Essay on Kashmir for Students: Kashmir is a region situated between India and Pakistan in South Asia. It is believed that the name Kashmir originated from the word ‘Ka’ which means water, and ‘shimera’ to desiccate. 

The story of Kashmir is complex and has historical, cultural, and political dimensions. Over the years, many rulers and empires, like the Mauryas , Kushans , and Mughals have influenced the paradise of the Earth. The region especially had the special influence of Mauryan ruler Ashoka who contributed to the cultural as well as the architectural heritage of the region.

Cultural Diversity of Kashmir

Kashmir is a region that has a rich history and ancient roots. The place has witnessed the rise and fall of many dynasties, such as the Mauryas , Kushnas , and Guptas . On top of that, these dynasties contributed to the cultural and geographic location of Kashmir, which includes the influence of the Silk Road and the blend of Hindu, Buddhist, and later Islamic influences.

Kashmir Issue

The dispute related to the sharing of borders didn’t stop after Independence. Whether it was India, Pakistan, or China, tensions related to the disputes of the region always created a heat of fire between the countries that led to wars. The list of some important wars are as follows:

1. First Indo-Pak War (1947-1948) : Fought for Jammu Kashmir shortly after India’s independence.

2. Sino-Indian War (1962): A conflict between India and China for the territorial region Aksai Chin. 

3. The War of (1965): Fought mainly over Kashmir.

4. Kargil War (1999): A conflict between India and Pakistan in the Kargil district of Jammu and Kashmir.

Article 370 Scrapped

Geographically, Kashmir lies in the northwestern region of the Indian continent. Its total area is around 225,000 square kilometers, which is comparatively larger than the member countries of the United States. 

Out of the total area, 85,800 square kilometers have been subject to dispute between India and Pakistan since 1947. It is important to note that the areas with conflict consist of major portions called the Northern, Southern, and Southeastern portions. The 30 percent of the northern part comprises Azad Kashmir and Gilgit-Baltistan and is administered by Pakistan.

India controls the portion which is more than 55 percent of the area of the land. The area consists of Jammu and Kashmir, Ladakh, Kashmir Valley, and Siachen Glacier which is located in the southern and southeastern portions of India. The area is divided by a line of control and has been under conflict since 1972.

Sadly, the people living near the International Border and the Line of Control (LoC) in Jammu and Kashmir pose not only a life threat but also do not have a stable life. Replacement and relocation affect the people living in the line of control not affect the people physically but also psychologically and socially aspects. In a survey conducted by the National Library of Medicine 94 percent of the participants recognize stress. Furthermore, the youth population was facing stress and anxiety regularly.  

However, a historic decision from the Supreme Court of India that nullified Articles 370 and 35A and permitted the state to have its constitution, flag, and government except in defense, foreign affairs, and communications decisions. After the decision, many initiatives were taken by the government of India to strengthen the democratic rule of the state. Schools, colleges, and universities were opened regularly in the union territories to develop the youth academically, socially, and as well as physically. 

Furthermore, strict measures to control criminal assaults such as stone pelting have started showing positive impacts on the continuance use of technologies such as mobile networks, and internet activities. Further, the discontinuity of Technology has started showing positive impacts on the lifestyle of people. Regular opening of schools, colleges, and universities, on the one hand, is helping the students to have good career prospects. 

Additionally, the fear-free environment that further increases tourist activities will further improve the local economy and contribute to the local as well as the national economy of the country.

Neelum valley is one of the beautiful places of Azad Kashmir and it’s named after the river which has curves like snake and has blue color. It is also called as the “PARASIDE OF KASHMIR”. There is a contradiction that this valley was named after a precious stone called Neelum. Neelum Valley is located in the Kashmir Region and to the North & the North East of Muzaffarabad and running parallel to the Kaghan Valley. It is different from it by snowstorm covered mountain which are 4000 meters higher than the ocean level. It contains about 370 large and small villages. It mostly contains hills and mountains with great valleys. The valley has thick forest, streams and rivers. This valley is dipped in most amazing beauty and attracts lots of tourists from within the country and other foreign countries as well. The valley can be approached from two different points. One from Kaghan Valley and the other is Noori Top. Besides these two it has many minor passes as well.

The district of Neelum valley starts 43 km from Muzaffarabad. The area is also famous for its mineral mines from that particular locality mineral are being tranposrted to other cities of Pakistan. In addition to that there is also LOC (LINE OF CONTROL) where relatives can cross the bridge and can meet their relatives on the other side of the bridge twice a month. There is a tourist seventeen century fort built by the town’s founder, a chief of the Chak tribe named Muzaffar Khan, to ward off the Mughal armies of Emperor Akbar.

This land also has many local fruits which are of great taste including Apples, Apricots, Walnuts and Plums which are famous. A large number of tourists visit it in summers. The whole valley gives fascinating and beautiful scenery. There is also a mountain “SARWALI” (6326 meters) which is one of the highest mountains in Azad Kashmir. The valley include lush green forests and high altitude lakes makes the surrounding heavenly and it is like a dream come true for the people who visit it. The snow capped mountains and the fast flowing Neelum river all make us believe that we are in some part of Switzerland. Many of the tourists who are interested in mountain tourism also come and enjoy here. The river is also famous for its fishing and it has Trout fish in abundance.

Some of its famous places like Shounter Pass, Chita Khata, Ratti Gali, Baboon, Noori Top, Sharda, Kel, Surgon and many more are mentioned by famous tourists like Mustansar Hussain Tararr etc. Tararr even wrote a travelogue on after visiting there. The three rivers present in this area are Jhelum, Neelum and Poonch.

The people of districts Kotli,Mirpur & Bhimber, are simple, truthful and deeply attached to their land. The culture of this area resembles to that of the adjoining area of Punjab. People here mostly follow the culture which quite resemble to that of Punjab.

While the district of Muzaffarabad has its own distinctive culture. The people are intelligent, hard working and are skillful. As it is the capital of AJK so it quite established and people here are educated and sophisticated when you compare with the other areas of the neelum valley.

Some of the important areas of the valley include:

Kutton and Jagran

  It is situated in the lower part of Neelum valley, Jagran Nullah (stream) plays pivotal role in the formation of its landscape beauty and charm which reveals the richness of the area. For the convenience of tourists, AJK tourism Department has constructed a rest house here. A mega hydro electric project is installed here that produce electricity to the state.  A long a beautiful series of Himalayas mountain starts from here to Kaghan, Skardu and Chillas.

This valley town is very unique in its beauty with respect to the other places we had yet visited, it is also significant as it marks the beginning of control line with Indian Held Kashmir in Neelum. It is named Authmuqam because it is 8th station from Muzaffarabad to upper valley. Most people are government employees, rest are in different fields.From here upwards emerges typical Kashmiri living pattern with houses built of wooden logs, most of them double storied.. Hiking tracks for surrounding mountains are traced by peoples and tourists.

Sharda is one of the most beautiful places with its lush green planes, smooth flowing river which frozes in sever cold season and serves as passage for people of both sides of the river. This place from the point of view of tourists is so attractive and they get their money’s worth when they spend a few days here. In Sharda one also finds ruins of an old place of learning. There are also ruins present there which might be interesting for people doing historical research there. Also there are signs of an old university and was the center of knowledge for the people of China, East and Central Asia.

It is also one of the attractive places of the valley neelum. One of the fact is the there is a long track goes towards Nanga Parbat. People can actually see this Nanga Parbat mountain from there and it is a beautiful sight for everyone who visit it.

Men of these valleys wear normal Shalwar Kameez and so does the women. The men mostly wear a weskit because in summers also the weather there is pleasant and cool and when we talk about winters the sweaters and the normal jackets comes into play. Women also wear the Shalwar Kameez and you won’t see a single lady wearing a tight jeans or t-shirt. Women of these valley like to cover their faces aswell and mostly all of them wear a Burka or if not this than cover themselves with duppata and hence the

The official language which is spoken in this valley is Urdu because it can be understood by mostly anyone in the valley so that’s the sole reason for it. The local mix of people including Kashmiris speaks their own local languages Kashmiri or Pahari or Hindko. The few of the people living there also follow Punjabi and Pashto aswell because some Punjabi’s and Pathan’s are also doing their business in the valley.

Handicrafts

People of this valley make good handicrafts aswell which include Carpet, Namda, Gubba. They are also famous for their Silk Woolen Clothing. People also make Woolen shawls. Besides all these they are also good at Wood Carving and in making Rugs

Local dishes

The area is famous for its dishes like Gushtaba. The Kashmiri people love this food and are their most favorite. People eat rice a lot. They don’t consider a luch or a meal with not having rice. Tabak Maaz is also quite eaten in this valley and  the preparation of which is considered an art and a point of pride in Kashmiri culture.

  The valley is no doubt a great place to visit specially with frends and family and in that way can enjoy the beautiful places and the nature aswell as can enjoy the local dishes and the fruits that can be found there. As it was planned to return back to home we started our journey early in the morning. It was my first ever trip in which I was the only one to drive the car. We had planned to return back from Peer Ki Gali. However, on the way, we decided to take tea in Shopian.

When we were about to reach our destination, the car stopped suddenly and was totally jammed. We were stunned to find the car in such a situation. The joy of such a pleasant journey vanished away. The only thing that relieved us was the hospitality of the passers-by. A number of people stopped near us to inquire about the matter.

Peer ki Gali

One of them told us about the location of the mechanic. I and Sajid went to the workshop. On the way I found slogans like “Burhan is Alive”, “Pakistan Zindabad”, “We want freedom”, “Hizbul Mujahideen Area”  inscribed on the walls. I had never seen this in my life.

We reached the workshop. The mechanic was busy with someone else’s car so the owner came and started talking to us. He told us that he is there since last two years but was never scolded by army living beside his workshop. He also said that a normal Kashmiri neither desires Pakistan nor chaos.

The mechanic went with us and tried for about two hours but could not even move the car. He then called another mechanic who came shortly and after inspecting the car told that the gearbox has sealed and jammed the car. Then he freed the tires and took the car to his garage.

Seeing our depressed faces, all the 3-4 mechanics left their work and started operating upon the gearbox. We were still worried as we had neither money nor enough time to return back. The owner of this workshop was even more friendly. To divert our worry, he took all of us on a drive. The gearbox was finally repaired. The work was of about 8000/- but the owner charged only 3500/-

It was getting evening and we came to know that curfew had been imposed in Shopian. A person offered us to stay at his lodge. We thanked him and thought of going to Srinagar instead. We also came to know that the person was SSP of Shopian. We never saw such a friendly behaviour of any Police Officer.

We left for Srinagar. On the way, we saw stone pelters and requested them to let us go. To our surprise, they were quite friendly only our car was allowed to go. We reached Srinagar and after visiting Hazrat Gal Shrine, booked a hotel.

The owner neither asked for any identity proof nor any such information. Neither of us had eaten anything since morning and our lunch became dinner.

Having driven the car for a full day, I exhausted and fell asleep at once. The next day we began our journey early. We took breakfast at Shopian. The shopkeeper told us something which was quite new for us and for every Indian who thinks that a Kashmiri is a born terrorist.

He said that a few years back some soldiers who were probably in search of terrorists peeped into a house, beat the old man to death and assaulted his daughter as well. His son who was not at home returned back and after knowing the truth was enraged and became thirsty for the revenge.

Later on, a friend of his influenced him to take the weapon in his hands and take revenge. Thus he became a terrorist and was killed later on. The story taught us something which our media never dared to tell.

He also told another story that made us love our soldiers as well.

He told us that once some militants who had some enmity with an Imam, went into the mosque to kill him. They went into the Mosque with guns and without taking off their shoes. Without waiting for the imam to finish his prayer, they shorted him to death and went away.

Soon after, the army came to Mosque. They took off their shoes and went into the Mosque with due respect to inquire about the murder. They assured people to kill the accused and the very next day all of the militants were killed by them with the help of Kashmiris. This story was equally surprising.

Having taken our breakfast we resumed our journey.

One may ask why Indians hate Kashmiris?

Recently about 7 seven Amarnath Yatris were killed and every person who had a human heart condemned this act. But it was not terrorists who were responsible for their death but the mistake (intentional or unintentional) of the driver, police, army and Yatris as well contributed to their death.

The news channels without knowing the whole truth started using all types of abuses for Kashmiris. One journalist went to the extent in his speech that it is wrong to say that terrorism has no religion, instead a terrorist is always a Muslim. No media channel showed how Kashmiris helped all the injured Yatris in hospitalising them.

Problem with we people is that we believe in Indian media which has left the path of truth for the sake of money and which condemns Kashmiris and tries to defame them. We never dare to appreciate their hospitality, their respect for every religion, their hearts filled with love, fraternity and respect. We never try to kill the reasons that force people to choose bloody life.

The politics of subcontinental countries over Kashmir has ruined the prosperity of Kashmir. However, I think that no one can ever understand the love as well as sorrows of Kashmiris.

Whether a Kashmiri wants freedom or not, I don’t know, but I can say with full confidence that he wants peace, love, sympathy and equal rights.

We returned back with a heavy heart with something which we won’t be able to forget.

مسئلہ کشمیر پر ایک مضمون

عالمی سطح پر جو مسائل اس وقت دنیا کے امن کے لیے شدید خطرہ ہیں ان میں بلاشبہ کشمیر صف اول کا مسئلہ ہے۔بھارت کے ایٹمی قوت بننے کے بعد پاکستان کا دفاعی طور پر ایٹمی قوت بننا کتنا ہی ضروری کیوں نہ ہو اس حساس خطہ میں جنگ کے منڈلاتے ہوئے بادلوں کی نشاندہی کرتا ہے۔

دونوں ریاستیں مسئلہ کشمیر پر کسی بھی وقت جنگ میں الجھ جائیں اور ایٹمی اسلحہ استعمال کریں تو یہ خطہ جو دنیا کے حسین خطوں میں سے ایک ہے، تباہی و بربادی کی وہ ہولناک تصویر پیش کرے گا جس کی مثال دنیا میں اس سے پہلے نظر نہیں آتی۔ بلکہ ہیروشیما اور ناگاساکی کے شرمناک باب بھی اس تباہی کے سامنے شرما جائیں گے۔

مسئلۂ کشمیر کیا ہے؟ یہ حقیقت کہ جب تحریک پاکستان عروج پر تھی تو پاکستان کے نام” ک” کا حرف کشمیر کے لئے تھا۔یہ خطہ جنت نظیر ہر لحاظ سے پاکستان کا حصہ بنتا تھا۔ مذہبی خونی رشتوں، تجارتی روابط، بہتے دریاؤں کے آبی رشتے، پاکستان اور کشمیر کے خطے کو باہم مربوط اور منسلک کرتے ہیں۔ کشمیر کے جنگلات کی قیمتی لکڑی جن دریاؤں کے ذریعہ تجارت کی غرض سے دریاؤں کے پانی کے بہاؤ کے ساتھ اسی خط میں جاتی تھی جو آج پاکستان کہلاتا ہے 3 جون 1947ء کے تقسیم ہند کے منصوبے کے تحت بھی پاکستان کے ساتھ کشمیر کا الحاق ناگزیر تھا۔

بدقسمتی سے تقسیم کے وقت ریڈ کلف ایوارڈ کے دوران ہندو اور انگریز کی باہمی سازش نے اس خطہ جنت نظیر کو پاکستان سے ملحق کرنے کی بجائے ایک سازش کی اور کشمیر کی وادی میں ہندو اور فوج کی کثیر تعداد بھیج دی گئی۔ تاکہ آزادی کی روح کو کچلا جا سکے۔ آج جو خطہ آزادکشمیر کے نام سے ہمیں نظر آتا ہے وہ ان چند سرفروش مجاہدین کشمیر اور حریت پسند نوجوان طبقہ کی کاوش کا نتیجہ ہے جنہوں نے سر پر کفن باندھ کر آزادی کشمیر کی جنگ میں حصہ لیا۔

عالمی سطح پر اقوام متحدہ نے بھارت کے واویلا پر عارضی جنگ بندی 1948 ء میں اس وعدے پر کرائی کہ کشمیری عوام کو استصواب رائے کا حق دیا جائے گا۔اقوام متحدہ کی نگرانی میں رائے شماری کرائی جائے گی تا کہ کشمیری عوام کو موقع دیا جائے کہ وہ فیصلہ کرلیں کہ بھارت سے الحاق چاہتے ہیں یا پاکستان سے؟ مگر افسوس کہ یہ ادارہ 60 سال سے زائد عرصہ گزرنے کے باوجود اپنے اس وعدے پر عملدرآمد نہ کرا سکا۔

بھارت اور روس کی ملی بھگت نے اس مسئلہ کو عالمی سطح پر وینیو کے ذریعے ہمیشہ دبانے کی کوشش کی۔ عالمی ادارہ کی اس مجرمانہ چشم پوشی سے فائدہ اٹھا کر بھارت نے کشمیر میں کٹھ پتلی حکومتیں قائم کیں اور ایک جعلی اسمبلی کے ذریعے کشمیر کے مقبوضہ علاقے کا ہندوستان سے الحاق کا ڈھونگ رچایا اور نوبت یہاں تک پہنچی کہ کشمیر کو بھارت کا اٹوٹ انگ کہنے کا راگ الاپنا شروع کیا۔

جب چین بھارت سرحدی تنازعہ ہوا تو بھارت نے اپنی مکاری کے تحت دنیا کو دھوکہ دینے اور پاکستان کے دباؤ کو کم کرنے کے لیے شیخ عبداللہ کو ایوب خان مرحوم کے ساتھ مذاکرات کی غرض سے پاکستان بھیج دیا۔ 1965ء میں اسی مسئلہ پر پاک بھارت جنگ ہوئی جس کے نتیجے میں کشمیر تو آزاد نہ ہوا مگر یہ ثابت ہو گیا کہ پاکستان پر بھارتی قبضہ کا خواب کبھی شرمندہ تعبیر نہ ہو گا۔

ایوب خان نے معاہدہ تاشقند پر دستخط کر کے میدان جنگ میں جیتی ہوئی بازی مذاکرات کی میز پر ہار دی اور بھارت کے وزیراعظم لال بہادر شاستری شادئی مرگ کا شکار ہوئے۔ کشمیر کے مسئلے کا کوئی آبرومندانہ حل نہ نکل سکا بلکہ یہ مسئلہ سرد خانے میں چلا گیا اور 1965ء کی جنگ میں عملاً شکست کا بدلہ 1971ء میں مشرقی پاکستان کی علیحدگی کی سازش کامیاب اور 90ہزار جنگی قیدیوں کو بھارتی جیلوں میں قید کرکے لیا گیا۔ہم نے اپنی ناعاقبت اندیشوں سے یہ ستم بھی دیکھا۔

کشمیر کے مسئلہ کو حل کرنے کے لئے جو قابل اعتماد تجاویز ہیں وہ حسب ذیل ہیں۔

  • اقوام متحدہ اپنے وعدہ پر عمل کرے اور کشمیری عوام کو راۓ شماری کا حق دیا جائے
  • دونوں ریاستیں کسی بڑی طاقت کو ثالث بنالیں اور فیصلہ تسلیم کر لیا جائے۔
  • عالمی عدالت انصاف اس مسئلہ کا فیصلہ کرے۔
  • دونوں ملک دوطرفہ مذاکرات کے ذریعے اس مسئلہ کا حل تلاش کریں۔
  • دونوں ملک کشمیر سے نکل جائیں اور خود مختیار کشمیر کی ریاست قائم کر دی جائے۔
  • کشمیر عوام کے موجودہ جہاد کوششیں کامیابی سے ہمکنار ہو۔

آئیے ہم اختصار کے ساتھ ان مختلف تجاویز کا جائزہ لیں۔

اقوام متحدہ کا ادارہ دنیا بھر میں قیام امن کا ضامن اور ذمہ دار ہے مگر تاریخی طور پر دیکھا جائے تو یہ ادارہ چند بڑی طاقتوں کی جاگیر بن چکا ہے۔ روس کے ٹوٹ جانے کے بعد یہ ادارہ عملا امریکہ کی لونڈی ہے۔ روس نے مسئلہ کشمیر کو ویٹو کیا،امریکہ نے بھی اسلام دشمنی کی وجہ سے اس مسئلہ پر اپنا کردار نہیں ادا کیا۔ بدلتے ہوئے بین الاقوامی حالات میں یہ توقع نہیں کی جاسکتی کہ عالمی ادارہ اپنا کردار ادا کرے گا۔ خود پاکستان کی کمزور اور ناقص خارجہ پالیسی نے اس مسئلہ کو عالمی مسئلہ بنانے میں بری طرح ناکامی کا ثبوت پیش کیا۔ اب صورتحال یہاں تک پہنچی ہے کہ چین، ایران اور سعودی عرب جیسے دیرینہ دوست اور حمایتی بھی اس مسئلہ پر پاکستان کی حمایت سے دست کش ہو کر غیر جانبداری کی روش اختیار کر رہے ہیں۔

مسئلہ کشمیر کو ثالثی کے ذریعہ حل کرنے کی تجویز بھی متعدد مرتبہ سامنے آئی ہے۔ برطانیہ نے ثالثی کے لئے اپنا کردار ادا کرنے کی پیشکش کی۔ چین نے اس پر آمادگی کا اظہار کیا، ایران نے اپنی خدمات پیش کیں مگر بھارت کی ہٹ دھرمی میں نہ مانوں اور ‘اٹوٹ انگ’ کے سامنے ان مخلص ممالک کی تجویز موثر ثابت نہ ہوئی۔

3۔ عالمی عدالت انصاف کے ذریعے

عالمی عدالت انصاف اپنے قیام سے لے کر اب تک دنیا میں کیا کردار ادا کرسکی ہے؟ یہ ایک تاریخی سوال ہے جس کا جواب شاید بے مقصد ادارہ بھی نہ دے سکے۔ اس عدالت کے بارے میں ہر چند کہیں “کہ ہے پر نہیں ہے “والا معاملہ ہے۔’رن آف کچھ’ کے مسئلہ پر اس عدالت کا نام اور وجود سنا گیا۔مگر اس عدالت نے پاکستان کے ساتھ جو انصاف کیا وہ خود انصاف کی توہین ہے۔ لہذا مسئلہ کشمیر کے سلسلہ میں اس کا کردار بھی غیر مؤثر ہے۔

4۔ دو طرفہ مذاکرات

دو طرفہ مذاکرات کسی مسئلہ کو حل کرنے کے لئے ایک موثر ذریعہ ثابت ہوتے ہیں جبکہ فریقین فراخدلی اور وسیع النظری کا ثبوت دیں۔ لیکن یہاں معاملہ غاصب اور تنگ نظر فریق کا ہے۔ دو طرفہ مذاکرات صدر ایوب خان کے دور میں بھی ہوئے انتہائی قابل اور تیز و شاطر وزیرخارجہ کی حیثیت سے ذوالفقار علی بھٹو نے پاکستان کی نمائندگی کی مگر سورن سنگھ کے سامنے کوئی دال نہ گلی۔ صدر ضیاء الحق کے دور میں یہ بے مقصد ورزش کی گئی اور اب پھر دہلی اور اسلام آباد مذاکرات کی زد میں ہیں۔ پاکستان کی پرجوش قیادت اگر سمجھتی ہے کہ ان کی کامیابی ڈپلومیسی سے بھارت طشتری میں رکھ کر کشمیر پاکستان کو دے دے گا تو یہ خود فریبی اور دھوکہ دہی ہے۔ بھارت دو طرفہ مذاکرات کے ذریعے عالمی سطح پر اپنی امن پسندی کا ڈھونگ رچاتا ہے اور عالمی دباؤ کو کم کرتا ہے۔ دوسری طرف کشمیر حریت پسندوں کی تحریک کو نقصان پہنچاتا ہے۔

5۔ خود مختیار کشمیر کی تجویز

بادی النظر میں یہ تجویز بڑی قابل عمل نظر آتی ہے کہ دونوں ملک اپنی اپنی فوجیں نکلا لیں، کشمیر کا باڈر ختم ہوجائے، کشمیری عوام آزادانہ اپنی ریاست میں آئیں جائیں، تجارت کریں، دونوں ملکوں کی فوج کا بوجھ اور خرچ ختم ہو، کشمیر ایک خود مختار ریاست کی حیثیت سے اپنا کردار عالمی سطح پر ادا کرے، شاید کشمیر کا تیسرا آپشن یہی ہو! یہ تجویز دینے والے کہتے کہ الحاق پاکستان سے کشمیریوں کو کیا ملے گا۔ پاکستان اپنی علاقائی سالمیت کی حفاظت نہیں کر سکا۔ مشرقی پاکستان علیحدہ ہو گیا، کراچی کے حالات مخدوش ہیں، جئے سندھ اور جناح آباد کے منصوبے بنائے جا رہے ہیں لیکن حقیقت یہ ہے کہ تجویز شاید بھارت کے حق میں جائے۔ پاکستان کے لئے سراسر نقصان دہ ہے۔ چین بھی پسند نہیں کرے گا کہ اس کے پڑوس میں جغرافیائی اہمیت کی حامل اس ریاست میں امریکہ آکر اڈوں کے ذریعے ان کی نگرانی کرے۔ پاکستان جو پہلے ہی قرضوں اور سود کی وجہ سے زندہ درگور ھے اور ڈیفالٹ کے خوف سے اس کی معیشت عالمی نزع میں ہے خود مختیار کشمیر کو پانی اور بجلی کی رائٹلی، عمارتی لکڑی کی قیمت ادا کرنے کے ساتھ سیاحت کے ذریعے حاصل ہونے والی لاکھوں ڈالر کی آمدنی سے محروم ہوجائے گا اور بھارت نت نئے مسائل کھڑے کرتا جائے گا۔ خود مختیار کشمیر پاکستان کی شہ رگ کو کاٹنے کے مترادف ہے۔

مسئلہ کا حل

دیانت دارانہ رائے یہ ہے کہ ہندوستان اور پاکستان ایٹمی قوتیں بن جانے کے بعد اس مسئلہ پر جذباتی انداز میں ایٹمی اسلحہ استعمال کرنے کی احمقانہ حرکت کے باوجود ایک دوسرے کو فتح نہیں کر سکتے۔ لاکھوں بے گناہ شہریوں کا قتل ہو سکتا ہے، ہیروشیما اور ناگاساکی کی تاریخ تو دہرائی جا سکتی ہے، لاہور اور دہلی کھنڈر تو بن سکتے ہیں، دونوں ممالک کی معیشت تباہ ہو سکتی ہے لیکن جنگ سے یہ مسئلہ حل نہیں ہوسکتا۔

دونوں ممالک کی خیر خواہی اور عوام کی فلاح کا راستہ یہی ہے کہ موجودہ سرحدوں میں مناسب رد و بدل کر کے دونوں ممالک اپنی فوجیں نکال لیں۔ جنگ نہ کرنے کا معاہدہ کریں، کشمیریوں کو باہمی رابطے اور تجارت کی آزادی دے دیں، اربوں روپے جو دفاع اسلحہ کی خریداری پر خرچ کر رہے ہیں وہ مفلوک الحال عوام کی تعمیر و ترقی کے لئے خرچ کریں، کارخانے اور فیکٹریاں لگا کر بے روزگاری کا خاتمہ کریں، سیاحت کے لیے سڑکیں تعمیر کریں تاکہ کشمیر جنت نظیر کو دیکھنے کے لئے دنیا بھر کے سیاح اس خطے کا رخ کریں۔ کشمیر کے دیگر ذرائع اپنی جگہ مگر صرف سیاحت کی آمدنی بھی اس ریاست کے بجٹ کے لیے کافی ہے۔

اگر دونوں ممالک کی منتخب قیادت جرأت سے کام لے کر ایسا معاہدہ کر لیں تو یہ خط جنگ اور تباہی کے منحوس سایہ سے محفوظ ہوجائے گا یہ دانم مالک 10 سال کے اندر اتنی اقتصادی ترقی کریں گے کہ کسی کے محتاج نہیں رہیں گے۔
