So in December 1999, finance ministers and central bank governors of emerging countries of systemic importance met for the first time in Berlin, Germany, and held an informal dialogue on key issues for global economic stability. Since then, central bank governors and finance ministers have met annually.

Organizational Structure of G20

The formation operates without a permanent secretariat or staff, with its chair rotating annually. Their chairperson is elected from among the members and from a different regional group of countries. Their Chairman is part of a three-member management group that rotates past, present, and future.

G20 Leaders Summit

The first G20 summit was hosted by the US. The President developed a coordinated response in Washington in November 2008. In the first summit, all the leaders discussed the causes of the global economic and financial crisis and agreed to implement an action plan around it which had three main objectives, namely, (1) restoring global growth (2) international financial system strengthening and (3) reform of international financial institutions.

The Group of Twenty (G20) summit was established in 1999 following the financial crisis of the late 20th century that affected, especially, Asia (Arner and Schou-Zibell). It consists of twenty Ministers of finance and Governors of Central banks from both emerging-market countries and developed economies (Edkins and Zehfuss). Its first meeting was held in Berlin, Germany, in December 1999. One of the reasons why the G20 summit came into existence was the realization that important emerging-market countries the world over had not been given a forum to discuss economic and governance issues on the world stage. Its mandate is to promote discussion and review of policies between industrialized and emerging-market countries (Blustein).

Before the emergence of the G20 summit, there had been many other similar summits that had come up with an aim of promoting dialogue on issues of governance and economics. These summits ideally came into existence to build financial growth, development, and structure in international relations. They included the G-7, G-22, and G-33 (Dunne and Smith). The larger groups, G-22 and G-33, demonstrated that there were benefits in involving emerging-market countries in regular consultations, leading to the formation of the G20. Unlike other international organizations, the G20 does not have a permanent secretariat and it promotes the informal interchange of ideas and views on international issues (Dunne and Smith).

Each year the summit is held in a different country and in June 2010 it was Toronto’s turn to hold the three-day event. The leaders of the 20 countries would participate in the discussion regarding financial sustainability (Lagarde 078-079). The 20 countries that would be involved are the following: Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, Republic of Korea, Turkey, United Kingdom and the United States of America. Also in attendance at the G20 summit would be the International Monetary fund’s (IMF) managing director, the World Bank president, and chairpersons several other international committees like the development committee and the International Monetary and financial committee (Samans, Uzan, and Lopez). Their presence is due to the close cooperation between G20 and other international organizations.

Looking at all the countries listed, it is important to note that they are all economically independent and this summit does lack the participation of third world countries. This might mean that the issues afflicting the underdeveloped countries may not be given weight in the G20 summit since there is no one to push for them, except for times when some representatives from such countries are invited, but in such cases, they may not have much of bargaining power like the representatives of the member countries (Brunswick and Evenett 269).

The main purpose of the G20 summit was to have the top 20 economically independent countries come together in hopes to legitimize economic structure around the globe, but this holds to be contradictory. The Toronto G20 summit was focusing on recovery and new beginnings as its theme. In this summit, issues to do with financial reform progress and the development of stimulus measures that are sustainable were discussed. Issues of bank tax and promotion of open markets world over were also debated (Dvorak). However, the following facts should be considered when referring to the Toronto G20 summit and its overall impact on enhancing better world economy. The summit was nothing more than a media frenzy that didn’t need the amount of attention that it received. This three day event cost Canada and the tax payers a billion dollars (Msnb). It was held in one of the busiest places in Canada and therefore affected the day to day activities of many people and ventures (Dvorak). One of the most important factors this essay will study is G20, like many of the other summits before it, has yet again accomplished very little as compared to the time and money spent on the event.

The G20 summit cost Canadian taxpayers a billion dollars. What was the billion dollars spent on lingered in the minds of most Canadians. Statements by the Parliamentary office demonstrated that the summit had cost Canadians 930 million dollars in safety measures only. This security operation was the most expensive in the history of Canada. Together with other hosting costs including nearly 2 million dollars for marketing and media, the total amount comes to about 1 billion dollars. When looking at these figures and those of other G20 summit meetings, it is very astonishing to see how much of the taxpayers’ money was spent on security alone and the question whether this was necessary lingers on, bearing in mind that some people in third world countries are in need of aid (Msnb).

The meeting was held in downtown Toronto, one of the busiest areas, and this affected residence, business, employees, pedestrians, transit riders, cyclists, motorists, students, those leaving town, the homeless, and lastly the tourist (Dvorak). One of the biggest tourist attractions, The CN tower, was closed for the summit. Although this attraction was only closed for a 3 days, it would negatively impact on Canada’s economy as it is a daily income generating site (Gothamist). The summit was rocked by widespread protests which stated several days prior to the summit. These protests were part of the reason for the expenses incurred on security measures. They also served to worsen an already bad situation for day to day activities for residents and business ventures as more than 900 people were arrested within a week, some streets were closed down and some buildings attacked. This further heightened the economic burden that came with hosting the G20 summit (Dvorak).

What comes out of this summit? Twenty large economies came together, for a three day affair, but one must essentially wonder what changes were made in previous summits and this past G20 summit. The G20 summit held in Toronto came to the conclusion that these represented economies should keep more financial capital in their banks in case of economic upsets in the future. The developed nations’ leaders also agreed on debt-to-GDP ratio reduction by the year 2016 as well as taxing financial institutions. The need for the capital reserve was to have restrictions on many of the countries that did not have them in place already, which resulted in the recession of 2009. The United States, which did not hold any restrictions on their banks, resulted in many banks as well as economy to go downhill (Lagande, 078-079).

Although it is apparent that this meeting was needed, one may ask: was the cost worth it? The 20 countries that did participate in the summit are already economically independent, which is one of the reasons protesters feel that the G20 summit is a waste of time and money (Brusick and Evenett 269). The issues that the third world countries are mostly concerned with, namely food security and climate change did not get a significant resolution during this summit. It is due to this that Protestors believe that the summit is only helping the economically successful countries gain more success instead of helping the third world countries that need the help (Brusick and Evenett 269). The results were the enduring cycle of the wealthy getting wealthier as well as the underprivileged getting more pitiable. At the end of the meeting, joblessness remains a challenge to those in underdeveloped countries and due to this they continue to suffer in poverty (Coats, Hutton and razarelli).

It is tradition to do these summits in person as seen in the G20 summit and many of the previous summits, but with the changing economy and technology it would be more efficient to have such summits in another manner which would cut cost especially in security, infrastructure, travel and accommodation. This would also make sure that the day to day activities of hosting countries, including businesses and other income generating ventures like tourism are not interfered with (Dvorak). The media has a large part in the amount of security that is needed in such political events. If the summit had been done in other technological means without attracting the attention of protestors little or no security would be needed. The destructive effects of protests, both to the economy and security of the country, would be avoided (Gothamist). With society changing and technology advancing 20 people don’t have to be in the same place at the same time to discuss world matters. This would also protect against excessive media coverage of a highly political event. The net effect would be a significant cut in the cost of holding the G20 summit. The saved finances would then be focused on other issues like provision of basic needs to those who lack them.

Since the summit was held in Toronto, there have been 94 protectionist measures implemented by the G20 member governments, with just 44 of similar measures being implemented by the rest of the world (Evenett 22). The world over, there has been 100 neutral measures formulated and implemented since June 2010, with G20 member countries implementing only 29% of these (Evenett 22). This shows a serious mismatch between what the G20 summit concludes and the action taken by the member countries. If this is the trend, is there a need to spend so much money on G20 summit to make resolutions that will not be followed by those making them? This question needs to be answered for the need for and the importance of the G20 summit to be ascertained.

It is clear that governments which are not members of the G20 summit are better at keeping markets open than those who made the resolution to do so in Toronto. There is a great mismatch between word and action of the developed countries. The same governments that spoke of their desire to promote development by encouraging trade between them and the third world countries are instead harming these poor countries through their protectionist measures (Evenett 22). The G20 members are ranked top among countries that have caused economic harm to their lesser trading partners (Evenett 23).

As seen in the G20 meetings in Washington and London, the member countries showed that they can act together on serious issues affecting them, like the financial recession. The nations demonstrated their willingness to engage in any actions necessary in a bid to stabilize their financial systems (Blustein and Prasad). Such actions included nationalization of banks and creation of insurance schemes that would help clear toxic debts as well as availing bail-outs. There was also reduction of interest rates as a policy measure to boost the economic recovery process. These economic heavy weights encouraged support of their development agenda by the World Bank through its new infrastructure as well as trade finance facilities (Lagande 078-079). They also resolved to strengthen regulatory regimes as they did for financial markets in a bid to prevent further economic crises. During the Washington G20 meeting, the member countries stressed the importance of assisting the poorest countries in the world to develop. Emerging economies would also be helped to get finances through the IMF and development banks. The intent to help the poor countries seems noble and would momentarily bring an illusion of relief to these countries, but the developed countries just stressed the importance of helping them with no commitment or plans of doing so being drawn (Brusick and Evenett).

From these summits, it is clear that the developed countries can act in haste when matters affecting them directly arise and they defend their interests with whatever action that is necessary. It cannot be expected that they react with the same zest when there are issues affecting the poor countries, but at least including the in the membership of the G20 would give them a forum to push for consideration of those problems afflicting them (Brusick and Evenett).

The financial stability board (FSB) came up as a result of re-establishment of what was formerly known as the Financial Stability Forum (FSF) during the G20 meeting in London. It was mandated with the task of promoting financial stability among the G20 member countries, but its coverage extends to cover the European commission and Spain. The FSB monitors and advises the member countries on issues to do with market development, highlighting the possible effects on regulatory policy. It undertakes strategic reviews of the work on policy development done by standard setting institutions in an effort to ensure timely and coordinated focus on priorities that cover financial gaps (Samans, Uzan and Lopez). It also comes up with guidelines and support for supervisory colleges’ establishment and operation by identifying the most important and systemically appropriate cross-border firms. It then coordinates planning to manage cross-border crisis with reference to the identified important cross-border firms. In conjunction with the IMF, the FSB identifies early warning signs of financial risks and recommends actions that can be used to deal with the threat.

The FSB is therefore concerned about the financial welfare of the G20 member countries which, as earlier indicated, comprise of the world’s greatest economies and upcoming promising economies. This further proves the theory earlier generated that the process adopted by the G20 seeks to safeguard the rich and make them richer while the poor remain in poverty. The developing countries could benefit significantly from the services of the FSB in helping them from their financial difficulties through strategic planning (Brusick and Evenett).

From the text presented in this paper, it can be concluded that the G20 summit is necessary for handling the economic and governance issues of the member countries. The summit provides a forum in which matters of global importance are discussed and solutions formulated. It also works hand in hand with other global organizations like the World Bank and the IMF to facilitate solutions to various challenges. Through the FSB, it helps identify economic warnings early enough for preventive measures to be put in place. Therefore, the importance of the G20 summit cannot be underestimated (Blustein and Prasad).

However, the G20 summit has its blemish on different areas. First, its organization and operation of meetings is too expensive, as seen in the 2010 Toronto summit in which approximately 1 billion dollars was used, most of it going to security. This leaves the desire for a way to change how these summits are done in a bid to cut the costs and direct the funds to other areas which are more critical, like helping poor countries develop (Brusick and Evenett).

It is apparent that the G20 summit does not concentrate on issues that do not affect the member countries directly as much as they concentrate on those issues directly affecting them. Since the membership of the G20 does not include poor third world countries, this means that issues affecting them are not given weight for them to be attended to well and solutions found (Brusick and Evenett).

The G20 summit continues to use a lot of money on issues like organising meetings while the poor countries of the world suffer in poverty. Though the G20 is necessary, something should be done on its membership to involve third world countries and cut down the cost of running it (Blustein and Prasad).

The African Union is to become a member of the G20, after been invited to join on 9 September 2023, at the group's summit in India's capital Delhi.

The African Union will represent 55 countries from across the continent at future G20 meetings.

What is the G20?

The G20 - or Group of Twenty - is a club of countries that meets to discuss global economic and political issues.

Between them, G20 countries account for 85% of the world's economic output and more than 75% of world trade . They contain two-thirds of global population.

The G20 members are the EU plus 19 nations: Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey, the UK and the US.

Some countries which are members of the G20 also meet as the G7 . These are the world's seven leading industrialised countries.

The African Union was invited to be become a permanent G20 member at the Delhi summit. The organisation represents 55 African countries.

Why was the G20 set up, and why does it matter?

The group was founded in 1999 after the Asian financial crisis . It was designed to be a forum for finance ministers and officials to discuss ways to restore economic stability.

The first leaders' summit was held in 2008 in response to that year's global financial turmoil, to promote international cooperation.

The G20 has broadened its focus in recent years to include issues such as climate change and sustainable energy.

Every year, a different G20 member state takes over the presidency, and sets the agenda for the leaders' summit.

What did the G20 summit achieve?

A joint declaration from G20 members condemned"human suffering and adverse repercussions of the conflict in Ukraine on global food and energy security", without directly criticising Russia.

The Ukrainian government said the declaration was "nothing to be proud of", adding that a Ukrainian presence would have given participants a better understanding of the situation.

A new network of railways and shipping routes was announced by the US, India, Saudi Arabia and the EU, on the sidelines of the summit. It is designed to increase trade between South Asia, the Middle East and Europe.

It is also meant to counter China's project to build new global trading routes, the Belt and Road Initiative .

India's Prime Minister Narendra Modi had wanted the summit to promote his country as a major global power, and himself as an important world leader, ahead of a general election due in spring 2024.

He took the lead in inviting the AU to become a permanent member to the G20.

Both Russia's President Vladimir Putin and China's President Xi Jinping stayed away from the summit.

Which issues proved difficult for the G20?

In May 2023, China and Saudi Arabia boycotted a G20 meeting on tourism, which was held in Indian-administered Kashmir , because the Kashmir region contains territory claimed by Pakistan as well as India .

A row also broke out between India and China shortly before the summit, when Beijing released a map claiming the state of Arunachal Pradesh and the Aksai Chin plateau as Chinese territory .

What have former G20 summits achieved?

At the 2008 and 2009 leaders' summits, during the financial crisis, leaders agreed a host of measures to rescue the global economic system .

But some critics argue that subsequent summits have been less constructive, often because of tensions between rival world powers .

Policy Priorities for the G20: One Earth, One Family, One Future

At a time of heightened uncertainties for the global economy, India’s strong performance remains a bright spot. So, it’s fitting that Group of Twenty finance ministers and central bank governors will gather in Bengaluru this week.

This will be another challenging year. But it could represent a turning point—with inflation declining and growth bottoming out. Indeed, while  our latest projections  show global growth slowing to 2.9 percent this year, we anticipate a modest rebound to 3.1 percent in 2024.

Look behind the headline numbers and we see emerging market and developing economies providing much of the momentum. We expect them to account for about four-fifths of global growth this year, with India alone expected to contribute more than 15 percent.

But beyond its role as a global growth engine, India is uniquely positioned to bring countries together.

In a world facing multiple challenges and rising geopolitical tensions, this leadership is critical—and beautifully captured in the theme of India’s G20 presidency: One Earth, One Family, One Future .

Let me share my view of what this spirit of “one” represents for policymakers and for all of us as a global community.

First, one family means solidarity and protecting the vulnerable.

The reality is that growth is still subpar and price pressures are still too high. And, after three years of shocks, too many economies and people are still hurting badly.

Around the world, many households struggle to make ends meet because of the high cost of living. Millions cannot afford fuel for heating or cooking. Successive shocks have increased poverty, jeopardizing decades of progress. And, notwithstanding some easing in food prices, a record 349 million people in 79 countries face acute food insecurity .

Supporting the vulnerable is vital in all countries.

Fiscal measures should be temporary and laser-focused on protecting those who are most in need—always good practice, but even more important as countries grapple with increasingly limited resources and higher debt. In most countries, targeted measures need to be coupled with gradual fiscal tightening to rebuild buffers and ensure debt sustainability.

Meanwhile, bringing inflation back to target  remains imperative. To get there, policymakers need to stay the course on monetary tightening. Aligning fiscal and monetary policies will help. Clear communication of these policy goals is vital to avoid a sudden repricing in financial markets.

While the global tightening cycle is necessary to ensure price stability, policymakers must be mindful of adverse spillovers to emerging and developing economies—including through a stronger US dollar and capital outflows. While financial conditions have improved since the G20 last met, providing some modest relief, we have seen how higher borrowing costs exacerbate the vulnerability of economies with heavy external debt burdens.

About 15 percent of low-income countries are in debt distress and an additional 45 percent are at high risk of debt distress. And among emerging economies, about 25 percent are at high risk and facing “default-like” borrowing spreads.

Here, solidarity means better mechanisms to restructure debt. Under the G20’s Common Framework , Chad reached an agreement with its creditors at the end of last year, and Zambia and Ghana are progressing toward debt resolution. But the ground rules need to be clarified and the processes made more efficient and effective.

To accelerate debt restructuring efforts, the IMF, World Bank, and India’s G20 presidency are convening a new Global Sovereign Debt Roundtable . This week in Bengaluru, we will meet in‑person for the first time—and pave the way for creditors, both public and private, and debtor countries to work together, assess the existing shortcomings and best ways to tackle them.

In this more shock-prone world, some emerging and developing economies will also require additional financial support. So, a well-resourced global financial safety net, with the IMF at its center, is more important than ever.

Think of how the Fund has stepped up to support our family of nations since the start of the pandemic. Over $272 billion for 94 countries of which about $34 billion was fast-disbursing emergency financing. The historic SDR allocation of $650 billion to boost our members’ reserves. And a new Food Shock Window  provides fast access to resources for countries hit hardest by the food security crisis.

Now, further solidarity is needed to stand as one with the low-income and vulnerable members of our family to ensure they can still access concessional IMF financing in times of distress and to guard against future crises. Others with the strength and capacity to do so need to stand up and help address fundraising shortfalls—especially on subsidy resources in the Poverty Reduction and Growth Trust —and deliver additional contributions to the new Resilience and Sustainability Trust . This also means determination to advance the 16 th General Review of Quotas  so we can complete it by the end of the year.

Second, one earth means protecting our planet, our home.

We are witness to the increasingly severe and pervasive effects of climate change — an existential threat to humanity that we can only fight as a collective. We must band together as one family in defense of our one earth.

Our collective goal of delivering on the Paris Agreement and boosting resilience will require policies that can help redirect trillions of dollars towards green projects. Consider smarter regulation, price signals and well targeted subsidies that incentivize low-carbon investment or financial innovations that mobilize more private capital.

Here the IMF’s advice and financial support is working in tandem to mitigate the massive climate-related risks to economic and financial stability. The first wave of pilot countries accessing the Resilience and Sustainability Trust demonstrate how we are helping vulnerable countries set up the right policies and create an environment conducive to climate-friendly investments. Alongside this, we are coordinating with others—including multilateral development banks and the private sector—who have a key role to play in reducing investment risks .

To be sure, there are signs of progress, as major economies realign their fiscal frameworks to accelerate the green transition. But policies should stay focused on that transition—rather than providing a competitive advantage to domestic firms. “Green subsidies” for early-stage technologies can be helpful—look at how they lowered the global price of solar energy. They must, however, be carefully designed to avoid wasteful spending or trade tensions, and to make sure that technology is shared with the developing world.

In other words, we must not slide into protectionism. This would make it even more difficult for poorer countries to access new technologies and support the green transition.

The health of our earth is essential to our future. But it is not the only ingredient.

One future means ensuring everyone can prosper.

In an era of technological transformation, how policymakers manage the potential of digital progress can be central to a fair and inclusive future. Think of the revenue and compliance gains from digital tax administration; greater transparency through online procurement that helps fight corruption; and the accountability of digital public financial management systems that can strengthen the social contract.

India’s Unified Payments Interface is an excellent example of technology boosting financial inclusion. Last month alone, this layer of India’s digital public infrastructure processed over 8 billion transactions. And that system allows 400 million people in rural areas to participate with legacy ‘push-button’ cellphones.

This is just the beginning. Most IMF member countries are now actively evaluating central bank digital currencies  (CBDCs) that could bring substantial benefits, such as more resilient payments in disaster-prone countries and greater financial inclusion. India has conducted an in-depth assessment  of CBDCs, which could inform similar studies elsewhere, accelerating digital progress worldwide.

Yet any new financial technology also comes with risks.

The recent collapse of some prominent crypto exchanges has intensified concerns about market integrity and user protection. That is why we need the right policies—for example, to strengthen financial regulation and develop global standards that can apply evenly across borders. The IMF’s work on crypto assets is particularly focused on macro-financial policies.

The idea of maximizing upsides while avoiding missteps lies at the heart of the IMF’s capacity development work. Our objective is to be a transmission line of best practice across our entire membership.

This spirit of “one” should guide us as we move forward.

To achieve the goals of ‘ One Earth, One Family, One Future’ , we need to find common ground even as geopolitical tensions are rising. And we need to steer clear of zero-sum policies that would only leave the world poorer and less secure.

As Indian Nobel Laureate Rabindranath Tagore once said: “ You can’t cross the sea merely by standing and staring at the water .”

For G20 policymakers, this means having the courage to take the right actions, steering the ship we are all on to safe harbor.

The finance track is maintained by finance ministry, ministers and banks which the Sherpa track is regulated by Sherpa track. Sherpas from member countries also take part in Sherpa track who are personal emissaries of the leaders. During each presidency the working groups of different member countries meet to work together on accomplishing the objectives. In the Sherpa track, member countries follow the same strategy to complete the tasks as per the formulated agenda. There are also additional groups to support financial activities like civil societies, think tanks, parliamentarians, women, youth group, labour, business and researchers’ group from the G20 countries. The G20 group is supported by the Troika as it does not have a permanent secretariat and it includes the previous, present and upcoming presidency of G20. Like this time of India’s presidency the troika will be formed by India, Indonesia and Brazil together.

With the global population now at eight billion and growing, action or inaction by the world’s largest economies, the G20, will be critical to determine if everyone gets to live on a peaceful and healthy planet, UN Secretary-General António Guterres said at a press conference in Bali, Indonesia, on Monday. 

Speaking on the eve of the G20 Summit there, the UN chief appealed for the bloc to support his initiatives to address climate change, sustainable development, the worldwide food and energy crises, and digital transformation. 

The Summit is taking place at “the most pivotal, precarious moment in generations” , he told journalists.   

‘Ground zero’ for solutions 

Geopolitical divisions are sparking new conflicts, and making old ones hard to resolve, while “people everywhere are getting hit from every direction” by climate change and the rising cost of living. 

“The G20 is ground zero for bridging divisions and finding answers to these crises and more,” he said. 

As climate change is “the defining challenge of our age” , the Secretary-General reminded these countries that they produce 80 per cent of all global emissions. 

Climate Solidarity Pact 

He has proposed creating a Climate Solidarity Pact, bringing together developed and emerging economies to combine resources and capacities to benefit everyone on the planet. 

He said it would see wealthy nations and international financial institutions provide funding and technical assistance to support emerging economies in accelerating their transition to renewable energy. 

The deal will help end dependence on fossil fuels while providing universal, affordable, sustainable energy for all.  

“G20 leaders can make or break the Climate Solidarity Pac t that I intend to present again tomorrow.   Under this pact, they would make extra efforts this decade to keep the limit of 1.5 degrees alive,” said Mr. Guterres, referring to the goal to cap global temperature rise.   

‘SOS’ for the SDGs 

Developing countries are also unable to access finance needed to achieve the Sustainable Development Goals (SDGs), which include reducing poverty and hunger and investing in healthcare and education. 

“The SDGs are issuing an SOS,” he warned.  “I therefore urge G20 economies to adopt an SDG stimulus package that will provide governments of the Global South with investments and liquidity, and offer debt relief and restructuring. “  

Mr. Guterres noted that a majority of the G20 countries are on the boards of multilateral development banks “and so they can and must make it happen.”

Prevent famine and hunger 

The Secretary-General will also use the Summit to highlight the food and energy crisis generated by the war in Ukraine. 

Focus will be on the need for urgent action to prevent famine and hunger in a growing number of places around the world. 

He said the UN-brokered agreement on Ukrainian grain exports, as well as efforts to ensure Russian food and fertilizers can access global markets, are essential to global food security. 

Action on energy 

The Black Sea Grain Initiative has already helped to stabilize markets and bring food prices down, he added. 

Meanwhile, engagement continues around access for Russian food and fertilizers, as well as renewal of the landmark deal, which was signed in July and set to expire later this week. 

“On energy, the war in Ukraine has clearly demonstrated the dangers of our addiction to fossil fuels. It is the best possible argument for the fastest possible transition to renewable energy,” he said.   

On Saturday, the World Food Programme ( WFP ) announced that it plans to facilitate the donation of 260,000 metric tonnes of fertilizer by the Russian fertilizer company Uralchem-Uralkali to countries in most need in Africa. WFP said it was grateful for the contributions and support. 

The first shipment will be loaded onto a WFP-chartered vessel from the Netherlands next week. It will sail via Mozambique, with Malawi as the final destination. 

Fighting deadly disinformation 

The Secretary-General concluded by underlining the need for leadership in the digital transformation and for “guardrails” on technology.

“Powerful tech companies are running roughshod over human rights and personal privacy and providing platforms for deadly disinformation, in pursuit of profit,” he said. 

“Let’s be clear: disinformation kills. Undermining public health kills and these are life-and-death issues.”

Mr. Guterres is proposing a way forward based on a Global Digital Compact for an open, free, secure, and inclusive internet.

The Compact calls for universal connectivity via a “human-centred digital space” where free speech and privacy are protected, and which promotes the safe and responsible use of data.

The UN chief has also called for a global code of conduct that promotes integrity in public communications as well as information literacy.

India holds the Presidency of the G20 from 1 December 2022 to 30 November 2023.

Indonesia held the presidency in 2022, which concluded in the Bali declaration .

Under the Indian Presidency, the G20 in 2023 focussed on the theme, ‘One Earth, One Family, One Future’.

  • The Indian Presidency will also spotlight Lifestyle for Environment (LiFE), with an emphasis on environmentally sustainable and responsible choices at both the individual lifestyle and the national development level, to achieve a cleaner, greener, and bluer future.

The summit had India showcase its cultural richness through diverse elements like:

  • Bharat Mandapam, inspired by Lord Basavaeshwara’s concept of Anubhav mandapam. The “culture corridor,” features a display of diverse traditions from 29 countries, including India and the special invitees to the G20.
  • The Chola-style bronze statue of Lord Nataraja.
  • Konark Chakra of Odisha’s sun temple and the image of Nalanda University were used as backdrops.
  • Showcase of Thanjavur Paintings and Dhokra art
  • A brass statue of Lord Buddha under the Bodhi tree.
  • Hindustani, Folk, and Carnatic musical heritage of India

Indian Prime Minister formally handed over the G20 presidency to the President of Brazil. India will continue to hold the position until 30 November 2023.

The invited countries for the year were:

  • Bangladesh, Egypt, Mauritius, Netherlands, Nigeria, Oman, Singapore, Spain and UAE.

Six agendas were put forth for the G20 Dialogue 2023:

  • Green Development, Climate Finance & LiFE
  • Accelerated, Inclusive & Resilient Growth
  • Accelerating progress on SDGs
  • Technological Transformation & Digital Public Infrastructure
  • Multilateral Institutions for the 21st Century
  • Women-led development

The working groups focused on areas like:

  • agriculture, anti-corruption, culture, digital economy, disaster risk reduction, development, education, employment, environment and climate sustainability, energy transitions, health, trade and investment, and tourism.

Major outcomes of the G20 summit 2023

  • The African Union joined the G20 as a permanent member.
  • A new organization called the Global Biofuel Alliance (GBA) was launched, to promote the development and adoption of sustainable biofuels, and set relevant standards and certification.
  • The New Delhi Leaders Declaration was adopted with consensus.
  • A group of countries made a joint agreement to build a rail and shipping corridor linking India with the Middle East and Europe called the India-Middle East-Europe Economic Corridor . The group comprises India, Saudi Arabia, the United Arab Emirates, Jordan, Israel and the European Union.

New Delhi declaration

The G20 2023 joint consensus declaration called the New Delhi Leaders Declaration is an official non-binding declaration that seeks to place emphasis on strong, sustainable, balanced, and inclusive growth.

Global Economic Situation

  • To protect the vulnerable, through promoting equitable growth and enhancing macroeconomic and financial stability. Such an approach will help resolve the cost-of-living crisis and unlock strong, sustainable, balanced, and inclusive growth.
  • To support the progress towards the 2030 Agenda for Sustainable Development to achieve strong, sustainable, balanced, and inclusive growth (SSBIG).
  • To create inclusive, sustainable, and resilient global value chains, and support developing countries to move up the value chain.

Unlocking Trade for Growth

  • To ensure a rules-based, non-discriminatory, fair, open, inclusive, equitable, sustainable, and transparent multilateral trading system, with WTO at its core.
  • Recognize challenges MSMEs, particularly in developing countries, face concerning access to information and thus, welcome Jaipur Call for Action for enhancing MSMEs’ access to information to promote the integration of MSMEs into international trade.

Fighting Corruption

  • Strengthening Law Enforcement International Cooperation and Information Sharing for Combating Corruption, Strengthening Asset Recovery Mechanisms for Combating Corruption.
  • To enhance global efforts to seize, confiscate, and return criminal proceeds to victims and states, in line with international obligations and domestic legal frameworks, including through support to the Financial Action Task Force (FATF) and operationalization of the GlobE Network.

Recommitting to Achieving SDGs

  • To accelerate progress on SDGs, we commit to taking collective action for effective and timely implementation of the G20 2023 Action Plan to Accelerate Progress on the SDGs.

Strengthening Global Health and Implementing One Health Approach

  • To strengthen the global health architecture, with the World Health Organization (WHO) at its core, and build more resilient, equitable, sustainable, and inclusive health systems to achieve Universal Health Coverage, implement the One Health approach, enhance pandemic preparedness, and strengthen existing infectious diseases surveillance systems.

Designing a Circular Economy World

  • Resource Efficiency and Circular Economy Industry Coalition (RECEIC) to enhance environmentally sound waste management, substantially reduce waste generation by 2030, and highlight the importance of zero waste initiatives.

Other major outcomes:

  • Overcoming major differences in the Russia-Ukraine war
  • Call for full implementation of the Black Sea Grain Initiative
  • Action Plan against Fugitive Economic Offenders
  • Countering terrorism and money laundering
  • Globally fair, sustainable, and modern international tax system
  • Digital Public Infrastructure (crypto, Al, etc.)
  • Gender equality and women empowerment
  • G20 Deccan High-Level Principles on Food Security and Nutrition 2023

G20 Summit 2023 reiterates that cooperation is essential in determining the course the world takes. Headwinds to global economic growth and stability persist.

Years of cascading challenges and crises have reversed gains in the 2030 Agenda and its Sustainable Development Goals (SDGs) . Global greenhouse gas (GHG) emissions continue to increase, with climate change, biodiversity loss, pollution, drought, land degradation, and desertification threatening lives and livelihoods.

Rising commodity prices, including food and energy prices, are contributing to cost of living pressures. Global challenges like poverty and inequality, climate change, pandemics, and conflicts disproportionately affect women and children, and the most vulnerable.

The G20 Summit 2023 commit to:

  • Accelerate strong, sustainable, balanced, and inclusive growth.
  • Accelerate the full and effective implementation of the 2030 Agenda for Sustainable Development.
  • Pursue low-GHG/low-carbon emissions, climate-resilient, and environmentally sustainable development pathways by championing an integrated and inclusive approach.
  • Improve access to medical countermeasures and facilitate more supplies and production capacities in developing countries to prepare better for future health emergencies.
  • Promote resilient growth by urgently and effectively addressing debt vulnerabilities in developing countries.
  • Scale up financing from all sources for accelerating progress on SDGs

Overview of G20

“India's G20 Presidency will work to promote this universal sense of one-ness. Hence our theme - 'One Earth, One Family, One Future'” – Prime Minister, , Narendra Modi

December 1 st , 2022 is a momentous day as India assumed the presidency of the G20 forum, taking over from Indonesia. As the largest democracy in the world, and the fastest growing economy, India’s G20 presidency will play a crucial role in building upon the significant achievements of the previous 17 presidencies.

As it takes the G20 Presidency, India is on a mission to bring about a shared global future for all through the Amrit Kaal initiative with a focus on the LiFE movement which aims to promote environmentally-conscious practices and a sustainable way of living. With a clear plan and a development-oriented approach, India aims to promote a rules-based order, peace and just growth for all. The 200+ events planned in the run up to the 2023 Summit will strengthen India’s agenda and the six thematic priorities of India’s G20 presidency.

The G20 group of 19 countries and the EU was established in 1999 as a platform for Finance Ministers and Central Bank Governors to discuss international economic and financial issues. Together, the G20 countries account for almost two-thirds of the global population, 75% of global trade, and 85% of the world's GDP. In the wake of the global financial and economic crisis of 2007, the G20 was elevated to the level of Heads of State/Government and was named the "premier forum for international economic cooperation."

The G20 has two main tracks of engagement: the Finance Track for finance ministers and central bank governors and the Sherpa Track. The G20's proceedings are led by the Sherpas, who are appointed as personal envoys of the leaders of member nations.These Sherpas are responsible for overseeing the negotiations that occur throughout the year, deliberating on the agenda for the summit and coordinating the substantive work of the G20.  Both tracks have working groups to address specific themes with representatives from relevant parties.

Working groups this year will focus on global priority areas such as green development, climate finance, inclusive growth, digital economy, public infrastructure, technology transformation, and reforms for women empowerment for socio-economic progress. All these steps are taken to accelerate progress towards the Sustainable Development Goals and secure a better future for the generations to come.

India’s G20 Presidency:

India will convene the G20 Leaders' Summit for the first time in 2023, as 43 Heads of Delegations- the largest ever in the G20–will participate in the final New Delhi Summit in September later this year. As a nation committed to democracy and multilateralism, India's presidency will be a significant milestone as it seeks to find practical global solutions for the benefit of all and embody the idea of "Vasudhaiva Kutumbakam," or "the world is one family."

The G20 Summit is held annually with a rotating presidency, and in 2023, India will hold the presidency. The group does not have a permanent secretariat and is supported by the previous, current, and future holders of the presidency, known as the troika. In 2023, the troika consists of Indonesia, Brazil, and India.

This summit will conclude a series of meetings throughout the year, with potential host cities for meetings from December 2022 to February 2023 including Bengaluru, Chandigarh, Chennai, Guwahati, Indore, Jodhpur, Khajuraho, Kolkata, Lucknow, Mumbai, Pune, Rann of Kutch, Surat, Thiruvananthapuram, and Udaipur.

Vasudhaiva Kutumbakam, which translates to "One Earth, One Family, One Future," is the theme of India's G20 presidency. It is inspired from the Maha Upanishad, an old Sanskrit scripture. The theme fundamentally highlights the importance of all life—human, animal, plant, and microorganism—as well as their interdependence on Earth and across the universe. The theme also exemplifies LiFE (Lifestyle for Environment), which highlights the importance of environmentally sustainable and responsible lifestyle choices, both at the individual and national level, in creating a cleaner, greener, and bluer future.

The G20 Presidency also heralds for India the start of "Amritkaal," a 25-year period commencing from the 75th anniversary of its independence on August 15, 2022, leading up to the centenary of its independence

India's G20 Priorities:

1.   Green Development, Climate Finance & LiFE

  • India's focus on climate change, with a particular emphasis on climate finance and technology, as well as ensuring just energy transitions for developing countries.
  • Introduction of the LiFE movement, which promotes environmentally-conscious practices and is based on India's sustainable traditions.

2.   Accelerated, Inclusive & Resilient Growth

  • Focus on areas that have the potential to bring structural transformation, including supporting small and medium-sized enterprises in global trade, promoting labour rights and welfare, addressing the global skills gap, and building inclusive agricultural value chains and food systems.

  3.    Accelerating Progress on SDGs

  • Recommitment to achieving the targets set out in the 2030 Agenda for Sustainable Development, with a particular focus on addressing the impact of the COVID-19 pandemic.

4.   Technological Transformation & Digital Public Infrastructure

  • Promotion of a human-centric approach to technology and increased knowledge-sharing in areas such as digital public infrastructure, financial inclusion, and tech-enabled development in sectors such as agriculture and education.

  5.    Multilateral Institutions for the 21st century

  • Efforts to reform multilateralism and create a more accountable, inclusive, and representative international system that is fit for addressing 21st century challenges.

6.   Women-led Development

  • Emphasis on inclusive growth and development, with a focus on women empowerment and representation in order to boost socio-economic development and the achievement of SDGs.

  • To encourage young Indians to relate to different parameters of G20.
  • Originality of thought and depth of knowledge
  • Quality of Content, Relevance to the topic.
  • Structure, articulation and writing style
  • The competition is open to only Indian Citizens.
  • The Essay can be submitted in either Hindi or English languages in the following categories/ age groups:
Category A 12 - 14 years of age
Category B 14 -16 years of age
  • The length of the Essay must not exceed 1500 words.
  • The Essay must be typed in an A-4 size MS word document using Arial font for English and Mangal font for Hindi, having size 12 with 1.5” spacing and should be submitted in the form of PDF.
  • The participants must be the same person who has written the essay. The Essay should reflect original thinking and presentation.

  • The Competition is open to only Indian Citizens.
  • Category: 12 - 14 years of age
  • Category: 14 -16 years of age
  • All entries must be submitted through the MyGov.in portal only. Entries submitted through any other medium/mode will not be considered for evaluation.
  • A participant can submit only once. In case it is found that any participant has submitted more than one entry, all his/her entries will be considered as invalid.
  • The entry should be original. Copied entries or plagiarized entries will not be considered under the contest. Winning entries will also be suitably publicized by the G20 Secretariat/ Ministry of External Affairs.
  • There are no charges/registration fee for participation in the competition.
  • The Essay must be typed in an A-4 size MS word document using Arial font for English and Mangal font for Hindi, having size 12 with 1.5” spacing. The essay must be uploaded in the PDF format.
  •  Please note that the Essay must be original and should not violate any provision of the Indian Copyright Act 1957. Anyone found infringing on others’ copyright would be disqualified from the competition. G20 Secretariat/Ministry of External Affairs does not bear any responsibility for copyright violations or infringements of intellectual property carried out by the participants.
  •  Mention of the Author’s name /email etc., anywhere in the body of the essay will lead to disqualification.
  •  G20 Secretariat/Ministry of External Affairs reserves the right to verify original documents such as proof of age etc., before awarding the prizes.
  •  Participant is to make sure that their MyGov profile is accurate and updated since G20 Secretariat/Ministry of External Affairs would be using this for further communication. This includes details such as name, photo, complete postal address, email ID and phone number. Entries with incomplete profiles would not be considered.
  •  The G20 Secretariat/Ministry of External Affairs reserve all the rights and any dispute, amendments or any issue related to this competition / guidelines / evaluation criteria etc., shall be decided by the G20 Secretariat/ Ministry of External Affairs which will be final and binding.
  •  G20 Secretariat/Ministry of External Affairs reserves the right to cancel or amend all or any part of the competition/guidelines/evaluation criteria etc., at any time. 
  •  Any changes to the Terms and Conditions/ Technical Parameters/ Evaluation Criteria, or cancellation of the Contest, will be updated / posted on the MyGov platform. It would be the responsibility of the participants to keep themselves informed of any changes in the Term & Conditions/ Technical Parameters/ Evaluation Criteria stated for this Contest.
  •  If any entry is found to violate the guidelines, it will be removed from the evaluation process without giving any intimation or explanation to the participant.
  •  For Verification purposes original documents may be asked by G20 Secretariat/ MEA at any given point of time during the Competition process.
  •  G20 Secretariat/Ministry of External Affairs shall have an exclusive, royalty-free, perpetual and irrevocable license to copy, store, edit, distribute, transmit and publish competition entries.
  •  Decision of the Evaluation Committee will be final and binding on all participants.
  •  Non- conformity to guidelines will lead to disqualification of the participants.

Book Review: ‘We’re Alone’ by Haitian American writer Edwidge Danticat weaves personal and political

Haitian American writer Edwidge Danticat explores family, homeland and her literary heroes in “We’re Alone,” a new volume of essays that include personal narratives of her early years as child immigrant in Brooklyn to reportage of recent events like the assassination of a president back in her native county.

In the essay collection, the author of the celebrated memoir “Brother, I’m Dying,” and novels like “Breath, Eyes, Memory” and “Claire of the Sea Light,” moves from her native Port-au-Prince to the New York of her childhood and finally to the adopted hometown of Miami, where she lives as an adult with a family of her own.

In one essay in the slim volume, Danticat contemplates her family, describing the consequences of one uncle being gripped by dementia, his memory erased, his past suddenly vanished.

“An entire segment of our family history, of which he was the sole caretaker, was no longer available to us. Or to himself,” Danticat recalled.

Yet, she wrote, “family is not only made up of your living relatives. It is elders long buried and generations yet unborn, with stories as bridges and potential portals. Family is whoever is left when everyone else is gone.”

Another essay pays homage to distinguished writers of color she admires, including James Baldwin and Colombian Gabriel García Márquez.

On the plane to Grenada for a tourism conference, Danticat considers the work of Black feminist Audre Lorde, reading the essay Lorde wrote about the island just weeks after the 1983 U.S. invasion of her parents’ homeland.

Danticat fondly remembers the time she spent with friend and mentor American novelist Toni Morrison, including their participation in a conference in Paris.

And she reflects on the earthquakes and hurricanes that have rocked her native Haiti and other Caribbean countries in recent decades, following centuries of colonization.

“‘We are a people,’ is what we have been saying for generations to colonizers, invaders and imperialists hellbent on destroying us. And now, more than ever, Mother Nature, too.”
