Differential Tuition Fee Exemption Scholarship

Bachelor’s and master’s students.

The University of Ottawa offers a Differential Tuition Fee Exemption Scholarship to international Francophone and Francophile students enrolled in a bachelor’s or master’s program as of September 2021, or in the French Immersion Stream. International Doctoral Scholarship (PhD students)

Admissions prior to may 2023.

  • PhD students who began their studies before May 2023:   If you began your doctoral studies at uOttawa before May 2023 and you’ve received the International Doctoral Scholarship, your tuition fees will be equivalent to those for Canadian students residing outside Ontario for a maximum period of five years.  
  • PhD students who began their studies before September 2021 (differential tuition exemption): If you began your studies at uOttawa before September 2021 and you’ve received a differential tuition exemption, your tuition fees will be equivalent to those for Canadian students residing outside Ontario for the remainder of your studies, provided you’re enrolled full-time.

The following tables shows tuition fees for 2022-2023 and 2023-2024 for regular students, that is, students admitted to a program leading to a uOttawa degree, certificate or diploma and enrolled in one or more courses in their program.

If you’re not looking to receive a uOttawa degree, certificate or diploma, you can enrol in courses for units as a non-degree student. Learn about tuition fees for  non-degree students .

Important: The official total of university fees you must pay appears on your statement of account, available about a month prior to the start of each term.

Please note: The changes in May 2023 have required adjustments to the way tuition fees for doctoral programs are published. Fees for 2023–2024 graduate PhD tuition per term (full time) in the search table show the amounts without a scholarship. In previous years (2021–2022 and 2022–2023), the amount included a fee reduction.

Research fees for part-time graduate studies

A research fee is a tuition fee paid by students admitted to a graduate program part-time or who’ve received approval to enrol part-time to research activities (master’s or doctorate). It’s a flat fee invoiced each term you have your part-time enrolment to research activities. Fees are determined based on your status in Canada.

You can’t enrol in courses if you enrol part-time to research activities.

During a term in which you’re enrolled part-time to research activities, you must also pay ancillary fees based on your status in Canada.

Our tuition fee predictability commitment

Because we’re committed to ensuring that newly-admitted international students are able to predict their tuition fees beyond first year, we’ve put in place the following: 

  • For international students admitted for the Spring-Summer 2022 term or earlier , future tuition fee increases will be limited to 5.5% per year.
  • For international students admitted for the Fall 2022 term or later , future tuition fee increases will be limited to 7% per year.

In both cases, students must remain enrolled full time and progress normally from one tuition fee level to the next. 

This applies until you reach the final tuition fee level indicated for your program, after which you pay final-level tuition fees in subsequent years. 

This excludes new fees that may be imposed by the Ontario government, ancillary fees, incidental fees and administrative fees.

Annual university fee increases

The Ontario government regulates Canadian students’ tuition fees for universities in the province. Its framework sets out the maximum increases allowed and the rules for applying them. Fees for international students are unregulated. 

Hypothetical increase of 10% for new first year students and 5% for students continuing their studies after first year

In this example, starting with 33.01 units, tuition fees associated with each level of progress in your program of study are calculated based on the progress level for the previous year ( B2 is based on A1 for the previous year , C2 on B1, etc.).

To apply for this course, students fill out the application online and pay a non-refundable PhD programme deposit of $300 which will be credited towards tuition. Students must upload all required supporting documents and ensure they follow the instructions for transcripts and letters of recommendation references . The international student fee for doctoral programmes starts at around $17,000.

Failure to do so shall constitute a breach of these Terms of Use, which may result in immediate termination of your TC Global account.   • Use a username that is the name of another person with the intent to impersonate that person.
  • Use a username or TC Global account that is subject to any rights of a person other than you without appropriate authorization.

TC Global reserves the right to refuse registration of, or cancel a User Name at its sole discretion. You are solely responsible and liable for activity that occurs on your account and shall be responsible for maintaining the confidentiality of your TC Global password. You shall never use another user's account without such other user's prior express permission. You will immediately notify TC Global in writing of any unauthorized use of your account, or other account related security breach of which you are aware.

You represent and warrant that if you are an individual, you are of legal age to form a binding contract, or that if you are registering on behalf of an entity or a minor, that you are lawfully authorized to enter into, and bind the entity or yourself (as the legal guardian of the minor) to, these Terms of Use and register for the Service. The Service is not available to individuals who are younger than 10 years old. TC Global may, in its sole discretion, refuse to offer the Service to any person or entity and change its eligibility criteria at any time.

You are solely responsible for ensuring that these Terms of Use are in compliance with all laws, rules and regulations applicable to you and the right to access the Service is revoked where these Terms of Use or use of the Service is prohibited and, in such circumstances, you agree not to use or access the Site or Services in any way.

If you use a mobile device, please be aware that your carrier's normal rates and fees, such as text messaging and data charges, will still apply. In the event you change or deactivate your mobile telephone number, you agree that you will update your account information on the Services within 48 hours to ensure that your messages are not sent to the person who acquires your old number.

All Content, whether publicly posted or privately transmitted, is the sole responsibility of the person who originated such Content. TC Global cannot guarantee the authenticity of any Content or data which users may provide about themselves. You acknowledge that all Content accessed by you using the Service is at your own risk and you will be solely responsible and liable for any damage or loss to you or any other party resulting therefrom. For purposes of these Terms of Use, the term "Content" includes, without limitation, any location information, video clips, audio clips, responses, information, data, text, photographs, software, scripts, graphics, and interactive features generated, provided, or otherwise made accessible by TC Global on or through the Service. Content added, created, uploaded, submitted, distributed, posted or otherwise obtained through the Service by users, including Content that is added to the Service in connection with users linking their accounts to third party websites and services, is collectively referred to as, "User Submissions" .

TC Global Content

The Service contains Content specifically provided by TC Global or its partners and such Content is protected by copyrights, trademarks, service marks, patents, trade secrets or other proprietary rights and laws, as applicable. You shall abide by and maintain all copyright notices, information, and restrictions contained in any Content accessed through the Service.

Subject to these Terms of Use, TC Global grants each user of the Site and/or Service a worldwide, non-exclusive, non-sub licensable and non-transferable license to use, modify and reproduce the Content, solely for personal, non-commercial use. Use, reproduction, modification, distribution or storage of any Content for other than personal, non-commercial use is expressly prohibited without prior written permission from TC Global, or from the copyright holder identified in such Content's copyright notice, as applicable. User Submissions

You also hereby do and shall grant each user of the Site and/or the Service, including Third Party Media, a non-exclusive license to access your User Submissions through the Site and the Service, and to use, edit, modify, reproduce, distribute, prepare derivative works of, display and perform such User Submissions in connection with their use of the Site, Service and Third Party Media. You understand that all information publicly posted or privately transmitted through the Site is the sole responsibility of the person from whom such Content originated; that TC Global will not be liable for any errors or omissions in any Content; and that TC Global cannot guarantee the identity of any other users with whom you may interact in the course of using the Service.

You should be aware that the opinions expressed in the Content in User Submissions are theirs alone and do not reflect the opinions of TC Global. TC Global is not responsible for the accuracy of any of the information supplied in User Submissions or in relation to any comments that are posted.

You should bear in mind that circumstances change and that information that may have been accurate at the time of posting will not necessarily remain so.

When you delete your User Submissions, they will be removed from the Service. However, you understand that any removed User Submissions may persist in backup copies for a reasonable period of time (but following removal will not be shared with others) or may remain with users who have previously accessed or downloaded your User Submissions.

  • contains software virus or any other computer code, file or program designed to interrupt, destroy or limit the functionality of any computer resource;
  • is patently false and untrue, and is written or published in any form, with the intent to mislead or harass a person, entity or agency for financial gain or to cause any injury to any person.

Additionally, you agree not to:

  • contact anyone who has asked not to be contacted, or makes unsolicited contact with anyone for any commercial purpose, specifically, contact any user to post an advertisement on a third party website or post any advertisement on behalf of such user; or to "stalk" or otherwise harass anyone;
  • make any libelous or defamatory comments or postings to or against anyone;
  • collect personal data about other users or entities for commercial or unlawful purposes;
  • use automated means, including spiders, robots, crawlers, data mining tools, or the like to download or scrape data from the Site, except for internet search engines (eg. Google) and non-commercial public archives (e.g. archive.org) that comply with our robots.txt file;
  • post Content that is outside the local area or not relevant to the local area, repeatedly post the same or similar Content, or otherwise impose unreasonable or disproportionately large loads on our servers and other infrastructure;
  • attempt to gain unauthorized access to computer systems owned or controlled by TC Global or engage in any activity that disrupts, diminishes the quality of, interferes with the performance of, or impairs the functionality of, the Service or the Site.
  • use any automated device or software that enables the submission of automatic postings on TC Global without human intervention or authorship (an "automated posting device" ), including without limitation, the use of any such automated posting device in connection with bulk postings, or for automatic submission of postings at certain times or intervals; or
  • Any Content uploaded by you shall be subject to relevant laws and may disabled, or and may be subject to investigation under appropriate laws. Furthermore, if you are found to be in non-compliance with the laws and regulations, these terms, or the privacy policy of the Site, we may terminate your account/block your access to the Site and we reserve the right to remove any non-compliant Content uploaded by you.

TC Global does not guarantee that any Content or User Submissions (as defined above) will be made available on the Site or through the Service. TC Global has no obligation to monitor the Site, Service, Content, or User Submissions. However, TC Global reserves the right to (i) remove, suspend, edit or modify any Content in its sole discretion, including without limitation any User Submissions at any time, without notice to you and for any reason (including, but not limited to, upon receipt of claims or allegations from third parties or authorities relating to such Content or if TC Global is concerned that you may have violated these Terms of Use), or for no reason at all and (ii) to remove, suspend or block any User Submissions from the Service. Technical Failures

It is possible that you may face disruptions, including, but not limited to errors, disconnections or interferences in communication in the internet services, software or hardware that you have used to avail our Service. TC Global is not responsible for such factors in the disruption or interruption in the Service and you take full responsibility with complete knowledge for any risk of loss or damages caused due to interruption of services for any such reasons.

Advertisements, Third Party Sites and Services

Some of the TC Global Services are supported by advertising revenue and may display advertisements, promotions, and links to third-party websites. You hereby agree that TC Global may place such advertising and promotions on the TC Global Services or on, about, or in conjunction with your Content. The manner, mode and extent of such advertising and promotions are subject to change without specific notice to you.

The Service may permit you to link to other websites, services or resources on the Internet, and other websites, services or resources may contain links to the Site. When you access third party websites, you do so at your own risk. These other websites are not under TC Global's control, and you acknowledge that TC Global is not responsible or liable for the content, functions, accuracy, legality, appropriateness or any other aspect of such websites or resources. The inclusion of any such link does not imply endorsement by TC Global or any association with its operators. You further acknowledge and agree that TC Global shall not be responsible or liable, directly or indirectly, for any damage or loss caused or alleged to be caused by or in connection with the use of or reliance on any such Content, goods or services available on or through any such website or resource.

Termination

TC Global may terminate your access to all or any part of the Service at any time, with or without cause, with or without notice, effective immediately, which may result in the forfeiture and destruction of all information associated with your membership. If you wish to terminate your account, you may do so by contacting us at [email protected] till we develop the procedure on the website and apps. Any fees paid hereunder are non-refundable. All provisions of these Terms of Use which by their nature should survive termination shall survive termination, including, without limitation, ownership provisions, warranty disclaimers, indemnity and limitations of liability.

Save to the extent required by law, TC Global has no special relationship with or fiduciary duty to you. You acknowledge that TC Global has no control over, and no duty to take any action regarding: which users gain access to the Service; what Content you access via the Service; what effects the Content may have on you; how you may interpret or use the Content; or what actions you may take as a result of having been exposed to the Content.

You release TC Global from all liability for you having acquired or not acquired Content through the Service. The Service may contain, or direct you to websites containing, information that some people may find offensive or inappropriate. TC Global makes no representations concerning any Content contained in or accessed through the Service, and TC Global will not be responsible or liable for the accuracy, copyright compliance, legality or decency of material contained in or accessed through the Service and cannot be held liable for any third-party claims, losses or damages.

Limitation of Liability

ALL LIABILITY OF TC GLOBAL, ITS AFFILIATES, DIRECTORS, EMPLOYEES, AGENTS, REPRESENTATIVES, PARTNERS, SUPPLIERS OR CONTENT PROVIDERS HOWSOEVER ARISING FOR ANY LOSS SUFFERED AS A RESULT OF YOUR USE OF THE SITE, SERVICE, CONTENT OR USER SUBMISSIONS IS EXPRESSLY EXCLUDED TO THE FULLEST EXTENT PERMITTED BY LAW, SAVE THAT, IF A COURT OF COMPETENT JURISDICTION DETERMINES THAT LIABILITY OF TC GLOBAL, ITS DIRECTORS, EMPLOYEES, AGENTS, REPRESENTATIVES, PARTNERS, SUPPLIERS OR CONTENT PROVIDERS (AS APPLICABLE) HAS ARISEN, THE TOTAL OF SUCH LIABILITY SHALL BE LIMITED IN AGGREGATE TO THE VALUE OF TC GLOBAL'S SERVICES AVAILED BY THE USER FOR 12 MONTHS PRIOR TO THE INITIATION OF A CLAIM.

TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, IN NO EVENT SHALL TC GLOBAL, NOR ITS DIRECTORS, EMPLOYEES, AGENTS, REPRESENTATIVES, PARTNERS, SUPPLIERS OR CONTENT PROVIDERS, BE LIABLE UNDER CONTRACT, TORT, STRICT LIABILITY, NEGLIGENCE OR ANY OTHER LEGAL OR EQUITABLE THEORY OR OTHERWISE (AND WHETHER OR NOT TC GLOBAL, ITS DIRECTORS, EMPLOYEES, AGENTS, REPRESENTATIVES, PARTNERS, SUPPLIERS OR CONTENT PROVIDERS HAD PRIOR KNOWLEDGE OF THE CIRCUMSTANCES GIVING RISE TO SUCH LOSS OR DAMAGE) WITH RESPECT TO THE SITE, SERVICE, CONTENT OR USER SUBMISSIONS FOR:

  • INDIRECT OR CONSEQUENTIAL LOSSES OR DAMAGES;
  • LOSS OF ACTUAL OR ANTICIPATED PROFITS;

Governing Law

A printed version of these Terms of Use and of any notice given in electronic form shall be admissible in judicial or administrative proceedings based upon or relating to these Terms of Use to the same extent and subject to the same conditions as other business documents and records originally generated and maintained in printed form. You and TC Global agree that any cause of action arising out of or related to the Service must commence within one (1) year after the cause of action arose; otherwise, such cause of action is permanently barred.

Terms of Use and all other policies available on this Service shall be interpreted and construed in accordance with the laws of India. Any dispute arising out of or in connection with these Terms of Use and/ or other policies available on this App, including any question regarding its existence, validity or termination, shall be referred to and finally resolved by arbitration administered by the Singapore International Arbitration Centre ("SIAC") in accordance with the Arbitration Rules of the Singapore International Arbitration Centre ("SIAC Rules") for the time being in force, which rules are deemed to be incorporated by reference in this clause. The Tribunal shall consist of 3 arbitrators. The seat and venue of Arbitration shall be Singapore and the language of proceedings shall be English. Subject to the foregoing, the Courts of Singapore shall have exclusive jurisdiction over any disputes relating to the subject matter, herein.

Notwithstanding the foregoing, if a dispute arises with respect to the validity, scope, enforceability, inventorship, ownership, infringement, breach or unauthorised use of any patent, trademark, copyright or other intellectual property right or any non-proprietary data owned and/or controlled by TC Global, whether or not arising from the Terms of Use, such dispute (at the option of TC Global) shall not be submitted to arbitration and instead, TC Global shall be free to initiate litigation, including but not limited to a claim for interim injunctive relief, in a court of competent jurisdiction, in any country or other jurisdiction in which such rights apply.

Integration and Severability

These Terms of Use are the entire agreement between you and TC Global with respect to the Service and use of the Site, Service, Content or User Submissions, and supersede all prior or contemporaneous communications and proposals (whether oral, written or electronic) between you and TC Global with respect to the Site. If any provision of these Terms of Use is found to be unenforceable or invalid, that provision will be limited or eliminated to the minimum extent necessary so that these Terms of Use will otherwise remain in full force and effect and enforceable. The failure of either party to exercise in any respect any right provided for herein shall not be deemed a waiver of any further rights hereunder. Waiver of compliance in any particular instance does not mean that we will waive compliance in the future. TC Global may also impose limits on certain features and services or restrict your access to parts or all of the Service without notice or liability. Claims of Copyright or Trademark Infringement

On completion of the take-down procedure above:

  • If the complainant is not successful in obtaining an order of injunction from a court of competent jurisdiction within 21 days from receiving notice from the complainant, the material will be made available for public view once again.

No joint venture, partnership, employment or agency relationship exists between you, TC Global or any Third Party Provider as a result of the contract between you and TC Global or use of the Services.

If any provision of these Terms is held to be illegal, invalid or unenforceable, in whole or in part, under any law, such provision or part thereof shall to that extent be deemed not to form part of these Terms but the legality, validity and enforceability of the other provisions in these Terms shall not be affected. In that event, the parties shall replace the illegal, invalid or unenforceable provision or part thereof with a provision or part thereof that is legal, valid and enforceable and that has, to the greatest extent possible, a similar effect as the illegal, invalid or unenforceable provision or part thereof, given the contents and purpose of these Terms. These Terms constitute the entire agreement and understanding of the parties with respect to its subject matter and replaces and supersedes all prior or contemporaneous agreements or undertakings regarding such subject matter. TC Global shall not be liable for any failure to perform its obligations hereunder where such failure results from any cause beyond TC Global's reasonable control, including, without limitation, mechanical, electronic or communications failure or degradation (including "line-noise" interference). These Terms of Use are personal to you, and are not assignable, transferable or sublicensable by you except with TC Global's prior written consent. Residency status

Tuition fees for Canadian applicants vary for Quebec residents and out-of-province residents. To find out if you are considered a Quebec resident for the purposes of tuition fee assessment,  start here .

All Canadian students accepted to the program must prove their status as Quebec student or non-Quebec Canadian student, otherwise they will be charged at the international rate. Students who are Canadian citizens or Permanent Residents of Canada, and who wish to qualify for the Quebec tuition fees, must also provide proof of Quebec residency.

Tuition & costs

Graduate students at UVic don’t pay tuition per course. Instead, you’ll pay an amount assessed by your program as a total degree program fee. This fee is divided into fee instalments, which are charged in every term that you are registered. These fees are charged in September, January and May.

In general, the fees for a term may be made up of:

  • one full tuition installment if you are taking 3.0 or more units of courses, or project or thesis
  • one half tuition installment if you are taking less than 3.0 units and
  • any other fees assessed for that term.

Most Master’s programs require a minimum of 5.0 fee installments over the course of the program, and most PhD programs require a minimum of 7.5.Exceptions can be found in the Graduate Calendar .

Paying your tuition fees

Graduate student tuition income offset plan.

The graduate tuition income offset plan  lets you pay tuition fees in four equal instalments over each four month term. These four instalments are automatically taken from your bank account on the last business day of each month.

Student fees

Most students pay ancillary fees in addition to their tuition. These fees pay for services like your U-Pass bus pass, extended health insurance and athletics and recreation access. Find a full list of these fees in the graduate academic calendar .

All graduate students are automatically charged for the U-Pass bus pass. There are very limited conditions under which a student can opt out of the U-Pass program .

Medical insurance

You must have appropriate health insurance for the duration of your studies at UVic. The Graduate Students’ Society provides a mandatory extended health plan and a dental plan (in addition to regular medical coverage) for full-time graduate students. These plans are assessed to graduate students in September for 12 months of coverage or January for 8 months of coverage. You need to be registered in on-campus courses in 3 or more units to be assessed.

Canadian students from other provinces can keep their home province’s health plan or switch to the BC Medical Services Plan (MSP) .

International students

All international students must have health insurance while in Canada. If you’re an international student who plans to study in Canada for more than six months, you should apply for the BC Medical Services Plan (MSP) as soon as possible.

After applying for MSP, the processing time is around 90 days.

We provide a mandatory temporary medical insurance plan (MTMI) for all new international students to cover the period before MSP coverage. This one-time fee is charged to international students in their first term. It insures emergency hospitalization and medical services (including doctor's visits) for sickness or injury covered by the policy. This coverage is equivalent to BC MSP, which is not available to international students until they have been in Canada for three months.

Graduate tuition fees

Review tuition fees for Canadian and international students enrolled in an graduate degree or program.

Graduate certificates, diplomas and master’s course-based programs are charged tuition on a “per credit” basis for each academic credit assigned to a course. Compulsory fees are charged on a “per academic course credit” or “per term” registered basis; and are sometimes charged on an annual basis or “one-time” basis.

Master’s thesis-based programs and PhD programs are charged tuition on a “per term” basis at a maximum rate of 11.25 credits per term for full-time students and 7.5 credits per term for part-time students.

Tuition fees for Canadians

Quebec residents (base tuition).

Quebec residents pay a lower tuition rate at Quebec Universities than other Canadian or international students. To pay Quebec resident tuition rates, first you must apply for Quebec resident tuition status. 

Failure to provide proof of residency will result in higher tuition fees which cannot be refunded retroactively.

The following tuition fees are for Canadian citizens, Canadian First Nations members and permanent residents of Canada who meet the Quebec government’s criteria for Quebec residency status:

About Quebec residency status

The Quebec government sets the rules for determining a student's Quebec residency status. According to these rules, students who are Canadian citizens, Canadian First Nations members or permanent Residents of Canada who live in Quebec are considered to be non-Quebec residents until they prove their Quebec residency status.

If your application to pay Quebec Resident fees has not been approved by the government on or before the University's fee payment deadline, then you must pay the fees indicated on your portal Student's Account. If your application is approved after the deadline, your student account will be credited the difference.

Non-Québec residents

The following tuition fees are applicable for Canadian citizens, Canadian First Nations members and permanent residents of Canada who do not meet the Quebec government’s criteria for Quebec residency status:

The Quebec government requires the University to collect a  forfaitaire  from non-Quebec residents in addition to the base tuition and the compulsory fees charged by the University. The rate of the  forfaitaire  is determined by and is transferred directly to the Quebec government.

  • Summer 2023 (2231) fee total includes government base tuition of $93.24 and a  forfaitaire  of $197.77 per credit.
  • Fall 2023 (2232) and Winter 2024 (2234) fee totals includes government base tuition of $96.03 and a  forfaitaire  of $203.70 per credit.
  • PhD students are not billed this fee.

French program exemptions

Non-Quebec residents following certain programs in the French Language, French Literature or Quebec Studies may be exempt from paying this forfaitaire. For further information, please go to the Enrolment Services, French Program Exemption website.

All PhD programs

  • Québec resdients & Non-Québec residents rate: $ 93.24 per credit

Master's thesis-based program.

The Quebec government requires the University to collect a forfaitaire in addition to the base tuition and the compulsory fees charged by the University. The rate of the forfaitaire is determined by the government financial sector of the course for which the student has registered. The rate of the forfaitaire is determined by the government and is transferred directly to the government. The government allows Quebec Universities to charge an “additional forfaitaire” as well as a program-specific premium for certain programs. The following fees include government base tuition of $96.03, a forfaitaire of $510.52, and an additional  forfaitaire  of $41.05 per credit.

Tuition rate for international students entering a Professional or non-research Masters programs (course-based programs) in their cohort year is fixed for the duration of the program.

Arts & Science, Engineering and Computer Science and Fine Arts programs

PhD programs tuition cost

PhD program fees include government base tuition of $96.09, a  forfaitaire  of $449.32 and an additional  forfaitaire  of $44.93 per credit.

Billing information for Master’s thesis, PhD, and Master’s course-based programs (admitted prior to Summer 2022 term)

Each Master's and PhD program has a nominal number of academic credits that must be successfully completed in order for the student to graduate from that program.

  • Master's degree programs have 45, 57 or 60 nominal credits; and PhD programs have 90 nominal credits.
  • Each program of study has an academic time limit which is a specified number of academic terms in which the student must successfully complete all degree requirements and apply to graduate. This information is available in more detail on the  Graduate Calendar webpage.

How fees are billed

Tuition and compulsory fees are billed when a student is enrolled in a Master's or PhD program and is registered for a credit course or a course notation, e.g. CIP, STOQ, etc. The first registration in a student's Master's or PhD program, in either a credit course or a Continuing in Program (CIP) course notation will trigger the start of the fee billing process.

  • Fees are billed on the basis of the student's enrolment in the degree program at the time of admission (i.e. full-time or part-time status) plus;
  • The total number of nominal   credits in the degree program.

How tuition and compulsory fees are charged

Fees are billed on the basis of

  • the student's enrolment in the degree program at the time of admission (i.e. full-time or part-time status), plus
  • the total number of  nominal  credits in the degree program.

Tuition and compulsory fees are charged

  • at a maximum rate of 11.25 credits per term for full-time students and 7.5 credits per term for part-time students; and
  • until all nominal credits in the degree program have been billed.

The maximum number of credits billed per term may not change when a student applies for, and is granted, a change in their admission/enrolment status:

Full-Time to Part-Time Status

  • Students who change from full-time to part-time status before one half (1/2) of the nominal course credits in their program have been billed will be charged fees at a maximum rate of 7.5 credits per term until the unbilled nominal credits in their program have been billed.
  • Students who change from full-time to part-time status after one half (1/2) of the nominal course credits in their program have been billed will continue to be charged fees at a maximum rate of 11.25 credits per term until all nominal credits in their program have been billed.

Part-Time to Full-Time Status

  • Students who change from part-time to full-time status before one half (1/2) of the nominal course credits in their program have been billed will be charged fees at a maximum rate of 11.25 credits per term until the unbilled nominal credits in their program have been billed.
  • Students who change from part-time to full-time status after one half (1/2) of the nominal course credits in their program have been billed will continue to be charged fees at a maximum rate of 7.5 credits per term until all nominal credits in their program have been billed.

In both instances, the student's academic time limit will be adjusted.

Prerequisite or deficiency course fees

A deficiency course is a course which must be taken in addition to the nominal credits in a student’s program and do not apply to the master’s course-based program. Deficiency credits may include graduate or undergraduate courses. Tuition and compulsory fees are charged on each prerequisite and deficiency registered course.

Continuation fees

Once the tuition and compulsory fees for the nominal credits in your program have been billed, you will continue to be charged "other" compulsory fees each term until the continuation fees are charged as follows:

Full-time Students

Part-time students, time limit extension and other fees.

Once the student has completed the total number of terms within the academic time limit and has not yet met the degree requirements in order to graduate, the student may apply to their Graduate Program Director for an academic time limit extension (TLE). If a TLE is granted, a TLE fee plus compulsory fees will be charged in each TLE term.

Balance of program fees charged at Graduation

Students who successfully complete their Master's or Ph.D. program degree requirements before all tuition and compulsory fees for their program of study have been billed will be charged the balance of their program's tuition and compulsory fees once they apply for graduation.

Courses that don't apply towards degree requirements

Applicable to students admitted to a Master's or PhD program as of the 2010/1 summer term.

Master's and PhD student are permitted to register for a maximum of 3 course credits, in addition to the nominal credits in their degree program, without additional charge. All course/thesis credits "registered/attempted"  1 , will be charged tuition and compulsory fees on a "per credit" basis. Attempted credits can be charged in addition to or concurrently with, the tuition and compulsory fees charged on the nominal program credits or, while being assessed continuation/time-limit extension fees. Additional course credits will be charged in any term where a registration increases the total number of credits registered, to more than the 3 allowable additional course credits.

  • Courses with grade notation "DISC", "MED", "F" as outlined in the Graduate Calendar,  Academic Regulations , as well as imposed sanctions requiring extra course credits, are counted as "course credits registered/attempted"

"Elective" and 'Hors programme' courses

Courses that cannot be applied to your degree program are considered to be "elective" or "cours hors programme" and are charged tuition and compulsory fees on a "per credit" basis. 

  • These fees are charged in addition to, and concurrently with, the tuition and compulsory fees charged on nominal program credits, continuation and compulsory fees, or time limit extension and compulsory fees.

Audit course fees

Courses not taken for credit are registered under a student’s Master’s or PhD program and an Audit grade is recorded to the student’s record.

  • Audited courses are charged tuition and compulsory fees on a “per credit” basis. 

Option changes at the Master's level

With the appropriate approval, you may change options (e.g. thesis to course-based) for your master's degree. In these cases, all of the original program's academic activities are considered to be continuous with the second program. 

  • Since summer 2013, all approved transfers between GCS programs at the master's level are considered option changes for this regulation.
  • Upon an option change, the academic time limit is not extended and will continue to be counted from the term of admission to the original program of study. 
  • Your student record will reflect the option change with a notation. In the case of GCS transfers, the option change will be reflected with the transferal of all graded courses into the new program. In GCS, courses with DISC/MED notations are not transferred or credited financially to the new program.
  • Financially, tuition and compulsory fees paid in the original program are credited to the new program of study and are not forfeited, provided that registration is continuous and in consecutive terms.

Examples of such option changes include:

  • Master's of Arts (Educational Technology – thesis option) and the Master's of Arts (Educational Technology – internship option)
  • All Master's of Engineering (MEng) to and from all other Master's of Applied Science (MASc) including Master's of Computer Science and Master's of Applied Computer Science

Program to program transfers

Program transfers between the Master's in Business Administration (MBA) and the Diploma in Chartered Professional Accountancy are exceptions, provided the student has completed the Diploma program requirements and (that is, the degree/diploma has not been conferred.)

  • Upon official withdrawal from the Diploma in Chartered Professional Accountancy programs, up to a maximum of 30 credits are transferred to the MBA program and are not forfeited. 
  • The program transfer must be processed within two years (6 academic terms) from the last registration in the original program.

Special degree transfers (new admission)

Suppose you transfer to a different Master's or PhD within Concordia. In that case, financial credits equal to the number of academic credits transferred to the new program but not exceeding the tuition and compulsory fees paid in the original program will be granted. This does not apply to transfers to or from graduate privatized programs.

Master’s course-based programs (admitted as of Summer 2022 term)

Students admitted as of the Summer 2022 term and enrolled in a master’s course-based program are charged tuition and compulsory fees on the basis of their registration in a credit course and certain course notations.

Tuition fees are charged on a “per credit” basis for each academic credit assigned to a course. Compulsory fees are charged on a “per academic course credit” or “per term” registered basis; and are sometimes charged on an annual basis or “one-time” basis.

Academic time limits

Every graduate program of study has an academic time limit (a specified number of academic terms) in which a student must successfully complete program requirements and apply to graduate.  This information is available in the  Graduate Calendar .

Time limit extension and compulsory fees

Courses not taken for credit are registered under a student’s graduate program and an Audit grade is recorded to the student’s record. Audited courses are charged tuition and compulsory fees on a “per credit” basis. These fees are charged in addition to, and concurrently with, the tuition and compulsory fees charged on nominal program credits, continuation and compulsory fees, or time limit extension and compulsory fees.

Other graduate programs

Students enrolled in a graduate diploma, certificate or qualifying program and Independent students are charged tuition and compulsory fees on the basis of their registration in a credit course and certain course notations, e.g. STOQ 001 Studies outside Quebec, CWT 001 Coop Work Term.

The fee rates and basis on which each fee is charged are outlined in the following sections.

Master's and Doctoral students will be assessed the term fees stated for each term of registration in their programs, except for a few students in special programs (as indicated in the tuition and fee tables).

  • In the exceptional case where a qualifying student is registered for fewer than three courses, fees are assessed on a part-time basis

Part-Time Studies

  • Part-time students who were admitted as part-time pay half the full-term fee for each term until completion of degree requirements
  • Part-time, course-based programs are assessed course fees in place of term fees 
  • Students who transfer from full-time to part-time (under the School of Graduate Studies regulation Transfers from Full-time to Part-time Status) are assessed half the term fee while registered part-time

Re-Admission

Readmitted students are assessed tuition at the appropriate current rate per term for the number of terms away, to a maximum of 3 terms. Thereafter, students pay the appropriate term fee until they complete the program.

Special Students

Special students who are assessed fees will be charged at the part-time Master's rate for 1-2 courses and the full-time Master's rate for 3 or more courses. Students will also be required to pay ancillary fees.

Visiting Research Students

Students who are registered as a Visiting Research Student are not charged tuition fees, but are charged University Health Insurance Plan fee (UHIP) and ancillary fees .

Changes in scholarship funding for graduate students announced in recent federal budget

The recent federal budget announcement brings promising news for current and prospective graduate students at Canadian universities. As part of a comprehensive package to address the cost-of-living challenges and enhance Canada’s research capabilities, significant increases have been made to fund master's and doctoral student scholarships and postdoctoral fellowships. 

Increased tri-agency graduate scholarship amounts 

  • increase in the annual value of master’s scholarships to $27,000 annually
  • increase in doctoral scholarships to $40,000 annually 

Impact on tri-agency scholarship competitions 

With the introduction of increased funding, upcoming scholarship competitions may see adjustments in terms of eligibility, and the number of scholarships awarded. Specific details are still pending as the three federal granting agencies—NSERC, SSHRC, and CIHR—await further directives from the government. We encourage students to stay tuned for upcoming announcements clarifying the application and selection processes under the new budget provisions. 

Existing scholarship recipients 

For students currently holding scholarships, it has not yet been confirmed whether the increases will be applied retroactively or only affect new awardees from the 2024-25 academic year onwards. The agencies have indicated that more information will be provided as it becomes available. Students currently receiving scholarships will receive communications on how these changes might impact their funding when information becomes available. 

Additional supports and provisions 

The budget also introduces enhancements in various other sectors that indirectly benefit graduate students, including initiatives aimed at increasing housing supply and affordability, and modernizing the Canada Student Financial Assistance Program. These changes are designed to alleviate some of the financial pressures faced by students, making higher education more accessible.

Getting PR after graduating from a master’s or PhD program as an international student

It may now be easier for students who come to Canada for a master’s or Ph.D. program to obtain permanent residence (PR).

On February 15, 2024, Immigration, Refugees and Citizenship Canada (IRCC) enacted a Post-Graduation Work Permit (PGWP) policy that was first announced on January 22 as one of many changes coming to Canada’s international student system.

This policy now means that international student graduates of master's degree programs at Canadian Designated Learning Institutions (DLIs) – the only post-secondary institutions authorized by IRCC to accept international students – are eligible for a three-year PGWP . This is true even for students studying in master's programs that are two years or less in length.

Note: Before February 15, the validity period of a PGWP for master's students was directly correlated to the length of the program of study.

How does this make it easier to obtain PR in Canada?

The value of a PGWP lies in that it allows international student graduates to work in Canada once they complete a PGWP-eligible program at a DLI.

This Canadian work experience is valuable to those who later intend to pursue PR because many of Canada’s immigration pathways either require or reward such experience.

For example, Canada’s popular Express Entry application management system, which prioritizes a candidate’s Comprehensive Ranking System (CRS) score, rewards candidates with a minimum of 80* additional CRS points for work experience acquired in Canada before they apply for PR.

*This point value is for Express Entry candidates without a spouse or common-law partner under the Core/Human Capital Factors section of the Express Entry system. Candidates in other circumstances, such as those applying alongside their spouse/partner, may receive a different number of CRS points.

Therefore, this expanded PGWP policy will make it easier for eligible students to obtain PR because it allows them more time to acquire valuable Canadian work experience, which they can then use on their immigration application.

Other ways IRCC makes it easier for master's and PhD students to immigrate to Canada

Express Entry’s CRS system rewards higher education

Further to the value of a master's or Ph.D. for Canadian immigration, the Express Entry CRS system rewards higher levels of education.

Specifically, students with master's and Ph.D. degrees are rewarded with the two highest CRS scores under “level of education” by the Express Entry system.

  • Master’s students: 126 points with a spouse/common-law partner; 135 points without
  • Ph.D. students: 140 points with a spouse/common-law partner; 150 points without

Simply, more CRS points gives candidates a better chance of receiving an Invitation to Apply (ITA) for Canadian PR.

Many provinces/territories have dedicated Provincial Nominee Program streams for Masters/PhD students

Students who obtain either a master's or Ph.D. degree in Canada also open themselves up to various additional Provincial Nominee Program (PNP) streams.

Note: 11 of Canada’s 13 provinces and territories, excluding Quebec and Nunavut, operate a PNP

Canadian science gets biggest boost to PhD and postdoc pay in 20 years

Researchers in Canada got most of what they were hoping for in the country’s 2024 federal budget, with a big boost in postgraduate pay and more funding for research and scientific infrastructure.

“We are investing over Can$5 billion in Canadian brainpower,” said finance minister Chrystia Freeland in her budget speech on 16 April. “More funding for research and scholarships will help Canada attract the next generation of game-changing thinkers.”

Canadian PhD students and postgrads plan mass walkout over low pay

Postgraduate students and postdoctoral researchers have been advocating for higher pay for the past two years through a campaign called Support Our Science. They requested an increase in the value, and number, of federal government scholarships, and got more than they asked for. Stipends for master’s students will rise from Can$17,500 (US$12,700) to Can$27,000 per year, PhDs stipends that ranged from Can$20,000 to Can$35,000 will be set to a uniform annual Can$40,000 and most postdoctoral-fellowship salaries will increase from Can$45,000 to Can$70,000 per annum. The number of scholarships and fellowships provided will also rise over time, building to around 1,720 more per year after five years.

“We’re very thrilled with this significant new investment, the largest investment in graduate students and postdocs in over 21 years,” says Kaitlin Kharas, a PhD student at the University of Toronto, Canada, and executive director of Support Our Science . “It will directly support the next generation of researchers.”

Although only a small proportion of students and postdoctoral fellows receive these federal scholarships, other funders tend to use them as a guide for their own stipends.

Many postgraduates said that low pay was forcing them to consider leaving Canada to pursue their scientific career, says Kharas, so this funding should help to retain talent in the country.

“This is going to move us from a searing brain drain to a brain gain, and position us to compete on the world stage,” says Chad Gaffield, chief executive of the U15 Group of Canadian Research Universities, based in Ontario, which supported the campaign.

‘Determined to thrive’

The budget also includes marked boosts for basic research. There is an extra Can$1.8 billion over five years in core funding for the three federal grant-awarding research councils, as well as Can$400 million for upgrades to the TRIUMF particle accelerator in Vancouver, and more cash for several other large facilities and institutes across the country. There will also be more than Can$2 billion for the artificial-intelligence sector in Canada.

“[This budget] really emphasizes that Canada is determined to thrive in the twenty-first century based on science and research,” says Gaffield.

Canada announces new innovation agency — and it’s not modelled on DARPA

Others have pointed out that the vast majority of the money in the budget for the research councils is backloaded, with just Can$228 million coming in the next two years. This means that the gains will be slow, and could be vulnerable to changes in the political climate, says Alex Usher, president of Higher Education Strategy Associates, a consultancy in Toronto. “Do not count on this money being there after an election,” he posted on X (formerly Twitter). Canada’s next federal election is due in October 2025, and the opposition Conservative Party is campaigning on reigning in spending.

The budget also makes some changes to how science funding is organized. Instead of ten different programmes for scholarships and fellowships, with differing levels of support, there will now be a single programme with just three levels — master’s degrees, PhDs and postdoctoral fellowships. Kharas says that this should simplify the system.

The government will also create a new “capstone” research-funding organization to better coordinate the work of the three granting councils and “help to advance internationally collaborative, multi-disciplinary and mission-driven research”, the budget says. It will also create an advisory Council on Science and Innovation, comprised of leaders from academia, industry and the non-profit sector, which will develop a national science-and-innovation strategy to guide priority setting and increase the impact of federal investments. “This should help move us towards a more efficient, well-coordinated and nimble way of supporting research in Canada,” says Gaffield. “I look forward to working with the government to optimize it.”

International students, including those from India, studying in Canada will be restricted to working off-campus for a maximum of 24 hours per week starting in September, as per a new regulation set to take effect from Tuesday.

Marc Miller, Minister of Immigration, Refugees, and Citizenship, announced in a press release on Monday that the temporary policy permitting students to work more than 20 hours per week off-campus will conclude on April 30, 2024, and will not be extended. "This fall, we intend to change the number of hours students may work off campus per week to 24 hours," he stated, as the Canadian government responds to a surge in international student enrolments nationwide.
