Plastic Pollution

A global overview from our world in data.

These slides provide a global overview of plastics production, waste, and pollution of our oceans. They are designed to provide a summary of the plastics challenge and what this tells us about how to address it. A more detailed exploration of this topic can be found at our topic page on Plastic Pollution

• How much plastic does the world produce?
• What is the fate of our plastics?
• How much plastic waste do we produce & how much ends up in the ocean?
• Where does plastic waste come from?
• How much plastic waste is traded?
• How do we tackle plastic pollution?

Annual global production of plastics has increased more than 200-fold since 1950.

In 2019 the world produced more than 450 million tonnes of plastic.

By 2019 cumulative plastic production was around 9.5 billion tonnes.

This is equivalent to more than one tonne of plastic for every person alive today.

Of the global plastic produced over the period from 1950 to 2015:

• 55% straight to landfill
• 30% was still in use
• 8% was incinerated
• 6-7% was recycled

Of 5.8 billion tonnes of plastic no longer in use, ~9% was recycled.

You can explore how the trend in global recycling, incineration and landfill has changed over time here .

Whilst recycling is preferable to incineration or landfill by displacing new plastic production, most plastic can be recycled only once or twice .

This means that most recycled plastic eventually ends up in landfill or incineration.

"Recycling delays, rather than avoids, final disposal" (Geyer et al. 2017)

The world produces around 350 million tonnes of plastic waste each year.

Estimates vary, but studies suggest that 1 to 2 million tonnes enter the oceans annually.

That means 0.5% of plastic waste ends up in the ocean.

We can answer this in multiple ways:

• By land-based and marine sources
• By country or region

Packaging is the largest contributor to plastic waste.

Plastic waste can arise from land (via coastlines and rivers) and from marine sources (such as fishing nets, ropes, lines and abandoned vessels).

How significant is each source for ocean plastics?

However, in certain locations, marine sources can be more significant. The Great Pacific Garbage Patch has more than half (52%) from marine sources due to intensive fishing activity in the Pacific Ocean.

To identify the main geographical contributors to plastic pollution, we need to explore these figures in several steps:

• How much total plastic waste is generated by country
• How much plastic waste is generated by coastal populations - this is plastic which is most at risk of entering the ocean
• How much of coastal plastic waste is mismanaged (open, dumped or not enclosed) and can therefore enter waterways.

This interactive map shows the total plastic waste generation by country in 2010.

Here we see that the largest producers (China, USA, Brazil, Germany, Japan, Pakistan, Nigeria) span all continents.

But to understand the largest contributors to plastic pollution, we must correct for:

• coastal populations (taken as populations within 50km of a coastline)
• how much of this plastic is 'mismanaged'

Mismanaged plastic waste is waste which is inadequately managed (seen in the chart opposite), plus littered waste (seen here ).

High-income countries tend to have effective waste management systems and therefore low levels of inadequately managed waste.

Once we correct for these factors we can understand the geographical distribution of plastic waste at high risk of entering the ocean.

Here we see very strong regional dominance particularly across Asia.

When we aggregate by region we see the majority of plastic at risk of entering the ocean arises from Asia and Africa, with the Americas playing a notable role.

Global trade of plastics has changed a lot in the last few years.

Historically, China has been the largest plastic importer. But in 2017, it banned imports of non-industrial plastic waste.

A number of other middle-income countries have done the same.

We can see this income group's share of global plastic imports has fallen dramatically

You can also see that the amount of plastic waste that rich countries export has fallen.

This is because middle-income countries are less willing to trade.

“If we all do a little, we’ll only achieve a little”

Most ocean plastic arises from countries with poor waste management infrastructure.

Cease plastic trade from rich to low or middle-income countries without sufficient investment in waste management infrastructure

The largest plastic exporters are some of the world's richest countries.

Rich countries should handle waste domestically & cease trade of plastic trade unless sufficient infrastructure is in place. A tax for exporting countries is one suggested method of raising funds for waste management services.

Strict legislation and management of fishing activity and waste

Marine plastics can be a major source of ocean pollution (most notably the Great Pacific Garbage Patch ).

Fishing activity should be better-regulated and managed to limit these sources.

Longer-term shifts in consumption models

• How essential plastic is in many aspects (e.g. preventing food losses & waste, sterile environments, construction, medical supplies)
• Plastic alternatives often have other environmental impacts . There are usually trade-offs
• To be globally effective, must be scalable and cheap

1. Why an Encyclopedia of the Environment?

The environment  is a wide series of topics that covers:

– the Earth’s environments where life develops,  air, water and soil , – the conditions offered to life and in particular  the climate , which are of great concern in this 21st century, – the strong links between nature and life, the origin and erosion of  biodiversity ,  ecosystems  and their evolution, – but also the interactions between  man , nature and all living beings.

It is a subject that often makes the   headlines , particularly with regard to fears raised by disasters, pollution or climate change and the burning obligation to protect the environment by promoting sustainable development. Our environment also remains  an inexhaustible source of wonder and questioning  that requires some familiarity with a foundation of   scientific knowledge  important for everyone to forge their opinion on the issues our society is facing.

2. Organization

Due to the closely related themes and the coverage of their audiences, this  Encyclopédie de l’Environnement  and the   Encyclopédie de l’Énergie ( www.encyclopedie-energie.org ) have consolidated their activities within the  Association des  Encyclopédies de l’Environnement et de l’Énergie ( www.a3e.fr ), while each maintaining its site and editorial autonomy. This association is linked to the initial guardianship of the encyclopedias, the  Université Grenoble Alpes  (UGA) and  Grenoble INP , by a convention, and is sponsored by the  Académie des Sciences .

3. Editorial Committee

This open-access site is intended to help any reader to put into perspective, in a coherent and objective way, the available knowledge on the environment. In abundantly illustrated articles signed by their author s, it describes the phenomena and proposes a first level of explanation based on proven evidence, with references to original sources.  All these texts have been the subject of an expertise by an editorial committee, which now includes a French and a Chinese section. The latter is specifically in charge of appraising texts published in Chinese, both the translations of texts originally published in French or English and original articles by Chinese authors. The Encyclopedia of the Environment thus becomes a trilingual site, where each article is accessible in French, English and Chinese.

The set of articles is organised into eight sections , each led by experts on the subject, themselves divided into thematic modules that include one or more articles. Thanks to a unified format and numerous links, these articles form a coherent whole, the ergonomics of which allow the reader to quickly access any subject identified by a keyword . A contact form allows the reader to join the authors and comment on their articles.

In order to cover all environmental topics, the first editorial managers of the Encyclopedia of the Environment, Jacques Joyard, René Moreau and Joël Sommeria, surrounded themselves with recognized experts to form the French section of the Editorial Committee of the Encyclopedia.

Since November 2020, following the signature of an agreement between A3E (Association of the Encyclopedias of Environment and Energy) and its Chinese counterpart CA3E (Chinese Association of the Encyclopedias of Environment and Energy), the Chinese section of the Editorial Committee has been settled. It is co-chaired by two members of the CAS (Chinese Academy of Sciences), Professors Yanfen Wang and Jiachun Li.

The compositions of the French and Chinese sections of the Editorial Board are shown in the following tables, which indicate the specialties and affiliations of each editor.

EPA sets first national limits on PFAS in drinking water

Every municipal water system in the country must test for, and limit, the presence of five PFAS chemicals within five years, according to new guidelines set by the federal government. It's the first time these toxic chemicals have been regulated at the national level.

The Environmental Protection Agency (EPA) regulations limit the two most common PFAS chemicals — PFOA and PFOS — to four parts per trillion in drinking water, close to the lowest level at which the chemicals can be detected. The EPA also set a non-enforceable goal for these two compounds at zero, reflecting that "there is no level of exposure to these contaminants without risk of health impacts," according to a press release.

The new standard for three other PFAS chemicals — PFHxS, PFNA, and GenX — in drinking water is 10 parts per trillion. The EPA will also set a limit for any mixture of PFBS, PFHxS, PFNA, and GenX.

Speaking Tuesday, EPA Administrator Michael S. Regan said that the new regulations will reduce PFAS exposure for about 100 million people.

"This action will prevent thousands of deaths and reduce tens of thousands of serious illnesses," Regan said. "We are one huge step closer to finally shutting off the tap on forever chemicals."

The EPA estimates that 6% to 10% of the 66,000 public drinking water systems subject to this rule may have to reduce PFAS to meet these new standards.

Public water systems have three years to complete their initial monitoring for these chemicals, and must inform the public of the level of PFAS measured in their drinking water. Where PFAS is found at levels that exceed these standards, systems must reduce PFAS in their drinking water within five years.

In addition to the new rule, the agency also announced nearly $1 billion in new funding through the Bipartsan Infrastructure Law to help states and territories implement PFAS testing and treatment at public water systems and to help owners of private wells address PFAS contamination. The federal government has already dedicated $9 billion to address PFAS in water, and another $12 billion in other water improvement projects.

Massachusetts is one of 11 states with existing limits on PFAS, officially called per- and polyfluorinated substances, in drinking water. Set in 2020, the state limit is one of the strictest in the country: 20 parts per trillion for the sum of six PFAS chemicals, including PFOA and PFOS.

However, the PFAS chemicals in the EPA regulation are not the same six currently regulated in Massachusetts. The state now must rewrite its current PFAS standard to align with the EPA, said Wendy Heiger-Bernays, a toxicologist at the Boston University School of Public Health.

Heiger-Bernays applauded the new regulations, saying that ultimately they will protect human health, but "DEP now has to go back to the drawing board."

In a statement, Massachusetts Department of Environmental Protection spokesman Ed Coletta said the state will set PFAS standards "at least as stringent as the new federal regulatory level," and complete the regulatory process within three years.

Water industry advocates expressed concern that the four parts per trillion measurement standards for PFOS and PFOA will be nearly impossible to meet, given current testing technology.

"We have seen systems send the same sample of water to two separate labs and have an eight part per trillion difference in the result," said Jennifer Pederson, executive director of the Massachusetts Water Works Association, an industry group.

Pederson also expressed concern that stricter regulations will be costly for Massachusetts communities — either because more towns will now need to treat their water for PFAS, or towns already treating their drinking water may have to swap out filters more often. MassDEP estimates that the strict new PFOS and PFOA standards of 4 ppt will impact 181 public water systems in Massachusetts, including 95 that will need to address PFAS for the first time.

And Massachusetts already has a costly backlog of water infrastructure needs, Pederson said.

"We need $15 billion over the next 20 years to maintain compliance with existing Safe Drinking Water Act standards," said Pederson, citing a   2021 EPA assessment . "So any money that we're getting isn't sufficient to cover what we need."

PFAS chemicals were invented in the early 20th century and are used in thousands of products, from food packaging to waterproof jackets and firefighting foam. Over time the chemicals wash or flake off these products into landfills, soil and water.

Because PFAS molecules don't break down easily, they are often called "forever chemicals." In Massachusetts, they're widespread in ground and surface waters , rivers and even  Cape Cod ponds . Studies estimate that 98% of Americans have detectable levels of PFAS in their blood.

Final Rule to Strengthen Standards for Synthetic Organic Chemical Plants and Polymers and Resins Plants

April 9, 2024, the U.S. Environmental Protection Agency (EPA) announced a set of final rules that will significantly reduce emissions of toxic air pollution from chemical plants, including the potent air toxics ethylene oxide (EtO) and chloroprene. The reductions dramatically reduce the number of people with elevated air toxics-related cancer risks in communities surrounding the plants that use those two chemicals, especially communities historically overburdened by air toxics pollution.

EPA Sets US’s First Drinking Water Standards to Limit Toxic PFAS

About 100 million people will be exposed to fewer cancer-causing “forever chemicals” under the country’s first-ever drinking water standards for PFAS finalized Wednesday by the EPA, White House officials said.

The Environmental Protection Agency finalized an enforceable 4 parts per trillion (ppt) limit on perfluorooctanoic acid (PFOA) and perfluorooctane sulfonic acid (PFOS) in drinking water. The agency set a non-enforceable maximum contaminant level goal for PFOA and PFOS at zero, reflecting research showing that no level of exposure is risk-free from cancer and other diseases.

The rule also sets a limit of 10 ppt on three other categories of per- and polyfluoroalkyl substances (PFAS) in drinking water, including perfluorononanoic acid (PFNA), perfluorohexane sulfonate ( PFHxS ), and “ GenX ” chemicals. GenX chemicals are made by the Chemours Co. , which owns the trade name, to produce fluoropolymers used in semiconductor chips.

The rule also set a limit on mixtures of each of those substances, in addition to perfluorobutanesulfonic acid (PFBS).

The substances, known as “forever chemicals” because they remain in the environment indefinitely, are considered carcinogenic and include coatings such as Teflon used in cookware.

Up to 6,700 water systems serving about 100 million people, or between 6% and 10% of all the drinking water systems in the US, will be affected by the new standards, senior White House officials said Tuesday in a call with reporters.

PFAS can be found in about 45% of US drinking water sources, including public water systems and private water wells, US Geological Survey scientists estimated in 2023. PFOA and PFOS pose the highest human exposure risk in drinking water, the study found.

Water systems nationwide will have to test for PFAS under the new standards, and then they’ll have five years to purchase, install, and operate PFAS-removal technology if contaminants are detected.

About $1 billion in infrastructure funding will be available to help water systems test for PFAS and remove it. An additional $12 billion is available for general drinking water system improvements, including addressing emerging contaminants such as PFAS, the officials said.

“The first national drinking water standards for PFAS marks a significant step towards delivering on the Biden-Harris Administration’s commitment to advancing environmental justice, protecting communities, and securing clean water for people across the country,” Brenda Mallory, chair of the White House Council on Environmental Quality, said in a statement.

The World Health Organization in 2022 issued less stringent guidelines for the substances. The WHO’s draft guidance recommends a limit of 100 parts per trillion (ppt) of either PFOA or PFOS in drinking water. It also recommends a total cap of 500 ppt for combinations of up to 30 PFAS.

Costly Compliance Expected

Water utilities will be required to monitor the PFAS, reduce levels exceeding the proposed limits, and notify their customers if the PFAS levels are above the EPA’s limits. The limits, the lowest level many laboratories can reliably detect, are tighter than any state has proposed.

Technologies such as granular activated carbon, reverse osmosis, and ion exchange systems can be used to remove PFAS from drinking water, according to the EPA.

The American Water Works Association said in 2023 that it would be costly for water systems to comply with the limits, citing research suggesting compliance would cost utilities $3.8 billion annually.

The EPA estimated that it could cost between $772 million to $1.2 billion for utilities to comply with the rule, with benefits ranging from $908 million to $1.2 billion.

“The vast majority of these treatment costs will be borne by communities and ratepayers, who are also facing increased costs to address other needs, such as replacing lead service lines, upgrading cybersecurity, replacing aging infrastructure and assuring sustainable water supplies,” AWWA said in a statement about the draft of the rule last year.

ATHENS, WV – Concord University’s Environmental Geosciences program will be hosting a public presentation about the Bluestone Dam at 12:00 noon on Tuesday, April 16th in room 400 of the Science building on Concord’s Athens campus. The public is invited to attend this free lecture, and a virtual participation option via Zoom will also be available. Classroom teachers are especially invited to ask for the Zoom link to bring the presentation into their schools.

Presentation topics will include an introduction to the Bluestone Dam’s history and purpose, ongoing geological engineering work to assess the bedrock foundations of the dam, and what it is like to have a career as a geologist working for the Army Corps of Engineers. The presentation will be given by Army Corps staff Kelli Gagnon, Aidan Hodge, and John Vaught. Hodge and Vaught are both alumni of the Environmental Geosciences program at Concord.

The Bluestone Dam is a major flood-control installation located on the New River just upstream of Hinton, WV in Summers County. The dam also impounds Bluestone Lake, a popular recreation area. The dam is a 165 feet tall and 2048 feet long concrete gravity structure which controls water flow from a drainage area of 4,620 square miles. This gives it the largest flood storage capacity of any dam in West Virginia. It provides flood protection for Hinton and areas downstream through the Kanawha Valley, including the state capitol of Charleston. This region contains the homes of tens of thousands of people, major industries, and numerous businesses.

The Bluestone Dam celebrated its 50th anniversary in 1999 and is now more than 70 years old. At the time of that anniversary, the Army Corps of Engineers estimated that the dam had already prevented more than $1.6 billion in flood damages. That number has only increased with time.

Since 2000, the Bluestone Dam has been undergoing safety improvements to make the foundations of the dam more stable. Among the improvements are better anchoring the dam to bedrock, reinforcing the toe of the dam with concrete, and reducing the erosion of bedrock by overlaying the spillway with concrete. This requires detailed geological work focused on features in the bedrock on which the dam is built. As part of assessing the properties of the bedrock, over the coming year several samples of sandstone will be examined in laboratory facilities at Concord University, including the electron microprobe in Concord’s developing Materials and Rare Earth Element Analysis Center.
