சாலை பாதுகாப்பு நம் கடமை!

2020இல் இந்தியாவில் நிகழ்ந்த சாலை விபத்தில் 1,33,201 பேர் இறந்துள்ளார்கள். 3,35,050 பேர் காயமடைந்துள்ளார்கள். அதிலும், 59.6% விபத்துகள் கிராமங்களில் நிகழ்ந்துள்ளன. இந்திய அளவில் மாநில நெடுஞ்சாலைகளில் நடந்த சாலை விபத்துகளில் தமிழ்நாடு முதலிடத்தில் இருக்கிறது. சாலை விபத்து மரணங்களுக்கு, அதிவேகமே முதல் காரணம் (56.6%), ஆபத்தாக அல்லது கவனக்குறைவாக ஓட்டுதல், முந்திச் செல்லுதல் இரண்டாவது காரணம் (26.4%) எனத் தேசிய குற்ற ஆவணக் காப்பகம் குறிப்பிட்டுள்ளது.

வீட்டிலிருந்து வாகனத்தை எடுக்கும்பொழுது, “பார்த்து கவனமா போய்ட்டு வாங்க” என அக்கறையுடன் ஒருவர் சொல்வதும், “அதுசரி, நாம ஒழுங்காப் போனாலும், எதிரே வர்றவன் ஒழுங்கா வந்தாதானே” என மற்றவர் பதிலுரைப்பதும் பொதுவாக எல்லா வீடுகளிலும் நிகழக்கூடியது. அனைவருமே ஒழுங்கோடு வாகனம் ஓட்டுகிறோமேயென்றால் யார்தான் தவறிழைப்பது?

நமக்கு நாமே பாதுகாப்பு

வெளிநாட்டுப் பயணத்தின்போது, நண்பருடன் வாகனத்தில் போய்க்கொண்டிருந்தேன். ஓரிடத்தில் சாலை வேலை நடந்துகொண்டிருந்தது. இரண்டு வாகனங்கள் ஒரே நேரத்தில் செல்வதற்கு இடமில்லை. அப்பொழுது, எதிரே ஒரு வாகனம் வருவதைப் பார்த்த நண்பர் தன் வாகனத்தை ஓரத்தில் நிறுத்தி வழி கொடுத்தார். “ஏன்? ஓர் அழுத்து அழுத்தியிருந்தால் அந்த வண்டி வருவதற்குள் நாம் போயிருக்கலாமே” என்றேன். சிரித்துக்கொண்டே, “நம்ம வண்டிக்கும் நமக்கும் நாமதான் பாதுகாப்பு” என்றார். அந்த இடத்தில் யோசித்தேன், ‘நாம ஒழுங்காப் போனாலும் எதிரே வர்றவன் ஒழுங்கா வந்தாதானே’ என்பதன் பொருள், நாம் வழிகொடுத்து, நிதானமாகச் சொல்ல வேண்டும் என்பதே. ஆனால், நான் விரைவாகச் செல்வேன், எனக்கு மற்றவர்கள் வழி விட வேண்டும் என்று நினைப்பவர்களும், எதிரில் வருகிறவர் ஒதுங்கட்டுமென, ஆக்சிலேட்டரைக் கூடுதலாக அழுத்தி ஓட்டுகிறவர்களும் இங்கே அதிகம். அதில் அவர்களுக்கு ஓர் ஆத்ம திருப்தியும் கூட.

ஒலிப்பானைத் தவிர்க்கும் வெளிநாட்டினர்

ஆபத்தான சூழலில் மட்டுமே ஓட்டுநர்கள் ஒலிப்பானை இயக்குவதை வெளிநாடுகளில் பார்த்திருக்கிறேன். அங்கே, விதிமுறையைப் பின்பற்றி, இடது ஓரத்தில் சராசரி வேகத்தில் போகிறார்கள்; எதிரே வருகிறவர்களும், சராசரி வேகத்தில் அவர்களது இடது ஓரத்தில் வருகிறார்கள்; வளைவுகளிலும், மலைச் சாலைகளிலும்கூட ஒலி எழுப்புவதில்லை. சாலையில் உள்ள சமிக்ஞைகளைத் தவறாகப் புரிவதனாலேயே அங்கே விபத்துகள் நடப்பதாக ஆய்வுகள் கூறுகின்றன. ஆனால் இங்கு, நமக்கு முன்னால் செல்கிறவரை ஒதுங்கச் சொல்லி சாலையை முழுமையாக நாம் ஆக்கிரமிக்கவே ஒலிப்பானை அதிகம் பயன்படுத்துகிறோம்.

விதிமுறைகளை மீறவா ஒலிப்பான்?

கிராமச் சாலையாக இருந்தாலும், நெடுஞ்சாலையின் இணைப்புச் சாலையாக இருந்தாலும் தொடர்ந்து ஒலித்துக்கொண்டே விரைந்து செல்கின்றோம். ஒலி எழுப்பும் பழக்கத்தினாலேயே மெதுவாகச் செல்வதற்கும், விதிமுறைகளைக் கடைப்பிடிப்பதற்கும் நாம் தவறுகிறோமோ? என நான் நினைப்பதுண்டு.

விபத்து நடந்ததென்றால், வலது புறம் ஏறிவந்தவர் முதலில் கேட்கும் கேள்வி, “நான் ஒலி எழுப்பினேன். நீங்கள் ஏன் ஒலி எழுப்பவில்லை”. இடதுபுறம் சென்றவர் விதிமுறையைப் பின்பற்றியிருந்தாலும் கணக்கில் எடுத்துக்கொள்ளப்படுவதில்லை. ஒலி எழுப்பாததே குற்றமாகப் பார்க்கப்படுகிறது.

இரண்டு பக்கமும் பார்த்து நடங்கள்

“சாலையில் நடக்கும்போது ரெண்டு பக்கமும் பார்த்து நடங்கள்” எனவும் நம் வீடுகளில் சொல்வதுண்டு. இந்த அறிவுரை இரத்த நாளங்களில் கலந்துவிட்டது. நாடு கடந்த பயணங்களில், ஒருவழிச் சாலையில் நடந்து கடக்கும்போது, அனிச்சையாக இரண்டு பக்கமும் பார்த்திருக்கிறேன். வாகனங்கள் வலது புறம் செல்லும் பாதை என்றால், எதிர்த் திசையிலிருந்து வாகனங்கள் நிச்சயமாக வராது என்கிற விழிப்புநிலைக்கு வெளிநாடுகள் தாமதமாகவே வந்திருக்கிறேன். நம் ஊரிலோ, ஒருவழிப் பாதையிலும், எதிர்த்திசையில் வாகனம் ஓட்டி பாதசாரிகளை அச்சுறுத்துவதைத் தினந்தோறும் வேதனையோடு நம் குடும்பத்தினர் கடக்கிறார்கள். மேலும், விரைந்து சென்றுகொண்டேயிருக்கும் வாகனங்களுக்கு மத்தியில், சாலைகளில் நடந்து கடப்பது எவ்வளவு சிரமமானது என்பதை வாகனம் வைத்திருப்பவர்கள்கூட சிலவேளைகளில் அனுபவித்திருக்கிறோம். வயதானவர்கள், மாற்றுத்திறனாளிகள், குழந்தைகள் உள்ளிட்டோர் சாலையைக் கடக்க அஞ்சி நிற்பதையும் பார்த்திருக்கிறோம்.

ஓட்டுநரின் உளவியல்

ஓட்டுநரின் உளவியல், போக்குவரத்து நெருக்கடி, வாகனம், சாலை வசதி, சுற்றுப்புறம் போன்றவை வாகன விபத்துகளுக்குக் காரணமாக இருந்தாலும், இவற்றில் ஓட்டுநரின் நடத்தை அதாவது அவரின் உளவியலே விபத்துக்கான முதன்மைக் காரணமாக இருப்பதை எண்ணற்ற ஆய்வுகள் உறுதிப்படுத்தியுள்ளன. உயிருள்ள மனிதர் எவராலும் சிந்திப்பதிலிருந்து விடுபட இயலாது. வாகனம் ஓட்டும்போதும் மனம் எதையாவது யோசித்துக்கொண்டேதான் இருக்கும். அவ்வேளையில், எதிரில் ஒரு வாகனம் வந்துவிட்டாலோ, முன்னால் சென்ற வாகனம் திடீரென்று நின்றுவிட்டாலோ, பள்ளம் அல்லது வேகத்தடை இருந்தாலோ நிகழ்பொழுதுக்கு மனத்தைக் கொண்டு வந்து, அடுத்துச் செய்யவேண்டியதை உடனடியாக முடிவெடுக்கும் கால அவகாசம் இருக்குமளவுக்கு நாம் வாகனம் ஓட்டும் வேகம் இருக்க வேண்டும். அப்படி இல்லாதபோது, முடிவெடுத்துச் செயல்படுத்துவதற்கு முன்பாகவே மோதிவிடுவோம்.

நமது பண்பை வெளிப்படுத்தும் பார்வை

எதிர்பாராச் சூழலில் போக்குவரத்து நெருக்கடி ஏற்பட்டாலோ, மற்றவரின் வாகனம் பழுதாகி நின்றாலோ, நாம் மெல்ல நிறுத்துகிறோமா, திட்டுகிறோமா, ஒலி எழுப்புகிறோமா, எரிச்சலுருகிறோமா என்பது நமது நடத்தையை, பண்பினை வெளிக்காட்டுகிறது.

இத்தகையச் சூழ்நிலைகளில்;

எதிரே உள்ள ஓட்டுநரின் குணநலனைப் பார்க்கிறவர்கள்: கொஞ்சம்கூட பொறுப்பில்லாதவன், வண்டியே ஓட்ட தெரியவில்லை, முட்டாள் என நினைக்கிறார்கள்.

தோற்றத்தைப் பார்க்கிறவர்கள்: ஓட்டுகிறவரின் பாலினம், வயது, உயரம், நிறம் உள்ளிட்டவற்றைக் கவனிக்கிறார்கள். இந்த இரு வகையினருமே, எளிதில் எதிர்மறை உணர்வுக்குள்ளாகிக் கோபப்படுகிறார்கள். பழி தூற்றுகிறார்கள்.

ஆனால், சூழ்நிலையை யோசிக்கிறவர்கள்: நேர்மறையாகச் சிந்திப்பதுடன், சூழலைப் புரிந்துகொள்கிறார்கள், பொறுத்துக்கொள்கிறார்கள். ‘ஒருவேளை வாகனம் பழுதாகியிருக்கலாம்’, ‘வாகனத்தில் நோயுற்றோர் யாராவது இருக்கலாம்’, ‘முன்னால் ஏதாவது விபத்து நிகழ்ந்திருக்கலாம்’, ‘ஒலி எழுப்பி அவர்களைப் பயமுறுத்தாமல் கவனமாக இருக்க வேண்டும்’, ‘சிறிது நேரத்தில் சரியாகிவிடும்’, இங்கே இருப்பதற்கு எல்லாருக்குமே உரிமை உள்ளது” என நினைக்கிறார்கள், மாற்று வழி குறித்துச் சிந்திக்கிறார்களென சமூக உளவியலாளர்கள் தங்கள் ஆய்வில் கண்டுள்ளார்கள்.

ஒலிப்பானைத் தவிர்ப்போம்

ஆக, நம் பாதுகாப்புக்கு நாமே பொறுப்பு என்பதால், விரும்புகிறவர்கள், வாரத்தில் ஒருநாள் ஒலி எழுப்பாமலேயே வாகனம் ஓட்டிப் பார்க்கலாம். தானாகவே வண்டியின் வேகம் குறைவதை என்னைப்போலவே நீங்களும் அனுபவத்தில் உணர்வீர்கள். நேர் சாலையிலும், வளைவிலும் இடதுபுறம் மட்டுமே வாகனம் ஓட்டி, ஒருவழிச் சாலையில் எதிர்த்திசையில் வாகனம் ஓட்டாமல், மற்ற வாகன ஓட்டிகளை மதித்து, சூழ்நிலையைப் பகுத்துணர்ந்து பண்பட்டவர்களாக வாழ்வோம். பாதுகாப்பாகப் பயணிப்போம்.

தலை கவசம் உயிர் கவசம் :- விபத்தில் சிக்கும் மனிதர்களில் தலை கவசம் அணிந்தவர்கள் உயிருக்கு எந்த ஆபத்தும் விளைவதில்லை .எனவே தலை கவசம் அணியாமல் வாகனத்தை செலுத்த கூடாது .

இடதுபுறம் நடத்தல் :- சாலையின் இடதுபுறமாக நடக்கும் பழக்கம் உடைய மனிதர்கள் சுலபமாக வாகனங்களுக்கு வழிவிட இயலுகிறது எனவே நடந்து செல்லும் போதும் வாகனங்களை இயக்கும் போதும் இடது புறமாக நடக்க வேண்டும்

தகுந்த இடத்தில சாலையை கடத்தல் :- சாலையை கடக்கும் பொது அதற்கென உருவாக்க பட்ட வெள்ளை கோடுகள் வரைந்த பகுதியில் மட்டுமே கடக்க வேண்டும் .சிறு கவன குறைவும் அதிக பாதிப்புகளை ஏற்படுத்தும் என்ற உண்மையை உணர்ந்து சாலையை கடக்க வேண்டும் .

கவன ஒலியில் கவனம் :- வாகனங்களில் வரும் கவன ஒலியை (Horn Sound) கேட்ட உடனே திரும்பி பார்க்க வேண்டும் .திரும்பி பார்க்காமல் முன்னும் பின்னும் ஓட கூடாது

பாதுகாப்பு சைகைகள் :- வாகன ஓட்டியாக இல்லாமல் போனாலும் வாகன ஒட்டி கொடுக்கும் சைகைகளை தெரிந்து வைத்திருக்க வேண்டும் .உதாரணமாக வலது புறம் திரும்பும் ஒரு வாகனதை ஓட்டும் ஒருவர் வலது புறமாக கையால் அல்லது இண்டிகேட்டர் மூலமாக கொடுக்கும் சமிங்கையை புரிந்து கொள்ளுதல் மிக அவசியமாகவும்

சிகப்பு மஞ்சள் பச்சை :- சாலை பாதுகாப்பு நடவடிக்கையில் மிகவும் முக்கியமானது சாலை பாதுகாப்பு காவலர் கொடுக்கும் சிகப்பு,மஞ்சள்,பச்சை விளக்கு சமிக்கை என்ன என்று புரிந்து கொள்ளுதல் .

போதிய சாலை வசதிகளோ ,நல்ல சாலைகளோ இல்லாமல் இருந்தால் கூட,  சாலை விதிகளை பின்பற்றும் ஒருவர் எந்த ஆபத்திலும் சிக்குவதில்லை. எனவே சாலை பாதுகாப்பை வலியுறுத்தும் சாலை விதிகளை பின்பற்றி மகிழ்ச்சியாக வாழலாம் .

Road accidents are an unfortunate reality of our lives. The daily news reports generally contain at least one incident of a road accident. Depending on the severity of the accident, the number of casualties and the damage done can be concerning. Road accidents cost a lot of lives and property damage. To avoid accidents, everyone should be more careful and vigilant on the streets. As a driver, one must be extra cautious because one mistake from the driver can cost the lives of innocent others. 

  The Road Accident That I Experienced

I remember the first road accident I witnessed. It had changed my perspective on life. I still remember the date and the day very intricately. It was the 20th of September 2016. I was returning home from tuition. My mother had come to pick me up. It was around 6 o'clock in the evening. When we reached the bus stand, we saw a huge crowd of people at a few feet of distance from the bus stop. There were men in the crowd who were screaming in the regional language. 

At first, we couldn't understand what was going on. After a while of careful overhearing of the conversation of everyone near us, we could understand that there was an accident. So to get to the bottom of it we asked a shopkeeper what had  happened. He told us that indeed an accident took place a while ago. He then went on to give us a detailed event of what happened. According to him, a pedestrian was crossing the road. A passenger's bus had hit him. The man was left bleeding on the street. The people in the area then cornered the bus and assaulted the bus driver. The police were called to the scene. As for the pedestrian, when the police came over, they declared the man dead. However, as a formality, they sent him to the hospital but according to the shopkeeper, there is not much hope for a miracle. 

This incident made me realize how fragile life is. It could very well have been me or my loved one instead of that man.  The man was not at fault as he was following the rules, but because of the ignorance of another careless man, he had to lose his life. This incident has left a scar on my mind which still bothers me at times. 

Road accidents are a fairly tragic event that has dangerously increased in numbers nowadays. Today, there are more automobiles on the streets than ever. Some say that this increase in the number of automobiles is the reason the number of road accidents is increasing too. Some others say that people nowadays have become more careless, this leads to a higher number of accidents due to carelessness. Another problem that is very prevalent in India is the lack of civic sense in people. People in the cities of India do not strictly adhere to the traffic rules; some people also lack the basic road sense. On top of that, certain parts of the city have narrow roads. All these add up to increase road accidents.

Description of Road Accident:

Road accidents are scary for our lives. In recent times it has increased more. Every morning when you open a newspaper every second or third page will have news related to road accidents. The reason for increasing road accidents is due to the fact that people are buying more automobiles and have also become careless while driving vehicles.

Many a time we have seen that people are just avoiding following traffic rules. Especially in metropolitan cities, people are more careless while driving vehicles which ultimately lead to road accidents.

The foremost causes of road accidents in such metropolitan areas can be narrow roads and roads with potholes.

Thus a road accident damages the lives of life and material. People should be very careful while driving or walking on the road.

It is also seen that walking on the road is also equally dangerous because of heavy traffic it can also be harmful to the people walking on the road. Hence, such people should walk on the side of the road or walk on footpaths.

Road Accident Incident:

Once I was coming back from my office at that time when I witnessed a road accident. I was with my co-worker and it was around 6 o’clock in the evening. In the middle of the road, we saw a crowd surrounding something. We weren’t sure what was happening as the first thought that came to our mind was that it was probably a quarrel between two groups of people but then after reaching the spot, we found that an accident had taken place. 

After talking with the people present there, we came to know that a man who was crossing the road met with an accident while crossing the road. A truck passing by hit him leaving him with serious injuries. The man was lying on the ground bleeding and people were calling for an ambulance, plus they also informed the police about the incident. 

Subsequently, the police arrived and caught the driver of the truck as people had already taken a hold of the driver. During the investigation with the driver, the cops came to know that the driver was drunk and was driving the vehicle. Later on, cops detained him and took the injured person to the nearest hospital, and took a statement from the injured person. The driver was released later based on the statement given by the person. That incident made me realize how precious our lives are and we must be very careful when we are walking on the road, on foot, or driving a car.

  Prevention from Road Accidents:

There are some most important points that every person should keep in mind while driving or walking or crossing the road. These points are as follows:

Drive within the prescribed speed limit.

Don’t drink or smoke while driving.

Follow all the traffic rules as they are for our safety.

Never use mobile phones while driving a vehicle.

Always drive in the proper lane.

While riding a bike always wear a helmet.

If someone is injured at that time first check the severity of the casualty accordingly and give the treatment. If the person is having normal injuries, first treat him/her with first aid and in the matter of serious injuries call an emergency ambulance.

5.  Why is it important to give First Aid immediately after the accident?

To promote instant relief and to avoid any further damage as well as for speedy recovery it is recommended to give first aid treatment immediately after the accident. This can help to reduce the fatal level of the injuries before getting emergency treatment.  As it is not always possible that emergency care reaches the victim within an hour. In that case, the people who are available next to the victim can give him/her first aid treatment to save his/her life.

In the article the analysis of the frequency, traumatism and mortality of road accidents has been carried out at the regional level for the countries of Central and Eastern Europe and has made it possible to draw conclusions regarding certain spatial features of the distribution of these indicators and on the nonrandom nature of the location of their values on maps of the CEE regions featured in the study. On the basis of methods of spatial statistics and econometrics we have demonstrated the existence of a spatial structure in the distribution of the risks and consequences of road accidents in the various regions. Cluster analysis has enabled us to distinguish uniform clusters of regions categorised by the risks, traumatism and mortality rates of road accidents. Each year, 1.35 million people worldwide die due to Road Traffic Injuries (RTI), highlighting the need for further research. The risk of RTI is usually estimated as the number of casualties divided by the level of exposure in a population. Identifying the most appropriate exposure measures is one of the most important current challenges in this field. This paper presents an analysis of exposure measures used in empirical studies on road accidents. The results show a large variability in the exposure measures used, ranging from more general measures (such as population figures or vehicle fleet) to more specific measures related to mobility (such as number of trips, distances or travel time). A comparison of the risk patterns found shows that there is a partial consensus on the profiles with the highest risk of road traffic injuries. A look at Russian scholarship of the Tamil language

A growing interest in India’s wide range of languages in the 19 th and 20 th centuries led to several Russian scholars conducting research on the Tamil language. Russian orientalist Vladimir Makarenko, who co-compiled the first Russian-Malayalam and Russian-Kannada dictionaries and was a Tamil scholar, presented several papers on the Tamil language, most notably on Tamil loan words in Southeast Asian languages and South Indian cultural influences in Southeast Asia.

Russian publications on the Tamil language

Tamil was popularized among the scholar community in St. Petersburg in the late 19 th century by two Dravidologists- Karl Graul and Sergey Bulich.

“Bulich published a two-volume Account of the History of Linguistics in Russia, gathered a big collection of works on Dravidian linguistic and wrote several articles on Tamil, Telugu and Malayalam languages,” Makarenko wrote. “The most interesting is the article ‘The Tamil Language,’ where Bulich paid much attention to colloquial Tamil (koduntamil). “

Russian research on Tamil continued through the 20 th century. The Soviet government, which was eager to build ties with India, encouraged scholars to learn more about Dravidian languages. One of the Tamil language’s best friends in Moscow in the 20 th century was Mikhail Andronov, who wrote ‘A grammar of modern and classical Tamil’ in 1961, ‘The etymology of Tamil, Dravidian’ in 1977 and ‘A comparative grammar of the Dravidian languages in 1978.’ He was also among the first academicians to write a book on the Brahui language, a Dravidian language spoken in Baluchistan.
