Are you ready to take the Civil Service Exams?

Have you already submitted your applications for the exams for the correct level you needed, whether sub-professional or professional?

After you’ve accomplished everything and paid the corresponding fees, you are now ready to take the exams. We assume you’ve already reviewed as well.

But before you can actually head to the testing center, Civil Service Exam takers must accomplish one more thing: generating your room assignment for your test.

Many years ago, the Civil Service Commission (CSC), applicants had to go to the nearest CSC office to check the testing center and room number.

This time, however, the process has been simplified. You no longer have to visit the CSC office or wait for your notice to arrive, because this could be done online.

Online School and Room Assignment (ONSA) for Civil Service Exams

Here’s a step-by-step guide to generating and checking your room assignment for the civil service exams:

  • Head over to the official website of the CSC [ http://csc.gov.ph /] to generate the Online Notice of School Assignment (ONSA) or this link: http://enosa.csc.gov.ph/eNOSAv3 /
  • If the link is offline, then this mostly likely means there are no upcoming schedules yet. Check from time to time until the link becomes online. The link is usually available about 2 weeks before your scheduled exam.
  • Read the instructions carefully and properly fill out the form with your personal details.
  • When you reach the part that requires you to put your middle initial, online put the letter in. Make sure you don’t put periods in this portion. For example, you only need S for Santos and DJ for De Jesus.
  • In the blank for birthday , put in your birthdate in the following format: MM/DD/YYYY.
  • Check the form to ensure the data you typed in are correct, including the test you need to take.
  • Click the button to generate your room assignment.
  • Print out the ONSA and bring this on your exam date.
  • Should there be problems in the generation of your ONSA, make sure to verify your room assignment and schedule at the nearest CSC Regional/Field Office concerned at least 1 week before the exam date.

ONSA, School and Room Assignments: August 2023 Civil Service Exam (CSE)

MANILA, Philippines – The Civil Service Commission (CSC) releases the School and Room Assignments for the August 2023 Civil Service Exam – Pen and Paper Test (CSE-PPT) a few weeks before the exams.

The Online Notice of School Assignments (ONSA) for Professional and Subprofessional Levels eligibility exams is available on the CSC’s official regional pages as well as the official website.

How to use ONSA?

Checking the room assignments through CSC’s Online Notice of School Assignments is fairly easy. Here are the steps.

  • Go to the ONSA page from CSC .
  • Enter the Last Name, First Name, Ext. Name (if any), MIddle Initial and Date of Birth.
  • Select the date of examination (August 20, 2023).
  • Select the type of examination (Professional or Subprofessional).
  • Accept the CSC Privacy Policy.
  • Press the Submit Button.
  • If problems persist, contact the Regional office for assistance.

2023 Civil Service Exam Schedule

CSE-PPT aims to establish a Register of Eligibles (RoE) from which certification and appointment to first and second-level positions in the civil service.

This is with exception to those involving the practice of profession and/or covered by special laws, provided the eligibles meet the qualifications and other requirements of the positions.

Additionally, passers of Bar and Board exams may opt not to take the Civil Service Exam as they are already considered exempted pursuant to Republic Act 1080.

Should the examinee can’t access the room assignment, he/she can directly verify with the concerned CSC Regional or Field Office.

Examinees shall bring the following requirements on examination proper. Valid Identification Card – preferably same ID presented during filing of exams; if no valid ID, bring original PSA-issued birth certificate; Notice of School Assignment generated thru ONSA, Application Receipt (if applicable); black ball-pen, water or non-alcoholic beverage placed in a transparent container.

In preparation for the upcoming exam, examinees can visit the assigned school/testing venue before the examination day to be familiar with the location.

On the exam proper, CSC reminds examinees to report earlier at the testing venue. Testing centers will be open starting at 6:00 A.M.

Additional Reminders

Examinees must take note of the succeeding additional reminders from CSC.

  • Gates of testing venues will close at 7:30 A.M. Latecomers will not be admitted.
  • Cellular phones or similar gadgets, calculators, wristwatches, books, and other forms of printed materials are not allowed inside the examination premises.
  • Examinees shall adhere to the attire set by the Civil Service Commission. Proper attire shall be worn on the day of exams.
  • Similarly, wearing slippers, short pants, a sleeveless shirt and blouse, or similar clothes are not allowed.

How to Check Your Civil Service Exam Ratings Online (OCSERGS)

If you have taken the Civil Service Exam in a bid to get more opportunities to get hired, then you’d probably be interested to know that the Civil Service Commission (CSC) has gone ahead with the technological advancements and migrated some of their essential services online, including the checking of the civil service exam ratings via the Online Career Service Examination Result Generation System (OCSERGS).

In an effort to make their operations and services more convenient to the masses, the Civil Service Commission now operates an online system, OCSERGS, to help test takers see how their test performance – regardless if it’s a pass or fail.

In this article, we will provide you with a complete guide to navigate the OCSERGS and check your civil service exam rating online, without leaving the comforts of your home. This guide will also list all the information you need to prepare, to make the process as painless as possible.

How to view your Civil Service Exam Online?

Did you take the Civil Service Exam? Do you want to know your rating? Well, the individual results of the CSE-PPT for the Professional and Sub-Professional Level is now available online. Whether you passed or failed the exam is irrelevant, as the system will be able to tell you your rating using the CSC portal known as the Online Career Service Examination Result Generation System (OCSERGS).

What is the CSC OCSERGS?

OCSERGS stands for Online Career Service Examination Result Generation System . This is the Civil Service Commission’s online system that helps generate all the test results of the test takers during the civil service exam pen and paper test (CSE-PPT) 15 days after the results are officially released. Those who took the CSE – FSO ( Foreign Service Officer ) , Penology Officer Examination, Fire Officer Examination, BCLT / ICLT Examination, Pre-Employment Test, and Promotional Test can also use these steps to check and verify their respective exam results. They just need to select the appropriate type of examination from among the given choices.

On top of that, the OCSERGS is also where the examinees can verify and generate their ratings for both Professional and Subprofessional levels.

What are the requirements when checking your Civil Service Exam Ratings Online?

Before heading to the OCSERGS page, however, remember to have the following information at hand so you will be able to proceed with checking your ratings for the Civil Service Examination:

  • Examinee Number
  • Date of Examination (Select from the dropdown menu)
  • Middle Initial (Input the letter only! Don’t put a period. You may also leave it blank if there’s none)
  • Date of Birth (You may use the dropdown menu to key in your birth date. Just make sure to follow the format: mm/dd/yyyy)
  • Type of Examination ( the type of exam taken. e.g.: CSE-PPT, CSE – FSO, BCLT, ICLT, etc.)
  • Region (where you took the exam)

How to use the OCSERGS?

If you wish to access this page from the CSC website, then you’ll need to follow these steps:

  • Visit the Philippine Civil Service Commission Website.

Note that the website might take time to load sometimes, due to the number of visitors particularly during and around the exam results release date.

  • Hover your mouse to navigation link ‘Online Services’ and pick the service you need, namely the “Online CS Examination Result Generation System.”

The CSC offers various online services so when you hover over the “Online Services” option, you will see three choices: “Online CS Examination Result Generation System,” “ Online Notice of School Assignment ,” and “CSC WEBMAIL.” Choose the first one which is “Online CS Examination Result Generation System (OCSERGS).”

By typing the OCSERGS link on the Search bar:

OCSERGS can be accessed by going to the OCSERGS page directly by typing http://erpo.csc.gov.ph/ocsergs/ on the search bar.

Checking the Civil Service Exam Ratings

To check your Civil Service Examination ratings, you will need to:

  • Visit the OCSERGS page using either a desktop or mobile device with a stable internet connection.
  • Fill out the form with the required information on the corresponding data fields. You may use the drop-down menu where available to ensure you are keying in the correct information.
  • Once done, review the inputted information to make sure that they’re correct.
  • Then, click the ‘SUBMIT’ button.

Note: If you encounter a system error, simply click the arrow left or back icon at the upper left part of the screen. Then, click the submit button again.

  • The OCSERGS system will generate the Notice of Rating on screen and it will provide details of your general ratings as well as the ratings breakdown per competency area.
  • Once the system generates the Notice of Rating showing your CSC Exam results, you may print this report by pressing Ctrl+P or just use the ‘Print’ option from the ‘File’ menu.

Note: You may also opt to save this as a PDF file for future reference or if you do not wish to have it printed just yet. This way, so you wouldn’t have to go through the same procedures again if you need another copy of your ‘Notice of Rating’.

Things to remember

There are a few things that are worth knowing when checking your Civil Service Exam ratings. We listed some of them for tour convenience:

  • According to the CSC, any concerns regarding the exam results should be routed through the CSC Regional Office concerned.

In an announcement, the CSC said,

“Concerns on examination result including verification on examinee number should be coordinated directly with the CSC Regional Office concerned.”
  • The Certification of Eligibility for tge CSC passers may be obtained from the CSC Regional Offices they had taken the exams from.
  • The Certification of Eligibility is free of charge and is printed on security paper with CSC letterhead.
  • When securing a Certification of Eligibility, the passer is strongly advised to verify/check the ratings and the availability of certification before visiting the CSC Regional or field offices.
  • Before you race off to the nearest CSC regional or field office, make sure to wait for the little reminder that the Civil Service Commission will give as this is their go signal to claim the Certificate of Eligibility.
  • You are only allowed to claim the Certification of Eligibility once this announcement has been made.
  • The Certificate of Eligibility will be available for claiming approximately 30 days after the results are posted.

For further inquiries or other concerns, make sure to reach out to the CSC Regional or Field Office with jurisdiction to the area where the exam was taken.

The e-NOA and its enhanced version, the e-NOAv2, are specially designed to provide fast, accurate, and paperless notice of school and room assignments to examinees taking the Career Service Commission (CSC) examinations in Region 2 (ROII). This application, which was exclusively developed and used in CSC ROII, aims to lessen the costly and tedious task of manually preparing, sorting, and mailing school and room assignment notice to career service examinees.

Background and Problem

The Civil Service Commission, in its mandate to ensure that appointments in the civil service shall be made according to merit and fitness, administers the nationwide CSE-PPT twice a year. Before the inception of the e-NOA in 2013, the CSC ROII received an average of 10,000 examination applications in one examination period or an average of 20,000 examination applications for the whole year. During those times, the ESD manually sends notices of school and room assignments to examinees through snail mail. Considering the large number of applications, preparing, sorting, and mailing the individual notice of school and room assignments was an ordeal for the Division, which was then manned by only five staff. The time spent by the staff in doing these tasks has affected their efficiency in performing the more important aspects of exam administration. Moreover, it was observed that thousands of mails have been “returned to sender” as the addressees have either moved places or did not provide the correct mailing address, thereby affecting the number of examinee attendance.

Solution and Impact

The e-NOAv2 offers the CS examinees the easiest, fastest, and cheapest way to obtain their school and room assignments for the CS exam. All examinees, including those in remote areas without internet connectivity, can obtain information about their school and room assignments through the automatic sending of NOA. If the examinees changed their contact number or did not receive the NOA, they can simply request NOA through the CSC regional and field offices’ hotlines, to which the action officers may reply using the eNOAv2.

The e-NOAv2 works by installing the application on the laptop or desktop computer, android device, or mobile phone of all field offices and ESD personnel in the region so that they can be able to quickly disseminate the NOA in their respective jurisdiction or reply to queries on school and room assignment any time. Also, during the actual examination day, all testing centers are equipped with a pre-installed e-NOAv2 application to facilitate the quick search of room assignments of examinees, if needed.

The CSC ROII has observed a considerable decrease in exam administration costs. The cost of mailing allotted for each examinee was ten pesos. Hence, with 10,000 examinees, the Office saves more than Php 100,000 for mailing services using e-NOA. The e-NOAv2 has contributed to the environment by ensuring zero waste. The CSC ROII has also observed a boost in productivity from ESD staff since the tedious task of manual NOA preparation has been removed.

Furthermore, the CSC ROII communicated with its clients clearly and effectively, ensuring an error-free NOA because of limited human intervention. More importantly, it has facilitated locating school and room assignments on the part of the examinees as they receive their NOA at least a week before the examination day, giving them ample time to visit the school before the test. Moreover, the e-NOAv2 has an added feature that uses Google Maps to help examinees locate their school assignments.

Considering that almost everyone already possesses mobile phones, the CSC ROII has recognized that the e-NOA/e-NOAv2 is the most efficient and effective way to reach its examinees. As a result of the fast and reliable information given to examinees on their school and room assignments, the ESD has observed a remarkable improvement in the number of absent examinees during the examination day.

The e-NOA, then later the e-NOAv2, is a distinct practice identifiable to CSC ROII. Because of its perceived advantages and impact, the Examination, Recruitment, and Placement Office (ERPO) of the CSC Central Office and the other Regional Offices have acknowledged the usefulness and efficiency of the e-NOA/e-NOAv2 in improving exam administration. As such, the proponent of the innovation, Mr. Anthony Jay L. Barruga, has been repeatedly invited during learning interventions at the CSC Central Office to share about the e-NOA and requested for possible replication of the application to be used by the other regional offices. Because of these innovations, Mr. Barruga was recognized and conferred the CSC PRAISE Gawad Kahusayan Award in 2015, and the CSC ROII PRAISE Most Outstanding Dependability Award in 2018. He was again awarded the CSC PRAISE Gawad Kahusayan in 2019 for the e-NOAv2.

Aiming to improve the innovation continuously, Mr. Barruga gathers feedback and studies the possibilities of upgrading the features of the current e-NOAv2. As an added new feature, the e-NOAv2 functions as a web-based application wherein information dissemination may be done through e-mail. Further, the e-NOAv2 is now incorporated in the Examination Application Information System (EAISY 2013), a system used in encoding examination applications and serves as a database of information of registered examinees.

MOSCOW (AP) — People strolling across Moscow’s snowy Red Square on the evening of Dec. 25, 1991 were surprised to witness one of the 20th century’s most pivotal moments — the Soviet red flag over the Kremlin pulled down and replaced with the Russian Federation’s tricolor.

Just minutes earlier, Soviet President Mikhail Gorbachev announced his resignation in a live televised address to the nation, concluding 74 years of Soviet history.

In his memoirs, Gorbachev, now 90, bitterly lamented his failure to prevent the USSR’s demise, an event that upset the world’s balance of power and sowed the seeds of an ongoing tug-of-war between Russia and neighboring Ukraine.

“I still regret that I failed to bring the ship under my command to calm waters, failed to complete reforming the country,” Gorbachev wrote.

Political experts argue to this day whether he could have held onto his position and saved the USSR. Some charge that Gorbachev, who came to power in 1985, could have prevented the Soviet breakup if he had moved more resolutely to modernize the anemic state-controlled economy while keeping tighter controls on the political system.

“The collapse of the Soviet Union was one of those occasions in history that are believed to be unthinkable until they become inevitable,” Dmitri Trenin, the director of the Moscow Carnegie Center, told The Associated Press. “The Soviet Union, whatever its long-term chances were, was not destined to go down when it did.”

A failed August 1991 coup by the Communist old guard provided a major catalyst, dramatically eroding Gorbachev’s authority and encouraging more Soviet republics to seek independence.

While Gorbachev desperately tried to negotiate a new “union treaty” between the republics to preserve the USSR, he faced stiff resistance from his arch-rival, Russian Federation leader Boris Yeltsin, who was eager to take over the Kremlin and had backing from other independent-minded heads of Soviet republics.

On Dec. 8, the leaders of Russia, Ukraine and Belarus met in a hunting lodge, declaring the USSR dead and announcing the creation of the Commonwealth of Independent States. Two weeks later, eight other Soviet republics joined the newly formed alliance, handing Gorbachev a stark choice: step down or try to avert the country’s breakup by force.

The Soviet leader analyzed the tough dilemma in his memoirs, noting that an attempt to order the arrest of the republics’ leaders could have resulted in a bloodbath amid split loyalties in the military and law enforcement agencies.

“If I had decided to rely on some part of the armed structures, it would have inevitably triggered an acute political conflict fraught with blood and far-reaching negative consequences,” Gorbachev wrote. “I couldn’t do that: I would have stopped being myself.”

What would have happened had Gorbachev resorted to force is hard to imagine in retrospect, the Carnegie Center’s Trenin observed..

“It might have unleashed bloody events in Moscow and across Russia, maybe across the Soviet Union, or it might have consolidated some things,” he said. “Had he decided to go down that route...there would have been blood on his hands. He would have had to turn into a sort of a dictator, because that would have...done away with his most important element of legacy; that is, not using force in a massive way.”

When the leaders of Russia, Belarus and Ukraine declared the Soviet Union defunct, they didn’t pay much attention to what would happen to the 4-million-strong Soviet military and its massive nuclear arsenals.

After the Soviet collapse, it took years of U.S.-led diplomatic efforts to persuade Ukraine, Belarus and Kazakhstan to hand over to Russia the Soviet nuclear weapons left on their territories — a process finally completed in 1996.

“The leaders of the republics that announced the end of the Soviet Union in December 1991 did not think through all the consequences of what they were doing,” Gorbachev’s aide, Pavel Palazhchenko, told the AP.

Russian President Vladimir Putin, whose two decades at the helm is longer than Gorbachev and Yeltsin’s tenures combined, has famously described the Soviet collapse as “the greatest geopolitical catastrophe of the 20th century.”

“The breakup of the Soviet Union was the collapse of a historic Russia,” Putin said in a documentary that aired this month on Russian state television. “We lost 40% of the territory, production capacities and population. We became a different country. What had been built over a millennium was lost to a large extent.”

The Kremlin moved to redraw the post-Soviet borders in 2014, responding to the ouster of Ukraine’s former Moscow-friendly leader by annexing the Ukrainian Crimean Peninsula and throwing its weight behind separatist rebels in its neighbor’s east.

More than seven years of fighting in Ukraine’s eastern industrial heartland has killed over 14,000 people. Tensions flared up in recent weeks over a Russian troop buildup near Ukraine that fueled Western fears of an invasion.

Moscow has denied plans for an offensive and sternly urged the U.S. and its allies to provide a binding pledge that NATO wouldn’t expand to Ukraine or deploy weapons there — a demand rejected by the West.

Putin and his officials countered the Western argument that Russia doesn’t have a say in the alliance’s expansion by emphasizing the country’s right to protect its core security interests.

“Russia has never pretended to have the right of vote to make decisions for other countries,” Konstantin Kosachev, a deputy speaker of the upper house of Russian parliament, told the AP. “But we have an absolute right of vote to ensure our own interests and security, and to offer our vision of a security environment in the nearby regions.”

While Putin has repeatedly denied intentions to rebuild the USSR, he has described Russians and Ukrainians as “one people” over angry protests from Kyiv and charged that Ukraine unfairly inherited historic parts of Russia in the Soviet demise.

The Russian leader further toughened his rhetoric Thursday amid spiraling tensions with the West, blaming Soviet founder Vladimir Lenin for handing Russian lands to Ukraine to “create a country that had never existed before.”
