PhD in Counselor Education & Supervision: Overview

Welcome to the PhD in Counselor Education and Supervision (CES) page. Here you will find resources to assist you with completing the dissertation as a requirement for completing your Ph.D.

The capstone experience of the doctoral journey is the dissertation. Students are afforded an opportunity to develop their research agenda throughout their coursework, residency, and field experiences. Ultimately, each student works with a three-person dissertation committee. Students choose the chair and member of this committee, while the university appoints the remaining member.

The dissertation is a scholarly document intended to demonstrate the research competence of the author and to produce greater understanding of cultural, social, psychological, or physical phenomena. It is written in the formal language and style of its discipline or field of study, and it results from a comprehensive, logical, and ethical investigation. It will include five chapters:

  • Chapter 1—The research problem
  • Chapter 2—Literature review
  • Chapter 3—Research method(s)
  • Chapter 4—Findings
  • Chapter 5—Summary, conclusions, and implications

SECTION 6: DOCTORAL STANDARDS

Section 6: counselor education and supervision, a. the doctoral learning environment.

Doctoral degree programs in Counselor Education and Supervision are intended to prepare graduates to work as counselor educators, supervisors , researchers, and practitioners in academic and clinical settings. The doctoral program standards are intended to accommodate the unique strengths of different programs.

THE PROGRAM

  • The doctoral program consists of a minimum of 48 semester hours or 72 quarter hours of doctoral-level credits beyond the entry-level degree.
  • Doctoral programs (a) extend the knowledge base of the counseling profession in a climate of scholarly inquiry, (b) prepare students to inform professional practice by generating new knowledge for the profession, (c) support faculty and students in publishing and/or presenting the results of scholarly inquiry, and (d) equip students to assume positions of leadership in the profession and/or their area(s) of specialization.
  • Doctoral program admission criteria include (a) academic aptitude for doctoral-level study; (b) previous professional experience; (c) fitness for the profession, including self-awareness and emotional stability; (d) oral and written communication skills; (e) cultural sensitivity and awareness; and (f) potential for scholarship, professional leadership, and advocacy.
  • During the doctoral program admissions process, students’ curricular experiences are evaluated to verify completion of coursework including (a) CACREP entry-level core curricular standards, (b) CACREP entry-level professional practice standards, and (c) CACREP entry-level curricular requirements of a specialty area (e.g., addiction counseling, school counseling) so that any missing content can be completed before or concurrently with initial doctoral-level counselor education coursework.
  • Doctoral students must complete dissertation research focusing on areas relevant to counseling practice, counselor education, and/or supervision.
  • Doctoral programs require two core counselor education program faculty in addition to the minimum three core counselor education program faculty members required for entry-level programs.
  • Students in doctoral-level programs establish an approved doctoral committee and work with the committee to develop and complete a program of study.

B. DOCTORAL PROFESSIONAL IDENTITY

Doctoral programs in counselor education address professional roles in five doctoral core areas: counseling, supervision, teaching, research and scholarship, and leadership and advocacy. These five doctoral core areas represent the foundational knowledge required of doctoral graduates in counselor education. Therefore, counselor education programs must document where each of the lettered standards listed below is covered in the curriculum.

C. DOCTORAL LEVEL PRACTICUM AND INTERNSHIP

  • Doctoral students participate in a supervised doctoral-level counseling practicum of a minimum of 100 hours, of which 40 hours must be providing direct counseling services. The nature of doctoral-level practicum experience is to be determined in consultation with counselor education program faculty and/or a doctoral committee.
  • During the doctoral student’s practicum, supervision is provided by a counselor education program faculty member or an individual with a graduate degree (preferably doctoral) in counseling or a related mental health profession with specialized expertise to advance the student’s knowledge and skills.
  • Individuals serving as practicum supervisors have (1) relevant certifications and/or licenses, (2) knowledge of the program’s expectations, requirements, and evaluation procedures for students, and (3) relevant training in counseling supervision.
  • Doctoral students participate in an average of one hour per week of individual and/or triadic supervision throughout the practicum. When individual/triadic supervision is provided by the counselor education program faculty, practicum courses should not exceed a 1:6 faculty:student ratio
  • Group supervision is provided on a regular schedule with other students throughout the practicum and must be performed by a counselor education program faculty member. Group supervision of practicum students should not exceed a 1:12 faculty:student ratio.
  • Doctoral students are covered by individual professional counseling liability insurance policies while enrolled in practicum.
  • Doctoral students are required to complete internships that total a minimum of 600 clock hours. The 600 hours must include supervised experiences in at least three of the five doctoral core areas (counseling, teaching, supervision, research and scholarship, leadership and advocacy). Doctoral students are covered by individual professional counseling liability insurance policies while enrolled in a counseling or supervision internship.
  • During internships, the student receives an average of one hour per week of individual and/or triadic supervision, performed by a supervisor with a doctorate in counselor education or an individual with a graduate degree and specialized expertise to advance the student’s knowledge and skills.
  • Group supervision is provided on a regular schedule with other students throughout the internship and must be performed by a counselor education program faculty member.

Ed.D. Dissertations of Practice

As our program is tailored to the needs of working professionals, the culminating research project of the doctoral studies is the dissertation of practice. The dissertation of practice demonstrates the scholarly practitioner's ability to examine problems found within the practice through scholarly inquiry (i.e., a quantitative, qualitative, or mixed methods research project or a program evaluation project).

The topic for the dissertation of practice originates from a real-world issue or problem that is then explored, researched and analyzed. The document is designed to include the development of a publishable paper which can be utilized to further the scholarly knowledge of the field.

Successful defense of the dissertation of practice proposal serves as a candidacy examination. The defense must be completed within two semesters of completion of coursework.

Dissertation Committees and Support

A faculty member, in alignment with their research expertise and interest, is designated as your dissertation chair. Two additional committee members of your choosing will guide and support you through the dissertation process.

Faculty are committed to supporting you in making significant progress toward the dissertation each term. You will submit reports of progress at least twice a semester to their dissertation chair to ensure they are making progress toward degree completion. Dissertation chairs provide feedback and individual support throughout the semester.

Commitment and Timeline

Our students complete the dissertation within 2-5 semester terms. Students’ progress depends on their topic, research design, and ability to dedicate time toward their dissertation research.

Required Hours

Minimally, twelve credits of dissertation hours (HESA 799) need to be taken. Once you complete your coursework and start dissertation hours, you will remain continuously enrolled and take a minimum of 3 credit hours of dissertation hours per semester.

The Ph.D. in Counselor Education and Supervision is designed to provide doctoral-level preparation for professionals who seek higher education positions in counselor preparation programs and advanced clinical training and leadership positions in the counseling field.  A unique feature of this program is its emphasis on increasing knowledge, awareness, and skills in interacting with socially and culturally diverse populations.  The program addresses professional roles in five doctoral core areas:  (1) counseling, (2) supervision, (3) teaching, (4) research and scholarship, and (4) leadership and advocacy.  These five doctoral core areas represent the foundational knowledge required of doctoral graduates in counselor education.  Doctoral-level students in counselor education may work as counselor educators, counselor supervisors, direct service providers, program consultants, researchers, program evaluators, and in other roles that require leadership in the areas of counseling, human services, family development, and community organizations.  Potential employment settings include institutions of higher education, schools, hospitals, employee assistance programs, substance abuse treatment centers, community mental health agencies, and private practice centers.

The Ph.D. in Counselor Education and Supervision requires a minimum of 63 credit hours beyond those earned in an accredited master’s program of at least 48 credit hours.  Advance preparation is required in the following areas:

  • Implications of ways in which diversity (e.g., race, gender, age, religion, spirituality, ethnicity, mental/physical ability, nationality, and sexual orientation) influence counseling practice and counselor education
  • Theories pertaining to the principles and practice of counseling, career development, group work, and consultation
  • Clinical skill development in counseling, group work, and consultation
  • Theories and practice of counselor supervision
  • Design and implementation of quantitative research and methodology
  • Design and implementation of qualitative research and methodology
  • Models and methods of assessment and use of data
  • Ethical and legal considerations in counselor education and supervision
  • Instructional theory and methods relevant to counselor education

In addition to a 100-hour clinically based doctoral practicum, doctoral students participate in internship experiences of at least 600 clock hours that include teaching, supervision, and research.

Students also collaborate with faculty as a part of their Professional Development Plan in teaching, supervision, counseling services, research, professional writing, and service to the community, region, and profession.

Admission Requirements

Applicants should possess a CACREP-approved Master’s Degree in counseling with a cumulative GPA of 3.5 (on a scale of 4.0) or higher.  Students with master’s degrees requiring less than 60 credit hours or degrees from non-CACREP-approved Master’s programs may need to complete prerequisite courses.  All doctoral students accepted into the program who graduated from a CACREP accredited program prior to 2009 or who graduated from a non-CACREP accredited program must provide documentation of a graduate level substance abuse/addiction course or add a substance abuse/addiction course to their program of study.  At least one year of experience as a professional counselor is preferred.

The Ph.D. in Counselor Education and Supervision requires 63 credit hours of coursework, including the dissertation.  If students add the optional Concentration in Play Therapy, their program becomes 69 credit hours.

Admission to candidacy.

Students are considered candidates for the doctoral degree on successful completion of the Comprehensive Examination and acceptance of the Dissertation Proposal.

Students select a program advisor and committee by the end of their first fall semester in the program.  The program advisors assist students during the initial stages of the program, which includes developing a Program of Study aligned with the program plan in DegreeWorks for the catalog year in which the student entered the program, developing a Professional Development Plan, and identifying faculty whose research interests and expertise are congruent with students’ areas of inquiry for the dissertation.  The assistance of the advisor does not relieve students of responsibility for following departmental and University procedures.  Following the comprehensive exam, students select a dissertation advisor/chair and committee.  The program advisors continue to provide academic advisement to students through their program, regardless of whether they are part of students’ dissertation committee.

Comprehensive Exam

The main objective of the written portion of the qualifying exam is to ensure that the student is adequately prepared to write a dissertation to complete the Ph.D. degree requirements. Being prepared means the following:

  • Examinees must have completed all degree core content courses.
  • Examinees must be able to analyze and synthesize information obtained from coursework and research within a multicultural counseling context.
  • Examinees must demonstrate advanced knowledge in the core areas of counselor education.
  • Examinees must demonstrate competencies in research methodology and evaluation.

The comprehensive exam is a 2-day written exam administered on campus.

Dissertation Committee

A Dissertation Committee, comprised of at least five faculty members, will be formally appointed for each student after admission to candidacy. At least three committee members must be on the Counseling Program faculty and one member will be appointed by the Graduate School. A person outside the University may serve as a full member of the Dissertation Committee in situations where knowledge or expertise of a particular nature is desired. With the mutual consent of the student and the faculty member, a faculty member will be designated to serve as the Chair of the Doctoral Committee. Chairs of Doctoral Committees are specifically responsible for seeing that the student progresses in an expeditious manner towards completion of the degree. Chairs will assist students in organizing committee meetings, conducting original research, presenting the proposal, and organizing the dissertation defense. Eligible faculty are all tenured faculty (Professor/Associate Professor), as well as Assistant Professors who have been reappointed for their second term. Each appointed Committee Member will have both voice and vote on all relevant matters pertaining to a doctoral student’s progress towards the degree. At least four committee members must be present for the oral defense of the dissertation. The oral defense is considered satisfactory upon the positive vote of at least four committee members. Prior to and following the appointment of this committee, students are encouraged to work with faculty on dissertation ideas.

Dissertation

Each candidate for the doctoral degree is required to prepare and present a dissertation that shows independent investigation and is acceptable in form and content to the Dissertation Committee. A doctoral dissertation must demonstrate the candidate’s ability to conceive, design, conduct, and interpret independent, original, and creative research and must make a unique contribution to knowledge in the field of counseling. Under the direct supervision of the Doctoral Committee Chair, students are encouraged to consult regularly with their Dissertation Committee members during the planning, conducting and writing of the dissertation. Following the approval of the dissertation proposal students are required to maintain continuous enrollment (fall and spring semesters) for dissertation study until work is completed. Continuous enrollment begins on the date the Graduate School approves the student’s dissertation topic. Students who exceed the required number of dissertation hours for degree completion will register for GRAD 9999    each semester until degree requirements have been completed.

Internships

Doctoral students are required to complete a total of 600 clock hours of internship in the areas of teaching, supervision, and research.  Students and their doctoral advisors develop collaboratively components of their internship experiences in accordance with relevant CACREP standards.  

A Doctoral Practicum is taken in the first year of study. The practicum requires 100 hours over the course of a semester at an approved site in the community. The Practicum involves the acquisition of new skills and learning regardless of the site selected.

The Doctoral Program in Counselor Education and Supervision is designed to prepare culturally competent students to work as counselor educators, researchers, clinicians, and supervisors in academic and non-academic settings. In addition to establishing a core foundation in counseling and research, major emphasis is provided in the five core areas of counselor education: Counseling, Supervision, Teaching, Research and Scholarship, and Leadership and Advocacy. The primary educational objectives of the program are: a) to increase students’ knowledge of the role and functions of rehabilitation counselor educators, researchers, and counselors, b) to equip students with unique counseling and research skills to provide effective counseling, education, and research within a cultural context, c) to prepare students to obtain content knowledge in cultural diversity, social justice and advocacy, d) to equip students with knowledge, skills, and experiences to increase the body of research addressing diversity, social justice; and advocacy, and e) to prepare students to address professional issues and become leaders and researchers in counselor education and research through professional associations, publications, and professional development.

Additional Admission Requirements

  • Master’s in Counseling from a (CACREP accredited program), with an overall GPA of 3.5 or higher
  • Two years of work experience preferred
  • Statement of purpose: Describe career goals, research interests and a list of publications, professional and volunteer experience relevant to intended program of study, academic honors and organizations.
  • Three professional letters of recommendation must include letters from professor(s) from Master’s program and from supervisor(s) from professional settings
  • A current resume or curriculum vitae
  • Licensure and/or certification documentation
  • Submission of a 10-12-page writing sample
  • Interview: After initial review of all applications, the applicants with greatest potential are also expected to participate in a pre-admission interview with the Counseling faculty. Pre-admission interviews can include: (a) individual interviews, (b) group interaction with observation, and (c) on-site writing sample.

  • Critical Thinking: Students will develop skills and attitudes of effective thinking that employ the use of thoughtful reflection and logical inquiry to draw evidence-based conclusions as they relate to counselor education and supervision.

  • Written Communication: Students will demonstrate proficiency in their original written work and all academic and scientific writing.  This includes aaccurate implementation of APA formatting, consistent use of tenses, using the active voice and appropriate citation of sources.
  • Cultural Self-Awareness and Sensitivity: Students will demonstrate awareness of self, including knowledge of macro, micro, and meso ecological systems.
  • Cultural Humility: Students will demonstrate an understanding of the cultural context of relationships, issues, and trends in a multicultural society.
  • Counseling and Supervision Practice: Students will demonstrate an understanding of counseling practice including relevant theories, techniques and evidence-based practices, including advocay. 
  • Teaching Practice: Students will demonstrate proficiency in teaching, including understanding pedagogy and implementing best teaching and learning practices. 
  • Ethical Practice: Students will demonstrate understanding and application of relevant professional ethical standards.
  • Professionalism: Students will demonstrate professional maturity, integrity, and discipline consistent with professional standards of practice for counseling and counselor education.
  • Research and Design: Doctoral counseling students will demonstrate proficiency in designing quantitative, qualitative, single case designs, action, and outcome-based research, as well as co-occurring and support software packages (e.g., SPSS). Students will understand ethics surrounding Human Subjects Social and Behavioral Science research procedures and Responsible Conduct in Research.
  • Research Evaluation: Students will demonstrate proficiency in evaluating empirical and non- empirical research including how to conduct reviews of the professional literature to inform both research and practice. Students will also apply research to field experiences, teaching and clinical practice and demonstrate the ability to conduct program evaluations.
  • Statistics: Students will demonstrate proficiency in basic statistical methods including scales of measurement, measures of central tendency, indices of variability, shapes and type of distributions, correlations, reliability and validity. Students will apply supportive software packages (e.g., MS Excel, SPSS).
  • Technological Competence: Students will demonstrate proficiency in implementing best technology practices relevant to counselor education.

Dissertation research:.

A student may not register for dissertation credits before passing the Qualifying Examination. No more than 12 dissertation credits are counted toward the total credit hours requirement for the degree.

Qualifying Examination:

The Qualifying Examination is given to assess the student’s competence in a broad range of relevant subject areas. Only students with unconditional status and in good academic standing may take the Qualifying Examination. A student who wants to retake the Qualifying Examination must apply to retake the Qualifying Examination by the posted deadline. No student is permitted to take the Qualifying Examination more than twice. A student not recommended for re-examination or who fails the exam on a second attempt may be dismissed from the doctoral program.

Preliminary Oral Examination:

The Preliminary Oral Examination is conducted by the student’s dissertation committee and is a defense of the student’s dissertation proposal. Passing this exam satisfies requirements for Ph.D. Candidacy. Failure on the examination may result in dismissal from the doctoral program. The student’s Advisory Committee may permit one re-examination. At least one full semester must elapse before the re-examination. Failure on the second attempt will result in dismissal from the doctoral program.

Admission to Candidacy

Students will be admitted to candidacy upon successful completion of the Qualifying Exam and the Preliminary oral Exam.

Final Oral Examination:

The Final Oral Examination is conducted by the student’s dissertation committee. This examination is the final dissertation defense presentation that is scheduled after a dissertation is completed. The examination may be held no earlier than one semester (or four months) after admission to candidacy. Failure on the examination may result in dismissal from the doctoral program. The student’s Advisory Committee may permit one re-examination. At least one full semester must elapse before the re-examination. Failure on the second attempt will result in dismissal from the doctoral program.

Submission of Dissertation:

Upon passing the Ph.D. Final Oral Examination, the Ph.D. student must have the dissertation approved by each member of the student’s dissertation committee. The approved dissertation must be submitted to The Graduate College by the deadline given in the academic calendar and must conform to the Graduate College’s guidelines for theses and dissertations.

Program Specific Academic Policies

Endorsement The Department stipulates endorsement for employment or credentialing only in the program area in which a student received training.

Program Academic Eligibility A student will be required to maintain semester GPA of at least 3.0 at the end of every semester irrespective of total attempted hours otherwise the student will be placed on probation for one semester. If the semester GPA and/or the cumulative GPA at the end of the probationary semester remains less than 3.0, the student will be dismissed.

Program Code of Conduct and Ethical Standards of Practice As pre-professional counselors, graduate students abide by the code of ethics and standards of practice as described in the Ethical Standards of the American Counseling Association (ACA), the Commission on Rehabilitation Counselor Certification (CRCC), The American Psychological Association, the Student Handbook, the Graduate Catalog, and Department of Human Development and Services Ethical Conduct Policy.

Consequences of violation of the codes of conduct or ethical standards of practice include but are not limited to one or more of the following:

  • Dismissal from the program
  • Removal from the course or the field placement and a grade of “F” or “U”
  • Referral to authorized campus authorities for further discipline.

Program Academic Progression and Retention Standards The academic progression and retention standards for counselor education programs are in keeping with Council for the Accreditation of Counseling and Related Educational Programs (CACREP) standards, along with the standards set forth by the Council on Rehabilitation Education (CORE), the American Rehabilitation Counseling Association (ARCA), Ethical Standards of the American Counseling Association (ACA), the Commission on Rehabilitation Counselor Certification (CRCC), The American Psychological Association, the Student Handbook, the Graduate Catalog, and Department of Human Development and Services Ethical Conduct Policy.

The Benchmarking Review Process Once each academic semester a benchmarking review of all enrolled students is conducted. The benchmarking committee is comprised of all full-time tenured and tenure-track counseling faculty and is chaired by a faculty member. Adjunct faculty members are also invited to attend the benchmarking review.

Reviews are conducted using the Benchmarking Assessment Rubric which focuses on academic performance, ethical behavior, and professional disposition. Each student will be notified in writing by the Department Chairperson regarding the outcome of the benchmarking review and a copy will be placed in the student’s file. Students who receive an unsatisfactory evaluation will be placed on probation, provided with a remediation plan and given one semester to implement the remediation plan in order to improve their performance to a satisfactory level. A subsequent unsatisfactory evaluation after the probationary period will result in dismissal from the program.
