Through multidisciplinary lenses, educational leaders promote innovation in the paradigms, strategies, values and culture in school systems, social entrepreneurial ventures, and education companies. Each of the courses offers an opportunity to explore leadership theoretical frameworks, identify a Problem of Practice, and create a plan of action, through analysis and synthesis of presentations, readings, and discussion of the current state of multiple educational environments and the visions and challenges for the future.

Available Courses:

  • Entrepreneurship in Education
  • Talent Management and Organizational Finance for Entrepreneurial Leaders
  • Data Driven Decision Making
  • Partnerships and Educational Organizations

Mind, Brain, and Teaching

Mind, Brain, and Teaching is designed for educators interested in exploring research from cognitive theories and neurosciences and its potential to inform the education field. It provides educators with knowledge of how emerging research in the learning sciences can inform teaching and learning. Students gain the knowledge and skills to interpret basic and applied research and apply relevant findings to educational practices and policies. This area of interest is designed to support the development of knowledge, insights, and competencies among students with two different levels of prior knowledge in the learning sciences: those who have had limited formal exposure to the learning sciences, and those who have a master’s degree or master’s certificate in the learning sciences.

  • Fundamentals of Cognitive Development
  • Neurobiology of Learning Differences
  • Cognitive Processes of Literacy and Numeracy
  • Special Topics in Brain Sciences

Cities are usually characterized by diverse populations with rich communities made up of many different races, classes, languages, and nationalities, and this dynamism is a chief strength of urban areas. However, urban schools typically serve populations characterized by high concentrations of poverty and therefore face difficult choices about how to allocate scarce resources. Urban Leadership is designed for educational professionals interested in exploring this dual nature of urban schools through a deep understanding of a Problem of Practice based in their unique context of professional practice. This area of interest prepares educational leaders to work in urban environments through a focus on topics such as building a strength-based understanding of the complexities of urban communities, engaging the latest research on urban educational programs, developing strategies for program improvement, and building partnerships with families, communities, and other organizations.

  • Approaches to Urban Education
  • Individuals in Urban Context
  • Organizations and Institutions
  • Partnerships and Community Organizing

Graduates from our EdD program work in diverse areas, including executive roles in educational organizations and start-ups, leadership in K-12 school districts and systems, consultancy in specialized education fields, and more.

Become a Change Agent for Education

Strong leadership, coupled with a deep understanding of how research, policy, and practice inform and disrupt educational systems, is necessary to transform our nation's multifaceted learning environments.

The doctoral program in Educational Leadership and Administration (ELA) prepares and develops scholar-leaders to become catalysts for change in diverse educational settings and contexts .

The ELA doctoral curriculum captures the program’s underlying values: leadership for equity, social justice, and school improvement. Tackling the pressing matters that school leaders face, our doctoral students apply theoretical, conceptual, and empirical knowledge to real-world problems of practice. They critique research, employ critical thinking and reflective practices, collaborate with peers, problem-solve, and analyze multi-source data.

Under the tutelage of professors who are staunchly invested in their growth, ELA doctoral students produce valuable research that positively impacts PreK-12 education. Graduates from ELA’s doctoral program move into leadership positions across local, state, and federal settings, where they advocate for and facilitate necessary educational change.

Higher Education Administration (HIED) PhD Program

This nationally recognized Ph.D. program emphasizes informed, ethical decision making in the administration of higher education. It is intended to launch its graduates into new areas and/or higher levels of leadership in colleges and universities.

Ph.D. program

Students take core coursework in higher education foundations, administration, governance and organization, law, and postsecondary students in the United States.

The sequence of five research courses culminates in a dissertation of original contribution to the knowledge of higher education. Based on a cohort model, students’ professional and life experiences actively contribute to and enhance the learning experience in the classroom. The program is designed to be completed in three years for those pursuing full-time study. Required core and research courses are scheduled in the evening, allowing for greater flexibility for those maintaining full-time employment while in the program.

Most full-time students are employed in a variety of graduate assistantships that both support and supplement the program, and that typically provide a full tuition scholarship. The Global Understanding Requirement, a unique feature of the program, broadens and diversifies students’ conceptions of higher education and how it is influenced by culture and custom internationally.

The program is committed to educational leadership grounded in the following values:

  • A zeal for involvement and advocacy in the higher education profession;
  • A holistic perspective of higher education that reflects an understanding of the interests and concerns of the internal campus environment (its faculty, staff, students, and administrators), external constituents (consumers, governmental agents, the public), and the global community;
  • Expertise in a discipline-based academic specialty, in addition to a command of a core of professional studies in higher education; appreciation for both quantitative and qualitative tools of inquiry, emphasizing an understanding of their application to an array of problems, challenges, issues, and practices in higher education.

Degree Program Summary:

The Louise McBee Institute of Higher Education offers the Ph.D., Ed.D., and M.Ed. IHE graduate programs prepare graduate students for positions of leadership in colleges and universities and in other organizations involved in the continuing development of postsecondary education. The programs provide a broad overview of the institutions, policies, practices, personnel, programs, and services of U.S. higher education. By offering various courses, seminars, and other learning opportunities, the programs give a comprehensive view of the constituencies that sponsor, support, and benefit from higher education programs, services, and activities. In particular, the programs are concerned with the overall structure of higher education, its pluralistic purposes and goals, and its many diverse functions. Students acquire a professional knowledge and understanding of colleges and universities as social and cultural institutions.

The Louise McBee Institute of Higher Education, founded in 1964, is noted for its multidisciplinary approach to teaching, research, and outreach, with particular emphases in policy and law, faculty and instructional development, and public service and outreach. IHE faculty members also specialize in history, leadership, curriculum, institutional research, and international higher education. The Institute offers the M.Ed., Ed.D. and Ph.D. in higher education, and students may earn an M.P.A. with a higher education specialization through the School of Public and International Affairs. The Institute also collaborates on projects and programs with the Franklin College of Arts and Sciences, the College of Education, and the Center for Teaching and Learning at the University of Georgia.

The Institute is freestanding, allied with the College of Education and other divisions of the University of Georgia, but established independently, operating with its own resource base, and housed in its own building. This rare combination of independence and integration into a major research university provides the Institute with the freedom to capitalize on opportunities as they arise, for research, policy, and service initiatives worldwide. In turn, the Institute’s multidisciplinary and international reach enables it to offer the best knowledge and best practices in fulfilling its service missions to the university, the state, and the region.

PhD in Higher Education Studies & Leadership (HESL)

Phd in higher education studies and leadership (hesl).

The Baylor University Higher Education Studies and Leadership PhD program offers a   full-time, residential   education   for those who desire to have a meaningful, lasting influence on higher education. The program combines a commitment to the Christian faith, academic rigor, research, and professional experience in order to prepare future scholars and practitioners for leadership roles.

Faith-Forward

We believe that we are called as Christians to pursue excellence in all areas of life, including our academic endeavors. As such, the HESL program both requires courses that explicitly focus on matters of faith within the higher education context. Additionally, students are challenged to think about the field of higher education and its most pressing issues from a theological point of view within the context of an R1 institution.

Fully Funded

We are a fully funded program, meaning that if you are accepted, your tuition is covered. In addition to this funding, students in the program work a 20-hour per week apprenticeship, which provides a stipend to help cover living costs.

Residential Cohort Model

The HESL program consists of three years of in-person coursework, beginning in the fall and including the summers between academic years. Following coursework comes dissertation research (typically taking one to two additional years). Courses are taken alongside a small cohort of students from around the country and world who support and challenge one another inside and outside the classroom. The typical size of a cohort is three students.

The HESL degree plan seeks to strike a balance between structure and specialization. Students progress through a series of courses alongside others in the program; however, the program sets aside elective hours for students to use for courses both inside and outside the department to help meet their professional and research interests.

HESL PhD Degree Plan

Through participating in HESL, students will be able to:

  • Synthesize diverse educational traditions into a comprehensive framework, enhancing your understanding of educational history and philosophy
  • Analyze higher education problems using theological, moral, and data or social science-oriented frameworks
  • Understand, analyze, and evaluate the trends currently impacting higher education
  • Understand various leadership theories and apply them to specific problems within higher education institutional settings
  • Demonstrate knowledge of the strengths and weaknesses of qualitative and quantitative research and the skills relevant to producing high-quality research in higher education

As part of the HESL program, all students work in a 20-hour/week apprenticeship. These apprenticeships range from research assistant positions within the department to administrative roles in departments throughout the university (with the occasional availability of assistantships at other institutions in the surrounding area). Apprenticeships are meant to provide professional development opportunities in addition to providing funds to cover living costs. Full-time employes at Baylor who are enrolled in HESL will not be assigned an apprenticeship.

Below are some of the areas in which our students have taken on apprenticeships ( note: availability of apprenticeships varies from year to year and are subject to change ).

Send a clear message to your current employer that you are committed to the mission of your institution, and gain skills that can be applied immediately to the challenges you face as a professional through a program that:

  • Instills and reinforces a commitment to crucial engagement of diversity and equity by addressing issues of privilege and oppression.
  • Develops research knowledge and skills that enable students to become scholar-practitioners and expand their knowledge about higher education organizations, practice, and outcomes.
  • Cultivates the key competencies needed to be a successful and ethical higher education leader and change agent.

Prepare to advance as an administrative leader

With a specific focus on universities and colleges, this program provides the practical knowledge needed to advance your administrative career in higher education. Your studies will prepare you to take on leadership roles in:

  • Enrollment management
  • Student services
  • Higher education administration
  • Academic support leadership
  • Housing and auxiliary services

Join a program that fosters success

CSU’s Ph.D. in educational leadership sets itself apart with a 95% retention rate of its students, much higher than the national average of 50%. Here are a few reasons why:

  • The program’s online format allows you to obtain a doctorate while remaining employed full time.
  • With a cohort structure, the same group of students begins, proceeds through, and completes the program together. This fosters support and allows you to network with others across the country who hold similar positions in higher education institutions.
  • Faculty members provide frequent and meaningful opportunities for one-on-one interactions through video conferencing, online discussions, email, and text.

John Carmichael, a graduate of the program, had this to say:

“You hear stories of people who get lost in Ph.D. programs and a decade goes by and they’re still working on their dissertation or taking another course. That has not been at all the experience for me, or I think any of the other people in this program.”

Gain real-world insight from scholar-practitioners

Learn from active scholars who incorporate their experience as administrators and teachers into coursework. The faculty in this online Ph.D. in higher education are skilled educators with industry expertise and extensive careers in higher education, including former vice presidents and college presidents.

Health and Human Science Matters Podcast

Find out how CSU’s research is making an impact by tuning into the Health and Human Science Matters Podcast , a collection of lively, engaging conversations with members of the college community.

The higher education leadership program equips student affairs administrators and other administrative personnel employed full time at four-year colleges and research universities to advance their careers in administrative leadership positions. You will become a more accomplished leader with the practical knowledge to lead with a commitment to diversity, access, institutional mission, quality, and educational outcomes.

Graduates of this program are prepared to pursue high-level leadership positions in these areas of higher education:

  • Student Services
  • Higher Education Administration
  • Enrollment Management
  • Housing and Auxiliary Services
  • Academic Support Leadership

The higher education leadership Ph.D. is a distance-delivered program with some unique characteristics. Much of your student work is accomplished online during two weekly sessions of 2.5 hours total using video conferencing. These online interactions, plus face-to-face meetings on the CSU Fort Collins campus once per year, help create a cohesive cohort of students.

The next on-campus meeting dates for the HEL program will be:

Monday, July 14, 2025 – Friday, July 18, 2025, with new student orientation on Sunday, July 13 in the afternoon.

The student-student relationship adds a personal dimension to the small group activities that are an integral part of the program. The student-faculty relationship is enhanced by the small cohort size (10-12 students), the fact that faculty are experienced educators, and the predominate use of papers rather than exams for learning and grading.

The program is very selective and looks for a diverse group of students. Applicants must have experience working in higher education, but that experience can come from a college or university anywhere in the country — or even the world. If you have worked as a student services administrator, or if you are interested in moving toward higher administration in any area of a college or university, this may be the program for you.

Alex C. Lange

Alex C. Lange

Dr. Alex C. Lange is a coordinator and assistant professor of higher education in the School of Education at CSU. Dr. Lange aims to help higher education professionals and researchers live up to their institutions' missions of quality, inclusiveness, and transformation for all members of campus communities. They study students minoritized by race, gender, sexuality, and ability, as well as the social forces that marginalize them during college. Their largest, ongoing project is a national, longitudinal study of transgender college students' journeys through undergraduate education. This work examines how transgender students enter into, develop within, and exit from higher education. Some of Dr. Lange's recent projects and collaborations include how LGBTQ+ students thrive in college, considerations for critical approaches to college student development, and the in/visibility of race and racism in LGBTQ higher education scholarship.

“When I think about how I will use this degree, it will be about creating humanizing experiences and liberatory spaces where students can show up as their full, authentic selves and thrive in higher education. What really spoke to me about the program here at CSU was the faculty and their commitment to equity and justice. They really center our humanity in this experience.”

“The more I got involved on campus and in the community, the more I realized that my real passion was for education. I think this program has empowered me to re-envision how I think about my own possibilities. I’m learning theories and immediately putting them into practice. That has really enriched my learning experience and challenged my thinking in a variety of ways.”

"There’s value in seeing that I can get my Ph.D. while I still have a full-time job. One reason I chose this CSU program is that it provides synchronous learning, and everybody would be online together. We’ve been a cohort together since the very beginning, and there’s a lot of power in that.”

Higher Education Leadership Ph.D. Student Panel - Fall 2022

In this panel, hosted by HEL student Eduardo Díaz, current HEL Ph.D. students discuss the intricacies of the program, why they chose it, how students engage with faculty in and outside of class, program structure, and more.

As a student in CSU’s distance Ph.D. in higher education leadership, you will receive a doctoral degree from a regionally accredited, renowned research institution while taking courses at times and locations that fit your busy life. Additionally, you can expect:

  • A Leading Program in Distance Delivery: The success of our Ph.D. distance delivery method, designed for mid-level higher education professionals wishing to maintain full-time employment, can be seen in our 95% retention rate, compared to the 50% national average.

Our faculty are skilled educators with industry expertise and extensive careers in higher education, including former vice presidents and college presidents. • A Cohort Model: The same group of students goes through the program together, offering a cohesive support structure and built-in professional network.
  • A Quality Learning Experience: Due to the highly competitive nature of this program, we only accept a small percentage of students each semester. To achieve our goal of ensuring a superior learning experience with a diverse group of students, we limit cohort size to 10-12 students.
  • Individualized Faculty-Student Engagement: In addition to the in-person class sessions, our program provides opportunities for frequent and meaningful one-on-one interactions with faculty through a variety of mediums, including: video conferencing, online discussions, email, text, and more.

The Ph.D. in Education equips students to systematically examine the theoretical and practical challenges evident across the P-20 educational pipeline to address the issue of inequity. The degree program will prepare individuals for careers in academia, research, and policy centers, as well as for high-level administration and curricular positions at educational institutions and agencies.

The Ph.D. in Education offers both high residency and low residency options. High residency students will take courses on-campus, hybrid-flex, and remote synchronous modalities. Students in the high residency option should be able to come to campus for evening courses. Low residency students will take remote synchronous courses scheduled in the evenings and will be required to come to Baltimore for an in-person retreat during the Fall and spring semesters.

Candidates for the Ph.D. in Education degree must complete a minimum of 54 academic credit hours, pass the comprehensive exam, and submit and successfully defend a research-based dissertation . All students in the program will be expected to complete academic core and research courses of 27 credits and concentration courses of 27 credits.

Core courses include:

  • ASLP 600 Introduction to Doctoral Studies and Academic Writing
  • ASLP 640 Race and Public Policy in Education
  • ASLP 642 Equity and Social Justice in Education
  • ASLP 620 Introduction to Educational Research
  • ASLP 700 Methods of Inquiry
  • ASLP 710 Quantitative Research Methods
  • ASLP 712 Qualitative Research Methods

Higher Education concentration courses include:

  • RDHE 702 Historical Foundations of Higher Education
  • RDHE 707 Finance and Budgeting in Higher Education
  • RDHE 722 Organizational Theory in Higher Education
  • RDHE 727 Legal Aspects of Higher Education
  • RDHE 731 Governance and Administration in Higher Education
  • RDHE 754 Higher Education Politics and Policy Analyses
  • RDHE 763 Leadership in Higher Education

Residency Weekends

Required residency weekends are embedded in the Ph.D. program as a central part of the intensive, cohort-based model. Doctoral work can be a challenging process, but building peer structure helps students succeed. Residency weekends will help students get to know faculty and fellow cohort members and foster the development of their doctoral identity. They will occur once each semester for students who have not attained candidacy, and the dates will be set and distributed during orientation.

The educational objectives for the Ph.D. in Education are the following:

  • To advance research on inequity issues within the full P-20 educational pipeline.
  • To prepare students to use original and existing research to transform educational practice.
  • To equip future educational researchers with innovative teaching experience and cutting-edge transdisciplinary research experience to become attractive job candidates on the academic market.
  • To prepare candidates to create a collaborative learning community that integrates all the various educational contexts.
  • To prepare candidates to be critical thinkers who focus on leadership, policy, ethics, and social justice.

Visit the Graduate School page to apply today!

1. Applicants are required to have at least 1 year of post-master's, full-time professional work experience in a college/university setting, or closely related professional experience (such as a higher education association, policy association, state/federal agency focused on higher education, etc.) that would allow an applicant to understand the context and general environment of higher education.

2. Official transcripts of all academic work completed at other regionally accredited institutions of higher education are required prior to matriculating and beginning coursework. Applicants are expected to have an undergraduate GPA of 3.0 or better on a 4.0 scale for the last two years of undergraduate work, and a GPA of 3.5 or better on all postgraduate study beyond the baccalaureate degree. Applicants with a graduate GPA of less than 3.5, but above 3.0 will be considered along with other materials that show academic promise for success.

3. Three (3) official recommendations from supervisors, faculty, or professionals who can comment on and attest to applicant's ability to engage in doctoral level work. Note that recommendations cannot come from family members or friends.

4. A written statement outlining the applicant's background and experience in higher education, specific career goals related to higher education, and how achieving a PhD through Morgan State University's program will assist in accomplishing those career goals. Applicants should also discuss any initial research ideas about the dissertation, and how faculty might be able to support and nurture those research ideas. Applicants are not required to identity a faculty "sponsor" or primary research advisor before being admitted; but if an applicant wishes to work with particular faculty that should be mentioned. It is imperative that applicants discuss all elements outlined above in their personal statement.

5. A current resume or curriculum vita, documenting professional experiences.

6. A sample of professional writing (such as a professional paper, grant proposal, publication, or research proposal abstracts). If applicant does not have a recent professional writing sample, applicants are asked to respond to the following questions in a 4-5-page essay: What do you see as three (3) major trends or issues facing higher education? What are the implications of these trends/issues for campuses (including students, faculty, staff, or other constituents)?

7. International students, whose native language is not English, must provide a minimum TOEFL score of 590 PBT/97 iBT (scores approximately at the 75th percentile), or an IELTS score of 6.5, and demonstrate through the required written documentation and interview that they have requisite verbal and analytical skills needed to successfully complete the program. Applicants whose native language is not English must recognize that the program does not teach English Language skills; it is expected that international applicants have mastery and proficiency in both written and spoken English at a level that would allow them to fully participate in and contribute to the PhD program.

8. Personal interview with program faculty (at discretion of faculty).

9. NOTE: As of October 2017, GRE/MAT tests are no longer required for admission into the PhD program.

All application materials must be sent directly to the Graduate School. Any materials sent to the department or the program coordinator will not be placed in an applicant's file. It is the responsibility of applicants to ensure that all materials are appropriately submitted. Applicants should not ask the department to follow-up on their behalf.
