Introduction

The concept of monitoring and evaluation (M&E) has emerged in the field of development admin-istration as a techniques of objective planning and project implementation. Monitoring and evalua-tion is an approach to understanding the planning and implementation of development projects for achieving the desired goals and targets. M&E are extremely effective tools for improving plan for-mulation and implementation, eliminating time and cost overruns, and discovering organizational physical, financial, technical, motivational and/or administrative inadequacies with a view to remove the obstacles as well as improving beneficiary satisfaction to the level of expected objectives. Social marketing monitoring and evaluation aim to determine the effectiveness of campaigns in achieving their communication and behavioral outcome objectives. They seek to answer two questions: Did the campaign achieve its objectives? If so, how did it achieve them? Monitoring and evaluation studies are both concerned with process and outcome evaluation; impact of campaigns can be inferred from process and outcome. Digital technologies, including the Internet and mobile phones, are increasingly part of the monitoring and evaluation toolkit. This chapter details methods and measures for process and outcome evaluation, including dosage measurement and design challenges and considerations. The chapter also covers examples from childhood obesity prevention, sexual health, and the US national census.

This paper provides an overview of the various ways in which mixing qualitative and quantitative methods could add value to monitoring and evaluating development projects. In particular it examines how qualitative methods could address some of the limitations of randomized trials and other quantitative impact evaluation methods; it also explores the importance of examining "process" in addition to "impact" , distinguishing design from implementation failures, and the value of mixed methods in the real-time monitoring of projects. It concludes by suggesting topics for future research -- including the use of mixed methods in constructing counterfactuals, and in conducting reasonable evaluations within severe time and budget constraints.

Monitoring and Evaluation of projects is one of the key processes of project management through the gathering of information and assessment of it to determine whether progress is being made towards pre-specified goals and objectives and to highlight whether there are any unintended (positive or negative) effects from a project and its activities. This study aims to assess the practices and challenges of monitoring and evaluation in construction of road projects: the case of Ethiopian Road Authority- Spacifically how the practices of monitoring and evaluation of road construction projects look like?, What are the main challenges of monitoring and evaluating road construction projects?, How the practice of monitoring and evaluation of institutional learning and knowledge sharing look like? And How monitoring and evaluation exercised to come up accountability?. To meet these objectives, the researcher has used a descriptive survey design and the data was collected from both secondary and primary sources (questionnaires). Survey questionnaires were distributed to 83 samples of employees which are selected from 172 employees used as target population from eight directories using proportionate stratified random sampling technique. Data was analyzed using descriptive statistics with the help of SPSS version 20 and presented using tables. A Cronbach alpha test was conducted to measure the internal consistency and reliability of the data collection instruments and was found out to be reliable Since the alpha values of all 50 items are 0.754 and were above 0.7. The result shows that performance management and project improvement are the motivations for monitoring projects. Presence of good Culture of disseminating monitoring & evaluation findings, employees understanding on M&E guiding, framework and manual to harmonize M&E concepts as well as their ethicality in time of conducting M&E and presence of a culture of institutional learning and knowledge sharing as areas that ERA doing better on the contrary inaccuracy in data collection, less and inconsistent involvement of stakeholders, inadequate field visit in the project site, less attention of top management to M&E, insufficient allocation of resources and lack of M&E expertise and IT system are the main challenges that hamper proper implementation of M&E in ERA are assessed. Finally, to conduct effective project monitoring and evaluation, this study recommends that it is important to providing training for employees on M&E related topics to building their capacity, arrange organization through adequate staff, required & sufficient quantity and quality of resources, conduct a regular and appropriate field visit to collect detailed data/information, consistently involve stakeholders in M&E. It is also vital to expand the use of innovative and technology guided approaches to M&E to increase project performance. Continuous programs to build the capacity of both managers and expertise in project management with an emphasis on M&E activities helps to overcome some of the main M&E challenges.

Authors and reviewers are endowed with the capability of writing and reviewing articles. However, they sometimes face challenges in observing expected standards in writing quality papers. The challenges are perhaps attributed to lack of either meticulousness or just negligence on part of the reviewers/authors. It is because of this that five selected journal articles about the effect of monitoring and evaluation practices on performance of projects have been reviewed to evaluate their conformity to basic quality research standards. The review was conducted through desk research. Monitoring and evaluation practices and project performance concepts were identified, disaggregated and entered into academic search engines to produce sought for articles. The quality of the articles were then evaluated by scrutinizing the purpose/objectives of the study, the hypothesis of the study, the study design, the sample design, data collection methods, data analysis methods and findings. Although monitoring and evaluation practices had statistically significant influence on performance of projects, some gaps were evident in methodology, which perhaps affected the findings. First, study design- use of descriptive design which elicits relationships or describes the world as it exists and cross sectional design which studies participants at one point in time are perhaps not consistent with cause-effect studies exhibited in the articles. More so, despite the fact that justification of study design improves the quality of findings, in some articles, it was overlooked. Second, sample design- while some articles did not specify sample determination models, others neither specified nor justified sampling techniques, which perhaps weakened the strength of research findings. Third, although, the dominant data collection instrument was questionnaire, as a way of quality control, neither validity nor reliability tests were performed. Fourth, in spite of the fact that research involves people and calls for observation of ethical standards, there was no evidence of ethical practice in the articles undermining the validity of the findings. Last, the findings of research should be discussed for authentication. Nevertheless, there was no evidence of discussions of findings in the articles. The paper recommends: continued research in monitoring and evaluation as a discipline to strengthen its application in projects; and taking extra caution in structuring research methodology as it forms the basis of credible research findings.

Since advancement of monitoring and evaluation as a formalized knowledge management system in the 1970s, many organizations and scholars have advanced the concept as a management and decision making model that helps understand how well a project or program is performing towards attaining its objectives. It has become standard practice among donors and client that all projects should have a monitoring and evaluation framework. As a result, the discipline has gained popularity among social development practitioners, production industries, commercial and capital projects. This report emanates from a study that set out to assess skills and preparedness of organizations in implementing monitoring and evaluation plans. The objectives of the study were to establish whether monitoring and evaluation plans existed within organizations, examine individual employee knowledge and skills on monitoring and evaluation as well as assess preparedness and uptake of monitoring and evaluation practice. The study adopted interpretive research approach using survey design to capture snapshots of practices, responses and situations from a random sample of 30 respondents from the field through a questionnaire. A cross-sectional field survey was conducted where both the independent and dependent variables were measured in a single questionnaire. Data was analyzed using descriptive statistics and tabulated for presentation. The study found that awareness on monitoring and evaluation among employees is relatively high with 88.7% reporting that they were aware and understand what is meant by a monitoring and evaluation plan. However, only 63.3% had attended formal training in monitoring and evaluation while only 36.6% were able to design a monitoring and evaluation plan. Commitment to monitoring and evaluation by organizations is still wanting with only 46.6% stating they had an existing monitoring and evaluation plan, 30% had a policy on monitoring and evaluation and only 20% had a dedicated budget for monitoring and evaluation. The study concludes there is increased awareness on monitoring and evaluation but reduced investment in training and application as a project management and decision making tool. Although awareness is high, skills and ability to apply the same is still low. Although it is impressive organizations are realizing the need for a policy and dedicated budget to monitoring and evaluation, the study reveals we still have a lot to be done to make monitoring and evaluation central to project planning and management. As a discipline, monitoring and evaluation has not been fully embraced. It is still perceived as an external requirement brought by the donor or clients.

ASSESSING PROJECT MONITORING AND EVALUATION PRACTICES AND RELATED CHALLENGES IN OROMIA REGION HEALTH BUREAU

ABSTRACT Monitoring and evaluation (herein referred to as M&E) have become a critical practice and a fundamental tool in project management aimed at checking whether the projects’ objectives and goals are being achieved. Despite so much of its importance, the effectiveness of the M&E system is affected by various factors. Aim: the purpose of this study is therefore to assess the practices and related challenges in the M&E of HIV projects under Oromia regional health bureau. Methods: The study applied a descriptive cross-sectional survey design using both Qualitative and Quantitative mixed methods. The pre-tested structured questionnaire was used to collect quantitative data from 35 target populations selected from the health bureau and its subsidiaries. Key informant interviews were conducted with 10 program/project managers using a semi-structured guide. Quantitative data was filtered, edited, entered into, and analyzed using descriptive statistics mean and standard deviations with the help of the Statistical Package for Social Science (SPSS), while qualitative data was analyzed using content analysis under thematic areas in line with the main objectives of the study. Result: with a response rate of 91%, the research found that most of the respondents have a second degree and sufficient work experience in project M&E. The study also indicated that M&E is practiced regularly and in a participatory approach and is using standard M&E tools endorsed by the ministry of health. The project has a comprehensive M&E plan with clearly defined indicators that are linked to project resources and expected M&E results. Besides, the project M&E information and findings are frequently used for decision-making. However, the project M&E plan and the framework were not communicated well among the project team and the program unit. Conclusions: moreover, the M&E system of ORHB was challenged by different factors including time-consuming M&E activities, inadequate budget for M&E, inadequate skilled human resources in M&E, Various reporting requirements from different funders, and shortage of recording and reporting tools. Thus, it is recommended that ORHB should strengthen project M&E by allocating sufficient budget and skilled staff for M&E activities.
