On Monday 26. Aug , IBM vice president Jack Hergenrother reportedly claimed tougher competition was one of the main reasons for staff cuts in China.
According to Chinese media outlet Jiemian, the executive said China’s infrastructure business was decreasing.
IBM’s business in China has suffered due to local competition receiving benefits from the government and custom from state-owned businesses .
Big Tech Swerves China
Several US tech companies have started to move away from China or reduce their dependence on Chinese manufacturing.
The growing shift away from China has been driven by trade restrictions, national security concerns, and tech giants’ hunger to diversify supply chains.
In August 2023, Apple’s major supplier, Foxconn, announced it was investing a further $600 million in India for two manufacturing plants for iPhone equipment.
Microsoft asked its China based cloud computing and AI operations staff to consider relocating elsewhere in May.
The tech giant offered around 700 to 800 China-based staff to transfer to countries including the US, Ireland, Australia, and New Zealand , according to the Wall Street Journal .
China and US Tensions Continue To Grow
Tech tensions between China and the US have been escalating over the past few years, primarily revolving around national security concerns, economic competition, and geopolitical strategies.
In October 2022, the Biden Administration tightened semiconductor export sanctions to China, first set by Donald Trump’s administration in 2019.
The measures, which limited the export of US tools and equipment used for producing advanced semiconductors, were driven by concerns over China’s rapid advancements in semiconductor technology.
The US government said the restrictions were to protect national security.

Is China’s overseas direct investment outflanking US trade strategy?

Geopolitical tensions have led to a decline in Chinese exports to the US by US$240 billion between 2018 and 2023, but trade dependencies between the two superpowers have not fallen to the degree that headlines suggest. Chinese content has strategically relocated to third countries before being exported with value-add to the United States, even as the West seeks to decouple or de-risk from the world's largest manufacturing economy.
Superficially, the US appears to be diversifying its sources of imports away from China. But America’s trade dependency on the world’s factory have not been reduced as drastically as headlines suggest. To date, third-country success in accessing the US market to replace Chinese exports has been strongly associated with an increase in investment from China, according to an analysis of fDi Markets data by Senior Research Fellow Stewart Paterson . Chinese overseas investment in manufacturing will likely continue to increase even after a surge in 2023. This is likely to stoke rising resistance among economies worldwide to fears of Chinese dumping in countries that are trying to nurture their own manufacturing industries.
If one of the objectives of US economic statecraft is to immunize the country from potential economic coercion by China, then it is still work in progress. But the seeds have been sown for a greater degree of genuine diversification of supply. In the same way that foreign multinational enterprises (MNEs) were at the forefront of building economic scale and expertise in China in the 1980s and 90s, the inflow of Chinese money into third countries will lead to new or growing manufacturing hubs and foster vertical integration abroad. Between 2016 and 2023, China’s greenfield foreign direct investment totaled US$609 billion across 4,900 projects, directly created more than 1.5 million jobs. This could ultimately lead to a more even distribution of manufacturing throughout the world, thus making trade more sustainable and less prone to weaponization.

BEIJING: US computer giant IBM confirmed Monday (Aug 26) it would close its research and development arm in China.
Multiple employees told AFP they had been informed during a brief meeting with US executives on Monday that the company would gut its research and development team in China and move operations to another country.
When asked about the cuts, an IBM spokesman told AFP: "IBM adapts its operations as needed to best serve our clients, and these changes will not impact our ability to support clients across (the) Greater China region".
The employees said more than 1,000 jobs in China could be cut and it was unclear where the company would move its operations.
"Today it was just officially announced," said one employee, who declined to give his name.
The employee, who said he had worked for IBM for 10 years, said "everyone remained relatively calm ... it feels more like a peaceful separation".
The firm has operated in China for decades and employs thousands of people in the country.
Its research and development teams are based in several cities including Beijing, Shanghai and Dalian.
Members of those teams said they were blocked from accessing the company's server over the weekend.
US-China tensions have led to numerous international companies either laying off employees or relocating some of their China operations elsewhere.
The Wall Street Journal reported in May that tech giant Microsoft had this year asked hundreds of China-based employees in its cloud computing and artificial intelligence operations to transfer out of the country.
The move was motivated by increasing scrutiny over its China presence, the paper said.
US firms in China have increasingly complained about what they see as an unfair business environment, with limited protection for intellectual property and preferential treatment afforded to domestic competitors.
Those fears were compounded last year by a broad crackdown on US consulting firms operating in China.

Ibm lay-offs at china r&d teams send shock waves across local tech community.
Chinese employees at US computing giant IBM, once considered a cradle of mainland engineers, have expressed dismay over a terse conference call with the company's American executives on Monday, as the firm known by the nickname Big Blue cuts hundreds of jobs at two local research labs.
The morning town hall, organised for affected workers, had been scheduled to go for half an hour. It ended up lasting only three minutes, according to an internal meeting transcript seen by the South China Morning Post and confirmed by an employee.
During the meeting, US-based executives told staff that IBM had decided to shift some Chinese operations overseas, citing market dynamics and fierce competition in the infrastructure business on the mainland. They did not take any questions.

IBM did not immediately respond to a request for comment on Tuesday. A company representative said on Monday that the firm adapts its operations as needed to best serve its clients, adding that "these changes will not impact our ability to support clients across the Greater China region".
Over the weekend, China-based IBM workers found themselves blocked from accessing the company's intranet system, before they were told that the IBM China Development Lab and China Systems Lab were shutting down. Over 1,000 employees are being laid off across Beijing, Shanghai and the northern port city of Dalian, according to reports by local news outlets.
One employee, who spoke on condition of anonymity, said many IBM staff in Beijing braved heavy rain to gather in the office for the meeting on Monday, only to be disappointed by how brief it was.
On the call were Jack Hergenrother, vice-president of global enterprise systems development, Ross Mauri, general manager of IBM Z mainframe computers, and Danny Mace, vice-president of storage software engineering.
Hergenrother encouraged affected workers to arrange private discussions with their respective managers, while Mauri and Mace thanked staff for their contributions, the transcript showed.
The employee in Beijing said he spoke with his manager, who was also laid off. Staff have been offered severance packages based on tenure, plus three months' salary if they sign the termination agreement before September 13.
Their last day on the job will be October 31.
The closure of IBM's two China research labs has sent shock waves across the local tech community. For years, the tech giant had been considered one of the most desired employers for the nations' top computing graduates.
A former employee, who goes by the username "Room e" on social media platform Xiaohongshu, said most of his team members at the China Development Lab were graduates from the country's top 10 universities in the early 2000s.

However, US companies have been losing their lustre in recent years, as China intensifies its self-reliance campaign and strives to reduce dependence on foreign technologies amid growing geopolitical tensions.
In 2014, state-owned banking and telecoms enterprises - once major customers of IBM, Oracle and EMC (since merged with Dell) - launched a "de-IOE" campaign to replace US products with domestic alternatives.
IBM is the latest multinational tech giant to shed jobs in China. Sweeping lay-offs this year have affected China-based workers in companies from Ericsson and Tesla to Amazon.com and Intel.
IBM's sales in China have steadily declined in recent years.
In 2023, IBM's revenue in the country dropped 19.6 per cent compared to a 1.6 per cent rise in revenue across Asia-Pacific, according to the company's annual report. Sales in China in the six months ended June 30 this year fell 5 per cent, while revenue in Asia-Pacific increased 4.4 per cent, IBM's financial statement showed.

Exclusive | US scientist convicted for China ties considering jobs in Hong Kong, mainland
- Ex-Harvard professor Charles Lieber, targeted under now-axed China Initiative, says he is exploring opportunities at ‘several institutions’
The trade magazine Chemical and Engineering News reported in June that the former chair of the chemistry and chemical biology department at Harvard had filed for permission to travel to Hong Kong to discuss potential employment opportunities at the University of Hong Kong.
In response to queries from the Post, Lieber stated in an email that he was unable to give an interview or respond to specific questions, but shared a few remarks.
“I am currently exploring (this means no decisions have been made on my part) opportunities at several institutions in Hong Kong, mainland China and elsewhere,” Lieber wrote.
“I have not yet visited Hong Kong, but may do so this fall,” he added.
Lieber shared that his main concern when looking at opportunities was finding an institution where he could best conduct research to benefit all, and where he would best be able to aid other researchers in their work. He said factors such as lifestyle were less important in his decision making.
“I am very interested in starting a research group/centre that carries out world-leading research and technology transfer that benefits all people in the world,” Lieber wrote.
“As part of this process, I would also do what I have done very successfully in the past – train and support young scientists and faculty to become leaders in science and technology for the future,” he added.
He has published over 400 research papers in peer-reviewed journals, is named as the main inventor on over 50 US patents, and has won many awards for his work in chemistry and nanoscience.
Lieber was named the leading chemist in the world from 2000 to 2010 for the cumulative impact and number of citations of his scientific publications, according to a ranking by Thomson Reuters.
According to Lieber’s research website, his work includes the synthesis of new nanoscale materials and the integration of nano materials into computing, photonics, bioelectronics and neural electronics.
Alumni of Lieber’s laboratory have gone on to start their own nanotechnology-related companies and taken research and professor roles at high-ranking universities around the world.
In April 2023, Lieber was sentenced to time served and two years of supervised release – including six months of house arrest.
Lieber officially retired from Harvard University last year but has continued to have research papers published in journals including Nature and Science, with his affiliation now listed at the Lieber Research Group.

Exclusive: New Research Finds Stark Global Divide in Ownership of Powerful AI Chips
W hen we think of the “cloud,” we often imagine data floating invisibly in the ether. But the reality is far more tangible: the cloud is located in huge buildings called data centers, filled with powerful, energy-hungry computer chips. Those chips, particularly graphics processing units (GPUs), have become a critical piece of infrastructure for the world of AI, as they are required to build and run powerful chatbots like ChatGPT.
As the number of things you can do with AI grows, so does the geopolitical importance of high-end chips—and where they are located in the world. The U.S. and China are competing to amass stockpiles, with Washington enacting sanctions aimed at preventing Beijing from buying the most cutting-edge varieties. But despite the stakes, there is a surprising lack of public data on where exactly the world’s AI chips are located.
A new peer-reviewed paper , shared exclusively with TIME ahead of its publication, aims to fill that gap. “We set out to find: Where is AI?” says Vili Lehdonvirta, the lead author of the paper and a professor at Oxford University’s Internet Institute. Their findings were stark: GPUs are highly concentrated in only 30 countries in the world, with the U.S. and China far out ahead. Much of the world lies in what the authors call “Compute Deserts:” areas where there are no GPUs for hire at all.
The finding has significant implications not only for the next generation of geopolitical competition, but for AI governance—or, which governments have the power to regulate how AI is built and deployed. “If the actual infrastructure that runs the AI, or on which the AI is trained, is on your territory, then you can enforce compliance,” says Lehdonvirta, who is also a professor of technology policy at Aalto University. Countries without jurisdiction over AI infrastructure have fewer legislative choices, he argues, leaving them subjected to a world shaped by others. “This has implications for which countries shape AI development as well as norms around what is good, safe, and beneficial AI,” says Boxi Wu, one of the paper’s authors.
The paper maps the physical locations of “public cloud GPU compute”—essentially, GPU clusters that are accessible for hire via the cloud businesses of major tech companies. But the research has some big limitations: it doesn’t count GPUs that are held by governments, for example, or in the private hands of tech companies for their use alone. And it doesn’t factor in non-GPU varieties of chips that are increasingly being used to train and run advanced AI. Lastly, it doesn't count individual chips, but rather the number of compute “regions” (or groups of data centers containing those chips) that cloud businesses make available in each country.

That’s not for want of trying. “GPU quantities and especially how they are distributed across [cloud] providers’ regions,” the paper notes, “are treated as highly confidential information.” Even with the paper’s limitations, its authors argue, the research is the closest up-to-date public estimate of where in the world the most advanced AI chips are located—and a good proxy for the elusive bigger picture.
The paper finds that the U.S. and China have by far the most public GPU clusters in the world. China leads the U.S. on the number of GPU-enabled regions overall, however the most advanced GPUs are highly concentrated in the United States. The U.S. has eight “regions” where H100 GPUs—the kind that are the subject of U.S. government sanctions on China—are available to hire. China has none. This does not mean that China has no H100s; it only means that cloud companies say they do not have any H100 GPUs located in China. There is a burgeoning black market in China for the restricted chips, the New York Times reported in August, citing intelligence officials and vendors who said that many millions of dollars worth of chips had been smuggled into China despite the sanctions.
The paper’s authors argue that the world can be divided into three categories: “Compute North,” where the most advanced chips are located; the “Compute South,” which has some older chips suited for running, but not training, AI systems; and “Compute Deserts,” where no chips are available for hire at all. The terms—which overlap to an extent with the fuzzy “Global North” and “Global South” concepts used by some development economists—are just an analogy intended to draw attention to the “global divisions” in AI compute, Lehdonvirta says.
The risk of chips being so concentrated in rich economies, says Wu, is that countries in the global south may become reliant on AIs developed in the global north without having a say in how they work.
It “mirrors existing patterns of global inequalities across the so-called Global North and South,” Wu says, and threatens to “entrench the economic, political and technological power of Compute North countries, with implications for Compute South countries’ agency in shaping AI research and development.”
