PhD student at university in Hong Kong admits splashing semen on woman’s buttocks

  • Lai Changwei, 26, pleads guilty to indecent assault, which magistrate calls an ‘extremely insulting’ offence against his victim, 22

A PhD student has admitted splashing a liquid infused with his semen onto a woman’s buttocks at a university in Hong Kong because of academic stress.

Lai Changwei, 26, on Thursday pleaded guilty at West Kowloon Court to indecent assault, an act the presiding magistrate called an “extremely insulting” attack on the 22-year-old victim at City University of Hong Kong (CityU).

The defence said Lai, married and living in neighbouring Shenzhen, was pursuing a PhD in neuroscience at CityU on a full scholarship and was expected to graduate in one to two years’ time.

The counsel said Lai was under enormous pressure when he committed the crime because an experiment he had been undertaking did not go as planned.

CCTV footage from the Kowloon Tong campus showed Lai tailing the woman immediately after spotting her inside a university building at around 3.30pm on June 6, the court heard.

He then squirted a milky liquid onto the victim using a plastic pipette.

The victim did not realise she had been attacked until after a check on her jacket and trousers inside a washroom moments later.

Lai was arrested five days later after a policewoman intercepted him outside Festival Walk, a shopping centre near the university. The suspect admitted the offence on the spot.

“I was careless and spilled water containing semen onto the back of that girl,” he said.

Investigators subsequently seized a test tube containing Lai’s semen at his office.

Magistrate Li Chi-ho said the student’s act was “extremely insulting” to the victim, but agreed to first assess Lai’s psychological state and his suitability for either probation or community service in light of his guilty plea, his clear record and personal circumstances.

Lai’s bail was extended until sentencing in early September.

Indecent assault carries a maximum jail sentence of 10 years in Hong Kong, but is capped at two years when it is the only charge faced by the accused at the magistrates’ court.

Find Out About Our Hybrid Public Health Master's Degree

The professors at Monroe encouraged me and pushed me further than I ever imagined. Micheline Ivery MPH, 2020Hematology Department, Montefiore Hear Micheline's Story

Why an Online Major in Public Health?

In the U.S. alone,  healthcare jobs are set to grow by more than four times the average rate for all occupations. Public health jobs show even more promise, especially for jobs that require master’s degrees. According to the U.S. Bureau of Labor Statistics (BLS),   careers for epidemiologists could grow  more than twice as fast as the rest of the healthcare sector. When you earn a Master of Public Health Degree, your career can be rewarding in more ways than one.

Online Curriculum

When you earn their MPH degree online, you take the same classes as our on-campus students. You also study with the same expert faculty: instructors who are leaders in the field of public health. Every MPH candidate takes a series of core courses that explore:

  • Health policy and management
  • Principles of biostatistics
  • Principles of epidemiology
  • Global health
  • Public health systems and practice
  • Behavioral and social aspects of public health
  • Environmental and occupational health

You then choose one of three (3) areas of specialization that include:

  • Health Administration & Leadership — Explore administrative approaches to public health, as you learn how to craft policy and legislation aimed at serving diverse populations.
  • Community Health —  Learn how to evaluate and address the most pressing issues facing diverse communities, including health education, health equity, and more.
  • Biostatistics & Epidemiology — Learn how statistical analysis can help identify potential solutions to public health crises.

Students on the Biostatistics & Epidemiology track complete their degree by designing and executing a scholarly project related to their area of interest. Students on the Health Administration & Leadership and Community Health tracks must complete a thesis.

All MPH candidates also receive at least one (1) semester of field experience in a for-credit internship.

How Long Does It Take to Get a Master of Public Health Degree?

On a full-time schedule, candidates can complete the five (5)-semester online MPH  in  under two (2) years .

Master of Public Health Requirements:

45 total credits*

  • 24 credits of required core courses, including a practice-based internship and a thesis project**
  • 18 credits in a chosen concentration: Community Health, Health Administration and Leadership, or Biostatistics and Epidemiology
  • Students must also complete a three (3)-credit, practice-based internship in the public health field.

Candidates who need to add professional work experience to their academic course load might be required to enroll in the professional experience track. Students in this track must complete at least two (2) additional single-credit internships.***

You can also earn your MPH degree in a  hybrid format.†

Learn more about the requirements for the  Master of Public Health online.

* Depending on their prior education, some MPH students may be required to take a foundation course in Statistics  Foundations. ** Students who choose the Biostatistics and Epidemiology concentration are exempt from the thesis requirement.  *** Students with applicable experience, including work experience, volunteer work, military service, or training programs might be able to use prior learning credits in place of certain field experience requirements. † Per the terms of their student visas, international students must attend three (3) session days per semester in on-campus classes.

Environmental and Occupational Health

The air we breathe, the quality of our soil, and even the noises around us can have an enormous impact on our health. In this course, MPH candidates explore how biological, physical, and chemical factors in the environment affect public health both locally and around the world. Students will study risk factors in diverse communities; prevention and control techniques in both public spaces and workspaces; and the policies that address environmental and occupational health issues.

Postgraduate taught tuition fees, tuition fees.

Tuition fees vary for different courses and are subject to revision each year.

Please search for your chosen course of interest in the postgraduate course finder and navigate to the 'Fees & funding' section of the entry for all tuition fee details.

The fees listed on the postgraduate prospectus are for the first year of a course only - if your course continues into subsequent years, the fees for those years may differ. Most courses last more than a single year and it is therefore likely that tuition fees for your course will increase annually, reflecting the changes in costs of delivering your course and any changes in government policy or regulation.

King’s reserves the right to increase fees annually. Tuition fee increases may only sometimes apply to self-funding overseas fees status students, but not to home/EU fee status students as fees are subject to a cap imposed by regulatory requirements.

Where such increases are necessary, King's will publish the new fees on its website not less than 3 months’ notice before the start of the academic year to which the fee increase is intended to apply.

Any tuition fee increase for current students shall not exceed a 6% (six percent) increase (or in accordance with the preceding November’s rate of CPI if higher) on the previous academic year's tuition fee for the Course in question, subject at all times to the tuition fees not exceeding any cap imposed by Government from time to time. Please see King’s Terms & Conditions for Students for more information.

If you are studying your course online, outside of the UK and the provision of your course is subject to sales tax (GST) in your country of residence, then this will be added to your course fees. The rate of sales tax (GST) is determined by your country of residence at the date your invoice is raised, as set out in your student records. For more information on GST and if your country requires us to charge this, please visit our webpage on GST .

Where a student has to interrupt their study due to a) financial difficulty, b) serious health matters, or c) serious personal issues, the cap on fee increases will also apply for breaks of one year. Fee arrangements for longer breaks in study will be determined on a case by case basis.

Note for students from the European Union

King’s remains fully committed to being a multicultural, international university and our European students are a very important part of our community.

The UK government has confirmed that students from the EU, EEA or Switzerland will no longer be eligible for home fee status, and will instead pay the overseas tuition fee rate. Find out more on the UK government student support in England webpage.

Students who started their course in the 2020/21 academic year or earlier will still be liable for the home rate of tuition fees if they continue to meet the existing residency criteria.

Please be aware that the official policy governing fee assessment and funding entitlement for the 2021-22 academic year has not yet been published so we are unable to provide any details of these at this stage.

EU, EEA and Swiss students who started their degrees in the 2020-21 academic year or earlier should be aware that some changes of circumstance (e.g. suspension of study) may lead to loss of entitlement for home-rate fees.

For the most up-to-date guidance, please see the UK government’s guidance for EU students .

Further information can be found on the website of the UK Council of International Student Affairs .

Tuition fee payment and invoices

Please visit our Credit Control department's webpages on student fee payments for information on how and when to pay your fees. If you have any queries regarding invoices or payments please contact the Credit Control team directly.

Terms of payment will vary depending on whether you are postgraduate or undergraduate, home or overseas and self-funded or sponsored.

Please note, you will be classified as "self funded" for any part of your fees which you, a friend or family member are paying .

If you have secured funding for your tuition fees from an external corporate body, your sponsor is invoiced for the fee directly and payment is due immediately.

For students in receipt of an award funded by King’s, arrangements will be made to ensure tuition fees are charged appropriately. In the event of a query, students should contact the office which issued the award offer letter.

Please note that we do not offer the option to make a tuition fee payment in pound sterling (GBP) with a non-UK issued card as these transactions are expensive to process.

Previous Years

Data source.

  • FOI Request by Matthew Wall. October 2019.

The acceptance rate , or offer rate, represents the fraction of applicants who received an offer. Note that this will be generally lower the acceptances rates (acceptances divided by applicants) published by many other sources. This article explains it in more detail. The acceptances generally indicate the number of offer holders who accepted the offer and fulfilled its conditions. For some universities, however, it denotes the number of applicants who accepted the offer, regardless of whether they subsequently met its conditions.

Data Reliability

Unless otherwise noted, the data presented comes from the universities and is generally reliable. However, some of the differences between years and/or courses may be due to different counting methodologies or data gathering errors. This may especially be the case if there is a sharp difference from year to year. If the data does not look right, click the "Report" button located near the top of the page.

Kamala Harris Went From A Political Science Major At Howard University To Becoming The Democratic Presidential Nominee In The 2024 Election

  • Oops! Something went wrong. Please try again later. More content below

Since 1908, the Alpha Kappa Alpha Sorority Inc. and its members have made their marks across several industries and impacted communities and spaces.

Some influential members include Phylicia Rashad, Coretta Scott King, Rosa Parks, Maya Angelou , Toni Morrison, and Vice President Kamala Harris, according to ESSENCE.

Harris was officially sworn in as vice president of the United States on Jan. 20, 2021, making her the first woman, Black person, and South Asian American to be elected to the office. While this historical marker is noteworthy, it was not the beginning of her story.

Kamala Harris’ Road To Howard University

A native of Oakland, CA, Harris’ roots in education and public service start with the influence of her mother, Shyamala Gopalan. According to a profile from the White House, Gopalan earned her doctorate in 1964, the same year Harris was born, and worked as a breast cancer scientist.

Harris’ father, Donald J. Harris, came to the United States from Jamaica to study economics at the University of California, Berkeley. He is currently a professor emeritus of economics at Stanford University.

Influenced by her mother and father’s academic work, Harris graduated from Westmount High School near Montreal, Canada, where she moved with her mother after her parents divorced. Harris then began her collegiate studies back in the U.S.  at Howard University. Attending one of the country’s HBCUs (Historically Black Colleges and Universities) was likely influenced by the cultural and social upbringings of her parents.

In her memoir, “The Truths We Hold: An American Journey,” she discusses her parents’ work and participation during the Civil Rights movement as well as her mother’s acknowledgment of raising her and her sister, Maya, as Black girls in America.

“My mother understood very well that she was raising two Black daughters,” Harris wrote in the memoir. “She knew that her adopted homeland would see Maya and me as Black girls, and she was determined to make sure we would grow into confident, proud Black women.”

During her time at the HBCU, Harris was affiliated with the College of Arts and Sciences Student Council, Alpha Kappa Alpha Sorority Inc., and the debate team, per a Howard University profile.

Harris majored in political science and economics, earning a Bachelor of Arts degree in 1986. She described her time at Howard as critical, naming them her “formative years.”

“The thing that Howard taught me is that you can do any collection of things and not one thing to the exclusion of the other. You could be homecoming queen and valedictorian. There are no false choices at Howard,” Harris stated via a Howard University profile.

From Law School To The White House

Upon graduating from Howard, Harris attended law school at the University of California Hastings, College of Law.

While there in February 1989, Harris advocated for Black students after a Black History Month display was defaced with racial slurs. According to Politico, Harris stood before approximately 300 students, faculty, and staff, detailing the incident and demanding change.

Her law school education led her to become a prosecutor, state attorney general, U.S. senator of California, and vice president of the United States.

Kamala Harris Launches Presidential Campaign

Harris is running a historic campaign for president of the United States . After President Joe Biden withdrew from the 2024 presidential election, Harris took over his campaign operation, leading to a surge in donations.

According to a separate Politico report, Harris’ Democratic campaign now has $377 million in cash on hand, which is $50 million more than the Trump campaign.

Morehouse College alumni called the 1867 PAC. Additionally, Harris has experienced an uptick in support from members of the Divine Nine, which consist of the nine recognized Black Greek-letter organizations (BGLOs).

According to Inside Higher Ed, BGLO members, particularly Alpha Kappa Alpha, have rallied behind the vice president’s campaign for president.

A large number of AKA members joined a 44,000-person Zoom call. The group, Win With Black Women, organized the gathering on the day President Biden withdrew from the presidential race. During this meeting, the organization raised $1.5 million for the Harris campaign, according to The New York Times.
