A summary is a concise paraphrase of all the main ideas in an essay. It cites the author and the title (usually in the first sentence); it contains the essay's thesis and supporting ideas; it may use direct quotation of forceful or concise statements of the author's ideas; it will NOT usually cite the author's examples or supporting details unless they are central to the main idea. Most summaries present the major points in the order that the author made them and continually refer back to the article being summarized (i.e. "Damon argues that ..." or "Goodman also points out that ... "). The summary should take up no more than one-third the length of the work being summarized.

The Response:

A response is a critique or evaluation of the author's essay. Unlike the summary, it is composed of YOUR opinions in relation to the article being summarized. It examines ideas that you agree or disagree with and identifies the essay's strengths and weaknesses in reasoning and logic, in quality of supporting examples, and in organization and style. A good response is persuasive; therefore, it should cite facts, examples, and personal experience that either refutes or supports the article you're responding to, depending on your stance.

Two Typical Organizational Formats for Summary/Response Essays:

1. Present the summary in a block of paragraphs, followed by the response in a block:

Intro/thesis Summary (two to three paragraphs) Agreement (or disagreement) Disagreement (or agreement) Conclusion

Note: Some essays will incorporate both agreement and disagreement in a response, but this is not mandatory.

2. Introduce the essay with a short paragraph that includes your thesis. Then, each body paragraph summarizes one point and responds to it, and a conclusion wraps the essay up.

Most of the time when you are tasked with an essay about a book or article you've read for a class, you will be expected to write in a professional and impersonal voice. But the regular rules change a bit when you write a response paper.

A response (or reaction) paper differs from the formal review primarily in that it is written in the first person . Unlike in more formal writing, the use of phrases like "I thought" and "I believe" is encouraged in a response paper. 

You'll still have a thesis and will need to back up your opinion with evidence from the work, but this type of paper spotlights your individual reaction as a reader or viewer.

For a response paper, you still need to write a formal assessment of the work you're observing (this could be anything created, such as a film, a work of art, a piece of music, a speech, a marketing campaign, or a written work), but you will also add your own personal reaction and impressions to the report.

The steps for completing a reaction or response paper are:

  • Observe or read the piece for an initial understanding.
  • Mark interesting pages with a sticky flag or take notes on the piece to capture your first impressions.
  • Reread the marked pieces and your notes and stop to reflect often.
  • Record your thoughts.
  • Develop a thesis.
  • Write an outline.
  • Construct your essay.

It may be helpful to imagine yourself watching a movie review as you're preparing your outline. You will use the same framework for your response paper: a summary of the work with several of your own thoughts and assessments mixed in.

The First Paragraph

After you have established an outline for your paper, you need to craft the first draft of the essay using all the basic elements found in any strong paper, including a strong introductory sentence .

In the case of a reaction essay, the first sentence should contain both the title of the work to which you are responding and the name of the author.

The last sentence of your introductory paragraph should contain a thesis statement . That statement will make your overall opinion very clear.

Stating Your Opinion

There's no need to feel shy about expressing your own opinion in a position paper, even though it may seem strange to write "I feel" or "I believe" in an essay. 

In the sample here, the writer analyzes and compares the plays but also manages to express personal reactions. There's a balance struck between discussing and critiquing the work (and its successful or unsuccessful execution) and expressing a reaction to it.

An essay is a paper that discusses, describes or analyzes one topic. It can discuss a subject directly or indirectly, seriously or humorously. It can describe personal opinions, or just report information. An essay can be written from any perspective, but essays are most commonly written in the first person ( I ), or third person (subjects that can be substituted with the he, she, it, or they pronouns).

There are many different kinds of essays. The following are a some of the most common ones:

Descriptive:

Examples: A descriptive essay could describe . . .

The descriptive essay provides details about how something looks, feels, tastes, smells, makes one feel, or sounds. It can also describe what something is, or how something happened. These essays generally use a lot of sensory details. The essay could be a list-like description that provides point by point details. Or, it could function as a story, keeping the reader interested in the plot and theme of the event described.

Definition:

Examples: A definition essay may try and define . . .

A definition essay attempts to define a specific term. It could try to pin down the meaning of a specific word, or define an abstract concept. The analysis goes deeper than a simple dictionary definition; it should attempt to explain why the term is defined as such. It could define the term directly, giving no information other than the explanation of the term. Or, it could imply the definition of the term, telling a story that requires the reader to infer the meaning.

Compare/Contrast:

Examples:A compare/contrast essay may discuss . . .

The compare/contrast essay discusses the similarities and differences between two things, people, concepts, places, etc. The essay could be an unbiased discussion, or an attempt to convince the reader of the benefits of one thing, person, or concept. It could also be written simply to entertain the reader, or to arrive at an insight into human nature. The essay could discuss both similarities and differences, or it could just focus on one or the other. A comparison essay usually discusses the similarities between two things, while the contrast essay discusses the differences.

Cause/Effect:

Examples:A cause/effect essay may explain . . .

The cause/effect essay explains why or how some event happened, and what resulted from the event.

This essay is a study of the relationship between two or more events or experiences. The essay could discuss both causes and effects, or it could simply address one or the other. A cause essay usually discusses the reasons why something happened. An effect essay discusses what happens after a specific event or circumstance.

The example below shows a cause essay, one that would explain how and why an event happened.

If this cause essay were about a volcanic eruption, it might go something like this: “Pressure and heat built up beneath the earth’s surface; the effect of this was an enormous volcanic eruption.”

The next example shows an effect essay, one that would explain all the effects that happened after a specific event, like a volcanic eruption.

If this effect essay were about a volcanic eruption again, it might go something like this:

“The eruption caused many terrible things to happen; it destroyed homes, forests, and polluted the atmosphere.”

Examples:A narrative essay could tell of . . .

The narrative essay tells a story. It can also be called a “short story.” Generally, the narrative essay is conversational in style and tells of a personal experience. It is most commonly written in the first person (uses I ). This essay could tell of a single, life-shaping event, or simply a mundane daily experience.

Examples: A process essay may explain . . .

A process essay describes how something is done. It generally explains actions that should be performed in a series. It can explain in detail how to accomplish a specific task, or it can show how an individual came to a certain personal awareness. The essay could be in the form of step-by-step instructions, or in story form, with the instructions/explanations subtly given along the way.

Argumentative:

Examples: An argumentative essay may persuade a reader that . . .

An argumentative essay is one that attempts to persuade the reader to the writer’s point of view. The writer can either be serious or funny, but always tries to convince the reader of the validity of his or her opinion. The essay may argue openly, or it may attempt to subtly persuade the reader by using irony or sarcasm.

Examples: A critical essay may analyze . . .

A critical essay analyzes the strengths, weaknesses, and methods of someone else’s work. Generally, these essays begin with a brief overview of the main points of the text, movie, or piece of art, followed by an analysis of the work’s meaning. It should then discuss how well the author/creator accomplishes his/her goals and makes his/her points. A critical essay can be written about another essay, story, book, poem, movie, or work of art.

Essay questions are a more complex version of constructed response assessments. With essay questions, there is one general question or proposition, and the student is asked to respond in writing. This type of assessment is very powerful -- it allows the students to express themselves and demonstrate their reasoning related to a topic. Essay questions often demand the use of higher level thinking skills, such as analysis, synthesis, and evaluation.

Essay questions may appear to be easier to write than multiple choice and other question types, but writing effective essay questions requires a great deal of thought and planning. If an essay question is vague, it will be much more difficult for the students to answer and much more difficult for the instructor to score. Well-written essay questions have the following features:

Essay questions are used both as formative assessments (in classrooms) and summative assessments (on standardized tests). There are 2 major categories of essay questions -- (also referred to as or ) and .

Short response questions are more focused and constrained than extended response questions. For example, a short response might ask a student to "write an example," "list three reasons," or "compare and contrast two techniques." The short response items on the Florida assessment (FCAT) are designed to take about 5 minutes to complete and the student is allowed up to 8 lines for each answer. The short responses are scored using a 2-point scoring rubric. A complete and correct answer is worth 2 points. A partial answer is worth 1 point.

Extended Response

Extended responses can be much longer and complex then short responses, but students should be encouraged to remain focused and organized. On the FCAT, students have 14 lines for each answer to an extended response item, and they are advised to allow approximately 10-15 minutes to complete each item. The FCAT extended responses are scored using a 4-point scoring rubric. A complete and correct answer is worth 4 points. A partial answer is worth 1, 2, or 3 points.

Robert is designing a demonstration to display at his school’s science fair. He will show how changing the position of a fulcrum on a lever changes the amount of force needed to lift an object. To do this, Robert will use a piece of wood for a lever and a block of wood to act as a fulcrum. He plans to move the fulcrum to different places on the lever to see how its placement affects the force needed to lift an object.

At the stage where you’re writing an essay outline, your ideas are probably still not fully formed. You should know your topic  and have already done some preliminary research to find relevant sources , but now you need to shape your ideas into a structured argument.

Creating categories

Look over any information, quotes and ideas you’ve noted down from your research and consider the central point you want to make in the essay—this will be the basis of your thesis statement . Once you have an idea of your overall argument, you can begin to organize your material in a way that serves that argument.

Try to arrange your material into categories related to different aspects of your argument. If you’re writing about a literary text, you might group your ideas into themes; in a history essay, it might be several key trends or turning points from the period you’re discussing.

Three main themes or subjects is a common structure for essays. Depending on the length of the essay, you could split the themes into three body paragraphs, or three longer sections with several paragraphs covering each theme.

As you create the outline, look critically at your categories and points: Are any of them irrelevant or redundant? Make sure every topic you cover is clearly related to your thesis statement.

Order of information

When you have your material organized into several categories, consider what order they should appear in.

Your essay will always begin and end with an introduction and conclusion , but the organization of the body is up to you.

Consider these questions to order your material:

  • Is there an obvious starting point for your argument?
  • Is there one subject that provides an easy transition into another?
  • Do some points need to be set up by discussing other points first?

This is the outline for an expository essay describing how the invention of the printing press affected life and politics in Europe.

The paragraphs are still summarized in short phrases here, but individual points are described with full sentences.

  • Claim that the printing press marks the end of the Middle Ages.
  • Provide background on the low levels of literacy before the printing press.
  • Present the thesis statement: The invention of the printing press increased circulation of information in Europe, paving the way for the Reformation.

You will sometimes be asked to hand in an essay outline before you start writing your essay . Your supervisor wants to see that you have a clear idea of your structure so that writing will go smoothly.

Even when you do not have to hand it in, writing an essay outline is an important part of the writing process . It’s a good idea to write one (as informally as you like) to clarify your structure for yourself whenever you are working on an essay.

If you have to hand in your essay outline , you may be given specific guidelines stating whether you have to use full sentences. If you’re not sure, ask your supervisor.

There are four basic types of essays. A persuasive essay argues a point and explains why readers should agree. An expository essay gives the facts and details about its subject. A descriptive essay uses words that paint a picture in their readers' imaginations. A narrative essay tells a story, usually from a first-person viewpoint.

What is A Discussion Response?

A written discussion response is usually assigned in order to capture the thoughts you had after a class or meeting. There is no universal structure for a discussion response, but expected guidelines are often given by the person assigning the writing.

What's the Point?

The point of an essay is to inform readers on a chosen topic. The type of essay you choose in order to reach that goal should depend on which type is most effective in getting your point across to a reader. Unless you decide to use an interview as a source for your essay, you won't need to interact with other people in order to write one.

A discussion response is meant to allow a person time for personal reflection in order to respond thoughtfully to a topic following a group discussion in which ideas and thoughts were exchanged on a particular topic or issue.

What Will I Need to Do?

To write an essay, you'll need to research your chosen topic, decide which essay type will most effectively make your point, and then organize your thoughts into one thesis statement followed by three or more topic sentences that explain your main point.

To write a good discussion response, you'll need to pay attention in class, take notes to help you remember important points, consider the views presented by the rest of the class or group, and write out your thoughts after the discussion has ended.

The essay is a commonly assigned form of writing that every student will encounter while in academia. Therefore, it is wise for the student to become capable and comfortable with this type of writing early on in her training.

Essays can be a rewarding and challenging type of writing and are often assigned either to be done in class, which requires previous planning and practice (and a bit of creativity) on the part of the student, or as homework, which likewise demands a certain amount of preparation. Many poorly crafted essays have been produced on account of a lack of preparation and confidence. However, students can avoid the discomfort often associated with essay writing by understanding some common genres.

Before delving into its various genres, let’s begin with a basic definition of the essay.

What is an essay?

Though the word essay has come to be understood as a type of writing in Modern English, its origins provide us with some useful insights. The word comes into the English language through the French influence on Middle English; tracing it back further, we find that the French form of the word comes from the Latin verb exigere , which means "to examine, test, or (literally) to drive out." Through the excavation of this ancient word, we are able to unearth the essence of the academic essay: to encourage students to test or examine their ideas concerning a particular topic.

Essays are shorter pieces of writing that often require the student to hone a number of skills such as close reading, analysis, comparison and contrast, persuasion, conciseness, clarity, and exposition. As is evidenced by this list of attributes, there is much to be gained by the student who strives to succeed at essay writing.

The purpose of an essay is to encourage students to develop ideas and concepts in their writing with the direction of little more than their own thoughts (it may be helpful to view the essay as the converse of a research paper). Therefore, essays are (by nature) concise and require clarity in purpose and direction. This means that there is no room for the student’s thoughts to wander or stray from his or her purpose; the writing must be deliberate and interesting.

What is an Extended Response in High School? 

In short, an extended response is any piece of writing that is longer than one paragraph . 

Research , analysis and planning are important when writing an extended response. However, answering the question is key to excelling your extended response. 

To answer the question, avoid jotting down everything you know about the topic.  Instead, focus on the ‘key words’ in the questions.

Tip : A good way to remember your ‘keywords’ is to circle or highlight them before you start planning your extended response . 

An example of a key word would be an ‘action word’ , such as ‘describe, ‘explain’ and ‘evaluate’. This will give you an idea of how you should be answering the question. 

If the words ‘extended response’ sound scary, don’t worry ! In Year 5 or 6, you’ve already started to write longer answers to challenging questions.

Types of Extended Responses for High School

In most subjects, your high school teacher can ask you to write an extended response. This means that the type and structure of extended response can be different depending on the subject !

The good news is, your teacher can help you plan your subject-specific extended responses by providing detailed, up-to-date instructions .

T his way, you understand exactly what you need to do! To give you an idea of what types of extended responses that you may be asked to write, here is a list : 

Discussion - High School Extended Responses

For discussions, you will explore two sides of the argument, otherwise known as “for” and “against” .

To contrast these arguments, you will learn how to use words such as “ however ”, “ nonetheless ” and “ in contrast ”.   

Critical Analysis 

Critical Analysis - High School Extended Responses

For a critical analysis, you will need to show that you understand the text inside and out .

Oftentimes, this type of extended response is longer than the others . This is because you will need to write more than one paragraph per point .

How Long is a High School Extended Response?

So, how long should an extended response be? 100, 200 or 500 words?

According to NESA , an extended response for high school should have an intro , at least 3 body paragraphs and a conclusion .

This means that your extended response will have at least 5 paragraphs in total with 3 to 7 sentences per paragraph , adding up to 300 to 500 words!

However, you can choose to write an additional body paragraph or two if you have more points to make to answer your question more effectively! 

How to Start Your Extended Response

Most students make the mistake of jumping right into writing without thinking about what they want to write. 

Instead, it is important to start an extended response by planning it out first ! 

You can start by asking yourself, “ What is the question asking me to do? ”.

A great tip is to circle or highlight the keywords in the question and define them . This helps to make sure you understand the question and in doing so, you’re able to decide on a key idea to answer the question directly. 

Next, you would want to create a list of ideas or facts that address the question . A mind map i s a great way to put your ideas on paper and make sense of it!

After this, you should find examples from your text that answer the question. These examples can be events, facts or quotes from your text which you may use to support your points.

Tip : A good trick is to try writing these notes down in your own words, to avoid copying other people’s work. 

Finally, plan the structure of your extended response! You can do this by arranging your points in a logical order so the ideas link well together. 

How to Structure an Extended Response in High School

It’s as simple as ABC! An extended response has the same basic structure as an essay — with an introduction , a body and a conclusion .

Introduction

In the introduction, you will need to answer the question directly and introduce the points that you will make in your body paragraphs. 

Body Paragraph  

NESA recommends that you have at least 3 body paragraphs in your extended response.

At times, more complex ideas will need more than one paragraph and that is totally ok! 

However, try to separate your points into their own paragraphs , rather than mixing them all up in one paragraph. This is to make sure that your points are loud and clear for your teacher to understand!

Remember to back up your point in each paragraph with enough evidence — c heck out how to find and use quotes here !

Conclusion  

At the end of your high-school extended response, you will write a conclusion which summarises the main points you have talked about in your extended response.

It is important to not mention new points here!

And don’t forget to reference your resources at the end of each assignment!

Extended responses VS Essay: What’s the Difference?

Wait, isn’t an extended response and an essay the same thing?

Well, not really. An extended response and an essay share the same structure — with its introduction, body paragraphs and conclusions.

The process of writing an extended response is also similar to writing an essay , with its research, analysis and planning. 

So, what makes them different?

Think of extended response as a category , and this category is separated into its 4 types (ie. discussion, critical analysis, exposition/persuasive and compare and contrast).

Meanwhile, essays are a type of extended response that encompasses critical analysis, persuasive writing and at times, compare and contrast.

What is the difference between a short answer and an essay question?

  • Both short-answer and essay questions ask you to demonstrate your knowledge of course material by relating your answer to concepts covered in the course.
  • Essay questions require a thesis (argument) and supporting evidence (from course material - lectures, readings, discussions, and assignments) outlined in several paragraphs, including an introduction, body, and conclusion.
  • Short-answer questions are more concise than essay answers - think of it as a “mini-essay” - and use a sentence or two to introduce your topic; select a few points to discuss; add a concluding sentence that sums up your response.
  • Review your course material - look for themes within the topics covered, use these to prepare sample questions if your instructor has not given direction on what to expect from essay questions.
  • Create outlines to answer your practice questions. Choose a definite argument or thesis statement and organize supporting evidence logically in body paragraphs. Try a mnemonic (like a rhyme or acronym) to help remember your outline.
  • Practice! Using your outline, try using a timer to write a full response to your practice or sample questions within the exam time limit.
  • Review the question carefully. Think about what it is asking - what are you expected to include?  What material or examples are relevant?
  • Underline keywords in the question to identify the main topic and discussion areas.
  • Plan your time. Keep an eye on the time allowed and how many essay questions you are required to answer. Consider the mark distribution to determine how much time to spend on each question or section.
  • Make a plan. Take a few minutes to brainstorm and plan your response - jot down a brief outline to order your points and arguments before you start to write.
  • Include a thesis statement in your introduction so that your argument is clear, even if you run out of time, and help structure your answer.
  • Write a conclusion , even if brief - use this to bring your ideas together to answer the question and suggest the broader implications.
  • Clearly and concisely answer the question :
  • In your introduction, show that you understand the question and outline how you will answer it.
  • Make one point or argument per paragraph and include one or two pieces of evidence or examples for each point.
  • In your conclusion, summarize the arguments to answer the question.

Fact-checking warnings from Democrats about Project 2025 and Donald Trump

Project 2025 has a starring role in this week’s Democratic National Convention.

And it was front and center on Night 1.

“This is Project 2025,” Michigan state Sen. Mallory McMorrow, D-Royal Oak, said as she laid a hardbound copy of the 900-page document on the lectern. “Over the next four nights, you are going to hear a lot about what is in this 900-page document. Why? Because this is the Republican blueprint for a second Trump term.”

Vice President Kamala Harris, the Democratic presidential nominee, has warned Americans about “Trump’s Project 2025” agenda — even though former President Donald Trump doesn’t claim the conservative presidential transition document.

“Donald Trump wants to take our country backward,” Harris said July 23 in Milwaukee. “He and his extreme Project 2025 agenda will weaken the middle class. Like, we know we got to take this seriously, and can you believe they put that thing in writing?”

Minnesota Gov. Tim Walz, Harris’ running mate, has joined in on the talking point.

“Don’t believe (Trump) when he’s playing dumb about this Project 2025. He knows exactly what it’ll do,” Walz said Aug. 9 in Glendale, Arizona.

Trump’s campaign has worked to build distance from the project, which the Heritage Foundation, a conservative think tank, led with contributions from dozens of conservative groups.

Much of the plan calls for extensive executive-branch overhauls and draws on both long-standing conservative principles, such as tax cuts, and more recent culture war issues. It lays out recommendations for disbanding the Commerce and Education departments, eliminating certain climate protections and consolidating more power to the president.

Project 2025 offers a sweeping vision for a Republican-led executive branch, and some of its policies mirror Trump’s 2024 agenda, But Harris and her presidential campaign have at times gone too far in describing what the project calls for and how closely the plans overlap with Trump’s campaign.

PolitiFact researched Harris’ warnings about how the plan would affect reproductive rights, federal entitlement programs and education, just as we did for President Joe Biden’s Project 2025 rhetoric. Here’s what the project does and doesn’t call for, and how it squares with Trump’s positions.

Are Trump and Project 2025 connected?

To distance himself from Project 2025 amid the Democratic attacks, Trump wrote on Truth Social that he “knows nothing” about it and has “no idea” who is in charge of it. (CNN identified at least 140 former advisers from the Trump administration who have been involved.)

The Heritage Foundation sought contributions from more than 100 conservative organizations for its policy vision for the next Republican presidency, which was published in 2023.

Project 2025 is now winding down some of its policy operations, and director Paul Dans, a former Trump administration official, is stepping down, The Washington Post reported July 30. Trump campaign managers Susie Wiles and Chris LaCivita denounced the document.

However, Project 2025 contributors include a number of high-ranking officials from Trump’s first administration, including former White House adviser Peter Navarro and former Housing and Urban Development Secretary Ben Carson.

A recently released recording of Russell Vought, a Project 2025 author and the former director of Trump’s Office of Management and Budget, showed Vought saying Trump’s “very supportive of what we do.” He said Trump was only distancing himself because Democrats were making a bogeyman out of the document.

Project 2025 wouldn’t ban abortion outright, but would curtail access

The Harris campaign shared a graphic on X that claimed “Trump’s Project 2025 plan for workers” would “go after birth control and ban abortion nationwide.”

The plan doesn’t call to ban abortion nationwide, though its recommendations could curtail some contraceptives and limit abortion access.

What’s known about Trump’s abortion agenda neither lines up with Harris’ description nor Project 2025’s wish list.

Project 2025 says the Department of Health and Human Services Department should “return to being known as the Department of Life by explicitly rejecting the notion that abortion is health care.”

It recommends that the Food and Drug Administration reverse its 2000 approval of mifepristone, the first pill taken in a two-drug regimen for a medication abortion. Medication is the most common form of abortion in the U.S. — accounting for around 63 percent in 2023.

If mifepristone were to remain approved, Project 2025 recommends new rules, such as cutting its use from 10 weeks into pregnancy to seven. It would have to be provided to patients in person — part of the group’s efforts to limit access to the drug by mail. In June, the U.S. Supreme Court rejected a legal challenge to mifepristone’s FDA approval over procedural grounds.

WATCH: Trump’s plans for health care and reproductive rights if he returns to White House The manual also calls for the Justice Department to enforce the 1873 Comstock Act on mifepristone, which bans the mailing of “obscene” materials. Abortion access supporters fear that a strict interpretation of the law could go further to ban mailing the materials used in procedural abortions, such as surgical instruments and equipment.

The plan proposes withholding federal money from states that don’t report to the Centers for Disease Control and Prevention how many abortions take place within their borders. The plan also would prohibit abortion providers, such as Planned Parenthood, from receiving Medicaid funds. It also calls for the Department of Health and Human Services to ensure that the training of medical professionals, including doctors and nurses, omits abortion training.

The document says some forms of emergency contraception — particularly Ella, a pill that can be taken within five days of unprotected sex to prevent pregnancy — should be excluded from no-cost coverage. The Affordable Care Act requires most private health insurers to cover recommended preventive services, which involves a range of birth control methods, including emergency contraception.

Trump has recently said states should decide abortion regulations and that he wouldn’t block access to contraceptives. Trump said during his June 27 debate with Biden that he wouldn’t ban mifepristone after the Supreme Court “approved” it. But the court rejected the lawsuit based on standing, not the case’s merits. He has not weighed in on the Comstock Act or said whether he supports it being used to block abortion medication, or other kinds of abortions.

Project 2025 doesn’t call for cutting Social Security, but proposes some changes to Medicare

“When you read (Project 2025),” Harris told a crowd July 23 in Wisconsin, “you will see, Donald Trump intends to cut Social Security and Medicare.”

The Project 2025 document does not call for Social Security cuts. None of its 10 references to Social Security addresses plans for cutting the program.

Harris also misleads about Trump’s Social Security views.

In his earlier campaigns and before he was a politician, Trump said about a half-dozen times that he’s open to major overhauls of Social Security, including cuts and privatization. More recently, in a March 2024 CNBC interview, Trump said of entitlement programs such as Social Security, “There’s a lot you can do in terms of entitlements, in terms of cutting.” However, he quickly walked that statement back, and his CNBC comment stands at odds with essentially everything else Trump has said during the 2024 presidential campaign.

Trump’s campaign website says that not “a single penny” should be cut from Social Security. We rated Harris’ claim that Trump intends to cut Social Security Mostly False.

Project 2025 does propose changes to Medicare, including making Medicare Advantage, the private insurance offering in Medicare, the “default” enrollment option. Unlike Original Medicare, Medicare Advantage plans have provider networks and can also require prior authorization, meaning that the plan can approve or deny certain services. Original Medicare plans don’t have prior authorization requirements.

The manual also calls for repealing health policies enacted under Biden, such as the Inflation Reduction Act. The law enabled Medicare to negotiate with drugmakers for the first time in history, and recently resulted in an agreement with drug companies to lower the prices of 10 expensive prescriptions for Medicare enrollees.

Trump, however, has said repeatedly during the 2024 presidential campaign that he will not cut Medicare.

Project 2025 would eliminate the Education Department, which Trump supports

The Harris campaign said Project 2025 would “eliminate the U.S. Department of Education” — and that’s accurate. Project 2025 says federal education policy “should be limited and, ultimately, the federal Department of Education should be eliminated.” The plan scales back the federal government’s role in education policy and devolves the functions that remain to other agencies.

Aside from eliminating the department, the project also proposes scrapping the Biden administration’s Title IX revision, which prohibits discrimination based on sexual orientation and gender identity. It also would let states opt out of federal education programs and calls for passing a federal parents’ bill of rights similar to ones passed in some Republican-led state legislatures.

Republicans, including Trump, have pledged to close the department, which gained its status in 1979 within Democratic President Jimmy Carter’s presidential Cabinet.

In one of his Agenda 47 policy videos, Trump promised to close the department and “to send all education work and needs back to the states.” Eliminating the department would have to go through Congress.

What Project 2025, Trump would do on overtime pay

In the graphic, the Harris campaign says Project 2025 allows “employers to stop paying workers for overtime work.”

The plan doesn’t call for banning overtime wages. It recommends changes to some Occupational Safety and Health Administration, or OSHA, regulations and to overtime rules. Some changes, if enacted, could result in some people losing overtime protections, experts told us.

The document proposes that the Labor Department maintain an overtime threshold “that does not punish businesses in lower-cost regions (e.g., the southeast United States).” This threshold is the amount of money executive, administrative or professional employees need to make for an employer to exempt them from overtime pay under the Fair Labor Standards Act.

In 2019, the Trump’s administration finalized a rule that expanded overtime pay eligibility to most salaried workers earning less than about $35,568, which it said made about 1.3 million more workers eligible for overtime pay. The Trump-era threshold is high enough to cover most line workers in lower-cost regions, Project 2025 said.

The Biden administration raised that threshold to $43,888 beginning July 1, and that will rise to $58,656 on Jan. 1, 2025. That would grant overtime eligibility to about 4 million workers, the Labor Department said.

It’s unclear how many workers Project 2025’s proposal to return to the Trump-era overtime threshold in some parts of the country would affect, but experts said some would presumably lose the right to overtime wages.

Other overtime proposals in Project 2025’s plan include allowing some workers to choose to accumulate paid time off instead of overtime pay, or to work more hours in one week and fewer in the next, rather than receive overtime.

Trump’s past with overtime pay is complicated. In 2016, the Obama administration said it would raise the overtime to salaried workers earning less than $47,476 a year, about double the exemption level set in 2004 of $23,660 a year.

But when a judge blocked the Obama rule, the Trump administration didn’t challenge the court ruling. Instead it set its own overtime threshold, which raised the amount, but by less than Obama.

Two weeks after Ukraine’s surprise incursion into Russia, the Kremlin’s forces have slowed the advance, with the hardening front line in the Kursk region of Russia setting up the next phase of a battle with great political stakes for both sides.

President Vladimir V. Putin of Russia has pledged a decisive response to the first invasion of Russian territory since World War II. But so far, the response has been focused on containing the incursion rather than reversing it, raising the question of what Russia’s depleted military is willing to risk to expel the invaders — or if it is capable of doing so.

The unforeseen invasion of Kursk has exposed the ongoing intelligence failures of the Russian military as well as Moscow’s shortage of battle-ready reserves in a war fought along a 750-mile front. Ukraine’s rapid gains have also upended the global perception of a slow but unstoppable Russian march toward victory in a war of attrition.

As Ukrainian forces advanced, videos of surrendering groups of Russian conscripts and border guards shocked many in Russia, shaking Mr. Putin’s narrative that the war in Ukraine was being fought far away by well-paid, determined volunteers.
