The exams will be conducted in different parts of the Philippines, including NCR, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legazpi, Lucena, Pagadian, San Fernando, Tacloban, Tuguegarao and Zamboanga. The exam will take place on October 26 and 27, 2022.

The exam is administered by the Board for Foresters headed by the chairman Neria A. Andin, Chairman; Jose A. Lorenzo and Gerardo T. Cabreros, Members.

During the PRC licensure exams, the following precautionary health and safety rules must be followed at all times:

  • Observe physical distancing of at least two (2) meters between examinees.
  • Examinees shall be restricted to their assigned seat;
  • Wear face mask (at least 3-ply surgical mask, preferably N95 mask) and face shield at all times; 
  • Bring 70% ethyl alcohol for hand disinfection;
  • Avoid close contacts like “beso-beso”, hugging, handshake, and directly touching other persons;
  • Avoid touching one’s eyes, nose, and mouth;
  • When sneezing and/or coughing, facial tissues must be used to wipe the nose and mouth areas. Dispose of used facial tissues properly; and
  • Avoid spitting in public, on floors, and along corridors.

‘ THE STORY OF Western correspondents in Russia is the story of Russia’s attitude to the West.’ So opens the final chapter of my book, Assignment Moscow: Reporting on Russia from Lenin to Putin . This worst of times for Russia’s relations with the West has also become the worst of times to be reporting from Russia–to the extent that some news organizations have decided to stop, at least for now.

This week the New York Times withdrew its staff from Moscow, blaming, ‘a new law that effectively criminalizes independent reporting.’ Those journalists–international and Russian alike–who remain in Russia work in incredibly difficult circumstances under the new legislation. Because the news media are required to use only official sources when reporting the invasion of Ukraine, even describing the invasion as an invasion or a war could, in theory, land a journalist in gaol.

Beginning with Russia’s revolutionary year of 1917, Assignment Moscow traces the experiences of the men and women who have played a disproportionate role in forming western opinion of a country that so few westerners visit. In a war of which journalism, communication, and propaganda are such important parts it explains the way that the relationship between the Kremlin and international correspondents has worked over the last century.

The book sold out on Amazon this week, but is available there as an e-book. The print edition is available from the publisher, Bloomsbury, here in the U.K., and here in the U.S. Thank you to everyone who has read it so far, and especially to those readers who have left reviews on Amazon .

My apologies to those people who bought tickets for my event at the Frontline Club in London earlier this month. That was postponed because of a transport strike. It should be rearranged in the coming weeks.

In the meantime, I have been doing a lot of media work, including writing a 1500 word article for The New European arguing that the war in Ukraine could eventually end Vladimir Putin’s political career, discussing the article with editor Steve Anglesey on The New European ‘s podcast , and being on BBC Radio 4’s Today programme in the U.K. to talk about the political and cultural significance of western businesses leaving Russia.

Current and Transfer Student Application Process

The 2024-2025 Housing Application Process marks an important period for current and transfer students to apply for housing for the upcoming academic year. The application process ensures that students can explore their options for on-campus living.

We offer three types of room selection through the housing application process.

  • Same Room Renewal is when a current resident selects their same room to live in for the upcoming term. Residence Halls that are eligible for Same Room Renewal are non-first-year and non-ADA spaces in the following buildings: LLCs 2, 3, 5, 6, 7 and 8, McConnell Hall, Stevenson 2-4 and the North Campus Communities.
  • General Room Selection is when a current resident selects any of the available rooms for the upcoming term that they are eligible for. The following buildings are not eligible for selection: The Tower, Willey, Gooding, Ballard, Stevenson 1st floor, McConnell basement, LLC 1, LLC 4, LLC 5 (1st and 3rd floors only) and LLC 8 (1st and 3rd floors only) and all rooms designated for ADA accommodations.
  • Open Room Selection is after Same Room Renewal and General Room Selection have ended. Open Room Selection is open to any current or transfer student who does not have a room assignment so they may select from the remaining spaces available. At this time students with a room assignment can also complete a room change if they decide they are interested in a different available room. Once all rooms are filled Housing and Residence Life will open a housing waitlist.

Application Process for Current and Transfer Students

March 28 – housing application opens.

Starting March 28, the 2024-25 Residence Hall Housing Application will open for current residents, transfer students and any student who is not a First-Time Freshman .

April 11 – Priority Application Deadline

Current residents who complete their housing application by 11:59 p.m. Pacific time, Thursday, April 11, will have the first opportunity to select their room.

April 12 – Priority Room Selection Timeslots Assigned

Individually assigned room selection timeslots will be utilized for the 2024-2025 Housing Application process. Following the priority application deadline, applicants will be notified of their assigned timeslots through their Vandal email. Timeslots will be assigned to students currently living on-campus. New Transfer students can choose a room, without a timeslot, on or after April 26 when open room selection begins.

Same Room Renewal timeslots will be assigned based on the location the student currently lives. General Room Selection timeslots will be assigned randomly. In both cases, students must complete the Housing Application prior to 11:59 p.m. Pacific time, April 11, to receive an assigned timeslot.

During assigned timeslots, applicants can use the Housing Portal to choose an available room for the 2024-25 academic year. Students will only be able to view available spaces during their specifically assigned timeslot. If a student logs into their housing application outside of their assigned timeslot, they will be redirected to log out of the Housing Portal and to return during their timeslot.

April 15-18 – Same Room Renewal

Residents currently living in eligible spaces will have the first opportunity to reserve their same room for the upcoming academic year. This process must be complete by 11:59 p.m. Pacific time, Thursday, April 18.

Rooms in the following buildings are eligible for renewal:

  • LLCs 2, 3, 5 (floors 2 and 4 only), 6, 7 and 8 (floors 2 and 4 only), McConnell (floors 1, 2 and 3 only), North Campus Communities, Stevenson (floors 2, 3 and 4 only)
  • Spaces used for accommodations are not available for renewal

Same-Room-Renewal timeslots will be assigned by location.

  • LLC 5 @ 10 a.m. and LLC 3 @ 3 p.m.
  • LLC 8 @ 10 a.m. and LLC 7 @ 3 p.m.
  • LLC 2 @ 10 a.m. and LLC 6 @ 3 p.m.
  • Stevenson @ 10 a.m. and McConnell/NCC @ 3 p.m.

Students who do not complete or skip the Same Room Renewal phase will receive a new room selection timeslot for the General Room Selection period. This information will be communicated through email on Friday, April 19.

April 22-25 – General Room Selection for Current Residents

From Monday, April 22 to Thursday, April 25, current residents who did not participate in Same Room Renewal can participate in the General Room Selection process. Residents occupying non-renewable spaces and those who did not participate in Same Room Renewal can access room selection during their individually assigned room selection timeslot. General Room Selection timeslots will be assigned randomly, without consideration of the date of completion of the housing agreement.

Non-Renewable Communities: The following communities are designated as non-renewable for the upcoming academic year and will not be available for selection:

  • Ballard, Gooding, Willey and Stevenson 1st floor
  • LLC 1, LLC 4, LLC 5 (1st and 3rd floors only) and LLC 8 (1st and 3rd floors only)
  • McConnell (basement only)
  • Theophilus Tower
  • All spaces designated for ADA accommodations

April 26 – Open Room Selection for Current and Transfer Students

Starting Friday, April 26, any current student or transfer student who has completed a 2024-25 Residence Hall Housing Application may select their room from any remaining available spaces.

Room Self-Selection will close Saturday, June 1, or sooner if all available spaces are filled. When all available spaces are filled Housing and Residence Life will create a waitlist and applicants on the waitlist will be assigned a room by Housing & Residence Life if a space becomes available.

July 1 – Last Day to Cancel Without a Cancellation Fee

Students who decide to cancel their housing application or housing assignment must do so by July 1. If a student cancels their housing application or room assignment after July 1, they will receive a $350 cancelation fee. Any student who cancels their room assignment after picking up their room key will be subject to all fees outlined in the Residence Hall and Dining Services License Agreement and Residence Hall Handbook.

How to cancel: Canceling your housing application is simple. We would certainly like you to live with us but understand that this may not be the best option for you. Complete the cancel application form in the Housing Portal to cancel your application before move in. If you have any questions, contact us at 208-885-6571 or [email protected] .

Aug. 15 – Transfer and Returning Student Move-In

Transfer and returning student move in begins at 8 a.m. Pacific time, Thursday, Aug. 15. You can select a thirty-minute check-in window through the housing portal. Checking into the room includes picking up a room key, getting directions to their room, picking up a VandalCard, getting a parking permit, etc. Once students are checked in, they may begin moving their belongings into their new room. The move-in process does not need to be completed during the thirty-minute check-in time.

Ukraine war latest: Baby food packaging factory hit by Russian strike, Ukraine says; Putin to visit country with power to arrest him

Two women have died and 11 people have been injured by a Russian attack which hit a factory that manufactures baby food packaging, Ukrainian officials say. Vladimir Putin is set to visit Mongolia - a member of the International Criminal Court which has issued an arrest warrant for him.

Four people have died following Russian guided bomb attacks on the city of Kharkiv, its mayor has said.

"Occupiers killed a child right on the playground. At least three other people in the area were injured," Ihor Terekhov said on Telegram.

In the industrial district, three people were killed after a 12-storey building was hit and caught fire, he added.

Kharkiv's governor said at least 28 people were injured.

Ukrainian authorities have urged people living in 183 settlements in the eastern region of Sumy to evacuate their homes due to repeated Russian attacks.

Yesterday, a "double tap" strike injured three people in the town of Seredyna-Buda, before two people were killed after an overnight strike on a factory in the city of Sumy.

"I am appealing to community leaders: there is no time for procrastination today, concrete decisions must be made and people evacuated," said Sumy's governor Volodymyr Artyukh.

"There are communities that are ready to receive people, ready to provide accommodation and receive those who need help. 

"We are supported by the neighbouring regions, where housing has been prepared for those who are evacuating."

The region's military administration added it was "dangerous" to stay in the area due to Russia "continuing to intensively bombard Sumy".

The announcement added that 21,000 people had already been evacuated from the border region.

Rescue workers have been searching for survivors and putting out fires following an overnight Russian drone strike in eastern Ukraine.

Two women died and 11 people were injured by the attack, which struck a factory in Sumy that manufactures packaging for baby food, juices and household products (see 12.48 post).

Earlier, we reported on the overnight drone attack that killed two people in Ukraine's Sumy region (see 12.48 post).

More details have now emerged, with Ukraine's prosecutor general's office saying the factory that was hit manufactured packaging for baby food, juices and household products.

The airstrike caused a fire, prompting authorities to tell residents to stay inside and close their windows because of air pollution. 

Eleven people were injured in the attack. A 48-year-old woman and a 37-year-old woman are confirmed to have died.

Just imagine the scene. Vladimir Putin steps off his presidential plane after touching down in Mongolia and, within seconds, he's in handcuffs.

It would be an astonishing sight - the leader of one of the UN Security Council's permanent members placed under arrest for suspected war crimes.

In fact, it would be unprecedented. But it's also very unlikely.

Yes, it is what should happen in theory. 

Mongolia is a member of the International Criminal Court (ICC), which issued an arrest warrant for the Russian president in March 2023 for the alleged unlawful deportation and transfer of children.

All ICC members are compelled to detain suspects for whom an arrest warrant has been issued, should they set foot on their soil. Mongolia is no exception.

But in reality, the country will not want to risk the ire of its powerful neighbour, on whom it has huge economic dependence.

The fallout with Moscow would likely be far worse, and more harmful to Mongolia than any consequences from upsetting the Hague.

There would be anger from activists and political condemnation if the East Asian country doesn't follow its obligations, but the ICC doesn't have the power to enforce them.

What's more, it wouldn't be the first time a court member has ignored the rules.

In 2015, South Africa chose not to detain the then Sudanese President Omar al Bashir when he visited the country, despite an active arrest warrant.

South Africa took a different approach last year however, when it hosted a summit for a group of trading nations known as BRICS, which Putin normally attends. Not wanting to be in the same position again, South Africa managed to persuade him to stay at home and join via video link instead.

But Mongolia doesn't have that clout with the Kremlin, which said it had "no worries" about the trip. Putin's spokesman Dmitry Peskov added Russia has a "wonderful dialogue" with its neighbour.

It's safe to assume that "dialogue" will have included assurances from Mongolia that Russia's president won't end up in chains. And for Putin, that would represent a big win in the diplomatic war being waged by Russia alongside its conflict in Ukraine.

It's a way to needle the West and undermine the rules-based international order which he so often rails against. 

The Ukrainian pilot killed when his F-16 fighter jet crashed on Monday was shot down by Ukraine's own anti-aircraft missile system, a Kyiv official has claimed.

Lieutenant Colonel Oleksiy Mes was killed while defending Ukraine's skies from Russia's huge aerial attack at the start of the week.

Ukrainian MP Mariana Bezuhla wrote on X that the jet had been shot down by a US-supplied Patriot missile.

"War is war, such episodes are possible," she said, adding there was a "lack of coordination between the units".

She also accused Ukraine's air force of having a "culture of lies".

In response, the commander of Ukraine's air force said Ms Bezuhla's comments were a "tool to discredit the top military leadership".

Posting on Telegram, Mykola Oleschuk said: "Mariana, the time will come when you will apologise to the entire army for what you have done, I hope in court!"

He added that an investigation is under way into the death of Lt Col Mes and the US is also looking into the situation.

A funeral for Lt Col Mes was held yesterday, with fighter jets conducting a fly-by.

For context:  Ms Bezuhla has repeatedly made headlines with her criticisms of former and current Ukrainian military leadership.

She previously criticised Cdr Oleshchuk for a supposed lack of preparations for receiving F-16s from Western partners.

The body of a 37-year-old woman has been found after an overnight drone strike in Ukraine's eastern Sumy region, officials have said.

The region's prosecutor's office said a building was hit at around 1.30am local time.

An initial nine people were wounded in the attack before a later update confirmed that a 48-year-old woman had died in hospital.

The second victim was found under rubble by search and rescue teams.

Russian forces are pushing forward on the eastern front as part of their ongoing offensive operation to seize Pokrovsk.

The key mining city is seen by Moscow as a big stepping stone in its aim of holding the entire Donbas region.

On the eastern front, Ukraine still hold a significant amount of territory inside Russia's Kursk region.

Moscow has been forced to evacuate civilians out of the area's now held by Kyiv following its surprise invasion of the region on 6 August.

Vladimir Putin has sent a celebratory message to Belarusian leader Alexander Lukashenko and handed him Russia's highest state award on his 70th birthday.

The Russian president said in a telegram that Mr Lukashenko was a "true patriot" and a "wise politician", adding it was difficult to underestimate his personal contribution to Russian-Belarusian relations.

"I sincerely value our good friendly relations, which have fully stood the test of time, and, of course, I am confident that through joint efforts we will continue to do everything possible to build up fruitful Russian-Belarusian cooperation," wrote Mr Putin.

A decree on the Kremlin website stated that Mr Lukashenko was receiving the Order of St Andrew - Russia's highest military and civil award - "for outstanding achievements in the development of relations" between Russia and Belarus.

Others to have received the award include Chinese leader Xi Jinping and, most recently, India's prime minister, Narendra Modi.

For context:  Belarus is considered one of Russia's closest allies. 

The Lukashenko regime has played a key role in Russia's war in Ukraine, allowing Moscow to stage its assault on Kyiv from Belarus.

Yesterday, Kyiv said it was keeping a close eye on its border with Belarus after a build-up of troops there in recent days.

Mr Lukashenko said yesterday that he had no intentions of sending Belarusian troops to fight on foreign soil.

The International Atomic Energy Agency chief will visit Ukraine next week to "hold high-level talks" and visit the Zaporizhzhya nuclear power plant.

The nuclear watchdog says its team stationed at the facility has "continued to hear explosions" and was forced into a bomb shelter this month after reported drone threats in the area.

The plant was hit by a drone strike in April in what the IAEA called a "serious incident that endangered nuclear safety and security". 

IAEA director Rafael Grossi has continued to warn against fighting occurring near nuclear plants.

Room Assignments August 2022 MedTech Board Exam

MANILA, Philippines – The Professional Regulation Commission (PRC) releases the list of room assignments for the August 2022 Medical Technologists Licensure Exam (MTLE) few weeks before the exams.

The August 2022 MedTech board exams will be conducted on August 20-21, 2022 at PRC testing centers located at NCR, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Koronadal, Legaspi, Lucena, Pampanga, Rosales, Tacloban, Tuguegarao and Zamboanga.

The Board of Medical Technology is headed by its Chairman, Dr. Marilyn A. Cabal-Barza and its members, Ms. Marilyn R. Atienza and Ms. Marian M. Tantingco.

Examinees are advised to verify the room assignments to the links below or through the notices and announcements to be posted at the PRC official website. Here is the room assignments for the August 2022 MedTech licensure exams.

  • Metro Manila
  • Cagayan de Oro

Examinees shall report before 5:30 in the morning on the said date because late comers will not be admitted as examination fees for late examinees will also be forfeited.

What to bring on the day of exams?

Here are the things to bring during the examination proper:

  • Notice of Admission
  • Official Receipt
  • One (1) piece of metered-stamped window mailing envelope
  • Two (2) or more pencils (NO. 2)
  • Ball pens (black ink only)
  • One (1) piece long brown envelope
  • One (1) piece long transparent/plastic envelope (for keeping your valuables and other allowed items)
  • Health Forms (Pursuant to Memorandum No. 68, series of 2020)
  • Negative RT-PCR Test Results, if applicable, or Certificate of Quarantine (Pursuant to Memorandum No. 68, series of 2020)

What to wear on examination day?

Here are the specified dress codes from PRC:

  • All examinees are required to wear their respective college uniform per Resolution No. 311 dated May 18, 1994.

What are not allowed during board exams?

  • Books, notes, review materials, and other printed materials containing coded information or formulas
  • Calculators that can automatically carry out a sequence of operations under control of a stored program, much like a computer and/or with audio-visual features, and/or capable of external communication or internet connectivity fall under programmable calculators (Pursuant to Board Resolution No. 04 s. 2020;
  • Apple, Samsung and other smart watches, cellular phones, ear plugs, transmitters, portable computers, Bluetooth and other electronic devices which may be used for communication purposes;
  • Bags of any kind

Board exams during the COVID-19 pandemic

The following precautionary health and safety guidelines shall be observed at all times during the conduct of the PRC licensure exams:

  • Wearing of face mask and face shield. Examinees are also required to bring alcohol-based sanitizers.
  • Examination personnel shall be provided with face mask, face shield and latex gloves.
  • Observe physical distancing by maintaining 1-meter distance from one another.
  • Body temperature will be checked using thermal scanner prior to entry at examination premises. Those with fever, colds or cough are not allowed to take the exams. Their payment will not be forfeited and can be used in the next licensure exam.
  • Examinees are advised to bring their food as they will not be allowed to exit the examination room during break time and lunch time.
  • Examinees shall sanitize before entering the examination room, after using the rest room and before distribution of test questionnaires.

PRC added that they will not be responsible of any lost personal belongings.
