An ability to make high-quality decisions most likely determines the chances for an enterprise’s success. In particular, such quality is incredibly fundamental for a company of any size and professional orientation. Additionally, it is one of the top tasks of a good leader to make final decisions. What he or she should do implies brainstorming, discussing various opinions in the group, making forecasts, analyzing all the pros and cons. However, the leader is the one to make a final decision. Thereby, he is in charge of researching the market, discovering all the hidden truths, and analyzing the organization’s potential and capabilities to result in the most effective decision. As it flows logically from the latter, an ability to make sound quality decisions is purely a professional quality. Overall, the leader may possess a multitude of different skills and master them perfectly. These qualities are commitment to the common goal, ability to handle and resist stress, and, finally, an ability to make effective decisions. All of the three qualities are most likely to be acquired over a lifetime. Describe an example of your leadership experience in which you have positively influenced others, helped resolve disputes, or contributed to group efforts over time.

This prompt is all about conveying your leadership experience. However, keep in mind that your essay does not need to be limited to an example of school-based leadership. Many of the better versions of this essay convey leadership in ways that are about neither academic leadership nor direct or positional extracurricular leadership.

It’s really easy to get lost in a definition of what leadership means with this prompt. Remember that leadership has a very expansive definition. What leadership looks like to each student will vary drastically, but, in other words, the prompt is asking you to describe how you have utilized your personal experience for the betterment of yourself and others. 

This prompt focuses on concrete actions that create tangible benefits for members of an organization, or even for an individual within the organization. Many students focus on how they have inspired their classmates or helped to resolve a conflict. While these are good examples of being a leader, try not to limit yourself to formal leadership positions and actions when brainstorming your response.

Leadership can range from formal leadership positions, such as being president of a club, to informal positions, such as mentoring a younger peer. Some examples of more formal leadership would be leadership positions in extracurricular activities including athletics , academics, and even work with non-profit organizations. Informal leadership, on the other hand, is leading in any capacity that is out of the ordinary, specifically when you do not have an official title.These are events or instances that you may not think of as leadership, but discussing such examples may actually help your essay stand out even more. 

A really powerful example of this could be a student helping peers deal with and overcome mental health struggles. Another example could be a student taking on more responsibility within their family by helping a sibling with their homework. The most compelling essays tend to be about informal examples of leadership, which are then supplemented by the formal leadership positions on your resume . 

Though there is no right or wrong answer for this essay prompt, here are a few things that you should avoid in your response.

Cliche Responses

A cliche essay response is any topic that reviewers may see repeatedly, and therefore is something you want to try and avoid in order to stand out among the applicant pool. Cliche responses for this essay prompt generally include examples about a club, such as a sports team, orchestra, or group, failing at something initially, and then the student helping the group succeed. It is possible to tackle such topics if you are an incredible writer, but if you aren’t then it may be hard for your essay to really make a lasting impact.

Restating Your Resume

Always avoid using the leadership experience prompt to restate your resume! It often seems that the most direct way to complete this essay is to speak about the leadership that can be found in your Activities section. Remember, however, that colleges already can see what’s on your resume. Therefore if you’re only expanding on the information in your application and using your essay to further list the clubs you led or your accomplishments, you’re not conveying anything new. Leaders today are beginning to focus on building agile, human-centered, and digitally enabled organizations able to thrive in today’s unprecedented environment and meet the needs of a broader range of stakeholders (customers, employees, suppliers, and communities, in addition to investors).

What is the emerging new approach to leadership?

This new approach to leadership is sometimes described as “ servant leadership .” While there has been some criticism of the nomenclature, the idea itself is simple: rather than being a manager directing and controlling people, a more effective approach is for leaders to be in service of the people they lead. The focus is on how leaders can make the lives of their team members easier—physically, cognitively, and emotionally. Research suggests this mentality can enhance both team performance and satisfaction.

In this new approach, leaders practice empathy, compassion, vulnerability, gratitude, self-awareness, and self-care. They provide appreciation and support, creating psychological safety so their employees are able to collaborate, innovate, and raise issues as appropriate. This includes celebrating achieving the small steps on the way to reaching big goals and enhancing people’s well-being through better human connections. These conditions have been shown to allow for a team’s best performance.

More broadly, developing this new approach to leadership can be expressed as making five key shifts that include, build on, and extend beyond traditional approaches:

  • beyond executive to visionary, shaping a clear purpose that resonates with and generates holistic impact for all stakeholders
  • beyond planner to architect, reimagining industries and innovating business systems that are able to create new levels of value
  • beyond director to catalyst, engaging people to collaborate in open, empowered networks
  • beyond controller to coach, enabling the organization to constantly evolve through rapid learning, and enabling colleagues to build new mindsets, knowledge, and skills
  • beyond boss to human, showing up as one’s whole, authentic self

Together, these shifts can help a leader expand their repertoire and create a new level of value for an organization’s stakeholders. The last shift is the most important, as it is based on developing a new level of consciousness and awareness of our inner state. Leaders who look inward  and take a journey of genuine self-discovery make profound shifts in themselves and their lives; this means they are better able to benefit their organization. That involves developing “profile awareness” (a combination of a person’s habits of thought, emotions, hopes, and behavior in different circumstances) and “state awareness” (the recognition of what’s driving a person to take action). Combining individual, inward-looking work with outward-facing actions can help create lasting change.

Leaders must learn to make these five shifts at three levels : transforming and evolving personal mindsets and behaviors; transforming teams to work in new ways; and transforming the broader organization by building new levels of agility, human-centeredness, and value creation into the entire enterprise’s design and culture.

An example from the COVID-19 era offers a useful illustration of this new approach to leadership. In pursuit of a vaccine breakthrough, at the start of the pandemic Moderna CEO StĂ©phane Bancel increased the frequency of executive meetings  from once a month to twice a week. The company implemented a decentralized model enabling teams to work independently and deliver on the bold goal of providing 100 million doses of vaccines in 12 months. “The pace was unprecedented,” Bancel said.

What is the impact of this new approach to leadership?

This new approach to leadership is far more effective. While the dynamics are complex, countless studies show empirical links among effective leadership, employee satisfaction, customer loyalty, and profitability.

How can leaders empower employees?

Empowering employees , surprisingly enough, might mean taking a more hands-on leadership approach. Organizations whose leaders successfully empower others through coaching are nearly four times more likely to make swift, good decisions and outperform other companies . But this type of coaching isn’t always natural for those with a more controlling or autocratic style.

Here are five tips to get started  if you’re a leader looking to empower others:

  • Provide clear rules, for example, by providing guardrails for what success looks like and communicating who makes which decisions. Clarity and boundary structures like role remits and responsibilities help to contain any anxiety associated with work and help teams stay focused on their primary tasks.
  • Establish clear roles, say, by assigning one person the authority to make certain decisions.
  • Avoid being a complicit manager—for instance, if you’ve delegated a decision to a team, don’t step in and solve the problem for them.
  • Address culture and skills, for instance, by helping employees learn how to have difficult conversations.
  • Begin soliciting personal feedback from others, at all levels of your organization, on how you are experienced as a leader.

How can leaders communicate effectively?

Good, clear communication is a leadership hallmark. Fundamental tools of effective communication  include:

  • defining and pointing to long-term goals
  • listening to and understanding stakeholders
  • creating openings for dialogue
  • communicating proactively

And in times of uncertainty, these things are important for crisis communicators :

  • give people what they need, when they need it
  • communicate clearly, simply, and frequently
  • choose candor over charisma
  • revitalize a spirit of resilience
  • distill meaning from chaos
  • support people, teams, and organizations to build the capability for self-sufficiency

Is leadership different in a hybrid workplace?

A leader’s role may look slightly different in remote or hybrid workplace settings . Rather than walking around a physical site, these leaders might instead model what hybrid looks like, or orchestrate work based on tasks, interactions, or purpose. Being communicative and radiating positivity  can go a long way. Leaders need to find other ways to be present and accessible, for example, via virtual drop-in sessions, regular company podcasts, or virtual townhalls. Leaders in these settings may also need to find new ways to get authentic feedback. These tactics can include pulse surveys or learning to ask thoughtful follow-up questions that reveal useful management insights.

Additional considerations, such as making sure that in-person work and togetherness has a purpose, are important. Keeping an eye on inclusivity in hybrid work  is also crucial. Listening to what employees want, with an eye to their lived experience, will be vital to leaders in these settings. And a focus on output, outcomes, results, and impact—rather than arbitrary norms about time spent in offices— may be a necessary adaptation in the hybrid era .

How should CEOs lead in this new world?

Just as for leadership more broadly, today’s environment requires CEOs to lead very differently. Recent research indicates that one-third to one-half of new CEOs fail within 18 months.

What helps top performers thrive today? To find out, McKinsey led a research effort to identify the CEOs who achieved breakaway success. We examined 20 years’ worth of data on 7,800 CEOs—from 3,500 public companies across 70 countries and 24 industries. The result is the McKinsey book CEO Excellence: The Six Mindsets That Distinguish the Best Leaders from the Rest (Scribner, March 2022). Getting perspective on leadership from CEOs themselves is enlightening—and illustrates the nuanced ways in which the new approach to leadership described above can be implemented in practice. Here are a few quotes drawn from McKinsey’s interviews with these top-level leaders :

What is leadership development?

Leaders aren’t born; they learn to lead over time. Neuroplasticity refers to the power of the brain to form new pathways and connections through exposure to novel, unfamiliar experiences. This allows adults to adapt, grow, and learn new practices throughout our lifetimes.

When it comes to leadership within organizations, this is often referred to as leadership development. Programs, books, and courses on leadership development abound, but results vary.

Leadership development efforts fail for a variety of reasons. Some overlook context; in those cases, asking a simple question (something like “What, precisely, is this program for?”) can help. Others separate reflections on leadership from real work, or they shortchange the role of adjusting leaders’ mindsets, feelings, assumptions, and beliefs, or they fail to measure results.

So what’s needed for successful leadership development? Generally, developing leaders is about creating contexts where there is sufficient psychological safety in combination with enough novelty and unfamiliarity to cultivate new leadership practices in response to stimuli. Leadership programs that successfully cultivate leaders are also built around “placescapes”—these are novel experiences, like exploring wilderness trails, practicing performing arts, or writing poetry.

When crafting a leadership development program, there are six ingredients to incorporate  that lead to true organizational impact:

  • Set up for success:
  • Focus your leadership transformation on driving strategic objectives and initiatives.
  • Commit the people and resources needed.
  • Be clear about focus:
  • Engage a critical mass of leaders to reach a tipping point for sustained impact.
  • Zero in on the leadership shifts that drive the greatest value.
  • Execute well:
  • Architect experiential journeys to maximize shifts in mindsets, capabilities, and practices.
  • Measure for holistic impact.

A well-designed and executed leadership development program can help organizations build leaders’ capabilities broadly, at scale. And these programs can be built around coaching, mentoring, and having people try to solve challenging problems—learning skills by applying them in real time to real work.

What are mentorship, sponsorship, and apprenticeship?

Mentorship, sponsorship, and apprenticeship can also be part of leadership development efforts. What are they? Mentorship refers to trusted counselors offering guidance and support on various professional issues, such as career progression. Sponsorship is used to describe senior leaders who create opportunities to help junior colleagues succeed. These roles are typically held by more senior colleagues, whereas apprenticeship could be more distributed. Apprenticeship  describes the way any colleague with domain expertise might teach others, model behaviors, or transfer skills. These approaches can be useful not only for developing leaders but also for helping your company upskill or reskill employees quickly and at scale.

These are the challenges students must overcome when writing their supplemental essays . Supplemental essays are a critical component of college applications—like the personal statement, they provide students with the opportunity to showcase their authentic voice and perspective beyond the quantitative elements of their applications. However, unlike the personal essay, supplemental essays allow colleges to read students’ responses to targeted prompts and evaluate their candidacy for their specific institution. For this reason, supplemental essay prompts are often abstract, requiring students to get creative, read between the lines, and ditch the traditional essay-writing format when crafting their responses.

While many schools simply want to know “why do you want to attend our school?” others break the mold, inviting students to think outside of the box and answer prompts that are original, head-scratching, or downright weird. With this in mind, begin by considering the emotions, experiences, or ideas that most resonate with you. Then, use your imagination to consider how a specific color could represent that feeling or concept. What Makes it Unique: This prompt is unique in both form and substance—first, you only have 150 words to write about all 3 things. Additionally, note that the things your roommate might like to learn about you do not necessarily overlap with the things you would traditionally share with an admissions committee. The aim of the prompt is to get to know your quirks and foibles—who are you as a person and a friend? What distinguishes you outside of academics and accolades?

How to Answer it: First and foremost, feel free to get creative with your response to this prompt. While you are producing a supplemental essay and thus a professional piece of writing, the prompt invites you to share more personal qualities, and you should aim to demonstrate your unique characteristics in your own voice. Consider things such as: How would your friends describe you? What funny stories do your parents and siblings share that encapsulate your personality? Or, consider what someone might want to know about living with you: do you snore? Do you have a collection of vintage posters? Are you particularly fastidious? While these may seem like trivial things to mention, the true creativity is in how you connect these qualities to deeper truths about yourself—perhaps your sleepwalking is consistent with your reputation for being the first to raise your hand in class or speak up about a cause you’re passionate about. The challenge in answering this distinct prompt is to remember that your letter should say as much about you, your unique qualities and what you value as it does about the recipient—all while not seeming overly boastful or contrived.

How to Answer it: As you select a recipient, consider the relationships that have been most formative in your high school experience—writing to someone who has played a large part in your story will allow the admissions committee some insight into your development and the meaningful relationships that guided you on your journey. Once you’ve identified the person, craft a thank-you note that is specific and heartfelt—unlike other essays, this prompt invites you to be sentimental and emotional, as long as doing so would authentically convey your feelings of gratitude. Describe the impact they’ve had on you, what you’ve learned from them, and how their influence has shaped your path. For example, if you’re thanking a teacher, don’t just say they helped you become a better student—explain how their encouragement gave you the confidence to pursue your passions. Keep the tone sincere and personal, avoid clichĂ©s and focus on the unique role this person has played in your life.

Prompt: What compliment are you most proud of receiving, and why does it mean so much to you?

What Makes it Unique: This prompt is unique in that it invites students to share something about themselves by reflecting on someone else’s words in 50-100 words.

How to Answer it: The key to answering this prompt is to avoid focusing too much on the complement itself and instead focus on your response to receiving it and why it was so important to you. Note that this prompt is not an opportunity to brag about your achievements, but instead to showcase what truly matters to you. Select a compliment that truly speaks to who you are and what you value. It could be related to your character, work ethic, kindness, creativity, or any other quality that you hold in high regard. The compliment doesn’t have to be grand or come from someone with authority—it could be something small but significant that left a lasting impression on you, or it could have particular meaning for you because it came from someone you didn’t expect it to come from. Be brief in setting the stage and explaining the context of the compliment—what is most important is your reflection on its significance and how it shaped your understanding of yourself.

Prompt: List five things that are important to you.

What Makes it Unique: This prompt’s simplicity is what makes it so challenging. Stanford asks for a list, not an essay, which means you have very limited space (50 words) to convey something meaningful about yourself. Additionally, the prompt does not specify what these “things” must be—they could be a physical item, an idea, a concept, or even a pastime. Whatever you choose, these five items should add depth to your identity, values, and priorities.

How to Answer it: Start by brainstorming what matters most to you—these could be values, activities, people, places, or even abstract concepts. The key is to choose items or concepts that, when considered together, provide a comprehensive snapshot of who you are. For example, you might select something tangible and specific such as “an antique telescope gifted by my grandfather” alongside something conceptual such as “the willingness to admit when you’re wrong.” The beauty of this prompt is that it doesn’t require complex sentences or elaborate explanations—just a clear and honest reflection of what you hold dear. Attacks on Walz’s Military Record

In introducing her pick for vice presidential running mate, Kamala Harris has prominently touted Tim Walz’s 24 years of service in the Army National Guard. Now, however, GOP vice presidential nominee JD Vance and the Trump campaign are attacking Walz on his military record, accusing the Minnesota governor of “stolen valor.”

We’ll sort through the facts surrounding the three main attacks on Walz’s military record and let readers decide their merit. The claims include:

  • Vance claimed that Walz “dropped out” of the National Guard when he learned his battalion was slated to be deployed to Iraq. Walz retired to focus on a run for Congress two months before his unit got official word of impending deployment, though the possibility had been rumored for months.
  • Vance also accused Walz of having once claimed to have served in combat, when he did not. While advocating a ban on assault-style weapons, Walz said, “We can make sure that those weapons of war that I carried in war, is the only place where those weapons are at.” Update, Aug. 12: The Harris campaign says that Walz “misspoke.”
  • The Republican National Committee has criticized Walz for misrepresenting his military rank in campaign materials. The Harris campaign website salutes Walz for “rising to the rank of Command Sergeant Major.” Walz did rise to that rank, but he retired as a master sergeant because he had not completed the requirements of a command sergeant major.

A native of West Point, Nebraska, Walz joined the Nebraska Army National Guard in April 1981, two days after his 17th birthday. When Walz and his wife moved to Minnesota in 1996, he transferred to the Minnesota National Guard, where he served in 1st Battalion, 125th Field Artillery.

“While serving in Minnesota, his military occupational specialties were 13B – a cannon crewmember who operates and maintains cannons and 13Z -field artillery senior sergeant,” according to a statement released by Army Lt. Col. Kristen AugĂ©, the Minnesota National Guard’s state public affairs officer.

According to MPR News , Walz suffered some hearing impairment related to exposure to cannon booms during training over the years, and he underwent some corrective surgery to address it.

On Aug. 3, 2003, “Walz mobilized with the Minnesota National Guard’s 1st Battalion, 125th Field Artillery … to support Operation Enduring Freedom. The battalion supported security missions at various locations in Europe and Turkey. Governor Walz was stationed at Vicenza, Italy, during his deployment,” AugĂ© stated. The deployment lasted about eight months.

“For 24 years I proudly wore the uniform of this nation,” Walz said at a rally in Philadelphia where he was announced as Harris’ running mate on Aug. 6. “The National Guard gave me purpose. It gave me the strength of a shared commitment to something greater than ourselves.”

Walz’s Retirement from the National Guard

In recent years, however, several of his fellow guard members have taken issue with the timing of Walz’s retirement from the National Guard in May 2005, claiming he left to avoid a deployment to Iraq.

Vance, who served a four-year active duty enlistment in the Marine Corps as a combat correspondent, serving in Iraq for six months in 2005, advanced that argument at a campaign event on Aug. 7.

“When the United States of America asked me to go to Iraq to serve my country, I did it,” Vance said. “When Tim Walz was asked by his country to go to Iraq, you know what he did? He dropped out of the Army and allowed his unit to go without him, a fact that he’s been criticized for aggressively by a lot of the people that he served with. I think it’s shameful to prepare your unit to go to Iraq, to make a promise that you’re going to follow through and then to drop out right before you actually have to go.”

In early 2005, Walz, then a high school geography teacher and football coach at Mankato West High School, decided to run for public office. In a 2009 interview Walz provided as part of the Library of Congress’ veterans oral history project, Walz said he made the decision to retire from the National Guard to “focus full time” on a run for the U.S. House of Representatives for Minnesota’s 1st Congressional District (which he ultimately won in 2006). Walz said he was “really concerned” about trying to seek public office and serve in the National Guard at the same time without running afoul of the Hatch Act , which limits political speech by federal employees, including members of the National Guard.

Federal Election Commission records show that Walz filed to run for Congress on Feb. 10, 2005.

On March 20, 2005, Walz’s campaign put out a press release titled “Walz Still Planning to Run for Congress Despite Possible Call to Duty in Iraq.”

Three days prior, the release said, “the National Guard Public Affairs Office announced a possible partial mobilization of roughly 2,000 troops from the Minnesota National Guard. … The announcement from the National Guard PAO specified that all or a portion of Walz’s battalion could be mobilized to serve in Iraq within the next two years.”

According to the release, “When asked about his possible deployment to Iraq Walz said, ‘I do not yet know if my artillery unit will be part of this mobilization and I am unable to comment further on specifics of the deployment.’ Although his tour of duty in Iraq might coincide with his campaign for Minnesota’s 1st Congressional seat, Walz is determined to stay in the race. ‘As Command Sergeant Major I have a responsibility not only to ready my battalion for Iraq, but also to serve if called on. I am dedicated to serving my country to the best of my ability, whether that is in Washington DC or in Iraq.'”

On March 23, 2005, the Pipestone County Star reported, “Detachments of the Minnesota National Guard have been ‘alerted’ of possible deployment to Iraq in mid-to-late 2006.”

“Major Kevin Olson of the Minnesota National Guard said a brigade-sized contingent of soldiers could be expected to be called to Iraq, but he was not, at this time, aware of which batteries would be called,” the story said. “All soldiers in the First Brigade combat team of the 34th Division, Minnesota National Guard, could be eligible for call-up. ‘We don’t know yet what the force is like’ he said. ‘It’s too early to speculate, if the (soldiers) do go.’

“He added: ‘We will have a major announcement if and when the alert order moves ahead.’”

ABC News spoke to Joseph Eustice, a retired command sergeant major who served with Walz, and he told the news organization this week that “he remembers Walz struggling with the timing of wanting to serve as a lawmaker but also avoiding asking for a deferment so he could do so.”

“He had a window of time,” Eustice told ABC News. “He had to decide. And in his deciding, we were not on notice to be deployed. There were rumors. There were lots of rumors, and we didn’t know where we were going until it was later that, early summer, I believe.”

Al Bonnifield, who served under Walz, also recalled Walz agonizing over the decision.

“It was a very long conversation behind closed doors,” Bonnifield told the Washington Post this week. “He was trying to decide where he could do better for soldiers, for veterans, for the country. He weighed that for a long time.”

In 2018, Bonnifield told MPR News that Walz worried in early 2005, “Would the soldier look down on him because he didn’t go with us? Would the common soldier say, ‘Hey, he didn’t go with us, he’s trying to skip out on a deployment?’ And he wasn’t. He talked with us for quite a while on that subject. He weighed that decision to run for Congress very heavy. He loved the military, he loved the guard, he loved the soldiers he worked with.”

But not all of Walz’s fellow Guard members felt that way.

In a paid letter to the West Central Tribune in Minnesota in November 2018, Thomas Behrends and Paul Herr — both retired command sergeants major in the Minnesota National Guard — wrote, “On May 16th, 2005 he [Walz] quit, leaving the 1-125th Field Artillery Battalion and its Soldiers hanging; without its senior Non-Commissioned Officer, as the battalion prepared for war. His excuse to other leaders was that he needed to retire in order to run for congress. Which is false, according to a Department of Defense Directive, he could have run and requested permission from the Secretary of Defense before entering active duty; as many reservists have.”

“For Tim Walz to abandon his fellow soldiers and quit when they needed experienced leadership most is disheartening,” they wrote. “When the nation called, he quit.”

Walz retired on May 16, 2005. Walz’s brigade received alert orders for mobilization on July 14, 2005, according to the National Guard and MPR News . The official mobilization report came the following month, and the unit mobilized and trained through the fall. It was finally deployed to Iraq in the spring of 2006.

The unit was originally scheduled to return in February 2007, but its tour was extended four months as part of President George W. Bush’s “surge” strategy , the National Guard reported. In all, the soldiers were mobilized for 22 months.

Responding to Vance’s claim that Walz retired to avoid deploying to Iraq, the Harris-Walz campaign released a statement saying, “After 24 years of military service, Governor Walz retired in 2005 and ran for Congress, where he was a tireless advocate for our men and women in uniform – and as Vice President of the United States he will continue to be a relentless champion for our veterans and military families.”

Walz on Carrying a Weapon ‘in War’

Vance also called Walz “dishonest” for a claim that Walz made in 2018 while speaking to a group about gun control.

“He made this interesting comment that the Kamala Harris campaign put out there,” Vance said, referring to a video of Walz that the Harris campaign posted to X on Aug. 6. “He said, ‘We shouldn’t allow weapons that I used in war to be on America’s streets.’ Well, I wonder, Tim Walz, when were you ever in war? What was this weapon that you carried into war given that you abandoned your unit right before they went to Iraq and he has not spent a day in a combat zone.”

In the video , Walz, who was campaigning for governor at the time, talked about pushing back on the National Rifle Association and said: “I spent 25 years in the Army and I hunt. … I’ve been voting for common sense legislation that protects the Second Amendment, but we can do background checks. We can do [Centers for Disease Control and Prevention] research. We can make sure we don’t have reciprocal carry among states. And we can make sure that those weapons of war that I carried in war, is the only place where those weapons are at.”

But, as Vance indicated, there is no evidence that Walz carried a weapon “in war.”

Update, Aug. 12: In an Aug. 10 statement to CNN, the Harris campaign told CNN that Walz “misspoke.”

“In making the case for why weapons of war should never be on our streets or in our classrooms, the Governor misspoke,” campaign spokesperson Lauren Hitt said in the statement. “He did handle weapons of war and believes strongly that only military members trained to carry those deadly weapons should have access to them.”

As we said, AugĂ©, in her statement, said Walz’s battalion deployed “to support Operation Enduring Freedom” on Aug. 3, 2003, and “supported security missions at various locations in Europe and Turkey.” During his deployment, Walz was stationed in Vicenza, Italy, and he returned to Minnesota in April 2004, AugĂ© said. There was no mention of Walz serving in Afghanistan, Iraq or another combat zone.

In the 2009 interview for the veterans history project, Walz said he and members of his battalion initially thought they would “shoot artillery in Afghanistan,” as they had trained to do. That didn’t happen, he said, explaining that his group ended up helping with security and training while stationed at an Army base in Vicenza.

“I think in the beginning, many of my troops were disappointed,” Walz said in the interview. “I think they felt a little guilty, many of them, that they weren’t in the fight up front as this was happening.”

In an Aug. 8 statement addressing his claim about carrying weapons “in war,” the Harris campaign noted that Walz, whose military occupational specialties included field artillery senior sergeant, “fired and trained others to use weapons of war innumerable times” in his 24 years of service.

Walz’s National Guard Rank

The Republican National Committee has criticized Walz for saying “in campaign materials that he is a former ‘Command Sergeant Major’ in the Army National Guard despite not completing the requirements to hold the rank into retirement.”

Walz’s biography on the Harris campaign website correctly says that the governor “served for 24 years” in the National Guard, “rising to the rank of Command Sergeant Major.” 

Walz’s official biography on the Minnesota state website goes further, referring to the governor as “Command Sergeant Major Walz.”

“After 24 years in the Army National Guard, Command Sergeant Major Walz retired from the 1-125th Field Artillery Battalion in 2005,” the state website says. 

Walz did serve as command sergeant major , but Walz did not complete the requirements to retire with the rank of command sergeant, AugĂ© told us in an email. 

“He held multiple positions within field artillery such as firing battery chief, operations sergeant, first sergeant, and culminated his career serving as the command sergeant major for the battalion,” AugĂ© said. “He retired as a master sergeant in 2005 for benefit purposes because he did not complete additional coursework at the U.S. Army Sergeants Major Academy.”

This isn’t the first time that Walz’s National Guard rank has come up in a campaign. 

In their 2018 paid letter to the West Central Tribune, when Walz was running for governor, the two Minnesota National Guard retired command sergeants major who criticized Walz for retiring before the Iraq deployment also wrote: “Yes, he served at that rank, but was never qualified at that rank, and will receive retirement benefits at one rank below. You be the judge.”

Correction, Aug. 9: We mistakenly said a 2007 “surge” strategy in Iraq occurred under President Barack Obama. It was President George W. Bush.

'Evangelicals for Harris' attempts to court religious voters in Wednesday night call

Since launching her campaign in July, Vice President Kamala Harris has received eye popping donations collected through identity-based organizing calls, including ones put on by groups like Win With Black Women and White Dudes for Harris.

Now, another group is organizing its own call in hopes to court a trickier demographic for Democrats: evangelicals.

Evangelicals for Harris, formerly known as Evangelicals for Biden, is attempting to appeal to a Christian demographic that reliably backs former President Donald Trump. The group is holding a Zoom call Wednesday evening as well as launching an anti-Trump ad blitz in swing states.

While the slew of other identity-based calls in support of Harris have been fundraising focused − including a call put on by white women for Harris that raised millions − Wednesday evening's call, titled "A Zoom Call for All Christians and People of Good Will," will focus on signing up attendees for community service, according to the website.

"Our ask on this Zoom will be for everyone join in community service - a Matthew 25 witness of love of neighbor as our response to the unifying vision of the Harris-Walz ticket. That is what we want Evangelicals for Harris to be known for first," the group's website states.

The group, created by Faith Voters, points to Harris' record on infrastructure, healthcare and climate change compared to Trump's, as well as her "faith story" as a Baptist, as reasons for why it's throwing support behind her.

An ad released by Evangelicals for Harris Wednesday features a 2015 interview between Trump and Republican pollster Frank Luntz during a family leadership summit. In the interview, Luntz asks Trump whether he has ever "asked God for forgiveness" and Trump replied “I’m not sure I have.”

Where does the Evangelical vote fall?

Though some evangelicals are organizing around Harris, winning over the demographic's vote is a tough sell for Democrats.

Over 80% of white Evangelical voters backed Trump, according to a Pew Research Center survey conducted in April. During recent presidential elections, Republican candidates have overwhelmingly secured the evangelical vote.

Since he ran in 2016, Trump has become a spiritual figurehead among members of his base, including Christian nationalists, or those that believe that the Founding Fathers intended for America to be a Christian nation.

Religious rhetoric used by the Republican party was reinvigorated by Trump's assassination attempt in July during a campaign rally in Pennsylvania. Its use was also prominent at last month's Republican National Convention where prayers were led by the Catholic Archbishop of Milwaukee and Trump's "God Bless the USA" Bibles were sold.

What Was the Biden Doctrine?

Although it is too soon to judge the historical significance of Joe Biden’s one-term presidency, it is clear that the past four years have witnessed remarkable achievements in foreign policy. Biden has made some notable strategic mistakes, as well, mostly when he chose to follow the policies of his predecessor, Donald Trump. But he has carried out a crucial task: shifting the basis of American foreign policy from an unhealthy reliance on military intervention to the active pursuit of diplomacy backed by strength. He has won back the trust of friends and allies, built and begun to institutionalize a deep American presence in Asia, restored the United States’ role in essential multilateral organizations and agreements, and ended the longest of the country’s “forever wars”—a step none of his three predecessors had the courage to take.

All of this happened in the face of grievous new threats from China and Russia, two great powers newly allied around the goal of ending American primacy. Biden’s response to the most pressing emergency of his term—Russia’s brutal full-scale invasion of Ukraine in 2022—has been both skillful and innovative, demonstrating a grasp of the traditional elements of statecraft along with a willingness to take a few unconventional steps. The picture is more mixed when it comes to China, which in the long term poses the most complex challenge to U.S. foreign policy. Biden’s approach to Beijing has occasionally reflected a disappointing degree of continuity with that of Trump and has fostered uncertainty over Taiwan, the most sensitive issue in U.S.-Chinese relations. But unlike the former president, Biden has embedded his China policy in a vigorous matrix of new and restored alliances across Asia. He has arguably pulled off the long-sought U.S. “pivot” to the region, without using that term.

In the Middle East, the record is disappointing. The boldness Biden showed in withdrawing from Afghanistan has been conspicuously absent from his reaction to the war in Gaza , where his outdated understanding of Israel has prevented him from exerting more pressure on its leadership to adopt a wiser, less destructive approach.

In a deeply divided country, four years is too little time to establish a foreign policy doctrine. Much of what Biden has achieved could be quickly erased by a successor. Yet his legacy to date suggests the lineaments of a new approach well suited to today’s world. Most important among them is a resolve to eschew wars to remake other countries and to restore diplomacy as the central tool of foreign policy. That diplomatic revival has not been without flaws: it has not fostered a coherent global economic strategy, and it has lacked a strong commitment to nonproliferation and arms control. But it has presented to the world a country that has unambiguously left behind the hubris of the “unipolar moment” that followed the Cold War, proving that the United States can be deeply engaged in the world without military action or the taint of hegemony.

BIDEN’S WORLD

On taking office, Biden’s most important task was to restore trust abroad. He had campaigned on the slogan “America is back” and promised that the country would once again “sit at the head of the table.” Once in the White House, however, he seemed to appreciate that neither U.S. power nor, as he frequently put it, “the power of our example” were what they had been. The administration focused instead on convincing others that they no longer had to worry about Trump’s “America first” policies, open disparagement of NATO, and contempt for multilateral cooperation on issues from climate change to the COVID-19 pandemic.

It was not easy. Even warmly disposed governments understood that Trump (or a leader with similar views) could return as soon as the next election. To highlight the shift, on Biden’s first day in office, he returned the United States to the World Health Organization and the Paris agreement on climate change, both of which Trump had exited. Biden moved quickly to affirm Washington’s commitment to numerous economic and security agreements and bodies, NATO in particular. In the next three-plus years, the number of NATO members reaching the benchmark goal of spending the equivalent of at least two percent of GDP on defense grew from nine to 23, with more set to do so soon. Two militarily strong states, Sweden and Finland, dropped decades of cherished neutrality to join the alliance. Today, readiness is substantially higher across the alliance, as are deployments near Russia’s borders.

The Biden administration directed even more diplomatic energy into building what it calls a “latticework” of deepened and new connections across Asia spanning geopolitical and economic interests, all with the motive of countering China . The image of a crisscrossing web of relationships is meaningfully distinct from the familiar “hub and spokes” metaphor, which portrayed the United States as ensconced in the center of everything with other countries arrayed around it.

The change was not merely a matter of abstraction but of action. The Quadrilateral Security Dialogue (known as the Quad) partnership linking Australia, India, Japan, and the United States was elevated from a forum for foreign ministers to one for heads of state. To build an Australian nuclear-powered submarine fleet that could operate stealthily and at very long range, strengthening deterrence against China far into the Pacific, the Biden team forged AUKUS, a new security arrangement aligning Australia, the United Kingdom, and the United States. Trilateral summits connected the United States with Japan and the Philippines and with Japan and South Korea, with security as the central purpose. For the first time, a summit of the Association of Southeastern Asian Nations was held in Washington. New bilateral agreements allowed for expanded U.S. military access in Australia, Japan, Papua New Guinea, and the Philippines. And Biden deepened U.S. relations with India, Indonesia, and Vietnam. Even this partial list reflects an extraordinary level of effort and achievement in less than four years, with new and restored ties cemented, where possible, in formal agreements designed to survive a change of direction in Washington.

For more than two decades, leaders in Washington have paid lip service to the centrality of Asia in the twenty-first century and the necessity of a commensurate shift in U.S. foreign policy. But the George W. Bush administration was sidetracked by its all-consuming “global war on terror.” The Obama administration recognized the importance of a stronger strategic presence in Asia but failed to achieve it. The Trump administration’s disdain for alliances weakened relations across the region. The Biden administration made the pivot happen.

A LOST CAUSE

To set a new course for the United States , Biden saw that it was necessary to end the longest “forever war” of the post-9/11 era. By the time he took office, the United States had spent 20 years fighting in Afghanistan at a cost of more than $2 trillion—the equivalent of $300 million a day. U.S. strategy had shifted from counterterrorism to counterinsurgency and back again; from taking a low-profile approach that relied on special forces and air power to deploying 100,000 troops in the country; from wooing the government in Kabul to suggesting that the Afghan government’s corruption was the main impediment to progress. Washington had tried a vast array of tactics: creating a national police force, attempting to build an army, improving literacy and education for women and girls. In the end, it was mostly for naught. By the time Biden was inaugurated, U.S. intelligence showed unequivocally that the Taliban’s control of areas of Afghanistan had been growing for years despite this immense investment—a fact largely unknown or underappreciated by the American public.

In his speech in August 2021, Biden asked what the “vital national interest” was in Afghanistan and offered the correct answer. “We have only one: to make sure Afghanistan can never be used again to launch an attack on our homeland.” The United States had achieved that goal with the defeat of al Qaeda and the killing of Osama bin Laden in 2011, Biden noted. But then, he said, “we stayed for another decade.”

After the unexpected, shockingly swift collapse of the Afghan army and the national government, the takeover by the Taliban, the chaos in Kabul as thousands of Afghans tried to flee, and the deaths of 13 U.S. service members and more than 160 Afghan civilians in a suicide bombing near the airport, foreign policy experts leaped to criticize the decision to withdraw. “What makes the Afghanistan situation so frustrating is that the [United States and] its allies had reached something of an equilibrium at a low sustainable cost,” Richard Haass, then president of the Council on Foreign Relations, wrote on Twitter as the chaos grew. “It wasn’t peace or military victory, but it was infinitely preferable to the strategic [and] human catastrophe that is unfolding.” But the apparent low cost was an illusion created by the absence of American deaths in the preceding months: the Taliban had decided to cease attacks on U.S. forces as it waited for them to withdraw under an agreement negotiated by the Trump administration. Had the United States not left, American losses would have resumed, and the price of staying would have been clear once again.

Biden has been unwilling to use U.S. leverage over Israel.

The stark truth was that the United States had lost the war long before August 2021. But defeats are easier to forget than to absorb. With plenty of prompting from Trump, far too many Americans remember the few days of disarray at the end and forget the years of failure that preceded them; the 13 Americans who died at the very end rather than the 2,461 killed and the 20,744 injured in the years before. No strategic loss stemmed from Biden’s decision—quite the reverse. “There’s nothing China or Russia would rather have,” the president correctly noted in his speech, “than the United States to be bogged down another decade in Afghanistan.” Washington failed to anticipate how swiftly the Kabul government would collapse. But the significance of that failure pales beside the significance of Biden’s success in grasping the lasting strategic benefits of withdrawing. “This decision about Afghanistan,” he said, “is about ending an era of major military operations to remake other countries.”

Months after the departure from Afghanistan, the Biden administration was tested again when Russian President Vladimir Putin launched a full-scale invasion of Ukraine. During his first week in office, Biden and Putin had agreed to extend the New START treaty—the only remaining bilateral nuclear arms control agreement—a few days before it would have expired. It was a hopeful sign. But a few weeks later, Moscow moved thousands of troops and heavy weapons to its border with Ukraine. Although Putin’s intentions were opaque, the move raised alarms inside the administration. “We’re looking at it very carefully, 24/7,” U.S. Secretary of State Antony Blinken told David Ignatius of The Washington Post —nearly a year before Russia invaded, in February 2022. Immediately after the attack began, Moscow put its strategic weapons on heightened alert. Later, Putin spoke of using tactical nuclear weapons should the West’s support of Kyiv go, in his opinion, too far. As the war dragged on, he upped the ante by moving those weapons into neighboring Belarus and ordering joint combat drills in their use.

On the whole, Biden’s handling of the war has been masterful. In the run-up to the invasion, he broke sharply with traditional practice by publicly disclosing U.S. intelligence on Russian troop maneuvers to alert the world to Putin’s plans and neuter the Kremlin’s disinformation campaigns. Once the attack was underway, he made his case for an energetic defense of Ukraine by starting with an emphatic prohibition against the involvement of U.S. troops there—a pledge that he repeated often and that largely kept public opposition to active support for Ukraine in check. He then exerted vigorous political and personal leadership to rally European states, NATO , and the U.S. Congress to support Kyiv and ordered an initially cautious but steadily growing flow of weapons and money. He has calibrated the sophistication of weapons Washington has provided against the curve of Russian violence, staying just behind rather than leading it. And he has bolstered Ukrainian strength in less visible ways with the forward-leaning use of U.S. military and intelligence expertise.

FLASH POINTS

Although a path to ending the war has not been found, Biden’s handling of the Russian invasion has been a credit to the United States—as was the Afghanistan withdrawal, conventional wisdom notwithstanding. The record is murkier on two other priorities: China and the Middle East.

The Biden administration’s 2022 National Security Strategy defined China as having both the capacity and the intent to reshape the international order, displacing the United States and its democratic values. Without question, China’s recent behavior in the Indo-Pacific, its steep increase in military spending, its aggressive trade policies, and its “no limits” partnership with Russia (including support for the war in Ukraine) demand a strong American response. The Biden administration has provided that, wisely walking a fine line by strengthening its relations with Asian allies and partners and bolstering the U.S. military presence while dispensing with bluster and needless provocation.

An unfortunate exception has been the administration’s record on Taiwan, the flash point of U.S.-Chinese relations. An intentionally ambiguous “one China” policy negotiated by Washington and Beijing more than four decades ago has kept the peace across the Taiwan Strait ever since. Maintaining it requires constant attention to language and symbolism, especially when it comes to the question of whether Washington would use military force to defend Taiwan in the event of a Chinese attack. Several times, however, Biden has heightened uncertainty in Beijing by plainly stating that the United States would do just that, requiring the White House to issue clarifications. More serious was his unaccountable acquiescence to an official visit to Taiwan in 2022 by Speaker of the House Nancy Pelosi, a high-profile critic of Beijing and longtime supporter of Taiwan who was at the time second in line to the presidency. As the leader of the Democratic Party, Biden could have easily forbidden the trip, which followed others that also broke an unwritten “one China” rule against official visits. Pelosi’s mission predictably sparked an unprecedented spate of military and cyber-retaliation by Beijing and another ratcheting up of cross-strait tensions.

Washington can only guess at Beijing’s intentions. China’s military buildup may presage a direct threat to Taiwan or the United States. Or perhaps the Chinese Communist Party is responding to what it perceives as American aggression, or simply taking the steps that any newly arrived great power feels are its due. In the same way, Beijing cannot know whether Washington has purposely abandoned the “one China” policy. Perhaps Biden is encouraging Taipei to assert its independence and would militarily support it if it did so. The only thing both sides know for certain is that an escalating spiral of action and reaction relating to Taiwan is underway, and neither is taking the necessary steps to interrupt it.

Biden took office determined not to be distracted from priorities in Asia and elsewhere by perennial conflict in the Middle East. He inherited a Trump administration policy that seemed to have achieved substantial success. Through the so-called Abraham Accords, Israel normalized relations with Bahrain, Morocco, Sudan, and the United Arab Emirates. The accords embodied the view that if Arab countries were given the right incentives, it would be possible for them to negotiate peace agreements with Israel even without addressing the fate of the Palestinians. But as the administration sought to add the region’s most important state, Saudi Arabia, to the accords, the Netanyahu government was expelling Palestinians from more and more of the West Bank to make way for Israeli settlements. Together, these steps were a bridge too far for many Palestinians, and the militant group Hamas exploited their sense of despair and rage to justify the horrendous terrorist attack it carried out on October 7, 2023—the worst day in Israeli history.

U.S. National Security Adviser Jake Sullivan’s mortifying remark made days before the assault that the region was “quieter today than it has been in two decades” captures the administration’s mix of inattention and wishful thinking. Biden responded to the attack with unprecedented personal support that reflected his career-long passion for Israel. But as the Israeli military response unfolded, he seemed unable to see what was happening on the ground. Washington has put all its weight into trying to broker a permanent cease-fire, an outcome that neither the leadership of Israel nor that of Hamas believes is in its best interest. Biden has remained stubbornly unwilling to use the leverage the United States holds to compel Israel to reduce the staggering level of civilian death and suffering in Gaza, address the humanitarian calamity there, and craft a realistic plan for the long term.

NUCLEAR NEGLECT

The negative side of Biden’s ledger contains a few other items, as well. Biden has extended Trump’s trade protectionism, continuing and in some cases raising tariffs that Trump imposed on imports from China. Unlike Trump, Biden has sharply focused the tariffs, mostly on high-tech and clean energy products, and enhanced their effectiveness with a variety of export bans, sanctions, and subsidies to boost domestic production and slow the development of the Chinese technology sector. He also worked to coordinate such steps with European allies and others. Even so, tariffs are bad economic policy: they are regressive and inflationary and invite retaliation. Because they are hidden taxes disguised as fees paid by foreigners, they also invite dangerous domestic one-upmanship: after Biden quadrupled tariffs on Chinese electric vehicles to 100 percent, Trump called for a raise to 200 percent.

With two successive U.S. administrations that disagree on almost everything having adopted the same economic tool, global trade may have reached a turning point: the era of globalization and free trade has perhaps definitively ended. If others follow Washington’s lead, the likely result will be to make all states poorer—as the world learned when protectionism reigned in the 1930s.

Notably missing from Biden’s diplomatic surge has been a sustained effort to advance nuclear arms control and nonproliferation—a surprising omission, given his outspoken advocacy of both goals during his Senate career and vice presidency. Dithering in the administration’s earliest days seriously and perhaps fatally damaged prospects for resolving the most important proliferation issue of the day: what to do about the Iran nuclear deal, formally known as the Joint Comprehensive Plan of Action. In 2018, Trump pulled the United States out of the hard-won agreement, which Iran was abiding by—a decision that Biden and his team saw as a catastrophic own goal. But in trying to prove that they were as tough on Iran as their Republican critics, Biden’s appointees took such aggressively anti-Iranian stances in their Senate confirmation hearings that they left the impression in Tehran and Washington that they did not truly believe in the JCPOA. By the time this got untangled, the narrow window of opportunity to convince Tehran that the administration still wanted to revive the deal had closed.

Biden also set aside nonproliferation considerations in negotiating the AUKUS agreement. By transferring highly enriched (and thus weapons-grade) fuel to power the submarines of Australia, a country without nuclear weapons, the accord set a damaging precedent that other countries could follow by using naval reactor programs as covers for developing nuclear weapons in violation of the Nuclear Nonproliferation Treaty.

Biden had to reverse “America first” beliefs and behaviors.

On arms control, too, the administration has come up short. In January 2022, the leaders of the five original nuclear powers affirmed that “nuclear war cannot be won and must never be fought”—repeating the breakthrough statement that emerged from talks held by Soviet leader Mikhail Gorbachev and U.S. President Ronald Reagan in the 1980s. Yet Putin’s unprovoked war has been marked by repeated threats of nuclear use. In 2023, he suspended Russian adherence to the extended New START treaty, tying the move not to any lack of U.S. compliance but to Washington’s support for Ukraine. Meanwhile, China plans to double the number of nuclear weapons in its arsenal to 1,000 by 2030. Coupled with the fundamentally new situation created by the deepening Chinese-Russian partnership, these moves have made the prospects for any progress on arms control, or even for maintaining the status quo, unlikely in the extreme.

Unfortunately, the Biden administration made no major effort to reverse this trend and has even contributed its bit to the bleak outlook. It maintains a willingness to negotiate a follow-up to New START and has taken a few small steps toward opening arms control talks with Beijing. But the administration is also pursuing a hugely expensive modernization of all three legs of its nuclear forces, including its land-based missiles. Because those missiles are stuck in silos whose locations are well known to adversaries, they are “first strike” weapons, which must be quickly launched in a conflict or lost to enemy attack. They are therefore both vulnerable and destabilizing. U.S. security and the prospects for avoiding a new arms race would be better served by extending the life of a smaller number of existing Minuteman III missiles instead of buying a new land-based nuclear missile force at a cost of more than $150 billion.

As vice president, Biden fought for a major change in U.S. policy: a declaration that deterrence is the “sole” (rather than the “primary”) purpose of nuclear weapons. That seemingly minor change hides the major meaning: that nuclear weapons have no utility in warfighting. Such a shift would have profound consequences for the design of nuclear forces and for international arms control. President Barack Obama chose not to make this change—and, as president, Biden did the same. It was a missed opportunity. Given the realities of the war in Ukraine and China’s nuclear expansion, however, he arguably had no political leeway to do otherwise.

Partly as a consequence of the poor prospects for arms control, some of the Biden administration’s opponents are calling for expanding the U.S. nuclear arsenal and even for a return to nuclear testing. After conducting more than 1,000 tests, the United States has little to learn from carrying out more. But China, which has conducted fewer than 50 tests and is observing the current testing moratorium, could benefit substantially if the United States were to legitimize a return to testing. It would not be long before other states, nuclear and nonnuclear, did likewise—a giant leap backward to the 1950s.

AMERICA REDUX

Biden assumed the presidency with a mountain of his predecessor’s mistakes to undo. He had to reverse the beliefs and behaviors inherent in an “America first” foreign policy. He needed to restore predictability to U.S. policy and rebuild willingness among other countries to support Washington’s initiatives. Although his party controlled both houses of Congress for his first two years as president, it did so by the slimmest of margins, and Biden later faced a House of Representatives run by an increasingly extreme Republican caucus that prioritized scoring political points over substance in foreign policy. From almost his first day in office, he confronted the looming question of what Russia intended in Ukraine; soon after, he faced the stunning reality of the first act of large-scale international aggression in Europe in the postwar era. Finally, he had to manage a relationship with China characterized by rising acrimony, unfulfilled agreements, military threats, and an almost total lack of purposeful communication.

Biden also had made promises that would need to be adjusted or walked back. He had wrongly described the world as divided between autocracies and democracies, suggesting that foreign policy was a Manichean contest between the two camps. He followed through on an unwise promise to hold a “Summit for Democracy,” which, predictably, produced a diplomatic nightmare of deciding which countries qualified for inclusion. In the end, the meetings were mostly held online, with low expectations and little to show in terms of results. Most prominently, Biden had promised “a foreign policy for the middle class.” In practice, this mostly meant massive investments at home in manufacturing, education, health care, and lowering middle-class debt. Abroad, it unfortunately took the form of protectionist trade policies, an element of Biden’s legacy the United States and the world may come to regret.

But Biden’s determination to finally realize a shift in priority to Asia has been a notable success. Relations with China are steadier than those he inherited. There is now at least a floor on which more can be built, even though Taiwan remains a simmering source of tension to which both Washington and Beijing are paying far too little attention. But the number of new partnerships and economic, geopolitical, and military agreements in Asia and the density of new and restored ties there are a testament to what dedicated diplomacy can achieve.

Whether or not a stable cease-fire is reached in Gaza, Biden’s legacy must include his apparent inability to see Israel as the illiberal, militaristic state it has become under Prime Minister Benjamin Netanyahu rather than as the plucky young democracy that Biden remembers from decades ago. An Israeli decision to attempt to govern Gaza for the long term and continue to annex the West Bank would foreclose the possibility of a two-state solution; bleed Israel militarily, financially, and reputationally; and constitute a historic injustice for the Palestinian people. As long as the United States maintains a special connection to Israel, it cannot afford to ignore this festering sore, as the Biden administration tried to do.

Biden’s determination to end Washington’s longest war was a major achievement. There are no U.S. forces in sustained combat now for the first time in a quarter century. His policies reflect a recognition that the United States will continue to have global interests but that its ambitions must be tailored to a realistic assessment of its present resources, partisan divisions, and political will. In a world facing existential global challenges, Biden assigned an appropriately high value to alliances and looser partnerships, recognizing them as a major component of American strength, and saw the value of multinational solutions. He reaffirmed that democracies are special political kin but seemed to learn that since so many countries lie somewhere between democracy and autocracy, few causes benefit from a U.S. foreign policy framed as a contest between the two.

The world is so much in flux that it is impossible to predict how Biden’s short presidency will fit into the flow of history. Will voters in the United States and Europe turn to populism, go-it-alone nationalism, or even isolationism? What does China intend in the Pacific and beyond? Can the war in Ukraine be ended without setting a precedent that rewards naked aggression? Will the major powers follow each other over the cliff of a second nuclear arms race? And, of course, will Biden have a successor who shares his worldview or be followed by Trump, who will seek to reverse most of what he has done? No matter the answers, and despite the symptoms of debilitating political polarization at home, Biden has made profound changes in foreign policy—not to accommodate American decline but to reflect the country’s inherent strength.

Hezbollah leader says group will respond but keeping israelis waiting is part of ‘punishment’.

Hezbollah leader Hassan Nasrallah said his group will respond to Israel “regardless of the consequences” to avenge the assassination of the group’s top commander a week ago, but keeping Israelis waiting is “part of the punishment.”

“Their government, their army, their society, their settlements and their occupiers are all waiting,” Nasrallah said. Keeping Israel waiting is “part of the battle,” he added.

Loud sonic booms from Israeli jets circling over central Beirut were heard ahead of Nasrallah’s speech which is held to commemorate the group’s top commander, Fuad Shukr, who was assassinated one week ago. A CNN team felt the building shake and saw the jets fire several flares.

The monthslong, cross-border exchange of fire intensified Tuesday morning after Hezbollah launched a “swarm” of drones towards what it said are military targets in northern Israeli cities. The Israel Defense Forces said one drone was intercepted, and the incident left several people injured, including one man who was seriously wounded in the northern Israeli city of Nahariya.

Israel struck a building in southern Lebanon earlier killing five people. The Israeli military said the building was used by Hezbollah.

The region is bracing for an expected response from Hezbollah and Iran for the assassinations of Shukr and Hamas’ political leader Ismail Haniyeh, who was assassinated in Tehran last week.

Iran’s Supreme Leader Ali Khamenei and his Islamic Revolutionary Guard promised Israel a “painful” response for the killing of Haniyeh in Tehran.

On Monday, rockets fired towards Al-Asad Airbase in Iraq injured several US personnel in what Pentagon said was an attack by Iran-backed groups.

“We might all respond at the same time, or maybe it’s better in the [resistance] axis for each [group] to respond in the way that suits them and with the targets they choose,” Nasrallah said.

US Secretary of Defense Lloyd Austin ordered additional military assets to the region, sending a carrier strike group, a fighter squadron and additional warships to the Middle East.

Officials across the world have been conducting intensified shuttle diplomacy in an attempt to contain Iran’s response. The Jordanian foreign minister travelled to Iran this week in a rare visit aimed at deescalating the tensions and US Secretary of State Antony Blinken held calls with G7 foreign ministers to discuss an urgent need for de-escalation.

On Wednesday, foreign ministers representing Islamic countries, including Iran, will travel to Jeddah for an extraordinary meeting at the Organization of Islamic Cooperation to discuss the assassination of Haniyeh.

Project 2025 shakes up leadership after criticism from Democrats and Trump, but says work goes on

NEW YORK (AP) — The director of the Heritage Foundation’s Project 2025 vision for a complete overhaul of the federal government stepped down Tuesday after blowback from Donald Trump’s campaign, which has tried to disavow the program created by many of the former president’s allies and former aides.

Heritage Foundation President Kevin Roberts said Paul Dans’ exit comes after the project “completed exactly what it set out to do.” Roberts, who has emerged as a chief spokesman for the effort, plans to lead Project 2025 going forward.

“Our collective efforts to build a personnel apparatus for policymakers of all levels — federal, state, and local — will continue,” Roberts said.

What started as an obscure far-right wish list is now a focal point in the 2024 campaign. Democrats for the past several months have made Project 2025 a key election-year cudgel, pointing to the ultraconservative policy blueprint as a glimpse into how extreme another Trump administration could be.

The nearly 1,000-page handbook lays out sweeping changes in the federal government, including altering personnel rules to ensure government workers are more loyal to the president. Heritage is building a database of potential new hires to staff a second Trump White House.

Yet Trump has repeatedly disavowed the document, saying on social media he hasn’t read it and doesn’t know anything about it. At a rally in Michigan earlier this month, he said Project 2025 was written by people on the “severe right” and some of the things in it are “seriously extreme.”

“President Trump’s campaign has been very clear for over a year that Project 2025 had nothing to do with the campaign, did not speak for the campaign, and should not be associated with the campaign or the President in any way,” Trump campaign advisers Susie Wiles and Chris LaCivita said in a statement.

They said, “Reports of Project 2025’s demise would be greatly welcomed and should serve as notice to anyone or any group trying to misrepresent their influence with President Trump and his campaign — it will not end well for you.”

But Ohio Sen. JD Vance , Trump’s running mate, wrote a foreword to a forthcoming book by Roberts in which he lauds the Heritage Foundation’s work. A copy of the foreword was obtained by The Associated Press.

“The Heritage Foundation isn’t some random outpost on Capitol Hill; it is and has been the most influential engine of ideas for Republicans from Ronald Reagan to Donald Trump,” wrote Vance.

Quoting Roberts elsewhere in the book, Vance writes: ″We are now all realizing that it’s time to circle the wagons and load the muskets. In the fights that lay ahead, these ideas are an essential weapon.”

Trump campaign representatives did not respond to messages inquiring about whether the campaign asked or pushed for Dans to step down from the project. The Heritage Foundation said Dans left voluntarily and it was not under pressure from the Trump campaign. Dans didn’t immediately respond to an emailed request for comment.

Project 2025 has many ties to Trump’s orbit

In many ways, Project 2025 served as a potential far-right White House in waiting, a constellation of outside groups that would be ready for action if Trump wins a second term.

The project included not only the detailed policy proposals that Trump could put into place on day one at the White House. Project 2025 was also building a personnel database of resumes for potential hires, drawing Americans to Washington to staff a new Trump administration.

Many Trump allies and former top aides contributed to the project. Dans formerly worked as a personnel official for the Trump administration. And Trump regularly campaigns on many of the same proposals in the Project 2025 book — from mass deportations to upending the Justice Department — though some of its other proposals, including further taxes on tips , conflict with some of what Trump has pledged on the campaign trail.

It was clear that Project 2025 was becoming a liability for Trump and the Republican Party.

Vice President Kamala Harris’ campaign and top Democrats have repeatedly tied Trump to Project 2025 as they argue against a second term for the former president.

The Harris campaign said Project 2025 remains linked to Trump’s agenda, written by his allies for him to “inflict” on the country.

“Hiding the 920-page blueprint from the American people doesn’t make it less real — in fact, it should make voters more concerned about what else Trump and his allies are hiding,” said Harris for President Campaign Manager Julie Chavez Rodriguez.

For months Trump’s campaign had warned outside groups, and Heritage in particular, that they did not speak for the former president.

In an interview from the Republican convention first published by Politico, LaCivita said Project 2025 was a problem because “the issues that are going to win us this campaign are not the issues that they want to talk about.”

It was almost certain than Trump’s campaign forced the shakeup, said one former Heritage aide.

Trump’s team was well aware it couldn’t risk any missteps from Heritage in this final stretch ahead of the election.

By announcing the departure, Roberts appeared to be sending a signal to the Trump campaign that changes were being made at Heritage to tamp down any concerns over Project 2025, said another conservative familiar with the situation.

If Trump wins the White House, he almost certainly will need to rely on Heritage and other outside entities to help quickly staff a new administration, the person said.

That person and the former aide would only talk on condition of anonymity to discuss private conversations.

Heritage says Project 2025 is not going away

Project 2025’s website will remain live and the group will continue vetting resumes for its nearly 20,000-person database of potential officials eager to execute its vision for government, the Heritage Foundation said Tuesday.

The group said Dans, who had started the project from scratch more than two years ago, will leave the Heritage Foundation in August. Roberts will now run Project 2025 operations.

Roberts has faced criticism in recent weeks after he said on an episode of former Trump aide Steve Bannon’s “War Room” podcast that the country is in the midst of a “second American Revolution” that will be bloodless “if the left allows it to be.”

Earlier this month, in an interview before beginning a prison sentence for defying a congressional subpoena, Bannon mentioned Roberts as the type of leader who could land a top job in a Trump White House.

An aging Democratic president who rose to prominence in the Senate announces his withdrawal from the race. The party is rived by ideological clashes and an anguishing war overseas. A notorious Republican rides a reactionary swell to threaten a Democratic winning streak. And a Chicago convention, scheduled for August, promises to be a staging ground for both hope and rancor.

The parallels between 1968 and 2024 are uncanny. Joe Biden has become the first president since Lyndon B. Johnson to forgo seeking another term — and Kamala Harris, like Johnson’s vice president, Hubert Humphrey, has been elevated without having won any mandate in party primaries. There will be protests in Chicago, just as there were in ’68: Instead of Vietnam, this year’s will center on Israel’s war in Gaza, which the left blames on Biden’s support for the government of Prime Minister Benjamin Netanyahu.

There are, of course, vast differences. Democrats are far more united behind Harris than they were around Humphrey; there will be no contested convention this year, no war for delegates. And Richard M. Nixon, a darkly introspective child of the working class, was not Donald Trump.

And there is another overlooked divergence: Today’s left does not have leaders to dominate the discourse — or even its own movements.

In 1968, the protest movements that challenged Humphrey had names, faces, figureheads. Today there are no Tom Haydens, Abbie Hoffmans or Jerry Rubins headed to Chicago. There are no activists gaining fame via organizing, the way DeRay Mckesson did during Black Lives Matter demonstrations or Tamika Mallory and Linda Sarsour did before the 2017 Women’s March. The two most celebrated political leaders of the progressive left, Senator Bernie Sanders and Representative Alexandria Ocasio-Cortez, fully supported Biden; they did not, as Eugene McCarthy did in 1968, try to wage a primary challenge. Dissent will come in Chicago, but it is challenging to find a single widely known figure, inside the convention or out in the streets, who will be leading any protests.

Throughout the facilitation, a running risk register documented market, technical, schedule, cost, and quality gaps, while a resource allocation table and cost estimates were calculated quarterly for financial planning purposes. Despite the inherent uncertainty in strategy, the content was created with a 70 to 80% confidence level, acknowledging an acceptable error rate in cost and revenue forecasting. As successive projects unfolded, the error rate diminished as facts became clearer.
