Wake Schools passes student reassignment plan

CARY, N.C. (WTVD) -- The Wake County School Board voted to pass a reassignment plan that could affect students at as many as 29 schools.

The plan passed unanimously. It had already gone through a few drafts and parents have submitted feedback to the school system.

The district this year said very few students will be affected, but a look at some of the maps shows they call for students to be moved from nearly 30 schools to other schools, affecting 1,500 students or more, potentially.

For example, some students at Barwell Road Elementary School will be moved to Walnut Creek Elementary.

Some others would be moved from a variety of high schools such as Broughton and Enloe high schools to Southeast Raleigh Magnet High.

This is a process that happens every year with the Wake County Public School System. It's done to ease overcrowding at certain schools or to fill up new schools.

The changes are for the 2023-24 school year.

Since no new schools are opening next year, this year's student assignment proposal focuses on base assignment changes, calendar application changes and stability rules.

"We live in an area that has high growth throughout the county," said Glenn Carrozza, Wake Schools Assistant Superintendent for School Choice, Planning and Assignment. "So, in order to balance that, it's necessary for us to try to utilize all of our schools in all of the district."

The equity policy that's been talked about a lot is also expected to pass Wednesday night.

North Carolina schools have become segregated while the state's become more diverse

S eventy years after Brown v. Board of Education ruled it unconstitutional to separate schools on the basis of race, schools in North Carolina have become segregated once again even as the state has become more racially diverse .

Why it matters: North Carolina's public schools were a model for desegregation in the 1980s and 1990s, but various court decisions and policies have led to a 21st-century reversion. The effects on communities are widespread, experts say, because well-integrated schools lead to beneficial academic and personal outcomes for students from all backgrounds.

By the numbers: In North Carolina, one in four Black students and nearly one in five Hispanic students now attend "an intensely segregated school of color," defined as schools that are 90-100% nonwhite students.

  • That's according to a new study from the Civil Rights Project/Proyecto Derechos Civiles at UCLA in collaboration with researchers at N.C. State.
  • In the late 1980s, less than 5% of Black students attended highly segregated schools, per the study.
  • Within intensely segregated schools of color, in 2021 82.6% of the students were recipients of free and reduced-priced lunch, indicating a "double segregation" of students by race and poverty, per the study.

The big picture: Jennifer Ayscue, an assistant professor of education at N.C. State University and one of the report's co-authors, notes three major causes of re-segregation of public schools in North Carolina:

  • A shifting legal landscape, meaning many school districts, including Charlotte-Mecklenburg Schools, have been released from mandatory school desegregation plans .
  • The expansion of school choice without civil rights protections, which in North Carolina means the expansion of charter schools and voucher programs .
  • Residential segregation, meaning districts have student assignment policies and boundaries drawn in ways to facilitate more segregation.

Zoom out: What's happening in North Carolina mirrors a national trend. In 1988, about 7.4% of the nation's schools were intensely segregated, Axios' Russell Contreras reported , citing a UCLA analysis of federal data.

  • By 2021, that number was about 20%.

What they're saying: "Unfortunately, the trend we see in North Carolina is consistent with what's going on across the nation," Ayscue tells Axios. "What we've seen historically is when school districts aren't intentional about focusing on desegregation, they tend to become more segregated."

The other side: Debbie Veney of the National Alliance for Public Charter Schools said neighborhood schools and charters are not causing racial segregation, but simply serving the students who appear at their doorsteps.

  • "The researchers might instead focus on why white families move from neighborhoods and pull their children out of schools when too many Black, Brown or low-income kids start showing up. When we try to integrate, they leave."

Flashback: The landmark Swann v. Charlotte-Mecklenburg Board of Education decision of 1971 mandated Charlotte-Mecklenburg Schools to integrate.

  • The ruling found that busing was an appropriate means to achieve integration, so that's what the district began to do.
  • "The peak of desegregation for Black students across the U.S. was in 1988 and we saw a lot of that progress was in the South," Ayscue says.

Between the lines: Unlike CMS, Wake County was never bound by court-ordered desegregation. The consolidation of Wake County and Raleigh City Schools in the 1970s helped integrate schools, as did busing Black children students to white schools, WUNC reported .

  • But like other districts, Wake County schools have also re-segregated.
  • The Wake County Board of Education has committed in recent years to voluntarily reintegrating schools through efforts like exploring equitable distribution of funds , so students across all schools have access to quality resources regardless of PTAs.

The bottom line: Segregated schools are associated with lower academic outcomes, less qualified teachers, higher teacher and student turnover, and higher dropout rates, among other harms, Ayscue says.

  • Conversely, integrated schools are associated with higher academic achievement, lower dropout rates, improved critical thinking and reduction in prejudices. And long term, Ayscue adds, students tend to have better-paying jobs, lower incarceration rates and better health outcomes.

Can Class-Based Substitute for Race-Based Student Assignment Plans? Evidence From Wake County, North Carolina

This study uses a North Carolina administrative data set to analyze racial segregation and student achievement in Wake County during race-based and income-based school assignment plans. We find a modest increase in the level of racial segregation in Wake schools during the income-based plan, but compared with other large districts in the state, Wake County remained relatively desegregated. We also find a small increase in reading and math test scores and a narrowing of the Black-White test score gap. Our analysis indicates that the improvement in math scores may be  partially  due to school composition changes attributable to the income-based assignment plan.

The move was made Tuesday, according to a statement from Mary Osako, vice chancellor for strategic communications, weeks after the police agency and some administrators were criticized over their handling of demonstrations on the university’s grounds — key among the complaints was the slow law-enforcement response when violence broke out at the encampment the night of April 30 and continued into the next morning.

The attack started at about 11 p.m., with LAPD officers arriving at 1 a.m. and not breaking up the confrontation until 3 a.m. Several people were injured before police arrived.

The following day, hundreds of California Highway Patrol officers cleared the encampment, ripping apart a barricade of plywood, pallets, metal fences and trash dumpsters while also dragging away tents and canopies. More than 200 protesters or their supporters were arrested, with classes temporarily shifted to remote learning.

Days later, 44 people were arrested in a campus parking garage. UCLA police said they were carrying materials indicating they were prepared to break into and possibly barricade themselves in a building. Of those arrested, 35 were UCLA students. All except two were arrested for conspiracy to commit a crime, ABC7 reported.

Thomas had been the department’s chief since January after serving for more than a year as the interim chief. His current assignment was not disclosed.

UCLA police Capt. Gawin Gibson was named interim police chief, Osako said.

Days after the encampment’s clearing, Chancellor Gene Block, who also faces criticism for the handling of security, announced the formation of the Office of Campus Safety, led by Associate Vice Chancellor Rick Braziel. That office is to thoroughly investigate the university’s security processes, including the shortfalls that left UCLA students and others to fend for themselves against attackers for hours until law enforcement arrived.

“The well-being of our students, faculty and staff is paramount,” Block has said in a statement. “These actions are essential for creating a secure environment where everyone at UCLA can confidently pursue their studies and careers.”

Dr. Matt Barreto, a UCLA professor of political science and Chicano studies, said Tuesday’s news signaled to him and other staff members that Thomas was not the only one to blame for the slow police response.

“It suggests to me that (Chancellor) Gene Block is also involved in that poor judgment,” Barreto said. “We want to know exactly why the UCPD could not step in at the first moment and protect the students.”

He said there could be others who were involved in the decision-making process and that a full investigation was important.

“UCPD, in our opinion, was available, they were on campus, they know the campus,” Barreto continued. “When the outside agitator crowd was still small at the beginning, they could have easily gotten involved in a way to de-escalate it, and they just stood on the sideline.”

Barreto said he hoped the interim chief would send a message of better relations between police and students.

“Perhaps this is an opportunity to calm things down and de-escalate the situation on campus,” Barreto said. “They need to take proactive steps to reach out to students and faculty and let them know that police are here to protect students. So far, that message has been lacking.”

Bharat Venkat, a professor in the university’s life sciences department, said there has been no clarity on where Thomas was reassigned and the move was a “convenient way of putting someone else in the firing line, instead of (Chancellor Block) accounting for (his) mistakes.”

The day after the violence, Venkat said, there was an “elaborate game of pushing responsibility and blame” for the lack of immediate police response.

Since the violence and subsequent takedown of the pro-Palestine encampment, Venkat said, there has been a ton of security with UCLA police officers everywhere on campus, some following faculty and students around and demanding that they prove who they are.

“My message to the new police chief is: How are any of us meant to do our work here … if we have cops following us around and accusing us of breaking curfew?” Venkat said. “There is a lot of room for improvement, because the bar is pretty low.”

UCLA police officers are sworn peace officers who are armed and possess the same authority under the law as municipal police officers, according to the department’s website. Officers patrol the campus 24 hours a day.

Wade Stern, president of the Federated University Peace Officers Association, which represents the police officers on the UC campuses, said UCLA administrators own “the failure of any protest response, and the public should reject their attempts to shift blame to law enforcement.

“UC guidelines … require a trained senior administrator at UCLA to decide how to respond to protests, guided by an existing plan that had been rehearsed and scenario planned with both UCLA PD and outside law enforcement agencies.

“What unfolded at UCLA calls into question whether UCLA complied with the guidelines to have in place senior administrators trained in crowd-control response, with written plans for response that were the product of scenario training and consultation with its Police Department and outside law enforcement agencies,” he said in the statement addressing Chief Thomas’ reassignment. “The response to protests appears ad hoc and devoid of the structured planning mandated by the UC system.”

Block was scheduled to testify at a hearing on Thursday, May 23, of the House of Representative’s Education and the Workforce Committee, more than a week after the committee’s chairwoman, Rep. Virginia Foxx, R-N.C., sent a letter to UC leadership asking for all documents, communications and security videos related to alleged antisemitic incidents on campus.
