This editorial continues our annual effort to identify and catalog trends and popular topics in the field of educational technology. Continuing our approach from previous years (Kimmons, 2020 ; Kimmons et al., 2021 ), we use public internet data mining methods (Kimmons & Veletsianos, 2018 ) to extract and analyze data from three large data sources: the Scopus research article database, the Twitter #edtech affinity group, and school and school district Facebook pages. Such data sources can provide valuable insights into what is happening and what is of interest in the field as educators, researchers, and students grapple with crises and the rapidly evolving uses of educational technologies (e.g., Kimmons et al., 2020 ; Trust et al., 2020 ; Veletsianos & Kimmons, 2020 ). Through this analysis, we provide a brief snapshot of what the educational technology field looked like in 2021 via each of these lenses and attempt to triangulate an overall state of our field and vision for what may be coming next.

What Were Trending Topics in Educational Technology Journals in 2021?

Educational technology research topics for 2021 were very similar to previous years, with a few exceptions. In total, we collected titles for 2368 articles via Scopus published in top educational technology journals as identified by Google Scholar. We then analyzed keyword and bigram (two words found together) frequencies in titles to determine the most commonly referenced terms. To assist in making sense of results, we also manually grouped together keywords and bigrams into four information types: contexts, methods, modalities, and topics. Contexts included terms referring to the research setting, such as “COVID-19” or “higher education.” Methods included terms referring to research methods involved in the article, such as “systematic review” or “meta-analysis.” Modalities included terms referring to the technical modality through which the study was occurring, such as “virtual reality” or “online learning.” Last, Topics included terms referring to the intervention, objective, or theoretical goal of the study, such as “computational thinking,” “learning environment,” or “language learning.” The most common bigrams and keywords for each type may be found in Table  1 ; a few items of interest follow.

Bigrams generally provide more specificity for interpreting meaning than do keywords, simply because keywords might have greater variety in usage (e.g., “school” might be used in the context of “primary school,” “secondary school,” “school teacher,” and so forth). So, when interpreting Table 1 , the bigram column is generally more useful for identifying trending topics, though the keyword column may at times be helpful as a clarifying supplement.

“Computational thinking” and “learning environments” were the two most-researched topical bigrams in 2021, and “virtual reality” and “online learning” were the most-researched modality bigrams. Most-referenced methods included “systematic review” and “meta-analysis,” which is noteworthy because such methods are used to conduct secondary analyses on existing studies, and their dominance may suggest an interest in the field to identify what works and to synthesize findings across various contexts within a sea of articles that is ever-increasing in size.

Due to the ongoing COVID-19 pandemic, this contextual term was regularly mentioned in many article titles (5.4%). “Pandemic” (3.4%), “emergency” (1.2%), and “shift to” (e.g., digital, online, blended; 0.9%) were also commonly referenced. This suggests that as the world continues to grapple with this multifaceted crisis, educational technology researchers are heavily engaged in addressing educational concerns associated with it (and remote teaching, particularly).

Grade level references in titles further suggested that educational technology research is being conducted at all levels but that it is most prominent at the higher education or post-secondary level and reduces in frequency as grade levels go down, with high school or secondary terms being more prominent than elementary or primary terms, with “higher education” (3.5%) being referenced twice as frequently as “K-12” (1.7%). This is noteworthy as it suggests that research findings associated with educational technology are currently mainly focused on older (and even adult) students and that if results are applied to understanding learners generally, then the needs of adolescents and younger children may currently be relatively underrepresented.

What Were Trending #Edtech Topics and Tools on Twitter in 2021?

Twitter is a valuable source of information about trends in a field because it allows researchers and practitioners to share relevant resources, studies, and musings and categorize posts via descriptive hashtags. The #edtech hashtag continued to be very popular during 2021, and we collected all original tweets (ignoring retweets) that included the #edtech hashtag for the year. This included 433,078 original tweets posted by 40,767 users, averaging 36,090 tweets per month ( SD  = 2974).

Because users can include multiple hashtags on a tweet, we aggregated the frequencies of additional (co-occurring) hashtags to determine the intended audiences (e.g., #teachers, #k12) and content topics (e.g., #elearning, #ai) of tweets. Some of the most popular additional hashtags of each type are presented in Table  2 . To better understand results, we also calculated the representation of each additional hashtag in the overall dataset (e.g., 2% of all #edtech tweets also included the #teachers hashtag) and the diversity of authorship (i.e., the number of users divided by the number of tweets). This diversity score was helpful for understanding how some hashtags were used by relatively few accounts for purposes such as product promotion. For example, the #byjus hashtag, which refers to an educational technology company founded in India, was tweeted 19,546 times. Still, the diversity score was only 3%, revealing that though this was a very popular hashtag in terms of tweet counts, it was being included by relatively few accounts at very high frequencies, such as via focused marketing campaigns.

Notably, several community or affinity space hashtags (Carpenter & Krutka, 2014 ; Rosenberg et al., 2016 ) were among the most common included with #edtech, such as #edchat, #edutwitter, and #teachertwitter. In particular, 13.9% of #edtech tweets also were tagged as #educhat, and 25.7% of #educhat tweets were also tagged as #edtech, revealing relatively high synchronicity between these two spaces. Furthermore, regarding institutional level, #k12 ( n  = 1712) and #highered ( n  = 1770) exhibited similar user counts, as did #school ( n  = 1284) and #highereducation ( n  = 1161), but, interestingly, the #k12 and #school hashtags exhibited nearly twice as many tweets as their #highered and #highereducation counterparts. This suggests that although the communities tweeting about topics for each group may be of similar size, the K-12 community was much more active than the higher education community.

Regarding topics, #elearning, #onlinelearning, #remotelearning, #distancelearning, #virtuallearning, and #blendedlearning were represented at a relatively high rate (in 16.1% of tweets), perhaps reflecting ongoing interest associated with #covid19. Other prominent topical hashtags included emerging technologies, such as #ai ( n  = 2112), #vr ( n  = 917), #ar ( n  = 679), and #blockchain ( n  = 545), as well as subject areas (e.g., #stem) and general descriptors (e.g., #innovation).

Furthermore, one of the primary reasons for tweeting is to share resources or media items. An analysis of these #edtech tweets revealed that 94.4% included either a link to an external site or an embedded media resource, such as an image or video. Regarding external links, prominent domains included (a) news sites, such as edsurge.com , edtechmagazine.com , or edutopia.org , (b) other social media, such as linkedin.com , instagram.com , or facebook.com , (c) multimedia resources, such as youtube.com , anchor.fm, or podcasts.apple.com , and (d) productivity and management tools, such as docs.google.com , forms.gle, or eventbrite.com (cf., Table  3 ).

Twitter communications in 2021 regarding #edtech included chatter about a variety of topics and resources. Shadows of #COVID-19 might be detected in the prevalence of this hashtag with others, like #remotelearning and #onlinelearning, but in many ways it seems that conversations continued to focus on issues of #education and #learning, as well as emerging topics like #ai, #vr, and #cybersecurity, suggesting some level of imperviousness to the pandemic.

What Were Trending Topics among Schools and School Districts on Facebook in 2021?

To examine trending educational technology topics on Facebook, we studied the posts by 14,481 schools and school districts on their public pages. First, one aspect of this analysis concerned the number of posts shared. In our last report, we documented how schools and districts posted more posts than in any other month during March, April, and May 2020—during the earliest and perhaps most tumultuous months of the COVID-19 pandemic, suggesting the importance of communication during this crisis period, as others have documented with Twitter data (Michela et al., 2022 ). Notably, in 2021, those months remained the most active; apart from those months, the numbers of posts by schools and districts in 2021 were roughly comparable to the numbers in 2019 and 2020 (see Fig.  1 ).

To understand which technologies were shared on these Facebook pages, we examined the domain names for all of the hyperlinks that were posted. Despite the myriad social and other changes experienced by schools from 2019 to 2021, link domains shared on Facebook exhibited remarkable consistency: Youtube, Google Docs, Google, and Google Drive—Google or tools created by Google—were the four most frequently shared for each of these years (Table  4 ). Note that the n represents the number of schools or districts sharing one or more links to these domains (of the 14,481 total school and school district pages). Thus, the 8278 indicates that 57.2% of schools and districts posted one or more links to YouTube over the 2021 year. These were followed by Zoom, which was also widely shared in 2020 (though not in 2019), and then Google Sites (which was shared frequently in 2020). The CDC and 2020 Census’s websites dropped from the list of the top ten most frequently shared domains in 2021, despite having been widely shared in 2020. Otherwise, the results are largely comparable between 2019, 2020, and 2021, indicating that schools and districts continued to use a core set of productivity tools despite the many disruptions and changes over this period.

We also examined the contents of the messages of schools’ and school districts’ posts. To do so, we considered the technologies identified by Weller ( 2020 ) in his history of the past 25 years of educational technology, as in our report for last year. Specifically, we searched the contents of the messages posted by schools and districts for the inclusion of the terms that correspond to technologies Weller identified as being representative of a particular year. While the domains shared by schools and districts demonstrated remarkable consistency, the contents of the messages posted by schools and districts varied substantially, especially when considering the changes from 2019 to 2020 and from 2020 to 2021. To illustrate, consider mentions of “e-learning,” which Weller identified as the focal point of 1999. In 2019, 834 messages that mentioned “e-learning” were posted by schools and districts, but in 2020, the number increased around ten-fold to 8326 mentions. Though it may have been expected for mentions of “e-learning” to remain somewhat constant during 2021, instead we saw a marked downturn to 1899 (or a 78% drop). This trend—a sizable increase in how often certain technologies were mentioned in 2020 relative to 2019 that was not sustained in 2021—was also found for mentions of “learning management systems,” “video,” and “Second Life and virtual worlds,” among others. Indeed, the only noteworthy increase in mentions of these technologies from 2020 to 2021 was for “artificial intelligence”.

Summary and Discussion

By triangulating the 2021 snapshots of each of these three data sources—Scopus, Twitter, and Facebook—we can begin to see a state of the educational technology field pressing into the future. Results on specific terms or topics may be useful for individual researchers and practitioners to see the representation of their areas of interest. Still, some common takeaways that emerge from all three sources include the following.

First, we found an emphasis on “e-learning”—particularly in Twitter and Facebook posts—as well as “blended learning” (Twitter) and “online learning” (journal articles). Notably, COVID-19 (and related terms) were also frequently mentioned. These findings align with how mentions of “e-learning” spiked during the 2020 year when the effects of the COVID-19 pandemic on education were especially disruptive, but their ongoing presence also suggests that interest in these topics will likely extend outside and beyond the context of the pandemic.

Second, we note a keen interest in emergent technologies like artificial intelligence and virtual reality, particularly on the part of researchers (as evidenced by how frequently these terms were mentioned in journal articles published in 2021). At the same time, we note that this interest has not yet crystallized into the sustained adoption and use of these emergent technologies—a point bolstered by the relatively limited mention of these technologies in the Facebook posts of schools and school districts. Thus, we think we as a field must wait and see whether interest in these technologies is lasting or transient.

Last, we found an ever-increasing reliance on several corporate entities for productivity and sharing. This was especially the case for Google and tools created by Google: YouTube, Google Docs, and Google Drive, in particular. Indeed, such tools are such an established part of our work (and educational) context that we might hardly think of them as tools. Furthermore, tools created by Google and several other corporations—including social media platforms themselves—were also prevalent in the content of the tweets we analyzed. While we do not believe it is a bad decision on the part of individuals or educational institutions to use these and other tools, there are also some potential downsides to their use that we think invite critical questions (Burchfield et al., 2021; Krutka et al., 2021 ).

As a result of these common takeaways, we will now conclude with three questions for educational technology researchers and practitioners to consider.

Pandemic Bump Vs. Ubiquity

First, many have wondered whether changes in educational technology catalyzed by the pandemic will yield sustained, ubiquitous changes to the field, or if adjustments represent only a short-term bump of interest—as may be the case with emergency remote teaching tools and strategies used in the early days of the pandemic (Hodges et al., 2020 ). One of the takeaways from our Facebook analysis was that while some productivity technologies appeared to have remained consistently used on the basis of our domain analysis (e.g., Google Docs), mentions of many specific technologies in the messages of the posts by schools and districts appeared to have been more transitory in nature, such as in the cases of “e-learning” and “learning management systems.” This suggests at least two possible interpretations. One is that these technologies were used in transient response to an unprecedented period of emergency remote instruction—though tools associated with remote teaching and learning continue to be used, their use was primarily a temporary, emergency measure. Another is that these tools were mentioned less because they have become a more ubiquitous but less visible tool used by teachers and learners. Learning management systems may still, of course, be widely used, but schools and districts may be sharing about their role less through their public social media platforms because they may already be familiar to students and their parents. While we cannot say why there was a dramatic increase followed by a decrease in the use of many educational technologies over the period from 2019 through 2021, our analysis indicates that many tools are, at least, being communicated about much less over the past year than in the preceding year when the pandemic began in the U.S.

Technocentrism Vs. Focusing on Learners and Improving Educational Systems

Second, though emerging technologies are obviously an essential component of our field, one of the perennial challenges we must grapple with is our relationship to these technologies. Are we technocentric, as Papert ( 1987 , 1990 ) warned, or do we focus on learning and improvement? In our results, we notice that technologies such as artificial intelligence, virtual reality, and augmented reality were very frequently referenced in comparison to most other modalities or topics of research. As processing and graphical rendering capabilities continue to become more compact and inexpensive via headsets, smartphones, and haptic devices, we would expect these technologies to continue to receive ongoing attention. Though there are certainly valuable learning improvement opportunities associated with such technologies (Glaser & Schmidt, 2021 ), we might also justifiably wonder whether the volume of attention that these technologies are currently receiving in the literature is concomitant to their actual (or even hypothetical) large-scale learning benefits—or whether current fascination with such technologies represents a repeat of other historical emphases that may not have panned out in the form of systemic educational improvement, such as in the case of MUVEs (cf., Nelson & Ketelhut, 2007 ).

Limited Broader Impacts on Larger Social Issues

Finally, to reiterate our critiques from previous years (Kimmons, 2020 ; Kimmons et al., 2021 ), we continued to see a dearth of references to important social issues in scholarly article titles, including references to social matters upon which educational technology should be expected to have a strong voice. For instance, terms relating to universal design ( n  = 0), accessibility ( n  = 4), privacy ( n  = 8), ethics ( n  = 12), security ( n  = 8), equity ( n  = 6), justice ( n  = 1), and (digital and participatory) divides ( n  = 1) were all very uncommon. Though “ethics” was the most common of these terms, it only was represented in 1-in-200 article titles, and though current “practices with student data represent cause for concern, as student behaviors are increasingly tracked, analyzed, and studied to draw conclusions about learning, attitudes, and future behaviors” (Kimmons, 2021 , para. 2; cf., Rosenberg et al., 2021 ) and proctoring software becomes increasingly ubiquitous (Kimmons & Veletsianos, 2021 ), “privacy” was only mentioned in 1-in-333 article titles and “proctor*” was only in 1-in-600 titles. In our current pandemic context, we have often heard educational technologists lament the fact that decision-makers and those in power may not seek our guidance in addressing issues related to the pandemic that would clearly benefit from our expertise. And yet, the absence of other socially-relevant topics from our research suggests that we may be challenged to leverage our work toward addressing matters of larger social or educational importance ourselves. A focus on the social matters and the social context around educational technology use, then, remains an opportunity for research and development by the educational technology community in the years ahead. This seems especially salient as our data suggests that the field is heavily influenced by big technology corporations like Google and Facebook that historically have been critiqued for violating ethical expectations of privacy and failing to support social good. As educational technology researchers and practitioners, we are primed with the position and expertise necessary to shape the future of ethical technology use in education. Hopefully, we can step up to this challenge.

The relationship between students’ use of ICT for social communication and their computer and information literacy

This study investigates the relationship between students’ use of information and communication technology (ICT) for social communication and their computer and information literacy (CIL) scores. It also examines whether gender and socioeconomic background moderates this relationship. We utilized student data from IEA’s International Computer and Information Study (ICILS) to build multivariate regression models for answering the research questions, and accounted for the complex sample structure of the data by using weights for all statistical analyses, employing jackknife repeated replication for variance estimation. Students who frequently use the internet for messaging and participation in social networks (i.e., at least once a week) scored on average 44 points higher than those who use ICT for the same purpose only less than once a week or never. The direction of this effect was the same in all 21 participating educational systems, the difference ranging from 19 to 75 points (always statistically significant). We continued the analysis by testing whether the relationship is moderated by gender; as girls use more often ICT for social communication and have higher CIL scores on average. After controlling for the gender effect the CIL scores between the two examined groups decreased only by 2 points on average. Even after including students’ socio-economic background into the model, the difference in CIL between the two groups of interest declined only little—to 32 points on average across all countries. The difference remained to be statistically significant in all countries but one. The results suggest a strong relationship between students’ CIL proficiency level and the frequency of their use of electronic devices for social communication; hence, respective skills needed at schools and later on at the workplace are reflected in their use outside of school and for socializing.

Purpose, significance of research and theoretical frame work

In the last decades we encountered rapid developments in information and communication technologies. The inclusion of the worldwide web into daily life brought new and important implications also for education. Most of the schools and educational systems started providing extensive computer networks for their students and these are increasingly becoming main components of the teaching and learning environment, but so far little is known about the effectiveness and use of these technologies (Fraillon et al. 2014 ). Conclusions from research carried out in the field are partly contradictory. Many authors who examined computer use and student achievement found they were positively related (e.g., Becker 1994 ; Hativa 1994 ; Kozma 1991 ; Kulik and Kulik 1987 ; Liao 1992 ; Osunade 2003 ; Ryan 1991 ; Van Dusen and Worthren 1994 ; James and Lamb 2000 ; Attewell and Battle 1999 ; Sivin-Kachala 1998 ; Weaver 2000 ; Weller 1996 ; Wenglinsky 1998 ). Wen et al. ( 2002 ) suggest that there is a positive relationship between the number of computers available at school and students’ science achievement. Alspaugh ( 1999 ) reports that computer use has no effect on students’ achievement in reading, mathematics, science or social studies. There is also a number of studies that identified negative relationships between computer use and student achievement (Ravitz et al. 2002 ; Papanastasiou 2002 , 2003 ). Papanastasiou ( 2002 ) who analysed the results of TIMSS, found a negative relationship between computer use and achievement in a number of countries such as Cyprus, Hong Kong and United States of America. According to this study, students who use computers most frequently in the classroom were lowest achievers in TIMSS in 1995. Papanastasiou ( 2003 ) and Papanastasiou et al. ( 2005 ) found that computer use does not have a positive nor negative effect on students’ science achievement based on PISA results, but the way of computer use affects science achievement.

Most of the international studies focused so far on the relation of ICT use and students’ competencies in reading, science and mathematics. The amount of research dedicated on computer and information literacy is very limited and most studies examine mainly internet access and online use (Olafsson et al. 2014 ). In the computer and information literacy (CIL) area, the first cross-national study is ICILS (Fraillon et al. 2014 ). It assesses the extent to which students know about, understand, and are able to use information and communication technology (ICT). The main purpose of ICILS is to determine how well students are prepared for study, work and life in the digital age. With the information age the term “digital natives” was coined for the generation born in the early 1980s, also referred to as the first members of the millennial generation (Prensky 2001 ). In his article, Prensky claimed that “the arrival and rapid dissemination of digital technology in the last decade of the twentieth century” had changed the way students think and process information, making it difficult for them to excel academically being exposed to outdated teaching methods. However, according to the ICILS results, although students have had an increased amount of exposure to technology, it does not necessarily imply that they are digital natives. In all the participating countries, on average 17 % of the students did not even achieve the lowest level of CIL determined by the study. On average, only 2 % of the students achieved the highest level with a maximum of 5 % in Korea (Fraillon et al. 2014 ). Footnote 1

This finding raises the question how so called digital natives use twenty first century technology in daily life. It is known from the literature that age plays a significant role in the usage of computers and internet. As shown in Fig.  1 (Zichuhr and Madden 2012 ), and Fig.  2 (TurkStat 2014 ) below, there was a steady increase in internet use across all age groups in Turkey and the US. In the beginning of the current century, however, the younger age groups use internet more often compared to the older age groups in both countries.

In most European countries, as shown in Fig.  3 , more than 80 % of young people (aged 16–29) used a computer on a daily basis. In all countries, percentages of the daily use of computers among young people is higher than for the whole population (Eurostat 2014 ).

Further, literature suggests that many children engage in a wide range of online activities. ICT use by students has expanded to Internet, e-mail, chat, programming, graphics, spreadsheet, online shopping, online searching for literature and other educational materials. The students mostly use ICT for general purposes, i.e., communication, word processing, entertainment, etc. rather than for educational means (Mahmood 2009 ). According to Olafsson et al. ( 2014 ), the most common online activities of 9–16 years olds in Europe are: using internet for school work (85 %), playing games (83 %), watching video clips (76 %) and instant messaging (62 %). Communication via the internet is ubiquitous; often schoolwork is accompanied by chatting and texting. A study published by Gokcearslan and Seferoglu ( 2005 ) showed that—at that time—Turkish students’ main focus is on playing games instead on learning activities.

The internet use has high rates among young people when it is compared to the whole population in the EU-28 for basic skills such as using a search engine (94 %) or sending an e-mail with attachments (87 %), while more than two-thirds of young people posted messages online (72 %), just over half used the internet for calling people (53 %) and around one-third (32 %) used peer-to-peer file sharing services. The proportion of young people of posting messages online was 34 percentage points higher than the average for the whole population (Eurostat 2014 ; Fig.  4 ).

Already in 2003 Prensky reported that young Americans talk more than 10.000 h on the phone and send more than 200.000 e-mails and text messages until the age of 21. A study conducted in the US found that 80 % of online teens use social network sites, Facebook being the most popular, with 93 % of those teens reporting its use (Lenhart 2012 ). In 2014, according to number of active users, Facebook is the most popular social media platform with 1184 billion users (Digital/Ajanslar 2014 ). In 2015, Facebook is still most popular social media platform among young people and 71 % of all teens from 13 to 17 use Facebook, 52 % of them use Instagram and 41 % use Snapchat. (Pew Research Center 2015 )

“The use of social networks among children research report” focused on the use of social media among 9–16 year olds in Turkey showed that 85 % of students have computers at home, 70 % of all students get online at least once a day and 66 % use social media at least once a day, spending 72 min on average. This shows that most of the time spent on internet is dedicated to social media. The same study shows that 99 % of the children who have a social media account use Facebook. 60 % of the children reported that they don’t study enough because of spending too much time on Facebook, 25 % of them said that they spend less time with their parents and friends (TIB 2011 ).

The most common online social activities for young people in the EU-28 in 2014 included sending and receiving e-mails (86 %) and participating on social networking sites (82 %)—for example, Facebook or Twitter, by creating a user profile, posting messages or making other contributions—while close to half (47 %) of all young people in the EU-28 uploaded self-created content, such as photos, videos or text to the internet (Eurostat 2014 ).

Summarizing the literature, the high importance of students’ use of ICT for social communication in their daily life is evident. But does this type of ICT use enhance students’ CIL skills? Or, does it even rather have a negative effect, because less time remains for “worthwhile” computer usage, such as learning activities? This study examines the relationship between students’ use of ICT for social communication and their computer and information literacy and attempts to contribute to a deeper understanding of this relationship.

Methods and data sources

Students’ data of ICILS was used to explore the hypotheses. ICILS gathered data from almost 60,000 Grade 8 (or equivalent) students and 35,000 teachers in more than 3300 schools from 21 countries or education systems within countries. These data were augmented by contextual data collected from school ICT-coordinators, school principals, and the ICILS national research centres.

Students completed a computer-based test of CIL that consisted of questions and tasks presented in four 30-min modules. Each student completed two modules randomly allocated from the set of four so that the total assessment time for each student was 1 h.

After completing the two test modules, students answered (again on computer) a 30-min questionnaire. It included questions relating to students’ background characteristics, their experience and use of computers and ICT to complete a range of different tasks in school and out of school, and their attitudes toward using computers and ICT (Fraillon et al. 2014 ).

IEA’s IDB Analyzer was utilized for all statistical analyses, including the estimation of percentages, means and regression models. The IDB analyzer takes the complex data structure of ICILS data into account by applying sampling weights and employing jackknife repeated replication for variance estimation. Comparisons between dependent samples were conducted using regression models in order to account for the covariance between the comparative groups.

Analysis results

We first analysed the relationship between students’ CIL score and their use of ICT for social communication. In the ICILS study, the student questionnaire included three questions that require students to rate the frequencies of their use of ICT applications. From these questions four scales were derived. One of them was “Students’ use of ICT for Social Communication” (S_USECOM). The students were asked to identify the frequency with which they were using the internet for various communication and information exchange activities outside of school. The response categories were “never”, “less than once a month”, “at least once a week but not every day” and “every day”. S_USECOM had an average reliability of 0.74 (Fraillon et al. 2015 ).

The index variable (“S_USECOM”) consists of the following items:

How often do you use the Internet outside of school for each of the following activities?

Posting comments to online profiles or blogs.

Uploading images or videos to an [online profile] or [online community] (for example. Facebook or YouTube).

Using voice chat (for example Skype) to chat with friends or family online.

Communicating with others using messaging or social networks [for example instant messaging or (status updates)].

We could identify indeed a relationship between students’ CIL score and their use of ICT for social communication: in all educational systems participating in ICILS (further for simplicity referred to as “countries”), the CIL score increased along with an increase of students’ scale score in “Use of ICT for social communication”. This relationship was statistically significant in 16 out of 21 countries. However, the relation was weak; the explained variance of the CIL score was less than 10 % in most countries. We continued the analysis by investigating further the relationship between CIL and each of the four variables constructing the scale score for “Use of ICT for social communication”.

Posting comments to online profiles or blogs

There were no consistent patterns for relations between the reported frequencies for this variable in most countries except for Chile, Thailand and Turkey—the countries with relatively low CIL average scores. In these three countries, the CIL score increased along with an increasing frequency of postings.

Interestingly, students with a medium frequency of ICT use for uploading images or videos had an average CIL score of 20 more points than those who reported to either never do that or do it every day. This pattern could be observed in all countries and was statistically significant in all countries but three (Republic of Korea, Turkey, Canada—Newfoundland and Labrador).

No clear patterns could be identified for relationships between the CIL scores and frequencies of ICT usage for voice chats.

Communicating with others using messaging or social networks [for example instant messaging or (status updates)]

Apparently this variable had the closest relationship with CIL among the variables constructing the index variable (“S_USECOM”): as shown in Fig.  5 , the more frequent students use ICT for communication using messaging or social networks the higher was their CIL score, a finding that generally holds in all countries. Looking at the cross-country average, mean CIL scores of students who never use the internet for communication are as low as 463 points while are as high as 522 points for students who do that on a daily basis (see Table  1 ).

For further in-depth analysis we decided to simplify the data by collapsing categories, resulting in a dichotomous variable. The split was taken between the response categories where the difference in CIL scores was the greatest. Referring to the patterns visible in Fig.  5 , CIL scores of students reporting to use ICT for communication at least once a week or even every day were rather close to each other; also, no large differences in CIL scores occurred for students using ICT for communication less than once a week (or never). Therefore we collapsed the respective categories accordingly. This procedure split the countries’ target populations into two groups of varying proportions, as can be seen in Fig.  6 . On average, three-fourth of the students use the Internet for communication more than once a week. This proportion is less in Thailand and Turkey.

Comparing the resulting two groups of students, we found an average difference in CIL scores of 44 points on favor of students using ICT for social communication more frequently. The direction of the effect was the same in all countries and ranged from 19 points difference in Switzerland to as much as 75 points in the Slovak Republic (refer to Table  2 , Model 1, coefficients of E-communication). In all countries, the difference was found to be statistically significant. Since these results were rather striking, we wondered if this effect was moderated by other variables. Consequently we set up various multivariate regression models in order to control for such effects.

Gender as moderating variable

It is known from the literature that girls spend on average more time on social network sites and use them more actively than boys (Duggan and Brenner 2013 ). Lenhart ( 2012 ) reported that some 95 % of teenagers use the internet in the US. 42 % of girls who use the internet report to video-chat, while only about a third of boys engage in that activity. Girls are also more active in their texting and mobile communication behaviours (Lenhart et al. 2010 ). Our own study confirms this finding for all ICILS countries as can be seen in Fig.  7 — except for Turkey. Interestingly, in Turkey (highlighted by the black arrow in Fig.  7 ) boys report to use the Internet for social communication more often than girls. The differences of the gender group percentages are statistically significant in all countries.

Although gender is a major determinant in CIL scores of ICILS, it did hardly moderate the difference in CIL scores between the two groups presented in Fig.  5 . The group differences remained significant in all countries (see Model 2 in Table  2 , coefficients of E-communication.

Socio-economic background as moderating variable

In a next step we included the national index of students’ socio-economic background (variable “S_NISB”) into the model, reasoning that the availability of internet access and communication devices may depend on the socio-economic status (SES) of the students.

The “digital divide”—referring to the gap between those who do and those who do not have access to ICT’s (Warschauer 2003 )—generally affects individuals who are unemployed or in low-skilled occupations, and who have a low income and/or a low level of education. Students from families with a lower SES tend to be less confident and capable in navigating the Web to find credible information (Adler 2014 ). Also Adegoke and Osoyoko ( 2015 ) support the theory that SES influences students’ access (exposure) to ICT and internet. The findings of Hargittai ( 2010 ) suggest that even when controlling for basic Internet access, among a group of young adults, SES is an important predictor of how people are incorporating the Web into their everyday lives. Bozionelos ( 2004 ) showed that SES had a direct positive relationship with computer experience and an indirect negative relationship with computer anxiety. The findings are supportive of the digital divide and they imply that information technology may in fact be increasing inequalities among social strata in their access to employment opportunities.

After controlling for both, gender and SES, the difference in CIL between our two groups of interest declined to 32 points on average across all countries. However, the difference remained to be statistically significant in all countries but one (Denmark).

Table  2 presents regression coefficients of all three discussed models; Fig.  8 presents the differences in CIL scores of students using ICT for social communication more vs. less than once a week for all three considered models (coefficient of “E-communication” in Table  2 ). Evidently, this difference is hardly moderated in any country by gender, while the socio-economic status plays a larger role. In twelve out of twenty countries, after controlling for gender and SES, the examined difference in the CIL score decreases by more than 10 points. Only in Switzerland neither SES nor gender seemed to be associated with the difference in CIL scores between the two groups of interest, i.e., the coefficient of E-communication remains constant across the three models.

Further variables with potential moderating effects

We also investigated the effect of further variables that may have moderated the found relationship and thereby could have affected the presented relationship in significant ways. We identified such variables based on evidence from the literature, evidence from ICILS (Fraillon et al. 2014 ) or simply by applying common sense. It would exceed the purpose of this paper to present all details of these analyses; however, the following paragraphs give some major findings.

While girls use ICT more often for social communication, boys use it more often for playing games (Rideout and Foehr 2010 ). This is also evident from ICILS data and is presented as cross-country average in Fig.  9 . The patterns are similar for all participating countries. However, there was no general relation between using ICT for playing games and CIL except for Turkey and Thailand, where an increased frequency of gaming was related with increasing CIL scores.

Further, one may argue that the overall use of computers could have a moderating effect on the studied relationship. However, including the respective variable into the regression model proofed to not change much the effect of ICT use for social communication on CIL and also did not enhance the explained variance of the CIL score significantly.

Discussion and conclusions

The arrival and rapid dissemination of digital technology in the last decade of the twentieth century raises the question how so called digital natives use technology in daily life and what relevant skills they need to develop in order to participate effectively in the digital age. From the literature, the high importance of students’ use of ICT for social communication in their daily life is evident. In this paper we tried to answer the question if this type of ICT use enhances students’ CIL skills or if it—on the opposite—perhaps even rather has a negative effect, because less time remains for “worthwhile” computer usage, such as learning activities.

We first analyzed the relationship between students’ CIL score and their use of ICT for social communication. The CIL score increased along with an increase of students’ scale score in “Use of ICT for social communication” in all educational systems participating in ICILS. This relationship was statistically significant in 16 out of 21 countries. However, the relation was weak. We continued the analysis by investigating further the relationship between CIL and each of the four variables constructing the index “Use of ICT for social communication”. We found out that the variable which has the closest relationship with CIL was “Communicating with others using messaging or social networks [for example instant messaging or (status updates)]”, while other variables comprising the index showed different or no patterns related with CIL.

For accommodating further analysis on this variable, we decided to split students’ data into two groups. We collapsed the five original categories of the variable into two categories, reflecting the use of messaging or social networks “at least once a week or even every day” versus “less than once a week (or never)”.

Comparing the resulting two groups of students, we found a large average difference in CIL scores (44 points) favoring students using ICT for social communication more frequently. The direction of the effect was the same in all countries; the difference ranged from 19 points in Switzerland to as much as 75 points in the Slovak Republic. Since these results were rather striking, we examined whether this effect was moderated by other variables such as SES and Gender. We found however that the moderating effect of these variables on the observed relationship was weak or even negligible in all participating countries. In other words, the relation between the use of ICT for communicating with others using messaging or social networks and CIL scores was still high and consistent across countries when controlling for SES and Gender.

This positive and cross-nationally observed relationship was rather unexpected, especially because the relationship between the communication index created by ICILS and the CIL scores was weak. Trying to understand this phenomenon, we considered the nature of messaging and participation in social networks. We see that it actually includes posting comments, uploading and downloading images and videos—hence, these features are no different than the separate items creating the social communication index. In fact the single item basically contains the other index items. Possibly the written communication portion included makes the difference, or the actual widespread of activities involved in messaging/electronic social networking explains the indistinct positive relationship with CIL. In future cycles of ICILS it may be worthwhile to review the index items accordingly.

To explore this phenomenon further, we also should focus on the CIL construct. As Fraillon et al. ( 2014 ) pointed out in the ICILS international report, the CIL construct was conceptualized in terms of two strands:

Strand 1; collecting and managing information , focuses on the receptive and organizational elements of information processing and management,

Strand 2; producing and exchanging information , focuses on using computers as productive tools for thinking, creating, and communicating.

When we consider the interactive nature of social media, it can be assumed that they provide students with a medium for collecting and managing information as anticipated in Strand 1 and also for producing and exchanging information as conceptualized in Strand 2. Hence, this item seems truly be related with both strands of the CIL construct, which may be one reason for the close relationship. Lacking of an experimental design, this study cannot make causal inferences on the relation between CIL and e-communication. Therefore we cannot conclude if frequent use of ICT for communication enhances CIL skills, or if in turn students with high CIL use more frequently ICT for social communication.

Future studies should also monitor the use of social networks in education further. Students should not be expected to accomplish high skills in using information and computer technology and at the same time expect them to keep this aspect of their personality outside of their social life. Rather, it is worth to explore the additional learning opportunities arising from electronic tools and media out- but also and especially inside schools. According to findings from Fraillon et al. ( 2014 ), there is a need in many countries to equip teachers with the respective knowledge to use ICT (including social communication tools) in their teaching. Utilizing social media for teaching may hold the potential to increase CIL for all students independently from their gender and SES backgrounds; and thereby avoid that students with low CIL or limited access to ICT may increasingly lack opportunities to actively participate in the modern society.

As a matter of fact, nowadays messaging and Facebook or other social networks became a part of students’ daily life. As parents, teachers and educators, our responsibility is to help our children to benefit from social networks educationally.

DORA - Technical standards on subcontracting

On 26 July 2024, the European Supervisory Authorities ( ESAs ) published final draft regulatory technical standards ( RTS ) on the subcontracting of information, communication and technology services that support critical or important functions (or material parts thereof) within financial entities ( Critical ICT Services ). The draft RTS are the final draft policy product to be published by the ESAs, as mandated under the Digital Operational Resilience Act ( DORA ).

The final draft RTS will be submitted to the European Commission for adoption, followed by publication in the Official Journal. The RTS will apply from the application date of DORA, 17 January 2025.

General observations

The final draft RTS on subcontracting introduce a significant number of additional requirements regarding the elements that must be incorporated into a contractual agreement between a financial entity and an ICT third-party service provider ( ICT TPP ) for the provision of Critical ICT Services.

The ESAs state that the final draft RTS have been developed taking into account existing requirements in the European Banking Authority’s Guidelines on outsourcing arrangement and Guidelines on ICT and security risk management. While the Guidelines on outsourcing arrangements include a number of provisions on sub-outsourcing (at paragraphs 76 to 80), the requirements in the final draft RTS are a lot more detailed.

As is already made clear under DORA, Recital 3 of the final draft RTS emphasises that the use of subcontractors providing Critical ICT Services ( ICT Subcontractors ) by ICT TPPs “ cannot reduce the responsibilities ” of financial entities and their management bodies to manage their risks and to comply with the requirements in DORA, the RTS and other relevant legislative and regulatory requirements. Therefore, where the provision of Critical ICT Services to a financial entity depends on a long or complex chain of multiple ICT Subcontractors, it is essential that the financial entity identifies the overall chain of ICT Subcontractors.

Prior to the publication of the draft RTS, the Central Bank of Ireland provided some colour on the impact of proportionality on chain outsourcing in a speech on 1 July 2024 that stated:

“So what then does this mean in this context? Well it means that firms that outsource remain responsible for all the activities that are outsourced. This means that they need to have ongoing knowledge about the overall functioning of the chain or “tree” of subcontracting arrangements and this means that there should be appropriate monitoring of the overall functioning of that “tree”. It does not mean that each link in the chain needs to be monitored. And for example one way of fulfilling the responsibility may be to make sure that primary or material subcontractors themselves have in place an approach to subcontracting and due diligence that is robust and appropriate.
Where more detailed monitoring should be required is in respect of those subcontractors that are material to the critical or important functions of the firm. And again this is fully embedded in the proportionality principle and the idea that expectations for oversight should be aligned with responsibility for the firm’s activities whether or not they have been outsourced.”

Recital 11 states that the requirements applicable to the use of intra-group subcontracting are the same as those applicable to non-intra-group subcontracting, regardless of the differences that may exist in the risks posed in both cases.

Obligations of financial entities under the final draft RTS

Risk profile and complexity of contractual arrangements

In relation to the overall the application of the RTS, a financial entity will need to consider its size and the overall risk profile and the nature, scale and elements of increased or reduced complexity of its services, activities and operations. This will include, for example, consideration of the type of Critical ICT Services covered by the contractual arrangements, the length of the chain of ICT Subcontractors, the location of each ICT Subcontractor and the impact on the transferability of the Critical ICT Service to another ICT TPP (amongst others).

Application of the requirements across a group

Where financial entities within the same group separately subcontract Critical ICT Services, the parent undertaking of the group will need to ensure that the conditions for subcontracting Critical ICT Services are applied by the financial entities in a consistent and effective manner at all levels.

Risk assessment and due diligence

When proposing to subcontract Critical ICT Services, a financial entity will need to conduct a risk assessment before entering into a contractual arrangement with an ICT TPP so that it has a clear and holistic view of the risks associated with the subcontracting and will be in a position to properly monitor and mitigate those risks. The RTS contain a detailed list of factors which, at a minimum, must be assessed by a financial entity.

In terms of ongoing compliance requirements, financial entities will also need to conduct the risk assessment periodically against possible changes in their business environment, including but not limited to changes in the supported business functions, ICT threats, ICT concentration risks and geopolitical risks.

Description and conditions under which Critical ICT Services may be subcontracted

When describing the Critical ICT Services to be provided, the written contractual agreement between the financial entity and the ICT TPP will need to identify which Critical ICT Services are eligible for subcontracting and under which conditions. In this regard, for each ICT Service to be provided, the RTS prescribe a detailed list of elements that must be reflected in the written contractual agreement (in addition to the elements specified in Article 30 of DORA, which must also be reflected in the contractual agreement). The RTS provide that the contractual agreement must specify, for example, that the ICT TPP is responsible for the provision of the services provided by the ICT Subcontractors and is required to monitor all subcontracted Critical ICT Services to ensure that its contractual obligations with the financial entity are continuously met and that the ICT TPP shall assess all risks associated with the location of the ICT Subcontractors and the location where the Critical ICT Services are provided from.

Any changes to existing contractual agreements between the financial entity and ICT TPP that are necessary to comply with DORA must be implemented in a timely manner and as soon as possible. The financial entity will be required to document the planned timeline for implementation.

Conditions for subcontracting relating to the chain of ICT Subcontractors

When permitting subcontracting of Critical ICT Services, the written contractual agreement must also provide that:

  • the chain of ICT Subcontractors will be identified in accordance with Article 3(1)(b) of the RTS
  • the identification of the chain of ICT Subcontractors remains up to date over time to allow for the financial entity to discharge its obligation to maintain and update the register of information

To maintain the financial entity’s overall responsibility for Critical ICT Services that are subcontracted, the written contractual agreement must enable the financial entity to effectively monitor the Critical ICT Services and take appropriate corrective actions without undue delay. In particular, the contractual agreement must include elements enabling the financial entity to fulfil its obligation to monitor the ICT risk that may arise in relation to its use of Critical ICT Services provided by ICT Subcontractors.

The contractual arrangements must also include:

  • provisions to enable the financial entity to assess whether and how the potentially long or complex chain of ICT Subcontractors may impact its ability to fully monitor the contracted functions and the ability of the competent authority to effectively supervise the financial entity
  • provisions to enable the financial entity to obtain information from the ICT TPP on contractual documentation between the ICT TPP and the ICT Subcontractors and relevant performance indicators, considering the provisions of Article 30(3)(e) of DORA (i.e. the right to monitor ICT TPP performance on an ongoing basis) and of Article 8(2) of Commission Delegated Regulation (EU) 2024/1773 (audit and access rights)

Material changes to subcontracting arrangements for Critical ICT Services

In the case of a proposed material change to the subcontracting arrangements for a Critical ICT Service, the written contractual agreement must require that the financial entity is informed of the proposed changes within a notice period sufficient to assess the impact of the risks the financial entity is or might be exposed to, as well as whether the changes might affect the ability of the ICT TPP to meet its obligations under the contractual agreement.

The written contractual agreement must also require that the ICT TPP implements the material change only after the financial entity has either approved or not objected to the change by the end of the notice period.

If the risk assessment referred to above finds that the planned subcontracting or changes to subcontracting by the ICT TPP exceed the financial entity’s risk tolerance, the financial entity must, before the end of the notice period, inform the ICT TPP of its risk assessment results and object to the changes and request modifications to the proposed subcontracting changes before their implementation.

Termination of the contractual arrangement

Article 28(7) of DORA sets out the circumstances in respect of which a financial entity must have the right to terminate a contractual arrangement for the provision of ICT services generally. Article 7 of the RTS specifies additional circumstances under which a financial entity has a right to terminate a contractual arrangement for the provision of Critical ICT Services for example, where an ICT TPP implements material changes to subcontracting arrangements despite objections or requests for modifications from the financial entity or subcontracts a Critical ICT Service without approval.

The aim of the RTS is to ensure that financial entities can effectively manage and oversee the risks associated with ICT subcontracting, particularly when such services are critical or important to their functions. The comprehensive nature of the RTS underscores the importance of structuring and documenting contractual arrangements in a robust and thorough manner, covering the entire lifecycle of ICT service provision. It is therefore essential for financial entities to integrate the RTS into their operational frameworks promptly and effectively, including through adjustments to their contractual agreements and risk management practices. Although DORA implementation projects are already underway, financial entities will now need to review the requirements in the final draft RTS and assess if their existing contractual agreements and standard contract templates will require uplifts.

It is also important to acknowledge that compliance with DORA will require on-going monitoring and enhancements when necessary. The Central Bank of Ireland has stated that the regulation of digital operational resilience is " not a once-and-done exercise " and it is " optimal to adopt a multi-year, multifaceted perspective ". Therefore, financial entities must also be prepared to adapt to regulatory and environmental changes, ensuring that their contractual arrangements are compliant and equipped to manage and respond to the associated risks effectively, particularly against a backdrop of increasing reliance on ICT services and the evolving cyber threat landscape.
