Job description You will study the ambivalent role of the European Court of Human Rights as an actor and forum for the human rights turn in legal discourses on migration. Your research will be part of the project entitled “Who is empowered by Strasbourg? Migrants and States before the European Court of Human Rights”. This is one of ten projects which together form the interdisciplinary research group “Human Rights Discourse in Migration Societies” (Menschenrechtsdiskurse in der Migrationsgesellschaft, MeDiMi). The aim of MeDiMi is to determine the scope, forms and consequences of the expansion of human rights discourse in contemporary migration societies. Your doctoral thesis will be designed as a bi-national PhD between the Vrije Universiteit Amsterdam and JLU Giessen (‘co-tutelle’). You will cooperate closely with the project team located at the Amsterdam Centre for Migration and Refugee Law (ACMRL) and be embedded in a cooperative research consortium with MeDiMi partner institutes in Germany.

Your duties

  • learn to independently conduct high-quality research, culminating in a monographic study (PhD thesis)
  • collaborate with researchers within and outside the ACMRL and the MeDiMi consortium
  • conduct legal analysis of relevant judgments
  • make a (small) contribution to teaching

Requirements

  • A law degree, or demonstrated experience with legal doctrinal analysis; experience with case law analysis is desirable
  • A keen interest in migration and human rights law, legal argumentation and concepts
  • A demonstrated high degree of self-discipline; excellent analytical skills and experience with legal writing
  • Experience or affinity with interdisciplinary research, especially political theory, philosophy or sociology
  • High-level communication skills in English; excellent interpersonal and verbal communication skills; Dutch and/or German language skills are an asset

What are we offering? A challenging position in a socially involved organization. The salary will be in accordance with university regulations for academic personnel and amounts €2.310 (scale 1) per month during the first year and increases to €2,462 (scale 3) per month during the fourth year, based on a full-time employment. The job profile: is based on the university job ranking system and is vacant for at least 1 FTE.

The appointment will initially be for 1 year. After a satisfactory evaluation of the initial appointment, the contract will be extended for a duration of 4 years. Additionally, Vrije Universiteit Amsterdam offers excellent fringe benefits and various schemes and regulations to promote a good work/life balance, such as:

  • a maximum of 41 days of annual leave based on full-time employment
  • 8% holiday allowance and 8.3% end-of-year bonus

Doctoral studies at CAHR

After studying the MA in Applied Human Rights, I was keen to continue in the Centre's PhD programme. The fieldwork experience I gained during the MA visit to Cape Town inspired my PhD's exploration of transitional justice, masculinities and male victimisation. The Centre has an active research agenda and a growing number of PhD students. We are happy to entertain applications for doctoral studies on a wide range of topics in human rights, particularly on:

  • human rights defenders
  • human rights practice 
  • human rights and development
  • legal empowerment
  • refugee law and policy
  • responsibility to protect
  • transitional justice

We particularly encourage applications from individuals with practical experience relating to the topic of their research. In keeping with the international nature of the Centre and its staff, we welcome applications from individuals from around the world. Research environment

The Centre, both independently and through its affiliations with the Department of Politics and International Relations and the York Law School , has an active programme of research and seeks to develop research communities on the topics noted above, including for example the inter-departmental Development and Conflict Working Group and York Law School’s Socio-Legal Research group. We regularly programme lectures, workshops and conferences on various human rights issues; we also host the Journal of Human Rights Practice (published by OUP). We view our doctoral students as key participants in the research activities of the Centre and the wider university and practitioner communities in which the Centre locates itself, including the Centre’s visiting human rights defenders . We would expect all of our doctoral students to actively contribute to the research environment of the Centre.

Co-supervision is also available with academic staff in other departments and at other research centres.

Programme of study

Having decided to write my MA dissertation on land reform and the right to housing, I chose to pursue my research further by undertaking PhD study, with the rights of landless people in South Africa as the main case study. In their first year of study, doctoral students will receive formal training in research methods conducted in conjunction with the Department of Politics and International Relations and the the York Law School. The training includes regular sessions during term on theory, ethics and methodology. In addition, doctoral students are invited to attend faculty research seminars and other academic events on campus.

The PhD programme does not include any formal course-work. Doctoral students are eligible to audit (or to formally enrol in) any of the postgraduate courses offered by the Centre as part of its MA in Applied Human Rights or its LLM in International Human Rights Law and Practice . Arrangements can also be made with other departments to audit (or enrol in) additional courses.

Progress, Dissertation and Examination

All PhD students are subject to formal reviews of progress. These formal reviews of progress take place at the end of the first year and at the end of the second year (or part-time equivalent). 

Students meet regularly with their supervisor and attend a Thesis Advisory Panel twice a year. The purpose of these meetings is to discuss the student's progress, in particular with a view to ensuring that the student's thesis is completed on time.

After completing and submitting their thesis, the student must attend an oral examination. There are usually two examiners, at least one external to the University (in most cases a member of the academic staff of another higher education institution in the UK). If there is an internal examiner, he or she is normally a member of the academic staff of the University other than the candidate’s supervisor.

Full-time PhD students are expected to have completed and submitted their dissertation within 3 years of commencing studies. This deadline is extended to 6 years in the case of part-time students.

The Centre’s staff has consistently made time to talk with me about my work -- as well as any other concerns that arise. My supervisor has been fantastic. He helped me secure full funding for my PhD. Only students who have applied to and have been accepted into the programme are eligible for consideration for financial assistance. Financial assistance is available both from the university and from external funders. Some opportunities for part-time employment as tutors or lecturers may also be available. We are happy to discuss potential scholarships and other assistance with individuals after an offer of admission has been made. Please be mindful that many scholarships have early application deadlines.

In recent years, the Centre has successfully nominated and advocated on behalf of prospective students for competitively awarded university and ESRC scholarship funding. This funding, in the case of UK students, can cover tuition and provide a basic stipend. Funding for international students through these routes is more limited and generally only covers a relatively small portion of their expenses (usually some of the tuition). In all cases, students seeking funding should apply early in the academic year. Most university and ESRC funding decisions are made by April so in order to be considered a complete application is recommended by the end of January. We are happy to support applications for external funding by prospective students, for example by providing letters of support for this purpose.

WRoCAH studentships  The White Rose College of the Arts & Humanities (WRoCAH) is a Doctoral Training Partnership of the Universities of Leeds, Sheffield and York. It is responsible for the distribution of AHRC-funded studentships for these universities and for the coordination of a doctoral training programme.  WRoCAH is able to offer over 50 AHRC studentships per year to candidates with a place for doctoral study at the Universities of Leeds, Sheffield or York. Applicants for an AHRC studentship must have applied for a place of study in an eligible School, Department or Centre and may only apply for funding at one of Leeds, Sheffield or York. The studentship application form and details of how to apply are only available from the WRoCAH website .

The Ph.D Programme in Human Rights, Society and Multi-level Governance is a three-year, interdisciplinary academic programme offered by the University of Padova (Italy). The administrative structure is the Human Rights Centre “Antonio Papisca” of the University of Padova.

PhD graduates gain a multi/interdisciplinary profile in human rights studies, with a major in politics, law, sociology, psychology, economics or philosophy. The programme includes learning, research and training activities, is open to different approaches and methodologies, and has global geographical scope.

The scientific design of the doctoral programme is characterized by its multi- and inter-disciplinarity. Law, politics, economics and sociology are the main disciplines involved. Both theoretical perspectives and practical analyses will be given relevance in the overall approach.

Research will delve into the areas of human rights concern and will critically assess the effectiveness and consistency of doctrines and practices as well as their impact. Accordingly, the focus is on the global dimension (i.e. the UN and UN family legal frameworks, institutions, policies and practices); the European regional context and its global impact, as well as other regional systems; the national governance structures (possibly with a comparative approach); the local community actors and dynamics (i.e. cities, regions, transboundary territories).

From an psychological and developmental perspective, the research lines, concern how to construct ways to think of the future as life design, decent work, and growth; how contextual barriers, often not very evident, stifle thought, reflection, and future design; attention to approaches and dimensions that shed light on the traps between persons and their rights, to release new energies and promote the construction of inclusive and sustainable projects for the future. Another specific research line will address palliative care and quality of life.

Students will be trained in case-analysis, project setting and problem-solving. They will acquire research skills and analytical competences to address the socio-political challenges posed by the processes of implementation and contextualization of human rights standards and policies.

Doctoral graduates will possess the competence and the skills required for a research and teaching career in Academia, and for research positions in public and private organization. The doctoral degree allows graduates to compete for high-level positions in public and private institutions, including intergovernmental organizations, and to perform operative functions as legal officers, project managers, research and development staff as well as specialized field officers. They will have the skills to advise and assist public and private bodies in implementing complex human rights programmes in areas such as education, communication, cultural mediation, social planning, etc. in the framework of human development, human security and social cohesion strategies

Doctoral Studies

Lund University is the only university in Sweden to offer a Phd-programme in the multidisciplinary field of Human Rights. The programme covers four years of full time studies (240 credits). The programme is convened by Human Rights Studies at the Department of History.

The research field integrates historical, philosophical, legal, and political perspectives on the study of human rights, their circumstances, challenges and role in our current times. Current areas of study are state and non-state agency, historiography and conceptualizations of human rights, minority protection, human rights in school curricula and teaching practice, women’s rights, rights and activism, children’s rights, political resistance, and rights discourses in civil society.

Eligibility

In order to satisfy the general eligibility requirements for admission to Doctoral studies the applicant must have completed an academic degree on advanced level (one or two year master), or completed courses amounting to 240 Swedish university credits (of which at least 60 credits on advanced level), or equivalent. In order to satisfy the special eligibility requirements for Doctoral studies in Human Rights, two of the applicant’s prior years of study (120 credits) must have clear relevance for the field of human rights studies and for the planned dissertation project. The applicant must also have completed a thesis on master level (at least 15 credits) clearly oriented within the field of human rights.   Read more in our general syllabus .

Committee on Human Rights of Mathematicians

Summary of Committee Charge The AMS is committed to speaking whenever mathematicians are deprived of the opportunity to practice their profession due to violations of the freedoms enumerated in the Universal Declaration of Human Rights and the Affirmation 1 adopted by the U.S. National Academy of Sciences. This Committee will assist the Society in such matters by reviewing alleged violations of human rights of mathematicians and by recommending appropriate action to the AMS. For this purpose, a mathematician is a person professionally engaged in a mathematical science (such as pure mathematics, applied mathematics, mathematical statistics, computer science, or operations research) or trained for such activity.

Recent cases, the case of azat miftakhov, latest update: .

Azat Miftakhov is a mathematics PhD student at the Moscow State University in Russia who was arrested in February 2019 on putative vandalism charges related to a political protest action in Moscow in January 2018 and had been held since his arrest. Credible reports indicate that Miftakhov has been subjected to serious mistreatment and even torture while in prison .  A Russian human rights group "Memorial" considers Miftakhov a political prisoner . Miftakhov’s trial finally took place in the second half of 2020. The prosecution deployed testimony from "secret" government witnesses, including a key witness who apparently died in January 2020 but whose testimony was nevertheless admitted at trial . On January 18, 2021 the Golovinsky District Court in Moscow found Azat Miftakhov guilty of the charge of hooliganism and sentenced him to 6 years imprisonment , to be served in a general regime prison colony. Prior to the verdict, over 50 members of the Russian Academy of Sciences published an open letter in support of Azat Miftakov . Miftakhov's lawyers appealed, but the verdict and his sentence were upheld by the Moscow City Court on June 9, 2021. Unfortunately, in July 2021, Miftakhov was moved to the Correctional Colony number 17 in Omutinsk in Kirov Province , known for mistreatment and torture of prisoners by the authorities. On April 21, 2022 a cassation court in Moscow held a hearing on Miftakhov's appeal and reduced his sentence by only three months. There have been several concerning reports about increasingly severe and frequent punishments that Azat has received at the Correctional Colony 17, including solitary confinement twice for a number of days on two occasions. Due to his disclosure that he is bisexual, his prison status has been reduced to the lowest caste of prisoners, thus subjecting him to yet more forms of abuse. Azat was released for a few minutes on September 4, 2023, but was immediately arrested once again on a new fabricated criminal charge. The international mathematical community is very concerned for his safety and health and remains committed to fighting for his permanent release. There is a letter circulating to the International Mathematical Union Executive Committee calling for his immediate and unconditional release. Russian mathematicians can still sign on to this  open letter to support Azat Miftakov. September 5, 2023

The case of Mikhail Lobanov

Mikhail Lobanov, a former math professor at Moscow State University (MSU), was arrested on March 21, 2020 in Moscow, Russia. He was one of several people arrested that day for holding a single-person picket -- his in support of Azat Miftakhov, a PhD math student at MSU held under arrest in Moscow since February 2019 on a putative vandalism charge. As  reported by the Scholars at Risk network , Lobanov was arrested in front of the main MSU building while holding a sign that called for Miftakhov’s release. Lobanov was charged with violating a Russian federal law governing rallies and was released later in the evening of March 21. In June 2020, a district court in Moscow convicted Lobanov of violating that federal law and fined him 10,000 roubles. Lobanov was fired from Moscow State University in June 2023, and in early July 2023, he fled Russia when his arrest was imminent. He was charged with being a “foreign agent”, apparently due to his opposition to the war in Ukraine. His present whereabouts are unknown, but he is trying to appeal this charge with Russian officials. According to several sources, Lobanov plans to create an opposition movement while in exile.  August 9, 2023

Cases of Human Rights Violations in Egypt

There have been a number of reports of disappearances and detention of human rights activists in Egypt. 

  • Manar Adel Abu Elnaga -- In March 2019, Manar Adel Abu Elnaga, assistant lecturer in mathematics at Tanta University in Alexandria, her husband Omar Abdel Hamid Abu Alnaga, and their 11-month old son were abducted from their home by Egyptian security forces. Although it was reported that she had been arrested in February of 2020, nothing was known to their family of their whereabouts until February 20, 2021, when she and her child appeared in court charged with joining and funding a terrorist organization. After interrogation, Manar was taken to al-Qanater women's prison for pre-trial detention of unknown duration. As her son is now three years old, he was separated from his mother because children over two years old are not permitted to remain in prison with their mothers; he is now living with an aunt. On March 1, 2021, eight Egyptian human rights organizations called for the release of Manar and disclosure of her husband's whereabouts. There is currently no news of a response.   March 8, 2021
  • Eight human rights organizations issued a statement on March 10, 2021 condemning Egypt's public prosecution for failing to address complaints of torture and other violations for prisoners in detention. Early in March, Alaa Abd-El-Fattah -- blogger, software developer, pro-democracy activist and son of Egyptian mathematician  Laila Soueif . He has been under arrest and continuous detention since September 2019 and was sentenced to five years in prison in December 2021 charged with "spreading false news undermining national security." He had testified in court that he "heard prisoners being tortured by electrocution from his cell." According his sister Mona Seif, the family filed a complaint with the public prosecution regarding his testimony but did not receive a response. The Ministry of Interior then issued a statement specifically denying that there is torture in Egyptian prisons and threatening legal action against Mona Seif. Laila Soueif's other daughter Sanaa Seif , also a noted human rights activist, was arrested by the Egyptian police in June 2020 while trying to visit a public prosecutor's office concerning her brother's treatment and was sentenced in March 2021 to 18 months in prison for "spreading false news about the Covid pandemic" and "using Facebook to terrorize people." She was released from prison in December 2021. Alaa Abd-El-Fattah remains imprisoned and fighting for basic rights , including being able to receive reading materials. He began a hunger strike in April 2022. Laila Soueif is a professor of Mathematics at the University of Cairo and she continues to advocate for the release of her daughter.  Updated January 13, 2022

News and Information on Human Rights

  • Dmitry Ivanov, a mathematics student at the Moscow State University, was sentenced to 8.5 years in a penal colony. He has been in detention since 2022 and was convicted of spreading "false" information about the Russian military. Specifically charged with making and reposting social media posts criticizing Russia's war in Ukraine.  March 7, 2023
  • Tuna Altinel, a Turkish mathematician at the Université de Lyon, France, has once again had his passport invalidated. On April 26, 2022, a Turkish appeals court ruled against him based on an unknown inquiry and according to Turkish administrative law, the decision of the appeals court is final. This despite being acquitted of all "terrorism-related charges" in January 2020 by a Turkish administrative court in Bursa. Altinel served 81 days in detention and many months of trial proceedings prior to his initial acquittal simply for exercising his freedom of speech. With the aid of his legal counsel, he plans to appeal this most recent ruling at the Constitutional court, which is the last remaining appeal he can make in Turkey before taking his case to the European court of human rights.  May 11, 2022
  • A number of mathematicians have been among the more than 5,000 said to have been detained or arrested in more than 90 Russian cities for participation in largely peaceful protests over the sentencing of political dissident Alexei Navalny . These mathematicians include  Alexander Kuznetsov , professor in the Higher School of Economics and at the Steklov Institute and corresponding member of the Russian Academy of Science. He was arrested along with his daughter at a Navalny protest rally on January 31. He was held for several days and subsequently fined 15,000 rubles and released. Anna Wellikok, a St. Petersburg State University graduate and new instructor at the Big Data and Information Retrieval School, was convicted of retweeting a call to a Navalny demonstration and sentenced to 14 days administrative arrest and removed from her school’s faculty list. Others include Vasily Mokin, a former Mathematical Olympiad gold medal winner who studied at Moscow State University; Pavel Thomas, a graduate of the Higher School of Economics Faculty of Mathematics, sentenced to seven days in jail; and mathematics student Ilya Dumansky, sentenced to 10 days of administrative arrest. Other students detained include Yuri Arutyunov, Daniel Kopytov and Andrey Pereveev. There are uncorroborated reports of harsh measures taken against protesting students and professors and most Russian universities warn against taking part or they could face being expelled and possible criminal liability. Israeli units committed ‘gross violations of human rights’ prior to Oct. 7, State Department says

F ive Israel Defense Force units committed “gross violations of human rights” outside of the Gaza Strip prior to the Oct. 7, 2023, Hamas attack that killed hundreds, the State Department announced Monday.

Four of the IDF units have been “remediated” by Israel, a spokesman said, adding an unidentified fifth unit is still subject to review about whether the US should impose penalties — including cutting off military training, equipment and other aid.

“We continue to be in consultations and engagements with the Government of Israel. They have submitted additional information as it pertains to that unit,” State Department principal deputy spokesperson Vedant Patel told reporters.

Under the Leahy Laws, the US is bared from assisting military units accused of violating human rights law.

On April 19, Secretary of State Antony Blinken said he had made “determinations” on accusations of human rights violations in the West Bank, triggering speculation that sanctions were imminent.

However, in a letter last week to House Speaker Mike Johnson (R-La.), Blinken revealed that the department had received new information about the fifth unit, widely reported to be the Netzah Yehuda battalion — made up primary of ultra-Orthodox nationalist Jews.

Patel stressed Monday that the State Department was not prepared to publicly announce any sanctions.

“The government of Israel has submitted additional information. We are currently reviewing it,” he said. “We’re engaging with them in a process and we’ll make a decision from there when that process is complete.”

Patel was coy about the timeline of events and when a final decision on sanctions would be made.

“The standard of remediation is that these respective countries take effective steps to hold the accountable party to justice. And that is different on a country-by-country basis,” he said.

Patel also underscored that the incident “does not have a bearing on the broader security relationship” between the US and Israel.

Reporters grilled Patel about whether the State Department was itself in compliance with the Leahy Laws by giving Israel an opportunity to remediate the situation, forcing the spokesman to deny that the Jewish state was receiving “special treatment” from Washington.

The Netzah Yehuda battalion was accused of wrongdoing in the death of 78-year-old Palestinian American Omar Assad, who died of a heart attack in January 2022 following his arrest at an Israeli military checkpoint.

A subsequent IDF investigation concluded that Assad’s death  was “a grave and unfortunate event, resulting from a moral failure and poor decision-making on the part of the soldiers” who declined to check on Assad after he lost consciousness.

Johnson lashed out at the Biden administration last week over reports that it was mulling sanctions against the IDF unit.

“We heard a rumor of this before our [aid] bill was  actually brought for a vote in the House , I mean, hours before,” Johnson told conservative radio host Hugh Hewitt last week, referring to a $26 billion package to assist Israel and the Palestinians.

“And I’ll tell you what I did, Hugh, and I don’t, I guess I’m breaking news here,” Johnson went on. “No one knows this. But I called the White House immediately and talked with Jake Sullivan, and [Secretary of State] Tony Blinken was overseas at the moment.”

“I am very hopeful that they won’t try to proceed on that. If they do, we’ll intervene.”

The State Department announcement came down after reports emerged that the International Criminal Court is considering levying war crimes charges against Israeli leaders over the conduct of the war against Hamas in the Gaza Strip

“On this investigation, our position is clear,” Patel said. “We continue to believe that the ICC does not have jurisdiction over the Palestinian situation.”

The Israeli Embassy in Washington did not immediately respond to a request for comment.
