CHED Scholarship for Masteral and Doctoral: How to Apply and What are the Requirements?

MANILA, Philippines – The Commission on Higher Education (CHED) opened its doors to expanding opportunities to faculty members and HEI’s non-teaching staff  in finishing their higher education degrees through the “Scholarships for Graduate Studies” program. As quoted from Chairperson, Patricia B. Licuanan,

While we continue to make significant progress in providing wider access to higher education, we are also making unprecedented investments in our faculty and academic institutions. CHED is equally committed to ensuring that this is access to quality education.

How to apply? What are the requirements for application in CHED scholarship program for Master’s and Doctorate degree programs? Am I eligible? These are just three of the many questions being asked by all interested applicants.

As per CHED Memorandum Order No. 3, series of 2016, all Philippine Higher Education Institutions (HEIs) are invited to submit nominations of eligible faculty and non-teaching staff for the ‘K to 12 Transition Graduate Education full time scholarship for Master’s, Doctorate and Thesis/Dissertation grants for AY 2017-2018.

UPDATE: Online nominations for SHEIs and nominees for first term Academic Year (A.Y.) 2017-2018 are now open. The deadline of application is on March 31, 2017 (Friday) .

ONLINE APPLICATION

CHED has updated the process of nominations for Graduate Education Scholarships (local) in the K-12 Transition Period as per CHED Memo Order No. 4, s. 2017 and CMO No. 3 and 36 series of 2016.

An online nomination site is being used in aim to increase the accessibility and efficiency of SHEIs to nominate and provide nominees easy venue for submitting necessary documentary requirements.

The online nomination website can be accessed at online.chedk12.com .

ELIGIBILITY REQUIREMENTS

HEIs may nominate faculty member or non-teaching staff provided he/she meets the following eligibility criteria, courtesy of CHED.

  • Must be a Filipino citizen and not more than 52 years of age for Master’s and 50 years old for Doctorate
  • Must be fully or partially deloaded at the time of the scholarship, with a maximum teaching load of six (6) units for teaching personnel, or an equivalent of ten (10) hours of workload per week for non-teaching personnel.
  • Has graduated and possesses a degree relevant to his/her nomination, from a CHED-recognized program from a recognized institution.
  • For personnel applying for full scholarship, whether new or ongoing, shall pursue graduate studies in a CHED-approved program and Delivering HEI.
  • Shall pursue a course that is aligned with his/her teaching specialization, or justified in terms of alignment to the SHEI’s strategic direction/goals, contribution to the discipline, or contribution to regional and national goals.
  • Must be of good health and good moral character
  • With strong academic record
  • Has no pending criminal offense(s)
  • Will pursue the degree as aligned with his/her specialization
  • Will fulfill the TOS set forth at CMO No. 3 series of 2016

The St. La Salle Scholarship for Graduate Students is a merit-based program that supports high-achieving graduate students pursuing Master’s and Doctoral degrees at De La Salle University. Selected scholars will receive full or partial tuition and fees waiver effective academic year 2024-2025.

  • Curriculum Vitae (CV): A comprehensive CV detailing the applicant’s academic background, research experiences, publications, awards, and other relevant achievements. .
  • Personal Statement: A narrative essay (maximum of 500 words) describing the applicant’s academic goals, research interests, and how the scholarship will help them achieve these goals.
  • Letters of Recommendation: At least two letters of recommendation from previous professors or employers, highlighting the applicant’s academic and/or professional achievements, work ethic, and potential for success in graduate studies.  Important Note:  For confidentiality reasons, please ask your evaluator to upload the recommendation letter using this Google Form: Uploading of Recommendation Letter for St. La Salle GS . The Commission on Higher Education (CHED) is a governmental body established on May 18, 1994, under Republic Act No. 7722, also known as the Higher Education Act of 1994. 

It operates under the Office of the President of the Philippines and serves as the central authority responsible for regulating and overseeing all higher education institutions (HEIs) and post-secondary educational programs nationwide.

The CHED-SIKAP Grant, or Scholarships for Instructors’ Knowledge Advancement Program (SIKAP), is designed to support teaching and non-teaching personnel from Higher Education Institutions (HEIs) in pursuing advanced studies. 

This initiative aligns with CHED’s commitment to enhancing the quality of education by promoting professional development among educators and staff.

Pursuant to Republic Act No. 7722 and CHED Memorandum Order No. 15, series of 2019, the Commission has approved the Revised Guidelines of CHED Memorandum Order (CMO) No. 06, series of 2020, for the SIKAP Grant. 

This scholarship program is open to incoming or existing graduate students who undertake their studies in eligible graduate programs offered by designated Delivering Higher Education Institutions (DHEIs).

The SIKAP Grant covers teaching and non-teaching personnel employed or separated from service within 12 months from the date of application by CHED-recognized HEIs. 

These include institutions recognized by CHED, the Ministry of Basic, Higher and Technical Education (MBHTE), and Local Universities and Colleges (LUCs) with Institutional Recognition (IR) issued by CHED.

The CHED-SIKAP Grant embodies the Commission’s dedication to fostering academic excellence and professional growth within the Philippine higher education sector. 

Eligibility:

Below are the eligibility criteria for the CHED-SIKAP Grant. Whether employed at or recently transitioned from a higher education institution (HEI), these requirements determine your eligibility.

Eligibility Criteria for CHED SIKAP Grant:

The CHED-SIKAP Grant is open to existing and former personnel of CHED-recognized HEIs who are willing to undertake full-time study in graduate programs at recognized institutions. 

Former HEI personnel within 12 months of employment termination are eligible to apply. SIKAP offers opportunities for both teaching and non-teaching staff to pursue advanced studies with government support.

Eligibility Requirements for Full-Time Study

  • Filipino Citizen;
  • The applicant must undertake and complete her/his graduate studies in an eligible graduate program offered by any of the following:
  • Autonomous / Deregulated Institutions;
  • State Universities and Colleges (SUC) designated as Level III or higher;
  • Center of Excellence (COE) or Center of Development (COD);
  • A program accredited as or whose equivalent undergraduate program is accredited as Program Level III or higher; OR
  • Mindanao State University (MSU) and its constituent units, or the University of the Philippines (UP) and its constituent units
  • Applicant is Teaching or Non-Teaching Personnel who are employed or separated from service/discharged within 12 months from the date of application, including those under the basic or technical education divisions or departments, by any of the following HEIs:
  • An HEI duly recognized by CHED; or
  • An HEI duly recognized by the Ministry of Basic, Higher and Technical Education (MBHTE);
  • Local Universities and Colleges (LUCs) with Institutional Recognition (IR) issued by CHED;
  • For those employed, must have an approved study leave for full-time study from the start of the scholarship and for the duration of study or, an issued certification of deloading of teaching units/work responsibilities/assignment from the Head of the Human Resource Office or its equivalent and attested by the HEI President or its equivalent;

For those previously employed:

  • Must be separated from service/discharged within the last twelve (12) months at the time of application;
  • The separation from service/discharge was not due to an administrative charge, dismissal or just causes as attested by a certification issued by the Head of the Human Resource Office of the previous employer.
  • Must be physically fit and mentally prepared to undertake and complete graduate work as supported by a medical certificate;
  • Age is not more than 50 years old within 6 months from the date of application (i.e. will not turn 51 in the next 6 months from the date of submitted application);

Mode of Implementation for Full-Time Study

  • The CHED-SIKAP Grant shall be implemented through two models:
  • Delivering HEI (DHEI) Model, for graduate programs which are offered by partner HEIs with signed Memoranda of Agreement (MOA) with CHED. Previously employed applicants are only allowed under the DHEI Model.
  • Individual Model, for graduate programs which are offered by HEIs that are qualified under the scope and coverage of the policy.

Eligibility Requirements Part-Time Study

To be eligible for part-time study under the CHED-SIKAP Grant, applicants must meet the following criteria:

  • Filipino Citizen: Applicants must be citizens of the Philippines.
  • Designated Delivering Higher Education Institutions (DHEIs) : Applicants must undertake and complete their graduate studies in eligible graduate programs offered by designated DHEIs, including:
  • Autonomous/Deregulated Institutions,
  • State Universities and Colleges (SUC) designated as Level III and above,    
  • Centers of Excellence (COE) or Centers of Development (COD),
  • Programs accredited as Program Level III or above, or equivalent undergraduate programs accredited as Program Level III or above,    
  • Mindanao State University (MSU) and its constituent units, or the University of the Philippines (UP) and its constituent units.
  • Teaching and Non-Teaching Personnel: Applicants must be teaching and non-teaching personnel, including those under basic or technical education divisions or departments, who wish to pursue and complete a graduate degree on a part-time basis. 

They must be existing personnel of any of the following HEIs with a plantilla/regular item, including those with temporary appointment or contractual employment status:

  • HEIs recognized by CHED,    
  • HEIs recognized by the Ministry of Basic, Higher and Technical Education (MBHTE),
  • Local University and Colleges (LUCs) with Institutional Recognition (IR) issued by CHED.

Employment Status of Applicants: Employment status requirements vary based on the type of appointment:

  • Full-time Faculty or HEI Personnel with plantilla/tenured items with a minimum performance rating of “Very Satisfactory” or its equivalent in the past three (3) years of continuous service to the sending HEI at the time of application,
  • Full-time Faculty or HEI Personnel with temporary or probationary appointments with a minimum performance rating of “Very Satisfactory” or its equivalent for the past one (1) year in the sending HEI,
  • Contractual or Contract of Service HEI Personnel with Full-Time Equivalent Teaching Load/Work Load with an existing contract with the sending HEI at the time of application with a minimum performance rating of “Very Satisfactory” or its equivalent at the time of application for the past one (1) year,
  • Part-time Contractual or Contract of Service Faculty with an existing contract with the sending HEI at the time of the application and have continuously served the sending HEI as full-time/part-time faculty for 3 cumulative academic years with a minimum performance rating/Student Evaluation of Teachers (SET) of “Very Satisfactory” or equivalent.
  • Alignment with Research Agenda: For applicants classified under specific employment statuses, the proposed thesis/dissertation must align with the research and development agenda of either the sending HEI and/or DHEI as attested by the HEI President or its equivalent.
  • Permit to Study: Applicants must secure a permit to study from the HEI President or its equivalent, duly endorsed by the Faculty and Staff Development Committee or its equivalent.
  • Physical and Mental Fitness: Applicants must be physically fit and mentally prepared to undertake and complete graduate work as supported by a medical certificate.
  • Age Limit: For applicants classified under certain employment statuses, age must not exceed 50 years old within 6 months from the date of application.

Full-Time Study Ineligibility

  • Applicants with existing government-funded grant/scholarship;
  • Applicants who failed to disclose having a relative up to the fourth (4th) degree of consanguinity or affinity to any CHED employee in the CHED Regional Office (CHEDRO) where the application is being processed;
  • Applicants holding Top, Middle, and First-Line managerial positions or designations including those with top, middle, or first-line management duties/responsibilities WITHOUT an approved study leave for full-time study at the time of the application and for the duration of the study;
  • Applicants employed on a full-time basis in a non-HEI agency/institution and for the duration of study;
  • Applicants previously employed in an HEI beyond 12 months at the time of the application and/or whose separation from service/discharge was due to the fault of the faculty/HEI personnel;
  • Applicant holding a degree in the same degree level being applied for (i.e., applicants applying for a scholarship to pursue a doctorate degree must not already possess a doctorate degree);
  • Applicants enrolled in more than one graduate program;
  • Applicants who do not fulfill any of the qualifications provided in the policy, including non-compliance/incomplete submission of documentary requirements.

Part-Time Study Ineligibility

  • Applicants who are full-time faculty or HEI Personnel with plantilla/tenured items who have an existing government-funded grant/scholarship;
  • Applicants without existing employment or contract of service with an HEI at the time of the application;
  • For applicants who are already admitted to a graduate program, with failing grades, dropped, shifted/changed the program of study, or those whose status is already on extension or beyond the regular study plan;
  • Applicants who do not fulfill the qualifications provided in the policy, including non-compliance/incomplete submission of documentary requirements.

Submit the Complete Scholarship Package:

Once you have completed and gathered all required documents, submit the complete scholarship package as follows:

  • For the DHEI Model, submit it to your Delivering Higher Education Institution.
  • For the Individual Model, submit it to the CHED Regional Office (RO) where the applicant will be receiving instruction.

General Guidelines and Selection Criteria:

Notification of Acceptance:

1. Successful applicants must formally communicate their acceptance of the grant and confirm their enrollment in the approved graduate program through written acknowledgment addressed to the CHEDRO on or before the submission date set by the CHEDRO.

2. The result of the CHED-SIKAP Grant Scholarship application is final. No appeals will be entertained.

3. Applicants who did not initially qualify for the SIKAP Grant Scholarship may re-apply and will be subject to a NEW application process. An applicant may not claim to the CHEDRO her/his previously submitted application documents which will be used for re-application.

4. The CHEDRO Implementing Unit shall receive and evaluate applications. All applications received will be short-listed based on complete and correct application documents and compliance with the eligibility criteria provided in the policy.

Short-listed applicants will be ranked based on the overall score obtained from the following selection criteria:

5. The CHED Regional Director (CHED RD) is authorized to render decisions regarding the approval and disapproval of applications. The CHEDRO shall inform the applicants of the result of their application.

6. Matters outside the scope of policy and specific concerns identified in this policy will remain with the CHED Central Office (CHEDCO).

7. Applicants classified as waitlisted must comply with the deficiency within the term before s/he will be considered as “eligible” for the following term, subject to the evaluation and approval of the CHEDRO.

Waitlisted applicants who will be considered as eligible will only receive scholarship privileges in the following term in the HEI of study.

8. The Commission shall allow the submission of unaltered and electronically signed, generated and/or validated documents in the event of a State of Calamity, State of Emergency, or similar proclamations issued by the government.

Such documents will be subject to validation and submission of its hardcopy with “wet signature” within a reasonable timeframe to ensure integrity of the document.

As required, guidelines for this purpose shall be issued separately by the Commission.

9. All submitted application documents including its supporting documents shall be considered as property of the CHED and shall no longer be returned to the applicant notwithstanding the result of the application.

10. All CHED-SIKAP Grant Scholars must obtain a Travel Clearance from the Commission for their foreign travel.

11. All SIKAP Grant Scholars approved under full-time scholarship shall continue to be and shall commit to finish the degree under full-time study.

12. CHED-SIKAP Grant Scholars must undertake a return service obligation of one (1) year per year of study, or a fraction thereof, upon completion of the program. S/he is automatically released from the obligation to be on full-time study, and scholarship privileges will be limited to available student research support fund, subject to eligibility and availability.

Evaluation Process:

1. The CHEDRO shall screen the applications and ensure the completeness and veracity of documents submitted.

2. The CHEDRO shall screen the applications based on the Selection Criteria provided in Section 3.2.4. of the Revised Guidelines on the SIKAP Grant.

3. The CHEDRO shall forward recommended applications for the approval of the CHED RD.

4. The CHED RD shall render the final decision on the approval or disapproval of the application.

It is a good idea to pass it in advance however we might missed some details for the application kasi po baka may changes either sa requirements or mode ng application so i suggest po siguro e hold niyo po muna yung pag pass, kung ano po yung mga details dito you can prepare it po baka sakali same parin ng guidelines, requirements or etc.

DOST Scholarship 2023 is now accepting applications from all eligible Filipinos. The Department of Science and Technology-Science Education Institute (DOST-SEI) has announced a new Scholarship Program under the Capacity Building Program in Science and Mathematics Education (CBPSME) in collaboration with the National Consortium in Graduate Science and Mathematics Education (NCGSME).

DOST-SEI Scholarship for Masters and Doctorate Degrees 2023

This scholarship program is open to male and female students who are pursuing Masters and Doctorate degrees in Science and Mathematics Education. The goal of the program is to produce highly competent and effective science and mathematics teachers who will contribute to the improvement of the quality of education in the Philippines.

The goals of DOST SEI Graduate Scholarship program are as follows:

  • To improve the quality of science and mathematics education in the country
  • Accelerate the development of a critical mass of experts in science and mathematics education.

DOST SEI Graduate Scholarship can be availed by students who wish to study the following:

  • Master’s in Mathematics / Science Education
  • Doctoral in Mathematics / Science Education

The following are the benefits of DOST-SEI scholarships for Master’s and Doctoral students:

  • Actual tuition and other school fees,
  • A Monthly stipend (Master’s: ₱25,000, Doctoral: ₱33,000),
  • Learning materials and connectivity allowance (₱20,000/AY),
  • Transportation allowance,
  • Group accident and health insurance (Premium),
  • Thesis or dissertation allowance (Master’s: ₱60,000, Doctoral: ₱100,000),
  • Research grant (Master’s: ₱114,000, Doctoral: ₱253,000),
  • Dissemination grant (Master’s: ₱75,000, Doctoral: ₱150,000), and
  • Mentors fee (Master’s: ₱36,000, Doctoral: ₱72,000).
Stipends for the remaining months of the scholarship period shall be given to a scholar who completes his/her degree earlier than the end of the said period.

Here is the eligibility criteria a student must meet to apply for the Scholarship:

  • He or She must be a natural-born Filipino citizen.
  • The applicant must not be older than 50 years at the time of application.
  • The student must be in good health and have a good moral character.
  • Applicants should pass the admission requirements for graduate studies at any of the NCGSME member-universities.
  • A minimum of two years of teaching experience in science and mathematics for Doctoral.
  • You should have at least one year of teaching experience.
  • You must have graduated with academic honors or been a DOST scholar for Master’s.
  • If employed, you are allowed to study full-time for two or three years (residential mode) and part-time for six years at UPOU (distance education mode).
  • This form was officially endorsed by the Department of Education (Signed Form 2A by the Division Superintendent and Regional Director).
  • Not a recipient of other scholarships.
  • Accept the terms and conditions specified in the scholarship contract.

The Scholarship is open to applicants with the following qualifications:

  • A PhD graduate from a priority S&T program (scholar or non-scholar) who intends to pursue another PhD degree.
  • MS/PhD non-scholar graduate (not S&T related) who intends to pursue a second MS/PhD degree.

The following are the non-eligibility rules applicable for the Scholarship:

  • PhD graduate (scholar or non-scholar) who intends to pursue another MS degree program.
  • MS graduate in a priority S&T program (scholar or non-scholar) who intends to pursue a second MS degree.

Below is a list of the documents required to apply for the DOST Scholarship:

  • Below is the link to the Accomplished Information Form (Form 1)
  • A photocopy of the birth certificate
  • If employed, certification of employment and a permit to study (Form 2A or Form 2B)
  • The medical certificate form 3
  • If employed, a certified true copy of the service record
  • The certified copy of the official transcript of records (TOR)
  • Notice of admission to the Masters/Doctoral in Science and Mathematics Education program at any NCGSME member-universities
  • Two (2) former professors have endorsed this proposal
  • A letter of nomination or recommendation from the head of the university
  • The commitment to complete the degree and
  • A valid NBI clearance is required.

Below are the deadline dates a candidate must keep in mind when applying for the DOST Scholarship 2023.

  • The deadline for application to the university submission is June 30, 2023.
  • The deadline for university to SEI submission is July 31, 2023.

DOST ERDT scholarship aims to provide master’s and doctoral degrees in various engineering fields to deliver high-impact research, upgrade the qualifications of practicing engineers, and develop a culture of research and development.

What is DOST ERDT Scholarship?

The Engineering Research and Development for Technology (ERDT) is a consortium of eight member universities in the country that offer master’s and doctoral degrees in various engineering fields. This consortium is composed of:

  • Central Luzon State University (CLSU)
  • De La Salle University (DLSU)
  • Mapua University (MU)
  • Mindanao State University – Iligan Institute of Technology (MSU-IIT)
  • University of the Philippines Diliman (UPD)

What are the qualification for DOST ERDT Scholarship?

1. Be a Filipino citizen;

2. Not more than 45 years old at the time of application;

3. Have passed the admission requirements of the graduate program supported by ERDT;

4. Have BS/MS degree in engineering or related field;

5. Be in good health; and

6. Not have criminal/administrative cases.

Requirements of the Scholarship

1. Properly accomplished application form ( Download Link ).

2. Photocopy of TOR

3. Recommendation letter from 3 former professors or supervisors

4. Original and photocopy of NSO birth certificate

5. Original and photocopy NBI clearance

6. A narrative of not more than 1,000 words describing your current work or a project or a research that you worked on and your contribution towards the completion of the project

7. A narrative not more than 500 words describing what you intend to do after earning your graduate degree

8. A narrative describing your intended research area

9. Certification from the employer that the applicant is permitted to take a leave of absence (if the applicant is employed)

DAAD-SEARCA Scholarship Programme

DAAD's partnership with SEARCA started in school year 1975-1976 through a support to the Center's graduate scholarship program leading to Masters and PhD degrees in agriculture. The first 15 beneficiaries of the DAAD support were graduate students from Cambodia, Indonesia, the Philippines, Thailand, and Vietnam. Ten scholarship recipients pursued their Master's degree, while five pursued their PhD.

As of Academic Year 2023/2024, DAAD and SEARCA have awarded 419 Southeast Asian nationals from Cambodia (19), Indonesia (91), Lao PDR (10), Malaysia (15), Myanmar (30), Philippines (100), Thailand (82), Timor Leste (26), and Vietnam (46). Among the 419 scholarships, 206 pursued their MS, 208 pursued PhD, and 5 enrolled for Non-degree.

Eligibility

In 2018, the DAAD In-Country/In-Region Scholarship Programme was offered to foster strong and internationally oriented higher education systems with the capacity to contribute to sustainable development. Scholarships are granted for development-related Master or Doctoral studies of individuals who plan to pursue a career in teaching and/or research at a higher education institution in their home region or in their home country.

By training future academic professionals and leaders, the DAAD In-Country/In-Region Scholarship Programme contributes to the following long-term impacts :

  • Qualified professionals' involvement in solving development-related problems
  • Graduates strengthening education and research in Southeast Asia
  • Structural strengthening and regional networking of partner institutions and universities

To achieve these long-term impacts , the following outcomes have been formulated as programme objectives:

Graduates are qualified to take on responsible positions in or for their region of origin
The participation of women and underprivileged groups is reinforced
Organizational, financial, and personal capacities of partner institutions are strengthened
  • Open to nationals of Cambodia, Indonesia, Lao PDR, Myanmar, Malaysia, Philippines, Timor Leste, Thailand, and Vietnam
  • Must be (a) staff member of a public university, (b) or a candidate considered for teaching or research staff recruitment, (c) or from the public sector
  • Must not be more than 40 (Master's Degree) or 45 (PhD) years of age at the time of application.
  • Have completed their last university degree not more than 6 years ago at the time of application.
  • Agri-Business Models for Increased Productivity and Income
  • Sustainable Farming Systems and Natural Resource Management
  • Food and Nutrition Security
  • Transformational Leadership for Agricultural and Rural Development (ARD)
  • Gender and Youth Engagement in ARD
  • Enhanced ARD towards Climate Resilience
  • EcoHealth/One Health Applications to ARD

Covers tuition and other school fees; study and research allowance; printing allowance; stipend for food, lodging and incidental expenses; travel allowance (In-Region only); and insurance.

DAAD In-Country/In-Region scholarship holders are also encouraged to apply for a research grant in Germany for 2 to 6 months , at the time of application. The short-term research scholarship includes:

  • A monthly scholarship payment for living costs
  • Health/accident/personal liability insurance
  • A flat-rate travel allowance

Effective AY 2024-2025, any one of the following universities may serve as study posts for new master's and doctoral scholarship recipients under the DAAD In-Country/In-Region Scholarship Programme for the indicated major fields:

Application Requirements

Application forms and information brochures on the universities that may serve as study posts of scholars are available and may be  downloaded from here .

The required documents to be submitted/uploaded should be in English:

  • DAAD and SEARCA Application forms to be filled up online ;
  • Curriculum vitae, including a list of publications (if any);
  • Duly stamped (if applicable), accomplished, and signed recommendation form by university teachers (one for MS, two for PhD);
  • Notice of university admission or proof of application to the university;
  • Certified true copies of diploma/certificate and transcript of academic records of each degree completed (BS diploma and TOR for MS applicants; BS and MS diploma and TORs for PhD applicants);
  • Letter of motivation (1-2 pages for MS or 1-3 pages for PhD) with personal, social motivation as well as your reference to the studies and a Master project (for MS applicant) or PhD project (for PhD applicant);
  • Copy of bio-page of the passport or a copy of National Identification Card;
  • For research-based MS/PhD program: a timetable (if applicable, mentioning the planned research stay in Germany); For course-based MS/PhD program: semestral/term schedule and timetable;
  • Certification from a medical doctor that the applicant is in good physical and mental health condition and is fit to undertake graduate studies;
  • Official endorsement from the employer;
  • Result of Test of English as a Foreign Language: TOEFL iBT result (80) or IELTS result (6.0). The TOEFL results must be issued by Princeton, New Jersey, USA. Check the schedule and venue of TOEFL tests in your country at http://www.ets.org/toefl . If this is not available at the moment, a certification from the previous study post that the applicant's English proficiency is in the level of IELTS 6.0 may suffice.
  • Declaration of acceptance from the academic supervisor or a commitment letter from the intended study post that a supervisor will be assigned
  • Detailed and precise PhD proposal (8-10 pages), including detailed work and timetable indicated with months and dates as well as information on when the last exam will take place (if applicable, mention the planned research in Germany). Concept note will not be accepted
  • Abstract of the proposal on one page (please include name and title of proposal)

Your application is only valid if you submit all the required documents to the online portal on time. Incomplete applications cannot be considered. If you do not have documents such as letter of admission at the time of application, please upload a statement in the online portal indicating the reason/s.

  • Fulbright-CHED PhD Scholarship Program

The objective of a Fulbright-CHED grant is to enable qualified higher education faculty and staff currently affiliated with CHED-recognized higher education institutions, to pursue doctoral studies in the United States to upgrade the country’s higher education system, fast-track the Higher Education Reform Agenda, and develop leaders who can contribute to promoting better understanding between the Philippines and the United States.

Fulbright Advanced Research and University Lecturing Program

Fellowships to Filipino academics and professionals to lecture and/or conduct research in the United States. All fields are eligible except engineering, medicine and related fields, and applied mathematics and sciences.

Fulbright U.S.-ASEAN Visiting Scholar Program

The Fulbright U.S.-ASEAN Visiting Scholar Program is open to university faculty, foreign ministry and government officials, and professional staff of think tanks and other NGOs in ASEAN member nations to travel to the U.S. for scholarly and professional research for three to four (3-4) months on issues that are relevant and useful to member nations, and central to the U.S. – ASEAN relationship.

Fulbright Foreign Language Teaching Assistant (FLTA) Program

Introduced in the Philippines in 2004, the FLTA Program has aimed to strengthen foreign language instruction at U.S. educational institutions since 1968 by establishing a native speaker presence. All Filipino English teachers are eligible except those from Metro Manila. Selected Filipino FLTAs are given opportunities to enhance their competencies and knowledge in teaching English as a foreign language through university courses they take.

Fulbright Distinguished Awards in Teaching Program for International Teachers (Fulbright DAI)

The Fulbright DAI program, which replaces the International Leaders in Education Program (ILEP), is a semester-long non-degree, non-credit, professional development program at a U.S. university. It provides high school teachers and staff with a unique opportunity to develop greater expertise in their subject areas, enhance their teaching skills, increase their knowledge about the United States, and complete either an individual or group project.

Hubert H. Humphrey Fellowship Program

Established in honor of the late U.S. Vice President Hubert H. Humphrey, awards are for mid-career professionals for a year of combined non-graduate study and related practical and professional experiences. The program develops leaders who will have a “multiplier effect” on their society.

  • Global Undergraduate Exchange Program

The Global Undergraduate Exchange Program (Global UGRAD) provides a diverse group of emerging student leaders with a scholarship for one semester of non-degree academic study at a U.S. college or university. The program is sponsored by the U.S. Department of State’s Bureau of Educational and Cultural Affairs, and aims to recruit participants from underrepresented, non-elite backgrounds, who have not had other opportunities to study in the United States.

  • Fulbright-National Archives Heritage Science Fellowship

The Fulbright-National Archives Heritage Science Fellowship, a component of the Fulbright Visiting Scholar Program, provides an opportunity for Fulbright visiting scholar's to connect with National Archives scientists and experts while conducting research at the National Archives' state-of-the-art Heritage Science Research and Testing Lab in College Park, Maryland. This Fellowship is made possible through a partnership between the U.S. Department of State and the National Archives and Records Administration. The award was established to support archival science education, conservation and research.
