A cover letter, also known as a letter of explanation, may be useful in assisting officials in determining whether or not you are eligible to immigrate through the program of choice since it is your duty to demonstrate that you are qualified to apply under the chosen immigration program.

When not to add a cover letter

In some cases, a letter of explanation will not be useful and it cannot fix all the gaps in your application or rectify missing information.

Below are some examples of times when a letter of explanation will not aid your case:

  • If your application is missing a key document, such as a passport
  • If you have not included the results of a medical examination
  • If your documents have not been converted into English or French before submitting your application

It is important to remember that a letter of explanation is simply an explanation. The only thing it can do is explain why a certain document wasn’t submitted. You cannot use it to explain when you don’t meet the eligibility requirements that the PR application process entails.

Is a cover letter for a permanent residence application mandatory?

No, Immigration, Refugees and Citizenship Canada does not need or request a cover letter with applications. Although not mandatory, a letter of explanation may be beneficial to your application process.

Do I need to combine the cover letter with each document?

A cover letter is not required to be merged with every additional document you submit along with your application. Address all the issues in a single document and submit it as a Letter of Explanation.

Does the cover letter need to be notarized?

As an employed adult, you’ve probably received at least one reference letter from a former employer highlighting your employment history at the company. This is something your potential new boss would require during the recruitment process for a job you’ve applied for. Immigration reference letters are a different ball game altogether.

All applications for Canadian Permanent Residency (PR) are subject to the Express Entry completeness check. When applying, you will need to submit your complete electronic application for permanent residency within two months of receiving an invitation to apply (ITA). This application, along with all supporting paperwork, will have to be submitted electronically via your online profile.

Your Express Entry process will start as soon as a complete application has been submitted. One of the most important documents you’ll need is your Immigration reference letter. While on your personal online profile, you’ll be prompted to load a reference letter from each employer for every job you add.

Who should submit an immigration reference letter?

As the primary applicant, you’ll need to submit an immigration letter. If your spouse or common-law partner has worked in Canada, they’ll have to do so as well.

Your application for Canadian immigration is required in order to verify that you meet the requirements to immigrate, as well as verify your claims in your application.

If you want to apply for permanent residency (PR) in Canada via an economic immigration route, your employment history is something that plays a huge role in achieving success with your application. To prove the legitimacy of your credentials and work experience, you’ll need to supply immigration reference letters from all the companies you’ve worked for.

Include whether you are currently in the position, the dates of employment, your job description detailing your core duties within your role, working hours, salary details and benefits, if there are any. These details will help the visa officer identify whether you’ve selected the correct National Occupational Classification (NOC) code.

What is an NOC code?

The Refugees Immigration Citizenship Canada’s (RICC) immigration programs use the NOC system to determine whether a job, skill set or employment experience meets their conditions for eligibility. Each NOC code has a lead title (first paragraph below job title) and a set of duties. Should you find that your job description doesn’t match the one in the NOC code, the duties should.

The employment duties you mention in your reference letter should be similar to at least some of the duties of the NOC code that you’ve indicated in your application. The general rule is that the duties you mention in your letter of reference should match the lead statement of the NOC code and a substantial number of the employment duties listed.

4. Add your line manager or HR officer’s details

Provide the details of your direct manager or that of a relevant human resources official. Make sure to have the responsible manager’s name and job title printed below the signature.

The letter must be stamped with the company’s stamp. Try to attach your manager’s (or whoever is signing) business card if your letter doesn't have a stamp. This adds authenticity to the letter.

What if I’ve Worked in Canada?

If you’ve worked in Canada, you will have to submit copies of your Canadian tax slips, as well as notices of assessment received from the Canada Revenue Agency (CRA). These documents should detail the amount of years you’ve worked in the country.

What if I’m self-employed?

If you’re self-employed, you’ll have to submit proof that you own a business, all business registration documents such as your articles of incorporation, income statements and statements from your clients that confirm you’ve done work for them.

What if I’m unable to get this?

This letter is the ideal way to confirm your employment history. However, if there is absolutely no way of obtaining one, you could try to to prove everything by providing some other documents. These documents may include: payslips, letters of appointment, employment offers, letters of promotion, certified letters from former colleagues, images documenting your work life and the work you’ve done.

You can also provide a signed letter detailing the reason you are unable to secure an immigration reference letter.

  • A flawless reference letter doesn’t guarantee success. That decision ultimately lies with the officer dealing with your application.
  • Regardless of the paperwork you provide, the employment record you supply should be complete, correct and truthful.
  • Supply as much information as you can. This will amplify your credibility and improve your chances of getting your visa.

What about proof of ties?

Before making the decision to grant a work or study permit or visitor visa, the immigration officials will need to be convinced that you will definitely exit the country once your documents expire. If you’re able to prove that you have solid ties to your homeland, immigration officials are likely to be confident that you’ll go back home once your visit, course or job is over.

What you’ll have to demonstrate:

A close relationship with family members residing in your country your current job status viable future job prospects at home proof of ownership of a business, properties or other major movable or non-movable assets.

A Canadian cover letter is a short document written in response to a specific job prospect and addressed directly to the hiring manager or individual in charge of hiring for the position. It should add to the information contained in your resume and resent you to the employer as a candidate.

Cover letters are essential in the hiring process as they provide candidates with the opportunity to introduce themselves, demonstrate their qualifications, and show enthusiasm for a specific role and company.

They serve as a personalized communication tool, allowing candidates to make a positive first impression, tailor their message to the job, and address potential concerns or unique situations.

A well-written cover letter enhances a candidate’s chances of standing out and securing an interview in Canada .

The following are general guidelines only. You must tailor your cover letter to suit your own experiences, and to suit the specific position you are applying for.

Before You Begin

Once you find a specific job posting that you want to apply for, you can begin to work on your application cover letter. Following these steps before you begin will help you write the best cover letter possible.

1. Do Your Research

Before you begin to write your cover letter, learn everything that you can about the company or organization you are applying to. Check out their website and social media pages, research their top competitors, and read recent industry news articles. Learn the name(s) of the individual(s) who will be in charge of hiring for the position you want, as well as the head(s) of the company.

Also, keep in mind the job description and requirements for the role. it allows you to create a cover letter that showcases your qualifications, aligns with the company’s needs, and demonstrates your genuine interest in the position. This, in turn, increases your chances of being noticed and considered for the role.

Doing this research will help you decide what you should include. Do your research for every cover letter you write. It may take some time, but you have a much better chance of being granted an interview if you have tailored your cover letter to the individual who will be reading it.

2. Check for Instructions

Some employers include instructions in their job postings. They might ask you to include specific information or answer certain questions, in your cover letter. Check whether the employer has left any specific instructions for your cover letter. If they have, follow them carefully.

3. Save time by using a Master Template:

Creating a separate cover letter for every job application can be exhausting. Instead, develop a comprehensive cover letter template that highlights your key qualifications, skills, and experiences.

Keep a library of snippets or bullet points highlighting your achievements, skills, and relevant experiences. You can easily insert these into your cover letter as needed. This template can serve as a foundation for various job applications, making the process more efficient.

Formatting Guidelines

There is a standard cover letter format that most Canadian employers will expect you to follow. However, depending on your industry and the specific job posting you are responding to, you may have to change the formatting of your cover letter.

1. Length  Your cover letter should be no more than one page in total.

2. Font  Your font should be consistent throughout your cover letter, and you should choose a professional-looking font. Your font size should be big enough that it is easy to read when your cover letter is printed.

3. Spacing  Your cover letter should be appropriately spaced. The main body should be single-spaced, with sufficient space left between each new paragraph and section.

What to Include

There are seven sections in a cover letter.

1. Your Information  Your name and contact information should be at the top of your cover letter. Include your:

  • First and last name
  • Current residential address
  • Phone number
  • Email address

2. Date  Below your information, write the date that you are sending your cover letter.

3. Employer Information  Below the date, include the contact information of the individual, department, or company you are addressing in the cover letter. If you know the name of the individual, include their:

  • Position title
  • Company or organization name
  • Commercial address of the company or organization

If you do not know the name of the individual, include:

  • Department in charge of hiring decisions (if known)
  • Commercial address of company or organization

4. Greeting  Use a formal greeting to open your letter. If you know the name of the individual making hiring decisions, address them directly with their prefix and full name. If you don’t know the name of the individual, use a formal, generic greeting like ‘To whom it may concern,’.

5. Main Text:  There are three parts to the main text of your cover letter: the introduction, body, and conclusion.

Introduction  In the first paragraph of your cover letter, you should introduce yourself as a candidate . Include your first name and the position you are applying for. You can also include your post-relevant qualification and how you found the job posting. If you have a contact at the company who referred you to the job, you may want to mention him or her by name and department. Your introduction should be no more than two to three sentences.

Body  In the next couple of paragraphs, you want to convince the employer that you are the best candidate for the job position. Tell them why they should invest in you. If you’re not sure what to include, try to answer these questions:

  • What projects have you worked on that are relevant to this position? What did you learn from them? Why does this make you a better candidate?
  • What responsibilities have you held that are relevant to this position? What did you learn from them? Why does this make you a better candidate?
  • What do you intend to do if you are hired? What benefit does the employer get if he or she hires you instead of someone else?

The body of your cover letter should be one or two paragraphs.

Conclusion  The conclusion is the final paragraph in the main text of your cover letter. It is your opportunity to tell the employer how you feel about potentially working for the company, thank them for the opportunity to apply, and invite them to respond to your application. It should be no more than three or four sentences.

6. Signature  There are two parts to your cover letter signature: the closing line and your full name.

  • Closing Line  Your cover letter must include an appropriate closing line. This is the line right before your name.
  • Full Name  Your full name follows the closing line. It is not necessary to print and physically sign your cover letter since more job applications are done electronically.

Final Revision

Carefully review your cover letters to make sure you have not made any mistakes.

1. Proofread

Check your cover letter for any spelling or grammar mistakes. If possible, have someone else proofread it for you, or come back to it after a night’s sleep. Be sure that you have not made any mistakes in:

  • Your name and contact information
  • The employer’s name and contact information
  • The name of the company or organization you are applying to

2. Check Instructions

Go over any instructions for your cover letter given by the employer and make sure you have followed them carefully.

Make sure that you have the correct date on your cover letter. The date should be the day that you send your cover letter to the potential employer.

Relationship Support Letters Examples

Hi, Having some family and friends provide letters to help prove our common law relationship. My mother and his mother and at least two friends from each of us. Do you think this is enough? More importantly can someone provide a good example of a letter that I may share with these people to help them with writing their letters? Also it is my understanding that none of these letters need to be notarized but they should include contact information. Is this correct? Please confirm Thanks!!!

I think common law and conjugal partners require two statutory declarations (meaning notarized written statements). Below I copied the letter I sent asking friends and family to write letters on our behalf. This may let a bit more helpful than one sample. The responses I got were quite varied... Here is the letter I wrote to friends and family asking for letters of support... Dear Friends and Family, As you know I am seeking Permanent Residence status in Ontario, Canada through the Family Class immigration category. I am technically called a "Conjugal Partner" (nice and descriptive, isn't it?) and XXXX is my Sponsor. As part of the immigration application we are required to provide evidence that we are indeed a genuine couple. This includes written correspondence, passport stamps from visits to see each other, plane ticket stubs, photos, etc. We are also required to document the history of our relationship (which was kind of a fun exercise). An important part of this evidence of genuine coupledom/coupleship, whatever you want to call it, is documentation from family and friends. My brother and his wife have agreed to make sworn testimony on our behalf, but from reading Canadian immigration blogs it appears that the more documentary evidence we can provide from external sources the more likely our application will be approved swiftly, or at least not denied on this basis. So I am writing today to ask if you would write an email on our behalf and send it to me (or XXXX, if you prefer) by Friday. I realize this request is somewhat vague as to the content of the email, so I've included a list of basic points to cover at the bottom of this message. You are certainly welcome to write more, or less...whatever you are comfortable with putting in writing to support our Family Class application. For those of you who respond, please accept my heartfelt gratitude for your timely assistance in this matter. For those who chose not to respond for any reason, please know that I accept your decision with much grace and goodwill. Kindest regards, Allison General information to consider including in your message (this can be written in French or in English, by the way)... 1. A description of how you know either one of us (typically the person you knew first)...examples I am a friend of XXX, I was a co-worker of XXX, I am the sister of XXX, etc 2. A description of how you became aware of our relationship, when you met the other partner, activities we participated in together, etc 3. A statement to the effect that, in your judgement, we are in a real, loving, ongoing, genuine (you choose the words) relationship based on your personal knowledge and experiences

I have asked a bunch of my friends and family to write letters for us, because we are married we don't need to have them notarized or anything, but just nice to have extra proof that we are genuine. Here is a letter my best friend wrote for me....Have edited certain personal information of course.... To Whom it May Concern, I am writing this statement in order to vouch for the loving relationship between Dayanara and Trezpan. Dayanara has been a very close friend of mine for the past 17 years, and I have known Trezpan for the past two years. They met online, through a video game called World of Warcraft (WoW), which I also play. During the Fall of 2007 Dayanara informed me that she had been chatting to somebody online through WoW and December of that year she planned to meet him in person. They met on December 26th, 2007, and afterward in the New Year, Dayanara had let me know that the meeting had gone very well. She sounded very happy when she told me that they had ‘really hit it off' and that they ‘mesh so well together'. Dayanara told me they planned on seeing more of each other and she made numerous travel plans to see Trezpan in City, WI early that year. The first time I met Trezpan was about two years ago (June, 2008). Dayanara and Trezpan joined my husband and myself for dinner at Montana's restaurant in City. At this time it was clear that they cared for each other very much and were both happily committed to one another in a loving relationship. In July 2008, I accompanied Trezpan and Dayanara to Canada's Wonderland and we all spent the day together there. Dayanara and Trezpan attended my wedding together September 20th, 2008 as well as the rehearsal the night before. It was at the end of September that Trezpan moved to Buffalo in order to be as close to the Canadian border as possible, to make visiting Dayanara easier. I consider Dayanara and Trezpan ‘family' and enjoy visiting with them. They attended my birthday celebration of February 2009, during which we all played Dance Dance Revolution. This was shortly after they became engaged January 2009, after Dayanara proposed to Trezpan. They both also attended my birthday celebration February of this year (2010) during which we played the board games Carcassone and Smart Mouth. They also came together for Christmas dinner at my apartment this past holiday season of 2009. I accompanied Dayanara to the Buffalo area the first weekend of May 2010 to visit Trezpan. The three of us spent the weekend watching movies, shopping and dining out. Trezpan cooked breakfast for us all weekend. I was the maid of honour at Dayanara's and Trezpan's wedding April 17th, 2010. As witness to their union I can personally vouch and am happy to say that they are a couple very much in love. Please feel free to contact me should you require any additional information. I am submitting 3 notarized letters, although one of them is from my parents and is also a pledge of support and place to live for us when we land in Vancouver. I have a number of emails from other family and friends that I will also be submitting, but they were not solicited specifically for the application - just emails between, for instance, my partner's sister and I that show that she and I have a good relationship. Here's an example of one of the notarized letters: To: Citizenship and Immigration Canada I am writing in support of SPONSOR NAME and APPLICANT NAME application for sponsorship and permanent residency. I have known SPONSOR since February of 2005. We were co-workers at _______________ from 2005 to 2010. We worked very closely together and became good friends. I first met APPLICANT at a company Holiday Party in the winter of 2005. He became friends with my husband NAME, and together we have all four met up socially, at various parties and functions. They have been to our house, and met my parents and grandmother several times. We have also attended baseball games together. In 2009, when NAME and I were expecting our son, NAME, SPONSOR and APPLICANT attended our baby shower. I have known about SPONSOR and APPLICANT’s relationship since SPONSOR and I first met. We often talked and chatted about our home lives while we worked. Over the years of working together, and our developing friendship, I had the opportunity to get to know more and more about SPONSOR and APPLICANT relationship and I know it to be a marriage-like relationship. I believe they are very much in love, and are a great couple. As much as I hate to see my friends leave the PLACE area, I am happy to support my friends’ application for sponsorship and permanent residency in Canada. Now that SPONSOR is pregnant and they are expecting their first child in 2011, I know that they very much wish to raise their child closer to her family. Please feel free to contact me for any more information regarding my relationship with SPONSOR and APPLICANT. I am happy to help them in anyway that I can. Sincerely,

This is what my mom wrote for us. I love her so much. Anyway, I omitted some personal information for privacy reason but hope you are still able to get so example. "I am (mom's name), mother of (applicant) future mother-in-law of (sponsor). Where to start without crying, in Feb 08 my daughter lost the only man she ever trusted, her papaw, my Daddy. Her heart and soul was broken until she started talking to a young man in (location) and he made her smile. You see she has been my heart, my life, my reason for living. Everything has been for her, wanting her to be a whole person. I am so proud of her and of myself for raising her to have the courage and love for (sponsor) to be able to leave everybody and everything she had ever known to be with him. I can't believe I was able to welcome a person I had only spoken to on the phone into my home, it was not like me at all but it was meant to be and I realize how brave it was of (sponsor) to come here. I wanted and needed to make sure I kept him safe because he needed someone to love and be brave with. I am a very spiritual, God loving woman who truly believes they were meant to be together. I would love to be there but like my baby, have never flown and don't have the money to get there and back yet but I will find a way. I just want to be able to help make their dreams come true. Be free to call or write me." Sincerely, (mom's name) This is also a letter my mom's friend, who watched me grow up, wrote about us. This also has personal information omitted. "I have known (applicant) for many years. I used to work with her mother and pretty much watched (applicant) grow up into a very sweet young woman. I first heard about (applicant) and (sponsor)'s relationship when they met. (applicant) talked about him all the time, I could tell she was crazy about him! When he came to visit I had the pleasure in meeting (sponsor). He was quiet but seemed to be a very nice young man. I had the chance to spend time with (sponsor) when him and (applicant) came to my home for a visit where I got to know (sponsor). We hung out and talked, (sponsor) even played with my little dog! He is a very nice young man. He even came with (applicant) to my salon and waited while (applicant) had her hair done. I even drove (sponsor) and (applicant) to the airport when (applicant) decided to go to Canada to be with her love. They make a great couple, they seem to love each other so much. Their love is genuine and I can see their relationship ever lasting." (Friends name) -insert contact info-

Thanks to everyone who posted example letters. One key is to try to make the people writing the letters understand that there is no one right way to do it. I realize that people may not know what to say, but getting heartfelt responses, like those from Love_Young's writers, and very individual responses, is better than a several letters that seem too much alike. You don't want the visa officer to get the impression that you yourself wrote the letters and just had your friends and family sign them. So give them a guideline like Allison's, and encourage them to write from the heart.  

Does anybody know whether a letter signed by a commissioner of oath and a notary weighs the same? I saw on the statutory declaration that a commissioner of oath is required to sign it, what about the letters written by friends and family then? Thank you in advance!  

The letters don't need to be notarized (if you're married). A notarized letter or an affidavit is considered better evidence than just a signed letter or an email, but these are just extra things you are showing to prove your marriage is genuine. They're not official documents, so not notarized is fine.

For statutory declaration, here is a form. You can make it with your computer, print out and get signatures. It's the same as a letter, but if your family or friends write in different language from English, it will be required to be notarized. quote: STATUTORY DECLARATION CANADA PROVINCE OF ONTARIO TO WIT: } In the matter of the relationship between [ ] and [ ] I, [full name] of [full address] in the Province of Ontario, Canada, do solemnly declare as follows: 1.That the common-law relationship between [ ], and her partner, [ ], is known to me. 2.That said relationship is genuine and continuing. 3.[Other details] 4.[Other details] And I make this solemn declaration conscientiously believing it to be true and knowing that it is of the same force and effect as if made under oath. How do I prove that I need urgent processing for my permanent resident card application?

To support a request to have your permanent resident (PR) card application processed urgently , you need:

  • proof of travel (e.g. a copy of your ticket or itinerary) showing your destination and travel dates;
  • a copy of your receipt with the date, amount paid, and your payment method;
  • a letter explaining the reason for the urgency; and
  • proof of the urgency (e.g. a doctor’s note, death certificate, or letter from your employer)

If you forget to include something or your situation does not qualify for urgent processing, we will process your application normally.

Provincial attestation letter

Most study permit applicants need to provide a provincial attestation letter (PAL) from the province or territory where they plan to study.

Unless you meet one of the exceptions , you must

  • submit your PAL with your application, not after
  • submit a PAL even if you’re applying for a prerequisite course or program, including language courses or programs
  • submit a PAL for each study permit applicant, even if you’re applying as a family and submitting your applications together

How long a PAL is valid for

Your PAL only needs to be valid when we receive it with your application. Unless your PAL has an expiry date on it, it’s valid until January 21, 2025. You can resubmit a study permit application with the same PAL if the PAL is still valid.

How to get a PAL

For schools outside of quebec.

Provincial attestation letters are now available

Contact your school to find out how to apply for a PAL. Once you have a PAL, you can apply for a study permit.

For schools in Quebec

Quebec Acceptance Certificate

If you want to study in Quebec, you need an attestation of issuance of your  Quebec Acceptance Certificate (CAQ), which is issued by the Government of Quebec. Contact your school to find out how to apply for the CAQ.

For your CAQ to act as your provincial attestation letter, it needs to include the following line:

“This attestation letter confirms that the applicant has a place in Quebec’s share of the distribution of study permit applications or is exempt from it.”

CAQs for applications received before 8:30 a.m. ET on January 22, 2024, do not require the above line.

Who doesn’t need a provincial attestation letter

You do not need a PAL when applying for a study permit if any of the following applies to you

  • You’re applying to study in a preschool, primary school or secondary school (up to grade 12).
  • You’re applying to study in a master’s degree or doctoral degree program.
  • You have a study permit and are applying for a study permit extension.
  • You have a work permit.
  • You’re a temporary resident who is a visiting or exchange student studying at a designated learning institution (DLI).
  • You’re a temporary resident who has completed a course or program of study that is a prerequisite to you enrolling at a DLI.
  • You’re under a removal order, but can’t be removed from Canada at this time.
  • You have a temporary resident permit valid for at least 6 months.
  • You’re a protected person .
  • based on humanitarian and compassionate grounds
  • based on a current public policy, or
  • as a spouse or common-law partner (through the spouse or common-law partner in Canada class).
  • a study permit holder
  • a work permit holder
  • a temporary resident permit holder with a permit that’s valid for at least 6 months
  • a member of armed forces in another country under the Visiting Forces Act
  • an accredited foreign government representative
  • a participant in certain sports activities or events
  • a worker in Canada who is a member of a foreign news company
  • a religious worker
  • a protected person
  • eligible for permanent residence based on humanitarian and compassionate grounds
  • eligible for permanent residence based on a current public policy
  • eligible for permanent residence as a spouse or common-law partner (through the spouse or common-law partner in Canada class)

You need to provide proof that you meet one of the above exceptions if you don’t provide a PAL with your study permit application.

Protected person in Canada

You’re a protected person if either

  • a Convention refugee
  • a person in need of protection
  • Immigration, Refugees and Citizenship Canada has approved your application for a pre-removal risk assessment

Accredited foreign government representative

This includes

  • an employee of a foreign government who works for a Canadian government department under an exchange agreement
  • an accredited diplomat, consular officer, official or representative of another country
  • an accredited representative or official of the United Nations or
  • an accredited representative or official of an international organization of which Canada is a member

Sports activities or events

This exemption applies if your family member is

  • a foreign athlete or coach
  • a member of a foreign team competing in Canada
  • a member of a Canadian amateur team

Member of a foreign news company

  • a news reporter or member of a reporter’s crew
  • a member of a film or media crew who will not enter the Canadian labour market
  • a journalist who works for a print, broadcast or Internet news service (journal, newspaper, magazine, television show, etc.)
  • a resident correspondent
  • a manager or member of clerical staff, as long as the event is short term (6 months or less)

Religious worker

This exemption applies if your family member is in Canada

  • helping a congregation to reach spiritual goals
  • preaching doctrine
  • leading worship or
  • providing spiritual counselling
