Four of the biggest problems facing education—and four trends that could make a difference

In 2022, we published, Lessons for the education sector from the COVID-19 pandemic , which was a follow up to,  Four Education Trends that Countries Everywhere Should Know About , which summarized views of education experts around the world on how to handle the most pressing issues facing the education sector then. We focused on neuroscience, the role of the private sector, education technology, inequality, and pedagogy.

Unfortunately, we think the four biggest problems facing education today in developing countries are the same ones we have identified in the last decades .

1. The learning crisis was made worse by COVID-19 school closures

Low quality instruction is a major constraint and prior to COVID-19, the learning poverty rate in low- and middle-income countries was 57% (6 out of 10 children could not read and understand basic texts by age 10). More dramatic is the case of Sub-Saharan Africa with a rate even higher at 86%. Several analyses show that the impact of the pandemic on student learning was significant, leaving students in low- and middle-income countries way behind in mathematics, reading and other subjects.  Some argue that learning poverty may be close to 70% after the pandemic , with a substantial long-term negative effect in future earnings. This generation could lose around $21 trillion in future salaries, with the vulnerable students affected the most.

2. Countries are not paying enough attention to early childhood care and education (ECCE)

At the pre-school level about two-thirds of countries do not have a proper legal framework to provide free and compulsory pre-primary education. According to UNESCO, only a minority of countries, mostly high-income, were making timely progress towards SDG4 benchmarks on early childhood indicators prior to the onset of COVID-19. And remember that ECCE is not only preparation for primary school. It can be the foundation for emotional wellbeing and learning throughout life; one of the best investments a country can make.

3. There is an inadequate supply of high-quality teachers

Low quality teaching is a huge problem and getting worse in many low- and middle-income countries.  In Sub-Saharan Africa, for example, the percentage of trained teachers fell from 84% in 2000 to 69% in 2019 . In addition, in many countries teachers are formally trained and as such qualified, but do not have the minimum pedagogical training. Globally, teachers for science, technology, engineering, and mathematics (STEM) subjects are the biggest shortfalls.

4. Decision-makers are not implementing evidence-based or pro-equity policies that guarantee solid foundations

It is difficult to understand the continued focus on non-evidence-based policies when there is so much that we know now about what works. Two factors contribute to this problem. One is the short tenure that top officials have when leading education systems. Examples of countries where ministers last less than one year on average are plentiful. The second and more worrisome deals with the fact that there is little attention given to empirical evidence when designing education policies.

To help improve on these four fronts, we see four supporting trends:

1. Neuroscience should be integrated into education policies

Policies considering neuroscience can help ensure that students get proper attention early to support brain development in the first 2-3 years of life. It can also help ensure that children learn to read at the proper age so that they will be able to acquire foundational skills to learn during the primary education cycle and from there on. Inputs like micronutrients, early child stimulation for gross and fine motor skills, speech and language and playing with other children before the age of three are cost-effective ways to get proper development. Early grade reading, using the pedagogical suggestion by the Early Grade Reading Assessment model, has improved learning outcomes in many low- and middle-income countries. We now have the tools to incorporate these advances into the teaching and learning system with AI , ChatGPT , MOOCs and online tutoring.

2. Reversing learning losses at home and at school

There is a real need to address the remaining and lingering losses due to school closures because of COVID-19.  Most students living in households with incomes under the poverty line in the developing world, roughly the bottom 80% in low-income countries and the bottom 50% in middle-income countries, do not have the minimum conditions to learn at home . These students do not have access to the internet, and, often, their parents or guardians do not have the necessary schooling level or the time to help them in their learning process. Connectivity for poor households is a priority. But learning continuity also requires the presence of an adult as a facilitator—a parent, guardian, instructor, or community worker assisting the student during the learning process while schools are closed or e-learning is used.

To recover from the negative impact of the pandemic, the school system will need to develop at the student level: (i) active and reflective learning; (ii) analytical and applied skills; (iii) strong self-esteem; (iv) attitudes supportive of cooperation and solidarity; and (v) a good knowledge of the curriculum areas. At the teacher (instructor, facilitator, parent) level, the system should aim to develop a new disposition toward the role of teacher as a guide and facilitator. And finally, the system also needs to increase parental involvement in the education of their children and be active part in the solution of the children’s problems. The Escuela Nueva Learning Circles or the Pratham Teaching at the Right Level (TaRL) are models that can be used.

3. Use of evidence to improve teaching and learning

We now know more about what works at scale to address the learning crisis. To help countries improve teaching and learning and make teaching an attractive profession, based on available empirical world-wide evidence , we need to improve its status, compensation policies and career progression structures; ensure pre-service education includes a strong practicum component so teachers are well equipped to transition and perform effectively in the classroom; and provide high-quality in-service professional development to ensure they keep teaching in an effective way. We also have the tools to address learning issues cost-effectively. The returns to schooling are high and increasing post-pandemic. But we also have the cost-benefit tools to make good decisions, and these suggest that structured pedagogy, teaching according to learning levels (with and without technology use) are proven effective and cost-effective .

4. The role of the private sector

When properly regulated the private sector can be an effective education provider, and it can help address the specific needs of countries. Most of the pedagogical models that have received international recognition come from the private sector. For example, the recipients of the Yidan Prize on education development are from the non-state sector experiences (Escuela Nueva, BRAC, edX, Pratham, CAMFED and New Education Initiative). In the context of the Artificial Intelligence movement, most of the tools that will revolutionize teaching and learning come from the private sector (i.e., big data, machine learning, electronic pedagogies like OER-Open Educational Resources, MOOCs, etc.). Around the world education technology start-ups are developing AI tools that may have a good potential to help improve quality of education .

After decades asking the same questions on how to improve the education systems of countries, we, finally, are finding answers that are very promising.  Governments need to be aware of this fact.

New advances in technology are upending education, from the recent debut of new artificial intelligence (AI) chatbots like ChatGPT to the growing accessibility of virtual-reality tools that expand the boundaries of the classroom. For educators, at the heart of it all is the hope that every learner gets an equal chance to develop the skills they need to succeed. But that promise is not without its pitfalls.

“Technology is a game-changer for education – it offers the prospect of universal access to high-quality learning experiences, and it creates fundamentally new ways of teaching,” said Dan Schwartz, dean of Stanford Graduate School of Education (GSE), who is also a professor of educational technology at the GSE and faculty director of the Stanford Accelerator for Learning . “But there are a lot of ways we teach that aren’t great, and a big fear with AI in particular is that we just get more efficient at teaching badly. This is a moment to pay attention, to do things differently.”

For K-12 schools, this year also marks the end of the Elementary and Secondary School Emergency Relief (ESSER) funding program, which has provided pandemic recovery funds that many districts used to invest in educational software and systems. With these funds running out in September 2024, schools are trying to determine their best use of technology as they face the prospect of diminishing resources.

Here, Schwartz and other Stanford education scholars weigh in on some of the technology trends taking center stage in the classroom this year.

AI in the classroom

In 2023, the big story in technology and education was generative AI, following the introduction of ChatGPT and other chatbots that produce text seemingly written by a human in response to a question or prompt. Educators immediately worried that students would use the chatbot to cheat by trying to pass its writing off as their own. As schools move to adopt policies around students’ use of the tool, many are also beginning to explore potential opportunities – for example, to generate reading assignments or coach students during the writing process.

AI can also help automate tasks like grading and lesson planning, freeing teachers to do the human work that drew them into the profession in the first place, said Victor Lee, an associate professor at the GSE and faculty lead for the AI + Education initiative at the Stanford Accelerator for Learning. “I’m heartened to see some movement toward creating AI tools that make teachers’ lives better – not to replace them, but to give them the time to do the work that only teachers are able to do,” he said. “I hope to see more on that front.”

He also emphasized the need to teach students now to begin questioning and critiquing the development and use of AI. “AI is not going away,” said Lee, who is also director of CRAFT (Classroom-Ready Resources about AI for Teaching), which provides free resources to help teach AI literacy to high school students across subject areas. “We need to teach students how to understand and think critically about this technology.”

Immersive environments

The use of immersive technologies like augmented reality, virtual reality, and mixed reality is also expected to surge in the classroom, especially as new high-profile devices integrating these realities hit the marketplace in 2024.

The educational possibilities now go beyond putting on a headset and experiencing life in a distant location. With new technologies, students can create their own local interactive 360-degree scenarios, using just a cell phone or inexpensive camera and simple online tools.

“This is an area that’s really going to explode over the next couple of years,” said Kristen Pilner Blair, director of research for the Digital Learning initiative at the Stanford Accelerator for Learning, which runs a program exploring the use of virtual field trips to promote learning. “Students can learn about the effects of climate change, say, by virtually experiencing the impact on a particular environment. But they can also become creators, documenting and sharing immersive media that shows the effects where they live.”

Integrating AI into virtual simulations could also soon take the experience to another level, Schwartz said. “If your VR experience brings me to a redwood tree, you could have a window pop up that allows me to ask questions about the tree, and AI can deliver the answers.”

Gamification

Another trend expected to intensify this year is the gamification of learning activities, often featuring dynamic videos with interactive elements to engage and hold students’ attention.

“Gamification is a good motivator, because one key aspect is reward, which is very powerful,” said Schwartz. The downside? Rewards are specific to the activity at hand, which may not extend to learning more generally. “If I get rewarded for doing math in a space-age video game, it doesn’t mean I’m going to be motivated to do math anywhere else.”

Gamification sometimes tries to make “chocolate-covered broccoli,” Schwartz said, by adding art and rewards to make speeded response tasks involving single-answer, factual questions more fun. He hopes to see more creative play patterns that give students points for rethinking an approach or adapting their strategy, rather than only rewarding them for quickly producing a correct response.

Data-gathering and analysis

The growing use of technology in schools is producing massive amounts of data on students’ activities in the classroom and online. “We’re now able to capture moment-to-moment data, every keystroke a kid makes,” said Schwartz – data that can reveal areas of struggle and different learning opportunities, from solving a math problem to approaching a writing assignment.

But outside of research settings, he said, that type of granular data – now owned by tech companies – is more likely used to refine the design of the software than to provide teachers with actionable information.

The promise of personalized learning is being able to generate content aligned with students’ interests and skill levels, and making lessons more accessible for multilingual learners and students with disabilities. Realizing that promise requires that educators can make sense of the data that’s being collected, said Schwartz – and while advances in AI are making it easier to identify patterns and findings, the data also needs to be in a system and form educators can access and analyze for decision-making. Developing a usable infrastructure for that data, Schwartz said, is an important next step.

With the accumulation of student data comes privacy concerns: How is the data being collected? Are there regulations or guidelines around its use in decision-making? What steps are being taken to prevent unauthorized access? In 2023 K-12 schools experienced a rise in cyberattacks, underscoring the need to implement strong systems to safeguard student data.

Technology is “requiring people to check their assumptions about education,” said Schwartz, noting that AI in particular is very efficient at replicating biases and automating the way things have been done in the past, including poor models of instruction. “But it’s also opening up new possibilities for students producing material, and for being able to identify children who are not average so we can customize toward them. It’s an opportunity to think of entirely new ways of teaching – this is the path I hope to see.”

What the Future of Education Looks Like from Here

After a year that involved a global pandemic, school closures, nationwide remote instruction, protests for racial justice, and an election, the role of education has never been more critical or more uncertain. When the dust settles from this year, what will education look like — and what should it aspire to?

To mark the end of its centennial year, HGSE convened a faculty-led discussion to explore those questions. The Future of Education panel, moderated by Dean Bridget Long and hosted by HGSE’s Askwith Forums , focused on hopes for education going forward, as well as HGSE’s role. “The story of HGSE is the story of pivotal decisions, meeting challenges, and tremendous growth,” Long said. “We have a long history of empowering our students and partners to be innovators in a constantly changing world. And that is needed now more than ever.”

Joining Long were Associate Professor Karen Brennan , Senior Lecturer Jennifer Cheatham , Assistant Professor Anthony Jack, and Professors Adriana Umaña-Taylor and Martin West , as they looked forward to what the future could hold for schools, educators, and communities:

… After the pandemic subsides

The pandemic heightened existing gaps and disparities and exposed a need to rethink how systems leaders design schools, instruction, and who they put at the center of that design. “As a leader, in the years before the pandemic hit, I realized the balance of our work as practitioners was off,” Cheatham said. “If we had been spending time knowing our children and our staff and designing schools for them, we might not be feeling the pain in the way we are. I think we’re learning something about what the real work of school is about.” In the coming years, the panelists hope that a widespread push to recognize the identity and health of the whole-child in K–12 and higher education will help educators design support systems that can reduce inequity on multiple levels.

… For the global community

As much as the pandemic isolated individuals, on the global scale, people have looked to connect with each other to find solutions and share ideas as they faced a common challenge. This year may have brought everyone together and allowed for exchange of ideas, policies, practices, and assessments across boundaries.

… For technological advancements

As educators and leaders create, design, and imagine the future, technology should be used in service of that vision rather than dictating it. As technology becomes a major part of how we communicate and share ideas, educators need to think critically about how to deploy technology strategically. “My stance on technology is that it should always be used in the service of our human purpose and interest,” said Brennan. “We’ve talked about racial equity, building relationships. Our values and purposes and goals need to lead the way, not the tech.”

… For teachers

Human connections and interactions are at the heart of education. At this time, it’s become abundantly clear that the role of the teacher in the school community is irreplaceable. “I think the next few years hinge on how much we’re willing to invest in educators and all of these additional supports in the school which essentially make learning possible,” Umaña-Taylor said, “these are the individuals who are making the future minds of the nation possible.”

Cutting-edge research and new knowledge must become part of the public discussion in order to meaningfully shape the policies and practices that influence the future of education. “I fundamentally believe that we as academics and scholars must be part of the conversation and not limit ourselves to just articles behind paywalls or policy paragraphs at the end of a paper,” Jack said. “We have to engage the larger public.”

… In 25 years

“We shouldn’t underestimate the possibility that the future might look a lot like the present,” West said. “As I think about the potential sources of change in education, and in American education in particular, I tend to think about longer-term trends as the key driver.” Changing student demographics, access to higher education, structural inequality, and the focus of school leaders are all longer-term trends that, according to panelists, will influence the future of education.

The pandemic was a wrecking ball for U.S. public education, bringing months of school closures, frantic moves to remote instruction, and trauma and isolation.

Kids may be back at school after three disrupted years, but a return to classrooms has not brought a return to normal. Recent results from the National Assessment of Educational Progress (NAEP) showed historic declines in American students’ knowledge and skills and widening gaps between the highest- and lowest-scoring students.

But even these sobering results do not tell us the whole story.

After nearly three years of tracking pandemic response by U.S. school systems and synthesizing knowledge about the impacts on students, we sought to establish a baseline understanding of the contours of the crisis: What happened and why, and where do we go from here?

This first annual “ State of the American Student ” report synthesizes nearly three years of research on the academic, mental health, and other impacts of the pandemic and school closures.

It outlines the contours of the crisis American students have faced during the COVID-19 pandemic and begins to chart a path to recovery and reinvention for all students—which includes building a new and better approach to public education that ensures an educational crisis of this magnitude cannot happen again.

The state of American students as we emerge from the pandemic is still coming into focus, but here’s what we’ve learned (and haven’t yet learned) about where COVID-19 left us:

1. Students lost critical opportunities to learn and thrive.

• The typical American student lost several months’ worth of learning in language arts and more in mathematics.

• Students suffered crushing increases in anxiety and depression. More than one in 360 U.S. children lost a parent or caregiver to COVID-19.

• Students poorly served before the pandemic were profoundly left behind during it, including many with disabilities whose parents reported they were cut off from essential school and life services.

This deeply traumatic period threatens to reverberate for decades. The academic, social, and mental-health needs are real, they are measurable, and they must be addressed quickly to avoid long-term consequences to individual students, the future workforce, and society.

2. The average effects from COVID mask dire inequities and widely varied impact.

Some students are catching up, but time is running out for others. Every student experienced the pandemic differently, and there is tremendous variation from student to student, with certain populations—namely, Black, Hispanic, and low-income students, as well as other vulnerable populations—suffering the most severe impacts.

The effects were more severe where campuses stayed closed longer. American students are experiencing a K-shaped recovery, in which gaps between the highest- and lowest-scoring students, already growing before the pandemic, are widening into chasms. In the latest NAEP results released in September , national average scores fell five times as much in reading, and four times as much in math, for the lowest-scoring 10 percent of nine-year-olds as they had for the highest-scoring 10 percent.

At the pace of recovery we are seeing today, too many students of all races and income levels will graduate in the coming years without the skills and knowledge needed for college and careers.

3. What we know at this point is incomplete. The situation could be significantly worse than the early data suggest.

The data and stories we have to date are enough to warrant immediate action, but there are serious holes in our understanding of how the pandemic has affected various groups of students, especially those who are typically most likely to fall through the cracks in the American education system.

We know little about students with complex needs, such as those with disabilities and English learners. We still know too little about the learning impacts in non-tested subjects, such as science, civics, and foreign languages. And while psychologists , educators , and the federal government are sounding alarms about a youth mental health crisis, systematic measures of student wellbeing remain hard to come by.

We must acknowledge that what we know at this point is incomplete, since the pandemic closures and following recovery have been so unprecedented in recent times. It’s possible that as we continue to dig into the evidence on the pandemic’s impacts, some student groups or subjects may have not been so adversely affected. Alternatively, the situation could be significantly worse than the early data suggest. Some students are already bouncing back quickly. But for others, the impact could grow worse over time.

In subjects like math, where learning is cumulative, pandemic-related gaps in students’ learning that emerged during the pandemic could affect their ability to grasp future material. In some states, test scores fell dramatically for high schoolers nearing graduation. Shifts in these students’ academic trajectories could affect their college plans—and the rest of their lives. And elevated rates of chronic absenteeism suggest some students who disconnected from school during the pandemic have struggled to reconnect since.

4. The harms students experienced can be traced to a rigid and inequitable system that put adults, not students, first.

• Despite often heroic efforts by caring adults, students and families were cut off from essential support, offered radically diminished learning opportunities, and left to their own devices to support learning.

• Too often, partisan politics, not student needs , drove decision-making.

• Students with complexities and differences too often faced systems immobilized by fear and a commitment to sameness rather than prioritization and problem-solving.

So, what can we do to address the situation we’re in?

Diverse needs demand diverse solutions that are informed by pandemic experiences

Freed from the routines of rigid systems, some parents, communities, and educators found new ways to tailor learning experiences around students’ needs. They discovered learning can happen any time and anywhere. They discovered enriching activities outside class and troves of untapped adult talent.

Some of these breakthroughs happened in public schools—like virtual IEP meetings that leveled power dynamics between administrators and parents advocating for their children’s special education services. Others happened in learning pods or other new environments where families and community groups devised new ways to meet students’ needs. These were exceptions to an otherwise miserable rule, and they can inform the work ahead.

We must act quickly but we must also act differently. Important next steps include:

• Districts and states should immediately use their federal dollars to address the emergent needs of the COVID-19 generation of students via proven interventions, such as well-designed tutoring, extended learning time, credit recovery, additional mental health support, college and career guidance, and mentoring. The challenges ahead are too daunting for schools to shoulder alone. Partnerships and funding for families and community-driven solutions will be critical.

• By the end of the 2022–2023 academic year, states and districts must commit to an honest accounting of rebuilding efforts by defining, adopting, and reporting on their progress toward 5- and 10-year goals for long-term student recovery. States should invest in rigorous studies that document, analyze, and improve their approaches.

• Education leaders and researchers must adopt a national research and development agenda for school reinvention over the next five years. This effort must be anchored in the reality that the needs of students are so varied, so profound, and so multifaceted that a one-size-fits-all approach to education can’t possibly meet them all. Across the country, community organizations who previously operated summer or afterschool programs stepped up to support students during the school day. As they focus on recovery, school system leaders should look to these helpers not as peripheral players in education, but as critical contributors who can provide teaching , tutoring, or joyful learning environments for students and often have trusting relationships with their families.

• Recovery and rebuilding should ensure the system is more resilient and prepared for future crises. That means more thoughtful integration of online learning and stronger partnerships with organizations that support learning outside school walls. Every school system in America should have a plan to keep students safe and learning even when they can’t physically come to school, be equipped to deliver high-quality, individualized pathways for students, and build on practices that show promise.

Our “State of the American Student” report is the first in a series of annual reports the Center on Reinventing Public Education intends to produce through fall of 2027. We hope every state and community will produce similar, annual accounts and begin to define ambitious goals for recovery. The implications of these deeply traumatic years will reverberate for decades unless we find a path not only to normalcy but also to restitution for this generation and future generations of American students.

The road to recovery can lead somewhere new. In five years, we hope to report that out of the ashes of the pandemic, American public education emerged transformed: more flexible and resilient, more individualized and equitable, and—most of all— more joyful.

Since the onset of the recent pandemic, schools and universities have been forced to put a lot of their teaching online. On the surface, this seems to have spurred a series of innovations in the education sector. Colleges around the world embraced more flexibility, offering both virtual and physical classrooms. Coding is making its way into more school curricula , and the SAT exam for college admission in the US has recently been shortened and digitized , making it easier to take and less stressful for students.

These changes might give the illusion that education is undergoing some much-needed reform. However, if we look closely, these measures do not address the real problems facing higher education. In most countries, higher education is inaccessible to the socio-economically underprivileged, certifies knowledge rather than nurtures learning, and focuses on easily-outdated knowledge. In brief, it is failing on both counts of quality and access.

In the last year, we have started to see examples of true reform, addressing the root causes of the education challenge. Below are four higher education trends we see taking shape in 2022.

1. Learning from everywhere

There is recognition that as schools and universities all over the world had to abruptly pivot to online teaching, learning outcomes suffered across the education spectrum . However, the experiment with online teaching did force a reexamination of the concepts of time and space in the education world. There were some benefits to students learning at their own pace, and conducting science experiments in their kitchens . Hybrid learning does not just mean combining a virtual and physical classroom, but allowing for truly immersive and experiential learning, enabling students to apply concepts learned in the classroom out in the real world.

So rather than shifting to a “learn from anywhere ” approach (providing flexibility), education institutions should move to a “learn from everywhere ” approach (providing immersion). One of our partners, the European business school, Esade, launched a new bachelor’s degree in 2021, which combines classes conducted on campus in Barcelona, and remotely over a purpose-designed learning platform, with immersive practical experiences working in Berlin and Shanghai, while students create their own social enterprise. This kind of course is a truly hybrid learning experience.

2. Replacing lectures with active learning

Lectures are an efficient way of teaching and an ineffective way of learning. Universities and colleges have been using them for centuries as cost-effective methods for professors to impart their knowledge to students.

However, with digital information being ubiquitous and free, it seems ludicrous to pay thousands of dollars to listen to someone giving you information you can find elsewhere at a much cheaper price. School and college closures have shed light on this as bad lectures made their way into parents’ living rooms, demonstrating their ineffectiveness.

Education institutions need to demonstrate effective learning outcomes, and some are starting to embrace teaching methods that rely on the science of learning. This shows that our brains do not learn by listening, and the little information we learn that way is easily forgotten (as shown by the Ebbinghaus forgetting curve , below). Real learning relies on principles such as spaced learning, emotional learning, and the application of knowledge.

The educational establishment has gradually accepted this method, known as 'fully active learning'. There is evidence that it not only improves learning outcomes but also reduces the education gap with socio-economically disadvantaged students. For example, Paul Quinn College, an HBCU based in Texas, launched an Honors Program using fully active learning in 2020, combined with internships at regional employers. This has given students from traditionally marginalised backgrounds the opportunity to apply the knowledge gained at university in the real world.

3. Teaching skills that remain relevant in a changing world

According to a recent survey, 96% of Chief Academic Officers at universities think they are doing a good job preparing young people for the workforce . Less than half (41%) of college students and only 11% of business leaders shared that view. Universities continue to focus on teaching specific skills involving the latest technologies, even though these skills and the technologies that support them are bound to become obsolete. As a result, universities are forever playing catch up with the skills needed in the future workplace.

What we need to teach are skills that remain relevant in new, changing, and unknown contexts. For example, journalism students might once have been taught how to produce long-form stories that could be published in a newspaper; more recently, they would have been taught how to produce shorter pieces and post content for social media. More enduring skills would be: how to identify and relate to readers, how to compose a written piece; how to choose the right medium for your target readership. These are skills that cross the boundaries of disciplines, applying equally to scientific researchers or lawyers.

San Francisco-based Minerva University, which shares a founder with the Minerva Project, has broken down competencies such as critical thinking or creative thinking into foundational concepts and habits of mind . It teaches these over the four undergraduate years and across disciplines, regardless of the major a student chooses to pursue.

4. Using formative assessment instead of high-stake exams

If you were to sit the final exam of the subject you majored in today, how would you fare? Most of us would fail, as that exam did not measure our learning, but rather what information we retained at that point in time. Equally, many of us hold certifications in subject matters we know little about.

Many people gain admission to higher education based on standardized tests that skew to a certain socio-economic class , rather than measure any real competency level. Universities then try to rectify this bias by imposing admission quotas, rather than dissociating their evaluation of competence from income level. Many US universities are starting to abandon standardized tests, with Harvard leading the charge , and there have been some attempts to replace high-stake exams with other measures that not only assess learning outcomes but actually improve them.

Formative assessment, which entails both formal and informal evaluations through the learning journey, encourages students to actually improve their performance rather than just have it evaluated. The documentation and recording of this assessment includes a range of measures, replacing alphabetical or numerical grades that are uni-dimensional.

The COVID-19 pandemic and recent social and political unrest have created a profound sense of urgency for companies to actively work to tackle inequity.

In the US, a consortium of schools have launched the Mastery Transcript Consortium that has redesigned the high school transcript to show a more holistic picture of the competencies acquired by students.

Education reform requires looking at the root cause of some of its current problems. We need to look at what is being taught (curriculum), how (pedagogy), when and where (technology and the real world) and whom we are teaching (access and inclusion). Those institutions who are ready to address these fundamental issues will succeed in truly transforming higher education.

K-12 students learned a lot last year, but they're still missing too much school

From 2022-2023, chronic absenteeism declined in 33 of the 39 states AEI looked at. But it was still a persistent problem: In a handful of places, including Nevada, Washington, D.C., Michigan, New Mexico and Oregon, roughly 1 in 3 students – or more – were chronically absent.

It's going to take aggressive interventions to repair the pandemic's destructive impact on kids' schooling.

That's the takeaway of two big new studies that look at how America's K-12 students are doing. There's some good news in this new research, to be sure – but there's still a lot of work to do on both student achievement and absenteeism. Here's what to know:

1. Students are starting to make up for missed learning

From spring 2022 to spring 2023, students made important learning gains, making up for about one-third of the learning they had missed in math and a quarter of the learning they had missed in reading during the pandemic.

That's according to the newly updated Education Recovery Scorecard , a co-production of Harvard University's Center for Education Policy Research and The Educational Opportunity Project at Stanford University.

The report says, "Students learned 117 percent in math and 108 percent in reading of what they would typically have learned in a pre-pandemic school year."

In an interview with NPR's All Things Considered , Stanford professor Sean Reardon said that's surprisingly good news: "A third or a quarter might not sound like a lot, but you have to realize the losses from 2019 to 2022 were historically large."

When the same team of researchers did a similar review last year, they found that, by spring of 2022, the average third- through eighth-grader had missed half a grade level in math and a third of a grade level in reading. So, the fact that students are now making up ground is a good sign.

These results do come with a few caveats, including that the researchers were only able to review data and draw their conclusions from 30 states this year.

2. Despite that progress, very few states are back to pre-pandemic learning levels

The Harvard and Stanford study of student learning includes one sobering sentence: "Alabama is the only state where average student achievement exceeds pre-pandemic levels in math." And average achievement in reading has surpassed pre-pandemic levels in just three of the states they studied: Illinois, Louisiana and Mississippi. Every other state for which they had data has yet to reach pre-pandemic levels in math and reading.

"Many schools made strong gains last year, but most districts are still working hard just to reach pre-pandemic achievement levels," said Harvard's Thomas Kane, one of the learning study's co-authors.

3. Chronic absenteeism also improved in many places ... slightly

The rate of chronic absenteeism – the percentage of students who miss 10% or more of a school year – declined from 2022 to 2023. That's according to research by Nat Malkus at the conservative-leaning American Enterprise Institute (AEI). He found chronic absenteeism declined in 33 of the 39 states he studied.

Yes, "the differences were relatively small," Malkus writes, but it's improvement nonetheless: "the average chronic absenteeism rate across these states in 2023 was 26 percent, down from 28 percent for the same 39 states in 2022."

Glass half-full: Things aren't getting worse.

4. But, again, chronic absenteeism is still high

Malkus found chronic absenteeism was at 26% in 2023. Before the pandemic, in 2019, those same states reported a rate of 15%. That adds some painful context to the "good news" two-point decline in absenteeism from 2022 to 2023. Sure, it's down, but it's still so much higher than it was and should be.

Think of it this way: In 2023, roughly 1 student out of 4 was still chronically absent across the school year.

In a handful of places, including Nevada, Washington, D.C., Michigan, New Mexico and Oregon, roughly 1 in 3 students – or more – were chronically absent. That's a crisis.

Research shows a strong connection between absenteeism and all kinds of negative consequences for students, including an increased likelihood of dropping out of school.

Chronic absenteeism also hurts the students who don't miss school. That's because, as the learning study's authors point out, when absent students return, they require extra attention and "make it hard for teachers to keep the whole class moving."

5. Poverty matters (as always)

Both the learning and the chronic absenteeism studies capture the headwinds that constantly buffet children in poverty.

"No one wants poor children to foot the bill for the pandemic," said Harvard's Kane, "but that is the path that most states are on."

On learning: Reardon told NPR "the pandemic really exacerbated inequality between students in high-poverty and low-poverty districts and students of different racial and ethnic backgrounds."

In 2023, students' academic recovery was relatively strong across groups, which is good – but it means "the inequality that was widened during the pandemic hasn't gotten smaller, and in some places it's actually gotten larger," Reardon told NPR.

In fact, the report says, "in most states, achievement gaps between rich and poor districts are even wider now than they were before the pandemic." The learning study singles out Massachusetts and Michigan as the states where those gaps in math and reading achievement widened the most between poor and non-poor students.

Similarly, Malkus, at AEI, found that, between 2019 and 2022, rates of chronic absenteeism rose much more in high-poverty districts (up from 20% to 37%) than in low-poverty districts (up from 12% to 23%).

"Chronic absenteeism has increased the most for disadvantaged students," Malkus writes, "those who also experienced the greatest learning losses during the pandemic and can least afford the harms that come with chronic absenteeism."

6. Families must play an important role in learning recovery

Both studies acknowledge that families must play an important role in helping students – and schools – find a healthy, post-pandemic normal. The problem is, surveys show parents and guardians often underestimate the pandemic's toll on their children's learning . "Parents cannot advocate effectively for their children's future if they are misinformed," says the learning study.

To combat this, the learning researchers propose that districts be required to inform parents if their child is below grade-level in math or English. Those parents could then enroll their students in summer learning, tutoring and after-school programs, all of which have benefitted from federal COVID relief dollars. That funding is set to expire this fall, and some of these learning recovery opportunities may dry up, so the clock is ticking.

7. There's a "culture problem" around chronic absenteeism

Reducing chronic absenteeism, Malkus says, will also depend on families.

"This is a culture problem," Malkus tells NPR. "And in schools and in communities, culture eats policy for breakfast every day."

By "culture problem," Malkus is talking about how families perceive the importance of daily attendance relative to other challenges in their lives. He says some parents seem more inclined now to let their students miss school for various reasons, perhaps not realizing the links between absenteeism and negative, downstream consequences.

"Look, the patterns and routines of going to school were disrupted and to some degree eroded during the pandemic," Malkus says. "And I don't think we've had a decisive turn back that we need to have, to turn this kind of behavior around, and it's going to stay with students until that culture changes."

How do you do that? Malkus points to some low-cost options — like texting or email campaigns to increase parental involvement and encourage kids to get back in school – but says these, alone, aren't "up to the scale of what we're facing now."

Higher-cost options for schools to consider could include door-knocking campaigns, sending staff on student home-visits and requiring that families of chronically absent students meet in-person with school staff.

The learning study goes one step further: "Elected officials, employers, and community leaders should launch public awareness campaigns and other initiatives to lower student absenteeism." Because, after all, students can't make up for the learning they missed during the pandemic if they don't consistently attend school now.

What both of these studies make clear is there is no one solution that will solve these problems, and success will require further investment, aggressive intervention and patience.

Malkus says, even the high-cost, high-return options will likely only drive down chronic absenteeism by about four percentage points. A big win, he says, "but four percentage points against 26% isn't going to get us where we need to go."

70 years after brown v. board of education, new research shows rise in school segregation.

As the nation prepares to mark the 70th anniversary of the landmark U.S. Supreme Court ruling in Brown v. Board of Education , a new report from researchers at Stanford and USC shows that racial and economic segregation among schools has grown steadily in large school districts over the past three decades — an increase that appears to be driven in part by policies favoring school choice over integration.

Analyzing data from U.S. public schools going back to 1967, the researchers found that segregation between white and Black students has increased by 64 percent since 1988 in the 100 largest districts, and segregation by economic status has increased by about 50 percent since 1991.

The report also provides new evidence about the forces driving recent trends in school segregation, showing that the expansion of charter schools has played a major role.  

The findings were released on May 6 with the launch of the Segregation Explorer , a new interactive website from the Educational Opportunity Project at Stanford University. The website provides searchable data on racial and economic school segregation in U.S. states, counties, metropolitan areas, and school districts from 1991 to 2022. 

“School segregation levels are not at pre- Brown levels, but they are high and have been rising steadily since the late 1980s,” said Sean Reardon , the Professor of Poverty and Inequality in Education at Stanford Graduate School of Education and faculty director of the Educational Opportunity Project. “In most large districts, school segregation has increased while residential segregation and racial economic inequality have declined, and our findings indicate that policy choices – not demographic changes – are driving the increase.” 

“There’s a tendency to attribute segregation in schools to segregation in neighborhoods,” said Ann Owens , a professor of sociology and public policy at USC. “But we’re finding that the story is more complicated than that.”

Assessing the rise

In the Brown v. Board decision issued on May 17, 1954, the U.S. Supreme Court ruled that racially segregated public schools violated the Equal Protection Clause of the Fourteenth Amendment and established that “separate but equal” schools were not only inherently unequal but unconstitutional. The ruling paved the way for future decisions that led to rapid school desegregation in many school districts in the late 1960s and early 1970s.

Though segregation in most school districts is much lower than it was 60 years ago, the researchers found that over the past three decades, both racial and economic segregation in large districts increased. Much of the increase in economic segregation since 1991, measured by segregation between students eligible and ineligible for free lunch, occurred in the last 15 years.

White-Hispanic and white-Asian segregation, while lower on average than white-Black segregation, have both more than doubled in large school districts since the 1980s. 

Racial-economic segregation – specifically the difference in the proportion of free-lunch-eligible students between the average white and Black or Hispanic student’s schools – has increased by 70 percent since 1991. 

School segregation is strongly associated with achievement gaps between racial and ethnic groups, especially the rate at which achievement gaps widen during school, the researchers said.  

“Segregation appears to shape educational outcomes because it concentrates Black and Hispanic students in higher-poverty schools, which results in unequal learning opportunities,” said Reardon, who is also a senior fellow at the Stanford Institute for Economic Policy Research and a faculty affiliate of the Stanford Accelerator for Learning . 

Policies shaping recent trends 

The recent rise in school segregation appears to be the direct result of educational policy and legal decisions, the researchers said. 

Both residential segregation and racial disparities in income declined between 1990 and 2020 in most large school districts. “Had nothing else changed, that trend would have led to lower school segregation,” said Owens. 

But since 1991, roughly two-thirds of districts that were under court-ordered desegregation have been released from court oversight. Meanwhile, since 1998, the charter sector – a form of expanded school choice – has grown.

Expanding school choice could influence segregation levels in different ways: If families sought schools that were more diverse than the ones available in their neighborhood, it could reduce segregation. But the researchers found that in districts where the charter sector expanded most rapidly in the 2000s and 2010s, segregation grew the most. 

The researchers’ analysis also quantified the extent to which the release from court orders accounted for the rise in school segregation. They found that, together, the release from court oversight and the expansion of choice accounted entirely for the rise in school segregation from 2000 to 2019.

The researchers noted enrollment policies that school districts can implement to mitigate segregation, such as voluntary integration programs, socioeconomic-based student assignment policies, and school choice policies that affirmatively promote integration. 

“School segregation levels are high, troubling, and rising in large districts,” said Reardon. “These findings should sound an alarm for educators and policymakers.”

Additional collaborators on the project include Demetra Kalogrides, Thalia Tom, and Heewon Jang. This research, including the development of the Segregation Explorer data and website, was supported by the Russell Sage Foundation, the Robert Wood Johnson Foundation, and the Bill and Melinda Gates Foundation.

Florida’s new education laws carry less impact than in past years

With little of the attention he’s given to other legislation this year, Gov. Ron DeSantis on Thursday quietly signed two bills touted for removing “onerous” bureaucracy and red tape from public education.

The measures (SB 7002 and 7004) ended some reporting requirements for school districts but didn’t go as far as some advocates had hoped. Provisions to scale back high-stakes testing, for example, were stripped from the bills before they landed on the governor’s desk.

Still, the intent of the proposals — to ease state regulations on schools — filtered through to the other education-related initiatives that also made their way through the session.

“I would say overall the spirit of deregulation … really shaped the tone and tenor of K-12 education policy — what passed and didn’t pass this legislative session,” lobbyist Megan Fay of Capital City Consulting told the Pinellas County School Board recently.

Compared to the previous five legislative sessions, she said, “the number of bills we’ve had that impact K-12 education, I’d say this is probably an all-time low, and the number of new mandates is certainly, I’d say other than school safety … is almost at zero.”

DeSantis on Tuesday signed the school safety bill ( HB 1473 ), aimed at increasing protections from intruders, among other things. The measure gained attention for its requirement that all school doors, gates and entries must be locked whenever they are not staffed.

That provision riled many school leaders, who raised concerns about the logistics of making it happen, especially when outside organizations use campuses for nonschool activities. Lawmakers added language exempting those times when buildings are used by others.

Another bill adding a new mandate (SB 1264) requires schools to teach the history of communism . DeSantis signed that legislation with great fanfare in April.

Outside of those two items, the session’s impact on school districts was “very light,” said Danielle Thomas, the lead lobbyist for the Florida School Boards Association.

As an example, she noted that a bill allowing religious chaplains to provide counseling in public schools is voluntary. School boards “can choose not to do anything about that,” Thomas said, adding that, so far, only Miami-Dade County school officials have indicated they would act on it.

Other new bills, however, are having some impact on schools.

One measure the governor signed in April (HB 1285) is winning praise from school officials for limitations it placed on school book challenges by nonparents, Thomas said.

A measure on teacher training (HB 1291), which DeSantis approved a week ago, forbids preparation programs from including “identity politics” in their lessons. Another bill ( HB 1361 ) that DeSantis signed Thursday provides grants and assistance to schools as they seek appropriate uses of artificial intelligence.

That law has the potential to transform public education in Florida, said Citrus County School Board chairperson Thomas Kennedy, the immediate past president of the Florida School Boards Association. It also provides more opportunities for prekindergarten students to get scholarships for early literacy and math programs.

School choice got another boost as DeSantis signed legislation Thursday (HB 1403) expanding eligibility for state vouchers and education savings accounts. The new law also set revised deadlines for getting voucher money to families and schools after complaints about delayed payments in the fall .

The bill originally contained restrictions on how families can use the money, but lawmakers removed those after homeschool families balked.

DeSantis also signed legislation (SB 7032) Thursday creating a new program for high school dropouts to earn a diploma and workforce credentials .

The key education-related legislation that still awaits the governor’s action is the budget. District officials have said they are holding off on many spending decisions for the coming year while vetoes remain a possibility.

Meanwhile, several are looking ahead to the next session, with hopes that the deregulation mentality holds.

“We’re being told it’s not a one and done,” said Thomas, the school boards lobbyist. She expressed hope that the provisions to scale back testing will return in 2025.

Current Earnings Outlook Reflects Positivity

Here are the key points:

  • What we saw in the Q1 earnings season is a resilient and steadily improving profitability picture, both in terms of the growth rate as well as the evolving revisions trend. Positive revenue surprises were a bit less commonplace relative to other recent periods, but margins expanded at a better-than-expected rate.
  • Total earnings for the 461 S&P 500 members that have reported Q1 results are up +4.8% from the same period last year on +4.1% higher revenues, with 77.4% beating EPS estimates and 59.7% beating revenue estimates.
  • The earnings and revenue growth pace for these 461 index members represents a modest acceleration from what we had seen in other recent periods. The +4.8% Q1 earnings growth pace improves to +11.4% once the Energy sector and Bristol Myers’s one-time charge are accounted for.
  • For 2024 Q2, S&P 500 earnings are expected to be up +9.1% from the same period last year on +4.5% higher revenues. Estimates have been increasing since the start of April, with the current +9.1% earnings growth pace up from +8.7% on April 3 rd .

In recent weeks, we have consistently flagged signs of improvement in the overall revisions trend, with estimates starting to go modestly up. We are seeing this trend for the current period (2024 Q2) as well as for full-year 2024 estimates.

We started seeing this favorable turn in the revisions trend roughly around when the Q1 earnings reports started coming out. That said, several sectors, including Tech and Retail, had already been enjoying positive estimate revisions for quite some time. At present, half of the 16 Zacks sectors have higher aggregate earnings estimates than expected at the start of the year.

We have recently highlighted the favorable revisions trend for the Energy sector in this space. This week, we will discuss the evolving earnings outlook for the ‘Magnificent 7’ stocks.

Please note that the $444.3 billion the group is currently expected to earn in 2024 is up from $443.9 billion last week and $438.1 billion the week prior to that.

We all know that the revisions trend for Tesla TSLA has been negative for a while now, while the same for Apple AAPL is also negative, though the magnitude of negative revisions for Apple is far less severe.

The revisions trend for the remaining five members of this group is positive enough to more than offset the Tesla and Apple effects. Of these five, Nvidia NVDA is in a league of its own.

A big part of this year’s earnings growth is expected to come from margins reversing last year’s declines and starting to expand again. The expectation is that aggregate net margins this year get back to the 2022 level, with the Tech sector driving most of the gains.

Social-Emotional Learning: 10 Trends In 10 Charts

The onset of the coronavirus pandemic caused widespread educational disruptions for K-12 students and educators, alike. The impacts of the pandemic—such as learning loss during remote instruction and social isolation—have taken a toll on students and increased calls to assist them in developing the social-emotional skills needed to cope with challenging times.

Even before the pandemic, some school districts were looking to find strategies to help students learn to manage their emotions, have empathy for others, collaborate, and communicate. But as educators now increasingly focus on such efforts, tensions have sometimes flared regarding the intersection of SEL and political debates around race, gender, and other volatile, hot-button issues.

In September and October 2022, the EdWeek Research Center surveyed teachers, principals, and district leaders to learn more about their perspectives on SEL today. Drawing on results from the nationally representative survey, this Spotlight report sums up 10 broad trends in 10 accompanying charts.

The findings highlight educators’ predictions on whether their districts or schools will increase or decrease financial investments in SEL, changes in the degree to which school districts have been teaching SEL over the past two years, and the amount of pushback educators are receiving from parents concerned that schools are teaching values they don’t approve of for their children.
