Residency status

Tuition fees for Canadian applicants vary for Quebec residents and out-of-province residents. To find out if you are considered a Quebec resident for the purposes of tuition fee assessment,  start here .

All Canadian students accepted to the program must prove their status as Quebec student or non-Quebec Canadian student, otherwise they will be charged at the international rate. Students who are Canadian citizens or Permanent Residents of Canada, and who wish to qualify for the Quebec tuition fees, must also provide proof of Quebec residency.

Graduate Tuition Fees

Canadian immigration updates.

Applicants to Master’s and Doctoral degrees are not affected by the recently announced cap on study permits. Review more details

For most programs, graduate tuition is assessed as an annual program fee, which is divided into three equal installments due at the beginning of academic terms starting in September, January and May.  This fee is the same regardless of how many course credits the student is registered in.

Some graduate programs charge tuition on a per-credit basis, such as online or professional programs.

Domestic vs International

For the purpose of tuition charges, the classification between domestic and international students is based on citizenship/permanent residency.

  • Domestic: Canadian citizens or permanent residents (as well as refugees and diplomats)
  • International: all applicants without Canadian citizenship or permanent residency in Canada (landed immigrants), including US citizens, are international students.

If you hold multiple citizenships and one of these is Canadian, you will be a domestic student.

Full-time tuition fees (Schedule A)

All graduate students (except those in some online programs) are assessed full-time tuition fees (Schedule A), unless they apply for part-time status (Schedule B) at the beginning of their program.  Doctoral students must pay tuition based on Schedule A.

Part-time tuition fees for master's students (Schedule B)

In some programs, master's students have the option of pursuing the degree through part-time study. The expected academic workload of students classified as part-time is determined by the graduate program. Master's students classified as part-time are assessed tuition fees according to Schedule B.

Students who wish to be classified as part-time must obtain approval from their graduate program advisor and the Faculty of Graduate and Postdoctoral Studies prior to the beginning of the first term of the program.

Students classified as part-time are advised that:

  • they are not eligible to receive interest-free status government loans, University fellowships or scholarships;
  • they are not eligible for teaching assistantships, research assistantships, student housing, or assigned desk space at the University; and
  • the five-year maximum time allowed for the masters program also applies to part-time students.

Students who pay tuition fees according to Schedule B are not permitted to revert back to Schedule A after the initial payment of the tuition fees in the first term of the program.

Part-Time Tuition Fees for Doctoral Students (Schedule C)

Effective for students beginning their programs as of September 2018 or later, doctoral students in some programs will have the option of pursuing the degree through part-time study. Doctoral students classified as part-time are assessed tuition fees according to Schedule B. Further information about part-time doctoral classification is available under Student Status and Classification .

Continuing tuition fees

Each graduate program has a minimum number of tuition installments required, according to either Schedule A or B (see listings in Calendar).  After the minimum number of installments has been paid, the student pays three more installments of regular fees, and then fees are reduced to "continuing" tuition installments for the remaining duration of the student's normal time eligibility in the program (five years for master's, six years for doctoral).

Extension tuition fees

If a student is granted an extension of time eligibility in their graduate program, "extension" tuition installments are assessed for the duration of the time allowed on extension. See listings in Calendar.

Senior Citizens

BC residents who are Canadian citizens or permanent residents aged 65 years or over during the session in which they are registered are not assessed application, tuition, or student fees. The Distance Education administrative fee and some special fees may be assessed. Fees will be assessed to senior citizens for programs in areas such as Dentistry, Law, Medicine, Nursing, or any faculty or school where existing facilities and resources are limited.

Tuition Increases

All fees for the year are subject to adjustment and UBC reserves the right to change any fees without notice at any time, including tuition and student fees. Tuition fees are reviewed annually by the UBC Board of Governors. In recent years, tuition increases have been 2% for continuing domestic students and between 2% and 5% for continuing international students. New students may see higher increases in tuition. Admitted students who defer their admission are subject to the potentially higher tuition fees for incoming students effective at the later program start date.

The following is an itemized list of expenses for one graduate student. Applicants should note that these costs are estimates and should be used only as a guideline. Specific costs related to tuition and fees are listed on the Student Financial Services website .

Costs incurred by a student may vary depending on many factors including, but not limited to, lifestyle, whether you are supporting family members, and the program to which you are admitted. All costs are estimated in Canadian dollars and are subject to change at any time.

In order to estimate your tuition and cost of living expenses calculate the Domestic or International Tuition and Fees cost plus the cost of living expenses in charts below.

Graduate Student On-Campus Housing: Applications for Fall are due by June 3

International graduate students beginning in Fall 2024 are guaranteed a space in campus residence if they submit their application and deposit by June 3. Applications submitted post-June 3 will be placed on a waiting list and accommodated based on availability.

Domestic graduate students may also apply by the specified deadline; their applications will be considered subject to space availability. Tuition + Fees

Tuition and Fees

All graduate students are charged tuition each term (fall, spring, and summer) of their enrollment. SFU admission and funding offers do not include a tuition waiver. Programs are divided into two different types ‘per unit fee’ or ‘per term fee’.

Per Unit Fee Students in ‘per unit fee’ programs are charged a set tuition fee for each unit enrolled per term.

Per Term Fee Students in ‘per term fee’ programs are charged a set tuition fee for each term of enrollment.

Program Tuition Types

Regular Programs

Most programs culminating in a research-based project or thesis are considered 'regular programs' which charged the 'regular full-time fee' tuition. Master’s students will be charged the 'regular full-time fee' for the first six terms of completed enrollment. Doctoral students will be charged this rate for the first eight terms of completed enrollment. Subsequent terms for both (if applicable) are charged tuition at the Continuing rate. Students in these programs are considered full-time regardless of the number of courses enrolled in per term.

Tuition for research-based programs the 2023-2024 Academic Year

  • Regular Full-time Fee Tuition:  $2,066.11 per term
  • Regular Continuing Fee Tuition: $1,033.06 per term

Specialty Programs

Students in specialty programs will pay the tuition fee as stated in the Academic Calendar .

Tuition during leaves of absence

From time to time a student may feel it necessary to take a leave of absence. A student is not charged tuition or fees while on a leave of absence. If a student enrolls and then decides to take a leave, the student is still liable to pay any drop penalties according to the refund dates .

Students must upload all required supporting documents and ensure they follow the instructions for transcripts and letters of recommendation references . The international student fee for doctoral programmes starts at around $17,000.

TC Global reserves the right to refuse registration of, or cancel a User Name at its sole discretion. You shall never use another user's account without such other user's prior express permission. You will immediately notify TC Global in writing of any unauthorized use of your account, or other account related security breach of which you are aware.

You represent and warrant that if you are an individual, you are of legal age to form a binding contract, or that if you are registering on behalf of an entity or a minor, that you are lawfully authorized to enter into, and bind the entity or yourself (as the legal guardian of the minor) to, these Terms of Use and register for the Service. The Service is not available to individuals who are younger than 10 years old. TC Global may, in its sole discretion, refuse to offer the Service to any person or entity and change its eligibility criteria at any time.

You are solely responsible for ensuring that these Terms of Use are in compliance with all laws, rules and regulations applicable to you and the right to access the Service is revoked where these Terms of Use or use of the Service is prohibited and, in such circumstances, you agree not to use or access the Site or Services in any way.

If you use a mobile device, please be aware that your carrier's normal rates and fees, such as text messaging and data charges, will still apply. In the event you change or deactivate your mobile telephone number, you agree that you will update your account information on the Services within 48 hours to ensure that your messages are not sent to the person who acquires your old number.

TC Global cannot guarantee the authenticity of any Content or data which users may provide about themselves. TC Global Content

The Service contains Content specifically provided by TC Global or its partners and such Content is protected by copyrights, trademarks, service marks, patents, trade secrets or other proprietary rights and laws, as applicable. You shall abide by and maintain all copyright notices, information, and restrictions contained in any Content accessed through the Service.

Subject to these Terms of Use, TC Global grants each user of the Site and/or Service a worldwide, non-exclusive, non-sub licensable and non-transferable license to use, modify and reproduce the Content, solely for personal, non-commercial use. Use, reproduction, modification, distribution or storage of any Content for other than personal, non-commercial use is expressly prohibited without prior written permission from TC Global, or from the copyright holder identified in such Content's copyright notice, as applicable. Additionally, you agree not to:

  • Any Content uploaded by you shall be subject to relevant laws and may disabled, or and may be subject to investigation under appropriate laws. TC Global does not guarantee that any Content or User Submissions (as defined above) will be made available on the Site or through the Service. It is possible that you may face disruptions, including, but not limited to errors, disconnections or interferences in communication in the internet services, software or hardware that you have used to avail our Service. TC Global is not responsible for such factors in the disruption or interruption in the Service and you take full responsibility with complete knowledge for any risk of loss or damages caused due to interruption of services for any such reasons.

Advertisements, Third Party Sites and Services

Some of the TC Global Services are supported by advertising revenue and may display advertisements, promotions, and links to third-party websites. You hereby agree that TC Global may place such advertising and promotions on the TC Global Services or on, about, or in conjunction with your Content. The manner, mode and extent of such advertising and promotions are subject to change without specific notice to you.

The Service may permit you to link to other websites, services or resources on the Internet, and other websites, services or resources may contain links to the Site. When you access third party websites, you do so at your own risk. These other websites are not under TC Global's control, and you acknowledge that TC Global is not responsible or liable for the content, functions, accuracy, legality, appropriateness or any other aspect of such websites or resources. The inclusion of any such link does not imply endorsement by TC Global or any association with its operators. You further acknowledge and agree that TC Global shall not be responsible or liable, directly or indirectly, for any damage or loss caused or alleged to be caused by or in connection with the use of or reliance on any such Content, goods or services available on or through any such website or resource.

Termination

TC Global may terminate your access to all or any part of the Service at any time, with or without cause, with or without notice, effective immediately, which may result in the forfeiture and destruction of all information associated with your membership. Save to the extent required by law, TC Global has no special relationship with or fiduciary duty to you. You acknowledge that TC Global has no control over, and no duty to take any action regarding: which users gain access to the Service; what Content you access via the Service; what effects the Content may have on you; how you may interpret or use the Content; or what actions you may take as a result of having been exposed to the Content.

You release TC Global from all liability for you having acquired or not acquired Content through the Service. The Service may contain, or direct you to websites containing, information that some people may find offensive or inappropriate. TC Global makes no representations concerning any Content contained in or accessed through the Service, and TC Global will not be responsible or liable for the accuracy, copyright compliance, legality or decency of material contained in or accessed through the Service and cannot be held liable for any third-party claims, losses or damages.

TC Global reserves the right to assume the exclusive defense and control of any matter otherwise subject to indemnification by you, in which event you will assist and cooperate with TC Global in asserting any available defenses.

Limitation of Liability

ALL LIABILITY OF TC GLOBAL, ITS AFFILIATES, DIRECTORS, EMPLOYEES, AGENTS, REPRESENTATIVES, PARTNERS, SUPPLIERS OR CONTENT PROVIDERS HOWSOEVER ARISING FOR ANY LOSS SUFFERED AS A RESULT OF YOUR USE OF THE SITE, SERVICE, CONTENT OR USER SUBMISSIONS IS EXPRESSLY EXCLUDED TO THE FULLEST EXTENT PERMITTED BY LAW, SAVE THAT, IF A COURT OF COMPETENT JURISDICTION DETERMINES THAT LIABILITY OF TC GLOBAL, ITS DIRECTORS, EMPLOYEES, AGENTS, REPRESENTATIVES, PARTNERS, SUPPLIERS OR CONTENT PROVIDERS (AS APPLICABLE) HAS ARISEN, THE TOTAL OF SUCH LIABILITY SHALL BE LIMITED IN AGGREGATE TO THE VALUE OF TC GLOBAL'S SERVICES AVAILED BY THE USER FOR 12 MONTHS PRIOR TO THE INITIATION OF A CLAIM.

TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, IN NO EVENT SHALL TC GLOBAL, NOR ITS DIRECTORS, EMPLOYEES, AGENTS, REPRESENTATIVES, PARTNERS, SUPPLIERS OR CONTENT PROVIDERS, BE LIABLE UNDER CONTRACT, TORT, STRICT LIABILITY, NEGLIGENCE OR ANY OTHER LEGAL OR EQUITABLE THEORY OR OTHERWISE (AND WHETHER OR NOT TC GLOBAL, ITS DIRECTORS, EMPLOYEES, AGENTS, REPRESENTATIVES, PARTNERS, SUPPLIERS OR CONTENT PROVIDERS HAD PRIOR KNOWLEDGE OF THE CIRCUMSTANCES GIVING RISE TO SUCH LOSS OR DAMAGE) WITH RESPECT TO THE SITE, SERVICE, CONTENT OR USER SUBMISSIONS FOR:

  • INDIRECT OR CONSEQUENTIAL LOSSES OR DAMAGES;

Governing Law

A printed version of these Terms of Use and of any notice given in electronic form shall be admissible in judicial or administrative proceedings based upon or relating to these Terms of Use to the same extent and subject to the same conditions as other business documents and records originally generated and maintained in printed form. You and TC Global agree that any cause of action arising out of or related to the Service must commence within one (1) year after the cause of action arose; otherwise, such cause of action is permanently barred.

Terms of Use and all other policies available on this Service shall be interpreted and construed in accordance with the laws of India. Any dispute arising out of or in connection with these Terms of Use and/ or other policies available on this App, including any question regarding its existence, validity or termination, shall be referred to and finally resolved by arbitration administered by the Singapore International Arbitration Centre ("SIAC") in accordance with the Arbitration Rules of the Singapore International Arbitration Centre ("SIAC Rules") for the time being in force, which rules are deemed to be incorporated by reference in this clause. The Tribunal shall consist of 3 arbitrators. The seat and venue of Arbitration shall be Singapore and the language of proceedings shall be English. Subject to the foregoing, the Courts of Singapore shall have exclusive jurisdiction over any disputes relating to the subject matter, herein.

Notwithstanding the foregoing, if a dispute arises with respect to the validity, scope, enforceability, inventorship, ownership, infringement, breach or unauthorised use of any patent, trademark, copyright or other intellectual property right or any non-proprietary data owned and/or controlled by TC Global, whether or not arising from the Terms of Use, such dispute (at the option of TC Global) shall not be submitted to arbitration and instead, TC Global shall be free to initiate litigation, including but not limited to a claim for interim injunctive relief, in a court of competent jurisdiction, in any country or other jurisdiction in which such rights apply.

Integration and Severability

These Terms of Use are the entire agreement between you and TC Global with respect to the Service and use of the Site, Service, Content or User Submissions, and supersede all prior or contemporaneous communications and proposals (whether oral, written or electronic) between you and TC Global with respect to the Site. If any provision of these Terms of Use is found to be unenforceable or invalid, that provision will be limited or eliminated to the minimum extent necessary so that these Terms of Use will otherwise remain in full force and effect and enforceable. The failure of either party to exercise in any respect any right provided for herein shall not be deemed a waiver of any further rights hereunder. Waiver of compliance in any particular instance does not mean that we will waive compliance in the future. TC Global may also impose limits on certain features and services or restrict your access to parts or all of the Service without notice or liability. On completion of the take-down procedure above:

  • If the complainant is not successful in obtaining an order of injunction from a court of competent jurisdiction within 21 days from receiving notice from the complainant, the material will be made available for public view once again.

No joint venture, partnership, employment or agency relationship exists between you, TC Global or any Third Party Provider as a result of the contract between you and TC Global or use of the Services.

If any provision of these Terms is held to be illegal, invalid or unenforceable, in whole or in part, under any law, such provision or part thereof shall to that extent be deemed not to form part of these Terms but the legality, validity and enforceability of the other provisions in these Terms shall not be affected. In that event, the parties shall replace the illegal, invalid or unenforceable provision or part thereof with a provision or part thereof that is legal, valid and enforceable and that has, to the greatest extent possible, a similar effect as the illegal, invalid or unenforceable provision or part thereof, given the contents and purpose of these Terms. These Terms constitute the entire agreement and understanding of the parties with respect to its subject matter and replaces and supersedes all prior or contemporaneous agreements or undertakings regarding such subject matter. These Terms of Use are personal to you, and are not assignable, transferable or sublicensable by you except with TC Global's prior written consent. Your tuition covers the costs associated with obtaining your degree. Tuition may vary from program to program, and you are billed three times per year at the beginning of each term (January 1, May 1, and September 1).

Tuition and fees are due within five business days of the beginning of each term. Graduate students have the option of paying half of their tuition and fees within five business days of the beginning of each term, and paying the balance due five weeks later.

Your Statement of Account

Your tuition account is available for viewing in the   Student Center . For students who anticipate receiving scholarship funding (e.g. Western Graduate Research Scholarships, NSERC, SSHRC, CIHR, OGS), expect these funds to show as "Anticipated Aid" in the Finances section of the Student Center two or three weeks prior to the start of term. Scholarship funds will be disbursed towards tuition fees the first business day of each new term.

PLEASE NOTE: Western University has reduced tuition for international PhD and DMA students to the same level as domestic PhD and DMA students effective September 1, 2018.

Tuition Payment

An   overview   of all acceptable methods of payment for tuition fees. All fees must be paid as indicated on your   Student Center   account.

Internet banking through major Canadian banks is the preferred method of payment. The majority of graduate students use this method to pay their tuition. Add   University of Western Ontario - Tuition   to your list of bank payments (there may be a variance in the way each bank lists the University of Western Ontario as a payee). Your student number is your account for Internet payments.

Students whose fees will be paid by an external sponsor must provide proof of funding for each term before the tuition deadline to avoid late payment charges. Students are responsible for payment of any fees or penalties not paid by the sponsor. For additional payment methods including how to arrange payment from outside of Canada please consult   Office of the   Registrar - Student   Financial Services .

Graduate student tuition and fees contribute to the cost of direct and indirect services, resources, and supports that assist you in completion of your graduate degree.

In addition to covering the obvious costs associated with the formal requirements of your degree program, such as courses, milestones, and seminars, your tuition and fees also cover the costs of a wide range of services, resources, and supports.

The base funding package consists of a University of Toronto Fellowship (UTF) and a Research Assistant Stipend (RA Stipend). There is a possibility of top-ups from sources such as the Program-Level Fellowship.

Program-level fellowships (plfs).

PLFs are provided by Faculty of Arts and Science. For the 2023-24 academic year, the Faculty of Arts and Science is allocating $1,000 for each registered PhD and MA student. The distribution of funds is determined in consultation with graduate students each year. For the 2023-24 year, we will distribute 50% of allocated funds to MA and PhD students' base funding ($500 per MA and Year 1-5 PhD students) and the other 50% to Black, Indigenous, and other racialized MA and PhD students.

Research Assistantship (RA)

RA Position

Faculty members can hire students to assist with their research. Faculty members pay students from their research funds and in addition to base funding. RA Position is paid as a taxable T4 and involves hourly rates for your research-related work for a faculty member. It is paid as you are completing the work. There is a contract between a student and a faculty member outlining the specifics of this position.

RAship Stipend

PhD students receive an RA stipend of $800 included in the base-funding. The RA stipend helps students to connect with faculty members and their research. Consult your funding letter. RA Stipend is paid into your account by direct deposit in October. 

TAships play a very important role in the Centre’s educational mandate for both graduate and undergraduate students. Therefore, the decisions about TA assignments are made by the Centre’s director, both Associate Directors, with administrative support from Undergraduate Adminstrative Coordinator and Graduate Administrator. 

The hourly rates and the total number of TA hours are regulated through the university’s Collective Agreements with CUPE3902, Uni 1. The current agreement sets a limit of $7,755 to be counted towards base funding for students entering in year 1. Any TA earnings beyond this level will augment a graduate student's actual income, and cannot be offset by lower levels of financial support from other sources (UTF and RA).

TA Assignments, Contracts, and Training Timeline

  • May:  The Subsequent Appointment System opens for students in Year 2 and beyond to declare whether they want to hold an appointment in the coming year, and to provide some details about the kind of TA-ship they want, and on which campus. 
  • July: You will get a provisional TA assignment on the  TAship site . 
  • July: for F/Y terms and in November for S term:  Any TA Job Posting  Applications  will be made available.
  • August 11 for F/Y term and December 11 for S term:  You will receive your TA contract. 
  • September 1:  Description of Duties and Allocation of Hours (DDAH) forms outlining TA duties and specifying the hours assigned to them, have to be confirmed by both the TA and course instructor on the  TAship Online System

How is your funding paid?

The stipend part of University of Toronto Fellowship payments are paid through direct deposit. To set up direct deposit, follow these steps:

  • Log into your ACORN account. 
  • Ensure your contact information, including address, is up-to-date under Profile & Settings . 
  • Click on Financial Account  in the left menu. 
  • Select Direct Deposit  and enter your banking information. You will need your transit number, bank number, and account number. 
  • Banking Authorization Form
  • Void cheque or printout from bank with account information
  • TD1 Tax Form, TD1-ON Tax Form
  • Photocopy of Social Insurance Number (SIN) card, and
  • Photocopy of study permit (if not a citizen or resident of Canada).
  • Note to international students: If you do not have a Social Insurance Number, please secure the information required by Services Canada in applying for a Canadian Social Insurance Number (SIN). You must have a valid Social Insurance Number in order to earn income in Canada. 

Important notes:

  • ACORN/ROSI and UofT's payroll HR system are not connected and therefore any changes to your information must be submitted separately for each system.
  • Payroll entries must be processed by the payroll close date, which is typically about the 15th of the month, and about the 7th in December. Your information must reach the Department Manager in sufficient time to allow for processing.

When to expect payment

UTF payment comes in two forms: a stipend and tuition.

  • The stipend is paid three times a year: at the beginning of September, January, and May.
  • The tuition is paid directly into the student account in two instalments, in September and January.

CGS-M, SSHRC, FAST and OGS awards are paid in three instalments in September, January, and May. Students holding CGS-M, SSHRC and OGS awards are responsible for paying their tuition as it is NOT automatically deducted from these awards.

TA payments come on the 28th of the month, but only for the months the student teaches. If, for example, the student’s TAship is in the Fall semester only, the payments will be deposited in September, October, November, and December. The Winter payments come in January, February, March and April.

RAship Stipend is paid into your account in October by direct deposit.

Additional Funding Sources

Work-study program.

Every year the Centre hires work-study students to provide employment and career development opportunities. This is a part of the University of Toronto financial aid program. Students may apply for the positions advertised by the Centre, but also for positions advertised by individual faculty members and other departments.

Work-Study positions for the 2023-24 academic year will be made available on the Career Learning Network website .

Job postings will be made available to view in August 2023. All students registered as full time for the 2023-24 year will be eligible to apply.

Research & Conference Grants

  • The Faculty of Arts & Science and the School of Graduate Studies hold competitions annually for research travel grants. Funds are available for a limited number of doctoral students in the humanities to study or carry out research in Canada, the United States or overseas.
  • The Centre for Drama, Theatre & Performance Studies realizes the importance of research abroad and has limited research and conference travel funds available.

Differential Tuition Fee Exemption Scholarship

Bachelor’s and master’s students.

The University of Ottawa offers a Differential Tuition Fee Exemption Scholarship to international Francophone and Francophile students enrolled in a bachelor’s or master’s program as of September 2021, or in the French Immersion Stream. International Doctoral Scholarship (PhD students)

Admissions prior to may 2023.

  • PhD students who began their studies before May 2023:   If you began your doctoral studies at uOttawa before May 2023 and you’ve received the International Doctoral Scholarship, your tuition fees will be equivalent to those for Canadian students residing outside Ontario for a maximum period of five years.  
  • PhD students who began their studies before September 2021 (differential tuition exemption): If you began your studies at uOttawa before September 2021 and you’ve received a differential tuition exemption, your tuition fees will be equivalent to those for Canadian students residing outside Ontario for the remainder of your studies, provided you’re enrolled full-time.

The following tables shows tuition fees for 2022-2023 and 2023-2024 for regular students, that is, students admitted to a program leading to a uOttawa degree, certificate or diploma and enrolled in one or more courses in their program.

Important: The official total of university fees you must pay appears on your statement of account, available about a month prior to the start of each term.

Please note: The changes in May 2023 have required adjustments to the way tuition fees for doctoral programs are published. Fees for 2023–2024 graduate PhD tuition per term (full time) in the search table show the amounts without a scholarship. In previous years (2021–2022 and 2022–2023), the amount included a fee reduction.

Research fees for part-time graduate studies

A research fee is a tuition fee paid by students admitted to a graduate program part-time or who’ve received approval to enrol part-time to research activities (master’s or doctorate). It’s a flat fee invoiced each term you have your part-time enrolment to research activities. Fees are determined based on your status in Canada.

You can’t enrol in courses if you enrol part-time to research activities.

During a term in which you’re enrolled part-time to research activities, you must also pay ancillary fees based on your status in Canada.

Our tuition fee predictability commitment

Because we’re committed to ensuring that newly-admitted international students are able to predict their tuition fees beyond first year, we’ve put in place the following: 

  • For international students admitted for the Spring-Summer 2022 term or earlier , future tuition fee increases will be limited to 5.5% per year.
  • For international students admitted for the Fall 2022 term or later , future tuition fee increases will be limited to 7% per year.

In both cases, students must remain enrolled full time and progress normally from one tuition fee level to the next. 

This applies until you reach the final tuition fee level indicated for your program, after which you pay final-level tuition fees in subsequent years. 

This excludes new fees that may be imposed by the Ontario government, ancillary fees, incidental fees and administrative fees.

Annual university fee increases

The Ontario government regulates Canadian students’ tuition fees for universities in the province. Its framework sets out the maximum increases allowed and the rules for applying them. Fees for international students are unregulated. 

Hypothetical increase of 10% for new first year students and 5% for students continuing their studies after first year

In this example, starting with 33.01 units, tuition fees associated with each level of progress in your program of study are calculated based on the progress level for the previous year ( B2 is based on A1 for the previous year , C2 on B1, etc.).

How tuition is charged - international doctoral students.

At University of Waterloo the doctoral tuition rates are assessed by domestic and international immigration status and full-time/part-time only; the actual program costs remain the same, regardless of discipline.

University of Waterloo charges tuition one term at time, with three terms occurring over the course of a year:

  • Fall Term – September to December
  • Winter Term – January to April
  • Spring Term – May to August

Non-tuition fees (incidental fees) are also charged to your student account on a termly basis.

Other tuition fee assessments

  • Non-degree graduate students - pay the research/coursework master's rate plus incidental fees.

Withdrawal or program completion effective on or before the 100% refund deadline will result in all of your charges for the term being removed. Withdrawal or program completion effective on or before the 50% refund deadline will result in a 50% adjustment to the charges for tuition and student services fees only.

Understanding Your Fees – By Student Group

Full-time studies.

Master's and Doctoral students will be assessed the term fees stated for each term of registration in their programs, except for a few students in special programs (as indicated in the tuition and fee tables).

  • In the exceptional case where a qualifying student is registered for fewer than three courses, fees are assessed on a part-time basis

Part-Time Studies

  • Part-time students who were admitted as part-time pay half the full-term fee for each term until completion of degree requirements
  • Part-time, course-based programs are assessed course fees in place of term fees 
  • Students who transfer from full-time to part-time (under the School of Graduate Studies regulation Transfers from Full-time to Part-time Status) are assessed half the term fee while registered part-time

Re-Admission

Readmitted students are assessed tuition at the appropriate current rate per term for the number of terms away, to a maximum of 3 terms. Thereafter, students pay the appropriate term fee until they complete the program.

Special Students

Special students who are assessed fees will be charged at the part-time Master's rate for 1-2 courses and the full-time Master's rate for 3 or more courses. Students will also be required to pay ancillary fees.

Visiting Research Students

Students who are registered as a Visiting Research Student are not charged tuition fees, but are charged University Health Insurance Plan fee (UHIP) and ancillary fees .

Student Assistance Levy (SAL)

The student assistance levy is a fee, applied on a per-term basis , charged to students to help improve existing scholarships and student assistance programs, fund the Summer Work Experience Program (SWEP), and support the learning environment.

The audit fee is set at 50 percent of the unit fee, plus the Student Assistance Levy. Please note that audit fees are non-refundable after the full refund date.

Completion/Withdrawal

A student who completes a program mid-term is eligible for a partial refund of ancillary and tuition fees assessed for that term.

One letter to a newly admitted Vanderbilt University engineering student showed an all-in price — room, board, personal expenses, a high-octane laptop — of $98,426. A student making three trips home to Los Angeles or London from the Nashville campus during the year could hit six figures.

This eye-popping sum is an anomaly. Only a tiny fraction of college-going students will pay anything close to this anytime soon, and about 35 percent of Vanderbilt students — those who get neither need-based nor merit aid — pay the full list price.

But a few dozen other colleges and universities that reject the vast majority of applicants will probably arrive at this threshold within a few years. Their willingness to cross it raises two questions for anyone shopping for college: How did this happen, and can it possibly be worth it?

Who Pays What

According to the College Board, the average 2023-24 list price for tuition, fees, housing and food was $56,190 at private, nonprofit four-year schools. At four-year public colleges, in-state students saw an average $24,030 sticker price.

That’s not what many people pay, though, not even close. As of the 2019-20 school year, according to federal data that the College Board used in a 2023 report , 39 percent of in-state students attending two-year colleges full time received enough grant aid to cover all of their tuition and fees (though not their living expenses, which can make getting through school enormously difficult). At four-year public schools, 31 percent paid nothing for tuition and fees while 18 percent of students at private colleges and universities qualified for the same deal.

Those private colleges continue to provide hefty discounts for people of all sorts of incomes. A National Association of College and University Business Officers study showed private nonprofit colleges and universities lowering their tuition prices by 56 percent from the rack rate during the 2022-23 school year.

Vanderbilt provides discounts, too, and its financial aid is extraordinarily generous. This year, it announced that families with income of $150,000 or less would pay no tuition in most instances .

Still, over 2,000 students there who get no need-based or merit aid will soon pay $100,000 or more. Why does Vanderbilt need all of that money?

Where the Money Goes

At a few small liberal arts colleges with enormous endowments, even $100,000 would not cover the average cost of educating a student, according to the schools. Williams College says it spends roughly $50,000 more per student than its list price, for instance.

In other words, everyone is getting a subsidy. Perhaps its list price should be over $100,000, too, so that its endowment is not offering unneeded help to wealthy families. Or, perhaps, a price that high would scare away low-income applicants who do not realize that they might get a free ride there.

According to Vanderbilt, its spending per undergraduate is $119,000. “The gap between the price and cost of attendance is funded by our endowment and the generous philanthropy of donors and alumni,” Brett Sweet, vice chancellor for finance, said in an emailed statement.

No one at the school would meet with me to break this figure down or get on the phone to talk about it. But Vanderbilt’s financial statements offer clues to how it spends money. In the 2023 fiscal year, 52 percent of its operating expenses went to faculty, staff and student salaries and wages, plus fringe benefits.

Robert B. Archibald and David H. Feldman, two academics who wrote “ Why Does College Cost So Much? ,” explained in their book why labor costs were so tricky at these institutions.

“The critical factors are that higher education is a personal service, that it has not experienced much labor-saving productivity growth, and that the wages of the highly educated workers so important at colleges and universities have soared,” they said. “These are economywide factors. They have little to do with any pathology in higher education.”

Critics of the industry still believe that a kind of administrative bloat has set in, driving up tuition with outsize salaries. But what is bloat, really?

Administrators oversee compliance, like the laws that have made it possible for disabled people to get to and through college and keep schools from discriminating against women. If we don’t like regulation, we can vote for different legislators.

Similarly, families in a free market can make alternative choices if they want fewer mental health practitioners and their bosses, computer network administrators, academic advisers or career counselors. And yet the first (prescreened) question that Vanderbilt’s chancellor, Daniel Diermeier, answered on family weekend this past fall was about whether Vanderbilt should invest even more in career advising in the wake of the school’s five-spot decline in the annual U.S. News rankings .

Is It Worth It?

If many families are not exactly lining up for a cut-rate residential undergraduate education, they’re still asking plenty of good questions about value. So is a $400,000 college education ever worth it?

It depends, and you knew that answer was coming, right?

Most college shoppers wonder about income outcomes, and it’s possible to search by undergraduate major on the federal government’s College Scorecard website . This program-level data exists for alumni who are four years out from graduation, though only for those who received any federal financial aid.

Vanderbilt’s biomedical/medical engineering majors have median earnings of $94,340 four years out. English language and literature majors are earning $53,767.

Those are fine results, but are they exclusive to Vanderbilt? “You could get an engineering degree at a state flagship university that’s just as valuable as something you’d get at Vanderbilt,” said Julian Treves , a financial adviser and college specialist whose newsletter tipped me off to the goings-on there.

I spent a few days trying to get Vanderbilt’s vice provost for university enrollment affairs, Douglas L. Christiansen , to talk to me and answer these questions squarely and more expansively, but I did not succeed. A university spokeswoman sent me some generalities in his name. “We are committed to excellence at all levels, from the quality of our faculty, programming, facilities and research labs to the services we provide to support the academic, emotional and social well-being of our students,” went the statement.

In anticipation of the absence of a substantive reply, I attended a group information session for 125 or so prospective students and asked there, too. The senior admissions officer who took the question refused to answer. I’d never seen that before, and I’ve been to these sessions at dozens of schools over the years.

But really, why should an actor in a competitive marketplace answer that question if the person doesn’t absolutely have to? Without publicly available, industrywide quantitative data on quality — happiness scores, customer satisfaction, measures of learning, return on friendship, the strength of career networks — the list price alone serves as a signal of excellence, to some shoppers at least.

And thousands of applicants respond to the signal each year by volunteering to pay the list price, even as the school rejects the vast majority of applicants. Or maybe they volunteer precisely because Vanderbilt and schools like it reject the vast majority of applicants.

So a $100,000 list price is not our highest-priority outrage. The spectacle of wealthy people freely purchasing luxury services is nothing new, even if it is a totally worthy object of scrutiny (and an understudied phenomenon by academics themselves, ahem).

What is a problem, then? Brent Joseph Evans , an associate professor of public policy and higher education at Vanderbilt’s college of education and human development, started his career as an admissions officer at the University of Virginia. There, he sold the institution to boarding school students in New England and teenagers in the Appalachian foothills.

The former group might pay $100,000 per year, though many of them won’t get into the Vanderbilts of the world in the first place. They will surely find their way somewhere.

But that latter group? Professor Evans is worried about their access to any school at all.

“We should care about whether they get into a state university system at a low cost and find a well-paying career that can keep them in the middle class,” he said. “I do think that sometimes any tension over what elite colleges are doing moves us away from what we should be caring about as a society.”

Graduate students recognized for academic excellence and research achievements

Two graduate students, Shabnam Etemadi and Ann Song, have each received the Yvonne Danielsen Endowed Graduate Award from the UCR Graduate Division for academic excellence and research achievements. The award offers a stipend of $10,000 and fees/tuition for one academic quarter.

Both students work on research projects with Prue Talbot , a professor of the graduate division in the Department of Molecular, Cell and Systems Biology .

The award allows Etemadi to continue her research to test whether menthol in electronic cigarettes, or ECs, adversely affects human embryonic development by activating “transient-receptor-potential” (TRP) channels — a group of ion channels located mostly on the plasma membrane of numerous animal cell types.

“Exposure of pregnant women to ECs may influence human prenatal development,” Etemadi said. “It is unknown to what extent individual constituents of EC products, such as flavor chemicals, influence human embryos in pregnant women who vape. Flavor chemicals raise particular concern because they are found in some ECs at high concentrations and can activate TRP channels in cells.”

Etemadi plans to graduate next summer with a doctoral degree in bioengineering.

The award supports Song’s ongoing research investigating the infectability of human embryos by the SARS-CoV-2 virus in pregnant women who have COVID-19.

“Mother-to-fetus transmission of SARS-CoV-2 virus is understudied and can possibly lead to developmental defects,” Song said.

Song is also the recipient of an Academic Merit Fellowship from the Graduate Division for Spring 2024 and will receive an additional stipend of $10,000. The award also includes payment of fees during the Spring quarter.

Song expects to graduate next spring with a doctoral degree in cell, molecular, and developmental biology.

Born in Canada in 1925, Yvonne Danielsen settled in Hemet, California, in 1951. She left a generous bequest fund, established in 2005, to benefit UCR students in science.
