What is reported speech?

“Reported speech” is when we talk about what somebody else said – for example:

  • Direct Speech: “I’ve been to London three times.”
  • Reported Speech: She said she’d been to London three times.

There are a lot of tricky little details to remember, but don’t worry, I’ll explain them and we’ll see lots of examples. The lesson will have three parts – we’ll start by looking at statements in reported speech, and then we’ll learn about some exceptions to the rules, and finally we’ll cover reported questions, requests, and commands.

Backshift of Verb Tenses in Reported Speech

When we use reported speech, we often change the verb tense backwards in time. This can be called “backshift.”

Here are some examples in different verb tenses:

Now that you know some of the reported speech rules about backshift, let’s learn some exceptions.

There are two situations in which we do NOT need to change the verb tense.

No backshift needed when the situation is still true

For example, if someone says “I have three children” (direct speech) then we would say “He said he has three children” because the situation continues to be true.

If I tell you “I live in the United States” (direct speech) then you could tell someone else “She said she lives in the United States” (that’s reported speech) because it is still true.

When the situation is still true, then we don’t need to backshift the verb.

He said he HAS three children

But when the situation is NOT still true, then we DO need to backshift the verb.

Imagine your friend says, “I have a headache.”

  • If you immediately go and talk to another friend, you could say, “She said she has a headache,” because the situation is still true
  • If you’re talking about that conversation a month after it happened, then you would say, “She said she had a headache,” because it’s no longer true.

No backshift needed when the situation is still in the future

We also don’t need to backshift to the verb when somebody said something about the future, and the event is still in the future.

Here’s an example:

  • On Monday, my friend said, “I ‘ll call you on Friday .”
  • “She said she ‘ll call me on Friday”, because Friday is still in the future from now.
  • It is also possible to say, “She said she ‘d (she would) call me on Friday.”
  • Both of them are correct, so the backshift in this case is optional.

Let’s look at a different situation:

  • On Monday, my friend said, “I ‘ll call you on Tuesday .”
  • “She said she ‘d  call me on Tuesday.” I must backshift because the event is NOT still in the future.

Quick review:

  • Normally in reported speech we backshift the verb, we put it in a verb tense that’s a little bit further in the past.
  • when the situation is still true
  • when the situation is still in the future

Reported Requests, Orders, and Questions

Those were the rules for reported statements, just regular sentences.

What about reported speech for questions, requests, and orders?

For reported requests, we use “asked (someone) to do something”:

  • “Please make a copy of this report.” (direct speech)
  • She asked me to make a copy of the report. (reported speech)

For reported orders, we use “told (someone) to do something:”

  • “Go to the bank.” (direct speech)
  • “He told me to go to the bank.” (reported speech)

The main verb stays in the infinitive with “to”:

  • She asked me to make a copy of the report. She asked me  make  a copy of the report.
  • He told me to go to the bank. He told me  go  to the bank.

For yes/no questions, we use “asked if” and “wanted to know if” in reported speech.

  • “Are you coming to the party?” (direct)
  • He asked if I was coming to the party. (reported)
  • “Did you turn off the TV?” (direct)
  • She wanted to know if I had turned off the TV.” (reported)

The main verb changes and back shifts according to the rules and exceptions we learned earlier.

Notice that we don’t use do/does/did in the reported question:

  • She wanted to know did I turn off the TV.
  • She wanted to know if I had turned off the TV.

For other questions that are not yes/no questions, we use asked/wanted to know (without “if”):

  • “When was the company founded?” (direct)
  • She asked when the company was founded.” (reported)
  • “What kind of car do you drive?” (direct)
  • He wanted to know what kind of car I drive. (reported)

Again, notice that we don’t use do/does/did in reported questions:

  • “Where does he work?”
  • She wanted to know  where does he work.
  • She wanted to know where he works.

Also, in questions with the verb “to be,” the word order changes in the reported question:

  • “Where were you born?” ([to be] + subject)
  • He asked where I was born. (subject + [to be])
  • He asked where was I born.

What is Reported Speech?

Reported speech is used when we want to report back what somebody said. That is to say, to tell someone what you have been told. We usually use reporting verbs like “say” or “tell” in the sentence. To do this, we use direct speech or indirect speech.

  • Direct speech: ‘I like to learn new languages,’ said Daniel.
  • Indirect speech: Daniel says (that) he likes to learn new languages.

In this example, the present tense verb (like) stays the same, except for the change of the subject from “I” to “he”. We have the option of adding the word “that” in reported speech, which doesn’t change the meaning.

In indirect speech, usually, we use a tense which is further back in the past rather than the original one from direct speech. This is called backshift . However, when we are reporting general truth or facts, we don’t need to change the tense in indirect speech.

More Examples:

  • Direct speech: ‘I go to the gym next to your house.’
  • Indirect speech: My friend told me that she goes to the gym next to my house.
  • Direct speech: ‘I travel a lot in my job,’ he said.
  • Direct speech: ‘We lived in France for five years.’
  • Indirect speech: She told me they had lived in Paris for five years.

As you can see, the tense backshifts one step to the past in indirect speech example. To help you understand this better, we are going to cover every tense with examples.

Tense Changes.

1- reported speech in the present tense:.

When using the present tense in direct speech, the present simple becomes the past simple. The present continuous changes to past continuous. The present perfect changes to the past perfect in indirect speech.

  • Direct speech: ‘I like ice cream.’
  • Indirect speech: He said (that) he liked ice cream.
  • Direct speech: ‘I am living in Georgia.
  • Direct speech: ‘I have not seen The Titanic.’
  • Indirect speech: He said (that) he had not seen The Titanic.’

2- Reported Speech in the Past Tense:

When using the past tense in direct speech, past simple changes to past perfect. The past continuous changes to past perfect continuous in indirect speech.

  • Direct speech: ‘I wrote that book last year.’
  • Indirect speech: She said (that) she had written that book last year.
  • Direct speech: ‘It was raining all day.’

3- Reported Speech in the Past Perfect:

The past perfect doesn’t change in indirect speech doesn’t change.

  • Direct speech: ‘I had read everything about this topic.’
  • Indirect speech: She said (that) she had read everything about this topic.

When talking about questions in reported speech, the changes of tense remain the same as above . However, the words “say/said” or “tell/told” become “asked” in indirect speech. See the following example:

  • Direct speech: ‘Where is Tom?’
  • Indirect speech: She asked me where Tom was.

As you notice, the present simple verb “to be” in the direct question is inverted with the subject “Tom” in indirect speech. In addition, the tense is backshifted. Let’s see more examples:

To report ‘yes / no’ questions, we use ‘if’, and as usual the tense changes remain the same. Check out these examples:

We often want to report to our friends when someone asked us for favors in a polite way. We could say for example:

  • Direct speech: Close the window, please.
  • Or: Could you close the window, please?
  • Or: Would you mind closing the window, please?

To report requests like these all we have to do is use this formula:

Ask me + to + infinitive

  • Direct speech: Could you close the window, please.
  • Indirect speech: She asked me to close the window.

The negative form of a request in reported speech is easy to make:

  • Direct speech: Please don’t be late.
  • Indirect speech: The teacher asked us not to be late.

Making Orders.

We form orders in reported speech the same way we do for request. The only difference is instead of using “asked,” we use “told”. See the following examples:

Time Expressions.

We often change time expressions when moving from direct speech into reported speech:

  • Direct speech: I saw him today, she said.
  • Indirect speech: She said (that) she had seen him that day.
  • Direct speech: I saw him yesterday, she said.
  • Indirect speech: She said (that) she had seen him the day before.

Here's how it works:

We use a 'reporting verb' like 'say' or 'tell'. ( Click here for more about using 'say' and 'tell' .) If this verb is in the present tense, it's easy. We just put 'she says' and then the sentence:

  • Direct speech: I like ice cream.
  • Reported speech: She says (that) she likes ice cream.

We don't need to change the tense, though probably we do need to change the 'person' from 'I' to 'she', for example. We also may need to change words like 'my' and 'your'. (As I'm sure you know, often, we can choose if we want to use 'that' or not in English. I've put it in brackets () to show that it's optional. It's exactly the same if you use 'that' or if you don't use 'that'.)

But , if the reporting verb is in the past tense, then usually we change the tenses in the reported speech:

  • Reported speech: She said (that) she liked ice cream.

* doesn't change.

  • Direct speech: The sky is blue.
  • Reported speech: She said (that) the sky is/was blue.

So now you have no problem with making reported speech from positive and negative sentences. But how about questions?

  • Direct speech: Where do you live?
  • Reported speech: She asked me where I lived.
  • Direct speech: Where is Julie?
  • Reported speech: She asked me where Julie was.
  • Direct speech: Do you like chocolate?
  • Reported speech: She asked me if I liked chocolate.

Introduction

In English grammar, we use reported speech to say what another person has said. We can use their exact words with quotation marks , this is known as direct speech , or we can use indirect speech . In indirect speech , we change the tense and pronouns to show that some time has passed. Indirect speech is often introduced by a reporting verb or phrase such as ones below.

When turning direct speech into indirect speech, we need to pay attention to the following points:

  • changing the pronouns Example: He said, “ I saw a famous TV presenter.” He said (that) he had seen a famous TV presenter.
  • changing the information about time and place (see the table at the end of this page) Example: He said, “I saw a famous TV presenter here yesterday .” He said (that) he had seen a famous TV presenter there the day before .
  • changing the tense (backshift) Example: He said, “She was eating an ice-cream at the table where you are sitting .” He said (that) she had been eating an ice-cream at the table where I was sitting .

If the introductory clause is in the simple past (e.g. He said ), the tense has to be set back by one degree (see the table). The term for this in English is backshift .

The verbs could, should, would, might, must, needn’t, ought to, used to normally do not change.

If the introductory clause is in the simple present , however (e.g. He says ), then the tense remains unchanged, because the introductory clause already indicates that the statement is being immediately repeated (and not at a later point in time).

In some cases, however, we have to change the verb form.

When turning questions into indirect speech, we have to pay attention to the following points:

  • As in a declarative sentence, we have to change the pronouns, the time and place information, and set the tense back ( backshift ).
  • Instead of that , we use a question word. If there is no question word, we use whether / if instead. Example: She asked him, “ How often do you work?” → She asked him how often he worked. He asked me, “Do you know any famous people?” → He asked me if/whether I knew any famous people.
  • We put the subject before the verb in question sentences. (The subject goes after the auxiliary verb in normal questions.) Example: I asked him, “ Have you met any famous people before?” → I asked him if/whether he had met any famous people before.
  • We don’t use the auxiliary verb do for questions in indirect speech. Therefore, we sometimes have to conjugate the main verb (for third person singular or in the simple past ). Example: I asked him, “What do you want to tell me?” → I asked him what he wanted to tell me.
  • We put the verb directly after who or what in subject questions. Example: I asked him, “ Who is sitting here?” → I asked him who was sitting there.

We don’t just use indirect questions to report what another person has asked. We also use them to ask questions in a very polite manner.

When turning demands and requests into indirect speech, we only need to change the pronouns and the time and place information. We don’t have to pay attention to the tenses – we simply use an infinitive .

If it is a negative demand, then in indirect speech we use not + infinitive .

To express what someone should or can do in reported speech, we leave out the subject and the modal verb and instead we use the construction who/what/where/how + infinitive.

Reported speech is when we tell someone what another person said. To do this, we can use direct speech or indirect speech.

direct speech: 'I work in a bank,' said Daniel. indirect speech: Daniel said that he worked in a bank.

In indirect speech, we often use a tense which is 'further back' in the past (e.g. worked ) than the tense originally used (e.g. work ). This is called 'backshift'. We also may need to change other words that were used, for example pronouns.

Present simple, present continuous and present perfect

When we backshift, present simple changes to past simple, present continuous changes to past continuous and present perfect changes to past perfect.

'I travel a lot in my job.' Jamila said that she travelled a lot in her job. 'The baby's sleeping!' He told me the baby was sleeping. 'I've hurt my leg.' She said she'd hurt her leg.

Past simple and past continuous

When we backshift, past simple usually changes to past perfect simple, and past continuous usually changes to past perfect continuous.

'We lived in China for five years.' She told me they'd lived in China for five years. 'It was raining all day.' He told me it had been raining all day.

Past perfect

The past perfect doesn't change.

'I'd tried everything without success, but this new medicine is great.' He said he'd tried everything without success, but the new medicine was great.

No backshift

If what the speaker has said is still true or relevant, it's not always necessary to change the tense. This might happen when the speaker has used a present tense.

'I go to the gym next to your house.' Jenny told me that she goes to the gym next to my house. I'm thinking about going with her. 'I'm working in Italy for the next six months.' He told me he's working in Italy for the next six months. Maybe I should visit him! 'I've broken my arm!' She said she's broken her arm, so she won't be at work this week.

Pronouns, demonstratives and adverbs of time and place

Pronouns also usually change in indirect speech.

'I enjoy working in my garden,' said Bob. Bob said that he enjoyed working in his garden. 'We played tennis for our school,' said Alina. Alina told me they'd played tennis for their school.

However, if you are the person or one of the people who spoke, then the pronouns don't change.

'I'm working on my thesis,' I said. I told her that I was working on my thesis. 'We want our jobs back!' we said. We said that we wanted our jobs back.

We also change demonstratives and adverbs of time and place if they are no longer accurate.

'This is my house.' He said this was his house. [You are currently in front of the house.] He said that was his house. [You are not currently in front of the house.] 'We like it here.' She told me they like it here. [You are currently in the place they like.] She told me they like it there. [You are not in the place they like.] 'I'm planning to do it today.' She told me she's planning to do it today. [It is currently still the same day.] She told me she was planning to do it that day. [It is not the same day any more.]

In the same way, these changes to those , now changes to then , yesterday changes to the day before , tomorrow changes to the next/following day and ago changes to before .

Hello Team. If the reporting verb is in the present perfect, do we have to backshift the tenses of the direct speech or not?    For example: He has said, "I bought a car yesterday."    

1- He has said that he bought a car yesterday.

2- He has said that he had bought a car the previous day.

It's not necessary to backshift the verb form if the situation being reported is still true. For example:

"I'm a doctor"

She told me she is a doctor. [she was a doctor when she said it and she is still doctor now]

She told me she was a doctor. [she was a doctor when she said it and may or may not still be a doctor now]

The reporting verb in your example would be 'said' rather than 'has said' as we are talking about a particular moment in the past. For the other verb both 'bought' and 'had bought' are possible without any change in meaning. In fact, when the verb is past in the original sentence we usually do not shift the verb form back.

Hello again. Which one is correct? Why?

- He has said that he (will - would) travel to Cairo with his father.

The present perfect is a present form, so generally 'will' is the correct form.

In this case, assuming that the man said 'I will travel to Cairo', then 'will' is the correct form. But if the man said 'I would travel to Cairo if I had time to do it', then 'would' would be the correct form since it is part of a conditional statement.

I think you were asking about the first situation (the general one), though. Does that make sense?

Thank you for the information. It states that If what the speaker has said is still true or relevant, it's not always necessary to change the tense. I wonder if it is still correct to change the tense in this example: 'London is in the UK', he said. to He said London was in the UK. Or  it has to be the present tense.

Yes, your version of the sentence is also correct. In this case, the past tense refers to the time the speaker made this statement. But this doesn't mean the statement isn't also true now.

She asked me when she had watched the movie. or is it had she watched the movie.

This is a reported question, not an actual question, as you can see from the fact that it has no question mark at the end. Therefore no inversion is needed and the normal subject-verb word order is maintained: ...she had watched... is correct.

He Said, She Said: Mastering Reported Speech in English (Both Direct and Indirect)

“Reported speech” might sound fancy, but it isn’t that complicated.

It’s just how you talk about what someone said.

Luckily, it’s pretty simple to learn the basics in English, beginning with the two types of reported speech: direct (reporting the exact words someone said) and indirect (reporting what someone said without using their exact words ).

Direct speech refers to the exact words that a person says. You can “report” direct speech in a few different ways.

To see how this works, let’s pretend that I (Elisabeth) told some people that I liked green onions.

Here are some different ways that those people could explain what I said:

Direct speech: “I like green onions,” Elisabeth said.

Direct speech: “I like green onions,” she told me. — In this sentence, we replace my name (Elisabeth) with the pronoun she.

In all of these examples, the part that was said is between quotation marks and is followed by a noun (“she” or “Elisabeth”) and a verb. Each of these verbs (“to say,” “to tell [someone],” “to explain”) are ways to describe someone talking. You can use any verb that refers to speech in this way.

You can also put the noun and verb before what was said.

Direct speech: Elisabeth said, “I like spaghetti.”

The example above would be much more likely to be said out loud than the first set of examples.

Here’s a conversation that might happen between two people:

1: Did you ask her if she liked coffee?

2: Yeah, I asked her.

1: What did she say?

2. She said, “Yeah, I like coffee.” ( Direct speech )

Usually, reporting of direct speech is something you see in writing. It doesn’t happen as often when people are talking to each other. 

Direct reported speech often happens in the past. However, there are all kinds of stories, including journalism pieces, profiles and fiction, where you might see speech reported in the present as well.

This is sometimes done when the author of the piece wants you to feel that you’re experiencing events in the present moment.

For example, a profile of Kristen Stewart in Vanity Fair  has a funny moment that describes how the actress isn’t a very good swimmer:

Direct speech: “I don’t want to enter the water, ever,” she says. “If everyone’s going in the ocean, I’m like, no.”

Here, the speech is reported as though it’s in the present tense (“she says”) instead of in the past (“she said”).

In writing of all kinds, direct reported speech is often split into two or more parts, as it is above.

Here’s an example from Lewis Carroll’s “ Alice’s Adventures in Wonderland ,” where the speech is even more split up:

Direct speech: “I won’t indeed!” said Alice, in a great hurry to change the subject of conversation. “Are you—are you fond—of—of dogs?” The Mouse did not answer, so Alice went on eagerly: “There is such a nice little dog near our house I should like to show you!”

Reporting indirect speech is what happens when you explain what someone said without using their exact words.

Let’s start with an example of direct reported speech like those used above.

Direct speech: Elisabeth said, “I like coffee.”

As indirect reported speech, it looks like this:

Indirect speech: Elisabeth said she liked coffee.

You can see that the subject (“I”) has been changed to “she,” to show who is being spoken about. If I’m reporting the direct speech of someone else, and this person says “I,” I’d repeat their sentence exactly as they said it. If I’m reporting this person’s speech indirectly to someone else, however, I’d speak about them in the third person—using “she,” “he” or “they.”

You may also notice that the tense changes here: If “I like coffee” is what she said, this can become “She liked coffee” in indirect speech.

However, you might just as often hear someone say something like, “She said she likes coffee.” Since people’s likes and preferences tend to change over time and not right away, it makes sense to keep them in the present tense.

Indirect speech often uses the word “that” before what was said:

Indirect speech: She said that she liked coffee.

There’s no real difference between “She said she liked coffee” and “She said that she liked coffee.” However, using “that” can help make the different parts of the sentence clearer.

Let’s look at a few other examples:

Indirect speech: I said I was going outside today.

Indirect speech: They told me that they wanted to order pizza.

Indirect speech: He mentioned it was raining.

Indirect speech: She said that her father was coming over for dinner.

You can see an example of reporting indirect speech in the funny video “ Cell Phone Crashing .” In this video, a traveler in an airport sits down next to another traveler talking on his cell phone. The first traveler pretends to be talking to someone on his phone, but he appears to be responding to the second traveler’s conversation, which leads to this exchange:

Woman: “Are you answering what I’m saying?”

Man “No, no… I’m on the phone with somebody, sorry. I don’t mean to be rude.” (Direct speech)

Woman: “What was that?”

Man: “I just said I was on the phone with somebody.” (Indirect speech)

When reporting questions in indirect speech, you can use words like “whether” or “if” with verbs that show questioning, such as “to ask” or “to wonder.”

Direct speech: She asked, “Is that a new restaurant?”

Indirect speech: She asked if that was a new restaurant. 

In any case where you’re reporting a question, you can say that someone was “wondering” or “wanted to know” something. Notice that these verbs don’t directly show that someone asked a question. They don’t describe an action that happened at a single point in time. But you can usually assume that someone was wondering or wanted to know what they asked.

Indirect speech: She was wondering if that was a new restaurant.

Indirect speech: She wanted to know whether that was a new restaurant.

It can be tricky to know how to use tenses when reporting indirect speech. Let’s break it down, tense by tense.

Sometimes, indirect speech “ backshifts ,” or moves one tense further back into the past. We already saw this in the example from above:

Direct speech: She said, “I like coffee.”

Indirect speech: She said she liked coffee.

Also as mentioned above, backshifting doesn’t always happen. This might seem confusing, but it isn’t that difficult to understand once you start using reported speech regularly.

What tense you use in indirect reported speech often just depends on when what you’re reporting happened or was true.

Let’s look at some examples of how direct speech in certain tenses commonly changes (or doesn’t) when it’s reported as indirect speech.

Direct speech: I said, “I play video games.”

Indirect speech: I said that I played video games (simple past) or I said that I play video games  (simple present).

Backshifting into the past or staying in the present here can change the meaning slightly. If you use the first example, it’s unclear whether or not you still play video games; all we know is that you said you played them in the past.

If you use the second example, though, you probably still play video games (unless you were lying for some reason).

However, the difference in meaning is so small, you can use either one and you won’t have a problem.

Direct speech: I said, “I’m playing video games.”

Indirect speech: I said that I was playing video games (past continuous) or I said that I’m playing video games (present continuous).

In this case, you’d likely use the first example if you were telling a story about something that happened in the past.

You could use the second example to repeat or stress what you just said. For example:

Hey, want to go for a walk?

Direct speech: No, I’m playing video games.

But it’s such a nice day!

Indirect speech: I said that I’m playing video games!

Direct speech: Marie said, “I have read that book.”

Indirect speech: Marie said that she had read that book (past perfect) or Marie said that she has read that book (present perfect).

The past perfect is used a lot in writing and other kinds of narration. This is because it helps point out an exact moment in time when something was true.

The past perfect isn’t quite as useful in conversation, where people are usually more interested in what’s true now. So, in a lot of cases, people would use the second example above when speaking.

Direct speech: She said, “I have been watching that show.”

Indirect speech: She said that she had been watching that show (past perfect continuous) or She said that she has been watching that show (present perfect continuous).

These examples are similar to the others above. You could use the first example whether or not this person was still watching the show, but if you used the second example, it’d probably seem like you either knew or guessed that she was still watching it.

Direct speech: You told me, “I charged my phone.”

Indirect speech: You told me that you had charged your phone (past perfect) or You told me that you charged your phone (simple past).

Here, most people would probably just use the second example, because it’s simpler, and gets across the same meaning.

Direct speech: You told me, “I was charging my phone.”

Indirect speech: You told me that you had been charging your phone (past perfect continuous) or You told me that you were charging your phone (past continuous).

Here, the difference is between whether you had been charging your phone before or were charging your phone at the time. However, a lot of people would still use the second example in either situation.

Direct speech: They explained, “We had bathed the cat on Wednesday.”

Indirect speech: They explained that they had bathed the cat on Wednesday. (past perfect)

Once we start reporting the past perfect tenses, we don’t backshift because there are no tenses to backshift to.

So in this case, it’s simple. The tense stays exactly as is. However, many people might simplify even more and use the simple past, saying, “They explained that they bathed the cat on Wednesday.”

Direct speech: They said, “The cat had been going outside and getting dirty for a long time!”

Indirect speech: They said that the cat had been going outside and getting dirty for a long time. (past perfect continuous)

Again, we don’t shift the tense back here; we leave it like it is. And again, a lot of people would report this speech as, “They said the cat was going outside and getting dirty for a long time.” It’s just a simpler way to say almost the same thing.

Direct speech: I told you, “I will be here no matter what.”

Indirect speech: I told you that I would be here no matter what. (present conditional)

At this point, we don’t just have to think about tenses, but grammatical mood, too. However, the idea is still pretty simple. We use the conditional (with “would”) to show that at the time the words were spoken, the future was uncertain.

In this case, you could also say, “I told you that I will be here no matter what,” but only if you “being here” is still something that you expect to happen in the future.

What matters here is what’s intended. Since this example shows a person reporting their own speech, it’s more likely that they’d want to stress the truth of their own intention, and so they might be more likely to use “will” than “would.”

But if you were reporting someone else’s words, you might be more likely to say something like, “She told me that she would be here no matter what.”

Direct speech: I said, “I’ll be waiting for your call.”

Indirect speech: I said that I would be waiting for your call. (conditional continuous)

These are similar to the above examples, but apply to a continuous or ongoing action.

Direct speech: She said, “I will have learned a lot about myself.”

Indirect speech: She said that she would have learned a lot about herself (conditional perfect) or She said that she will have learned a lot about herself (future perfect).

In this case, using the conditional (as in the first example) suggests that maybe a certain event didn’t happen, or something didn’t turn out as expected.

However, that might not always be the case, especially if this was a sentence that was written in an article or a work of fiction. The second example, however, suggests that the future that’s being talked about still hasn’t happened yet.

Direct speech: She said, “By next Tuesday, I will have been staying inside every day for the past month.”

Indirect speech: She said that by next Tuesday, she would have been staying inside every day for the past month (perfect continuous conditional) or She said that by next Tuesday, she will have been staying inside every day for the past month (past perfect continuous).

Again, in this case, the first example might suggest that the event didn’t happen. Maybe the person didn’t stay inside until next Tuesday! However, this could also just be a way of explaining that at the time she said this in the past, it was uncertain whether she really would stay inside for as long as she thought.

The second example, on the other hand, would only be used if next Tuesday hadn’t happened yet.

Reported speech is a little different from direct speech . As it has been discussed already, reported speech is used to tell what someone said and does not use the exact words of the speaker. Take a look at the following rules so that you can make use of reported speech effectively.

  • The first thing you have to keep in mind is that you need not use any quotation marks as you are not using the exact words of the speaker.
  • You can use the following formula to construct a sentence in the reported speech.
  • You can use verbs like said, asked, requested, ordered, complained, exclaimed, screamed, told, etc. If you are just reporting a declarative sentence , you can use verbs like told, said, etc. followed by ‘that’ and end the sentence with a full stop . When you are reporting interrogative sentences, you can use the verbs – enquired, inquired, asked, etc. and remove the question mark . In case you are reporting imperative sentences , you can use verbs like requested, commanded, pleaded, ordered, etc. If you are reporting exclamatory sentences , you can use the verb exclaimed and remove the exclamation mark . Remember that the structure of the sentences also changes accordingly.
  • Furthermore, keep in mind that the sentence structure , tense , pronouns , modal verbs , some specific adverbs of place and adverbs of time change when a sentence is transformed into indirect/reported speech.

Transforming Direct Speech into Reported Speech

As discussed earlier, when transforming a sentence from direct speech into reported speech, you will have to change the pronouns, tense and adverbs of time and place used by the speaker. Let us look at the following tables to see how they work.

Reported speech, according to the Oxford Learner’s Dictionary, is defined as “a report of what somebody has said that does not use their exact words.” The Collins Dictionary defines reported speech as “speech which tells you what someone said, but does not use the person’s actual words.” According to the Cambridge Dictionary, reported speech is defined as “the act of reporting something that was said, but not using exactly the same words.” The Macmillan Dictionary defines reported speech as “the words that you use to report what someone else has said.”

Time and Place in Reported Speech

When we report something, we may need to make changes to:

  • time (now, tomorrow)
  • place (here, this room)

If we report something around the same time, then we probably do not need to make any changes to time words . But if we report something at a different time, we need to change time words. Look at these example sentences:

  • He said: "It was hot yesterday ." → He said that it had been hot the day before .
  • He said: "We are going to swim tomorrow ." → He said they were going to swim the next day .

Here is a list of common time words, showing how you change them for reported speech:

Place words

If we are in the same place when we report something, then we do not need to make any changes to place words . But if we are in a different place when we report something, then we need to change the place words. Look at these example sentences:

  • He said: "It is cold in here ." → He said that it was cold in there .
  • He said: "How much is this book ?" → He asked how much the book was.

10. Direct = "Where were you born?" he asked me. Indirect = He wanted to know where I was born. I think the blue part should have been " had been ". Because the first sentence or the direct sentence has used simple past. So for indirect speech we should go one step further back which is past perfect ( had been ). Aren't I right?

The supposed 'conversion rules' are guidelines, sb. The presence of a quotation makes your proposal not so good as the one given in 2. In my opinion, 'was' is preferable. Simplicity always has something to be said for it!.

He couldn't want to know where you were born before you were (born). So the sequence of events is clear, and there is no need to use past perfect.  

The same. "Had been" is wordy. At first you were born, then (some time later) he asked you about that. Any other variant is impossible.  

In questions with the verb “to be,” the word order changes in the reported question: “Where were you born?” (Question word + [to be] + subject) He asked where I was born (Question word + subject + [to be]) Click to expand...

Indirect speech focuses more on the content of what someone said rather than their exact words. In indirect speech , the structure of the reported clause depends on whether the speaker is reporting a statement, a question or a command.

Indirect speech: reporting statements

Indirect reports of statements consist of a reporting clause and a that -clause. We often omit that , especially in informal situations:

The pilot commented that the weather had been extremely bad as the plane came in to land. (The pilot’s words were: ‘The weather was extremely bad as the plane came in to land.’ )
I told my wife I didn’t want a party on my 50th birthday. ( that -clause without that ) (or I told my wife that I didn’t want a party on my 50th birthday .)

Indirect speech: reporting questions

Reporting yes-no questions and alternative questions.

Indirect reports of yes-no questions and questions with or consist of a reporting clause and a reported clause introduced by if or whether . If is more common than whether . The reported clause is in statement form (subject + verb), not question form:

She asked if [S] [V] I was Scottish. (original yes-no question: ‘Are you Scottish?’ )
The waiter asked whether [S] we [V] wanted a table near the window. (original yes-no question: ‘Do you want a table near the window? )
He asked me if [S] [V] I had come by train or by bus. (original alternative question: ‘Did you come by train or by bus?’ )

Questions: yes-no questions ( Are you feeling cold? )

Reporting wh -questions

Indirect reports of wh -questions consist of a reporting clause, and a reported clause beginning with a wh -word ( who, what, when, where, why, how ). We don’t use a question mark:

He asked me what I wanted.
Not: He asked me what I wanted?

The reported clause is in statement form (subject + verb), not question form:

She wanted to know who [S] we [V] had invited to the party.
Not: … who had we invited …

Who , whom and what

In indirect questions with who, whom and what , the wh- word may be the subject or the object of the reported clause:

I asked them who came to meet them at the airport. ( who is the subject of came ; original question: ‘Who came to meet you at the airport?’ )
He wondered what the repairs would cost. ( what is the object of cost ; original question: ‘What will the repairs cost?’ )
She asked us what [S] we [V] were doing . (original question: ‘What are you doing?’ )
Not: She asked us what were we doing?

When , where , why and how

We also use statement word order (subject + verb) with when , where, why and how :

I asked her when [S] it [V] had happened (original question: ‘When did it happen?’ ).

Not: I asked her where was the bus station?

Indirect speech: reporting commands

Indirect reports of commands consist of a reporting clause, and a reported clause beginning with a to -infinitive:

The General ordered the troops to advance . (original command: ‘Advance!’ )
The chairperson told him to sit down and to stop interrupting . (original command: ‘Sit down and stop interrupting!’ )

We also use a to -infinitive clause in indirect reports with other verbs that mean wanting or getting people to do something, for example, advise, encourage, warn :

They advised me to wait till the following day. (original statement: ‘You should wait till the following day.’ )
The guard warned us not to enter the area. (original statement: ‘You must not enter the area.’ )

Verbs followed by a to -infinitive

Indirect speech: present simple reporting verb

We can use the reporting verb in the present simple in indirect speech if the original words are still true or relevant at the time of reporting, or if the report is of something someone often says or repeats:

Sheila says they’re closing the motorway tomorrow for repairs.
Henry tells me he’s thinking of getting married next year.
Rupert says dogs shouldn’t be allowed on the beach. (Rupert probably often repeats this statement.)

Newspaper headlines

We often use the present simple in newspaper headlines. It makes the reported speech more dramatic:

Indirect speech: past continuous reporting verb

In indirect speech, we can use the past continuous form of the reporting verb (usually say or tell ). This happens mostly in conversation, when the speaker wants to focus on the content of the report, usually because it is interesting news or important information, or because it is a new topic in the conversation:

Rory was telling me the big cinema in James Street is going to close down. Is that true?
Alex was saying that book sales have gone up a lot this year thanks to the Internet.

‘Backshift’ refers to the changes we make to the original verbs in indirect speech because time has passed between the moment of speaking and the time of the report.

In these examples, the present ( am ) has become the past ( was ), the future ( will ) has become the future-in-the-past ( would ) and the past ( happened ) has become the past perfect ( had happened ). The tenses have ‘shifted’ or ‘moved back’ in time.

The past perfect does not shift back; it stays the same:

Modal verbs

Some, but not all, modal verbs ‘shift back’ in time and change in indirect speech.

We can use a perfect form with have + - ed form after modal verbs, especially where the report looks back to a hypothetical event in the past:

He said the noise might have been the postman delivering letters. (original statement: ‘The noise might be the postman delivering letters.’ )
He said he would have helped us if we’d needed a volunteer. (original statement: ‘I’ll help you if you need a volunteer’ or ‘I’d help you if you needed a volunteer.’ )

Used to and ought to do not change in indirect speech:

She said she used to live in Oxford. (original statement: ‘I used to live in Oxford.’ )
The guard warned us that we ought to leave immediately. (original statement: ‘You ought to leave immediately.’ )

No backshift

We don’t need to change the tense in indirect speech if what a person said is still true or relevant or has not happened yet. This often happens when someone talks about the future, or when someone uses the present simple, present continuous or present perfect in their original words:

He told me his brother works for an Italian company. (It is still true that his brother works for an Italian company.)
She said she ’s getting married next year. (For the speakers, the time at the moment of speaking is ‘this year’.)
He said he ’s finished painting the door. (He probably said it just a short time ago.)
She promised she ’ll help us. (The promise applies to the future.)

Indirect speech: changes to pronouns

Changes to personal pronouns in indirect reports depend on whether the person reporting the speech and the person(s) who said the original words are the same or different.

We often change demonstratives ( this, that ) and adverbs of time and place ( now, here, today , etc.) because indirect speech happens at a later time than the original speech, and perhaps in a different place.

The word order in indirect reports of wh- questions is the same as statement word order (subject + verb), not question word order:

While Reuters monitored the 58-minute speech in its entirety, the news agency did not examine opinions, rhetorical or direct questions, anonymous sourcing and information that could not be independently verified.

This is not accurate. The Trump administration completed around 458 miles of barrier along the U.S.-Mexico border, according to January 2021 U.S. Customs and Border Protection (CBP) data.

The majority were barriers that were built during previous administrations and replaced during Trump’s tenure. In areas where no structures existed prior to Trump taking office in January 2017, his administration constructed a total of 52 miles of primary wall.

A January 2021 CBP report obtained by Factcheck.org shows 33 miles of new secondary wall were built during Trump’s tenure.

This is mostly true, based on available government data.

During Trump’s administration, the number of apprehensions by the U.S. Border Patrol at the southwest border (an indicator of attempts of illegal border crossings) for a single month fell to their lowest point on record in April 2017, according to monthly CBP data that goes back to fiscal year 2000 .

CBP has yearly data for nationwide apprehensions by all land, air and sea routes since fiscal year 1925.

Going by these figures, Trump’s aren’t the lowest on record but they are the lowest in over four decades. In fiscal year 1971, during Richard Nixon’s administration, total apprehensions dipped to 302,517, which is below Trump’s lowest tally of 310,531 in fiscal year 2017.

Nationwide wages rose 3.1% during Trump’s presidency, based on the U.S. Bureau of Labor Statistics’ Employment Cost Index inflation-adjusted constant dollar estimates.

Inflation was not at zero, but it was lower than during the Biden administration.

The Consumer Price Index (CPI) during the Trump administration varied from a high of 2.9% in July 2018 to a low of 0.2% in May 2020, during the COVID-19 pandemic’s first wave.

It is true that inflation significantly increased during Biden’s tenure; it stood at 1.4% when he took office and rose to 9% in June 2022, following the outbreak of the war in Ukraine.

Inflation rates have remained below 3.6% since October 2023.

Venezuela has the largest proven crude oil reserves as of 2023, according to the U.S. Energy Information Administration (EIA) while Russia has the largest natural gas reserves, per the International Energy Agency.

As for recoverable oil resources, the expected amounts in existing fields, Saudi Arabia leads the way followed by the U.S. and Russia, according to a 2023 report by oil analysts Rystad Energy.

In terms of production, the U.S. became the world’s largest crude oil producer in 2018 during Trump’s presidency and has remained the top producer since.

The U.S. is also the top producer of natural gas. Since 2017, U.S. natural gas exports have exceeded imports. The latest rankings available (2022) from the EIA show the U.S. produces more energy from petroleum and other liquids than any other country.

It’s not clear what Trump meant by the U.S. having “taken in” 15 million people. While it is true that the number of encounters reported by the CBP at the U.S.-Mexico border reached record levels during the Biden administration, it isn’t 15 million.

CBP data compiled between January 2021 and February 2024 show 7,522,711 encounters at the southwest land border.

In terms of nationwide encounters , CBP registered 9,139,037 encounters between January 2021 and February 2024.

Encounter figures include data for Title 8 apprehensions and inadmissibles . This policy grants some migrants the chance to seek asylum in the U.S. or be processed for deportation.

Between March 2020 and May 2023, encounters also included expulsions under the now-expired Title 42 , a COVID-era restriction that allowed border agents to quickly expel migrants without allowing them to seek asylum.

Defining wars can be difficult. If we consider the Korean War, the Vietnam War, the Gulf War, the war in Afghanistan and the Iraq War, Trump joins former presidents Barack Obama, Bill Clinton, Ronald Reagan, Jimmy Carter, Gerald Ford, Richard Nixon, John F. Kennedy and Dwight D. Eisenhower in not having officially brought the U.S. into a new war since 1945.

Trump’s tenure, however, did involve military hostilities overseas and the threat of new ones. The Pentagon said Trump ordered a 2020 drone strike in Iraq that killed Iranian General Qassem Soleimani , triggering Iranian retaliation that threatened to spiral into open conflict, but did not.

Trump threatened to “totally destroy” North Korea in 2017 but eventually de-escalated tension with Pyongyang.

A Trump spokesperson did not respond to several requests for comment about the statements examined.

USC cancels ‘main stage’ commencement ceremony

USC announced Thursday that it is canceling its main May commencement ceremony, capping a dramatic series of moves that began last week after it informed valedictorian Asna Tabassum, who had been opposed by pro-Israel groups, that she would not be delivering the traditional speech .

In ending the university-wide May 10 graduation ceremony altogether, President Carol Folt aimed to quell the controversy that grew as the school chipped away at core parts of the ritual , drawing criticism from both pro-Palestinian and pro-Israel activists.

The cancellation took place amid unrest on university campuses across the nation stemming from the Israel-Hamas war. On Wednesday at a pro-Palestinian encampment at USC, 93 students and off-campus activists were arrested.

“With the new safety measures in place this year, the time needed to process the large number of guests coming to campus will increase substantially,” USC said in its announcement. “As a result, we will not be able to host the main stage ceremony that traditionally brings 65,000 students, families, and friends to our campus all at the same time and during a short window from 8:30 a.m. to 10 a.m.”

A university spokesman did not reply to a request to interview Folt, who has not spoken publicly about the cancellations.

At least 23 satellite graduation ceremonies at USC’s schools and colleges will continue as scheduled, in addition to smaller departmental receptions.

“We understand that this is disappointing; however, we are adding many new activities and celebrations to make this commencement academically meaningful, memorable, and uniquely USC, including places to gather with family, friends, faculty, and staff, the celebratory releasing of the doves, and performances by the Trojan Marching Band,” USC said in a statement.

The university also announced that it will require tickets for “all commencement events taking place on May 8-11” and direct “all campus access through specific points of entry.”

It said that tickets would be limited to eight per graduating student and that they would not be transferable.

“There will be an appeal process if more tickets are needed,” said the letter, which added that commencement events would include a security screening “similar to those for attending athletic events at the Coliseum.” Guests at the Coliseum enter through a metal detector and their bags are X-rayed. USC also said only clear bags would be allowed at graduation events.

USC valedictorian’s grad speech is canceled: ‘The university has betrayed me’

Asna Tabassum was selected as USC valedictorian and offered a slot to speak at graduation. The university canceled her speech after pro-Israel groups criticized her Instagram.

Since citing unspecified security threats as the reason for canceling Tabassum’s speech, USC has seen a series of on-campus protests, including this week’s pro-Palestinian encampment.

University officials had followed their cancellation of Tabassum’s speech by calling off a speech by film director Jon M. Chu and appearances on the main stage by honorary doctorate recipients, including tennis legend Billie Jean King, saying they wanted to “keep the focus on our graduates.”

Some of the smaller commencement ceremonies will still host keynote speakers, including King, who is scheduled to address Annenberg School for Communication and Journalism graduates on May 10.

King has not responded to interview requests from The Times.

National Endowment for the Arts Chair Maria Rosario Jackson, who was also deprived of the chance to receive an honorary degree on the main stage, is scheduled to deliver a May 10 keynote speech to graduates of the USC Sol Price School of Public Policy.

Via an NEA spokeswoman, Price declined an interview request.

Actor and activist Sean Penn will also still give a May 11 address to graduates of the Alfred E. Mann School of Pharmacy and Pharmaceutical Sciences, according to his representative.

LAPD arrests 93 people at USC amid Israel-Hamas war protests

LAPD officers in riot gear arrested 93 people on trespassing charges as they cleared an encampment at the center of the USC campus that formed in protest against the Israel-Hamas war.

The last time the main USC commencement was canceled was in 2020 after the start of the COVID-19 pandemic. Those graduates participated in online and in-person ceremonies the next year, along with the Class of 2021.

“This is a rather unusual commencement, to put it in obvious terms,” said Donal Manahan, a USC biologist who has been the university marshal for the main stage ceremony since 2016. “It’s the whole country going through it.”

William Tierney, a university professor emeritus at USC’s Rossier School of Education and an expert in higher education policy and administration, said he blames Folt for the university’s failure to engage “in difficult dialogues.”

“This president hasn’t even made a statement. She’s gone. She’s invisible,” he said. Instead, he added, “the university has determined it’s a dangerous place and locked it down. ... And now we’ll cancel the main commencement because it is so dangerous for us to have a dialogue.”

“We could protect the Obamas when they came to campus,” Tierney said, referring to former President Obama and his wife attending their daughter Sasha’s graduation last year. “We could protect the campus at other times. But now it’s simply too dangerous? That just fails the leadership test across the board.”

USC junior Lawrence Sung said he was disappointed to not have a chance to celebrate his graduating friends at the main stage event.

“This is a massive overreaction,” said Sung, who studies international relations. “If USC was to choose the worst option at every step of the way in this controversy, this would be it.”

The saga at USC began April 15, when Provost Andrew T. Guzman released a campus-wide letter citing unnamed threats that came after the university announced Tabassum as the valedictorian and a scheduled speaker. Guzman said the attacks were of an “alarming tenor” and “escalated to the point of creating substantial risks relating to security and disruption at commencement.”

Guzman did not say what the threats were or who was targeted. A spokeswoman for the Los Angeles Police Department told The Times that the agency had no crime reports regarding violent threats targeting Tabassum or the commencement ceremony.

The complaints focused on a link on Tabassum’s Instagram profile to a pro-Palestinian website that said, “Zionism is a racist settler-colonialist ideology,” and “One Palestinian state would mean Palestinian liberation and the complete abolishment of the state of Israel” so that “both Arabs and Jews can live together.”

Tabassum has denied she supports antisemitic views and said she is being singled out as a hijab-wearing Muslim woman.

Then last Friday, USC called off an appearance by Chu — the director of “Crazy Rich Asians” — and other commencement honorees. In canceling those events, USC cited “the highly publicized circumstances surrounding our main stage commencement program.”

In an interview prior to Thursday’s announcement of the main stage cancellation, Joel Curran, USC’s senior vice president of communications, said the decision about Chu and honorary degree recipients was made in order to avoid putting them “in an awkward situation” to address the valedictorian controversy or the Israel-Hamas war.

“We are putting them in an awkward situation, difficult situation. There have been a lot of conversations around commencement. We do not want to put them in that position,” Curran said.

Last week, 11 members of the Advisory Committee on Muslim Life at USC — more than half the membership — resigned in protest of the decision on Tabassum. Folt had convened the group in mid-2023 amid complaints of anti-Muslim bias on campus.

USC is one of dozens of colleges and universities where tensions have grown in recent weeks over free speech and protest over the Israel-Hamas war, including Columbia, Yale, UC Berkeley and Cal Poly Humboldt.

In its Oct. 7 attack on Israel , Hamas militants killed about 1,200 people and took roughly 240 hostages. Gaza health authorities say Israel’s retaliatory war has killed more than 34,000 Palestinians. According to the United Nations, 2 million Gazans are living in near-famine conditions.

Mass arrests, outrage and turmoil rippled across U.S. college campuses as authorities clamped down on a growing number of pro-Palestinian demonstrations.

Students at Emory University , Northwestern University , Cornell University , George Washington University , Princeton University and the City College of New York set up solidarity encampments on Thursday morning, the latest to join a fast-growing list of prestigious institutions.

Students are calling for an end both to the Israel-Hamas war and their universities' investment in companies that profit from it or, more broadly, do business with Israel.

Dozens of protesters have been arrested since Wednesday night, including at the University of Southern California, the University of Texas at Austin and Emerson College.

As more arrests were made at Emory University and Princeton University on Thursday morning, some charges were being dismissed against detainees elsewhere.

The University of Southern California said Thursday that it was canceling its mainstage commencement ceremony.

Other graduation activities will still happen, including commencements from individuals schools.

"We understand that this is disappointing; however, we are adding many new activities and celebrations to make this commencement academically meaningful, memorable, and uniquely USC," the university said in a statement .

Thursday's announcement came after dozens of arrests Wednesday evening.

The Los Angeles Police Department said it showed up at about 4 p.m. Pacific Time, and had arrested 93 people by 10 p.m. for trespassing, a misdemeanor offense. One arrest was made for assault with a deadly weapon, though the department did not say what the weapon was. No injuries were reported.

The protests follow the school's decision last week to cancel the commencement speech for valedictorian Asna Tabassum, who posted pro-Palestinian and anti-Israel content on her social media. USC said it scrapped the speech for safety reasons.

Authorities arrest activists gathering at Emory University

A couple dozen protesters were detained at an encampment on Emory University's Atlanta campus just hours after it was set up, the school said in a statement.

Activists launched the encampment to demand divestment from Israel as well as " Cop City ," the nickname given to the controversial police and fire department training center under construction in a nearby forest, member station WABE reported .

Two protesters detailed the coalition's motivations in an op-ed published Thursday in the Middle Eastern-focused news site Mondoweiss, writing that "we are students across multiple Atlanta universities and community members" demanding divestment "at all Atlanta colleges and universities." Social media posts suggest that activists explicitly encouraged "non-students" to participate.

An account belonging to the activist movement "Stop Cop City" posted on X (formerly Twitter) that within two hours of the encampment being set up on Thursday morning, Emory officials had issued a "final warning" to protesters.

A statement from the Atlanta Police Department said officers were "met with violence" while trying to secure the campus.

Social media posts, including from the Emory Wheel , and local media reports show law enforcement officers using handcuffs, tasers , tear gas and pepper balls on people in the crowd. The police department confirmed using chemical irritants, but says it did not use rubber bullets.

Witnesses reported seeing people detained and loaded into police vans.

Nearly 100 undergraduate and graduate students at Princeton attended a sit-in in a campus courtyard on Thursday morning, with some setting up tents despite the university's warnings.

Protesters called on the university to — among other demands — divest from companies that profit from or engage in Israel's war effort and refrain from associating with Israeli academic institutions and businesses, according to The Daily Princetonian .

Princeton President Christopher Eisgruber had warned in an op-ed that the school's free expression policy includes a "clear and explicit prohibition upon encampments."

And Vice President for Campus Life Rochelle Calhoun wrote in an email to undergraduates Wednesday that any student participating in an "encampment, occupation, or other unlawful disruptive conduct who refuses to stop after a warning will be arrested and immediately barred from campus."

A Princeton spokesperson told NPR that a "small number" of participants began erecting "about a half-dozen tents."

"After repeated warnings from the Department of Public Safety to cease the activity and leave the area, two graduate students were arrested for trespassing," the spokesperson said, adding that the students have been barred from campus pending a disciplinary process.

Protesters voluntarily took down the remaining tents, the spokesperson added.

Boston police tore down a pro-Palestinian encampment at Emerson College in the early morning hours, clashing with protesters and ultimately taking more than 100 into custody.

Emerson College students had been camping since Sunday night in Boston's Boylston Place Alley.

President Jay Bernhardt warned earlier this week that the alley is not solely owned by the college and has a "public right-of-way requirement to access non-Emerson buildings, including the State Transportation Center, and is a fire alley that is under the jurisdiction of the Boston Police Department."

Emerson sophomore Kyle Graff described the arrests to NBC Boston .

"The big vans, they came in, they parked right in front of this alleyway and the cops came up and they started arresting students, forcing their way into the encampment and everything, pushing students to the ground," Graff said. "I saw one student get shoved into the pavement and their hands forced to be put behind them."

NBC Boston reports that police cleared the alley within 30 minutes.

Congress Passed a Bill That Could Ban TikTok. Now Comes the Hard Part.

A bill that would force a sale of TikTok by its Chinese owner, ByteDance — or ban it outright — was passed by the Senate on Tuesday and signed into law Wednesday by President Biden.

Now the process is likely to get even more complicated.

Congress passed the measure citing national security concerns because of TikTok’s Chinese ties. Both lawmakers and security experts have said there are risks that the Chinese government could lean on ByteDance for access to sensitive data belonging to its 170 million U.S. users or to spread propaganda.

The law would allow TikTok to continue to operate in the United States if ByteDance sold it within 270 days, or about nine months, a time frame that the president could extend to a year.

The measure is likely to face legal challenges, as well as possible resistance from Beijing, which could block the sale or export of the technology. It’s also unclear who has the resources to buy TikTok, since it will carry a hefty price tag.

The issue could take months or even years to settle, during which the app would probably continue to function for U.S. consumers.

“It’s going to be a royal mess,” said Anupam Chander, a visiting scholar at the Institute for Rebooting Social Media at Harvard and an expert on the global regulation of new technologies.

TikTok pledged to challenge the law. “Rest assured, we aren’t going anywhere,” its chief executive, Shou Chew, said in a video posted to the platform. “We are confident, and we will keep fighting for your rights in the courts.”

Here’s what to expect next.

TikTok’s Day in Court

TikTok is likely to start by challenging the measure in the courts.

“I think that’s the one certainty: There will be litigation,” said Jeff Kosseff, an associate professor of cybersecurity law at the Naval Academy.

TikTok’s case will probably lean on the First Amendment, legal experts said. The company is expected to argue that a forced sale could violate its users’ free speech rights because a new owner could change the app’s content policies and reshape what users are able to freely share on the platform.

“Thankfully, we have a Constitution in this country, and people’s First Amendment rights are very important,” Michael Beckerman, TikTok’s vice president of public policy, said in an interview with a creator on the platform last week. “We’ll continue to fight for you and all the other users on TikTok.”

Other groups, like the American Civil Liberties Union, which has been a vocal opponent of the bill, may also join the legal fight. A spokeswoman for the A.C.L.U. said on Tuesday that the group was still weighing its role in potential litigation challenging the law.

The government will probably need to make a strong case that ByteDance’s ownership of TikTok makes it necessary to limit speech because of national security concerns, the legal experts said.

TikTok already has a strong record in similar First Amendment battles. When he was president, Donald J. Trump tried to force a sale or ban of the app in 2020, but federal judges blocked the effort because it would have had the effect of shutting down a “platform for expressive activity.” Montana tried to ban TikTok in the state last year because of the app’s Chinese ownership, but a different federal judge ruled against the state law for similar reasons.

Only one narrower TikTok restriction has survived a court challenge. The governor of Texas announced a ban of the app on state government devices and networks in 2022 because of its Chinese ownership and related data privacy concerns. Professors at public universities challenged the ban in court last year, saying it blocked them from doing research on the app. A federal judge upheld the state ban in December, finding it was a “reasonable restriction” in light of Texas’ concerns and the narrow scope affecting only state employees.

Small Buyer Pool

Analysts estimate that the price for the U.S. portion of TikTok could be tens of billions of dollars.

ByteDance itself is one of the world’s most valuable start-ups , with an estimated worth of $225 billion, according to CB Insights, a firm that tracks venture capital and start-ups.

The steep price tag would limit the list of who could afford TikTok. Tech giants like Meta or Google would probably be blocked from an acquisition because of antitrust concerns.

Private equity firms or other investors could form a group to raise enough money to buy TikTok. Former Treasury Secretary Steven Mnuchin said in March that he wanted to build such a group. And anyone who can pony up the money still has to pass muster with the U.S. government, which needs to sign off on any purchase.

Few others have expressed public interest in buying the app.

The last time the government tried to force ByteDance to sell TikTok in 2020, the company held talks with Microsoft and the software company Oracle. (Oracle and Walmart ultimately appeared to reach an agreement with ByteDance, but the deal never materialized .)

A Complicated Divestment

Even if TikTok approaches a sale, the process of separating TikTok from ByteDance is likely to be messy.

The legislation prohibits any connection between ByteDance and TikTok after a sale. Yet TikTok employees use ByteDance software in their communications, and the company’s employees are global, with executives in Singapore, Dublin, Los Angeles and Mountain View, Calif.

It’s unclear if ByteDance would consider selling TikTok’s entire global footprint or just its U.S. operations, where the company has nearly 7,000 employees.

Breaking off just the U.S. portion of TikTok could prove particularly challenging. The app's recommendation algorithm, which figures out what users like and serves up content, is key to the success of the app. But Chinese engineers work on that algorithm, which ByteDance owns.

During Mr. Trump’s attempt to force a sale in 2020, the Chinese government issued export restrictions that appeared to require its regulators to grant permission before ByteDance algorithms could be sold or licensed to outsiders.

The uncertainty around the export of the algorithm and other ByteDance technology could also deter interested buyers.

China’s Unpredictable Role

The Chinese government could also try to block a TikTok sale.

Chinese officials criticized a similar bill after the House passed it in March, although they have not yet said whether they would block a divestment. About a year ago, China’s commerce ministry said it would “firmly oppose” a sale of the app by ByteDance.

Chinese export regulations appear to cover TikTok’s content recommendation algorithm, giving Beijing a say in whether ByteDance could sell or license the app’s most valuable feature.

It “is not a foregone conclusion by any means” that China will allow a sale, said Lindsay Gorman, a senior fellow at the German Marshall Fund who specializes in emerging tech and China.

China may retaliate against American companies. On Friday, China’s Cyberspace Administration asked Apple to remove Meta’s WhatsApp and Threads from its App Store, according to the iPhone manufacturer. The Chinese government cited national security reasons in making the demand.

Biden to speak at Morehouse College commencement, sparking faculty concerns

WASHINGTON — Morehouse College is set to announce that President Joe Biden will deliver its commencement address on May 19, but some faculty members have raised concerns about the decision, according to two people familiar with the matter and an email to faculty members reviewed by NBC News.

“This week, I received an inquiry from concerned faculty about rumors they were hearing about President Biden’s selection as the 2024 Commencement speaker,” Kendrick Brown, Morehouse College’s provost and senior vice president for academic affairs, wrote in the email to faculty members Friday.

Brown said he would convene a virtual meeting Thursday “to extend an opportunity for faculty with different perspectives on the selection of our Commencement speaker to ask questions and make comments.” He said students would also engage with college President David Thomas.

Brown did not respond to a request for further comment, and a spokesperson for Morehouse declined to offer more details.

A Morehouse faculty member told NBC News administrators are believed to be concerned that faculty members will join students in protest of Biden during the ceremony.

The pushback against leadership’s decision comes amid increasing protests on college campuses over Biden’s support for Israel in its war against Hamas in the Gaza Strip. The protests since the war began in October have already forced Biden, and other top administration officials, to dramatically scale back appearances at college campuses.

Commencement season is typically a time when presidents reach young audiences, and it offers them opportunities to deliver keynote addresses highlighting their accomplishments and the future. In an election year, commencement speeches can carry particular significance.

But Biden’s addresses this year are poised to be fraught, largely because of growing protests over his refusal to call for a permanent, immediate cease-fire in Gaza without conditions. Biden is struggling with younger voters, and recent polling also indicates many Black voters are not enthusiastic about supporting his candidacy.

Speaking at a historically Black college would provide an “opportunity” for Biden, according to the person familiar with the controversy.

Brown wrote in his email that Morehouse first extended its invitation to Biden in September and that the college would announce him as its speaker early this week.

And, he wrote, “the College does not plan to rescind its accepted invitation to President Biden.” The meeting Thursday “is a forum for discussion and to respond to questions about the invitation that was extended and accepted,” he wrote.

Morehouse, like other colleges, has faced students speaking out about the war in Gaza. In February, the Maroon Tiger — Morehouse’s student publication — reported that a student pulled an Israeli flag down from the chapel and was detained by campus police.

“Students are not in favor of the way in which the United States has handled this situation, and are surely not in favor of the trauma and the pain and the genocide that the Palestinian people are going through — but also that innocent civilians and Israel are going through as well,” Calvin Bell, a Morehouse College student said in February, after the flag incident.

A source familiar with the commencement planning told NBC News: “It’s not been a secret nationwide, if not globally, that there are a lot of concerns ... about how the war has been handled and how America and the presidency has been in the war. We’ve heard conversations like that. There’s also plenty of people who are excited to have a sitting president as their commencement speaker.”
