FTA Retrain and IEB

BLUF- assignment limitation code "O" under an Initial Enlistment Bonus, trying to FTA retrain

I have asked my CAA about this issue and beyond 'recommending an ETP signed by Sq CC', they haven't been much help.

FTA in my 60th month, received IEB for 72 month contract as a 1N3 (currently have assignment limitation code "O" on my SURF), trying to retrain out. Applied for FY24 retrain 02 August and received eligibility for all 5 jobs. Obtained all docs and submitted by 10 August; had to have my ETP re-signed by CC (AFPC informed me 28 Aug that signatures needed to be dated after 01 August 2023), re-submitted that 30 August. Now just waiting to hear back on it all (hopefully approved).

I've read AFI 36-2100 over and over and am confused by the verbiage; firstly--

2.3.33.2.1. Control AFSC changes are not authorized at base-level for Airmen who have received an initial enlistment bonus or receiving a selective reenlistment bonus in their current enlistment . For RegAF Airmen, contact AFPC/DP0SW, Procedures and Student Management Assignments Branch for assistance if Control AFSC change is needed other than for AFSC disqualification.

also found this a few paragraphs down--

2.3.34.2. Must request and receive an approved waiver from AFPC/DP0SW to use Airmen out of their Control AFSC if they have an assignment limitation code "O" which indicates receipt of an initial enlistment bonus in the current enlistment, a selective retention bonus (SRB), or a break in service.

Then to make it a tad more confusing, this is in Chapter 6 of the same AFI--

6.3.2. AFPC/ DP3DW will:

6.3.2.1. Execute established retraining policy, establish procedural guidance, and provide guidance to the field and manages overall Airman Retraining Program. (T-2).

6.3.2.2. Update and manage the Retraining Advisory and Advisory Notes. (T-2).

6.3.2.3. Monitor disqualified Airmen and quality control standards for retrainees. (T-2).

6.3.2.4. Process ETP requests. (T-2).

Naturally, what did I do? Got ETP memo signed twice now addressed to HQ "AFPC/DP3DW"...

Questions--

Could anyone provide any insight on this? Is retraining likely under an IEB or did I just waste a ton of my/my leadership's time??

I have a hunch I addressed it to the wrong office.. am I wrong ?
