Making sense of today’s world - with its very fragile balances - is a challenge. Finding resilient solutions at the political and administrative level to those (foreseen and unforeseen) transformative breaks of balance is an even harder task. The researchers and teaching fellows of the department of Political Science embrace this challenge, providing political science and public administration-related knowledge to the Faculty of Arts and Social Sciences.
The diverse background of our staff - in political science, public administration, international relations, sociology, and philosophy - allows us to work creatively everyday towards finding those answers and solutions in diverse policy fields such as energy, climate, migration, foreign security, cyber, EU external relations, health and monetary policy. Focusing on both theory and practice, political and administrative processes are conceptualised, analysed, and compared - at both the national and international levels, with a specific interest in European and global politics.
Our objective is to guide the FASoS students to thinking critically and creatively about contemporary political challenges - and be leading actors in making sense of them, ultimately contributing to find those resilient solutions. The staff of the Department of Political Science contributes to the following programmes :
- BA European Studies
- BA Arts and Culture
- BA Digital Society
- BSc Global Studies
- Master European Studies
- Research Master European Studies
- Master European Public Affairs (in cooperation with the European Institute for Public Administration)
- Master Public Policy and Human Development (in cooperation with the Maastricht Graduate School of Governance)

Celebrating 250 ISS PhD graduates
The stories and knowledge of our doctoral alumni
The International Institute of Social Studies (ISS) offers a four-year programme leading to an internationally recognized degree.
Our PhD researchers work on topics in the field of global development and social justice based on a strong theoretical footing and using cutting-edge qualitative and quantitative methods.
Providing a creative environment for critically-minded and independent scholars
The ISS’s aim is to provide a creative and lively environment for critically minded and independent scholars to contribute to positive social change, as well as global justice and equity. Many of our PhD candidates are experienced professionals with a track record in development, activism, academia and/ or public service, enriching the academic exchange with their experiences and views.
Part of our broader research programme
All PhD researchers are invited to participate in our global research programme and in at least one of the research groups:
- Civic Innovation
- Development Economics
- Political Ecology
- Governance, Law & Social Justice
Collaborative research schools
All PhD researchers at the International Institute of Social Studies are part of the CERES Research School for International Development which offers a PhD training programme aimed at increasing the skills and knowledge required for writing a viable, implementable and academic research proposal.
They are also part of the Erasmus Graduate School of Social Sciences and the Humanities which offers dozens of courses to nurture innovative and interdisciplinary research excellence.
PhD researchers 'in the driver's seat'
Researchers join a diverse and close-knit community of scholars.
At the moment, 153 PhD candidates from 49 nationalities countries are enrolled in the PhD programme. Many of them work at their own desk in the ISS building, discussing their research with their peers and supervisory team, refining their research proposal, or are in the final phase of writing their thesis. Those in the second and third years of the programme are usually away doing fieldwork, collecting original data to answer their research questions.
Our philosophy is that PhD researchers are 'in the driver’s seat' for their project, working closely with our multidisciplinary and passionate faculty engaged in global development research.
A PhD researcher’s fieldwork activities benefit from belonging to a dynamic and vibrant community, complimented by rigorous preparation including safety and security training, access to the ISS global network along with experienced and thoughtful guidance and solid institutional support.
ISS occasionally has vacancies for fully-funded PhD candidates, and takes part in several scholarship programmes. However, ISS does not have a scholarship programme of its own, and most PhD candidates organize their own funding , through their government, a foundation, or self-funding.
Candidates find that the PhD trajectory provides them with space to reflect on their experiences and that the degree opens opportunities to continue or change their career path.

PhD admission
If you wish to obtain a PhD at Leiden University, you first have to be admitted to one of the Graduate Schools. This means that you have to meet specific requirements, including a prior education requirement.
The admission procedures for the Graduate Schools are given on the various websites . Although each Graduate School has its own admission procedure, you must in any case:
- have been awarded a master’s degree or an equivalent master’s degree from another institution, or who have passed the ‘old style’ doctoral (doctoraal) examination of a government-funded or appointed Dutch university.
- give the name of a professor (or associate professor with ius promovendi*) at Leiden University who is willing to be your supervisor.
- have a second supervisor. This can be either another professor (supervisor) or a co-supervisor with a PhD, in either the same or a different faculty. If you have not already found a second supervisor, the dean will appoint a co-supervisor, to ensure that you are supervised by at least two individuals.
PhD regulations
The admission requirements are specified in the PhD regulations, together with options if you do not meet all the requirements.
Non-Dutch degree
If you have a degree from a non-Dutch university, your certificate will first have to be verified. After this, the dean will decide whether you can be admitted to the PhD track.

Junior Kayle Lauck named 2024 Truman Scholar
Published: April 17, 2024
Author: Erin Blasko
University of Notre Dame junior Kayle Lauck has been named a 2024 Truman Scholar. She is the University’s 12th Truman Scholar since 2010 — a group that includes three Rhodes Scholars: Alex Coccia (’14), Christa Grace Watkins (’17) and Prathm Juneja (’20).
Lauck is among 60 recipients of the award from a pool of more than 700 candidates. The selection process is highly competitive, taking into account an applicant’s academic, leadership and service records and likelihood of success in graduate school.
Lauck is a political science major from South Dakota. She is a Glynn Family Honors and Suzanne and Walter Scott Scholar , co-founder and co-president of the Agricultural Student Association of Notre Dame, a Global Sustainability Fellow, co-founder and co-director of the South Dakota College Success Initiative, and a longtime member of the National FFA Organization. Her minors are in politics, philosophy and economics and education, schooling and society.
As an undergraduate, Lauck has been involved with both student government and the Student Policy Network. She was the communications liaison for the Kellogg Institute for International Studies’ Human Development Conference. She was also a stream ecology lab assistant to Jennifer Tank , the Ludmilla F., Stephen J. and Robert T. Galla Professor of Biological Sciences at Notre Dame and director of the University’s Environmental Change Initiative ; an agricultural policy research assistant to Paul Winters , the associate dean for academic affairs and Keough-Hesburgh Professor of Global Affairs in the Keough School of Global Affairs ; and a coastal resiliency and disaster recovery research assistant to Debra Javeline , Kellogg faculty fellow and associate professor of political science at Notre Dame.
Away from campus, Lauck studied international law and the holocaust in Poland with Emilia Justyna Powell , professor of political science and concurrent professor of law at Notre Dame, as a rising sophomore. As a rising junior, she traveled to Israel to study Israeli politics and Christianity and Judaism through Notre Dame Jerusalem . She was an agricultural policy intern with the U.S. House of Representatives Committee on Agriculture in the spring of her sophomore year.
Lauck is currently studying abroad at the University of Galway, where she is working as a climate economics researcher assistant to Tom McDermott, the Galway University Foundation Lecturer in the Economics of Climate Change and Development.
As a scholar and researcher, Lauck is motivated by a concern for the health and well-being of rural communities.
Growing up in rural South Dakota, she witnessed firsthand how a lack of access to economic opportunity and health care, among other factors, contributed to poor mental health in her corner of the state — part of the larger rural mental health crises in the U.S.
As a Truman Scholar, Lauck intends to study energy and resources at the University of California, Berkeley, which offers a concurrent graduate/law degree in the subject. She then plans to return to South Dakota and advocate for rural communities, including farmers, ranchers and tribal members.
“It is rare to see such a cohesive scholarly and civic profile in an undergraduate resume,” Javeline said. “Kayle has identified needs in rural communities, particularly in her home state of South Dakota, and she is mission-driven in trying to educate herself to fill those needs. She is committed to being part of the solution.”
In applying for the Truman Scholarship, Lauck worked closely with the Flatley Center for Undergraduate Scholarly Engagement (CUSE), which supports the intellectual development of Notre Dame students via scholarly engagement, research, creative endeavors and the pursuit of fellowships.
Elise Rudt-Moorthy is the associate director of national fellowships for CUSE.
“In our first meeting back in October of 2021, Kayle struck me as a dedicated public servant and an innovator,” Rudt-Moorthy said. “I advised her to pursue the activities she wanted and if they kept her on the path to public service, then it was meant for her. She proceeded to tailor her degree and extracurriculars towards meeting the needs of rural communities in South Dakota, both confirming and solidifying that path. She will be an excellent public servant and Truman Scholar, and it was my honor to work with her over the past three years.”
“I am so thankful to Elise Rudt for her constant support and encouragement, both through the Truman application process and during the whole of my time at Notre Dame, as well as to the entire CUSE team,” Lauck said. “I am also grateful to my mentors, Dr. Debra Javeline and Dr. Andrea Bjornestad, both of whom have inspired and encouraged me in more ways than I am sure they know, as well as to the faculty and staff I have been blessed to learn from these last three years.”
She continued, “I am incredibly excited about the opportunity to join a cohort of public service-oriented leaders from across the country as a Truman Scholar. I hope to learn from the diverse perspectives that will be brought together to gain skills and knowledge I can bring back to my beloved home state of South Dakota that will encourage further educational opportunities, tribal reconciliation and sustainable rural development.”

PhD Candidate in Political Science 'Social Distance in International Relations'
Solliciteer direct
The Institute of Political Science of Leiden University’s Faculty of Social and Behavioural Sciences invites applicants for the position of a
PhD Candidate in Political Science ‘Social Distance in International Relations’ (1.0 FTE) Vacancy number 14672
Key responsibilities The PhD researcher will be part of the project “Social Distance in International Relations” hosted at the Institute of Political Science at Leiden University and led by Dr Hilde van Meegdenburg. This project introduces social distance—a sociological concept denoting the degree of sympathetic understanding that exists between people—to the study of state foreign policy making. The main objective is to study state foreign policy narratives and foreign policy making to see if and how social distance shapes policy debates, suggestions, justifications, and, ultimately, decisions. The PhD researcher is expected to develop and execute a research project under this umbrella and write a doctoral dissertation.
The PhD researcher will work under the supervision of Dr Hilde van Meegdenburg (daily supervisor and principal investigator), Dr Matthew Longo, and Prof Dr Daniel Thomas. As part of the position, the candidate will receive on-the-job research training as well as the chance to partake in international conferences and obtain further professional methodological training at a European Summer or Winter School. Besides these opportunities, research trips to conduct field work and gather data are foreseen and budgeted (see terms and conditions below).
Candidates will be expected to teach two courses per year, usually as tutorial instructor.
Social Distance in International Relations Early 2022 Putin ordered his troops to invade Ukraine. Stories of injuries, death, and people fleeing the war quickly dominated the news. Observers soon noted how, throughout Europe, people’s initial reactions were different compared to earlier conflicts in, for instance, Syria and Yemen. People and governments stood behind Ukraine and, overall, support was quickly promised and promptly delivered.
The type of conflict and the physical proximity of Ukraine to Western Europe may explain part of the variation but, it is expected, not all. This project focusses on social distance and studies if and how social distance shapes state foreign policy making. The basic premise of Social Distance Theory is that people perceive some “others” as more distant than other “others”. This brings into existence a stratification—a preferential ordering—of outgroups and a corresponding differentiated behavior towards the differently evaluated outgroups. Studying international relations as a set of socio-emotional relations between people(s), this project asks:
- Does, and if so how does, social distance impact how suffering and hardship experienced by an outgroup are perceived?
- Do, and if so how do, these differences in perception shape state foreign policy narratives and foreign policy making?
The overall research project is set-up as a comparative narrative analysis. That is, the aim is to study, analyze, compare, and contrast the stories that are told about the suffering other and how those stories, and the frames and terms that are used to describe the other, shape policy outcomes. The study focuses on Western European countries. The preferred cases include England, Germany, the Netherlands, and Spain. Within this framework, the PhD researcher is encouraged to develop their own project and specific focus. However, applicants interested in studying Spanish foreign policy and Spanish foreign policy making are highly encouraged to apply.
Selection criteria
- Applicants must hold (or be near completing) a (research) master’s degree in political science or in a relevant discipline. They have written (or are near completing) a master’s thesis.
- Applicants are passionate about interpretivist and qualitative political science research and have a strong interest in the project theme.
- Applicants must have prior training in and a good command of qualitative case studies and, preferably, narrative or discourse analysis. Prior experience in working with qualitative data analysis software (e.g. MAXQDA, NVIVO, ATLAS.ti) is an advantage.
- Applicants with a good command of Spanish and interested in working on Spanish foreign policy are especially encouraged to apply.
- Applicants meet the English language requirements of the Graduate School of the Faculty of Social and Behavioural Sciences.
