If you are looking to earn your cross-cultural language and academic development (CLAD) certification, this online CTEL certification program can provide you with the education you need for a successful career as an English teacher. 

Diversity and multiculturalism are at the core of our CTEL teaching credential programs which lead to CLAD certification. To be an expert level teacher, you’ll need to learn how to effectively teach children from many different backgrounds; that’s why the CTEL program and (CLAD) certificate is so important. These advanced level certifications authorize two types of instructions: instruction for English language development (ELD) and specifically designed academic instruction delivered in English (SDAIE).

  • English language development, which is also known as English as a second language (ESL) or teaching English to speakers of other languages (TESOL), is mainly aimed to promote the acquisition of listening, speaking, reading, and writing skills of the student.
  • Specifically designed academic instruction delivered in English (SDAIE) is designed to increase the level of comprehensibility of the English language in any subject matter, such as math or social science.

With the CTEL certificate and CLAD program for California teacher candidates, you’ll learn to approach the challenges of teaching a diverse group of students with trained ease. Are there any special requirements for entry into this program?

Candidates for the English language authorization must possess a valid California teaching credential, clinical rehabilitative services credential with a special class authorization, school nurse services credential with a special teaching authorization in health, children’s center permit (excluding emergency), or child development permit (excluding assistant and associate permit) that authorizes the holder to provide instruction to pupils in preschool, grades K–12, or classes primarily organized for adults. The California basic skills requirement must be met in order for the CLAD/CTEL certificate to be issued.

Who should take the CLAD/CTEL program?

This bilingual authorization program is ideal for:

  • Certified educators looking to broaden their professional knowledge and teaching experience with English language learners
  • Certified educators instructing K-12 students who have limited English proficiency
  • Professionals who prefer the convenience of a completely online teaching format
  • Certified educators pursuing a CLAD certification approved by the California Commission on Teacher Credentialing (CTC).  

What can I learn from CTEL California teacher education?

The CTEL teacher certification program is where you develop competency in the area of language structure and use. You will also develop competency in the area of the assessment of English learners. The CTEL California teacher certificate includes an understanding of the teaching of English listening, speaking, reading, writing, and grammar, as well as the principles Specially Designed Academic Instruction in English (SDAIE).

When does the degree program start?

The CTEL California program is an eight-week term program and is open for enrollment during each of those respective enrollment periods. Learn more with our eight-week term  academic calendar .

How long does it take to complete the program?

The CTEL/CLAD Certificate is a 12-unit program, and takes between 16 and 32 weeks (two and four, eight-week terms) to complete, depending on the number of courses taken each term.

What You Can Do With This Certificate

Teaching positions are available in both private and public schools.

Professional Licensure and Certification

University of California programs for professions that require licensure or certification are intended to prepare the student for California licensure and certification requirements. Admission into programs for professions that require licensure and certification does not guarantee that students will obtain a license or certificate. Licensure and certification requirements are set by agencies that are not controlled by or affiliated with the University of California and licensure and certification requirements can change at any time.

The University of California has not determined whether its programs meet other states’ educational or professional requirements for licensure and certification. Students planning to pursue licensure or certification in other states are responsible for determining whether, if they complete a University of California program, they will meet their state’s requirements for licensure or certification. This disclosure is made pursuant to 34 CFR §668.43(a)(5)(v)(C).

Completion Requirements

To earn the CLAD through CTEL certificate, individuals must complete all six courses listed below for a total of 18 quarter units, with a grade of B or better; or participants may combine passed CTEL subtests with coursework to meet all requirements.

  • EDUC X426.1 - Language and Language Development (4 units)
  • EDUC X426.2 - Assessment of English Language Learners (3 units)

  • EDUC X426.9 - CTEL Portfolio (1 unit)

Earning the CLAD through CTEL certificate through UCR carries an added benefit that very few programs offer; the “blended” option. Instead of having to pass all subtests of the CTEL exam or complete all of the required coursework to become certified, this “blended” option allows you the flexibility to combine CTEL exams with UCR coursework.

Earning the Certificate

Prior to enrolling, please ensure that you meet the following minimum requirements:

  • CLAD/CTEL orientation
  • Bachelor's degree or higher from an accredited institution
  • Cumulative GPA of 3.0 or higher
  • Multiple Subject

  • Education Specialist Level I or II
  • Education Specialist Preliminary or Clear
  • Speech-Language Pathology or Clinical or Rehabilitative Services with a Special Class Authorization
  • School Nurse Services Credential with Special Teaching Authorization in Health
  • Visiting Faculty Permit
  • Children's Center Permit (excluding emergency)
  • Child Development Permit (excluding Assistant or Associate Permits)

Applying for Candidacy: Your first step is to enroll in the Orientation course, EDUC X426.A. This course is open year-round and is comprised of a brief, 40-minute PowerPoint presentation and a mini-quiz. An application is also required to start the program. The application is only available to students enrolled in the Orientation course.

Program Description

The California Teachers of English Learners (CTEL) program is specifically designed for credentialed teachers who are seeking the English Learner Supplemental Authorization to effectively work with English learners in K-12 classrooms in California. The program includes language structure and use, first and second language development and their relationship to academic achievement, assessment of English learners, foundations of English language and literacy development and content instruction, and culture and cultural diversity and their relationship to academic achievement and culturally inclusive instruction. Program completers will be authorized to provide English Language Development (ELD) and Specially-Designed Academic Instruction in English (SDAIE) to English learners in K-12 classrooms.

Orientation: CLAD Through CTEL

The CLAD Through CTEL Orientation provides individuals interested in the English Learner Added Authorization (CLAD) Through CTEL Program with a clear understanding of the entire program, including its scope and goals, requirements, standards, the procedures that affect competencies, and field experience(s) in order to earn a California English Learner Added Authorization. It is mandatory for applicants entering Extension's English Learner Added Authorization (CLAD) Through CTEL program. It is mandatory for applicants entering Extension’s Intercampus Education Consortium English Learner Added Authorization (CLAD) Through CTEL program.

Note:  Participants must have an application on file prior to enrolling in this course. You can call Student Services at 858-534-3400 and register over the phone for this course until the day before the scheduled start. You must register for this course with the Pass/Fail Grade Option. If you take the course with the Not For Credit (NFC) option you must retake the course at your own expense in order to be eligible for a English Learner Added Authorization.

English Learner Added Authorization (CLAD) Through CTEL

The online English Learner (CLAD) Through CTEL program is designed for candidates to earn a English Learner Added Authorization for a California Teaching or Service Credential. This program reflects standards adopted by the California Commission on Teacher Credentialing for English Learner (CLAD) Through CTEL Programs. Combined CTEL exam test scores and coursework option is available.

Reading Instruction Program

The Reading and Literacy Added Authorization prepares teachers in reading and literacy using a solid curriculum that expands their basic assumptions and knowledge of reading foundations, reading assessment, reading research, reading intervention, reading strategies and the design of effective literacy models.

Course level:  Continuing Teacher Education

This course examines language structure, second language acquisition theories, the nature of cognitive and affective language development, and sociocultural and political factors affecting language development. An analysis of the theories, models, processes, and stages of language acquisition will also be covered. 

In order for the University of Phoenix to issue Crosscultural, Language, and Academic Development (CLAD) Institutional Recommendation a candidate must meet the following requirements:

  • All coursework for certification must have been completed within the last five (5) years.
  • Candidates must earn a grade of C or better on all coursework for certification. Grades of C- will not be accepted for certification. 
  • A candidate must complete a minimum of one CTEL course with the university.

This course is designed specifically for holders of a valid California Teaching Credential (or equivalent, see below) seeking a California English Learner Authorization and Cross-cultural, Language and Academic Development (CLAD) Certificate

Prerequisites

This course requires the student to have a valid California Teaching Credential, Single Subject, Multiple Subject, Life, Preliminary, Speech-Language Pathology or Clinical or Rehabilitative Sciences Credential with Special Class Authorization, School Nurse Services Credential with a Special Teaching Authorization in Health, Visiting Faculty Permit, Children's Center Permit (excluding emergency) or Child Development Permit (excluding Assistant and Associate Permits) that authorizes the holder to provide instruction to pupils.
