UGC Simplifies Eligibility Criteria for NET and PhD; Students with 4-year bachelor’s degrees can get direct PhD entry

UGC Chairman Jagadesh Kumar announced significant changes to the eligibility criteria for the National Eligibility Test (NET) and PhD pursuit. Effective immediately, students with four-year undergraduate degrees are now eligible to directly sit for the NET, according to a statement released by the UGC.

This adjustment allows students with four-year undergraduate degrees to pursue a PhD in any subject, regardless of the discipline of their bachelor’s course. Moreover, candidates with an impressive academic record of 75% aggregate marks or equivalent grades can now directly seek admission to PhD programs, expanding opportunities for academic advancement.

“The candidates with four-year undergraduate degrees can now directly pursue PhD and appear for NET. Such candidates are allowed to appear in a subject in which they want to pursue a PhD irrespective of the discipline in which they have obtained the four-year bachelor’s degree,” Kumar told PTI.

“The candidates having passed a four-year or eight-semester bachelor’s degree programme should have a minimum of 75 pc marks in aggregate or its equivalent grade on a point scale wherever the grading system is followed,” the UGC chairman said.

These revisions mark a significant shift in the eligibility requirements for NET and PhD programs, aimed at providing greater opportunities for qualified students and promoting inclusivity within higher education.

With this NTA has also introduced some very major changes that are exciting and interesting.

Candidates who are new to UGC NET, let us explain it briefly for you. 

NTA (National Testing Agency) body conducts the UGC NET (National Eligibility Test) for JRF (Junior Research Fellowship) and Assistant Professor jobs. 

It is important for any looking to making a career as an assistant professor or a researcher to qualify UGC NET exam. 

There are total 83 subjects in UGC NET exams. 

Almost all subjects in humanities, languages, commerce, management, and some science subjects such as computer science, electronic science, forensic science and other social sciences and environmental subjects are covered. 

However, for the core science subjects you will need to appear for NET exam conducted by CSIR (Council of Scientific & Industrial Research). 

UGC NET exam is conducted each year twice – one in June month and other in December month. 

Furthermore, the exam consists of two paper – Paper 01 General and Paper 02 subject paper.

  • OMR exam mode (Computer-Based-Test mode removed) earlier UGC NET exam was conducted in CBT (computer based test) mode.

As per the UGC NET June 2024 notification, there is new category introduced, which is Category 03 – Admission to PhD only.

Following is the break up of eligibility qualification in UGC NET: 

Important details related to categories: 

  • Category 01 – JRF qualified candidates will get PhD admission only the basis of interview and exempted from entrance tests.
  • Category 02 and 03 candidates will also be exempted from PhD entrance tests for admission.
  • Category 02 and 03 candidates NET qualification will get them 70% weightage in PhD admission and rest 30% will depend upon interview or viva-voce performance.
  • Category 02 and 03 candidates marks will be valid for only 1 year for PhD admissions.

As per the UGC NET June 2024 notification, the mode of examination has been changed from CBT (Computer Based Test) mode to OMR based mode. This is a big change. Now candidates will get to attempt UGC NET June 2024 exams in pen or pencil-paper mode. Apart from this, there are no changes.

As per the notification for UGC NET June 2024, following is the eligibility criteria: 

  • Any Masters degree with minimum 55% (50% marks in case of OBC NCL, SC, ST, PwD and third gender)
  • Masters degree final year result awaited candidates are eligible to apply, however, they will need to prove above eligibility within 2 years for NET and JRF and 1 year for PhD admission
  • 4-year UG degree holders with minimum 75% marks are eligible to sit for exam and qualify for JRF and PhD not for assistant professor job
  • Candidates in their final year 4-year UG degree are eligible to apply provided they prove their eligibility as given above within 2 years for JRF and 1 year for PhD admission
  • Age limit for JRF is 30 years and there is not age limit for NET and PhD admission

UGC-NET: The University Grants Commission (UGC) Chairman, Jagadesh Kumar, has announced a significant change in eligibility criteria for pursuing PhD and appearing for the National Eligibility Test (NET). 

Under the new guidelines, students with four-year undergraduate degrees are now eligible to directly pursue PhD and appear for NET, a departure from the previous requirement of a master’s degree, news agency PTI reported. This change opens up opportunities for students who have completed a four-year bachelor’s program to enter the research domain without the intermediary step of obtaining a master’s degree.

To qualify for PhD and NET, candidates with four-year undergraduate degrees must have attained a minimum of 75% marks or equivalent grades in their undergraduate course. This requirement applies regardless of the discipline in which the bachelor’s degree was obtained. Previously, NET candidates needed a master’s degree with a minimum of 55% marks, but this new directive expands access to doctoral studies.

Mr Kumar emphasized that candidates with four-year undergraduate degrees can now pursue PhD in their chosen subject, irrespective of the discipline of their bachelor’s degree. Additionally, he outlined the specific criteria for eligibility, including the minimum percentage of marks required for consideration.

Furthermore, the UGC chairman highlighted the provision for relaxation in marks for certain categories of candidates, such as those belonging to SC, ST, OBC (non-creamy layer), differently-abled individuals, economically weaker sections, and other designated groups. This provision aims to ensure equitable access to higher education opportunities.

Overall, these changes represent a significant step towards broadening access to doctoral studies and research opportunities, aligning with efforts to promote inclusivity and diversity in higher education.

UGC NET- Dates Announced

The National Testing Agency has announced the dates for the registration for UGC NET June 2024. The registration begins on April 20, 2024, and the last application date is May 10, 2024. Candidates who want to apply for NET can visit the UGC NET official website – ugcnet.nta.ac.in.

The examination fee submission deadline is May 11 to May 12, 2024. The correction window will open on May 13 and be accessible until May 15, 2024.

Students with four-year undergraduate degrees can now directly appear for NET and pursue PhD, according to University Grants Commission (UGC) Chairman Jagadesh Kumar. To pursue a PhD with or without a Junior Research Fellowship (JRF), the candidates will require a minimum of 75 percent marks or equivalent grades in their four-year undergraduate course.

So far, a candidate for the National Eligibility Test (NET) needed a master's degree with a minimum of 55 percent marks. The exam this year will be conducted in offline mode instead of a Computer-Based Test. Tests for all subjects will be conducted on June 16.

"The candidates with four-year undergraduate degrees can now directly pursue PhD and appear for NET. Such candidates are allowed to appear (for tests) in a subject in which they want to pursue a PhD irrespective of the discipline in which they have obtained the four-year bachelor's degree," Kumar told PTI.

"Candidates having passed a four-year or eight-semester bachelor's degree programme should have a minimum of 75 percent marks in aggregate or its equivalent grade on a point scale wherever the grading system is followed," the UGC chairman said.

A relaxation of five percent marks or its equivalent grade may be allowed for those belonging to SC, ST, OBC (non-creamy layer), differently-abled, economically weaker sections and other categories of candidates as per the decision of the UGC from time to time, he added. UGC-NET is an exam to determine the eligibility of Indian nationals for the "award of Junior Research Fellowship and appointment as assistant professor", "appointment as assistant professor and admission to PhD" and "admission to PhD only" in Indian universities and colleges.

NEW DELHI: The University Grants Commission (UGC) has issued a clarification on the eligibility criteria for promotions under Career Advancement Scheme (CAS) in terms of guiding PhD scholars. The commission in a meeting made the clarification stating, "eligible permanent faculty members can guide PhD scholars during their probation period also."

UGC has requested all universities to adhere to CAS provision of promotion and comply with its decision. In a letter to all universities, Professor Manish Joshi, UGC secretary, stated: "This has reference to the queries from various stakeholders/universities seeking clarification with regard to the terms of eligibility criteria for guiding PhD scholars. In this connection, the UGC, in its 565th meeting held on January 20, 2023, discussed the eligibility criteria for guiding PhD scholars."

Earlier UGC clarifies eligibility criteria on the CAS provision of promotion regarding “evidence of having guided at least one PhD candidate" and "evidence of successfully guided doctoral candidate". The commission also resolved queries regarding the eligibility of promotions of university teachers.

New Delhi: The University Grants Commission (UGC) has revised the rules for admission to PhD programmes by including an entrance test for admission, apart from qualification through the existing National Eligibility Test (NET), ThePrint has learnt. The idea is to “reorient” PhD programmes across the country, officials said. 

NET/JRF (Junior Research Fellowship), conducted by the National Testing Agency (NTA), is the exam that tests a student’s eligibility to enrol for a PhD in Indian universities. But now, 60 per cent of the total seats of the academic year for a PhD programme shall be filled by NET/JRF qualified students. The remaining 40 per cent shall be filled through the university/common entrance test.

The draft of the revised regulations — ‘UGC (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2022’ — was approved in a commission meeting held on 10 March, UGC chairman M. Jagadesh Kumar confirmed to ThePrint. The document has been accessed by ThePrint.

The rules will soon be put on the official UGC website and made public. Based on the public feedback, the commission will finalise the regulations and send it to the Union Ministry of Education for approval.

For those who have qualified through NET/JRF, the selection will be based on interview/viva-voce. 

For candidates who have passed the entrance test, the selection shall be evaluated in the ratio 70 (written test) to 30 (interview). 

“Merit list for both shall be separately published. In case of unfilled seats in either of the categories, candidates from other categories can be requisitioned to fill up the vacant slots,” reads the policy document.

Syllabus, qualifying marks, selection of research area

The syllabus of the entrance test shall consist of questions that test research/analytical/ comprehension/quantitative aptitude of a candidate, the document reads. It will be conducted by individual universities and colleges that have been permitted to do so. 

The university concerned shall devise its own admission procedure, along with eligibility conditions, to ensure that most of the seats under these categories are filled. 

“Qualifying marks in the entrance test will be 50 per cent, provided that a relaxation of 5 per cent of marks (from 50 per cent to 45 per cent) shall be allowed for candidates belonging to SC/ST/OBC (Non-creamy layers)/Differently-abled category in the entrance examination conducted by the universities,” the document states. 

“An interview/viva-voce has to be organised by the university/college concerned wherein the candidates are required to discuss their research interest/area through a presentation before a duly constituted departmental research committee,” it adds. 

The interview/viva-voce shall also consider whether the candidate possesses the competence for the proposed research, if the research work can be suitably undertaken at the institution/college and whether the research topic is relevant. 

The document also says that “selection of the area of research will get a special focus”.   

“Research on socially relevant/locally need-based/ nationally important/globally significant/create value to the society or in cutting edge areas or contribute to new/additional knowledge in the areas of emerging concerns worldwide will be encouraged,” the policy document adds. 

Obligations of supervisors

The revised policy document also has new sections on a supervisor’s obligations. The rules include that the supervisor should guide PhD candidates on whether the PhD project is feasible within the allotted time, explore the possibility that the project could lead to new results on a sufficiently high level to form the basis for a PhD thesis at an international level, and if there is enough time for the PhD student to have a realistic opportunity of submitting the PhD thesis on time.

“A good PhD programme requires that from the start of the PhD education there is a good working relationship between the student and the supervisor, in which the PhD student and the supervisor can reach an agreement on the demands and expectations placed on each other,” the document states. 

It adds that the supervisor is also responsible for being in regular contact with the PhD student, serving as a sounding board for the research project, advising the student about relevant courses and conferences and assisting the student in establishing contacts with relevant national and international centers of research.

According to the new rule, 60% of the PhD seats in affiliated universities must be filled by UGC NET or JRF-qualified students. UGC Regulations for Eligibility of Assistant Professor, JRF, and Ph.D. Degree Holders

According to the UGC Regulation 2022, the minimum eligibility criteria for the assistant professor, JRF or equivalent posts in the UGC Approved Universities  are as follows:

SET/SLET qualified  NET certificates  and a Master's degree.

Minimum 55% marks in post-graduation for the recruitment of teachers or Ph.D. programs in universities or colleges.

A person whose M.Phil thesis has been evaluated and viva voce is pending, may admit to the PhD program of the same institution.

Note -  If you have a PhD degree (before 2009), then you will be exempted from the requirement of NET/ SLET/ SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities.

UGC Guidelines for Selection of Assistant Professor and Other Teaching Staff

As per the guidelines for the appointment of Assistant Professor 2022, the selection committee in the universities shall have the following members:

1. Vice-Chancellor shall be the Chairperson of the Selection Committee.

2. If required, an academician can be nominated by the Visitor/Chancellor.

3. Three experts of the concerned subject nominated by the Vice-Chancellor whose names are approved by the relevant statutory body of the university.

4. Dean of the concerned faculty (Not compulsory).

5. Head/ Chairperson of the Department/ School.

6. An academician, representing SC/ST/OBC/Minority/Women/PwD categories, only if any of the above members of the selection committee do not belong to that category.

7. At least four members, including two outsiders, subject experts shall constitute the quorum.

How the Selection Process of Assistant Professor takes place?

1. To be selected, the latest UGC Guidelines for an assistant professor say that you must submit the bio-data in a prescribed format of the respective university along with a copy of significant publications.

2. As per the UGC New Guidelines 2022 for Ph.D., the institutes release the prescribed notification of admission process for Ph.D.

The admission process consists of various steps like admission test, interview, document verification, etc.

3. According to new UGC Regulations, no university, institution, and college can conduct PhD Programs through distance education mode. However, part-time PhD will be allowed if UGC PhD Regulations 2022 are followed by institutes.

Note: As per the draft policy of new UGC Regulations, a PhD degree will be a major requirement to become an assistant professor at the university level from 2022.

However, NET would not be required for those who have completed their Ph.D. from the universities ranking among the top 500 in the world as per Quacquarelli Symonds (QS), the Times Higher Education (THE), or the Academic Ranking of World Universities (ARWU).

Pay Scale - UGC Regulation 2022 for Assistant Professor’s Salary and Promotion

The lectureship is one of the noble professions for decades. You can get attractive pay scales & job allowances after being recruited as an Assistant Professor.

Below, you can check the UGC Guidelines for Assistant Professor 2022 pay scale:

1.) The formula of the 7th CPC is followed in the academic pay structure for lecturers and equivalent posts.

2.) Increment: The annual increment is given in the pay matrix at 3% rounded off to the nearest 100.

3.) Promotion: When an individual gets a promotion, he/she would be given a notional increment in his/her existing academic level of pay.

4.) Allowances: The allowances given to Central Government employees will depend on the Ministry of Finance as per the decision of the Government of India.

Important Note: As per the media reports, Finance Minister, Dr. Thomas Isaac, has signed the order to double the salary of guest lecturers in government and aided colleges.

UGC NET or JRF qualified lecturers will get a minimum of Rs. 1750 per day and a maximum of Rs 43,750 for 25 working days in a month. Those without UGC qualifications will get Rs. 1600/day and a maximum of Rs 40,000 per month.

UGC New Guidelines for Promotion of Assistant Professor

UGC or the respective organization may provide a start-up grant to teachers and other non-vocational academic staff for research after their appointment.

The research promotional grant provided is as follows:

INR 3.0 lakhs in Social Sciences, Humanities, and Languages.

UGC Regulation for Workload of an Assistant Professor

1. the working hours of the teachers in full employment should not be less than 40 hours a week for 30 working weeks (180 teaching days) in an academic year.

2. It necessary for the teachers to be available for at least 7 hours daily in the University/ College as follows:

At least 2 hours for mentoring of students (minimum 15 students per coordinator) for Community Development/ Extra-Curricular Activities/ Library Consultation in case of undergraduate courses.

At least 2 hours for research in case of postgraduate courses, for which necessary space and infrastructure should be provided by the University/College.

3. The minimum direct teaching-learning process hours should be as follows:

 Assistant Professor - 16 hours

 Associate Professor and Professor - 14 hours

4.  A relaxation of 2 hours in the workload may be given to Professors, Associate Professors who are actively involved in extension activities, administration.

Samir V Kamat, DRDO chairman, obtained his BTech (Hons) in 1985 from IIT Kharagpur and, in the next three years, completed his PhD from the Ohio State University in 1988. Amit Kumar at IIT Delhi did his BTech from IIT Kanpur in 1997 and obtained his PhD in 2002 from Cornell University. He is a Bhatnagar Award winner. Once we provide the opportunity to the passionate students among these to move into a PhD programme after their UG degree, they will have the chance to blossom into outstanding teachers or researchers.

By keeping our University educational system too rigid, we are only keeping many talented students from reaching the pinnacle of their real potential. That is why the University Grants Commission (UGC) has announced the new four-year UG programme and flexible PhD regulations permitting these students with four-year UG degrees to join PhD programmes.

There is an erroneous belief that UGC has done this to produce more PhDs.

Getting into a PhD programme is also a long commitment requiring determination and hard work. The option of doing a PhD is only for those with the potential, passion, and focus for high attainment in a specific discipline. The goal of UGC in permitting students after a UG degree into PhD programmes is not numbers but quality.

As per NEP 2020, the four-year undergraduate programme offers an honours degree, with the last year dedicated to research or an honours degree with a primary focus on coursework. The new regulations will permit students from both categories to join PhD degree programmes. But how can students who have not chosen the research path in the fourth year be admitted to a PhD programme? After a four-year course-based UG programme, the student may work on an industry or university research project and gain research experience. Such students, too, should get an opportunity to join a PhD programme without being forced to do a PG degree. Or they can be trained in research methods during the beginning of their PhD programme.

In the UGC’s new PhD regulations, anyone who has completed a four-year bachelor’s degree programme in any discipline with a minimum of 75 per cent marks in aggregate or its equivalent grade is eligible for a PhD programme. UGC prescribes only the minimum qualifications for admission to a PhD programme. Universities can raise the bar to ensure that only the deserving are admitted to PhD programmes.

The four-year bachelor’s degree programme introduced in our university system is designed to equip the students with complex problem-solving, critical thinking, creative thinking, and communication skills. This training will accompany rigorous specialisation in a chosen disciplinary or interdisciplinary major and minor subject area.

A research study on the Nobel Prizes in chemistry, physiology, or medicine between 1901 and 2003 indicates that the majority of the winners who discovered their prize-winning results were aged between 31 and 40. Our creativity declines with ageing in most of us. India has almost 250 million students between 15 and 25 years old. The best among these need to be encouraged to get into research and innovation at an early age after their UG degree when their creativity levels are on an ascending trajectory if India has to become a world leader in research and innovation.

The commission has further requested all the universities to follow the CAS provision of promotion and also comply with its decision

The University Grants Commission (UGC) has issued a clarification over the eligibility criteria for promotions under Career Advancement Scheme (CAS). The clarification comes after the UGC received several queries from stakeholders in regard to the terms of eligibility criteria for guiding PhD Scholars.

“Eligible permanent faculty members can guide Ph.D. scholars during their probation period also,” the commission said in a notice. UGC discussed the matter in its 565th meeting that was held on January 20. The commission has further requested all the universities to follow the CAS provision of promotion and also comply with its decision.

Earlier in January, UGC had released a clarification on the eligibility criteria for CAS promotions of university teachers from academic level 12 to academic level 13A and level 13A to academic level 14. The commission made the clarifications concerning the terms “Evidence of having guided at least one PhD candidate” and “evidence of successfully guided doctoral candidate”. In a meeting in November last year, the commission also resolved queries regarding the eligibility of promotions of university teachers.

What is CAS?

Career Advancement Scheme as the name suggests means career advancement procedure that has been adopted by the universities as per UGC regulations. This scheme will apply for advancement of careers of teachers at the university. It is an essential factor of a structure wherein an individual faculty member can move to a higher post and/or pay in the absence of a clear vacancy.

To apply for CAS, a candidate must hold a PhD degree in the subject concerned/allied/relevant discipline. Should have completed a minimum of ten research publications in the UGC-listed journals out of which three research papers ought to have been published during the assessment period. They should also have evidence of successfully guiding doctoral candidates.

Meanwhile, earlier this week, Union Education Minister Dharmendra Pradhan launched a Self-Assessment Test and Help for Entrance Exams platform called SATHEE. This self-paced assessment platform has been created by the University Grants Commission (UGC), the Indian Institute of Technology (IIT) Kanpur and the Ministry of Education (MoE).

The SATHEE platform was developed for students to prepare for all kinds of competitive exams such as the National Eligibility cum Entrance Test (NEET), Joint Entrance Examination (JEE), and others that take place in the country.

Four-year degree holders can directly pursue PhD: UGC

S tudents with four-year undergraduate degrees can now directly appear for the National Eligibility Test (NET), as announced by UGC Chairman Jagadesh Kumar. This change aims to simplify the process for those interested in pursuing higher education.

In addition, individuals scoring a minimum of 75% aggregate marks or equivalent grades can now embark on a PhD journey. This alteration in eligibility criteria opens doors for more qualified candidates.

According to Kumar, those with four-year undergraduate degrees can sit for the NET and pursue a PhD, irrespective of their bachelor's degree discipline.

"The candidates completing a four-year or eight-semester bachelor's degree program must achieve a minimum of 75% marks in aggregate or its equivalent grade," emphasised the UGC chairman.

Furthermore, UGC may relax the marks requirement by five percent for specific categories like SC, ST, OBC, differently-abled individuals, economically weaker sections, and others.

"The candidates with four-year undergraduate degrees can now directly pursue PhD and appear for NET. Such candidates are allowed to appear in a subject in which they want to pursue a PhD irrespective of the discipline in which they have obtained the four-year bachelor's degree," Kumar told PTI.

"The candidates having passed a four-year or eight-semester bachelor's degree programme should have a minimum of 75 pc marks in aggregate or its equivalent grade on a point scale wherever the grading system is followed," the UGC chairman said.

He also mentioned that a relaxation of five percent marks or its equivalent grade may be permitted for candidates belonging to SC, ST, OBC (non-creamy layer), differently-abled, economically weaker sections, and other categories as decided by the UGC.
