The PhDs and their ‘sources’

Meghalaya university of record phds lists profs nationwide as research guides with,some say surprised,some ‘don’t exist’.

Among the seizures from Shillong’s CMJ University,which is under investigation for awarding illegal PhDs and for various other irregularities,is a list of 85 professors from all over the country who are supposedly PhD guides for CMJ scholars. CMJ is an abbreviation for Chandra Mohan Jha,the university’s founder,who is on the run.

The professors named include some from Jamia Millia,IGNOU and other top institutes. Those contacted by The Indian Express said they have never been a PhD guide for CMJ,while two universities said no professor of the name listed is part of their faculty.

CMJ awarded a record 434 PhDs in one academic year,2012-13. It has also awarded various other degrees to 3,397 students and enrolled 490 fresh PhD scholars during 2012-13. As reported earlier,one can acquire a PhD from CMJ by even contacting a dental clinic in Panchkula .

Dr Shruti Shourie of DAV College, Chandigarh ,was stunned that CMJ lists her. “How can that be? I have never heard of CMJ University. Moreover,under Punjab University guidelines,one cannot simply become a guide,that too in another university.”

Others who said they were surprised included Dr J K Quamara of NIT Kurukshetra,Tapas Ray Mahapatra (mathematics) of Visva-Bharati,and Dr Ashwani Sharma,dean (academics) at Chandigarh Engineering College in Mohali. “We at NIT are not permitted to take students from any other university,” Dr Quamara said. Mahapatra said,“I don’t even know there is a university by that name.” And Dr Sharma said,“How can I be enrolled when I have never been there? No one from CMJ University has ever contacted me.”

One professor whom CMJ did contact was Dr R S D Wahidabanu (computer science) at Government College of Engineering,Salem. “I did not respond to that letter of request,made a couple of years ago. A scholar did come to me saying he had already registered for PhD under CMJ University. I politely told him I am not interested,” Dr Wahidabanu said.

The list includes a Dr Riyaz Ali,supposedly in Jamia Millia Islamia’s history department,and a Dr Abhay Kumar Pathak,supposedly of IGNOU’s economics. JMI history head Prof Amiya Prosad Sen and IGNOU economics head Prof Gopinath Pradhan both said their faculties had no one with those respective names.

And Dr Bansi Dhar Malhotra,named as a guide in National Physical Laboratory,has voluntarily retired from there and now teaches at Delhi Technical University. He is abroad and could not be reached. His résumé,uploaded on the Asia Sense 2013 website,names 20 research students he has guided or been guiding with their PhDs; none of them is from CMJ.

The man and his rise

Jha had arrived in Shillong in the early 1970s,when Meghalaya was a new state,and bagged a couple of petty supply orders in a government department. He went on to build a business network over the next four decades. Apart from CMJ,where he is ‘Chancellor’,he has been running a number of educational institutions in at several states. He owns the northeastern region’s only private LPG bottling plant,with branches in Meghalaya and Nagaland,and is chairman of JD Health Care (P) Ltd,whose units in West Bengal (in Siliguri) and Sikkim manufacture cosmetic products including ayuvedic balms,shampoos and hair oil.

Jha has claimed to be an MA in public administration and to have acquired a PhD himself,from a university abroad. At the time he set up his university,a résumé submitted to the government mentioned a book he had authored. Published in 2004,the book is in Hindi and called Bhrastachar aur Uska Samadhaan,which means “corruption and its solutions”.

“We are not looking at the other aspects. Our immediate case at hand is the alleged fraud that has been going on in CMJ University,” said S K Jain,additional director general of police,Meghalaya. “How his university gave 434 PhDs in one academic year is in itself worth investigating. One wonders how much money was involved in awarding these PhDs.”

The police have found that CMJ University had also established authorised agents and study centres across the country through which students could acquire degrees in any of the university’s nine faculties as also PhD degrees.

“We have found a list of 85 persons who have been listed as PhD guides with this university. They include professors from Jamia Milia Islamia,Delhi University… as also a scientist,” an official said.

The CID has been looking for Jha following an FIR by Ranjit Shekhar Mooshahary,the Meghalaya governor. Apart from illegal PhDs,the allegations against him include illegal appointments and violation of various rules laid down by the UGC as well as the Act under which the university was set up.

Two university officials — registrar Mrinal Kanti Deb and deputy registrar Premlal Rai — have been arrested,while the police are looking for Jha and university directors Juban Kharpuri and Dr M K Kaushal,also known as Manjit Kaur.

A regulatory board set up by the state government to look into the activities of various private universities has also carried out a separate investigation into CMJ University’s affairs. A report was submitted to the state government last week,but officials have refused to divulge its contents. What sources did tell The Indian Express was that the university had not submitted its annual report to the government ever since it was set up.

The Meghalaya High Court last week directed CMJ University to stop all admissions until the controversy is resolved. The order came from Chief Justice T Meena Kumari,who dismissed a plea by the university to intervene in the matter.

A district and sessions court has issued non-bailable arrest warrant against Jha,while the Meghalaya CID has sent out alerts across the country to apprehend him. Chief Minister Mukul Sangma said his government would take “stringent” action against CMJ University and all those involved in the “illegal activities” so that it also sends a strong message to all other private universities operating in the state.

Of other universities,Governor Mooshahary has directed the state government to institute a probe into alleged irregularities in Mahatma Gandhi University,while Chief Minister Sangma said several other private universities are under the scanner of his government.

This course seeks to give students the skills they need to apply trimming agricultural methods and technology in practical settings.

According to AICTE requirements and standards, the building comprises lecture rooms, tutorial rooms, workshops, labs, library-cum-reading room, a drawing hall, an examination hall, a computer centre, a seminar hall, a boys' common room, a girls' common room, and administrative offices.

• Library:  The CMJ University library contains a sufficient quantity of book titles relating to engineering and management education to meet the demands of students and professors. In addition to course-related materials, the library has general and technical publications. In addition, the institution subscribes to a sufficient number of foreign and Indian research journals, periodicals, magazines, newspapers, and other publications.
• Canteen:  The  CMJ University canteen is on campus. A stationary shop is attached to the canteen that serves students and hostel boarders with stationery, tea/coffee, snacks, and cold drinks.
• Hostel: Within the campus, separate dormitory facilities for male and female students are provided, along with all of the required civic utilities and security. A senior college instructor stays in charge of the specific dormitory to provide effective monitoring and management.
• Computer Centre: A well-equipped computer lab with Windows XP/UNIX/Linux-based systems and auxiliary subsystems exist. Computers with multimedia capabilities are also accessible. All of the systems are linked over a LAN in a Client-Server architecture.
• Laboratory: Well-equipped laboratories with instruments and systems to support syllabus-oriented experimentation and academic research.

Recreational Facilities:  Indoor gaming facilities and a playground for volleyball, basketball, football, and cricket are offered for students in the academic building. A gymnasium is under construction.

We firmly believe that the internet should be available and accessible to anyone, and are committed to providing a website that is accessible to the widest possible audience, regardless of circumstance and ability.

To fulfill this, we aim to adhere as strictly as possible to the World Wide Web Consortium’s (W3C) Web Content Accessibility Guidelines 2.1 (WCAG 2.1) at the AA level. These guidelines explain how to make web content accessible to people with a wide array of disabilities. Complying with those guidelines helps us ensure that the website is accessible to all people: blind people, people with motor impairments, visual impairment, cognitive disabilities, and more.

This website utilizes various technologies that are meant to make it as accessible as possible at all times. We utilize an accessibility interface that allows persons with specific disabilities to adjust the website’s UI (user interface) and design it to their personal needs.

Additionally, the website utilizes an AI-based application that runs in the background and optimizes its accessibility level constantly. This application remediates the website’s HTML, adapts Its functionality and behavior for screen-readers used by the blind users, and for keyboard functions used by individuals with motor impairments.

Screen-reader and keyboard navigation

Our website implements the ARIA attributes (Accessible Rich Internet Applications) technique, alongside various different behavioral changes, to ensure blind users visiting with screen-readers are able to read, comprehend, and enjoy the website’s functions. As soon as a user with a screen-reader enters your site, they immediately receive a prompt to enter the Screen-Reader Profile so they can browse and operate your site effectively. Here’s how our website covers some of the most important screen-reader requirements, alongside console screenshots of code examples:

Screen-reader optimization: we run a background process that learns the website’s components from top to bottom, to ensure ongoing compliance even when updating the website. In this process, we provide screen-readers with meaningful data using the ARIA set of attributes. For example, we provide accurate form labels; descriptions for actionable icons (social media icons, search icons, cart icons, etc.); validation guidance for form inputs; element roles such as buttons, menus, modal dialogues (popups), and others. Additionally, the background process scans all of the website’s images and provides an accurate and meaningful image-object-recognition-based description as an ALT (alternate text) tag for images that are not described. It will also extract texts that are embedded within the image, using an OCR (optical character recognition) technology. To turn on screen-reader adjustments at any time, users need only to press the Alt+1 keyboard combination. Screen-reader users also get automatic announcements to turn the Screen-reader mode on as soon as they enter the website.

These adjustments are compatible with all popular screen readers, including JAWS and NVDA.

Keyboard navigation optimization: The background process also adjusts the website’s HTML, and adds various behaviors using JavaScript code to make the website operable by the keyboard. This includes the ability to navigate the website using the Tab and Shift+Tab keys, operate dropdowns with the arrow keys, close them with Esc, trigger buttons and links using the Enter key, navigate between radio and checkbox elements using the arrow keys, and fill them in with the Spacebar or Enter key.Additionally, keyboard users will find quick-navigation and content-skip menus, available at any time by clicking Alt+1, or as the first elements of the site while navigating with the keyboard. The background process also handles triggered popups by moving the keyboard focus towards them as soon as they appear, and not allow the focus drift outside of it.

Users can also use shortcuts such as “M” (menus), “H” (headings), “F” (forms), “B” (buttons), and “G” (graphics) to jump to specific elements.

Disability profiles supported in our website

• Epilepsy Safe Mode: this profile enables people with epilepsy to use the website safely by eliminating the risk of seizures that result from flashing or blinking animations and risky color combinations.
• Visually Impaired Mode: this mode adjusts the website for the convenience of users with visual impairments such as Degrading Eyesight, Tunnel Vision, Cataract, Glaucoma, and others.
• Cognitive Disability Mode: this mode provides different assistive options to help users with cognitive impairments such as Dyslexia, Autism, CVA, and others, to focus on the essential elements of the website more easily.
• ADHD Friendly Mode: this mode helps users with ADHD and Neurodevelopmental disorders to read, browse, and focus on the main website elements more easily while significantly reducing distractions.
• Blindness Mode: this mode configures the website to be compatible with screen-readers such as JAWS, NVDA, VoiceOver, and TalkBack. A screen-reader is software for blind users that is installed on a computer and smartphone, and websites must be compatible with it.
• Keyboard Navigation Profile (Motor-Impaired): this profile enables motor-impaired persons to operate the website using the keyboard Tab, Shift+Tab, and the Enter keys. Users can also use shortcuts such as “M” (menus), “H” (headings), “F” (forms), “B” (buttons), and “G” (graphics) to jump to specific elements.

Additional UI, design, and readability adjustments

• Font adjustments – users, can increase and decrease its size, change its family (type), adjust the spacing, alignment, line height, and more.
• Color adjustments – users can select various color contrast profiles such as light, dark, inverted, and monochrome. Additionally, users can swap color schemes of titles, texts, and backgrounds, with over 7 different coloring options.
• Animations – epileptic users can stop all running animations with the click of a button. Animations controlled by the interface include videos, GIFs, and CSS flashing transitions.
• Content highlighting – users can choose to emphasize important elements such as links and titles. They can also choose to highlight focused or hovered elements only.
• Audio muting – users with hearing devices may experience headaches or other issues due to automatic audio playing. This option lets users mute the entire website instantly.
• Cognitive disorders – we utilize a search engine that is linked to Wikipedia and Wiktionary, allowing people with cognitive disorders to decipher meanings of phrases, initials, slang, and others.
• Additional functions – we provide users the option to change cursor color and size, use a printing mode, enable a virtual keyboard, and many other functions.

Browser and assistive technology compatibility

We aim to support the widest array of browsers and assistive technologies as possible, so our users can choose the best fitting tools for them, with as few limitations as possible. Therefore, we have worked very hard to be able to support all major systems that comprise over 95% of the user market share including Google Chrome, Mozilla Firefox, Apple Safari, Opera and Microsoft Edge, JAWS and NVDA (screen readers), both for Windows and for MAC users.
