Ph.D Social Work at IGNOU Offline Course

Ph. D Social Work is minimum 3 years and maximum 6 years duration course offered by Indira Gandhi National Open University, New Delhi. The Ph.D. Programme in the social work will enable candidates from across the county, and particularly from far-flung areas and states/union territories, where there are no schools of social work, to pursue their research work leading to a doctoral degree. Currently, the school has admitted three Research and Teaching Assistantship (RTAs) in 2009 for its doctoral programme in social work.

Eligibility Criteria

Possesses Master’s Degree from a University recognized by UGC or any other qualification recognized as equivalent thereto in such fields of study as are notified for the purpose from time to time by the University with at least 55% marks [50% marks in the case of SC, ST, OBC (Non-creamy Layer) and Differently-Abled and other categories of candidates as per the decision of UGC from time to time, or for those who had obtained their Master’s Degree prior to 19th September, 1991]excluding grace mark.

Qualifies in the entrance examination conducted by IGNOU at the National level.

Candidates applying for the PhD course in IGNOU must go through the eligibility criteria to make sure they are eligible for giving the exam. The eligibility criteria for PhD Programme in IGNOU are as follows:

  • It is mandatory for the candidates to have completed the post-graduation in the relevant discipline.
  • It is mandatory to have secured a minimum of 55% in post-graduation for the unreserved category people, and a 5% relaxation is given to the reserved category candidates.
  • Exemption : Those candidates who have completed MPhil, along with the course work, or have passed the NET (conducted by UGC/ CSIR/ ICAR) or any other equivalent exam will not have to appear for the IGNOU entrance exam for PhD in IGNOU.

The Post-Graduate Diploma in Social Work (PGDSW) is the first of its kind in Open and Distance Learning (ODL) system in India. It’s being offered from January 2009. Those interested in continuing the study in social work for a Masters Degree can join the MSW Programme for the 2nd year and request for credit transfer of PGDSW. The PGDSW Programme is of 36 credits and to be completed over a period of one to four years. It consists of seven compulsory courses including practicum both in English and Hindi.

Teleconferencing

Teleconferencing is a one-way video and two-way audio facility. Teleconferencing will be held every month. During teleconferencing session, you will get an opportunity to interact by phone in facility or fax with the resource persons/experts who participate in teleconferencing session and clear your doubts immediately.

The teleconferencing facility will be available at the Regional Centre and Selected Study Centres. The teleconferencing schedule will be sent to the Programme In-charge and Regional Director who would inform the students. Teleconferencing is done through Gyan Darshan Channel. Students must regularly attend these sessions. These will help them clarify doubts and interact with other learners all over the country.

Radio Counselling

Radio counselling will be held through FM and students can ask questions free of cost with phone in facilities right from their homes. A toll free telephone number 110012345 has been provided for this purpose.

The programme will also be telecast through DD Metro channel and schedule will be informed to students in advance.

Audio-video Programme

Audio and video programmes for each course have been prepared to support learning for the students. These Audio-video programmes in the form of cassettes are available at all Programme Study Centres. These Audio and video cassettes will be provided for viewing and listening. They can also hire the cassettes for viewing and listening.

Students will be required to complete seventy-five percent attendance in theory counselling to become eligible for appearing in Term-end Examination. Similarly, they will be required to complete ninety percent attendance in practical contact sessions to become eligible for appearing in practical examination.

Continuous Evaluation of Theory Component

Assignments

Assignment is a means of continuing assessment of theory and practical. Assignments will help you to recapitulate the theory and go back to the text again in case students are unable to answer a particular question. Thus assignments also help to reinforce learning in distance learning system of education. These assignments consist of a set of questions and activities that you will answer at your own place by referring your blocks.

The assignments will cover all types of questions (long answer type, short answer type, objective type, multiple choice questions and case studies). The assignments will carry thirty percent weightage. Students will be required to obtain fifty percent marks as pass percentage in each assignment separately. Each assignment will carry 100 marks. In the final result assignments will carry thirty percent weightage.

Term-end Examination

As stated earlier, term-end examination is the major component of the evaluation system and if carries seventy percent weightage in the Final result. The University conducts term-end examination twice a year i.e., in June and December. They can take the examination only after completion of the course, failing which students can take the same in December or June of subsequent years years within the total span of the programme. In case any student fail to get a pass score in the Tern-end Examination, the person will be eligible to reappear at the next Term-end Examination for that course as and when if is held, within the total span of the Programme.

Course Overview

MSW (Philanthropy) is perhaps the first of its kind across the globe. It is offered in English at IGNOU, New Delhi.

The curriculum has been designed to help the learner in understanding the origin and development of professional social work across the globe with a unique paper on professional social work in Indian context, special focus on the three primary methods of social work practice namely, social case work, social group work and community organisation management for community development; theory paper on social work practicum and specialisation papers on philanthropic social work.

The field practicum has been designed in such a way that each learner would be provided adequate opportunities of gaining knowledge, information and the much needed skills for working with the poorest of the poor that include the destitute, orphans, leprosy as well as HIV infected patients, prostitutes, mentally ill and the mentally retarded, refugees, landless and homeless labourers and those in correctional settings.

The concept of philanthropic social work is relevant to developing countries, where interventions among the poorest of the poor are much needed. Some of the interventions including those of Baba Amte, Acharya Vinoba Bhave and Mother Teresa have been found to be acceptable across the globe. Their approaches and especially the use of the Social Action method to ameliorate the sufferings of the needy and poorest of the poor have been adequately highlighted in the syllabus. MSW (Philanthropy) is perhaps the first of its kind across the globe. Professional social work has its origin in Charity Organisation Societies (COS). Philanthropic Social Work has its origin in the vision, mission and charitable works of philanthropists, who devoted their lives for serving the poorest of the poor.

This Programme would be of great interest to developing countries in South Asia, Africa, South America and particularly the Indian sub-continent.

There is a good potential for employment in government as well as NGO sectors. There is an urgent need for specially trained counselors to handle the stress of employees working with call centres, corporate sectors, families, family courts, correctional settings, school, universities and educational institutions, rehabilitation centres, refugee camps,institutions for the differently abled, aged, child care and adoption centres, family planning, voluntary counselling and testing centres, rural sectors especially where farmers are driven to commit suicide, de-addiction centres etc.  

The specific objectives of Masters in Social Work (Counselling) are:  

  • To provide basic knowledge of human relationship;
  • To introduce the learner to biological, psychological and developmental aspects of humans;
  • To help the learner to have sound knowledge about the what, why and how of counselling services;
  • To help the learner to understand the method of social case work and its relevance in counselling services;
  • To explain how counselling a client can improve their psychological well-being through making choices, overcoming psychological blocks and facilitating actions;
  • To describe the process through which a counselor would take a client to reach a desired goal;
  • To identify the counsellor’s primary role and show how to use minimal responses as an important means of listening with intent;
  • To help the counselors reduce the emotional distress of the client;
  • To promote better adaptation of the client to his/her environment and to develop his/her potential; and To assist the client in making important personal decisions depending upon the problem, situation and environment.

Course Overview

The Post-Graduate Diploma in Social Work (PGDSW) is the first of its kind in Open and Distance Learning (ODL) system in India. It’s being offered from January 2009. It has been designed to provide essential know-how, skills and professional knowledge for the functionaries involved in social welfare and development sectors in the country. The PGDSW is equivalent to the 1st year of MSW Programme of IGNOU. Those interested in continuing the study in social work for a Masters Degree can join the MSW Programme for the 2nd year and request for credit transfer of PGDSW. The PGDSW Programme is of 36 credits and to be completed over a period of one to four years. It consists of seven compulsory courses including practicum both in English and Hindi.

Teleconferencing Teleconferencing is a one-way video and two-way audio facility. Teleconferencing will be held every month. During teleconferencing session, you will get an opportunity to interact by phone in facility or fax with the resource persons/experts who participate in teleconferencing session and clear your doubts immediately. The teleconferencing facility will be available at the Regional Centre and Selected Study Centres. The teleconferencing schedule will be sent to the Programme In-charge and Regional Director who would inform the students. Teleconferencing is done through Gyan Darshan Channel. Students must regularly attend these sessions. These will help them clarify doubts and interact with other learners all over the country.

Radio Counselling Radio counselling will be held through FM and students can ask questions free of cost with phone in facilities right from their homes. A toll free telephone number 110012345 has been provided for this purpose.

Telecast The programme will also be telecast through DD Metro channel and schedule will be informed to students in advance.

Audio-video Programme Audio and video programmes for each course have been prepared to support learning for the students. These Audio-video programmes in the form of cassettes are available at all Programme Study Centres. These Audio and video cassettes will be provided for viewing and listening. They can also hire the cassettes for viewing and listening.

Attendance Students will be required to complete seventy-five percent attendance in theory counselling to become eligible for appearing in Term-end Examination. Similarly, they will be required to complete ninety percent attendance in practical contact sessions to become eligible for appearing in practical examination.

Continuous Evaluation of Theory Component Assignments Assignment is a means of continuing assessment of theory and practical. Assignments will help you to recapitulate the theory and go back to the text again in case students are unable to answer a particular question. Thus assignments also help to reinforce learning in distance learning system of education. These assignments consist of a set of questions and activities that you will answer at your own place by referring your blocks.

The assignments will cover all types of questions (long answer type, short answer type, objective type, multiple choice questions and case studies). The assignments will carry thirty percent weightage. Students will be required to obtain fifty percent marks as pass percentage in each assignment separately. Each assignment will carry 100 marks. In the final result assignments will carry thirty percent weightage.

Term-end Examination As stated earlier, term-end examination is the major component of the evaluation system and if carries seventy percent weightage in the Final result. The University conducts term-end examination twice a year i.e., in June and December. They can take the examination only after completion of the course, failing which students can take the same in December or June of subsequent years years within the total span of the programme. In case any student fail to get a pass score in the Tern-end Examination, the person will be eligible to reappear at the next Term-end Examination for that course as and when if is held, within the total span of the Programme.

Six students from the Department of Social Work at Mount Saint Mary's recently made their mark at the National Association of Social Workers Legislative Lobby Days. Held over two days, this event serves as a pivotal platform for educating over 1,200 students and professionals on crucial legislation impacting clients and the social work field.

Accompanied by associate professors Amanda Romero, EdD, and Michelle Melendres, EdD, the students traveled to Sacramento to advocate for a range of social welfare issues and policies.

MSMU Social Work students participated in lobbying trainings and met with legislators at the CA State Capitol.

Romero, who is also the chair of the Department, emphasizes the significance of policy advocacy in shaping social work practice. "Policy informs practice in social work," she affirms. "Through initiatives like this, our students witness firsthand the profound impact policy advocacy can have on our daily lives. It's a direct pathway to effecting positive change in California."

This year marked the third participation of Mount Saint Mary's Department of Social Work in the conference. The agenda was comprehensive: on day one, participants delved into the lobbying process directly from the professionals who researched and authored the bills in which they advocated for, gearing up for their legislative appointments. Day two saw students engaging directly with legislators at the California State Capitol, putting their advocacy skills into action.

Evelyn Barba ’26, one of the students involved, reflects on the experience with enthusiasm. "As aspiring social workers, our goal is to drive policy through social action," she shares. “This experience will continue to be significant in my academic journey because I got to experience lobbying, engage with individuals, gain practical experience, and be exposed to many diverse populations. I have gained a broader understanding and perspective and look forward to doing this again.”

For Sarah Zepeda ‘25, the experience reaffirmed her career choice: "The highlight of this experience was being able to advocate for myself and my future clients. This opportunity has reassured me that I picked the right career path."

“During the NAWS-CA Legislative Lobby Days, I had the opportunity to explore what macro-level social work is and work together with my colleagues to lobby on bills that we believe align with our mission and values,” says Siouxsie Luna ’24. 

Their advocacy efforts focused on a variety of bills crucial to the welfare of Californians:

  • AB 2250 (Weber-D): Social Determinants of Health This bill aimed to ensure insurance plans cover Primary Care Physicians (PCPs) in consultation with social workers to screen patients for socioeconomic and cultural stressors in assessing their mental health needs.
  • AB 1970 (Jackson-D): Black Mental Health Navigator Certification This bill sought to create a certification program to identify culturally sensitive mental health resources in the African-American community.
  • AB 1810 (Bryan/Bonta-D): Incarcerated Persons Menstrual Products Advocating for the provision of menstrual products to incarcerated individuals without the need for prior request.
  • AB 1799 (Jackson-D): Annual State of Public Health in California This bill aimed to include the impact of racism in the annual California State of Mental Health Report.
  • SB 26 (Umberg-D): CARE Scholarship Program Advocating for the creation of a scholarship fund for mental health providers, including social workers, in exchange for a commitment to work in a county behavioral health agency for three years.
  • SB 953 (Menjivar-D): Medi-Cal Menstrual Products Seeking to add menstrual products to the mandatory Medi-Cal formulary list.

Through initiatives like the National Association of Social Workers Legislative Lobby Days, Mount Saint Mary's Department of Social Work continues to empower students to become advocates for change, equipping them with the skills and passion needed to effect real-world impact in their communities.

Grad Student Wins National Science Foundation Fellowship

Shanequewa Love, a doctoral student at Northwestern University’s School of Education and Social Policy, has been awarded the highly selective National Science Foundation Graduate Research Fellowship to support her work looking at the relationship between Black mothers and the child welfare system.

“The child welfare system is a critical area where the government has historically and presently overstepped, and we must understand the implications of this,” she wrote in her proposal. “I am particularly interested in how the over-policing of Black communities by child welfare authorities shapes political behavior.”

Love’s work and concern over the child welfare system began before her arrival at Northwestern. A Compton, Calif. native, she worked as a mentor and residential counselor for foster children at the Los Angeles Youth Network (now called Youth Emerging Stronger).

Her journey back to higher education began after a conversation with one of her mentees. Her young charge said, “every day you come into work telling us to go to school and motivating us to want to do better, but you aren’t going to school,’” Love recalled. “It was that conversation–– along with a close friend who I consider an older sister–– that made me consider going back.”

At age 27, as a first-generation college student, Love attended Cerritos Community College before transferring to Loyola Marymount University in Los Angeles, where she majored in African American Studies. There she was part of the McNair Scholars Program which prepares undergraduate students for future graduate work.

During her undergraduate study, Love received several scholarships and fellowships. In 2021, she attended the Ralph Bunche Summer Institute Program at Duke University, an intensive five-week program to introduce underrepresented students to doctoral scholarship in the field of political science.

Though Love was still uncertain about going to graduate school, several mentors, including Stefan Bradley, now the Charles Hamilton Houston 1915 Professor of Black and History at Amherst College, simply told her “You can do this.”

And while school never seemed to be the answer to her concerns for her community, she found a home at the School of Education and Social Policy.

With overlapping interests in policy, sociology, humanities, and political science, she felt the interdisciplinary approach of the Human Development and Social Policy program would let her mix fields and work with the community she cares about.

“This prestigious award is a public signal of what many of us already know: Shanequewa is an amazing scholar and person and well-deserving of this award,” said Love’s advisor, Tabitha Bonilla, a political scientist and associate professor of human development and social policy at the School of Education and Social Policy. “Her work will model how to do interdisciplinary research and have an incredible impact on how we understand child welfare policy.”

Love added: “My research is a piece of a puzzle, and the National Science Foundation grant allows me to add other pieces and build it out. The fellowship allows me to feel heard and seen and provides the encouragement to continue this necessary and important work.”
