Welcome from the new director of Student Assignment

BTS_TruskowskiStudentAssignment.png

Ellen Truskowski is the Pinellas County Schools director of Student Assignment. Her office helps families register for school and apply for district educational opportunities, such as magnet programs.

Hello, I am Ellen Truskowski, Pinellas County Schools’ new director of Student Assignment. I have served in this role for several months, but I wanted to formally introduce myself. I previously oversaw our district’s magnet programs.

My office helps families register for school and apply for district educational opportunities, such as magnet programs. Remember: We are here to support you. We want you to find the right educational option for your child. If you have any questions, please reach out to our office at [email protected] or 727-588-6210 .

In the meantime, here are some tips to help you get ready for the new school year:

Visit the Pinellas County Schools website

One of the best places for back-to-school information is the Pinellas County Schools website, www.pcsb.org . You’ll find a link to our online Back-to-School Guide that includes the student calendar, report card schedules, lunch information and more.

Make sure the school district has your up-to-date contact information

Don’t miss out on important information. Pinellas County Schools needs accurate contact information to call and email families about crucial information, such as:

  • Emergencies, health updates or severe weather
  • School or district events
  • Special application opportunities

To update your phone and email address:

  • Visit https://reservation.pcsb.org , and log in with your parent username and password. If you do not have a username or forgot yours, please bring a valid photo ID to any of our schools.
  • Select the option: “Change Phone and Email Address Only”
  • Enter your child’s name and date of birth or student ID number, and update your phone number and email address.

Remember: Updating the emergency contact card or clinic card at your child’s school does not update your contact information in the system we use for automated phone calls and emails.

Get text message notifications

Another way to ensure you get emergency notifications is to opt in for text messages. Pinellas County Schools uses a system called School Messenger to send text messages with essential updates and emergency information. Employees, parents and guardians of students who attend Pinellas County Schools can opt in to receive text messages by texting “Yes” to the number 67587 . If you opted in before, you don’t need to do it again. Please note: The mobile number used to opt in must already be on file with the school district. Learn more at www.pcsb.org/textmessages .

Have you moved?

If you have recently moved and your child previously attended a district school, please make sure Pinellas County Schools has your current address. Log into the district’s Student Reservation System at https://reservation.pcsb.org using your PCS parent username and password.

Follow the prompts to change your address. Your child may be assigned to a different school based on your new address. However, parents can choose to have their children remain at the same school for the 2021-2022 school year if they provide transportation themselves. Contact the Student Assignment at 727-588-6210 with any questions.

Bus information

If your child is currently registered and eligible to ride a bus, you should receive a postcard with your child’s bus information by early August. If you do not receive a postcard or if you have questions about school transportation, please call the Transportation Call Center at 727-587-2020.

Bus notification system

The Bus Bulletin notification system notifies parents, students and schools when there are bus delays, substitute drivers or bus changes. If you would like to receive instant notifications about situations affecting your child’s bus, please register with Bus Bulletin. You can choose how you want to be notified: text messages, phones calls, and/or emails. Learn more at www.pcsb.org/busbulletin . If you need help with registration, call Pinellas County Schools Transportation Department at 727-587-2020. Please note: Bus Bulletin is not related to Pinellas County Schools emergency text message communications through School Messenger.

New students

If you are new to the school district or have a child entering school for the first time and you have questions about the registration process, please visit www.pcsb.org/new . There are three key steps to register your child for school:

Step 1: Find your Zoned School:

To find your child’s zoned school, visit www.pcsb.org/zone . Enter your house number and the first few characters of your street. The locator will find your complete address and show you your zoned school.

Step 2: Reserve a seat:

Visit the Student Reservation System at https://reservation.pcsb.org to reserve a seat in your child’s zoned school. You can reserve a seat using any computer, including ones in school offices. To use the system, you will need a parent username and password. You can get one by visiting any district school with valid ID. If you already have a parent account for another child, you do not have to get a new one.

Step 3: Register:

The final step is to visit your child’s assigned school with your valid ID and required documents. Required documents include a birth certificate, Florida Certificate of Immunization, physical examination certificate, and two documents that prove where you live. You can find more information, plus details about all required documents, at www.pcsb.org/new .

Getting Started

What is student assignment.

JCPS offers a managed choice system that meets the unique needs of our community. The system lets you apply to various schools based on your home address.

How to Explore JCPS School Choice Options

The district offers a variety of options to meet students' individual needs. We are proud that each school and program has unique strengths and that each is designed for particular interests and talents. Many parents consider several different factors in choosing a school. They make decisions based on the family’s needs and what they feel is a good fit for their child.

Be sure to explore your school choice options to determine which is the best fit for your family.

Ways to Explore JCPS Schools

  • School webpages
  • School tours and parent nights
  • Enrollment guides: Check out the  Choices brochures for elementary, middle , and high schools.

Get Involved in School Choice

JCPS annually offers an application period in which students can apply to schools and magnet and optional programs for the next school year:

  • The elementary, middle, and high school application period for the 2024-25  school year begins on  November 6, 2023 , and ends on  December 22, 2023 . Apply here .

Applications are not processed on a first-come, first-served basis. They all are processed at the same time at the end of the period. Applications submitted after the deadline will be processed based on building capacity and admission criteria (if required for optional and magnet programs).

The Office of School Choice works with families to help students apply to schools. Call us at (502) 485-6250 if you have questions about any of the following:

  • The school that serves your child’s home address
  • Kindergarten registration
  • Magnet schools and programs
  • Student transfers
  • Elementary school zones

Relocation Services

JCPS works to ensure that families who are moving into Jefferson County have information on what school choice options are available and the registration and application process. Please contact the Office of School Choice at (502) 485-6250 for more information.

Reassignment/Transfer Requests

22-23 Closed School List

Pursuant to Board Policy JFAC, reassignment requests to schools that are closedbecause of extreme school capacity issues will be accepted only for a student who lives in the home school area of that school. The following is a list of closed schools for reassignment; a link to the district website will be included with the Notice of Assignment letters. This list is subject to change, check www.cms.k12.nc.us or call the Student Placement office at 980-343-5335 for an updated list. This list doesn’t imply that schools not on the list have space available.

Definitions

Reassignment: Request submitted after a lottery, due within 10 days (or date specified on notification letter). May appeal staff decision to Board.

Transfer: Request submitted throughout year, all schools available. May appeal staff decisionto Superintendent’s designee.

Factors to determining closure of schools:

  • Relative over-crowding compared to the permanent built classroom capacity of the facility.
  • Anticipated growth in a particular area without definitive construction end dates for new schools.
  • Site constraints restrict the placement of additional mobiles.
  • The school is classified as a receiving school for students under SPP Eligibility.

Transfer Appeals

If your transfer request is denied, you may request that the Superintendent's designee reconsider this decision. To request reconsideration by the Superintendent's designee, you must:

Within five working days of receiving your letter, notify the Student Placement Office in writing that you want the Superintendent designee to review the Student Placement Office's denial of your transfer request.

This notice must include:

All the reasons you believe the Student Placement Office's decision should be reversed by the Superintendent designee.

  • North Carolina or federal law
  • A North Carolina Board of Education policy
  • A CMS Board policy.
  • Copies of documents or other written information that supports one of the above reasons.

Send the written notice and documentation by email, mail or fax to the Student Placement Office.

Student Placement

email: [email protected]

Spaugh Administrative Center 1901 Herbert Spaugh Lane Charlotte, NC 28208 980-343-5335 Phone 980-343-5661 Fax

The Superintendent's designee will review the Student Placement Office's decision and notify you by mail of the decision.

Reassignment Appeals

If your reassignment request is denied, you may appeal the decision to the Board of Education.

Appeal Process Steps:

  • Submit notification to the Student Placement office in writing that you are appealing the denial of your child's reassignment request. Notification of appeal must be submitted within five working days of receiving your letter. You may submit this notice by mail, fax, in person or email to Student Placement. We do not accept these notices by telephone.
  • You will be notified by telephone of the date and time of the hearing so that you can appear in person and present information to the panel of Board members.
  • At the hearing before the Board panel, the Student Placement office staff will provide copies of your reassignment request form, all documents submitted with that form, and any additional information that you may have submitted before the hearing.
  • You may make a brief oral presentation of 3 to 5 minutes to the panel and present information to the panel that you have not previously submitted. Please bring five copies of any supporting documents with you to the hearing.
  • Most cases will first be heard by a panel of two or more members of the Board, which will recommend to the full Board whether or not your reassignment request should be approved.

The following factors will be considered by the Board panel in formulating its recommendation and by the full Board in makings its decision:

  • The best interests of your child
  • The orderly and efficient administration of public schools
  • Capacity utilization at the requested school
  • The effect on students in the wait pool at the requested school
  • The instruction, health, and safety of the students at the requested school

After receiving the panel's recommendation, the full Board of Education will consider your reassignment request and decide in a closed session Board meeting. You will be notified of the Board's decision in writing.
