders in DEM. The program is designed to support both the development of innovative academic researchers and the leadership of practitioners on the cutting edge of emergency management.

The PhD program in Disaster and Emergency Management draws on York University’s leading expertise on this topic. The only university in Canada to offer both an undergraduate and graduate degree in DEM, York is also home to the new Emergency Mitigation, Response, Engagement, and Governance Institute (Y-EMERGE) that brings together an interdisciplinary community of disaster and emergency management researchers.

The PhD program is designed to support a diverse community of students as they develop the skills to produce rigorous research and translate this into improved practice. Students will engage with different disciplinary traditions in DEM scholarship through the core program seminar; enhance their skills at teaching and communicating to diverse audiences; and develop dissertations that are both academically rigorous and practically important. PhD students will be encouraged to work closely with real-world emergency management partners and stakeholders, and to engage with issues of equity, vulnerability, and justice both locally and abroad.

Emergency management (also called disaster management, civil defense, or crisis management) is the discipline of dealing with, and avoiding, risks. It involves preparing for a disaster before it occurs, disaster response, as well as rebuilding society afterwards.

Emergency management is related to public health, and distantly to earthquake engineering.

The Disaster and Emergency Management (D&EM) program provides current, relevant, and forward-thinking theory and knowledge, to help ensure that the D&EM practitioners of tomorrow are prepared to better manage the increasing complexity and frequency of disaster events. The program offers learning and skills that extend across the entire system of D&EM, including mitigation/prevention, preparedness, response, and recovery, as well as resiliency building, business continuity, disaster risk reduction, climate change adaptation, and crisis communication.

Graduates from this program will leave able to support businesses and organizations in any sector or community to prepare for and respond to the risk of harm or loss resulting from natural, technological, and intentional hazards more effectively.

This guided pathway allows students to engage in their diploma learning as a full-time cohort.

Delivery Mode

  • In-person - All your class activity will be delivered in person, on campus.
  • Online - All your class activity will be delivered online.
  • Hybrid - Your classes will be a mixture of in person and online learning. You must be able to come to campus and participate remotely online.
  • Your choice - Your program offers a variety of class delivery options (in person, online, or a mixture of both) and you can select which type of classes to take. If you wish, you can complete your entire program either in-person or online.
  • HyFlex - All your classes are delivered for simultaneous participation in person and online. You can choose daily to attend your classes in person or join remotely online.

Applied, industry-relevant training

The Disaster and Emergency Management Program will give you the opportunity to study while balancing other aspects of your busy life. All 20 courses, including the Final Project course, are delivered 100% online. Your final project will showcase your ability to independently tackle a Disaster and Emergency Management issue or problem on behalf of an approved stakeholder, and provides the opportunity to apply current, theoretical knowledge to address a real-world stakeholder need.

NAIT is a member of the Canadian Risk and Hazards Network (CRHNet) which allows students in the program to access mentorship and learning/job/volunteer opportunities through their “Emerging Professionals” group.

A new frontier in hands-on health-care training

CAE Healthcare and NAIT have entered a simulation research partnership to improve health-care education and patient safety, including support for the polytechnic's simulation research initiatives.

Some NAIT programs are unavailable to international students because they do not meet eligibility for a  study permit  or  Post-Graduation Work Permit  (PGWP). 

  • Study Permit: This program is delivered through distance learning and therefore does not meet the criteria for a study permit.
  • Post-Graduation Work Permit: This program is delivered through distance learning and therefore is not eligible for the Post-Graduation Work Permit (PGWP) Program. Completion of this program will not make you eligible for a PGWP .

Advanced credit can be Transfer Credit (for completed post-secondary courses) or PLAR (Prior Learning Assessment and Recognition). Course(s) completed in a diploma credential will not be considered for transfer credit assessment for NAIT BTech courses.

The PhD in Geography and Environment (Hazards, Risk and Resilience) is a  multidisciplinary enrichment program   designed for current graduate PhD students who wish to become specialists in the field of natural hazards and risks, and who wish to gain an appreciation of the interdisciplinary nature of disaster risk reduction problems and solutions. The student earns a degree in the home department plus credit for participation in the collaborative specialization. Currently, the participating departments are  Civil & Environmental Engineering ,  Earth Sciences ,  Geography and Environment  and  Statistical & Actuarial Sciences .

The collaborative specialization will enhance the education and research of graduate students interested in natural hazards, risks, and resilience and is designed with four goals in mind:

  • Learn about the engineering, physical and quantitative science, and social science aspects of hazards, risks, and resilience as well as their interconnectivity;
  • Conduct quantitative research in hazard, risks, and resilience;
  • Learn from a diverse, multidisciplinary group of faculties working in these areas at Western; and
  • Develop their own multidisciplinary network of colleagues by interacting with other students from several distinct subject areas participating in the collaborative specialization.

Program Progression Registration and enrolment is always concurrent and in addition to participation in a home degree program; the student earns a degree in the home department plus credit for successful completion of the specialization on their transcript and parchment.

Supervision

Doctoral students are supervised through a Thesis Advisory Committee of at least two, consisting of the Supervisor and another faculty member knowledgeable in the area of research. A member of the Advisory Committee must be listed as a member of the Hazards, Risk and Resilience list of Faculty Advisors . The Supervisor is responsible for overseeing the student's academic program, especially the thesis research and thesis preparation.

Admission Requirements

The Collaborative Specialization in Hazards, Risks, and Resilience is not a direct entry program. Graduate students may apply following admission to and registration in a home program (department), where the student will have a lead research supervisor, complete a research thesis and earn a graduate degree in a specific discipline. Doctoral Research Programme on Climate Change and Disaster Risks Management

Climate change affects human beings acting in socio-ecological settings in which biophysical, socio-cultural, economic, institutional, political, and legal mechanisms operate. It is in this complex system that disasters emerge and by which people’s responses to disasters are shaped. Many phenomena associated with climate change are still poorly captured by research approaches so that future scenarios on the effects of climate change on land use and its related human dimensions are very unreliable and inconsistent. Human security within the context of climate change remains relatively underexplored, whereas the biophysical dimensions of climate change, both on a worldwide and regional scale, are more rapidly addressed by natural scientists. Thus, there is an urgent need to deal with the human security aspect of climate change through both adaptation and mitigation.

Experts for Climate Disaster and Risk Management

Climate change and human security is a new concept of integrated and interdisciplinary education, combining domains such as meteorology, geosciences, social, health and economic factors as well as institutions such as law and policies. The approach focuses on the integrated management of areas, resources, and societies affected by climate change. Students are trained in the development of strategies and concepts to reduce peoples’ vulnerability and increase their coping capacity and to successfully manage climate disaster and risk.

The Doctoral Research Programme “Climate Change and Disaster Risk Management” will educate students to understand the threats and risks associated with climate change, to get familiar with the design of early warning systems and to know means to improve the resilience and coping capacity of affected social-ecological systems. Students will be exposed to interdisciplinary and transdisciplinary approaches to assessing threats and to work in multidisciplinary teams with affected groups in harnessing their inherent resilience to hazards.

Upon completion of their study, the students are expected to be able:

  • To analyze the threats and risks to society or communities to the impact of climate change
  • To synthesize knowledge regarding integrated management strategies to climate change effects, specifically to improve human security
  • To prepare background document and policy notes that offer options to deal with climate change
  • To assist communities in dealing with climate change by adaptation and mitigation

Disaster & emergency management.

The Master of Disaster & Emergency Management program at York is the first graduate program of its kind in the province, and one of only two in Canada.

This exciting program provides students with advanced-level knowledge and the skills needed to enter the growing field of Emergency Management. Experts passionate about Disaster & Emergency Management teach engaging courses on such subjects as medical and public health, natural disasters and their causes, terrorism, social and behavioural concepts, ethics, critical infrastructure protection, business continuity planning and public safety and security.

Students will develop the skills and knowledge to prevent, prepare for, respond to, mitigate and recover from local, national and international disasters and emergencies. The evaluation and analysis of hazards also form an integral part of the program. Recent disasters and case studies are used for class discussions and the development of planning strategies to reduce disaster risk.

Disasters are complex and dynamic systems, each one different from the last. As future decision makers, we study disasters to save lives.

The program attracts a variety of students aspiring to become professionals in Disaster & Emergency Management in public, private and non-profit sectors. The program is useful for those who are currently working in the field and would like to assume a position of increasing responsibility by acquiring higher education.

For those tangentially related to the field who would like to pursue a career in Disaster & Emergency Management more directly, the program provides a suitable platform to develop relevant skills. The mixture of practitioners and academics in the program allows the students to leverage knowledge from one another and foster networking opportunities. This program is offered on either a full-time or part-time basis, allowing practitioners to continue working while completing the program.

  Careers with a Disaster & Emergency Management (MDEM) degree

Graduates of this growing field have gone on to find careers in public, private, and not-for-profit organizations working as business continuity planners, disaster recovery coordinators, crisis communication specialists, emergency public health managers, NGO disaster relief coordinators and project managers.

The department also hosts an annual career fair, and a few of the representatives present include the City of Brampton’s Emergency Management Office, the City of Toronto’s Office of Emergency Management, the Royal Canadian Mounted Police, Regional Health Services, Enbridge and Red Cross Canada.

Reducing the impact of disasters globally and humanitarian crises presents a huge challenge that requires co-ordinated and collaborative action. This programme is designed for PhD students who wish to improve humanity's understanding of risk and to overcome the scientific, engineering, technical, social, health and political barriers to increasing resilience to disasters.

Normally, a minimum of an upper second-class UK Bachelor's degree in a relevant discipline or an overseas qualification of an equivalent standard.

About this degree

Students learn how to conduct original, cross-disciplinary and international scientific research with significant, positive societal impact within an intellectually and globally diverse student body. There is a focus on multi-disciplinary research methods – in the laboratory, on site, talking to people, analysing documents, conceptual analysis, and others depending on the nature of the research – and employing theoretical, statistical, modelling, social survey and desk-based techniques. Students' skills in research, teaching, public engagement, communications, consultancy, and knowledge exchange are emphasised.

The programme aims to train the next generation of innovative, creative and objectively critical researchers, thinkers, practitioners and decision-makers in risk and disaster resilience. Students earning their PhD from IRDR find jobs across sectors, including academia, government, the private sector, and the non-profit sector.

What this course will give you

In addition to world-class research facilities and information resources, PhD students will gain skills essential to employment, such as teaching, proposal writing, media and public engagement, organising events, and oral and written communications. IRDR holds an annual PhD Student Forum, Spring Academy, and conferences. The PhD offers research training alongside learning opportunities in all these other areas.

Teaching and learning

This MPhil/PhD programme, based in UCL's Institute for Risk and Disaster Reduction (IRDR), offers a unique opportunity to focus on a research topic of interest while learning from other disciplines across the social sciences, physical sciences, engineering, health and medicine, law, arts and humanities.

Leading international researchers in all aspects of risk and disaster are part of IRDR, and there are many opportunities to collaborate with internationally renowned scientists around UCL, elsewhere in the world, and in industry, government and non-profit organisations with whom we have close links. In addition to regular supervision, each student must submit the full dissertation and complete an oral exam (Viva’ or ‘defence’). More details can be found on the department website, or by emailing the PhD administrator. 

PhDs are mainly self-directed study, with contact hours and supervisions to be agreed between each student and their supervisory team.

We ask students to participate in the intellectual community within the department, and that they also communicate their research ideas and results to a wide audience. Therefore, in addition to their research, there are a number of events and activities throughout the year in which students are expected to participate, such as the annual Spring Academy and PhD Forum.

Research environment

UCL IRDR aims to build a thriving environment for research and research impact. Participation in research in the IRDR requires that students participate in the wider intellectual community, and that they also communicate their research ideas and results to a wide audience.

Students can expect to have excellent supervision in a stimulating intellectual environment, as well as dedicated skills training and career development support.

Students may study full time over three years and can be on-site or non-resident.

Students may also study part time over five years, either on-site or non-resident.
