The ultimate guide to using training report templates, share this article.

Creating a great training report can be tricky. You’ve put in so much effort to run your training sessions, but when it’s time to write it all down in a report, it’s not always easy to get it right. How do you ensure your report shows all the hard work and impact of your training?

This is a common challenge for training professionals. A good training report is more than just a list of what happened. It’s a key tool for looking at how well your training worked and where it can get even better. It’s about taking the big picture of your training and putting it into a clear and useful format.

That’s why we’ve put together this guide. We’re going to show you how to use training report templates effectively. We’re not just talking about filling in blanks — we’re giving you tips and strategies to make your reports really meaningful and a true reflection of your training’s worth.

Skip Ahead:

  • Introduction to training reports

What is a training report template?

Choosing the right training report template, step-by-step guide to filling out a training report, best practices in training report creation, tools and software for training report creation, introduction to training reports.

Training reports are essential in helping your organization grow and improve. They give you a detailed look at what’s working in your training programs and what needs a bit more attention. These reports help see how your training aligns with your company’s goals and figure out if the training is paying off.

These reports are super useful, especially for things like required training. Say you’re doing cybersecurity training — these reports can show you who’s keeping up and who’s not, which is really important because not following through can cost your company a lot.

Who needs these reports? Well, if you or one of your clients is managing employee training and development , you can use these templates to help ensure that the company follows certain rules and is compliant.

How to use them? It’s a good idea to run these reports regularly to make sure everyone is finishing their training. You can also look at progress reports and time logs to get a sense of how engaged everyone is, both as a team and individually.

Why is reporting learner progress important?

Reporting on how learners are doing is a big part of running a training program. Your Learning Management System (LMS) should make it easy to set up courses and get people enrolled and keep track of how everyone is doing. Sure, you can use other tools to check results and see how the training is going, but doing as much as possible in your LMS streamlines things.

If you don’t have an LMS, you probably know how tough it can be to keep track of everyone’s progress and performance — going through all those documents, spreadsheets, and assignments manually? That’s a headache.

Managing learner progress

The one in charge of training will need to see clearly how everyone is doing in their courses. A good LMS will help check out how far each learner has gotten, see their grades, and even look at their last login, among other things.

Analyzing training outputs

When you’re looking at how effective your training is, you want to see if the training is making a difference in how people do their jobs. Some LMS platforms let you compare how people are doing at work with how they did in the training, giving you a full picture of how effective your training is.

Receiving course feedback

Feedback from the people taking your courses is key. You need to hear what they think — the good and the bad. Especially if you’re hearing the same things repeatedly, that’s important for improving your courses.

A training report template is a tool to help you write up how your training session went. It makes gathering all the important info easier, like how engaged everyone was and how they’re applying what they learned.

Picking the right template for your training report means thinking about a few things:

  • Alignment with training goals: Your template should help you gather info that’s really relevant to what you’re trying to achieve with your training.
  • Ease of use: It should be simple to use so you can get your data in there without any fuss.
  • Customization options: Being able to tweak the template to fit different kinds of training is really handy.
  • Compatibility with analysis tools: Make sure the template works well with any tools you’re using to look at your data.
  • Scope for detailed feedback: You’ll want a template that lets you get into the nitty-gritty of how people felt about the training.

Components of a Training Report

ComponentPurpose
Training Objectives and GoalsDefines what the training aimed to achieve, setting the benchmark for evaluating effectiveness.
Summary of Training ContentProvides an overview of the topics covered, giving context to the outcomes and assessments.
Participant DetailsRecords who attended the training, essential for correlating outcomes with specific groups or individuals.
Methods of Training DeliveryOutlines how the training was conducted (e.g., online, in-person), important for understanding the training dynamics and participant engagement.
Assessment and Evaluation ResultsShows how participants performed in any tests or evaluations, indicating the training’s effectiveness in imparting knowledge or skills.
Feedback from ParticipantsOffers insights into the participants’ perspectives on the training, valuable for gauging satisfaction and areas for improvement.
Observations and RecommendationsIncludes the trainer’s or facilitator’s notes on the training process and suggestions for future sessions, which can be crucial for continuous improvement.

Writing a training report well is key to capturing what your training program achieved. Here’s a simple guide on how to use a training report template effectively, along with some handy tips:

  • Start with clear objectives: Kick things off by spelling out what you wanted the training to achieve. This gives you a clear target for what you’re measuring.
  • Summarize the training content: Jot down a brief but thorough summary of what the training covered. Talk about the main topics, how you taught them, and any key materials you used.
  • Detail participant information: Write down who was in the training. Include their names, what they do, and any other info that might color how they took the training.
  • Describe methods of delivery: Talk about how you delivered the training. Was it a workshop, online, or a mix of both? This helps show how people might have interacted with and taken in the training.
  • Incorporate assessment results: If you had any tests or ways to measure how well people learned, detail those results here. This gives you hard facts on how well the material was understood.
  • Collect and include participant feedback: Get feedback from those who took the training. Surveys, chats, or interviews are great for this. This feedback tells you how the training was received and enjoyed.
  • Make observations and recommendations: Wrap up with your own thoughts on how the training went and ideas for future sessions. This should be a mix of what the data tells you and what you personally observed.

Crafting an effective training report is not just about documenting what happened — it’s about communicating the value and impact of the training in a clear and meaningful way. Here’s how you can make sure your training report really hits the mark:

  • Aim for clarity: The key is to use language that’s easy to understand. Avoid industry jargon or technical terms that might confuse readers. Think about explaining your points as if you’re talking to someone who wasn’t there. Your goal is for anyone, regardless of their background or familiarity with the subject, to grasp the key messages of your report.
  • Ensure completeness: A comprehensive report leaves no stone unturned. Start with your training objectives — what were you aiming to achieve? Detail who participated and the methods you used. Describe the training activities and the content covered. And don’t forget about the outcomes — what were the tangible results of the training? Finally, include any participant feedback or evaluations. This complete picture helps stakeholders understand the effectiveness of the training.
  • Maintain relevance: Stay laser-focused on the objectives of your training. Every piece of information in your report should tie back to these goals. If something doesn’t directly contribute to understanding how the training met (or didn’t meet) its objectives, it’s probably not essential. This focus helps keep your report streamlined and purposeful.
  • Incorporate feedback and evaluations: This is where you bring in both qualitative and quantitative data. Quantitative data, like test scores or completion rates, provide objective measures of success. Qualitative data, such as participant feedback and personal reflections, offer insights into the training’s impact on an individual level. Combining these two types of data gives a well-rounded view of your training’s effectiveness.

10 Tips for creating an effective training presentation

Ximena Portocarrero

Creating a training presentation is not a simple task. Unlike your usual PowerPoints, a training deck should convey work-related information in a way that keeps your team engaged and creates a positive learning experience. Quite a challenge, if you ask me - especially in online environments.

That’s why today I’ve got a little help from the 24Slides presentation designers . They work on thousands of eLearning slides for companies every month, so they pretty much know what it takes to create an impressive training deck.

By the end of this post, you’ll have learned:

  • What exactly a training presentation is
  • The benefits of corporate training
  • 10 training presentation tips you can execute right now

Let’s begin!

presentation on training report

What's a Training Presentation?

A training presentation is a corporate learning material that helps build the right skills employees require to perform their jobs. For optimal results, ideal training presentations showcase the specialized knowledge in well-structured, easy-to-read slides, and encourage active participation during the whole learning experience.

To give you an idea, common training presentation topics include company policies, safety and health at work, cybersecurity, industrial processes , and more.

Why Should Businesses Provide Employee Training?

Employee training is a business investment, and as such, it’s normal for higher-ups to question whether some corporate learning and development activities are needed. However, as Henry Ford said, “ The only thing worse than training your employees and having them leave is not training them and having them stay! ”

And if that’s not enough reason, here are some long-term benefits you can list to show the value of employee training in your organization:

  • Training sessions leverage new employees’ productivity faster
  • Employee training reduces the chances of errors and accidents on the job.
  • Well-trained employees need less supervision, which translates into more time for managers to dedicate to their own tasks.
  • Learning and development activities help increase employee retention and job satisfaction.
  • Constant employee training makes it easier to identify the team’s weaknesses and creates improvement opportunities for the whole organization.

Now that we understand why staff training is important, let’s see how to create a good training presentation.

Top Tips for Creating an Effective Training Presentation

What we commonly call “effective presentation” is the right balance of two elements: the content you provide and how you deliver it. The first part is on your expertise and every piece of information you can share. But the second part is where the real magic happens .

How do you convey your knowledge? How can you make the online learning experience one to remember? Well, a lot relies on the way you present that information. In this section, we’re going to cover both sides through 10 training presentation tips:

#1 Showcase the knowledge of your company’s experts

Internal expertise is a top learning resource many companies fail to see. Just think about how much your sales head or finances specialist can say about the best practices and workflows from their respective areas. Or the industry trends and developments they experience in their day-to-day activities. You don’t need to look outside the office when you already have expert sources that can provide you with valuable know-how for your training slides.

presentation on training report

And don’t curb to technical topics. If the training is on leadership or negotiation skills, why don’t you invite a project manager or sales rep to talk about their experiences? This is a fantastic way to recognize employees as experts and promote team engagement at the same time.

#2 Use your visuals wisely

Visual content is ideal to catch your audience’s attention in a matter of seconds. Plus, studies confirm that visuals help process information faster and facilitate learning . However, this doesn’t mean we should plaster graphics and illustrations all over our slides. Instead, use your visuals strategically only for what’s relevant.

presentation on training report

It’s like highlighting a textbook. A mark signals the main idea from the hundreds of words in every chapter. But what’s the point if you’re going to highlight the entire page? It would lose its whole purpose!

As Benny Prasetyo, Design manager from 24Slides , says:

presentation on training report

So keep that in mind. Your images, icons, and other graphics are not merely decorative devices. They tell people where to look and have the power to amplify your key messages.

#3 Appeal to different learning styles

According to the VARK model , there are four main learning styles: visual, auditory, reading/writing, and kinesthetic. And people tend to prefer one or two modalities over others. The good thing is that you can appeal to the four of them within your training PowerPoint presentation. Here’s how:

  • For visual learners, maps, flow charts, and process diagrams are the way to go. They respond better to all these devices that explain something graphically instead of words.

presentation on training report

  • Auditory learners make the most out of synchronous training because they learn by hearing and discussing ideas. However, you can also adapt your PowerPoint materials to them. Think about adding audio files or linking to podcasts that further expand the main topic. Another great way to appeal to aural or auditory learners is using a conversational style in your slides, so they can read your PPT as if you were talking directly to them.
  • People who process information through reading and writing will appreciate text-based explanations and assignments. Lists, quotations, and case studies are ideal for this type of learner.

presentation on training report

  • For the kinesthetic modality, you can showcase personal experiences or feature practical exercises that allow students to apply what they’ve learned. We’ll talk more about this kind of content in the following sections. But bear in mind that kinesthetic learners are “tactile” and prefer to assimilate new information by exploring it in the real world.

To sum this point up, add elements in your presentation that respond to the four learning styles, and you’ll get an immersive and more dynamic training session.

#4 Keep it real

Want to make your corporate training relevant to your team?

Include scenarios from real situations - extra points if these examples come from their actual work. Here’s the thing: People are more perceptive to things that make an impact on their lives. So, if you connect your session to what they go through in their daily tasks, you’re adding emotion and making your training 10x more relatable.

Ideally, your presentation gives solutions to an issue the business has identified. In this case, you need to explore a little: What has changed or happened in the company that employees require training? How’s the day-to-day of the areas involved? What’s the ideal scenario the company expects?

Now, use your findings to integrate realistic situations as examples or exercises that show trainees the value of your session. The key to an engaged and motivated audience is to keep things real.

#5 Make use of storytelling

Effective training is more than informative sessions. The real objective is to spur change. You want to take employees from point A to point B in their development, and one of the most powerful tools to inspire action is storytelling.

In a few words, storytelling is the art of using a story to communicate something. It might not sound like a big deal, but stories speak to the emotional side of humans, and that’s how you can start building a connection that makes every session memorable.

Some ways the 24Slides designers help incorporate storytelling into training presentations is through comics, animated slides, and PowerPoint illustrations.

#6 Take every chance to engage with your audience

Getting active participants during online training is like finding the saint grail nowadays. With muted mics and off-cameras, sometimes you don't even know if someone is listening on the other side. But hang in there.

In this section, I will show you some interactive elements you can use to boost your audience engagement.

presentation on training report

Usually, the host would end the presentation with an “Any Questions?” slide, but what about you asking the questions? Inquiry your audience’s minds and create open questions for anyone to share their opinions. This is a good old trick with the potential to spark great-in-class discussions. You can even transform it into a gamified experience with slides like the one you see above.

Online audience engagement tools such as Slido , Mentimeter , or Kahoot make it super easy to create interactive quizzes and polls. The cool thing about them is that they give you a presentation code, which allows your audience to send their answers and see the team's results in real-time.

presentation on training report

But if you prefer a more traditional approach, there are PowerPoint slides that can do the trick too. Take this multiple-choice quiz template as an example. It comes with a wide array of designs to hold your participants’ attention while assessing their knowledge. You just need to insert questions and alternatives regarding your topic, and voilá!

presentation on training report

Self-assessment activities are a great way to engage with your audience - even when you’re not there to guide them! Here’s a creative quiz template in PowerPoint you can use to add fill-in-the-blank exercises, short-answer questions, and multiple-choice tests to your training deck.

#7 Brand your corporate training deck

Considering that training presentations talk to one of the company’s most important stakeholders (the employees), it should be a no-brainer to keep them on-brand.

presentation on training report

But it’s more than giving a professional look to your slides. Adding the company’s brand to training materials shows your team that you care. You’re making the same effort to deliver a polished product to them as the company does to the customers. And that speaks volumes!

Plus, keeping visual consistency across all materials helps your team become familiar with the brand and reinforce that they’re part of the company's activities.

We’ve got a whole article on why branding is essential in presentations , but at this point, it’s clear that spending some time on the aspect of your slides provides more benefits to the business than not. So, remember to inject the brand’s identity into your training decks.

presentation on training report

#8 Close with summary slides

How often have you seen participants more worried about taking notes from your slides than actually following your speech? This is a common situation in learning scenarios, and it’s not because your participants don’t care about what you’re saying. Quite the contrary, they want to take it all in.

presentation on training report

And you can make their learning experience easier by simply adding summary slides . These final slides contain the key points from your lesson and help viewers retain the essentials.

This way, you ship away your participants’ worry of missing something important, and you get another chance to reinforce your main messages. Everybody wins!

#9 Make your presentation accessible

“Accessibility” is a term that has gained popularity in the last few years, and it refers to the practice of ensuring people with disabilities can access the same information fully and independently as people without disabilities. This is extremely important in eLearning because you want everyone in the organization to benefit from your lessons.

For instance, employees with hearing difficulties might have a hard time watching an instructional video with no captions. Likewise, participants with visibility issues might need an easy-to-read font size in the slides or color contrast in your presentation visuals.

presentation on training report

If you want to start now, PowerPoint has an accessibility checker that gives you a detailed report on what you can do to improve your slides. To activate it, follow this route: File tab > Information > Check for issues (next to Inspect Document) > Check Accessibility

You might be surprised by all the details we take for granted, but they make a huge difference to people with different abilities.

#10 Don’t Underestimate The Power of Your Presentation Design

All these good practices confirm that a good design can enhance any corporate learning experience. It helps your employees better comprehend information. It signals the importance of each item in your slides and how they should be read. A good design provides structure and visual flow. And the list can go on, but I prefer you see for yourself.

Damilka Rojas, Design manager at 24Slides , gives us expert input on the right design approach for effective training presentations:

presentation on training report

Plus, many training slides are stand-alone materials with the task of conveying information without a live instructor. That’s when you can rely on a good design to deliver a coherent interpretation of your lessons.

Upgrade your training presentations today!

Now, it’s time to put these training presentation tips into practice. Whether you apply one or all of them together, I’m sure you’ll see a marked difference in your new slides. But if you have several presentations to upgrade or designing in PowerPoint is not exactly the most productive way to spend your time, let the 24Slides team handle it for you !

Our expert designers can create stunning slides to draw your audience’s attention while keeping the professional look your training decks deserve. They provide presentation design support to some of the biggest companies worldwide , so rest assured your slides will be in good hands. Ready to take your presentations to the next level?

Training Presentation Template

Effectively develop your workforce with an engaging training presentation template that simplifies the training creation process.

About the Training Presentation Template

Upskilling your workforce can cultivate a more creative and innovative workplace. When you provide high-quality training, you equip your team for success.

How you present your training can make or break the experience for your employees. Even the most in-depth training content can go over your employees’ heads if they’re not fully engaged in the experience.

The Training Presentation Template helps you outline your training and provide a visually engaging presentation for your employees. Plus, it’s easy for you to collaborate with other trainers by hashing out ideas on the board and customizing the template from your brainstorming sessions.

Once the training is over, your team can use your Training Presentation Template as a single source of truth to refer back to. No more switching back and forth between a slide editor, paper documents, and handwritten mind maps in someone’s notebooks.

How to use the Training Presentation Template

The Training Presentation Template is already designed for you on your board — that’s why it’s so easy to create a training presentation with Miro. You can say goodbye to boring training slides.

You can easily edit and customize the training presentation to fit your needs and match your company’s branding. Whether you need to change up the colors, add a logo, link to some additional training resources, or complement your training with images, this template makes customization simple and painless.

And there’s no need to stay constricted within the template, either. You can add or remove frames to get as many or as few slides as you need to create stunning training content.

Customize your frames with your training content

In Miro, frames are your presentation “slides.” All frames are contained within a board on the platform. They hold all the content of your slide and keep it together so it’s ready to present your training, just like you would with a traditional slide editor.

Once you open your Training Presentation Template, you can:

Change the text

Adjust the font

Change the background color

Replace images with your own

Add more images

Drag and drop to switch the order of your frames. When you do, everything contained within the frame will also move. There’s no need to select all the elements within the frame first!

To add elements within the frame, simply pull in images, text boxes, and other elements you’d like to use. You can double-click the title of each frame to give them a different title if desired.

Duplicate frames to add more slides. You can even add new frames by drawing on the board for a custom ratio or by selecting from one of the existing frame ratios, like 16:9.

For more in-depth information on how to customize your training material, read about presentation mode in Miro .

Brainstorm training content with your team

Because your frames are in a Miro board, you can use the remainder of the board to collaborate with anyone else helping to build out the training.  Brainstorm slide ideas by putting together mockup designs and sketches. Alternatively, add mind maps to the board to map out your training.

View your Frames list and export

You can view all the frames on your board with the Frames list. This list will give you a preview of what your training presentation will look like when you export your board.

Drag and drop your frames to change the order if desired. Once you’re happy with how everything looks, you can save your training presentation as a PDF.

Present your training in Miro

If you want to present directly from your board without leaving Miro instead of exporting a PDF, you can do that. Miro has a built-in presentation mode designed for that purpose.

When you activate presentation mode , you’ll start a slideshow from your existing training presentation frames. Use your arrow keys to move back and forth between frames.

Tips for structuring a training presentation

Greet the audience first when you structure your training presentation frames. Next, introduce yourself or the training team.

Once you complete the introduction section, jump into the training by tackling the challenge this training is designed to help them overcome. You should also state your expectations to your employees. For example, do you want them to interact during training? Will you only take questions at the end? Should they expect a quiz or an exam once the training is over?

Go into the main topic of your training and give a summary before each section with time for questions if possible. When you create your conclusion, summarize the main training points and key elements to retain.

You can wrap up the training presentation by giving a call to action to let them know what’s next for them. That could be homework, a specific goal, another upcoming training session, assessments, or more.

To encourage discussion, leave a slide at the end that signals you’re ready to take questions.

What should be included in a training presentation?

Make sure to include content that appeals to different learning styles. Not every employee learns in the same way.For example, you can include flow charts and maps for visual learners. Add some text to your slides for learners who prefer to read. For kinesthetic learners, include some real examples and practical exercises to be performed during the training session. Finally, auditory learners will benefit from hearing you speak during the presentation.

How do you give an effective training presentation?

When you give your training presentation, make sure you’re well-rested for the occasion. It’s important to appear open and approachable. If you’re giving a training presentation that’s longer than 30 minutes, schedule some short breaks to allow for better retention. You should also add interactive elements in between sections. For instance, include exercises with scenarios to gauge your employees’ understanding of the content. Thank your employees for their attention once you conclude the training session. Answer any questions you can. When possible, clear your schedule after the presentation so that employees can speak to you one-on-one about further questions and concerns.

How Do You Make A Good Powerpoint Presentation For Training?

A good PowerPoint presentation for training should be well-organized, visually appealing, and easy to understand. Here are some steps to follow to create a successful presentation:

  • Determine the purpose of your presentation:  Ask yourself the following questions: “What is the goal of your training?” “What do you want your audience to learn or take away from it?” The answers to those questions will help guide the content and structure of your presentation.
  • Create an outline: It’s essential to break down your presentation into key points and organize them logically. It will help keep you on track and ensure that you cover all the necessary information.
  • Use visual design elements like images, diagrams, charts, etc., to help illustrate your points and engage your trainees.
  • Rehearse your presentation before the training and conduct a test run of the other equipment.
  • Use functioning equipment, such as a laptop and projector, to display your presentation effectively.

Following the above-listed points will create a PowerPoint presentation that is effective and engaging for your audience/ trainees.

How Do You Structure a Training Presentation?

Successfully structuring a training presentation involves careful planning and organizing the content you want to present logically and effectively. It involves breaking down the contents into a clear and precise outline of the topics to be covered.

It also involves you identifying the key features of the topic, explaining the advantages of those features, and then demonstrating how they can benefit the audience/ trainees. It allows you to convey the value of the material and engage the audience in a meaningful way.

How Long Should a Training Powerpoint Be?

The length of a Training PowerPoint Presentation will depend on the material’s complexity and the audience’s attention span. We recommend you keep presentations to around 20-30 minutes in length, with breaks in between for discussion and questions.

Furthermore, you can determine the length of a Training PowerPoint on the audience’s needs and the presentation’s goals. It is vital to balance providing enough information to effectively convey the material while keeping the presentation concise and engaging.

How to Write a Training Report

by Kimberlee Leonard

Published on 2 Nov 2018

Business owners use training reports to track and summarize the key takeaways from training programs. The reports might review an organization's annual training program or focus on smaller training sessions. Business leaders use these reports to evaluate what is working and what isn't and to develop recommendations for change. When you write a training report, include basic formatting components so the data is easily absorbed.

What is a Training Report?

Generally, a training report will evaluate the positive and negative aspects of a training program after the event has occurred. As such, you'll start by defining the training program with a cover page that includes the name, location and date of the training. Include the date of the report, the author's name and contact information in a second block of information on the cover page. Depending on the duration of the training, some reports are necessarily longer than others. An annual review of a multi-city weekly training program is longer than a report concerning a two-hour training program, for example. Long reports incorporate a table of contents so readers can easily navigate the data.

Describe the Background and Objectives

Depending on the length of the report, training program background and objectives might be written as separate sections. Short reports often combine these components. The background component describes a training summary and how information for the report was gathered. Reports might include feedback from trainers and attendee reviews or surveys. Define why the training occurred and what leadership sought to accomplish by appropriating resources for the program. If the program doesn't define why the training occurred, it isn't possible to properly evaluate whether the objectives were met.

Describe the Training Methods and Activities

Include an explanation for how the training was conducted. Describe the presentation content as well as participant workshop exercises and the duration of each. Detail how learning aids were used in the course of the training program. Also, discuss any field trips that occurred in the course of the training.

Break this section into subsections if the training was extensive, conducted over extended periods of time and across geographic areas, or had many different types of activities. For example, a three-day sales-training workshop could have guest speakers, a sales manager breakout session and a ropes course for team building. Each of the speakers, sessions and the ropes course are explained in different subsections.

List Your Key Findings and Recommendations

Since the objectives and methods were previously defined, this section highlights the key takeaways. Review key feedback common in surveys. Be specific but don't get bogged down in too many details. The conclusions discuss potential implications to the organization based on the key findings. Make recommendations a separate section. Avoid combining recommendations with conclusions. There may be some overlap with the ideas discussed in key findings. However, keeping recommendations separate allows readers to succinctly find information to help the organization move forward productively.

Attach Supporting Documentation

Include supporting documents such as copies of training materials, slide presentations or agendas. This information is supplemental but helps future training program planners review exactly where new changes can be implemented during training.

Border Patrol releases report on Robb Elementary shooting response

by WOAI/KABB Staff

The U.S. Customs and Border Protection (CBP) has released a report on their involvement in stopping the Robb Elementary School shooting, which tragically took the lives of 19 children and 2 teachers.(SBG San Antonio){ }

SAN ANTONIO — The U.S. Customs and Border Protection (CBP) has released a report on their involvement in stopping the Robb Elementary School shooting, which tragically took the lives of 19 children and 2 teachers.

This newly-released document includes 203 pages of information including audio transcripts and key details regarding the transition of power between agencies on the day of the shooting.

RELATED | Uvalde PD employee placed on paid leave after failing to release bodycam video

“The active shooter incident at Robb Elementary School was a profound tragedy and deeply traumatic event. The loss of innocent lives and the enduring emotional scars borne by the survivors, families, community, and first responders are immeasurable,” said CBP Senior Official Performing the Duties of the Commissioner Troy A. Miller. “As our report indicates, we are committed to, and working with our federal, state, and local partners to ensure that our brave officers and agents have effective training, policy guidance, equipment, and legal authority to respond to critical incidents.”

On May 24, 2022, 19 fourth-grade students and two teachers were killed when a teenage gunman entered a classroom at Robb Elementary School and started firing. This is the most deadly school shooting in Texas history. Nearly 400 law enforcement officers waited 77 minutes to confront the gunman. The Department of Justice report cited “cascading failures” in law enforcement action.

It was Border Patrol agents who eventually breached the door and took out the shooter.

The agency says the report is designed to evaluate personnel, examine the facts, and determine if any actions need to be taken to improve next time.

According to the report, 188 CBP personnel responded or provided support during or following the incident.

The report led to several conclusions: The involved CBP personnel had an inconsistent understanding of their own authority when responding to non-federal incidents, none of them could tell who was specifically in charge, and failure of law enforcement to create an incident command led to confusion and disorganization. No law enforcement official ever created a command post which led to “delays, inaction, and potentially further loss of life.

The report determined that the current CBP training on active shooter response did not adequately prepare responding personnel to deal with this situation. It did not prepare them for a number of factors – including when the shooter is behind a locked door, no first responders had access to a school layout, or knew how to obtain keys. CBP personnel created a medical triage area in the hallway, but because of the chaos, there were breakdowns in communication which led to some victims with gunshot wounds being placed on a school bus without receiving adequate treatment.

One of the key takeaways was that the current CBP training on active shooter response procedures did not prepare the responding agents to deal with this situation. It didn’t dig deep enough into incident management and incident command, leaders write.

The report includes maps laying out Robb Elementary and the area around it, as well as a detailed timeline of law enforcement action that day. The Department of Justice report laid out a similar timeline earlier this year.

TIMELINE AND TRAINING

That timeline states the first CBP employee, a Border Patrol Agent in the intelligence unit, arrived at 11:38 a.m., about five minutes after the gunman began firing.

More than an hour later, at 12:50 p.m., several CBP employees, along with one Zavala County Sheriff’s Deputy, breached the door and killed the gunman as he shot back at them. One Border Patrol Agent was hit with gunfire or shrapnel in the process.

The report also calls for changes to the CBP’s active shooter training and doctrine. Once those changes are made, it is recommended that all first responders receive the updated training.

The report says in body cam footage, you hear someone ask Arredondo if BORTAC has arrived. BORTAC is the Border Patrol Tactical Unit. “We’re gonna clear out before we do any breaching,” Arredondo says, then asks for a master key. Seconds later, Arredondo says, “I’m going to verify what’s been vacated before we do any kind of breaching, but time is on our side right now.”

Body camera also captured Constable Emmanuel Zamora telling Border Patrol Agents, “No entry until the Chief of Police gives you permission then.” It says there is no evidence that the message was relayed.

At 12:16 p.m., a Texas DPS sergeant tells Arredondo, “They say BORTAC unit is going in,” and Arredondo replies, “Okay let me secure the room first,” talking about Classroom 109.

The timeline explains it was Border Patrol agents who began setting up a medical triage area in the classrooms, waiting for the moment the door was breached and victims could be attended to.

Once the door was breached, the report says the shooter started firing from a closet inside the classroom. They fired back, killing the shooter.

The report determined the medical plan was not effectively relayed to everyone in the building. “No senior law enforcement officials were briefed on the medical response plan prior to the breach,” it says. That led to some officials giving contrary plans.

It is also revealed that there was another threat in the Uvalde area around 2:00 p.m., with a social media post alleging the shooter’s girlfriend was going to “finish the job.” This prompted law enforcement officials to spread out among the other UCISD schools to help support staff during dismissal.

Several Border Patrol helicopters were sent to the scene to keep an eye out from above. One used a scope to look inside Classroom 111 through a window, but the room was too dark to see anything inside. Once the pilots saw injured victims being removed from the school, they decided to clear the airspace for any emergency air units that needed to get to the scene.

Nearly half of responding CBP agents had not undergone active shooter training apart from what is taught at their academy, the report revealed. Some had gone through Advanced Law Enforcement Rapid Response Training (ALERRT) and others attended the Active Shooter Instructor Training Program, but there are key differences in the curriculum.

“OPR personnel noted that ASITP students are told on the first day of training that they will not receive instruction on breaching a locked door. Instead, students are told to find another way into the room. Students did not receive any training on the use of ballistic shields during active shooter situations.”

Because there was no command post, many employees worked on their own to find a way to be useful in the law enforcement response.

Medical training also varied greatly among the CBP responders.

“In the specific instance of the Robb Elementary School shooting, protocols for a mass casualty incident were not followed,” the report says. “The lack of command and control over the medical response following the breach also led to six victims being taken out of the building and to a school bus without being properly triaged. Two of the six victims taken to the school bus had gunshot injuries that should have been identified during triage. Although neither of those injured victims succumbed to their injuries, they were not provided immediate care."

AGENT INTERVIEWS

Agents who responded to Robb Elementary that day were interviewed almost a year later, in March of 2023.

One agent reported, “There was no incident command or sense of direction and the scene was the most chaotic he had ever experienced.”

Another agent stated he knew he needed to respond because the situation involved a weapon at a school, and other agents were on their way to respond too. That agent says there was a low sense of urgency outside the building and poor communication among groups of officers.

“He explained that BORTAC is the highest trained tactical team in the Del Rio area and all law enforcement agencies know ‘BORTAC solves the problems that regular law enforcement can’t.’”

Another agent reported, “If BORTAC didn’t handle the situation, no one else would.”

Most people interviewed stated that they didn’t believe there was an incident commander, or if they did recognize one, many pointed to UCISD Chief Arredondo.

INCIDENT COMMAND AND INCIDENT MANAGEMENT

Incident management is a widely discussed part of the report. CBP had four virtual classes available on a distance learning platform that agents could take, though they are voluntary. There are no formal, mandatory trainings for CBP on how to recognize or handle multi-agency incidents. The report says 75.6% of their agents who were at Robb Elementary before 12:50 p.m. did not have any National Incident Management System or Incident Command System training.

Another key point the agency is looking to touch on in that training is medical triage and what needs to happen as soon as victims are located. Mental health for first responders is listed as another priority.

The report says the integration of CBP and local personnel in a mass casualty event was never practiced before the Robb Elementary shooting, despite Border Patrol being the largest and most equipped law enforcement unit in many rural border communities.

That added to the dysfunction that day, leaders say.

“None of the senior law enforcement officials on scene, including USBP leadership, established command and control,” the report states. “Formal command and control was also never established for CBP personnel on site.”

It goes on to say that if CBP leadership had established an incident command post, it could have impacted the overall command and control structure, “even though CBP lacked the authority to assume control of the incident from state and local law enforcement officers.”

RECOMMENDATIONS

The report says CBP needs to make sure there is a framework in place that authorizes its personnel to respond to active shooter events, which guarantees they will be protected from civil and criminal liability.

“CBP officials should work with the U.S. Department of Justice and/or Congress to provide more expansive authorities that allow federal officers/agents to respond to acts of mass violence regardless of a nexus to a clear violation of federal law.”

It calls for all CBP supervisors to undergo incident management and command training for situations like this, so they’ll know how to interact with other agency leaders and the ability to identify when there is a lack of command established on a scene.

Active shooter training is another major recommendation. Leaders write that the training and doctrine should be re-evaluated, and once that is complete, everyone should be re-trained.

It is also recommended that CBP assess which breaching tools are available to its personnel, adding that supplies to breach locked doors and other common obstacles should be widely available.

The agency also wants to reinforce proper medical procedures and training, while ensuring that medics are easily distinguishable from other personnel.

LAWMAKERS REACT TO THE REPORT

Nothing will bring back the Uvalde children, and teachers whose lives were stolen on May 24, 2022,” said Congressman Greg Casar (D-Texas). “Today’s report from U.S Customs and Border Protection and commitment to action is a small step forward, but not enough. We must take action to prevent future mass shootings — ban assault weapons, expand background checks, and learn from these failures. If our society and laws do not change, then the unthinkable tragedy that came for Uvalde will one day befall each of us. Our children deserve to feel safe and protected, always.
Over the last two years, Uvalde families have been repeatedly betrayed by Texas law enforcement agencies that refuse to take responsibility for their failures at Robb Elementary," said Congressman Joaquin Castro (D-Texas). "In contrast, today’s CBP report is a transparent accounting of the ways that agency policy hampered a full federal response to one of the worst school shootings in American history. CBP has committed to important steps that will save lives in the future, and I appreciate Secretary Mayorkas’ commitment to full accountability for this tragedy.

CBP attempted to interview several officials who responded to Robb Elementary that day as part of this report, but they declined. That includes:

  • Former UCISD PD Chief Pete Arredondo
  • Uvalde Sheriff Ruben Nolasco
  • Unnamed TXDPS ranger
  • UPD Acting Chief Mariano Pargas
  • Unnamed UPD Lieutenant
  • Uvalde County Precinct 1 constable Johnny Field
  • Unnamed UPD staff Sergeant
  • Unnamed UPD Sergeant
  • Unnamed Zavala County Sheriffs deputy

Because those officials declined to be interviewed, CBP did not interview anyone from outside agencies.

We will keep updating this article as more information comes in.

Federal review of Uvalde shooting finds Border Patrol missteps but does not recommend discipline

U.S. Border Patrol agents who rushed to the school shooting in Uvalde, Texas, in 2022 failed to establish command and had inadequate training to confront what became one of the nation’s deadliest classroom attacks, according to a federal report released Thursday. But investigators concluded the agents did not violate rules and no disciplinary action was recommended.

The roughly 200-page report from the U.S. Customs and Border Protection’s Office of Professional Responsibility does not assign overarching blame for the hesitant police response at Robb Elementary School, where a teenage gunman with an AR-style rifle killed 19 students and two teachers inside a fourth-grade classroom. Nearly 200 U.S. Customs and Border Protection officers were involved in the response, more than any other law enforcement agency.

The gunman was inside the classroom for more than 70 minutes before a tactical team, led by Border Patrol, went inside and killed the shooter.

Much of the report — which the agency says was initiated to “provide transparency and accountability” — retells the chaos, confusion and numerous police missteps that other scathing government reports have already laid bare. Some victims’ family members bristled over federal investigators identifying no one deserving of discipline.

“The failure of arriving law enforcement personnel to establish identifiable incident management or command and control protocols led to a disorganized response to the Robb Elementary School shooting,” the report stated. “No law enforcement official ever clearly established command at the school during the incident, leading to delays, inaction, and potentially further loss of life.”

Customs and Border Protection said in a statement that investigators “concluded none of the CBP personnel operating at the scene were found to have violated any rule, regulation, or law, and no CBP personnel were referred for disciplinary action.”

Families of the victims have long sought accountability for the slow law enforcement response.

Jesse Rizo, whose niece Jacklyn Cazares was one of the students killed, said that while he hadn’t seen the report, he was briefed by family members and was disappointed to hear that it held no one accountable.

“We’ve expected certain outcomes after these investigations, and it’s been letdown after letdown,” said Rizo, a member of Uvalde’s school board.

Federal officials said the report aimed to determine if agents complied with relevant rules and laws, and if anything could improve their performance in the future.

The report catalogs an array of breakdowns and paints a scene of disorder.

One Border Patrol agent said he couldn’t determine who was in command because there were so many agencies. Another agent told investigators he was working an overtime shift when he rushed to the school and was allegedly told by a state trooper, “The chief is in the room with the guy.” He said that led him to believe it was a standoff, so he began directing traffic.

Some Border Patrol agents drove more than 70 miles (113 kilometers) to the school, which is located near the U.S-Mexico border. One agent told investigators the scene looked “like a Hollywood movie with all the lights and chaos.” Another supervisor said he looked for a command post but no one knew where it was.

According to messages between agents in the Border Patrol’s tactical unit, one agent wrote at 11:44 a.m., “Get everyone to Robb school in Uvalde. There’s a possble/shooting guy with AK/AR.” A minute later, an agent sends a message: “Barricaded subject is what their calling it.”

Among the findings in the report was that agents’ active shooter training had not addressed dealing with a shooter behind a locked door or assessing medical needs.

Nearly 400 local, state and federal officers responded, including over 90 state police officials. Multiple federal and state investigations have laid bare cascading problems in law enforcement training, communication, leadership and technology, and questioned whether officers prioritized their own lives over those of children and teachers.

Two of the responding officers now face criminal charges. Former Uvalde school Police Chief Pete Arredondo and former school officer Adrian Gonzales have pleaded not guilty to multiple charges of child abandonment and endangerment. Last week, Arredondo asked a judge to throw out the indictment. He has said he should not have been considered the incident commander and has been “scapegoated” into shouldering the blame for law enforcement failures that day.

Last month, the city released of a massive collection of audio and video recording from the day of the shooting, including 911 calls from students inside the classroom. On Wendesday, Uvalde police said an employee was put on paid leave after the department discovered additional video that has not yet been made public. The city has not said what the video shows.

Gonzalez reported from McAllen, Texas, and Stengle reported from Dallas. Associated Press reporters Dave Collins in Hartford, Connecticut; Sean Murphy in Oklahoma City; Heather Hollingsworth in Kansas City, Missouri; Juan A. Lozano in Houston; and Nadia Lathan in Austin, Texas, contributed to this report.

Border Patrol response to Uvalde school shooting marred by breakdowns and poor training, report says

U.S. Border Patrol agents who rushed to the school shooting in Uvalde, Texas, in May 2022 failed to establish command at the scene and had insufficient training to deal with what became one of the nation's deadliest classroom attacks, according to a federal report released Thursday.

The review by the Department of Homeland Security's Office of Professional Responsibility is the first to specifically scrutinize the actions of the 188 Border Patrol agents who gathered at Robb Elementary School, more than any other law enforcement entity. A teenage gunman with an AR-style rifle killed 19 students and two teachers inside a fourth-grade classroom before a group led by a Border Patrol tactical team entered the room and fatally shot him, according to investigators.

"The failure of arriving law enforcement personnel to establish identifiable incident management or command and control protocols led to a disorganized response to the Robb Elementary School shooting," the report stated. "No law enforcement official ever clearly established command at the school during the incident, leading to delays, inaction, and potentially further loss of life."

A Border Patrol agent who lined up behind other officers who breached the classroom where the shooter was described the scene as "mass confusion."

"He was surprised by the number of people who responded to the incident and was unsure about who was in charge," the report states.

Since the shooting, Border Patrol has largely not faced the same sharp criticism as Texas state troopers and local police over the failure to confront the shooter sooner. The gunman was inside the South Texas classroom for more than 70 minutes while a growing number of police, state troopers, and federal agents remained outside in the hallways.

Two Uvalde school police officers accused of failing to act were indicted this summer and have pleaded not guilty.

Families of the victims have long sought accountability for the slow police response in the South Texas city.

Over 90 state police officials, as well as school and city police, were at the scene. Multiple federal and state investigations have revealed cascading problems in law enforcement training, communication, leadership, and technology and questioned whether officers prioritized their own lives over those of children and teachers.

A report released by state lawmakers about two months after the shooting found "egregiously poor decision-making" by law enforcement. Among criticisms included in a U.S. Justice Department report released earlier this year was that there was "no urgency" in establishing a command center, creating confusion among police about who was in charge. That report highlighted problems in training, communication, leadership, and technology that federal officials said contributed to the crisis lasting far longer than necessary.

While terrified students and teachers called 911 from inside classrooms, dozens of officers stood in the hallway trying to figure out what to do. Desperate parents gathered outside the building and pleaded with them to go in.

Last month, the city released a massive collection of audio and video recordings from that day, including 911 calls from students inside the classroom. One student who survived can be heard begging for help in a series of 911 calls, whispering into the phone that there were "a lot" of bodies and telling the operator: "Please, I don't want to die. My teacher is dead. Oh, my God."

The 18-year-old gunman entered the school at 11:33 a.m., first opening fire from the hallway, then going into two adjoining fourth-grade classrooms. The first responding officers arrived at the school minutes later. They approached the classrooms but then retreated as the gunman opened fire.

Finally, at 12:50 p.m., a group led by a Border Patrol tactical team entered one of the classrooms and fatally shot the gunman.

Jesse Rizo, whose niece Jacklyn Cazares was one of the students killed, said that while he hadn't seen the report, he was briefed by family members who had and was disappointed to hear that no one was held accountable in the report.

"We've expected certain outcomes after these investigations, and it's been letdown after letdown," Rizo, who is on the Uvalde school board, said.

Two of the responding officers now face criminal charges. Former Uvalde school Police Chief Pete Arredondo and former school officer Adrian Gonzales have pleaded not guilty to multiple charges of child abandonment and endangerment. A Texas state trooper in Uvalde who was suspended has been reinstated.

Last week, Arredondo asked a judge to throw out the indictment. He has said he should not have been considered the incident commander and has been"scapegoated" into shouldering the blame for law enforcement failures that day.

Uvalde police this week said a staff member was put on paid leave after the department finished an internal investigation into the discovery of additional video following the massive release of audio and video recordings last month.

Federal review of Uvalde shooting finds Border Patrol missteps but does not recommend discipline

U.S. Border Patrol agents who rushed to the school shooting in Uvalde, Texas , in 2022 failed to establish command and had inadequate training to confront what became one of the nation’s deadliest classroom attacks, according to a federal report released Thursday.

Last month, the city released a massive collection of audio and video recording from the day of the shooting, including 911 calls from students inside the classroom. On Wednesday, Uvalde police said an employee was put on paid leave after the department discovered additional video that has not yet been made public. The city has not said what the video shows.

This story has been updated to correct that the report was from the U.S. Customs and Border Protection’s Office of Professional Responsibility, not the Department of Homeland Security.

Read our marine accident investigation report, which includes what happened, subsequent actions taken and recommendations:

MAIB investigation report 10-2024: Pelican of London

Pelican of London

At 2308 on 2 October 2023, the volunteer relief cook on Pelican of London fell from the top of the vessel’s gangway into the flooded drydock while under the influence of alcohol. His absence was not noted until the next morning and a search was started. In the early afternoon of 3 October 2023, police divers recovered the relief cook’s body to the dockside where he was declared deceased.

Safety issues

the gangway did not provide a safe means of access to Pelican of London

on board training and risk assessments did not mitigate the risk of a fall from the gangway

the relief cook was above the legal limit for duty on board Pelican of London and the drug and alcohol policy did not specify parameters for crew returning on board from recreational time ashore

Recommendations

The vessel owners, Seas Your Future, were recommended (2024/130, 2024/131 and 2024/132) to review and amend: its policy and training for the rigging and approval of the gangway when used; the risk assessment procedure; and the fleet policy and procedure for dealing with drugs and/or alcohol.
