The first chamber of commerce was founded in France in 1599. The first one in the United States started in New York in 1768. The United States Chamber of Commerce was founded in 1912 and promotes pro-business issues via lobbying efforts at the national level. At the state, city, regional, and local levels, chambers focus on issues and advocacy relevant to their individual membership.  

Such chambers may or may not be affiliated with the U.S. Chamber of Commerce through a Federation Partnership Program . The national chamber tends to support conservative politicians and is the largest lobbying group in the U.S. Chambers of commerce differ from trade groups or trade associations, which promote a specific industry.

Among the benefits chamber members receive are deals and discounts from other chamber members, listing in a member directory, and a variety of other programs and services designed to promote business activity in a region.

Chambers of commerce also play an important role in local municipalities in promoting business activity and representing chamber members. At least at the local level, chamber of commerce members often meet to discuss and attempt to shape policy that relates to the business and overall economic environment. Members also receive the distinction of being a preferred local vendor , as well as listing on various municipal websites and literature.

How a Chamber of Commerce Makes Money

Many chambers of commerce rely on membership dues as their primary source of revenue. Most chapters offer various levels of membership at different prices with different benefits for their members.

Every member is required to pay dues, which help cover the organization's overall operating costs. Chambers may also hold fundraising events in order to raise additional funds or require the special purchase of tickets to attend their events.

Typically, chambers of commerce are designated as 501(c)(6) corporations for federal tax purposes. This classification allows chambers of commerce to operate as nonprofit entities, while also giving them the authority to represent their members in policy matters.  

Chambers of commerce may follow several different formats.

Regional, City, and Community Chambers

Regional, city, and community chambers are focused on regional or local issues featuring cooperation with local government, but may also promote broader pro-business initiatives that cross borders, such as promoting trade between immigrant groups and their home country.

City Chambers

City chambers aim to promote a city's economic interest locally and possibly globally.

State Chambers

In the U.S., state chambers focus on statewide and sometimes national advocacy, and therefore have greater influence over regulations and legislation.

National or International Chambers

National or international chambers focus on advocacy or lobbying for national or broader issues.

Compulsory Chambers

In some countries, businesses of a certain size are required to join a chamber of commerce, which provides a degree of self-regulation, as well as promotes member businesses, supports economic development, and oversees worker training. Such chambers are popular in Europe and Japan.

In some countries, chambers of commerce provide key economic data by surveying their membership. For example, the British Chambers of Commerce Quarterly Economic Survey is used by the government to gauge the health of the economy.

International Chamber of Commerce and Incoterms

The International Chamber of Commerce (ICC) is one of the largest, most diverse business organizations in the world. The ICC was founded in Paris, France in 1919.

The ICC represents more than 45 million companies in over 100 countries. The organization has a vast network of committees and experts working on behalf of its members in all sectors in order to ensure that they are fully informed about issues that may impact their respective industries.

The International Chamber of Commerce (ICC) supports the work of the United Nations, the World Trade Organization, and other intergovernmental bodies.

One of the most important contributions of the ICC is their publication of international commercial terms, also known as Incoterms . Incoterms are intended to facilitate global commerce by providing parties involved in domestic and international trade with a kind of shorthand to help understand the exact terms of their business arrangements. The ICC developed the Incoterms in 1936. Incoterms are globally recognized and used in foreign trade contracts to clarify the obligations of both buyers and sellers.

Some commonly used Incoterms are EXW (Ex Works), FCA (Free Carrier), and FOB (Free on Board). The term EXW places the maximum obligation on the buyer and minimum obligations on the seller. The seller must make the goods available at their premises, or at another named place, and the buyer incurs the risks of bringing the goods to their final destination. 

The term FCA refers to a situation where the seller delivers the goods, cleared for export, at a named place (possibly including the seller's own premises). The goods can be delivered to a carrier nominated by the buyer, or to another party nominated by the buyer.

The FOB refers specifically to rules for sea and inland waterway transport. Under the terms of FOB, the seller bears all costs and risks up to the point the goods are loaded onboard the ship.

How Does a Chamber of Commerce Influence Public Opinion and Policy?

Chambers of Commerce will act to promote public policies that are in the best interest of business, in general. Specific Chambers of Commerce may also attempt to promote policies that serve specific industries or geographic locations. Some tactics that Chambers of Commerce might use include lobbying, expressing their positions publicly, attempting to educate its members, and mobilizing other business groups or factions on a particular issue. 

How Can I Make My Chamber of Commerce Successful?

Chambers of Commerce can act as a bridge between governments, small businesses, corporations, schools, religious organizations, and the general public. Usually, they rely on volunteers to make sure they are successful. Plus, getting involved with a Chamber of Commerce in your community can offer significant benefits to you, including making new friends, contacts, and potentially gaining new customers.

As Prepared for Delivery

Thank you to the American Chamber of Commerce for hosting this event. I’m glad to have this opportunity to speak to American businesses here in Guangzhou at the start of my visit.

This city holds a unique position in Chinese economic history. It was key to Chinese trade for centuries, and in fact to the start of U.S.-China trade, with the first ship from the newly independent United States docking at Guangzhou in 1784. Then Guangzhou was at the heart of the market-oriented reforms and industrial development that drove China’s tremendous growth. And it was a key stop on Deng Xiaoping’s 1992 Southern Tour, when he renewed China’s commitment to these reforms. Today, as all of you know well, Guangzhou remains the top destination for foreign investment in China, including from Fortune Global 500 companies.

It’s a fitting place for me to emphasize the strong economic ties between the United States and China, and the benefits these ties can bring for both the U.S. and Chinese economies. I’d also like to touch on concerns that I’ve heard from American businesses, which I intend to discuss with my Chinese counterparts this week.

A Healthy U.S.-China Economic Relationship

Let me start with the importance of the U.S.-China economic relationship.

One year ago, I laid out our Administration’s approach to China, outlining three key objectives. The United States will pursue a healthy economic relationship with China. We will seek to cooperate with China on global challenges. And we will deploy our economic tools when needed and in a narrowly targeted manner to protect our national security and that of our allies, as well as human rights.

President Biden and I firmly reject the idea that the United States should decouple from China. A full economic separation is neither practical nor desirable, as both the U.S. and China have affirmed in public statements following our high-level bilateral meetings.

Indeed, America’s economic strategy is centered around investing in our economic strength. Over the past three years, our Administration’s policies have helped drive a historic economic recovery and laid the foundation for long-term economic growth. We are also deepening our ties with allies and partners around the world, while continuing to pursue the broad swathe of economic activities between the U.S. and China that can benefit both countries.

Our conviction in the importance of a healthy economic relationship is rooted in an understanding of the roles that the United States and China play in the global economy. Together, the U.S. and China represent 40 percent of global GDP. We have the world’s largest financial systems. Countries around the world watch both of our economies, but also our interactions, as they are crucial to global growth.

The U.S. is China’s largest trading partner, and China is the United States’ third-largest trading partner, following Canada and Mexico. With a large and growing middle class, China represents a huge market for American manufacturers and other firms, including those represented in this room. Exports to China—from transportation equipment to integrated circuits—support over 700,000 American jobs, and Chinese companies employ additional American workers.

Put simply, the U.S.-China bilateral economic relationship is among the most important in the world. Responsibly managing it is essential.

At President Biden’s direction, we’ve taken steps over the last two years that have put the U.S.-China economic relationship on much surer footing. One of my key priorities has been to establish resilient communication channels between the U.S. and China—which I’ve done through engagements with my counterparts at home and in China. We launched and held regular meetings of the Economic and Financial Working Groups, bringing together policy teams from both our countries to discuss key aspects of our relationship, from monitoring economic and financial risks to identifying and pursuing areas of potential cooperation. For areas where we disagree, communication helps prevent misunderstanding from leading to unintended escalation and allows us to frankly convey concerns.

It is in this spirt of continuing to move the U.S.-China relationship in a constructive direction that I’d like to share my concerns about the business environment in China and the ability of American firms to compete on a level playing field.

I’ve heard from many American business executives that operating in China can be challenging. I understand that the Chamber’s recent survey found that one third of American firms in China report experiencing unfair treatment compared to local competitors. We’ve seen the PRC pursue unfair economic practices, including imposing barriers to access for foreign firms and taking coercive actions against American companies. I strongly believe that this doesn’t only hurt these American firms: ending these unfair practices would benefit China by improving the business climate here. I intend to raise these issues in meetings this week.

I know that American businesses are also concerned about the impacts of China’s shift away from a market approach on the U.S. and global economy. I’m especially concerned about overcapacity, which members of the Chamber identified as a concern in the Chamber’s recent survey as well. Overcapacity isn’t a new problem, but it has intensified, and we’re seeing emerging risks in new sectors.

Specifically, direct and indirect government support is currently leading to production capacity that significantly exceeds China’s domestic demand, as well as what the global market can bear. I understand these policies may be driven by domestic development objectives. But overcapacity can lead to large volumes of exports at depressed prices. This can undercut the business of American firms and workers, as well as of firms around the world, including in India and Mexico. And it can lead to overconcentration of supply chains, posing a risk to global economic resilience. This will be a key topic in discussions with counterparts in the coming days.

Overcapacity also poses challenges for Chinese firms and industries and can impact China’s productivity and growth. I believe addressing overcapacity—and more generally considering market-based reforms—is in China’s interest. As I’ve said before, China is too large to export its way to rapid growth.  And if policies are oriented only at generating supply and not also at generating demand, global spillovers will result. 

China’s implementation of market reforms generated one of the most significant economic success stories of our lifetimes, lifting hundreds of millions of people from poverty. There’s potential for significant gains from reform now as well.

I see today’s event as an opportunity to deepen my understanding of what’s needed by hearing from you—American businesses—about the successes you’ve had and the challenges you face.

Throughout this week, I intend to communicate our commitment to a healthy U.S.-China economic relationship. I’ll also raise concerns—as part of further stabilizing the relationship and in order to realize greater benefits for the United States, for China, and for the global economy.

The Biden Administration’s efforts over the past year to build a resilient foundation for the U.S.-China economic relationship have made the constructive exchanges I hope to have possible. As I said when I spoke at the U.S.-China Business Council in December, I am convinced that the course we are charting is not just pragmatic. It will lead to building a healthy economic relationship that benefits American firms and workers. And it’s what’s required of the world’s two largest economies if we hope to achieve the best outcomes for our people and for people around the world.

LEWISTON — The LA Metro Chamber of Commerce has announced the winners of the organization’s 2024 annual awards.

The Ray Geiger Chamber Champion award — the highest honor — goes to Mark Adam, president and CEO of Sebago Technics Inc., an engineering and land development firm. The award is presented to an individual who has invested a great deal of time, energy and resources into furthering the LA Metro Chamber’s mission and working toward bettering the communities.

The Theresa Samson Women’s Business Leadership award goes to Chantel Pettengill, the founder and co-owner of Pettengill Academy, an early learning child care center that specializes in infant, toddler and preschool-age care. This annual award helps inspire the continued growth of women leading businesses in the community.

This year’s Ken Additon Economic Development Champion goes to Mark Rodrigue, the owner of Rogue Life Maine, Rogue Wear, and Maine Awards. This award is given to a business, agency, organization, community or nonprofit corporation whose work or investments have positively contributed to the economic health of the region.

The Leading Through Change award goes to the Panolam Surface Systems Leadership Team, consisting of John Eberly, the operations manager, Brad Trip, the materials manager, and Susan Hagerstrom, the company’s local human resources manager. This award is given to a chamber member whose leadership excelled at navigating change, who displayed adaptive qualities and acted nimbly to respond to the needs of their team, business, and/or community, and who led with both confidence and vulnerability.

The Heart of the Community award goes to Sonia Bermonty, the founder of Operation You Matter, and Greg Whitney, president of The Drop-In Center. The award honors an outstanding individual or individuals that give their passion, time and expertise to the community and enhances the quality of life.

The President’s award goes to Cara Cookson, the director of victim services in the Office of the Maine Attorney General, and Neil Kiely, the chief executive officer of Androscoggin Bank.

The awards ceremony is planned for June 20 from 3-6:30 p.m. at the Poland Spring Resort.

Saratoga City Council authorizes Chamber of Commerce budget increase

Group will get 15% bump for 2024-25 fiscal year.

The Saratoga City Council voted to approve a 15% increase to the Chamber of Commerce budget for the upcoming fiscal year at its April 3 meeting.

The Chamber requested the bump in light of increasing costs for small business owners in the city, who have been leaning on the Chamber’s free resources to maintain their operations. The Chamber of Commerce contracts with the city to maintain an office that’s open 35 hours a week to serve as a visitor’s center for the city and provide resources and support for local businesses.

Its operating budget is $17,662 for the 2023-24 fiscal year. The budget has been increasing by 3% year over year since 2016.

The 15% increase will only be for the 2024-25 fiscal year, upping the budget to $20,311, and in the following fiscal year the 3% increases will resume as usual, officials said.

The council voted 4-0-1 to approve the increase. Councilmember Chuck Page, a former Chamber of Commerce president, recused himself from the vote due to a conflict of interest.

Councilmember Kookie Fitzsimmons, who moved to approve the request, said the Chamber already operates on a “shoestring” budget.

“More than the money, we need the residents to come and support the businesses, but we can’t vote on that tonight,” Councilmember Tina Walia said.

Vice Mayor Belal Aftab called the increase “prudent.”

“We appreciate that inflation has also been high in the last couple of years, and even in spite of the high inflation in 2022 and 2023 we didn’t have this increase, and that’s why I’m in support of it,” Aftab said.

'A win for everybody': Meadowlands Chamber kicks off preparations for 2026 FIFA World Cup

T hough kickoff is still more than two years away, the Meadowlands Chamber of Commerce isn’t wasting any time to begin preparations for the FIFA 2026 World Cup.

The organization held its annual Mdest event on Friday afternoon with a focus on steps that North Jersey businesses can take to benefit from the eight matches coming to MetLife Stadium in June and July of 2026.

Panels including the likes of Kevin Corbett, president and CEO of NJ Transit, William Heller from the Newark-based law firm Genova Burns, and Jeff Vasser from the New Jersey Division of Travel and Tourism told the more than 100 assembled business owners and representatives about what they can do to capitalize on the economic boost the tournament is expected to bring.

“The World Cup brings tremendous economic benefits for the state’s travel and tourism industry as well as for restaurants and shopping destinations, for small businesses, for cultural and historic sites and so many more of our assets,” said Paul Juliano, president and CEO of the New Jersey Sports and Exposition Authority. “The World Cup will also leave a lasting legacy by highlighting the region’s unparalleled diversity.”

What did panelists say?

Corbett talked about the work NJ Transit is doing and the lessons that have been learned in the years since the 2014 Super Bowl.

He also noted that the Super Bowl has only two teams but this could bring up to 16 teams, and their fans, to the region, a factor that is being considered in terms of both transportation and services.

Avnish Gupta of Meadowlink/EZ Ride also highlighted that although MetLife will have about 80,000 spectators for each match, millions of people will likely be in the area watching off site.

Heller advised those in attendance to be cautious with phrasing and sponsorship to adhere to the policies and protocols set by FIFA.

Bruce Revman, the New York co-host city manager for the official New York/New Jersey World Cup Host Committee, was also on hand to provide an update on what work has been done and what more is to come.

He talked about the work that is well underway, noting that he and Lauren LaRusso, the New Jersey manager, started working together in 2019.

Revman explained that this is “not just about New York but New Jersey,” because it is an event for both and the “marriage is undeniable.”

Jim Kirkos, president of the Meadowlands Chamber of Commerce, noted that he feels that “combining with Bruce and New York is what will make this a win for everybody.”

“There is a unity of purpose,” Revman said. “The river does not divide us. We have bridges over those rivers.”

Revman said that with just over 800 days until the matches start in East Rutherford, once they start, it will be nonstop, with “something happening almost every single day” from June 11, 2026, to July 19, 2026.

Credit was also given to Gov. Phil Murphy, who Revman said was the “biggest fan of getting these games,” and that his “passion is so real and that was picked up on by FIFA executives.”

Revman also noted that there will be fan fests in Liberty State Park and Corona Park in Queens as well as a final watch party in Central Park, which is something FIFA requested.

What is planned at MetLife Stadium?

The stadium in East Rutherford will play host to eight matches, including the final on July 19, 2026. The property is under the purview of the New Jersey Sports and Exposition Authority, which has given the host committee a $7.5 million revolving loan to cover the cost of host city obligations for the tournament.

The host city obligations are the responsibility of both New Jersey and the state's partner, New York City, and officials have previously said costs would be split with New York City. There is still no formal agreement in place.

The authority previously received $30 million for work at the stadium. It agreed to a contract worth nearly $16 million — $15,989,722 exactly — for expansion of the stadium and $669,497 that has been paid to the stadium for reimbursement of costs related to design and pre-construction work.

The state has also paid $35 million for NJ Transit to develop designs for expanding its transit system to serve the venue.

This will be the first time the men's tournament is split among multiple countries, with games in the United States, Canada and Mexico, across 16 venues. It will kick off on June 11, 2026, in Mexico City. The first game in the United States will be at SoFi Stadium, near Los Angeles.

Murphy has touted the economic benefits — which include revenues forecast to be in the billions of dollars — that hosting the final match in East Rutherford will bring to the region.

"I think the $2 billion impact is dramatically understated ... There's going to be none of this 'Hey, I'm just gonna go over to Jersey, watch the game and come back to New York City,'" the governor has said. "You're going to have central and northern Jersey in particular — you're going to have people out in force at restaurants, bars, street fairs, fan fests — so that the impact on those communities as well as, frankly, I think all communities will be a very positive one."
