As a PhD student at Research Luxembourg, you will contribute to our dynamic and successful research.

One of the main advantages of choosing to do your PhD with Research Luxembourg is the access you will have to a wide range of well-equipped laboratories and facilities available at the University of Luxembourg, LISER, LIH and LIST.

There is also a vibrant academic support network with regular seminars, research group meetings and informal get-togethers, giving you plenty of opportunities to discuss your research interests with your supervisors, peers and other researchers and academic staff.

Fundings for PhD candidates

Several fundings from the Luxembourg National Research Fund (FNR) are available for PhD candidates (with Masters).

The main instrument for PhD candidates is the AFR Individual Grant. The AFR PhD grant scheme is divided into two sub-categories:

  • AFR PhD in Luxembourg (AFR Incoming): Candidates from any nationality may apply for a doctoral position in an eligible Luxembourg host institution. Candidates will have to spend >50% in Luxembourg under an employment contract with the host institution;
  • AFR PhD abroad (AFR Outgoing): Luxembourg nationals, or residents in Luxembourg for more than 5 consecutive years, may apply for a doctoral position in a public higher education institution abroad. The rule for this type of AFR grants is an employment contract with the institution abroad, but in exceptional cases, grants without a work contract can be awarded.

In 2022, 5 MEUR will be committed to support this funding scheme.

Useful and practical information on AFR grants

  • The contribution to the annual salary costs of a PhD candidate amounts 44.322 € / year  (salary index as of Oct 2021; in case the official Luxembourg salary index changes, the above-mentioned FNR contribution will be adapted automatically by the FNR). A topping-up by the employer is possible up to a maximum gross salary of 62.461 €/yr.
  • The salary contribution will be paid until the PhD degree has been awarded with a maximum duration of 4 years. Alternatively: beneficiaries of an AFR PhD fellowship without employment contract will receive a monthly stipend of 1,500 € (in exceptional cases as specified above). The topping-up of the stipend up to a maximum amount of 2.100 € per month is possible.
  • Employment contracts shall be the rule. AFR PhD grants are aimed at host Institutions to employ AFR beneficiaries to conduct their research projects. Stipends (i.e. fellowships without employment contracts) are only awarded outside Luxembourg in exceptional cases).
  • A one-off travel lump sum, to be paid to the PhD candidate at the start of her/his AFR grant, based on the airline distance between the beneficiary’s residence at the application deadline or start of the grant, and her/his host Institution.
  • A fixed training and mobility allowance of 6.000 € per PhD candidate. The training allowance is available to cover costs related to the candidate’s training and mobility activities: i.e. scientific/transferable skills training, scientific conferences or summer/winter schools, field work or travel between scientific contacts involved in the project as well as international research stays.

Call for Applications:

Max planck luxembourg phd scholarships 2024.

The promotion of research and academic exchange with foreign scholars is a central goal pursued by the Max Planck Institute Luxembourg for Procedural Law. As such, in order to assist young scholars further advance their research activity, the Max Planck Institute Luxembourg offers a limited number of scholarships for foreign doctoral candidates. These scholarships facilitate research stays at the Institute for one to six months during the 2024 calendar year.

Eligibility

To be eligible for the scholarship, applicants must be doctoral candidates working within the Institute’s various areas of research. They must intend to be affiliated with the Department of International Law and Dispute Resolution, or the Max Planck Fellowship Research Group, which focuses on the enforcement of European Financial Market Regulation or the Max Planck Law Research Group, which focuses on Memories of Mass Atrocities. While proficiency in English is compulsory, the call is open to doctoral candidates writing their thesis in languages other than English.

Application

To apply, interested candidates meeting the requirements of the call must submit the following documents, in English:

  • a cover letter (max. 1 page), stating the motivation for their application, the correlation between the topic of their research and the Institute’s areas of research, the name of their PhD supervisor, the expected date of defence, and the desired time frame for the scholarship stay;
  • an up-to-date curriculum vitae, with an indication of the class of degree awarded (undergraduate and postgraduate, if relevant) and the number of publications;
  • a summary of the PhD project (max. 2 pages), including subject, description and work plan;
  • two letters of recommendation (including one from the PhD supervisor, with his/her contact details).

Grant and benefits

The scholarship is paid in monthly instalments of 1.500 €. The selected applicants will be offered a workstation in the Institute’s reading room. They will have the opportunity to participate in the regular scientific events hosted at the Institute and will enjoy access to the Institute’s library.

During the funding period, the presence of the Scholarship Holder at the Institute is compulsory.

The deadline for applications is 15 July 2023 . Early applications are highly encouraged, as the application will be processed on a rolling basis.

University of Luxembourg

The University of Luxembourg is the only university in Luxembourg, founded on 13 August 2003. Prior to that, there were several higher educational institutions such as the cour universitaire or the IST that offered one or two years of academic studies. Luxembourgish students had to go abroad in order to complete their studies at a university (usually to Belgium, France, Germany, Austria, and the United Kingdom). The new university makes it possible for these students to complete their studies in their own country, as well as attract foreign academic interest to Luxembourg. The University is currently divided into three Campuses, namely: Campus Limpertsberg hosting the Faculty of Law, Economics and Finance and parts of the Faculty of Science, Technology and Communication as well as the central administration units of the University Campus Kirchberg hosting further parts of the Faculty of Science, Technology and Communications Campus Walferdange hosting the Faculty of Language and Literature, Humanities, Arts and Education By the finalisation of the restructured campus in Esch-Belval, south of the capital, two of the three faculties will relocate there: The Faculty of Arts, Humanities, Arts and Education Sciences will first do so in summer 2014, followed by the Faculty of Sciences, Technology and Communication in 2015 and 2016. The Faculty of Law, Economics and Finance will remain on Campus Limpertsberg.[1] Like Luxembourg itself, the studies at the University of Luxembourg are characterised by their multilingualism. Courses are usually held in two languages: French/English, French/German, or English/German.

Classification models guided by prior mechanistic knowledge will be built, exploiting the known grouping structures among features in the omics and neuroimaging data, using dedicated structured learning algorithms. With the help of statistics, machine learning and pathway- and network- and analyses, the goal is to improve the mechanistic understanding of disease-associated alterations in neurological disorders.

In this project, the multi-constellation space-borne GNSS-R data will be used to understand the sensitivity of the GNSS-R forward-scattering to surface roughness, vegetation, and other parameters such as incidence angle. How much does it cost to study in Luxembourg?

The required tuition fees vary depending on the study course and education level. On average, you should expect to pay between €400 and €800 per year. For business-related studies, tuition fees are more expensive, averaging around €4,000-€5,000 per year.

What are the entry requirements for Luxembourgish universities?

If you have successfully completed upper secondary studies in one of the signatory countries of the Lisbon Convention, are in possession of a valid school leaving certificate and qualify for higher education studies in your home country, you may also qualify for higher education studies in Luxembourg. However, you are requested to prove your level of English, French, German or Luxembourgish depending on the study program you have applied for. In some cases, you are also requested to take additional qualifying courses. Second cycle studies (master's)

If you are applying for a master's program at university in Luxembourg, you are required to be in possession of a relevant bachelor's or equivalent degree diploma.

Third cycle studies (PhD) In the event you are applying for doctoral studies at university in Luxembourg, you are required to be in possession of a relevant diploma or master's degree program. The language of instruction at university in Luxembourg vary depending on the study program. The most common languages used for instruction are English, French, German and Luxembourgish. In general, you are expected to have a level of command of the language of instruction of your study program corresponding to, at least, B2 in the Europass Language Passport.

PhD student accused of killing friend's baby faces death penalty if convicted

Pittsburgh prosecutors are seeking the death penalty in the case of a woman accused of killing a 6-week-old baby and injuring his twin brother in June, a new court filing shows.

Nicole Virzi, 30, a PhD student, was charged with homicide and multiple counts of aggravated assault and endangering the welfare of children. The charges stem from an incident in June when Virzi was babysitting the twin boys of a couple she knew in Pittsburgh.

According to a criminal complaint, Virzi called the police on the night of June 15, claiming that one of the twins had fallen from a bassinet. The baby, named Leon Katz, was rushed to a nearby children's hospital, where he was pronounced dead.

The next evening, Virzi discovered injuries to Leon’s twin brother, including scratches, bruising and swelling. After the second baby was taken to the hospital, doctors found the injuries sustained by both twins were neither natural nor accidental.

An examination by the medical examiner's office revealed that Leon had suffered from a severe skull fracture and multiple brain bleeds, with the cause of death determined to be blunt force trauma to the head, resulting from homicide.

Virzi, who had been staying at an Airbnb property in Pittsburgh, told police that Leon was in a bouncer seat when she left the room to get him a bottle. She then heard the baby screaming and found him on the floor before she contacted police. Virzi also alleged that Leon's twin brother got a scratch to his face when she tried to put him in a car seat and he flailed his arms.

The twins' parents denied inflicting any injuries on their children.

The Allegheny County District Attorney's Office cited torture as one of the aggravating factors justifying its pursuit of the death penalty.

Virzi’s defense attorney, David Shrager, told NBC News that Virzi was close friends with the twin’s parents and maintains her innocence.

“This was not the direction we hoped the case would go,” Shrager said. “We strongly disagree with the allegations made by the DA’s office regarding the death penalty. We will of course be litigating this case aggressively until the truth comes out.”

Virzi was pursuing her doctorate at the University of California, San Diego. According to the university's website , she was studying behavioral medicine in the joint doctoral program in clinical psychology.

She is being held in the Allegheny County Jail without bond.

Pennsylvania is one of 27 states where the death penalty remains legal. Over 100 people remain on death row in the state — including just one woman — but no executions have been carried out since 1999.

When Gov. Josh Shapiro took office last year, he a nnounced that he would not issue any execution warrants during his term. He called on the General Assembly to abolish the death penalty, saying, "The Commonwealth shouldn't be in the business of putting people to death."

Applications are open to become an ISM student

Tuition and financial aid.

Learn about all the financial aspects of studying at the ISM, including the full-tuition scholarships offered to admitted students.

In 2024–2025, tuition for full-time students is as follows: 

  • School of Music and the Institute will be $36,800. 
  • Divinity School and the Institute will be $28,810. 

Other special fees may be assessed, depending on program (orientation, commencement, board, and activity fees, etc.). Further information is available from the Financial Aid Office.

Full-tuition scholarships are available to ISM students. The amount is based on tuition established by the two affiliated schools. 

Financial Aid

Full-tuition scholarships are available to ISM students to support fulfillment of their degree requirements. Additional annual merit awards of $4,000-12,000 are available to eligible ISM students. Depending on the resources of the Institute, these scholarships and awards are renewable for students who remain in good academic standing. These scholarships and awards require no application or service to the Institute.

By the beginning of their final term, students must have completed all ISM curricular requirements or be enrolled in the remaining required courses. Failure to do so will result in termination of all ISM financial aid in the final term.

Requirements for Financial Aid

Satisfactory academic progress (sap).

Federal regulations mandate that an institution establish a reasonable SAP policy for determining whether an otherwise eligible student is making satisfactory academic progress in his or her educational program and may receive assistance under the Title IV, HEA programs, and institutional financial aid (referred to as financial aid).

The time limits for the degree programs pursued by ISM students are published in the bulletins of the respective schools. Student grades are reviewed each term to determine whether each student is making SAP. Failure to make SAP may affect the continuing of ISM financial aid.

U.S. Citizens and Permanent Residents

U.S. citizens and permanent residents may also apply for federal loans and work-study, which are awarded on the basis of need as determined by federal methodology. The Institute of Sacred Music participates in the Federal Direct Loan program. To apply for a federal student loan or federal work study, students must complete the FAFSA (Free Application for Federal Student Aid).

A Federal Direct Student Loan is available as an unsubsidized loan only for graduate and professional students. Loan fees may change based on funding uncertainty at the federal level. The maximum the student can borrow through a Federal Direct Unsubsidized Loan is $20,500. The student bears the responsibility for interest on the unsubsidized loan, which may be paid as it accrues or capitalized (added to principal). Additional eligibility requirements: (1) the student must be enrolled at least half-time; (2) he or she must maintain satisfactory academic progress; and (3) he or she cannot be in default on a federal student loan.

A Federal Direct Graduate PLUS Loan is for students who need to borrow more than the maximum unsubsidized loan amount, not to exceed the cost of education. Loan fees may change based on funding uncertainty at the federal level. The interest, which accrues while the student is in school, may either be paid monthly or capitalized. Additional eligibility requirements: (1) the student must not be in default on any federal education loans or owe an overpayment on a federal education loan or owe an overpayment on a federal education grant, and must meet other general eligibility requirements for the Federal Student Aid programs; and (2) the student must not have an adverse credit history, as determined by a credit check.

An application must be made each year to renew the Federal Direct Loan. Laws governing these loans are under frequent review by the U.S. Congress. Applicants should be aware that awards might need to be revised if major change is mandated by government regulations.

Federal eligibility may also be reviewed during the academic year if a student’s financial circumstances change substantially; additional scholarship or award support from the ISM is not available. Students must notify the Financial Aid Office of all additional awards or sources of support, such as that received from denominational agencies, outside grants and scholarships, and parental contributions.

International Students

International students also receive full-tuition scholarship awards and may be eligible for merit awards through the Institute of Sacred Music. No application is needed, nor is service to the Institute required to receive the scholarship or award. International students are not eligible to participate in U.S. government-funded loan programs unless they are permanent residents; therefore, every effort should be made to obtain financial assistance from the applicant’s government. Such assistance should be reported to the Institute’s Financial Aid Office. The Institute cannot subsidize transportation to and from the United States.

Yale Institute of Sacred Music is a professional environment and, as such, encourages professional work. For example, Institute students are hired as musicians or in other areas of ministry in Yale’s chapels or area churches. Part-time positions abound in the libraries, dining halls, and various offices of the University. Nonetheless, the Institute does not encourage students to pursue outside work at the expense of their obligations to the Institute or their respective Schools. Students generally work between ten and fifteen hours a week (not to exceed nineteen hours per week). The Institute demands that students prepare for classes and rehearsals, attend them, and participate fully in the life of the Institute. Students shall submit requests to work outside the Institute (both for pay and not for pay) to their adviser with sufficient time to be reviewed by the director. This requirement includes any work in performances on and off campus. Forms can be obtained from the Office of Student Affairs.

Scholarships and Awards

Named scholarships.

The named scholarships are part of the Institute’s pool of resources. They honor students of exceptional promise and achievement in their field of study. The overall amount of the named scholar’s financial assistance is not affected. The Porter, MacLean, and Seder scholarships had their beginnings at the School of Sacred Music at Union Theological Seminary and were transferred to the Institute of Sacred Music upon its move to Yale University.

The Mary Baker Scholarship  The Mary Baker Scholarship in organ accompanying was established in 2005 to honor the memory of Mary Baker, wife of Dr. Robert Baker, founding director of the Yale Institute of Sacred Music. The scholarship is awarded each year to a returning organ student who has demonstrated in the opinion of the faculty the ability and collaborative spirit necessary for a skilled organ accompanist.

The Robert Baker Scholarship  Robert Baker is the former director and dean of the School of Sacred Music at Union and the first director of the Yale Institute of Sacred Music. This scholarship is for an organ student completing his or her first year. The scholarship was established at Dr. Baker’s retirement.

The Reverend Louise H. MacLean Scholarship  An ordained minister of the United Church of Christ, the Rev. Louise H. MacLean was a graduate of Union Seminary who admired the work of the School of Sacred Music at that institution. The scholarship is to be used for the benefit of worthy students.

The Menil Scholarship  A scholarship designated for a student concentrating in the visual arts. Monies are given by the Menil Foundation.

The Hugh Porter Scholarship  Director (1945–60), Union Seminary School of Sacred Music, Hugh Porter was a distinguished organ recitalist and organist at St. Nicholas Collegiate Church in New York and a highly respected teacher. This scholarship is undesignated.

The E. Stanley Seder Scholarship  Organist and choir director at People’s Church in Chicago, E. Stanley Seder also served as organist of the Chicago Sunday Evening Club, which met in Orchestra Hall. This scholarship is undesignated.

Higher Education Emergency Relief Fund (HEERF) Grants

Yale was awarded $4.7 million from the second round of awards from the Higher Education Emergency Relief Fund (HEERF II) grants. Yale will award all of the $4.7 million, including the share that could have been applied to institutional expenses, as emergency grants to Yale students with exceptional financial need. HEERF II Appeals Process Now Open

Those students who did not receive a HEERF II grant in the first round may now appeal that decision. Students must have been enrolled in at least one semester in the 2020–2021 academic year, have received some form of financial aid (scholarship, grant, loan, or job) in the 2020–2021 academic year, and must have COVID-19 related expenses that were not covered by other forms of financial aid. In order to start the appeals process, students need to contact their school’s financial aid office. The student’s financial aid officer will determine if they are eligible to appeal and will enable them to complete the online appeals application. Final eligibility determinations will be made by the HEERF Working Group. Appeals will be reviewed in the order they are received. HEERF II appeal funds are limited and completing an application for an appeal does not guarantee the receipt of funding. The deadline for submitting an appeal is July 22, 2021.

Special Awards for Music Students

The named awards will be given to first-year music students in addition to the usual scholarship awards, and will be renewable for a second year if progress is satisfactory.

The Baker Award  Named in honor of Professor Emeritus Robert Baker, the award is given to one or more students deemed to be among the top 1 or 2 percent of the young organists in the country and who have elected to study at the Yale School of Music and the Institute of Sacred Music.

The French Award  The award, named in honor of Professor Richard French, is given to one or more choral conducting students, deemed among the best in the country, who attend the Yale School of Music and the Institute of Sacred Music.

Fifth Semester for Church Music Certificate Course

Participants enroll as nondegree students for the fifth semester at the Yale Divinity School and receive a full-tuition scholarship. However, they are not eligible for Federal Direct or Graduate PLUS loans. They are eligible for alternative loans. Nondegree students are not eligible for deferral of loans. International students may need to apply for an extension of their student visas.

Special Awards for Divinity Students

Special awards are also available for Divinity students selected by the faculty. The Institute is especially interested in students who demonstrate a lively interest in cross-disciplinary interaction and study.

Special Support for Students

The Institute of Sacred Music may provide limited financial support in the form of grants for student participation in competitions, professional events, summer language study, and Colloquium presentation expenses. Interested students should first consult the ISM Office of Student Affairs to ascertain the specific grants for which they are eligible. All requests must be made in advance, using the ISM Student Grant Request form, and approved by the faculty and director of the Institute. Guidelines for support may be obtained from the financial aid officer.

The Institute also underwrites the Yale Schola Cantorum, whose members receive payment for participation except if receiving academic credit for participation. Link to Performing Ensembles

Transcript information for international applications, undergraduate students.

Unofficial transcripts are sufficient for initial evaluation. At any time, you may be contacted to submit official/verified transcripts. Check the Country Requirement page for whether you will be required to submit an official version of your secondary transcripts. To be considered for admission, simply upload your transcripts through the application. If you were not able to upload the transcripts in your application, you can log back in Future Wildcat to upload them. Or, you can email legible PDF copies of transcripts to [email protected] .

Official transcripts showing grades for all years of secondary/high school and official exam results or certificates from your country will be required before you enroll at the University of Arizona.

If you have attended any college or university outside of the United States during or post-high school, unofficial transcripts from each institution you have attended are sufficient for initial evaluation. What Do We Consider Official Records?

All academic records sent to the University of Arizona office directly from the institution attended are considered to be official records. All records must be original or certified copies with the seal of the issuing institution or signed by an appropriate authority.

All international documents must be translated into English.

Certified Translations

Certified translations include:

  • Translations issued or verified by the issuing institution, or translated by a member of ATA (American Translators Association) .
  • Translations issued by the Ministry of Education (translations done by other government ministries are not valid).
  • For Iran only: Translations issued by the Ministry of Justice.
  • Translations completed by National Center for Interpretation Services or by a NACES member (Evaluations must be accompanied by the original transcript. Evaluations submitted without a transcript will be considered unofficial).

Graduate Students

Applicants must upload unofficial pdf versions of all transcripts when submitting their application in our GradApp system. Individual departmental application instructions will indicate if official transcripts are required for initial departmental review purposes, please review the Graduate Programs Catalog for more information.

Once formally admitted to the University of Arizona, official versions of transcripts from all previous colleges and universities attended will be required. International student commencements to be capped at 270,000 next year

New international student commencements will be capped at 270,000 across Australian higher education and vocational providers for the 2025 calendar year. 

Education Minister Jason Clare said the changes — if passed by parliament — would make the international student sector "better and fairer". 

What's next?

The federal government will consult with universities about individual caps. 

The number of international students able to start study at Australian universities and vocational training providers will be capped from next year.

Under the federal government's proposed reform of the sector, the number would be capped at 270,000, with individual limits to be set per institution.

Education Minister Jason Clare said on Tuesday the cap would mean a limit of about 145,000 new starters for publicly funded universities and about 95,000 for vocational institutions in 2025.

The new cap would set commencements at about 7,000 below pre-pandemic levels and about 53,000 below last year, according to government figures. 

The individual caps will be determined by several factors, including recent levels of new international student commencements and the concentration of international enrolments in their onshore student cohorts.

Mr Clare did not announce the institution-level caps but said providers would be contacted individually.

The much-anticipated announcement comes after weeks of speculation and widespread concern within the sector about the prospect of a blanket cap.

Mr Clare said the proposed limits, which are subject to the government's bill passing parliament, will mean the number of international students starting their studies in 2025 will be roughly the same as the previous year but redistributed across the higher education landscape. 

For example, he said some bigger universities would have fewer new starters, while some smaller, regional providers would have greater scope to enrol more international students. 

"This is about setting up the system in a better and fairer way so it's not only a lucky few universities that benefit but the whole sector," he told journalists in Sydney. 

International school students, higher degree by research students, students undertaking standalone English language courses, non-award students, government-sponsored scholars, students in transnational education arrangements, key partner foreign government scholarship holders, and students from the Pacific and Timor-Leste will not be included in the caps.

Part of a wider crackdown

The caps are part of a wider effort by the federal government to crack down on the international education sector after international students flooded back into Australia following the COVID-19 pandemic.

"There are about 10 per cent more international students in our universities today than before the pandemic and about 50 per cent more in our private vocational and training providers," Mr Clare said.

"Students are back but so are the shonks — people are seeking to exploit this industry to make a quick buck."

Australia has the second-highest share of international students globally, trailing only behind Luxembourg, making it the country's fourth-largest industry, according to Australian Bureau of Statistics data.

A slew of changes aimed at weeding out bogus applications have already been introduced by the government, including more stringent entry conditions and a doubling of the student visa application fee.

The number of student visas granted in the most recent financial year was already down by 60,000 compared to the previous year, according to the Department of Home Affairs. 

Universities Australia, the peak body for the higher education sector, blamed the drop in visa grants largely on ministerial direction 107, which was handed down in December to streamline applications.

Mr Clare said on Tuesday the cap system was designed to replace the ministerial direction.

"There is a de facto cap or limit happening at the moment through ministerial direction 107," he said.

"What that has meant is some universities have a lot more students this year than last year and a number of universities have got a lot less."

Shadow Education Minister Sarah Henderson said the Coalition would consider the announcement, and welcomed student caps in-principle.

"But this is not a win for regional universities and smaller universities, and the private education sector have been absolutely devastated by ministerial direction 107," Senator Henderson said.

"So this is certainly not a win after what they have endured over the last couple of months."

Senator Henderson said more detail was needed about the proposed cap, because its impact on net migration and housing was still unclear.

Caps a 'handbrake', peak body says

Peak bodies for the sector and university chancellors have previously expressed alarm at the prospect of international student limits, describing it as ministerial overreach and an existential threat to some providers.

Following the announcement, Universities Australia chair David Lloyd said the proposed cap would "apply a handbrake" to one of the country's biggest industries.

"International student fees help drive Australia's economy and support universities, making up a shortfall in government funding for research, teaching and campus infrastructure," he said.

Vicki Thomson, chief executive of the Group of Eight, which represents some of Australia's largest universities, said there had been very little consultation "at a deep level" between the government and universities. 

"There's been no consultation in terms of how they've arrived at the numbers they've arrived at," she said.

"Particularly for the Group of Eight, we know based on the numbers ... it will mean a cut in international students for our universities — and a cut means less revenue."

The Student Accommodation Council said the cap was a "sustainable number" that would give investors enough confidence to continue growing the supply of student accommodation.

But the council's executive director Torie Brown said ambitions to add student accommodation would only work if state counterparts cooperated with the sector.

The Greens have expressed their opposition to the changes, with senator Mehreen Faruqi describing it as a "bad day for university independence", which means the government will likely need the Coalition's support to pass the bill.
