In this tutorial, you will learn how to write an essay about any country.

This method will work for a paper you have to write for Sociology, Economics, a History class, or for any other discipline you can imagine.

The biggest challenge when writing an essay is coming up with material.

And the easiest way to keep your ideas flowing is to break your topic into subtopics.

Let’s see how this works.

Our subject is a country. Any country.

How would we go about breaking the idea of a country into aspects or parts?

What are some of the parts a country may have?

The easiest way to break up a topic is to use the Power of Three!

And which three aspects are relevant to any country? Which three things does any country have?

Any country has a political aspect. Politics is all about the government. It answers the question, “What are the political forces and relationships among them?”
Any country has a social aspect. This part of the paper will answer the question, “How do people live in this country?” The social aspect is about the people of the country.
“What are the major economic forces in this country”
“How do they shape the country?”
“Is the country going through an economic hardship?”

These are three wonderful ways to discuss and to structure an essay about a country.

What else can we do?

We can talk about a country in terms of the past, the present, and the future. Let’s see what this looks like.

The past. This section will answer the question, “How was this country in the past?”
The present. This section will the answer the question, “How is the country doing today?”
The future. This part will answer the question, “What can be predicted about this country?”

Again, this is a wonderful way to discuss any country.

You can combine these different aspects to form a longer essay.

In fact, you can write as long an essay as you want.

Let’s say we’re writing about a country in terms of the past, the present and the future. What could we write about in each section?

We are already using the Power of Three to create the main structure. Now we can use the Power of Three to break up each of the sections into three subsections.

And we can talk about the political, social ,and economic aspects in section 1 about the past. In other words, how was this country in the past politically, socially, and economically?
In the next section, we discuss how this country fares in the present politically, socially, and economically.
And finally, what can be predicted about this country politically, socially, and economically?

Hope this makes sense.

You can actually do this differently. You can have three sections that are devoted to politics, society, and economics.

You can still use the Power of Three, and you can use it in reverse.

In the first section , you would talk about the past, the present, and the future of this country in terms of politics.
In the next section , you would talk about the society in the past, in the present, and in the future.
And in the final section , you would talk about the past, the present and the future of this country’s economy.

Note that countries have a lot more different aspects to them. For example, you can discuss any country in terms of:

The Haiti That Still Dreams

I often receive condolence-type calls, e-mails, and texts about Haiti. Many of these messages are in response to the increasingly dire news in the press, some of which echoes what many of us in the global Haitian diaspora hear from our family and friends. More than fifteen hundred Haitians were killed during the first three months of this year, according to a recent United Nations High Commissioner for Human Rights report, which described the country’s situation as “ cataclysmic .” Women and girls are routinely subjected to sexual violence. Access to food, water, education, and health care is becoming more limited, with more than four million Haitians, around a third of the population, living with food insecurity, and 1.4 million near starvation. Armed criminal groups have taken over entire neighborhoods in Port-au-Prince and the surrounding areas, carrying out mass prison breaks and attacks on the city’s airport, seaport, government buildings, police stations, schools, churches, hospitals, pharmacies, and banks, turning the capital into an “ open air prison .”

Even those who know the country’s long and complex history will ask, “Why can’t Haiti catch a break?” We then revisit some abridged version of that history. In 1804, after a twelve-year revolution against French colonial rule, Haiti won its independence, which the United States and several European powers failed to recognize for decades. The world’s first Black republic was then forced to spend sixty years paying a hundred-and-fifty-million francs (now worth close to thirty billion dollars) indemnity to France . Americans invaded and then occupied Haiti for nineteen years at the beginning of the twentieth century. The country endured twenty-nine years of murderous dictatorship under François Duvalier and his son, Jean-Claude, until 1986. In 1991, a few months after Haiti’s first democratically elected President, Jean-Bertrand Aristide, took office, he was overthrown in a coup staged by a military whose members had been trained in the U.S. Aristide was elected again, then overthrown again, in 2004, in part owing to an armed rebellion led by Guy Philippe, who was later arrested by the U.S. government for money laundering related to drug trafficking. Last November, six years into his nine-year prison sentence, Philippe was deported by the U.S. to Haiti. He immediately aligned himself with armed groups and has now put himself forward as a Presidential candidate.

In 2010, the country was devastated by a 7.0-magnitude earthquake, which killed more than two hundred thousand people. Soon after, United Nations “peacekeepers” dumped feces in Haiti’s longest river, causing a cholera epidemic that killed more than ten thousand people and infected close to a million. For the past thirteen years, Haiti has been decimated by its ruling party, Parti Haïtien Tèt Kale (P.H.T.K.), which rose to power after a highly contested election in 2011. In that election, the U.S.—then represented by Secretary of State Hillary Clinton—and the Organization of American States helped the candidate who finished in third place, Michel Martelly, claim the top spot. Bankrolled by kidnapping, drug trafficking, business élites, and politicians, armed groups have multiplied under P.H.T.K, committing massacres that have been labelled crimes against humanity. In 2021, a marginally elected President, Jovenel Moïse, was assassinated in his bedroom , a crime for which many of those closest to him, including his wife, have been named as either accomplices or suspects.

The unasked question remains, as W. E. B. Du Bois wrote in “ The Souls of Black Folk ,” “How does it feel to be a problem?”

I deeply honor Haiti’s spirit of resistance and long history of struggle, but I must admit that sometimes the answer to that question is that it hurts. Sometimes it hurts a lot, even when one is aware of the causes, including the fact that the weapons that have allowed gangs to take over the capital continue to flow freely from Miami and the Dominican Republic, despite a U.N. embargo. Internally, the poorest Haitians have been constantly thwarted by an unequal and stratified society, which labels rural people moun andeyò (outside people), and which is suffused with greedy and corrupt politicians and oligarchs who scorn the masses from whose tribulations they extract their wealth.

Recently, at a loved one’s funeral, in Michigan, the spectre of other Haitian deaths was once again on the minds of my extended family members. Everywhere we gather, Haiti is with us, as WhatsApp messages continuously stream in from those who chose to stay in Haiti and can’t leave because the main airport is closed, and others who have no other home. In Michigan, during chats between wake, funeral, and repast, elders brought up those who can’t get basic health care, much less a proper burial or any of the rituals that are among our most sacred obligations. “Not even a white sheet over those bodies on the street,” my mother-in-law, who is eighty-nine, said, after receiving yet another image of incinerated corpses in Port-au-Prince. At least after the 2010 earthquake, sheets were respectfully placed on the bodies pulled from the rubble. Back then, she said, the armed young men seemed to have some reverence for life and some fear of death.

Lately, some of our family gatherings are incantations of grief. But they can also turn into storytelling sessions of a different kind. They are opportunities for our elders to share something about Haiti beyond what our young ones, like everyone else, see on the news. The headlines bleed into their lives, too, as do the recycled tropes that paint us as ungovernable, failures, thugs, and even cannibals. As with the prayers that we recite over the dead, words still have power, the elders whisper. We must not keep repeating the worst, they say, and in their voices I hear an extra layer of distress. They fear that they may never see Haiti again. They fear that those in the next generation, some of whom have never been to Haiti, will let Haiti slip away, as though the country they see in the media—the trash-strewn streets and the barricades made from the shells of burnt cars, the young men brandishing weapons of war and the regular citizens using machetes to defend themselves—were part of some horror film that they can easily turn off. The elders remind us that we have been removed, at least physically, from all of this by only a single generation, if not less.

We are still human beings, the elders insist—“ Se moun nou ye .” We are still wozo , like that irrepressible reed that grows all over Haiti. For a brief moment, I think someone might break into the Haitian national anthem or sing a few bars of the folk song “ Ayiti Cheri .” (“Beloved Haiti, I had to leave you to understand.”) Instead, they hum the music that the wozo has inspired : “ Nou se wozo / Menm si nou pliye, nou pap kase. ” Even if we bend, we will not break.

Except we are breaking. “It pains me to see people living in constant fear,” the Port-au-Prince-based novelist and poet Évelyne Trouillot recently wrote to me in an e-mail. “I dream of a country where children are not afraid to dream.” Internationally, U.S. deportations continue , Navy ships are ready to be deployed to intercept migrant boats, and Haitian asylum seekers could once again end up imprisoned on Guantánamo, as they did in the early nineteen-nineties. In conversations, whether with strangers or with younger family members, someone inevitably asks, “Is there any hope?”

I have hope, I say, because I grew up with elders, both in Haiti and here in the U.S., who often told us, “ Depi gen souf gen espwa ”—as long as there’s breath, there’s hope. I have hope, too, because the majority of Haitians are under twenty-five years old, as are many members of our family. Besides, how can we give in to despair with eleven million people’s lives in the balance? Better yet, how can we reignite that communal grit and resolve that inspired us to defeat the world’s greatest armies and then pin to our flag the motto “ L’union fait la force ”? Unity is strength.

The elders also remind us that Haiti is not just Port-au-Prince. As more and more of the capital’s residents are forced to return to homesteads and ancestral villages, the moun andeyò have much to teach other Haitians. “Historically, the moun andeyò have always been the preserver of Haiti’s cultural and traditional ethos,” Vivaldi Jean-Marie, a professor of African American and African-diaspora studies at Columbia University, told me. Rural Haitians, who have lived for generations without the support of the state, have had no choice but to rely on one another in close and extended family structures called lakou . “This shared awareness—I am because we are—will prevail beyond this difficult chapter in Haitian history,” Jean-Marie said.

Finally, I have hope because in Haiti, as the American writer and art collector Selden Rodman has written, “ art is joy .” This remains true even as some of the country’s most treasured cultural institutions, including the National School of the Arts and the National Library, have been ransacked. In the summer of 2023, Carrefour Feuilles, a district in Port-au-Prince that many writers, visual artists, and musicians call home, was attacked by armed criminal groups. The onslaught led to a petition that collected close to five thousand signatures. It read in part, “How many more hundreds of our women and children must be raped, executed, burned before the public authorities do everything possible to put an end to the plague of gangs and their sponsors?”

A few days later, the homes of two of the signatories, the multimedia artist Lionel St. Eloi and the writer Gary Victor, were taken over by a gang. The last time I saw St. Eloi was in 2019, in the courtyard of Port-au-Prince’s Centre d’Art, where he had a series of metal birds on display, their bejewelled bodies and beaks pointing toward the sky. Allenby Augustin, the Centre d’Art’s executive director, recently described how some artists, afraid of having to suddenly flee their homes and leave their work behind, bring their pieces to the center or keep them in friends’ homes in different parts of the city. Others add the stray bullets that land inside their studios— bal pèdi or bal mawon —to their canvasses.

St. Eloi, the patriarch of a family of artists, had lived in Carrefour Feuilles since the seventies, working with young people there. “The youth who were neglected or who could not afford to go to school were taken in by our family,” one of St. Eloi’s sons, the musician Duckyns (Zikiki) St. Eloi, told me. “We taught them to paint, to play guitar, and to play the drums. Now they are hired to run errands for gangsters who put guns in their hands.” In spite of what has happened, he still believes that art can turn some things around. He recently sent me a picture of a work by his younger brother Anthony—an image depicting gang members wearing brightly colored balaclavas and holding pencils, a book, a paint palette, a camera, and a musical instrument. “If there are gangs, we’d be better off with art gangs,” Zikiki said. “Gangs that paint, make music, recite poetry. Art is how we bring our best face to the world. Art is how we dream.” ♦

So as a poor country she faces more problems than the world does in the new millennium. The problems and prospects of Bangladesh in the new millennium may be the following.

Poverty: Poverty means pauperism, a situation for which man cannot meet the basic needs of life. It also means a situation where the living standard of the people is below normal. Poverty is a basic problem of Bangladesh. She is one of the poorest countries of the world. So, it is clear that poverty is going to be one of the great problems of Bangladesh in the new millennium.

If we do not remove poverty there would be no development In this situation the government has taken various measures to eliminate poverty from the country. Side by side the non-government organizations are also engaged in various programs for poverty alleviation.

Electricity: Electricity is an indispensable part of modern life. Proper supply of electricity is a pre-condition for economic development of any country. In the new millennium, we are looking for alternative sources. Bangladesh has a long history of the shortage of electricity. 1994, we had 134 days of load shedding for 434 hours.

Then the maximum shortage was 520 MW and the minimum was 29 MW. In January-June 1997 we had 174 days of power shortages and load-shedding occurred for 2165 hours.

This is nearly 53 percent increasing If we successfully implement the Fifth Five Year Plan. Bangladesh would like to achieve a 7 percent growth rate in the economy ensuring our development activities in the new millennium.

It is high time to take the necessary steps to improve the agricultural section. Otherwise, we fail to face impending new millennium problems. In this situation, high varieties may become the best choice of the new millennium like a country Bangladesh.

Foreign Investment: Bangladesh is a country which badly needs foreign investment for her rapid economic growth and development. Foreign investment helps supply necessary capital to set up industries, ensure the quality of production. The domestic market of the country where investment is made is expended.

New millennium opens a new chapter for investment. The Bangladesh government has taken various steps to attract foreign voltmeters in Agriculture, Fisheries, Agro-based Industries, Leather, Textile, Tourism, Energy etc. The prospects of investment acility of Bangladesh in the new millennium is bright.

The Prime Minister is the Head of the Government and runs the office with the support of the Council of Ministers who form the Cabinet Ministry. The Indian constitution is the supreme foundation of the Indian legal system.

The names of Indian states are - Andhra Pradesh, Assam, Arunachal Pradesh, Bihar, Chhattisgarh, Goa, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Punjab, Rajasthan, Sikkim, Tamil Nadu, Telangana, Tripura, Uttarakhand, Uttar Pradesh and West Bengal. Among all of these, Madhya Pradesh is the largest state and Goa is the smallest state. Delhi is the capital of our country.

The name ‘India’ originates from the word ‘Indus’, which also indirectly derives from the word ‘Sindhus’. ‘Jana Gana Mana’ is the national anthem while ‘Vande Mataram’ is referred to as the national song of India. Peacock is the national bird of India while Tiger is known as the national animal.

India is known for its rich and diverse culture. The country is filled with people of various religions, caste, creed, language and they live in harmony. India is home to many major religions such as Hinduism, Islam, Christianity, Buddhism, Sikhism, Parsis, and Jainism. Apart from these, religions like Zoroastrianism, Judaism are also practised here. It also has a hidden meaning behind it which represents the country’s peace-loving and friendly nature, bravery, and immortal history.

My country Nepal is situated between two countries, India and China. Although it is sandwiched between international powers, conflicts have not happened between any, and peace remains. Nepal is a country of various castes and cultures. In other words, it is like a beautiful garden of flowers with people of different ethnicities and backgrounds.

My country Nepal is not only unique for its flag but also its geographical terrain, the variety of castes and cultures you can find, and the rich history of it. It is the land of various great places and important figures that people know far and wide. The temperature here spans from cool to hot and is a heaven for residing in.

There are about 126 castes in Nepal each with its own rich history and culture which makes Nepal a rich place for culture. Some dating back to the millenniums. Not only that, our country is very rich in its geographical terrain. From the lowest point of just 70 Meters from sea level to the world’s highest peak Mt. Everest (8848.86 meters) , we have temperature scales that vary from place to place. It is divided into three regions, Terai, Hilly, and Himalayas each according to their altitude and geographical differences.

Himalayan regions have high and mighty Himalayas that are breathtaking to look at. Out of the world’s top 10 highest peaks, 8 of them fall in my country. It is already a great pride to have come from such a country. The diverse flora and fauna, beautiful landscapes, lush and green jungles, historical and religious places in Nepal are enough to gather the attention of foreigners and locals too. People from all over the world pay thousands of dollars just to see our country’s snow-capped mountains, rivers, cliffs, waterfalls, other beautiful landscapes, the rich flora and fauna, and sites of great religious and historical importance. It just doesn’t end there.

Our country ranks in the top 5 for the richest in water resources. With just a small country with an area of 1,47,181 sq kilometers, it has the potential to fuel hydropower worth 2% of the entire world. We stood and fought against the Britans and other Mongol countries. Brave Gorkhalis were united after a long struggle and fought their way to preserve their country. The courage and bravery of Nepali people are also know world wide. Many brave Gorkhalis went to fight under countries in world wars and won various colors and medals. This brought our country so much respect that we even enjoy it for granted to date.

Although our country’s history, culture, terrains, and achievements make anyone feel proud, the power struggle for the politicians, previous kings, and presidents have made the country weak and fall in the developing country category. Our rich natural resources have not been utilized and we have fallen way behind. Corruption is widely prevalent in our country and the loans we have taken from other countries are in a large number. The amount of food and other materialistic consumption has made Nepal import more and export less.

Our country is poor but the people here are rich. This is because of the corruption and the illegal working/trading that has been done. The government has not made significant progress and the people aren’t responsible. Although I feel proud to be A Nepali, the condition of my country makes me feel bad. People should feel responsible and carry out their duties and not just complain about the government.

The government too should implement proper policies and rules and enforce them accordingly. Utilization of our natural resources should be done in an effective way and social evils such as discrimination according to castes and genders, other superstitions should be slowly removed. Centralized development should stop and we should control the people moving out to other countries with their skills that are wasted abroad. This way we can slowly develop our country.

[Guest essay] Maybe Korea’s rapid population decline is an opportunity, not a crisis

In a column entitled “Is South Korea disappearing?” published in the New York Times late last year, Ross Douthat warned that a country that sustained a birth rate at South Korea’s level of 0.72 as of 2023 would have “a depopulation exceeding what the Black Death delivered to Europe in the 14th century.”

As the nuance of the title suggested, the column compared the reality faced by South Korea to the bubonic plague, which caused a larger impact in terms of population decline for Europe than the two World Wars did in the 20th century.

At first glance, the columnist seemed to have a point with his analysis of the causes behind South Korea’s population decline — college entrance competition, antagonism between the sexes, and a chronically online younger population — and his call to learn valuable lessons from it.

But questions remain as to whether a population decline necessarily dictates a pessimistic future for a country.

Alan Malach, the author of the book “Smaller Cities in a Shrinking World,” predicts that the world is currently poised to transition from an era of growth to one of shrinking. In his view, the new current in history is one of smaller populations, smaller economies, and a smaller world.

To be sure, population is a key indicator of a country’s future competitiveness. But the historical context of population decline is different.

Malach stresses that the important question is how a smaller population might survive while responding to the future’s various threats and opportunities, including those associated with climate change and technological innovation.

Daron Acemoglu and James Robinson, the authors of “Why Nations Fail,” stress that the sharp population decline caused by the bubonic place was a “vivid example of a critical juncture, a major event or confluence of factors disrupting the existing economic or political balance in [European] society.”

They also argue that a steep population decline can be a turning point in terms of future economic growth and the advancement of democracy.

During the 14th century, England’s population was halved by the plague. The serfs, a dominated working class, became scarcer, which led to the establishment of new institutions to bolster their rights.

The serfs’ economic status improved as they gained economic freedoms and the freedom to move. They became a social base that would lead politically to the Glorious Revolution of 1688 and economically to the Industrial Revolution, which started in 1780. As a result, England was set on the path to becoming the world’s dominant power.

But not every European country that suffered a steep population drop due to the Black Death would make the leap forward. In Eastern Europe, feudal lords sought to make up for the decline in the serfs’ workforce through more intensive systems of exploitation. This put these regions on a different path from the prosperity that Western Europe came to enjoy.

So what was the foundation that allowed England to ultimately profit from the plague’s population decline and achieve political and economic progress? According to Acemoglu and Robinson, the answer lay in the power of inclusive institutions.

In the wake of the population crash, Western European countries like England, France, and Spain made the transition from societies where opportunities were granted only to a minority privileged class to ones that offered motivation and incentives for anyone to demonstrate their talents.

Meanwhile, Eastern Europe, with its adherence to institutions where an established privileged class exploited the majority, ended up marginalized. In other words, it was the institutional transition toward political and economic fairness and equality that created the historical currents leading England and other Western European countries to eventual prosperity.

The situation of institutional turning points being crucial factors determining a country’s fate has also been seen in East Asia.

Japan, China and Korea were all absolute monarchies during the 19th century. When Japan made its leap forward in the early 20th century, this was the result of the Meiji Restoration of 1868, which saw it rapidly joining the global trend of industrialization.

Japan abolished its feudal institutions and reformed its political and economic ones as it fostered its military industry. In contrast, Korea’s modernization ended up delayed by its closed-door policies, while China lost much of the momentum for independent modernization in the wake of the first Opium War, which ended in 1842.

How, then, are advanced economies in Europe and Japan preparing for the trend toward population fall-off today?

In 2005, Germany enacted its Immigration Law and opened the door for immigration regardless of occupation. Japan enacted its Hate Speech Elimination Act in 2016 to regulate discriminatory speech directed at foreign nationals. In doing so, it laid the foundation for political, economic and social institutions that are free of xenophobia.

Korea, too, has been making steady strides on laying the institutional framework for a more inclusive society by passing legislation like the Framework Act on the Treatment of Foreigners Residing in Korea in 2007 and the Multicultural Families Support Act in 2008.

But even post-adoption of these institutions, there are still some who question whether foreigners should be treated as equal to Korean citizens.

Whether a proposed amendment to the Government Organization Act that would create a dedicated immigration agency in Korea will become a decisive turning point in progressing toward inclusive institutions will be key. Korea finds itself staring down the barrel of a rapid population crash. But the question shouldn’t be whether Korea is “disappearing,” but rather whether it is “evolving.” In this era of cutting down and cutting back, a rapidly shrinking population could well serve as a turning point for evolution and development.

The key question is how to overcome economic polarization, accept multiculturalism, and go from populism coupled with polarized political conflicts to inclusive institutions.

Just as history isn’t inescapable, Korea’s post-population-decline future isn’t preordained.

Homelessness jumps 16% in England, laying bare scale of housing crisis

The number of people being made homeless jumped by 16% in the final three months of last year, according to the latest government figures , which laid bare the scale of the country’s housing crisis.

Figures published by the government on Tuesday show nearly 45,000 households in England were assessed as homeless in the three months to December, up from just under 39,000 during the same period in 2022.

The figures also show the number of people – including children – in temporary accommodation hit record levels in 2023, triggering warnings of a housing “emergency” .

Mike Amesbury, the shadow minister for homelessness, said: “These stats reveal a growing Tory housing emergency being felt by families in every part of the country. Over the past 14 years, the Tories have taken a wrecking ball to the foundation of a secure home, leaving Britain facing a homelessness epidemic.

“Under this government’s watch, kids are growing up in temporary accommodation, coming home from school to do their homework on the bathroom floor of a hotel room and eating dinner perched on their bed.”

Polly Neate, the chief executive of Shelter, said: “Decades of failure to build enough genuinely affordable social homes has left families struggling to cobble together extortionate sums every month to keep a roof over their heads.

“Those who can’t afford private rents are being thrown into homelessness and then left for months and even years in damaging temporary accommodation because there is nowhere else.”

A spokesperson for the Department of Levelling Up, Housing and Communities said: “We want everyone to have a safe place to call home, which is why we’re giving councils £1.2bn so that they can give financial support to those who need it, helping them to find a new home and move out of temporary accommodation.

“At the same time, we’ve boosted the local housing allowance, giving the 1.6 million private renters in receipt of housing benefit or universal credit an additional £800 to help towards rental costs.”

The Conservatives promised in 2019 they would build 300,000 additional homes every year by the mid-2020s in an attempt to tackle housing shortages and spiralling prices.

Last year, however, only 234,400 new homes were added to England’s housing stock, while MPs say the figure is unlikely to get close to the government’s target by 2025.

Part of the problem, say experts, is the decision by ministers to abandon mandatory population-based targets for local authorities, which they did after a backbench rebellion by Conservatives mainly from suburban and rural seats.

The figures released on Tuesday also show the number of people who were made homeless or were threatened with homelessness because of a no-fault eviction in 2023 reached a record total of 25,910.

The Conservatives had promised to end no-fault evictions . But the government amended its renters reform bill last week to postpone the start of that ban indefinitely, saying it could be brought in only when the court system was deemed ready to take on a potential influx of cases.

Biden and Mexico’s President Vow Combined Action on Illegal Immigration

President Biden and the president of Mexico on Monday vowed combined action to prevent illegal immigration as Mr. Biden remains under intense political pressure from all sides to address the impact of surging border crossings ahead of the presidential election this year.

In a joint statement, Mr. Biden and President Andrés Manuel López Obrador said they had ordered their national security aides to “work together to immediately implement concrete measures to significantly reduce irregular border crossings while protecting human rights.”

The statement, which followed a phone call between the two leaders on Sunday, did not specify any actions under consideration. A senior administration official declined to elaborate on what the United States and Mexico might “immediately implement.” But the official said the possibilities under discussion included stronger enforcement measures to prevent railways, buses and airports from being used for illegal border crossing and more flights taking migrants back to their home countries.

The issue could be a deciding factor in whether Mr. Biden stays in the Oval Office for another four years. Polls of both Republicans and Democrats in recent months indicate that the situation at the border is a serious concern. And even some of the president’s most fervent supporters in liberal cities are demanding that he do something to stanch the flow of migrants.

The president’s latest plan to do that — with a highly restrictive immigration bill that had some bipartisan support — fell apart over the last several months as Republicans in the House blocked it. Mr. Biden had called for the legislation to be passed alongside financial aid for Israel, Ukraine and Taiwan, but when Congress finally reached a deal on the funding earlier this month, the border legislation was not included.

That leaves Mr. Biden with few options to address either global migration patterns that have changed dramatically or an American immigration system that both parties admit has been dysfunctional for decades.

Some activists and administration officials believe Mr. Biden is nearing a decision to announce an executive action that could impose dramatic new limits on asylum seekers, drawing on the same legal authority that President Donald J. Trump saw as the best way to keep immigrants out of the country when he was in office.

Stephen Miller, the architect of Mr. Trump’s immigration agenda, had long pushed for a broad interpretation of part of the federal code, known as 212(f), to enable the president to block migrants from even stepping foot across the border into the United States.

People familiar with the discussions underway at the White House and in the Department of Homeland Security say officials are talking about a presidential proclamation that could cite that section of the 1952 Immigration and Nationality Act, which provides the president authority to suspend immigration for anyone determined to be “detrimental to the interests of the United States.”

Administration officials have refused to give any timeline on whether Mr. Biden could announce an order shutting down asylum at the border. The president said as much in an interview that aired on Univision on April 9.

“There’s no guarantee that I have that power all by myself without legislation,” Mr. Biden said. “And some have suggested I should just go ahead and try it. And if I get shut down by the court, I get shut down by the court.”

Border officials have struggled to contend with the surging numbers at the southern border, particularly in December, when border agents made nearly 250,000 apprehensions of migrants crossing illegally.

Since then, the Biden administration has worked closely with Mexico to ramp up enforcement. Those efforts appear to have paid off, for now. In February, border agents made more than 140,000 apprehensions, and in March the number was slightly lower — with over 137,000 arrests.

The kind of executive action Mr. Biden has talked about worries people who advocate for migrants. They say the use of a blunt legal tool is likely to deny migrants the reasonable rights to claim refuge in the United States when they flee danger or torture in their home countries.

“We’ve seen how policies designed to deter and punish people who are coming to the U.S. to seek protection do not achieve their stated goal of stopping people from coming,” said Robyn Barnard, senior director for refugee advocacy at Human Rights First, an immigrant advocacy group. “More of the same tired and unlawful policies that the former president Trump attempted are not smart or real solutions for the problems we face.”

Administration officials point to the fact that the president implemented a series of proposals aimed at increasing legal immigration into the United States from countries that have been hit hard by war, famine, climate change and political instability.

But critics say those programs, while positive, could be overwhelmed by other actions that impose broad new restrictions.

“The president should be looking at tools that have actually reduced unauthorized migration, like his own parole pathways, not another symbolic asylum ban,” said Andrea Flores, a former Biden administration official and current vice president for immigration policy at FWD.us, an advocacy group.
