Applications are invited for the following Centrally Administered Doctoral Fellowship Schemes of the ICSSR for the Financial Year 2023-24:

Doctoral Fellowships:

• Full-Term Doctoral Fellowship Scheme
• Short-Term Doctoral Fellowship Scheme
• Contingency Grant Scheme

The research proposal should be in a social science discipline as elaborated in section 1.2 of the detailed guidelines available on the link: www.icssr.org/doctoralfellowship Research proposal falling in areas other than those mentioned in the guidelines may also be considered under special circumstances if the research scholar has necessary competence to conduct research in social sciences or social science aspects of other disciplines in the opinion of the ICSSR. Projects that span across disciplinary boundaries also fall within the areas of the Council’s interests.

Applicants are required to read the eligibility conditions carefully and apply in accordance with the the ICSSR Fellowship Guidelines annexing the required documents.

The candidates shall submit an online application on the link: https://app.icssr.org    This web link will be active from 10-10-2023 till the last date of application, i.e. 31.10.2023 . The research proposal is required to be uploaded in the format provided in Section IV of the online application form. The candidates are also required to submit an attested copy of the research proposal / synopsis submitted in their respective universities where they are registered as Ph D students. The proposal must contain the title of research clearly.

Applicants are requested to take a print out of the online application form and send it along with all the annexures to ‘The Deputy Director (Research), Doctoral Research Fellowship Division (RFD), Indian Council of Social Science Research, JNU Institutional Area, Aruna Asaf Ali Marg, New Delhi – 110067’ .

The last date for online submission of application is 31-10-2023 and the last date for receipt of hard copy of application in ICSSR is 10-11-2023.  Applicants are advised to apply well before the last date in order to avoid last moment glitches. The applications can be filled either in English or in Hindi.

The ICSSR Grant-in-aid Research Institutes will soon issue call for Institutional Doctoral Fellowship Scheme. The applicants seeking consideration under Institutional Doctoral Fellowship Scheme will also apply through the ICSSR website in online mode and select ‘ICSSR Research Institute’ in Section III of the online application form. Each applicant is required to apply through one Institute only under Institutional Doctoral Fellowship Scheme, else the applications will be rejected.

ICSSR Institutional Doctoral Fellowships 2023-24

CWDS invites applications for the Indian Council for Social Science Research (ICSSR) Institutional Doctoral Fellowships in Women and Gender Studies for the academic year 2023-2024. Full-time PhD candidates registered with UGC-recognized public institutions are eligible to apply for the ICSSR fellowship through CWDS. Fellowship details including eligibility criteria can be accessed at www.icssr.org/doctoralfellowship

All applicants under Institutional Doctoral Fellowship Scheme, are required to submit their application in online mode only on the link : https://app.icssr.org.

The candidates need to select the appropriate box of ICSSR Research Institute given at Section III (Type of affiliating institution) in the online application form. ICSSR will consider only those applications for Institutional Doctoral Fellowship which are received online accompanied by a Forwarding Letter by the competent authority of CWDS.

The deadline for online submission of completed application forms with forwarding letter, CV, and the research proposal as approved by the University (SC/ST/OBC/PH certificate if applicable) is 31 October 2023.

It is a condition of the ICSSR fellowship that selected candidates have a CWDS faculty member as co-supervisor.  CWDS co-supervisors are to be given formal recognition by the university where a selected candidate is registered. Please note that any expenditure incurred before the actual sanctioning of the Contingency grant is not be admissible for reimbursement. For issuing the forwarding letter, the applicant should contact CWDS at [email protected] and [email protected] .

Categories Of Scholarship

Indian Council of Social Science Research is providing doctor fellowships under its three “Centrally Administered Doctoral Fellowship Scheme” and  “Institutional Doctoral Fellowship Scheme” in accordance with the prescribed guidelines. In the case of “Central Administrative Schemes, the fellows get awards and monitor directly by ICSSR, and concern doctoral fellows are affiliates with a university or college.

In the case of the Institutional Fellowship Scheme, the doctoral fellowship’s affiliates with and monitored by an ICSSR sponsored/recognized Research Institute. The scholar can avail of any one of the Fellowships under the following category-

Centrally Administered Full-Term Doctoral Fellowship

• Institutional Full-Term Doctoral Fellowship (administered by the ICSSR research institutes)
• Centrally Administered Short-Term Doctoral Fellowship
• Centrally Administered Contingency Grant

Duration and Value of ICSSR Doctoral Fellowship

• The doctoral fellowship is strictly for two years or till the date of Ph.D. submission at the University.
• The fellowship Value is Rs-20000/- per month and the contingency grant is Rs-200000/- per annum.
• The Doctoral Fellow should be a full-time bonafide PhD student at the affiliating University throughout the fellowship tenure.
• Institutional Doctoral Full-Term Fellowship
• The duration and value of the Fellowship will be the same as under the Centrally Administered Full-Term Doctoral Fellowship.
• Short-Term Doctoral Fellowship
• The duration for the short-term doctoral Fellowship is for six months or till the date of Ph.D. submission at the University. The value of the Fellowship is Rs-20000/- per month plus a contingency grant of Rs-10,000/- for the 6-month duration of the fellowship.
• Contingency Grant
• A contingency grant is a consolidated grant for meeting contingency expenses of Phd not exceeding Rs- 62,500/- incurred during the period of joining the fellowship and date of submission of thesis at the University.

Joining and Release of Fellowship

• The scholar must join the fellowship within two weeks of the date of the award letter by submitting the prescribed documents including an undertaking for mandatory Ph.D. thesis submission to ICSSR forwarding through the affiliating institution.
• The first-year Fellowship and contingency grant will release in equal installments.
• The second-year Fellowship grant will release in three installments.

Eligibility Criteria for Fellowship

• The Candidate must have a confirmed Ph.D. registration at any of the institutions. It includes requirements of clearance of the Research Entrance Test (RET); The Ph.D. topic must have been confirmed.
• The candidate must not be more than 40 years of age; there shall be an age relaxation of 5 years for SC/ ST/persons with disability.
• The candidate must have secured a minimum of 45% marks in graduation and 55% in post-graduation or equivalent grades in any social science discipline. A 5% relaxation of marks will give to the SC/ST candidates. The submission of a marksheet particularly for graduation and post-graduation is mandatory otherwise the candidate shall not consider eligible.
• Candidates who have already availed of the UGC Junior research fellowship/Rajiv Gandhi National Fellowship/ Maulana Azad National Fellowship/ ICSSR/ ICMR/CSIR or any such doctoral fellowship are not eligible to apply.

Procedure for Award

• Applications are scrutinized and short-listed by the export communities of ICSSR.
• The expert committee is given their assessment in terms of grades and scores, on short-listed proposals on objectively defined parameters. The shortlisted applicants may also be invited for a presentation before an expert committee of ICSSR. Based on the assessment of the expert committee subject wise merit list was prepared for a wad of fellowships.
• The subject-wise merit list of selected candidates of centrally administered doctoral fellowships is placed on the ICSSR website within 5 months of the last date of application. The Selected candidates and their affiliating universities are informed individually through award letters.

Completion of the Doctoral  Fellowship

• If a fellow leaves the fellowship before its full term, he/she has to inform ICSSR in advance.
• The scholar shall permit to retain the grant release from the date of Joining till the date of leaving /discontinuing the ICSSR fellowship subject to submission of the following:

(i) An updated Progress Report for the said period duly forwarded by the Supervisor.

(ii)  An Undertaking for submission of the Ph.D. thesis within a reasonable time on a Non-Judicial stamp paper of Rs. 100/- (in prescribed format).

(iii)  Statement of Accounts and Utilization Certificate (in GFR-12 A) form for the admissible amount.

(iv)  Refund of the unspent balance, if any, the payment may be made by sending a cheque/ DD in favour of ICSSR, New Delhi or through PFMS.

• In such cases, the ICSSR may consider paying a contingency grant subsequent to the submission of the thesis to the ICSSR.
• In other cases, the scholar can leave the fellowship by refunding the entire amount already released by the ICSSR.
• The scholars leaving the fellowship before completion of their fellowship tenure without informing ICSSR shall require to refund the entire amount of fellowship released with penalty/penal interest.

Procedure to Apply Under ICSSR Doctoral Fellowship 2024

• The applicant must visit the ICSSR Doctoral website of ICSSR.

• On the official site you have to click on the login tab.
• Candidates should submit an online application that includes the research proposal format, namely ‘Details of research proposal’ given in the application form. Proposals should be submit in proforma only.
• At this stage, the candidate needs to submit any document other than those referred to in the application form.
• All Scholars are require to keep the hard copy of the application and annexure ready, duly forwarded by the competent authorities of the university/

college/institution. So that they may submit the required hard copies, within one week after the completion of the process of screening. In case the hard copy of the application is not receive within 10 days of asking, the candidature of applicants shall treat as withdrawal/canceled.

•  The research proposal should be either in English or Hindi.
• One applicant can apply only once under a particular doctoral Fellowship scheme.

Jordan Center Post-Doctoral Fellowship Program

Description: The NYU Jordan Center for the Advanced Study of Russia Post-Doctoral Fellowship program is designed to provide a transition to career independence for recent PhD recipients and to provide time to conduct post-PhD research.  

Job Summary: Fellows will conduct independent research and writing and regularly attend Jordan Center events (in-person and virtual). Fellows may be given the opportunity to organize a symposium and to teach one course in the department of Russian and Slavic Studies. This is intended to be an in-person fellowship for the 2021-2022 academic year, pending COVID-19-related developments. As such, applicants who do not intend to relocate to New York, should conditions permit, should not apply.  

Qualifications: 

Required education: PhD granted in past five years in History, Comparative Literature, Slavic Literature, Anthropology, Political Science, Sociology, or any other discipline, with a focus on Russia and Russian studies 

Application components: 

2-3 page description of research proposal for postdoc year

Writing Sample (e.g, chapter from dissertation, draft or published journal article) 

3 letters of recommendation

1 page proposal for an undergraduate course to be taught in Spring 2022

1-2 page proposal for a one-day symposium with at least six speakers to be hosted by the fellow 

Deadline: April 1, 2023

The Jordan Center Fellowship Committee will review complete applications and decisions will be announced within 2-3 weeks of the submission deadline.

Is a PhD required at the time of application? 

Applicants must have a PhD granted no earlier than 2017 and/or be on track to receive a PhD by the Fall of 2022. 

Does the fellowship have a residency requirement? 

This is an in residence fellowship, pending any COVID-19 related developments. In order to be paid by NYU while physically inside the US, fellows must either (a) be United States citizens or (b) hold an appropriate US immigration status that permits payment. 

Is this position open to candidates who are not US citizens or permanent residents? 

Will the Jordan Center provide visa support for fellows who are not US citizens or permanent residents? 

Yes, the Jordan Center can request support for J-1 visa sponsorship through NYU’s Office of Global Services. However, scholars may encounter difficulties obtaining visas and entering the US due to travel restrictions and visa service suspension at US consulates and embassies due to the COVID-19 pandemic.
