6 Democracy and Good Governance

Democracy is about government and governance by the people in different forms. Democracy is direct or by representation. Sovereignty of the people, however, is not the same as democracy. The position of minorities related to majorities, in a democracy, is not always easy to regulate. This situation has made clear that democracy also has qualitative contents and it is even clearer when we speak about democracy in the sense of a liberal democracy or of a social democracy. Two key elements in and topics related to democracy are the participation of the people and the elections by the people and the transparency of the government. There are some restrictions in a representative democracy and, for that reason, participation will be necessary to maintain the connection between the government and the people. But to have an adequate functioning of this participation and of the elections, transparency on behalf of the government is a necessary condition for a democracy.

Democracy in the Twenty-First Century: Toward New Models of Democratic Governance

André Bächtiger and Claudia Landwehr, in the latest contribution to the Democracy Papers , explore innovative ways to address citizen dissatisfaction with existing institutions of representative democracies. They argue that adding deliberation-oriented features to existing systems can boost citizen support for, and participation in, democratic life. As an example, they point to deliberative mini-publics, which create conditions for considered deliberation among citizens through supportive conditions such as information provision, expert hearings, and facilitator intervention.

Contemporary perceptions of democracy

In a study of German citizens’ understanding of democracy, Landwehr and Steiner found that citizens seem to disagree on specific models of democracy. 4 Claudia Landwehr and Nils D. Steiner, “ Where Democrats Disagree: Citizens’ Normative Conceptions of Democracy ,” Political Studies 65, no. 4 (2017): 786–804. Employing an exploratory factor analysis, they find evidence for four distinct attitudinal patterns that may be interpreted as alternative understandings of democracy. Citizens who hold a “trustee conception of democracy” support procedures and institutions that insulate decision-making from electoral pressures and trust representatives to serve their interest. By contrast, “anti-pluralist sceptics” are concerned that competing interests compromise the common good and ask for a stronger voice of affected groups in politics. “Deliberative proceduralists” also value participation, albeit less as a means to control decision-makers and more to ensure rational discourse and public participation. Finally, “populist majoritarians” hold onto a united will of the people for which they are willing to—at least to some degree—sacrifice minority rights.

Such “pluralistic” schemes may be in tune with attempts at democratic renewal in the twenty-first century. As Warren and Pearse have noted, “systems that unify powers are increasingly dysfunctional within societies that are culturally democratizing, complex, and diverse.” 7 Mark E. Warren and Hilary Pearse, “The Separation of Powers and Democratic Renewal of Westminster Systems,” mimeo (2018). They suggest “retrofitting” existing political systems with additional democratic innovations, especially with deliberative mini-publics.

Do democratic innovations work?

In this essay, however, we do not seek to debate the pros and cons of direct democratic mechanisms, 11 For an excellent overview of this debate, see Wolfgang Merkel and Claudia Ritzi, eds., Die Legitimität direkter Demokratie: Wie demokratisch sind Volksabstimmungen? (Wiesbaden: SpringerVS Verlag, 2017). but instead concentrate on two novel ways of increasing citizen involvement in policymaking, namely citizen juries and deliberative mini-publics.

However, critics of deliberative mini-publics have argued that ordinary citizens do not want to deliberate 13 Hibbing and Theiss-Morse, Stealth Democracy . or that deliberation is more demanding than voting, meaning it privileges already advantaged citizens with higher incomes and education. For instance, some scholars argue that people with lower socioeconomic status lack rhetorical skills and tend to use different speaking styles less likely to be regarded as typical deliberative qualities—differences that may translate into a lack of influence. Moreover, group discussion—the hallmark of any deliberative event—sometimes triggers undesired dynamics, such as group polarization, reducing the normative value of the outcomes of mini-publics (such as opinion change).

Challenges and ways forward

Another promising project is being pursued by Neblo et al., dubbed “directly representative democracy.” 27 Neblo, Esterling, and Lazer, Politics with the People . It starts from the idea that it is time to renew representative democracy by creating more direct exchanges between the represented and representatives. They do so by bringing MPs and citizens together, engaging them in a common deliberative forum on pressing issues of public policy.

Finally, deliberative mini-publics can also have functions beyond direct policy uptake. One prominent example is a “trust-based” function, which can inform citizens’ own later deliberations. The idea behind the trust-based function is that the (large) majority of nondeliberating citizens can trust the judgments of the (small) minority of deliberating citizens because that small minority, selected randomly for a deliberative mini-public, do not have to follow partisan logics of electoral representation and can focus instead on common concerns. 28 Mark E. Warren and John Gastil, “ Can Deliberative Minipublics Address the Cognitive Challenges of Democratic Citizenship? ” Journal of Politics 77, no. 2 (2015): 562–574. Some empirical evidence indicates this trust-based function works in practice: the more voters knew about the randomly selected British Columbia Citizen Assembly and Irish Citizen Convention, the more likely they were to vote for the mini-public’s policy recommendation in the later citizen referendum. In the US state of Oregon, mini-publics make recommendations to voters in direct democratic campaigns. Empirical evidence shows a substantial amount of voters take these recommendations as “cues” to inform their choices at the ballot.

In sum, democracy in the twenty-first century should move toward more hybrid models, combining representative, dialogic, and direct-democratic governance schemes.

In addition, in order to assess the merits and shortcomings of existing institutions and design complementary and alternative procedures, there is a demand for open and inclusive meta-deliberative processes. 29 Claudia Landwehr, “ Democratic Meta-Deliberation: Towards Reflective Institutional Design ,” Political Studies 63, S1 (2015): 38–54. The media, academia, civil society associations, and ordinary citizens should engage in exchanges about how and by whom collective decisions at different levels and in different policy areas should be taken. We believe that a pluralistic, meta-deliberative renewal of the procedural consensus is required to safeguard democracy in the face of populist and elitist challenges.

Moreover, rather than adopting a “one size fits all” approach to democracy and claim that either representative, direct-democratic, or deliberative schemes are the best and only way to salvage democracy, we think a “problem-based” approach to democracy 30 →Mark E. Such an approach takes the variety of citizens’ democratic preferences (under specific conditions) seriously and reimagines democracy in pluralistic and hybrid terms. For instance, given scarce resources for politics, many citizens are happy to “delegate” decision-making to elected representatives; but when citizens feel that issues affect them strongly, a substantial share of them demands more involvement (as our research shows). In order to make this involvement reasoned and consequential, representative decision-making may need to be coupled with deliberative mini-publics (including co-governance structures) and direct democratic schemes. In our view, only such hybrid schemes are apt at enhancing political support of citizens and make our democracies viable in the twenty-first century.

Introduction

Governance and democracy are important issues to understand the politics of any state. In the community of nations, governance is considered and treated as “good” and “democratic” to the degree in which all the institutions and processes of state are accountable, transparent, and effective. Governance is always responsible to make the unique and necessary decisions or policies for a given political system, a state, or an organization. Democracy is one of the legal ways of governance of state. Bryce says, “Democracy is that form of government in which the ruling of a state is legally vested, not in any particular class or classes, but in the members of the community as a whole” (Bryce 1929 ). Ten recently elected state governors gathered in Washington last month with peacebuilding and development experts, business leaders and senior U.S. officials; they resolved to strengthen and coordinate state-level stabilization strategies — an initiative that international partners should support.

Democracy as the Best Form of Government Essay

A democracy is a form of governance characterized by power sharing. The implication of this is that all the citizens have an equal voice in the way a nation is governed. This often encompasses either direct or indirect involvement in lawmaking. “Democracy” can be a very delicate subject for any writer.

Throughout history, various scholars, including ancient philosophers, have had a divergent view on whether democracy is the best form of governance (Kelsen 3). Some of these arguments are discussed in this essay. Democracy appears to go hand in hand with national unity.

This is particularly true because this form of governance is all about people, and these people are working together towards attainment of national goals. The cohesiveness also results from the freedom prevailing in a democratic environment. Unity and liberty in a nation lay a fertile ground for economic and social growth (Weatherford 121).

In a democratic form of government, the entire citizenry is cushioned against exploitation and all form of abuse. As opposed to other governance approaches (for instance monarchy and dictatorship), democracy engages the people in decision-making processes. This ensures efficient delivery of basic services such as education, health care, and security.

Moreover, these services will be of high quality. Having people govern themselves significantly minimizes the risk of running a nation into chaos. In operational democracies, policies must undergo thorough scrutiny by many organs of government and stakeholders before they are made laws. The modalities of implementing the laws are also carefully determined.

In such a corporate system, it would be rare for all the involved people to be wrong. Therefore democracy protects a nation against the consequences of human errors. As a consequence of reduced possibility for human errors, people will experience a nation devoid of civil wars and strife. This atmosphere, in turn, perpetuates the general growth of a nation.

Democracy acts as a framework within which the law about the basic human rights operates (Barak 27). In a democratic environment, the law gives equal entitlement to the bill of rights with total disregard of race, ethnicity or economic class.

On the other hand, democracy may not be worth the high status it has been accorded for centuries by many schools of thought. Democracy gives an opportunity for all citizens to vote (Williamson 36). This can be technically hazardous to a nation. An average voter is not adequately equipped with the necessary information on the economic and political aspects of a nation.

The direct implication is that a fairly large percentage of voters will base their choice on limited and incorrect information. This situation can greatly impair development. Democratic approaches tend to slow down the process of policy-making and implementation (Dahl 49). This is due to the bureaucracies associated with democracy.

For example, it may take twelve months for parliament to debate over a bill, pass it into law and fully enforce it. In a dictatorial system, however, the same process would take utmost one day. For many years, democracy has been synonymous with political instability (Snell 18). The high turnover rate of governments comes with drastic changes in national and international policies.

New governments tend to attract much criticism from the media and non-governmental bodies. This criticism and alteration of international relations policies keep off foreign investors, something that can have immense economic implications to a nation.

The seemingly most feared danger of democracy relates to the basic rights of the minority. A case in point is the Netherlands. The Dutch parliament enacted a law against female genital mutilation. The Somali living in the Netherlands could not have a say in this because they are a small group.

In conclusion, the name a government gives itself is immaterial. Whether a government calls itself democratic, anarchy, monarchy, or dictatorial, the most important question should be “Are the people getting back what they deserve?”

Democracy where people make decisions for the country is the only known form of governance in the world that promises to inculcate principles of equality, liberty and justice. The deliberations and negotiations to form policies and make decisions for the country are the basis on which the government works, with supreme power to people to choose their representatives, delegate the country’s matters and express their dissent. The democratic system is usually of two types, the presidential system, and the parliamentary system. In India, the three pillars of democracy, namely legislature, executive and judiciary, working independently and still interconnected, along with a free press and media provide a structure for a truly functional democracy. Despite the longest-written constitution incorporating values of sovereignty, socialism, secularism etc. India, like other countries, still faces challenges like corruption, bigotry, and oppression of certain communities and thus, struggles to stay true to its democratic ideals.

As Abraham Lincoln once said, “democracy is the government of the people, by the people and for the people.” There is undeniably no doubt that the core of democracies lies in making people the ultimate decision-makers. With time, the simple definition of democracy has evolved to include other principles like equality, political accountability, rights of the citizens and to an extent, values of liberty and justice. Across the globe, representative democracies are widely prevalent, however, there is a major variation in how democracies are practised. The major two types of representative democracy are presidential and parliamentary forms of democracy. Moreover, not all those who present themselves as a democratic republic follow its values.

Many countries have legally deprived some communities of living with dignity and protecting their liberty, or are practising authoritarian rule through majoritarianism or populist leaders. Despite this, one of the things that are central and basic to all is the practice of elections and voting. However, even in such a case, the principles of universal adult franchise and the practice of free and fair elections are theoretically essential but very limited in practice, for a democracy. Unlike several other nations, India is still, at least constitutionally and principally, a practitioner of an ideal democracy.

With our three organs of the government, namely legislative, executive and judiciary, the constitutional rights to citizens, a multiparty system, laws to curb discrimination and spread the virtues of equality, protection to minorities, and a space for people to discuss, debate and dissent, India has shown a commitment towards democratic values. In recent times, with challenges to freedom of speech, rights of minority groups and a conundrum between the protection of diversity and unification of the country, the debate about the preservation of democracy has become vital to public discussion.

Democracy originated from the Greek word dēmokratiā , with dēmos ‘people’ and Kratos ‘rule.’ For the first time, the term appeared in the 5th century BC to denote the political systems then existing in Greek city-states, notably Classical Athens, to mean “rule of the people.” It now refers to a form of governance where the people have the right to participate in the decision-making of the country. Majorly, it is either a direct democracy where citizens deliberate and make legislation while in a representative democracy, they choose government officials on their behalf, like in a parliamentary or presidential democracy.

The presidential system (like in the USA) has the President as the head of the country and the government, while the parliamentary system (like in the UK and India) has both a Prime Minister who derives its legitimacy from a parliament and even a nominal head like a monarch or a President.

The notions and principle frameworks of democracy have evolved with time. At the core, lies the idea of political discussions and negotiations. In contrast to its alternatives like monarchy, anarchy, oligarchy etc., it is the one with the most liberty to incorporate diversity. The ideas of equality, political representation to all, active public participation, the inclusion of dissent, and most importantly, the authority to the law by all make it an attractive option for citizens to prefer, and countries to follow.

The largest democracy in the world, India with the lengthiest constitution has tried and to an extent, successfully achieved incorporating the framework to be a functional democracy. It is a parliamentary democratic republic where the President is head of the state and the Prime minister is head of the government. It works on the functioning of three bodies, namely legislative, executive, and judiciary. By including the principles of a sovereign, socialist, secular and democratic republic, and undertaking the guidelines to establish equality, liberty and justice, in the preamble itself, India shows true dedication to achieving the ideal.

It has formed a structure that allows people to enjoy their rights, fight against discrimination or any other form of suppression, and protect their rights as well. The ban on all and any form of discrimination, an independent judiciary, governmental accountability to its citizens, freedom of media and press, and secular values are some common values shared by all types of democracies.

Across the world, countries have tried rooting their constitution with the principles of democracy. However, the reality is different. Even though elections are conducted everywhere, mostly, they lack freedom of choice and fairness. Even in the world’s greatest democracies, there are challenges like political instability, suppression of dissent, corruption , and power dynamics polluting the political sphere and making it unjust for the citizens. Despite the consensus on democracy as the best form of government, the journey to achieve true democracy is both painstaking and tiresome.

Africa's continuing reliance on foreign aid has increased the opportunities for bilateral and multilateral aid agencies to influence policy making in the region. The major donors have been meeting frequently in order to discuss development and debt problems and to devise aid strategies for African governments. In turn, foreign aid has increasingly been linked to a set of prescriptions for changes in both economic and political policies pursued by African governments. The so-called new world order also has had significant effects on African governments. As the influence and interest of the Soviet Union in Africa declined (and later collapsed with its demise), Western states and the organizations they influence gained considerably greater leverage over African governments, surpassing the general client-dependent relationship of the 1970s and 1980s.

In the 1980s, the international financial institutions announced that the implementation of structural adjustment and economic stabilization programs would be conditions for their assistance to African governments. The World Bank, the International Monetary Fund, and the U.S. Agency for International Development took the lead in demanding policy changes, such as currency devaluation, removal of subsidies for public services, reduction of state intervention in agricultural pricing and marketing, greater concern to the development needs of rural areas, privatization of parastatal bodies, and reduction in the size and cost of the public sector.

In the early 1990s, donors began to show interest in promoting political change in addition to economic reforms. Democratic political reforms were

emphasized as key factors in the determination of future economic assistance for Africa. The Development Advisory Committee of the Organization for Economic Cooperation and Development is on record in support of "participatory development," which includes democratization, improved governance, and human rights. The condition that political reforms be undertaken is now attached at least rhetorically to almost all Western aid. Actual donor practices vary: France proposes greater liberty and democracy, Great Britain recommends good government, the United States focuses on good governance, Japan talks about linking aid to reductions in military expenditures. Yet, regardless of the approach, there is increasingly strong agreement among donors that political reforms in Africa must result in reduced corruption and more financial accountability, better observance of human rights, independent media and an independent judiciary, participatory politics, and a liberalized market economy in order to move closer to the ultimate goal of meaningful economic growth and development.

GOVERNANCE AND AFRICAN POLITICS

Improved governance, which appears to be the common donor requirement for the release of both bilateral and multilateral aid to African countries, has been defined diversely among different observers and actors concerned with development in Africa. The World Bank, for example, defines governance as "the manner in which power is exercised in the management of a country's economic and social resources for development." 5 The World Bank's definition further emphasizes its concern with efficiency and the capacity of state institutions beyond the public sector to the rules and institutions that create a predictable and transparent framework for the conduct of public and private business, as well as accountability for economic and financial performance.

A number of political scientists participating in the Namibia workshop found it necessary to point out that the concepts of democracy and governance were interrelated, but were not the same. They indicated that "good governance entails the efficient and effective reciprocity between rulers and the ruled, with it incumbent upon government to be responsive. . . . Majoritarian democracy, on the other hand, entailed a broad consensus on values and procedures, the participation in the selection of ruling elites, and the accountability of leadership to the electorate. . . . Both concepts were related to processes in society within the context of reciprocity." Although partici-

pants at the other workshops did not define the term governance , a number of participants thought the World Bank's definition and discussions of good governance were too narrow. Still, there was agreement in the meetings that African governments are deeply in need of governance reforms.

In the Namibia meeting, one participant was of the opinion that the argument that all of Africa has practiced bad governance "is not an accurate statement. . . . In reality, there are few Mobutu Sese Sekos. Most African governments have been in difficult situations and they have opted for the easy way out. Foreign governments did not insist on good governance, either. Even when policies failed, assistance kept coming. Only recently have donors been raising the governance issue, linking it to assistance in order to ensure that the economy and politics be liberalized. Increasingly, Africans are saying that such conditions should be tied to policy performance, but not to a particular blueprint for democracy. Africans should design their own approach to democracy, make a good-faith effort to govern well and to have programs work in an efficient manner, and strive for the development of a culture of democracy between the rulers and the ruled. . . . Perhaps improved governance will take hold before democracy. Africa is liberalizing, but it will take time, and one must be prepared to persevere for a long haul."

Participants identified the major reasons for poor governance and "bad" politics in African countries as the personalized nature of rule, the failure of the state to advance and protect human rights, the tendency of individuals to withdraw from politics, and the extreme centralization of power in the hands of few people. It was pointed out also that democracy in Africa has been badly hindered by the state's control of the economy; this has meant that the only way to get rich has been through political office, intensifying the problem of corruption, and inducing leaders to cling to political power. This has been disastrous for the economies in African countries. Thus, economic liberalization, empowering ordinary producers, may well be an aid to political democracy.

Furthermore, in most African countries, the small number of individuals with power have managed to erode any semblance of accountability, legitimacy, democracy, and justice, which has been a basis of considerable disappointment to the planners, economists and policy makers who want African governments to introduce a reasonable and collective attack on poverty, disease, illiteracy, and other challenges to development. In the deliberations, certain desperately needed elements of good governance were identified, including popular participation in governance, accountability and transparency, the elimination of corruption, the protection of freedom of information and human rights, and the decentralization and devolution of power.

POPULAR PARTICIPATION

Africans have acknowledged that development must be revamped by a democratic approach employing the energy and devotion of African people—who alone can make development sustainable. This recognition emerged from the Arusha Conference "Putting the People First" of February 1990, convened under the auspices of the United Nations Economic Commission for Africa and attended by over 500 delegations representing grass roots organizations, nongovernmental organizations, United Nations agencies, and governments. The African Charter for Popular Participation in Development and Transformation , which was adopted by the plenary, holds that the absence of democracy is a principal reason for the persistent development challenges facing Africa: 6

We affirm that nations cannot be built without the popular support and full participation of the people, nor can the economic crisis be resolved and the human and economic conditions improved without the full and effective contribution, creativity, and popular enthusiasm of the vast majority of the people. After all, it is to the people that the very benefits of development should and must accrue. We are convinced that neither can Africa's perpetual economic crisis be overcome, nor can a bright future for Africa and its people see the light of day unless the structures, pattern, and political context of the process of socioeconomic development are appropriately altered.

In the three workshops, the importance of popular participation in building democratic society likewise was underscored: "The significance of ordinary people having power is important in any society moving toward democracy. When one examines existing democratic societies, one realizes they have succeeded primarily because they have involved people to help make it work. . . . Also, they have empowered those engaged in democratic projects. In short, they have succeeded by giving voice to those who have been voiceless."

In discussions on the importance of popular participation in democracy, participants suggested distinguishing between "true" and "false" participation. "False participation," argued some participants, ''has been used by many African governments to project an appearance of support for government policies, but actually tends to promote the cult of personality and to stifle individual and local initiatives. As such, critics of the government either are intimidated or absorbed. "True participation,'' in contrast, "con-

stantly must seek to present the views of individuals from the grass roots level." It was noted that, in practice, true participation is difficult to maintain because the movement for participation can be "hijacked by opportunist politicians who use it to project themselves into influential positions." Although participants noted that external donors sometimes play an important role in empowering local communities, as in South Africa, they cautioned that the grass roots communities need to guard against falling into a culture of dependence: "Donors, too, may find themselves supporting the most articulate elements in African societies, who may be relatively wealthy and well educated, but not necessarily representative. Foreign nongovernmental organizations also tend to work with governments and may be used by them in order to promote government patronage.''

Furthermore, participants noted that the legal restrictions on participation remaining in some countries would have to be removed. For example, it was noted that "measures that require the registration of civic associations, such as trade unions or student movements, have been used by governments to dissolve associations on petty pretexts." But participants agreed that "ultimately, it is up to individuals to assert their right to participate, if necessary defying or circumventing official restrictions." Participants also went a step further, advocating that internal accountability be maintained within civic associations in order to ensure that spokespersons represent their constituents. It also was suggested that civic associations become institutionalized and begin to support one another. Explicit measures to this end have been taken in Zambia since the recent presidential elections. One participant also pointed out that nongovernmental organizations in Namibia were inculcating a sense of participatory democracy in their projects, including in the schools.

In discussing the relationship between participation and efficiency, the question of what is meant by efficiency was raised. Participants suggested that "a technocratic approach to efficiency takes political issues out of the hands of the people and stifles participation. One classic example of this approach has been the imposition of structural adjustment programs, under which the entire management of the economy is removed from the realm of participatory politics. If, on the other hand, the efficiency of the government is to be measured by its ability to meet the needs of its people, then a high level of participation can only promote this end." Supporting what the World Bank has called "consultation of the project beneficiaries," one participant asked whether "the economic reforms of 1986 in Tanzania couldn't have taken place differently if there had been broad-based public discussions in which the public was allowed to take part. . . . Discussions could have helped people to be prepared for the impact of reforms. . . . In this manner, perhaps the reforms even could have been softened.'' A number of participants further pondered whether government has the right to choose

policies that affect people's livelihood without consulting them. If efficiency is measured by the government's ability to meet the needs of its people, they suggest, then "the first task of government is to make sure citizens' lives improve on a daily basis, because if citizens do not see improvement, their enthusiasm for supporting government policies wanes."

There was overwhelming agreement among participants that poor governance has adversely affected the efficient use of economic and social resources for development in African countries. The misuse or diversion of assistance and domestic funds by corrupt officials, which was tolerated during the cold war to receive support in the international system, is being replaced by a new emphasis on good governance. In the past, said a number of participants, "aid appeared to be driven by certain political factors without a congruence of interests between givers and receivers." The trend with donor assistance is to channel money through nongovernmental organizations, other private voluntary organizations, and even the private sector rather than to governments. Among some participants, the assumption is that such groups can act as watchdogs, serving as the best deliverers of assistance; a number of participants did not agree, arguing that newly democratic governments should receive and channel such aid.

NEED FOR ACCOUNTABILITY AND TRANSPARENCY

In any society, holding citizens responsible for their actions, in public service and the private sector, is significant to ensure some level of accountability. With regard to public officials, participants pointed out that mechanisms must be devised to hold leaders responsible when they use public resources in ways that society considers unacceptable. To that end, they noted that any public accountability system should include periodic competition and a clear set of rules and expectations. Participants emphasized the notion that the principle of accountability, essential to democracy, requires exposing the truth, with stated and enforced consequences for violating the rules, without exception, even for those in power. The lack of accountability in Africa has led to the gross misuse of public resources. For example, single-party systems in Africa do not allow for much in the way of accountability. The effect has been rampant corruption and the deterioration of socioeconomic conditions—an indication that people in Africa were governed without being able to control their governors. One participant argued: "Besides financial and economic accountability, there is also a need for electoral accountability, for the right to recall representatives if they do not deliver on their promises and don't govern well."

International financial institutions and bilateral donors have addressed their expectations of both economic and financial accountability from African countries. The economic objectives of public accountability sought by

the World Bank, for example, include congruence between public policy and actual implementation and the efficient allocation and use of public resources. This not only requires systems of financial accountability, but also the capacity and willingness to monitor the overall economic performance of the government.

Another challenge discussed under the rubric of good governance was to achieve transparency in government transactions. In most African countries, participants noted that it is difficult to find functioning establishments in which government accounts, external procurement procedures, and central bank operations are discussed objectively: "In examining the way the economy is managed and the structure of relationships between government and society, there is need for greater transparency. The state must be deprivatized [from domination by the few] and a public arena must be created where there would be room for argument and discussions based on what is good for the entire society. Things should be argued in public terms so that everyone can participate on an equal basis." Thus, participants argued that transparent decision making might serve as a safeguard against corruption, waste, and the abuse of executive authority.

Several participants pointed out that government should not conceal information from its citizens. A number of suggestions were put forward by participants regarding the ways in which transparency might be achieved in Africa. These included freedom of the press, donors' insistence that governments make their ledgers and gazettes public knowledge, requiring declarations of assets from public officials, exposing and confronting corruption, and accountability from below. Some participants also raised the question of whether donors genuinely verify democratic conditions in recipient countries, such as Liberia and Kenya. In the case of Liberia, participants suggested U.S. assistance was given despite documented evidence of widespread human rights violations and the inability to implement fiscal accountability because of domestic fighting between indigenous factions. With regard to Kenya, participants pointed out the inconsistency in application of the good government policy advocated by the British, compared with other bilateral donors. Despite Daniel arap Moi's initial reluctance to yield to the demands for multiparty politics, Kenya received substantial British investment and was defended by both Foreign Minister Douglas Hurd and Aid Minister Lynda Chalker as having a good human rights record. One participant argued, "Perhaps democracy is being used as a legitimation of intervention. . . . There is a need for transparency in the advice donors give to African governments. When projects [that have been agreed on behind closed doors] fail, the onus is put on African governments." Most participants were of the opinion that this practice was unjustified, especially because the public officials representing African governments in such negotiations often lack credibility and legitimacy.

In this regard, it was suggested that donors also need to apply governance reforms to the way they conduct business. One participant stated, "Having worked for several aid agencies, I will add that the donors need to undertake governance reforms. I hope that the progressive and democratic forces in Africa both during and after the transition will demand those reforms of the donors. For example, demand the publication of confidential reports of the World Bank and International Monetary Fund. . . . They are confidential only in lessening the level of accountability of these agencies to populations and opposition. . . . I think there should be much more transparency in the policy-making process, especially during structural adjustment negotiations. . . . That lack of transparency has satisfied only the donors and the governments, and it will be interesting to see, after the transition, whether newly democratic governments will open up this process to the press, and I think they should, because it will much improve the structural adjustment process." In short, participants demanded more openness regarding the dialogue and agreements reached between African governments and the donor community.

The issue of corruption was identified as posing a profound threat to all systems of government. In most African countries, corruption constitutes an important means by which individual wants and needs, especially in patronage-ridden personal regimes, can be satisfied. Although corruption is a general problem for all governments, governments of developing countries tend to exhibit the problem in a particularly noteworthy way. In countries such as Nigeria, Ghana, Sierra Leone, Zaire, and the Central African Republic, corruption is so extensive that it is viewed as a way of life. Making or receiving bribes in most African countries is considered a practical tactic to look after one's needs and interests, achieving incomes and security far greater than provided by one's monthly salary. Because of an absence of effective structures with autonomy and strength to check corruption, the governing elites of most African countries have engaged in high and sometimes egregious levels of corruption, increasingly diverting state resources for personal gain. In Zaire, for example, one participant mentioned that corruption has been termed a structural fact, with as much as 60 percent of the annual budget misappropriated by the governing elite.

Foreign aid, noted the participants, although designed to contribute to development, also has served as an alternative source of wealth for corrupt elites. One commented: "While many African leaders have become rent-seeking and corrupt, there is a corruptor and a corruptee." A number of participants pointed out how some of those providing assistance collude with corrupt leaders, promoting the syndrome of capital flight. They then

suggested that donors cease dealing with leaders who have amassed extraordinary fortunes by transferring their country's foreign exchange into private accounts overseas. It was also pointed out that, to the extent that government has been immersed in patron-client relations and in cases in which state office is granted as a means to amass personal wealth, corruption has increased in scale and proportion.

One significant suggestion advanced by participants in both the Benin and Namibia workshops was that public monies siphoned off by corrupt leaders and public officials and deposited in the West must be returned. They made a plea for donors to suggest steps that African countries could take that might help retrieve the stolen money deposited in foreign accounts by these public officials. One participant stated, "Stolen monies do not belong to the few individuals who perpetrated the thefts. . . . The people of African countries were robbed. If donors were to try to help get this money back, it maybe would contribute to democracy and democratization." As an example that repatriation is possible, one of the Zambian participants stated that Zambians had been assured by British Prime Minister John Major that such public funds deposited in the United Kingdom would be returned.

Although participants acknowledged that corruption in Africa emanated from the lack of democracy and accountability, they emphasized that corruption is not unique to Africa and also may be found in liberal democratic systems. Consequently, they were of the opinion that the real issue is the absence of institutions capable of tackling corruption. As one participant argued, "With regard to corruption and stolen money, my own advice is to let sleeping dogs lie and engage ourselves more in how to create institutions that will help make a repeat performance impossible. . . . I also think we can suggest to donors that we want a change in the form in which aid comes. For example, donors no longer should give direct monetary aid, because this can be misutilized, but could provide assistance in other ways that would ensure it is effectively utilized."

Although the discussions on corruption revolved primarily around the return of stolen money, there was general agreement that it will be difficult to achieve democracy without eradicating corruption and establishing effective measures to ensure some level of accountability and transparency in African countries.

FREEDOM OF INFORMATION AND HUMAN RIGHTS

The protection of freedom of information and human rights was identified as a means of bringing about improved governance. One person observed: "The media play a critical role in the maintenance of democracy by providing a bridge between all of the different elements in society." Participants noted how in Africa the media is "often overlooked, yet could

provide links among African countries, which at present are too isolated from one another." It was noted that there are nonetheless severe obstacles to their performance of this role. For example, it was stated that almost everywhere in Africa "radio and television are under direct government control. Radio is often particularly important in rural areas, and among people not literate in European languages, whereas newspapers are expensive to run and can be subject to government censorship or indirect pressures over matters such as the supply of newsprint. In countries like Mozambique, the media were assigned a political role as agents of mobilization. In South Africa, although restrictions have been eased, newspapers still retain a high degree of self-censorship."

Participants strongly believed that the media should be free from state control and entrusted to professional journalists who, in areas such as Nigeria and southern Africa, have maintained a courageous commitment to press freedom. It was acknowledged, however, that professional training is needed for journalists, especially in countries whose press has been under state control. One participant called for African journalists to train younger colleagues, organize themselves into associations and trade unions, and to sponsor conferences around the issue of the press and democracy. These steps, he offered, "could contribute to the emergence of a free and independent press in Africa, with persistent reporting in turn contributing to improved governance." Another specific suggestion was for journalists to "move away from lavishly reporting the activities of heads of state to eliciting the help of civic associations in gaining access to alternative news sources, especially in order to penetrate rural areas."

While supporting privatization of the media, participants recognized a danger that, in places such as South Africa, this might concentrate ownership in the hands of the wealthy: "A dispersed and variegated press is needed, including a local press, so that readers can vote with their money against inadequate reporting." A number of participants recommended that, in the interim, state-controlled media should provide equal opportunities of access. It also was pointed out that reforms of press laws will be required in a number of countries. Some participants advocated that a code of ethics for the press be instituted simultaneously with such new laws.

As one participant illustrated, "ultimately, freedom of the press reflects the freedom of society itself. In countries such as Swaziland and Zambia, the refusal of the press to be coopted was a major factor contributing to an open society." Another participant expressed this notion somewhat differently, "I am amazed that the example of the lively free press in Nigeria hasn't been duplicated elsewhere in Africa. In Nigeria, there are over 50 newspapers and lots of magazines, with many of them in local languages and dialects. Generally, the more press there is, the greater the difficulty government has in suppressing it." Freedom of the press is a central area in

the whole field of human rights that, participants maintained, needs constant monitoring. Participants indicated that regular indigenous institutions for monitoring should be established, although assistance from international civil society also could be very supportive, ideas that will be discussed further in the next chapter. The use of alternative media, such as drama, news murals, and posters to educate people about rights was also recommended.

DECENTRALIZATION AND DEVOLUTION OF POWER

Political autonomy and policy participation for local communities and ethnic groups in society are significant factors of government legitimacy. Participants noted that, in politically fragmented countries, decentralization might allow the various political, religious, ethnic, or tribal groups greater representation in development decision making, thereby increasing their stake in maintaining political stability. One participant convincingly argued, "With reference to decentralization, I would simply like to say that we have to look at things from the point of view of democratic society. . . . Are we going to tolerate diversity? . . . If it's a dialogue among peers, then we can't concentrate the political and economic power in the hands of just a few people. . . . I think we have to tolerate this diversity, and political and economic decentralization should be admitted as having the right to exist. . . . We do not have to try to achieve uniformity because it is perhaps not the best thing. I think that decentralization of power is not bad. . . . It will, of course mean that there is a limitation on the centralization of power in both the political and economic fields."

There was clear agreement that centralization and personalization of power by rulers has been a major obstacle to democracy in African countries: "Africa's problem is unequivocally and fundamentally political. . . . Political centralization has led to economic centralization, which has led to economic crisis. . . . Institutionally, because most African countries are overly centralized, there needs to be both horizontal and vertical decentralization of power."

One specific suggestion was to decentralize politics first so that the legislative and judicial branches of power could become independent and their powers strengthened, in order to act as a check on the powers of the executive. Participants further pointed out that the power and authority of most African heads of state blatantly override the powers of the legislature and the judiciary. In other words, because of the personalization of power by the rulers, an enormous gap exists between the rulers and the people. In some African countries, constitutions and other laws have been revised to give rulers the right to exercise exceptional powers. For example, in Sierra Leone and Kenya, constitutional amendments and statutory provisions have

allowed the presidents to exercise emergency powers anywhere in the country at any time. Most participants believed that, in the future, it would be necessary to limit the excessive concentration of power in the hands of the executive in order to ensure some level of accountability through the other branches of government.

There was a clear sense that the role of the centralized state must be limited. As one person suggested: "Local government must be allowed to work. . . . The state's monopoly control must be broken down. . . . The formal structures in the state are highly centralized, whatever way you look at it. This is the problem as far as the issue of centralization is concerned." Another suggestion was for a reexamination of state-societal relations in the context of decentralization as it relates to democratization. One participant advocated that the state communicate with societal elements, such as clans and tribes, and not just with one ethnic group in society: "Decentralization can absorb ethnic issues at the middle level; groups have something they can control at their level. . . . Decentralization will be territorial and ethnic based." "But minorities will have to be protected, if they live, for example, in the 'wrong' area," argued one participant. Another participant, however, cautioned that decentralization should not be allowed to result in the replacement of authentic, grass roots leaders with party members. In short, the participants agreed that decentralization could be useful in encouraging local autonomy, strengthening civil society at the grass roots level in both rural and urban areas, and providing ways for women to participate in issues of immediate local concern to them.

The discussions on decentralization also focused on the devolution of power. One participant argued that "decentralization has been cloaked in rhetoric without devolution, resulting in the further illegitimacy of the state and the weakness of civil society. As African states became increasingly incapable of delivering [on their economic and political promises], associational life emerged at the local level. This often took the form of a shadow state, where people organized themselves to provide basic services that, in their communities, had been ignored by the state. In this bubbling up process, these groups would then try to extract necessities from the state in order to provide services. Civil society, therefore, emerges in this form to meet basic human needs at the local level, not resulting from macro-level concerns. If there is to be an efficient link between state and society, with effective articulation by associations, then local government, in the form of devolution, would be most appropriate. In this way, devolution could provide the missing link between the center and periphery in rural areas. Yet autonomous local governments hold out important prospects, not only in rural areas, but also in urbanized areas, such as those in South Africa."

Some participants, however, expressed caveats in the discussions about decentralization: "As far as decentralization is concerned, it can be a little

dangerous, because the more we try to decentralize, the more we come up against certain community realities that may dismantle or destroy the greater community. . . . In such situations, there is an inordinate amount of stress on certain ethnic communities or characteristics. This may not always be optimal, as far as the Africa of tomorrow is concerned. . . . But, if we are aware of these dangers, I think we can overcome them."

Another participant suggested that societies with diverse ethnic groups centralize power primarily because that has been the easy and cheapest way out of anticipated problems. He maintained, "When we talk of decentralization, I can tell you that I participated in a number of discussions in my country in which the people of certain regions said they were opposed to decentralization because they were the rich sections of the community and they had the mineral resources. Therefore, they argued, they should have more money and their incomes should be bigger than the other areas, as they supply the resources. Consequently, if centralization were developed in some areas, it was because it was the cheapest way out. . . . Democracy, of course, calls for money and for financing."

MODES OF REPRESENTATION

The issue of modes of representation in African countries also was a topic of discussion in the three workshops. Many participants argued that federalism might be the best known mechanism, although not the only method, of giving autonomy to different societal groups, thereby accommodating what participants termed the "ethnic variable." There was some support for regionalism, in the form of a unitary state with some federal character. Yet the difficulty in coming to any clear agreement concerning representation was illustrated by one participant, who asked, "On what does one base federalism? If one resorts to ethnic groups, which primarily are territorially based, then people worry about ethnicity. They see that disputes can lead to intergroup conflicts when groups live in proximity, such as is the case in Lebanon. If groups live in the periphery, it can lead to separatism. . . . If groups are interspersed, then violent conflict can emerge, as it has in the Balkans and in Nagorno-Karabakh. There are no simple solutions."

Another participant further argued, "Regarding the devolution of authority in the form of a federal or regional state, I see a problem with the concept of a federal state dividing the country into local governments that have absolute sovereignty over their units. Can a country, like Ethiopia, staff about 15 different governments? Moreover, I fear that tribal and ethnic problems could emerge, perhaps leading to disintegration, as in Yugoslavia. Therefore, maybe a regional state organized along economic units might make more sense."

Another participant from South Africa expressed similar cynicism: "In

talking about regionalism and federalism, is one trying to weaken the central government in order to recognize ethnicity, or in order to ensure that a future, majority-controlled government won't be able to function?" Yet another participant who is engaged in the negotiation process of the Convention for a Democratic South Africa expressed further reservations with the "federal option as it is being used by white South Africans to divide and concentrate power without question. For us, the redistribution of power and resources is essential. Blacks have had to stand up as South Africans who have been victims of apartheid. Is it necessary to recognize ethnicity in order to move to democracy, as in Ethiopia, or should we not keep our South African unity? Whereas the South African government is pushing for the constitutional entrenchment of ethnicity, the African National Congress believes that to be the Soviet model, which it cannot accept. I agree that regional concerns should exist, as should regional governments, but the state should be given central powers to allow it to function effectively and to redistribute resources where needed. To this end, I doubt that the efforts under way in Nigeria would be an option for South Africa."

The question of what kind of future constituencies might be more productive for African countries produced various reactions from participants. Some argued that smaller units might be more manageable, as more people would be involved and ethnic divisions would be minimized, because, in the latter case, the larger ethnic groups would be broken down into smaller states. Others argued that regional representation with bigger followings offers enormous possibilities to help smaller states.

A few participants, however, advocated representation based on something more than territorial constituencies. This view was well argued by one participant: "Initially, representation was territorially based, which is the basic system almost everywhere. But, in Eastern Europe, as in Africa, it has been argued that territorial representation isn't enough. One also needs functional representation, perhaps through an electoral college, where individuals would represent functional groups. In the French Fourth Republic, for example, this took the form of an economic and social council." Another participant pointed out that Namibia was undertaking to "capture with representation the influence of traditional rulers in rural areas," by incorporating functional representation into government through the establishment of a second House. The crucial point to be made is that, democracy must always be prepared to recognize differences among groups of people, but whether these should be institutionalized within a federal system is something that may legitimately vary from state to state. A nonfederal Nigeria, for example, is barely conceivable, but federal systems in other states may carry different implications. If federalism is to work, there must be a real commitment to the center, as well as to the individual units. As the former

Soviet Union and Yugoslavia demonstrate, federalism does not provide a means of keeping together peoples who don't want to stay together anyhow.

Despite the overwhelming acknowledgment that effective systems of governance are needed in African countries, participants were unsure of how African countries could proceed to create new models of governance in a climate of decline and economic stagnation. To this end, there was a strong sense among participants that donors need to address the linkages between the economic and political reforms they suggest to African countries, particularly in relation to their compatibility and sequencing. Participants noted how economic reforms have caused deep despair, unemployment, and malnutrition and have not been as successful as was originally hoped. In this context, it also was noted that many African governments have become more, not less, authoritarian since they accepted such conditionalities on economic assistance. The government of Ghana, for example, ''was able to carry out its reforms because it used force.'' In the future, participants thought that, before imposing conditions, donors should encourage discussions and seek consensus through dialogue with African countries.

The global movement toward democracy, spurred in part by the ending of the cold war, has created opportunities for democratization not only in Europe and the former Soviet Union, but also in Africa.

This book is based on workshops held in Benin, Ethiopia, and Namibia to better understand the dynamics of contemporary democratic movements in Africa. Key issues in the democratization process range from its institutional and political requirements to specific problems such as ethnic conflict, corruption, and role of donors in promoting democracy.

By focusing on the opinion and views of African intellectuals, academics, writers, and political activists and observers, the book provides a unique perspective regarding the dynamics and problems of democratization in Africa.

Furthermore, democracy lets people have equal rights. This ensures that equality prevails all over the country. Subsequently, it also gives them duties. These duties make them better citizens and are also important for their overall development.

Most importantly, in a democracy, the people form the government. So, this selection of the government by the citizens gives everyone a chance to work for their country. It allows the law to prevail efficiently as the rules are made by people whom they have selected.

In addition, democracy allows people of various religions and cultures to exist peacefully. It makes them live in harmony with one another. People of democracy are more tolerant and accepting of each other’s differences. This is very important for any country to be happy and prosper.

India is known to be the largest democracy all over the world. After the rule of the British ended in 1947 , India adopted democracy. In India, all the citizens who are above the age of 18 get the right to vote. It does not discriminate on the basis of caste, creed, gender, color, or more.

Although India is the largest democracy it still has a long way to go. The country faces a lot of problems which do not let it efficiently function as a democracy. The caste system is still prevalent which hampers with the socialist principle of democracy. Moreover, communalism is also on the rise. This interferes with the secular aspect of the country. All these differences need to be set aside to ensure the happiness and prosperity of the citizens.

In short, democracy in India is still better than that in most of the countries. Nonetheless, there is a lot of room for improvement which we must focus on. The government must implement stringent laws to ensure no discrimination takes place. In addition, awareness programs must be held to make citizens aware of their rights and duties.

With over 4 billion citizens in some 65 countries participating in an election in 2024, the year is being heralded as a historic period – and test – for democracy . In a winter quarter course at Stanford, students examined another important time for self-government: the fifth century BCE, when democracy first emerged.

Each week, Stanford political scientist and classicist Josiah Ober conjured what political life was like in the Greek city-state of Athens to the mix of undergraduate, graduate, and postdoctoral students taking POLISCI 231A: Democracy Ancient and Modern: From Politics to Political Theory . Ober drew on texts by contemporary Greek historians and political theorists who focus on ancient democracy to explore with students some of the issues ancient Athenians grappled with as they put self-government into practice.

For Ober, who has studied ancient and modern political thought for over four decades, ancient Athens makes for an interesting case study for students and scholars to examine how democracy functions and the different forms this mode of government can take.

“It gives you these possibilities of the different ways democracy could be done,” said Ober, the Markos & Eleni Kounalakis Chair in Honor of Constantine Mitsotakis in the School of Humanities and Sciences . “History gives you some advantages to test a political theory and find out if it could possibly work.”

Other ways to do democracy

In running their democracy, ancient Athenians did many things differently that students considered closely throughout the course.

For one, the political life of its citizens was incredibly active.

Unlike the American system of representative democracy, where citizens vote for elected officials to represent their concerns in government, rule in Ancient Greece was direct: Participation was not a choice but a civic duty.

For ancient Athenians, being political was intertwined with leading an ethical life: Being part of a well-run society was seen as essential to human flourishing.

As Ober explained, by the time an Athenian citizen was 30 years old, it was highly likely they had already participated in the Assembly – the governing body where 5,000 or 6,000 citizens regularly met to vote on important issues of the day – or even served on the Council, a group of 500 citizens randomly chosen by lottery to serve 10-month terms to help set the Assembly’s agenda (ancient Athenians frequently drew on lotteries to distribute civic responsibilities among its citizens; in the U.S., they are scarcely used – the only thing close is jury duty).

For Athenian citizens, knowing they would be called upon to deal with difficult issues and decisions – like whether to go to war – had a profound effect on the way they related with the world around them.

“The way in which Athenians conducted their lives was highly influenced by the fact that they were going to have some real responsibility for their community,” Ober said. “When an Athenian went to the Assembly and voted for war, he was sending himself to war.”

At the heart of the Assembly’s decision-making process was the “demos” – the Greek word for people – and the “kratos” – the Greek word for rule (the etymological root of democracy comes from these two words).

In a class seminar devoted to deliberation, Ober described how the citizen Assembly made decisions and how those decisions represented the will of the demos, the collective judgment of the people about the best available course of action. The class then discussed some of the tensions that arise when conceptualizing a large, diverse population as a monolithic entity.

They also debated questions about accountability. If the decisions made by the Assembly were that of the demos, did that mean that individuals were no longer responsible for the decisions they contributed to making? Which raised another question: What does a democracy look like when officials are accountable to the people, but “the people” are accountable to no one?

Tackling complex questions like these – which are political, philosophical, and practical in nature – formed the basis of many of the students’ discussions.

For Michael Thomas, a second-year PhD student who took the course, examining how the ancient Greeks approached civic engagement and education has made him think about what could happen if American society did something similar.

“We ask ourselves a lot about how to do democratic education and a great deal of it for the Greeks was by doing, such as governing through the Assembly and holding office,” Thomas said. “I think people would feel more committed to democracy if they experienced it in their own lives through participating in collective action.”

Learning from limitations

But not everyone in ancient Athens was able to participate in political life.

Excluded from the franchise were women and slaves – not too dissimilar to the limitations America’s Founding Fathers set when they wrote the Declaration of Independence, Constitution, and the Bill of Rights in the late 18th century.

For political science major Cameron Adams, ’24, learning how Athenians restricted democratic participation has helped them better understand barriers in American democracy.

“We modeled our democracy after Athenian democracy, which was flawed, so it makes sense that our system is flawed,” said Adams, who took two of the courses Ober taught in winter quarter.

Even with a series of reforms in the 20th century that expanded and protected U.S. voting rights to include women and people of color, there are still groups of Americans today who are ineligible to participate in an election. For example, people with a criminal conviction may be blocked from voting in their state. People have also become disenfranchised by being forced to face long wait times at polling stations or not being provided enough places to vote .

While learning how ancient Athenians grappled with who was and was not able to participate in democratic life, Adams considered contemporary problems like these. One essay Adams read that they found particularly relevant examined the ways in which women and slaves in ancient Athens found ways to speak out against the injustices they faced.

“It illuminates that democracy isn’t something that is inherent or is going to be given to you,” Adams said. “It’s something that you need to work at.”

The Permanent Counterrevolution

“Does fascism intend to restore state authority or subvert it? Is it order or disorder? Can you be conservatives and subversives at the same time?” Six months before the March on Rome in October 1922, when Benito Mussolini was the head of the Fascist Party and its decentralized militia movement, he isolated the contradictions at the heart of fascism that remain fundamental to authoritarianism today.

During his 21 years in power, 18 of them as dictator, Il Duce framed fascism as a revolution of reaction against the left, against liberal democracy, and against any group that threatened the survival of white Christian civilization. Carrying out a violent destabilization of society in the name of a return to social order and national tradition, fascism pioneered the autocratic formula in use today of disenfranchising and repressing the many to allow the few to exploit the workforce, women’s bodies, the environment, and the economy.

Trumpism is in this tradition. It started in 2015 as a movement fueled by conservative alarm and white rural rage at a multiracial and progressive America. It continued as an authoritarian presidency envisioned as “a shock to the system” that unleashed waves of hate crimes against nonwhites and non-Christians. It culminated in the January 6 assault on the Capitol, which was a counterrevolutionary operation in the spirit of fascism. Its goal in deploying violence was not just to keep Donald Trump in office, but to prevent the representatives of social and racial progress from taking power.

PROJECT 2025 AS COUNTERREVOLUTION

The fascists believed that you have to destroy to create, and this is what a second Trump administration would do. Project 2025 is a plan for an authoritarian takeover of the United States that goes by a deceptively neutral name. It preserves Trumpism’s original radical intent in its goals to “[d]ismantle the administrative state” and “decentralize and privatize as much as possible,” allowing the American people to “live freely.” “[T]he Trump administration, with the best of intentions, simply got a slow start,” Heritage Foundation head Kevin Roberts told The New York Times in January. “And Heritage and our allies in Project 2025 believe that must never be repeated.” The solution to this “slow start”—code for the restraints imposed by operating in a democracy—is counterrevolution.

The plan promises the abolition of the Department of Education and other federal agencies. The intent here is to destroy the legal and governance cultures of liberal democracy and create new bureaucratic structures, staffed by new politically vetted cadres, to support autocratic rule. So new agencies could appear to manage parents’ and family rights, Christian affairs, and other pillars of the new order. The Department of Health and Human Services is poised to have a central role in governance, given the priorities Trumpism places on policing sexuality, weaponizing motherhood, persecuting transgender people and LGBTQ communities, and criminalizing abortion.

During Trump’s presidency, far-right Roman Catholic attorney Roger Severino headed the Office of Civil Rights in the Department of Health and Human Services, transforming it into an office that prioritized the protection of the rights of white Christians and the “natural family.” During his tenure, the department banned the use of the words “fetus” and “transgender” in government communications and made other moves long embraced by evangelical Christians and their far-right allies in politics. In the future, this office could be elevated into an autonomous entity. Appropriating civil rights for white Christians furthers the Trumpist goal of delegitimizing the cause of racial equality while also making Christian nationalism a core value of domestic policy. Doing away with the separation of church and state is the goal of many architects of Trumpism, from Project 2025 contributor Russ Vought to far-right proselytizer Michael Flynn, who uses the idea of “spiritual war” as counterrevolutionary fuel.

Even if the Department of Education is abolished, some other entity would appear to take its place, since it is unlikely that the task of undoing liberal democratic models of pedagogy would be left entirely to individual states. Not everyone will be able to homeschool their children—the preferred extremist option , since it removes children from exposure to the multifaith and multiracial environments of public schools. It is not so far-fetched to imagine the special Bible Trump has been hawking , which includes the Constitution, the Declaration of Independence, and the Pledge of Allegiance, as a required text in a Christian nationalist curriculum.

Mussolini kicked off his counterrevolutionary police state in the 1920s with new “public security” laws that justified the arrest of anyone deemed a security threat—meaning anyone who opposed fascism from a liberal democratic or leftist point of view. Trump’s assertion a century later that “people within our country” pose “the greatest threat” to the United States, and his desire to “root [them] out,” could translate into counterterror and counterinsurgency operations. These would require a recasting or expansion of existing federal and state security agencies—for example, if the National Guard is federalized or the promised mass deportations of undocumented immigrants come into being.

The counterrevolution will be televised. Given Trump’s repeated threats to carry out “retribution” against his enemies, expect prompt and showy announcements of trials and investigations of the political opposition, members of the January 6 Select Committee, and anyone who sought to hold him accountable. “He’ll start throwing people in jail, and I’d be at the top of the list,” said Gen. Mark Milley, former chairman of the Joint Chiefs of Staff—a man not given to hyperbole, who understands how autocrats operate.

THE LEADER CULT AND PERSONALIST RULE

Authoritarianism is a political system in which the executive branch of government is able to exercise disproportionate or total power over the legislature and the judiciary. This gives the leader the ability to minimize or abolish restrictions on his behavior and also avoid accountability for his corrupt and violent actions. Maintaining that culture of impunity is why strongmen go after the press, prosecutors, opposition politicians, and judges, all of whom can expose their crimes or send them to jail, and why their personality cults present them as victims of “witch hunts” meant to stop them from saving the nation. Project 2025 takes an openly autocratic stance in asserting an “existential need for aggressive use of the vast powers of the executive branch” in America, as though the nation would fail if the democratic system, which is built on checks to presidential authority, were to continue.

Trump has worked hard since 2015 to condition the public to see the strongman brand of leadership as the only choice for America. To that end, he has repeatedly sung the praises of authoritarians around the world. Hungarian Prime Minister Viktor Orbán is a muse of Trump, the GOP, and the Heritage Foundation for his success at a brand of authoritarian governance that Trump’s first administration introduced to America and his second administration would seek to consolidate: personalist rule.

Personalist leaders organize government institutions around their self-preservation. Their private interests and needs shape party politics, legislative action, and national policy, just as their relationships with foreign autocrats influence foreign affairs. Prime Minister Silvio Berlusconi, who served as the translator of Vladimir Putin’s views and desires in Europe for a decade, was able to personalize Italy’s foreign policy. He excluded Italian diplomats from meetings with Putin, allowing only his private translator-envoy, Valentino Valentini, to be present. An Italian parliamentary investigation later revealed that Berlusconi would have received a kickback from the profits of a planned Italy-and-Russia-built South Stream pipeline.

Trump holds a similarly proprietary vision of governance, which is why classified national security documents ended up in the bathroom of his private residence in Florida. Like most autocrats, Trump sees holding public office as a means of personal enrichment. That is why he spent one-third of his time between 2017 and the end of 2019 visiting Trump-branded properties. Such self-dealing would likely expand massively in a second administration, given his boasts on the campaign trail about receiving more than $7 million from China and other foreign governments for “doing services” while he was president.

THE INNER SANCTUM AND THE PARTY

A staple of authoritarian governance is the inner sanctum: a small circle of insiders, who often include sons-in-law and other relatives, who keep the leader’s secrets, conspire in his corruption, and prevent any criticism from reaching his ears. This informal cabinet often includes people the leader has known for years. Putin’s inner circle includes people he has known since his St. Petersburg days. Berlusconi’s was helmed by Marcello Dell’Utri, a senator in his party who was in charge of his advertising firm, Publitalia, and served as his liaison to Opus Dei and to the Mafia.

Trump’s inner sanctum included Ivanka Trump and Jared Kushner, who had offices in the White House and earned up to $640 million in outside income during Trump’s presidency. In a future administration, fewer federal agencies would mean a smaller presidential Cabinet of congressionally confirmed officials and a larger role for die-hard loyalists. Extremists whom Trump pardoned in 2020 and 2021 for their crimes on his behalf, from Flynn to Steve Bannon, could return to positions of influence, as the guides of the counterrevolution for secular and religious constituencies. Some MAGA loyalists are already auditioning for Cabinet jobs. Richard Grenell, who is visiting foreign leaders as Trump’s “envoy,” has advised clients in Iran and China and has close ties to pro-Orbán circles in Hungary—his PR firm worked for a Hungarian government–funded nonprofit (a fact he failed to disclose while serving as Trump’s acting director of national intelligence).

For the personalist ruler , the party exists to defend, avenge, and enrich him. The GOP has filled these roles in conspiring to help Trump overthrow the government, and in elevating Trump’s personal legal and financial struggles to the forefront of party business. So it should be no surprise that daughter-in-law Lara Trump has been tasked with optimizing the Republican National Committee for the ends of personalist rule. The RNC has long been a Trump tool: It continued to pay Trump’s legal expenses long after he left office. Now Lara Trump has vowed that “every single penny” of RNC money will be spent on getting her father-in-law back into office. Soon the RNC could well become Trump’s private bank, bereft of any political purpose, and then its transformation into an autocratic instrument will be complete.

THE CIVIL SERVICE

Every counterrevolution needs disciplined cadres. Project 2025 is readying a civilian army of bureaucrats to transform U.S. government. During Mussolini’s regime, policymakers and ideologues debated how to form a new political elite inculcated with fascist values. Orbán has his Mathias Corvinus Collegium Brussels, founded in 2022 to train far-right thinkers and managers for Hungary and Europe. Trumpism has its little-known Presidential Administration Academy, which aims to groom “Political Appointees to Be Ready on Day One”—when the cascade of counterrevolutionary executive orders will presumably commence. The academy’s civil servant training is in “Conservative Governance,” but the intent of vanquishing the ideal of an apolitical civil service and jump-starting the counterrevolution by firing thousands of nonloyalists hews to the history of fascism.

Trump’s presidency provides precedent for the many ways to drive civil servants out. Creating hostile workplaces for critics, and hiring scores of zealots and bullies—Sean Lawler, Trump’s chief of protocol, carried a horsewhip around to intimidate co-workers—Trumpism achieved a passive purge that saw over 79,000 civil servants retire or leave their jobs in his first nine months. In 2018, retired Ambassador Nancy McEldowney compared this process to a “hostile takeover and occupation.” In 2024, it looks like a rehearsal for a counterrevolutionary cleanse of anyone still attached to liberal democratic ethics and norms.

Americans may believe that all this sounds fantastical. Yet the strongman’s special talent is to bring the unthinkable into being. People around the world and throughout history have been caught by surprise at their methods and the scale at which they operate. Bannon, Roberts, Stephen Miller, and other American incarnations of fascism are convinced that counterrevolution leading to autocracy is the only path to political survival for the far right, given the unpopularity of their positions (especially on abortion) and their leader’s boatload of legal troubles. This is why Project 2025 declares that that there is an “existential need” to make “aggressive” use of executive power. The alternative could be defeat.

Mussolini understood that situation well. In 1923, when he was still prime minister of a democracy, he mused about the problem of having one’s destiny decided by the whims of an electorate. “Consent is as changeable as the sands of the seashore,” he wrote, noting there was only one way to deal with “discontented people” who might vote you out: “You prevent it by means of force; by surrounding the mass with force; by employing this force without pity when it is necessary to do so.” Less than two years later, Il Duce announced the start of dictatorship in Italy, ending the right of the population to express its political will.

From the noisy crowds with MAGA hats that fill Trump’s rallies to the quiet fanatics in suits such as Miller and Roberts to a party leader who announces he will act as a dictator on “day one” of his administration, Trumpism is what fascism looks like in twenty-first-century America. If Trump returns to the White House, get ready for a new round of “shocks to the system.” Authoritarians often tell us what they are going to do, and Trump, the GOP, and the political operators of Project 2025 are open about their plans to occupy power and carry out a counterrevolution designed to keep them there indefinitely.

Re “ Trump Knows Dominance Wins ,” by M. Steven Fish (Opinion guest essay, May 7):

It used to be that the two parties disparaged each other for three months out of four years during election time. After that, they went back to hammering out helpful policies with civility, despite their different interests and philosophies. Governance worked, and democracy worked.

Over the last 30 years one party gradually stopped caucusing and stopped making policy and instead kept testing the effectiveness of words of disparagement within the world of talk radio while cynically pandering to the pain of a large segment of Americans.

That accelerated when a man who can stuff more slurs and smears into one sentence than a sausage maker can stuff meat in the sausage took over the leadership of his party with his genius for smearing his opponents.

People need to write his sentences down one by one to see the ugliness in each one. His followers love him because they think that his ugly words mean that he cares about them and is fighting for their welfare.

We are close to electing a would-be tyrant for the presidency 250 years after we revolted against a British monarchy — a tyrant who would persecute his opponents and abolish free elections with a “heads I win, tails you lose” philosophy.

Let’s stop talking about “democracy” and start talking about “tyranny.”

Re “ Wall Street Warms Up to Trump ” (Business, May 16):

I have rarely been as disgusted after reading a New York Times article as I was reading this one. The fact that these Wall Street Daddy Warbucks types are willing to put our democracy at risk by supporting a presidential candidate who has made his autocratic intentions quite clear, apparently believing that they can make even more profits under a second Donald Trump presidency, illustrates nothing if not their shortsightedness.

Aren’t these supposed to be the smartest guys in the room? Haven’t they read the research showing that democracy has a positive effect on per capita gross domestic product ? How can they not see that the authoritarianism, amorality, cronyism and corruption of a second Trump presidency would weaken the systems in which they currently thrive, and would jeopardize their businesses as a result?

Think twice, Wall Street titans. Putting our democracy in further peril for your perceived financial gain risks losing both.

While I am heartened by Mr. Kristof’s good news on things like reducing poverty, improving health, etc., his belief that America’s “dynamism and inner strength” can survive a second Donald Trump presidency, despite “four years of national misrule, chaos and subversion of democracy,” is naïve to me.

Four years of a president bent on destroying the environment would render all positive advances meaningless if we no longer have a planet healthy enough to sustain us. Mr. Trump is a clear and present danger to all.

I loved how Bianca Giaever was offering help to strangers in New York City, and I actually do something similar in L.A. I, too, want to help people, but I have a different approach.

Humor has always been my go-to, and when Donald Trump was president I decided I needed to do something. I came up with a therapy booth like Lucy’s in the Peanuts comics. Only mine was dealing with Trump-Induced Anxiety, “TheraTrumpy,” as I called it.

It was a big hit then, and I decided that I would bring it back by popular demand and see if I could help people deal with this current nightmare through laughter and intelligent conversation. Besides getting people to smile or laugh, I also suggest breathing, meditation, not watching so much news and a doll with orange hair that people can shake to vent.

I feel that I’m doing L.A. a great service.

Re “ At Alito’s Home, a ‘Stop the Steal’ Symbol Flew ” (front page, May 17):

Justice Samuel Alito’s blame-the-wife defense for flying a “Stop the Steal” symbol at his home shows contempt for the American people, our democratic processes and the integrity of the court on which he serves.

In recent years, my own house has displayed a “Justice for George Floyd” banner, an improvised Ukrainian flag and each December a “Bah Humbug” sign. In every case, my husband and I consulted before it went up.

Could a man with both the power and the clear inclination to shape American lives not have managed at least a “Hon, maybe not a great look”?

When I was growing up, I was taught that hanging an American flag upside down was disrespectful. Apparently now, hanging the American flag upside down is a symbol of approving of Donald Trump.

To me, it is a symbol of the world being turned upside down, where politically wrong is right, insurrection is patriotic and morals have been turned on their head.

Re “ Biden and Trump Agree to Debate Twice in Summer ” (front page, May 16):

I hope that CNN and ABC will do everything conceivable to rein in theatrics and encourage a substantive and civilized discourse by establishing ground rules for the upcoming presidential debates. Several possibilities come to mind:

1) Any candidate who interrupts his opponent shall forfeit time.

2) Any candidate who exceeds his allotted time by more than 15 seconds shall have his microphone cut off.

3) Candidate statements shall be verified by independent, real-time fact-checking, the results of which will be aired before the conclusion of the debate.

The goal here must be an opportunity to inform and educate the American electorate.

Re “ Disabled Adults Shouldn’t Have to Pay This Price to Marry, ” by Pepper Stetler (Opinion guest essay, May 15):

While the federal Supplemental Security Income program discourages disabled adults from marrying by reducing the benefits, my 75-year-old disabled brother could not continue to receive our father’s military pension from the federal Defense Finance Accounting Service should he marry. Were he to marry, his main financial support would vanish.

My brother became permanently disabled when he was our father’s dependent child. Our father chose less of a pension when he retired after 31 years of Army service, including combat in two wars, so that upon his and our mother’s deaths my brother would receive this vital financial support.

Taiwan’s next president William Lai (賴清德) takes office on May 20, 2024. His victory in the January 2024 elections ensures that the ruling Democracy Progressive Party (DPP) will hold the presidency for an unprecedented third consecutive term. But Lai won only 40 percent of the presidential vote, and the opposition Kuomintang (KMT) and Taiwan People’s Party (TPP) together now control a majority of the seats in the legislature. President-elect Lai’s new administration is also likely to face continued pressure from the People’s Republic of China (PRC), and he will have to deal with an increasingly complex and uncertain international environment.     Join us as we bring together a diverse group of experts to discuss the policy challenges and opportunities that the incoming Lai administration will face. It will feature panels on the 2024 election results, governance challenges, the future of Taiwan’s economy, security and defense issues, US-Taiwan-PRC relations, and perspectives of key U.S. allies and partners on the U.S.-Taiwan relationship.
