The Fulbright Program encourages applications from all backgrounds, especially those with disabilities, to apply. The  Fulbright Program for Foreign Students and Foreign Language Teaching Assistants  (FLTAs) is administered by binational Fulbright Commissions/Foundations or U.S. Embassies. All Foreign Student and FLTA Program applications are processed by these offices. 

The Fulbright Foreign Student Program awards approximately 4,000 grants annually to foreign students to study for a Master’s or Doctorate degree and conduct research on campuses across the United States.

Eligibility Requirments:

  • Reside in the country of nomination at the time of application. 
  • At the time of program start date, possess the equivalent of a U.S. bachelor’s degree with a good academic record. 
  • Are fluent in English, as demonstrated by a recommended recent score of no less than 550 (Paper Based TOEFL), 79-80 (Internet Based TOEFL - IBT), or 6.5(Overall Score International English Language Testing System - IELTS); test scores can be submitted to IIE by indicating the institutional code 2326 on the day of the test .
  • Do  not  hold U.S. citizenship; dual citizens are not eligible for the program participation.

Note: Students cannot apply for programs with clinical requirements such as dentistry, medicine, pharmacy, nursing. Please note that fields of study such as public health and nursing administration are permitted. 

All Fulbright Foreign Language Teaching Assistant (FLTA) program applicants must be nominated by a U.S. Embassy or a Fulbright Commission; independent applicants do not qualify.

You are eligible to participate in the Fulbright FLTA program if you:

  • Reside in the country of nomination at the time of application 
  • Possess the equivalent of a U.S. bachelor’s degree with a good academic record; Master's degrees are highly desirable at many institutions. 
  • Are an early career teacher of English or training to become a teacher of English, or are an early career educator in a related field; prior teaching experience is preferred. 
  • Have a sincere interest in teaching your native language and culture to students in the U.S.
  • Are fluent in English, as demonstrated by a recent score of no less than 550 (Paper Based TOEFL), 79-80 (Internet Based TOEFL - IBT), or 6.0 (Overall Score International English Language Testing System - IELTS); test scores can be submitted to IIE by indicating the institutional code 2326 on the day of the test .
  • Are able to work creatively and be self-reliant while being willing to work cooperatively as part of a team with faculty, staff, and students
  • Are flexible and have a willingness to learn 
  • Are adaptable to living in rural or urban areas 
  • Clearly demonstrate maturity, dependability, integrity, and professionalism
  • Do  not  hold U.S. citizenship; dual citizens are not eligible for the program participation

Fulbright-ched phd scholarship program.

The objective of a Fulbright-CHED grant is to enable qualified higher education faculty and staff currently affiliated with CHED-recognized higher education institutions, to pursue doctoral studies in the United States to upgrade the country’s higher education system, fast-track the Higher Education Reform Agenda, and develop leaders who can contribute to promoting better understanding between the Philippines and the United States.

Funding is for a maximum of two (2) years for doctoral degree studies. The grant provides for tuition and fees, settling-in allowance, monthly maintenance allowance, books and supplies allowance, in-transit allowance, health and accident insurance, roundtrip international airfare and excess baggage allowance. Successful candidates must commit to fulfill a return service obligation with their HEIs in the form of teaching and/or research upon completion of the grant. Applicants who are accepted in the program must enter into a tripartite contract with the sending Philippine institution and CHED for the monitoring of the re-entry action plan.

The program will fund study, but shall not be limited to the priority fields identified in the CHED’s “Priority Fields for Foreign Scholarships.” These include the following:

Eligibility Requirements:

  • Philippine citizenship
  • Must meet English proficiency requirement of U.S. universities
  • Has college degree preferably with major in field of specialization
  • Must be able to demonstrate strong academic record
  • Must have adequate knowledge that would prepare a scholar for successful study and research in a specific graduate program
  • While no medical certification is required at application time, applicants must be in good health to pursue graduate studies in the U.S.  Selected grantees will be required to pass a medical examination
  • Must have at least two years of teaching experience (after college) in field of specialization or professional experience relevant to the field of study and currently employed by a CHED-recognized higher education institution. Assistantships during college do not count.
  • Has no pending criminal charges, and must not have been convicted for violation of any Philippine Law.
  • Is committed to return to and serve the Philippines upon completion of study and fulfill all the Terms and Conditions of the grant, and comply with the HEI’s return service obligation.
  • Once the applicant is accepted in the program, he/she shall enter into a tripartite contract with the sending Philippine institution and CHED for the monitoring of the re-entry action plan.
  • Individuals holding dual citizenship, are permanent residents and/or are presently studying in the U.S. are not eligible.
  • Students already in the U.S. are ineligible for a grant.
  • Individuals who have resided in the U.S. for five (5) or more consecutive years in the past six (6) years are ineligible for a grant.

2025-2026 Fulbright-Nehru Doctoral Research Fellowships

The Fulbright-Nehru Doctoral Research Fellowships are designed for Indian scholars who are registered for a Ph.D. at an Indian institution. These fellowships are for six to nine months. Applications are invited in the following fields only: Agricultural Sciences; Anthropology; Bioengineering; Chemistry; Computer Science (including, but not limited to, cyber security, digital economy, quantum computing, artificial intelligence, machine learning and big data analytics); Earth Sciences; Economics; Education Policy and Planning; Energy Studies; History; Language/Literature/Linguistics; Materials Science (with emphasis on environmental applications); Mathematical Sciences; Neurosciences; Performing Arts; Physics; Political Science (including, but not limited to, International Security and Strategic Studies); Psychology; Public Health (including, but not limited to, pandemic preparedness and comprehensive surveillance (genomic surveillance, sewage surveillance, sero-surveillance)); Public Policy; Sociology; Urban and Regional Planning (with emphasis on smart cities and waste management); Visual Arts; and Women’s and Gender Studies. Affiliation The applicant will be affiliated with one U.S. host institution. USIEF strongly recommends all applicants to identify institutions with which they wish to be affiliated and to correspond, in advance, with potential host institutions. If the applicant has secured a letter of invitation from a U.S. institution, they must include it as a part of the online application. Selected scholars will have opportunities to audit non-degree courses, conduct research, and gain practical work experience in suitable settings in the U.S. Grant Benefits The fellowships provide J-1 visa support, a monthly stipend, Accident and Sickness Program for Exchanges per U.S. Government guidelines, round-trip economy class air travel, applicable allowances and modest affiliation fees, if any. No allowances are provided for dependents. The grant is not sufficient to support family members. Eligibility Requirements In addition to the General Prerequisites

  • The applicant should have done reasonable study pertaining to their research objectives, especially in the identification of resources in India and the U.S. Applicant must be registered for Ph.D. at an Indian institution on or before November 1, 2023. On the online application form, one of the recommendation letters must be from the Ph.D. supervisor that comments on applicants’ research, need for the fellowship, and must indicate the Ph.D. registration date and topic;
  • This grant is intended for Ph.D. students to conduct research essential to their dissertations/thesis. Therefore, the expected Ph.D. thesis submission date should at least be three months after the Fulbright-Nehru grant end date. For example, if May 2026 is the grant end date, the applicant cannot submit their thesis before August 2026. Please indicate the Ph.D. registration date and the expected Ph.D. thesis submission date in the Applicant Annexure.
  • If the applicant is employed, they must follow the instructions carefully regarding employer’s endorsement. If applicable, please obtain the endorsement from the appropriate administrative authority on the FNDR Employer’s Endorsement Form. The employer must indicate that leave will be granted for the fellowship period; and
  • The applicant must upload a copy of the original published/presented paper or extracts from the Masters’/M.Phil. thesis on the online application form (not exceeding 20 pages).

Note: These fellowships are for pre-doctoral level research. Applicants with Ph.D. degrees or those at the final stage of Ph.D. thesis submission will not be considered.

IMPORTANT:  

You can apply for only ONE Fulbright-Nehru fellowship category during a competition cycle. Candidates cannot apply for Fulbright-Nehru and Fulbright-Kalam grants in the same academic year. Plagiarism in the application will lead to disqualification. Unless otherwise specified, Fulbright-Nehru applications are to be submitted online. Applications received after the deadline will NOT be considered. Extensions and Transfer of visa sponsorship will not be permitted. Prospective Fulbright participants should be aware that public health conditions, availability of consular services and travel, as well as U.S. institutional operating status and policies may affect their ability to travel to the U.S. and participate in academic programs.

Important Notice for Fulbright Applicants

Good news for Fulbright applicants currently attending or teaching at HEC approved public universities in Pakistan! The cost of your GRE may be reimbursed by USEFP if you achieve a good score. When we receive your complete application along with your official GRE scores, you may request a reimbursement if you have achieved the combined score according to below criteria:

For applicants in engineering and science subjects: 300 For applicants in humanities and social science subjects: 290 If you think you qualify, attach your reimbursement request to your application. Requests will not be considered unless they are received along with the complete application. USEFP has the funds to approve up to 30 such reimbursements available for this cycle. Requests received early (with applications submitted before the deadline and score reports attached) have priority.

The Fulbright Master's and PhD Program funds graduate study in the United States. Funded by the United States Department of State, these grants cover tuition, required textbooks, airfare, a living stipend, and health insurance. USEFP also assists with the visa process.

For the Master's degree program, eligible candidates will have either a four-year Bachelor's degree or a Bachelor's and Master's combination totaling 16 years of formal education from an accredited university. Recent graduates are strongly encouraged to apply, except for MBA and Public Policy/Administration applicants, who require 2 years of work experience.

For the PhD degree program, eligible applicants will have a Master's, M.Phil or comparable degree (a minimum of 18 years of formal education) from an accredited university. It is highly desirable that candidates have work experience in teaching, research, or the public sector in Pakistan.

For both the Master's and PhD programs, all academic disciplines are eligible, except clinical medicine. The Graduate Record Examination (GRE General) is required for all applicants. Under the new scoring system, a minimum score of 145 is required on each section of the GRE examination, with a higher score on the section most applicable to your field of study.

Applicants must also possess a high level of fluency in spoken and written English. The Duolingo Test of English will be required from all the shortlisted candidates.

All successful candidates are required to sign a contract with USEFP and, for successful PhD candidates, a bond with the HEC that binds them to return to Pakistan immediately after their program in the U.S. and serve the country for the number of years equivalent to the length of their scholarship program. This contract is redeemable on a year-for-year basis minimum of two years; as long as a person fulfills the service requirement, he or she will pay nothing.

Applications are accepted each year in November and the deadline to submit application is around February. The application review and interview process continue until August and the results are announced in mid-September. After selection, the university submission and placement process continue until February and visa interviews take place until June. The departure to the U.S. commences in July and onwards, depending on the universities reporting dates.

Eligibility Criteria

  • Pakistani citizens with strong academic histories, residing (throughout the process) in Pakistan and committed to returning and serving Pakistan are welcome to apply.
  • All disciplines are eligible except clinical medicine. People in the fields of energy, water, agriculture, health, education, environment, and climate change disciplines are strongly encouraged to apply.
  • Eligible Master's applicants will have a four-year Bachelor's degree or a Bachelor's and Master's combination (16 years of formal education) and PhD applicants will have Master's, M.Phil., or a comparable degree (18 years of formal education) from an accredited university.
  • Applicants should be prepared to complete grants without accompanying dependents, if need be.

Ineligibility

  • Persons with a dual U.S./Pakistan nationality or those having a spouse, parent, or child over 18 years of age who is a U.S. citizen or permanent resident.
  • Employees/contractors of the Fulbright organization, the U.S. Department of State, or USAID and their spouses, children, siblings, dependents, and parents.
  • People who have already availed one Fulbright award for any degree program.
  • Persons already studying in the U.S. or on a work/residence/student visa in any country.

How to apply

Catherine Russell completed her PhD in fluvial sedimentology at the University of Leeds in 2017 and went on to lecture in sedimentology and Earth surface processes at the University of Leicester, whilst also affiliated with Louisiana State University. Catherine is a geologist who is interested in human impacts on rivers and their landscapes, including plastic pollution. On experiencing the Louisianan human-modified Mississippi River landscape in 2019, Catherine began adapting traditional geological techniques to modern environments as well as investigating how plastic behaves as a sedimentary particle. In 2020, she established the Anthropocene Sediment Network, which aims to holistically combine human, social, and physical elements of a landscape to aid communication, networking, and learning between communities.

As a Fulbright-Lloyd’s Visiting Scholar at the University of New Orleans, Catherine seeks to learn the deeper impacts of the human-modified landscape on day-to-day living in New Orleans. The key focus of her research will be investigating the novelties of Anthropocene rivers when compared to natural systems, and particularly the consequences of our activities on reservoir water quality. The Fulbright Scholarship will give her the opportunity to build bridges and new connections in her research, as well as to undertake fieldwork in a new environment. The learnings from this research will allow for deeper understanding of the long-term effects of human impact on surface processes across Earth Systems in the Anthropocene.

Gbemisola is a recent first-class graduate from the University of Warwick where she studied Politics and Sociology.

Through her experience growing up between Nigeria and the UK, Gbemisola recognized that despite the cultural, political, and economic distinctiveness of these countries, they are affected by and responding to the same global issues. Supported by the Fulbright Scholarship, Gbemisola will pursue the MA in Global Thought at Columbia University, where she hopes to conduct an interdisciplinary study of critical global issues – from pandemics to climate crises and social injustice – with the aim of developing practical interventions to address these. She is particularly interested in learning about how urban areas have evolved in the global era and hopes to investigate the contestation of public space in global cities across the world.

Outside of her academics, Gbemisola is looking forward to immersing herself in New York’s iconic jazz scene and exploring the city’s vast culinary offerings.

Derick is Reader Emeritus in Education with Restorative Practices (Ulster) undertaking practical reconciliation work in Northern Ireland since 1965 with the Corrymeela Community, as a youthworker, parent and academic. This Fulbright Scholarship strengthens relationships between St Philip’s, a unique Historically Black and Hispanic Serving College, and Corrymeela. St Philip’s wishes to challenge their students more through offering international experiences, while supporting them be at ease in study, work and service within diverse local communities. From his post-doctoral research, he believes that reconciliation in contested and secure societies is promoted when the inter-connected principles of equity, diversity and interdependence underpin learning relationships, organisational cultures and public policy.

St Philip’s and its local partners wish to draw on Derick’s restorative practice in community relations, mediation, conflict studies, educational and criminal justice practices. Restorative practices are future-oriented activities, promoting just, re-invigorated relationships and bringing new life to structures essential for the common good. Restorative cultures are challenging inter-generational spaces in which to develop inclusive learning practices across diverse backgrounds embedding lasting change in our personal lives and institutions.

The Fulbright-Fogarty Fellowships in Public Health are offered through a partnership between the Fulbright Program and the Fogarty International Center of the U.S. National Institutes of Health. These awards were established to promote the expansion of research in public health and clinical research in resource-limited settings. The Fulbright-Fogarty Fellowships were inaugurated in July 2011 with four fellows in Sub-Saharan Africa (Botswana, Malawi, and South Africa).

Fulbright-Fogarty Fellowships carry the same benefits as the traditional Fulbright Study/Research grants to the host country. The Fogarty International Center, NIH, will provide support to the research training site and may provide orientation for the fellows at the NIH.

By the start of the program year (July 2025), fellows must be an MD (and other professional degrees) student who has completed their 3rd year or a Ph.D. candidate who has completed their Master’s level requirements (i.e., post-qualifying exam). The basic requirements and process for applying for the Fulbright-Fogarty Program are the same as for any Fulbright U.S. Student Study/Research Grant.

Statement of Grant Purpose

The following are guidelines for what Fulbright-Fogarty candidates should address in their Statements of Grant Purpose:

  • Why the applicant has chosen the particular country and project
  • How the candidate will be able to contribute to the Fogarty project
  • What specific qualifications, training, and/or experiences that the candidate has related to this project
  • How the applicant will benefit from the assignment and make of the experience upon returning to the United States.
  • Since this is a Fulbright grant, the candidates should describe how they will engage with the local community.
