How virtual work is accelerating innovation

Despite the upheaval caused by the COVID-19 pandemic—and partly because of it—innovation and digitization have been happening at a record-breaking pace. A McKinsey survey of top executives around the world found that companies accelerated their digitization  of customer, supply chain, and internal operations by an average of three years.

Indeed, over the past two years, countries around the world have set records for new business formation, new patents issued, venture capital invested, and more. The US Census Bureau’s seasonally adjusted business formation statistics data show that through 2021, a record 5.38 million applications had been filed to form new businesses—an increase of more than 50 percent over prepandemic 2019. 1 “Business Formation Statistics, April 2022,” US Census Bureau, May 11, 2022. The brisk pace meant there were roughly 409,000 more US filings in 2021 than at the same point in prepandemic 2019. In an influential 1977 book, management professor Thomas Allen described a strong negative correlation between physical distance and frequency of communication, finding that people are four times as likely to regularly talk with someone six feet away from them as with someone 60 feet away, and people almost never communicate with colleagues on separate floors or in separate buildings. 4 Thomas J. This proximity mantra guided everything from office layouts to urban planning. Cities such as Boston (with many counterparts around the world) have tried to fuel innovation by establishing districts where academia, research organizations, start-ups, and investors work side by side in purpose-designed “innovation ecosystems.” 5 Carmelina Bevilacqua et al., Place-based innovation ecosystems: Boston-Cambridge innovation districts (USA) , Joint Research Centre, 2019. Locating problem solvers together to encourage creative collisions of ideas, experimentation, and informal collaboration is also core to one of McKinsey’s original eight essentials of innovation .

While the pandemic-related measures have thwarted the engineered serendipity designed into physical work spaces, making watercooler conversations and impromptu problem-solving interactions difficult to replicate virtually, it has led to a broad embrace of videoconferencing and virtual collaboration tools. Organizational network and collaboration analytics have also enabled innovative companies to help employees build and sustain the ties necessary to generate new ideas. As a result, organizations have, in the words of author Steven Johnson, “widened the pool of minds that could come up with and share good ideas” 6 Steven Johnson, Where Good Ideas Come From: The Natural History of Innovation , New York, NY: Riverhead Books, 2010. —a vital ingredient for innovation. By connecting people into broader virtual networks, the pandemic has increased the collective speed and creativity of innovation efforts.

It’s likely that flexible work and workplaces are here to stay, especially for organizations seeking to maintain or accelerate this elevated pace of innovation. More than half of corporate and government employees say they would like to work from home  at least three days per week, and the number is even higher for innovation talent, such as programmers. 7 “For programmers, remote working is becoming the norm,” Economist , August 11, 2021. Location flexibility has become a de facto expectation for the latter group. Rather than seeing this as an obstacle, organizations seeking to innovate are doubling down on the benefits that new approaches to innovation present.

Diversity and inclusion

Innovators recognize that increased diversity and greater inclusion, both within teams and at the leadership level, produce more and better innovation results. A recent McKinsey study  found that more ethnically and racially diverse companies outperform their less-diverse peers by 36 percent when it comes to financial targets. As a result, innovators  are tapping virtual work to attract more specialized and diverse talent and are building more inclusive workforces. One recently launched start-up that rapidly achieved unicorn status shifted to a virtual-first model, recognizing that the specific innovation talent its business required wasn’t available in any single major city.

Productivity

Innovators have also recognized that virtual teams, especially when managed effectively, can avoid unnecessary distractions, experience more effective and uninterrupted workflow, and achieve productivity gains. In a 2021 study, 83 percent of employees working remotely agreed that their homes enabled them to work productively—a higher proportion than the average office (64 percent) and even outstanding workplaces (78 percent). 8 “Workplace 2021: Appraising future-readiness,” Leesman, 2021. One innovative technology company recently started “time zone stacking,” the practice of strategically structuring virtual teams to positively leverage time differences and further accelerate innovation efforts.

How CEOs can win the new service game

Customer-centricity.

Perhaps paradoxically, an adjustment made because of the COVID-19 pandemic has enabled many organizations to get physically closer to their customers, as hiring is no longer tethered to geographic location. One global payment platform, for example, launched a remote engineering hub during the pandemic, hiring engineers from a range of locations and cultures. One year into the initiative, the company reports feeling “closer to customers—because we literally are.” Similarly, a government agency now describes being more citizen-centric thanks to hiring employees who live and work across the country, not just in the capital city.

Proximity to the customer, instead of to a physical office, can help organizations’ innovation talent avoid the corporate echo chamber and identify and test new ideas faster. Getting closer to target communities is also easier than ever thanks to the proliferation of coworking sites and other “third places” to work and connect.

The pandemic has made clear that lack of physical proximity need not hold back innovation—in fact, it can fuel it—but this is not a new phenomenon. Although it may come as a surprise to some, boldly innovating through remote collaboration has been a fixture in the scientific community for decades. In the 1980s, researchers adopted a way of working called the “collaboratory,” a virtual space where scientists interact with colleagues, share data and instruments, and collaborate without regard to physical location. Breakthroughs achieved through virtual collaboration include the Human Genome Project and the ATLAS project at CERN, which involved 1,800 particle physicists across 34 countries.

More recently, innovators outside the science sphere have embraced the approach. Cryptocurrencies and metaverse platforms were largely developed through decentralized collaboration involving people around the globe. Pandemic-related changes simply expanded on the model rapidly, notably in the record-breaking development of the COVID-19 vaccines and a slew of new company and product launches over the past 24 months.

If the age of assuming that innovation requires physical proximity is behind us, with innovative companies’ full embrace of virtual teams and the role of technology, what comes next? One executive who leads a 50-person innovation group as part of a 15,000-employee organization said, “The pandemic made us realize that we never needed a swanky and costly innovation studio to do our work. What we want is community.” His plans are to make virtual work permanent, with monthly or quarterly in-person gatherings to strengthen trust, friendship, and connection.

How many more innovators will adopt this approach? Will bringing together the best of remote practices and the best of in-person experiences accelerate innovation even further? Let’s start experimenting to find out.

A new category of apps promises to relieve parents of drudgery, with an assist from A.I. But a family’s grunt work is more human, and valuable, than it seems.

I recently downloaded a virtual assistant that promised to ease the burdens of modern parenthood. The app is called Yohana , and it offered to handle a pile of tasks on my behalf. It suggested enlisting a professional to wash my windows, scheduling a lesson with a “private sports coach” or planning a “stylish and sustainable” Earth Day party featuring décor, recipes, activities and party favors, none of which interested me. Finally it volunteered to produce a “chef-curated menu” for Passover.

Well, sure. I was already planning on attending a friend’s Seder, and at least this task did not involve Yohana siccing an expert on me or making me host an elaborate event. So, I agreed to the Passover idea. Yohana assigned the “to-do” to a faceless assistant identified only by a first name. The next day, she sent along a confusing list of menu options that included a recipe for ham mini quiches — a provocative choice.

Yohana is one of a growing crew of virtual-assistant apps that combine artificial intelligence and human labor to help parents manage their family lives. For $129 a month, Yohana promises to “offload joy-stealing tasks, improve your family’s well-being, and find more breathing room in your schedule.” Ohai ($26.99 a month), a text-based “A.I. household assistant,” wants to “lighten the mental load of Chief Household Officers,” and Milo ($40/month, with a wait list), an “A.I. co-pilot,” hopes to calm “every form of family chaos.”

These apps are styled like cutesy helpmeets, and their names — Yohana, Ohai, Milo — would be at home on a Brooklyn day care roster. Though pitched to “busy parents,” they implicitly target affluent working mothers who are struggling to manage household tasks on top of work and child care, and who might even be convinced to spend some (though not too much) extra cash to make them go away. But when I gave Yohana a spin, I found that I did not want to do the things she can manage, and that she cannot manage the things I want to do. She made me start to believe that the busywork I might delegate to a machine is actually more human, and valuable, than I realized.

Mothers have long been served fantasies about how robots will relieve the drudgery of housework. In the first episode of the animated sitcom “The Jetsons,” from 1962, Jane Jetson tires of pressing all the buttons that automatically cook and clean for her, so she buys Rosie the robot maid to run her smart house instead. In 1965, General Electric urged housewives to “Let a Mobile Maid Dishwasher give you priceless time for the wife-and-mother jobs that really count.”

And yet automation has failed to eliminate the burdens of those “wife-and-mother jobs.” In a culture that promotes ruthless competition and intensive mothering, a mother’s tasks (the ones that “really count”) are capable of expanding endlessly.

The feminist campaign to demand “wages for housework,” which also captured the maternal imagination in the 1960s and ’70s, represented the flip side of the automation fantasy. As Barbara Ehrenreich documented in her 2000 essay “Maid to Order,” that campaign dissolved as professional women instead opted to pay other women to clean their houses for them, often under lousy conditions. Now a modern wealthy mother can have it all: She can use her phone to command a robot-esque “assistant” to hire a human cleaner on her behalf, without having to actually look anyone in the face.

In their brand copy, these apps speak of lifting loads — “mental loads,” “invisible loads.” They suggest that the central challenge of parenthood is bureaucratic. Families should be “about love, not logistics,” Milo says.

But in a bid to banish bureaucracy, these services add layer upon layer. They suggest we hire more helpers, schedule more activities, plan more events. (An Earth Day party with recyclable décor? No. Private sports coaching? Absolutely not!) When I signed up for Ohai, it texted me every morning, asking if it could add a workout to my schedule.

I don’t need help scheduling more things to do; I need to do less. Often these services suggest that users throw money at that problem (which is not very helpful if one of your problems is that you do not have enough money). The apps transform parents from workers into consumers, translating our to-do lists into shopping lists. Somebody is still performing our “joy-stealing” tasks, and it may be a call center worker or one of the many other invisible laborers who make artificial intelligence systems seem to run automatically.

The boundary between the human and the artificial is slippery; Yohana emphasizes that it employs “actual humans (not A.I. chatbots) that can do the grunt work,” though according to Forbes, those humans are using generative A.I . to assist them with our tasks. When these services style themselves as “worker bees,” “secret helpers” or “fairy godmothers,” they lean on the iconography of fantasy to obscure the grimmer reality of farming out your “grunt work” to an anonymized labor force.

The work that these services hope to eradicate (or at least obscure) is feminized. It’s “women’s work,” and indeed, most of my Yohana helpers had feminine first names. One of the most helpful things a virtual assistant can do is assign family burdens more equitably among its members, a duty commonly demeaned as “nagging.”

Last year, Meghan Verena Joyce, the chief executive of another task delegation service, Duckbill, argued that “with its capabilities for efficiency and customization,” artificial intelligence “could play a crucial role in easing the societal and economic burdens that disproportionately affect women.”

In an illustration on Yohana’s website, a typical user is portrayed as a bespectacled woman who wears a baby in a sling, anchors a square of wrapping paper under a foot, balances a bowl of dog food on a lifted leg, stirs a pot with one hand and types on a computer with the other. She resembles Rosie from the Jetsons, each mechanical limb firing autonomously in order to labor more efficiently. We are familiar with A.I. helpers, like Apple’s Siri, which are modeled after feminine stereotypes, but here it feels as if the opposite is happening: A mother has been recast as a robotic being, her work dismissed as rote and easily outsourced.

In the few weeks that I spent as a virtual-assistant taskmaster, I realized that much of the busywork claimed by the apps is actually quite personal, often rewarding and occasionally transformative.

For instance, when I asked Yohana where I could shop locally for a child’s birthday party, it spat out links to Amazon toys instead. And when I asked if it could find a worker-owned cooperative cleaning service (there are many in New York City ), it did not; instead it linked me to the profile of an app, Quicklyn, hosted on another app, Thumbtack. An app can suggest a volunteer opportunity that welcomes children, but it can’t do what my neighbor did, which was add me to the WhatsApp group organizing mutual aid for the nearby migrant shelter. It can direct me to a national database of registered caregivers but not to the teenage babysitter who lives three floors above me.

When I alerted my Yohana assistants to some of these issues — the Passover ham, the Amazon links — they dutifully fixed them, though it’s hard to imagine a worse use of my time than reforming the stranger I’d hired to fix my life through my phone. These services may be able to plug users into corporate-mediated experiences, but no amount of machine learning can simulate neighborhood bonds. “Grunt work” can be central to building community, but only if you do it yourself.

Eligible applicants include local governments, tribal governments, special districts, state agencies, and certain *private nonprofits (PNP) that have incurred cost for response activities and/or have sustained facility damage as a direct result of the event of January 10 – 22, 2024.

Lessons From Delivering Reemployment Services and Eligibility Assessments (RESEA) Evaluation Technical Assistance

In 2018, amendments to Section 306(c) of the Social Security Act (SSA) permanently authorized the Reemployment Services and Eligibility Assessments (RESEA) program and introduced substantive changes, including formula-based funding to states and a series of requirements intended to increase the use and availability of evidence-based reemployment interventions and strategies. The Department of Labor (DOL) provides funding and technical assistance to states to operate the RESEA program, which aims to help Unemployment Insurance (UI) claimants return to work quickly and improve employment outcomes. It is also intended to strengthen UI program integrity and promote alignment between UI and the broader workforce development system. The RESEA legislation includes provisions that laid the groundwork for using and building evidence as a central component in the program. This brief describes the technical assistance provided by DOL to help states with well-conducted, credible impact studies that inform the design of states’ RESEA programs.

Lessons from delivering evaluation technical assistance (EvalTA) indicate that:

  • Federal-level leadership and cross-agency coordination supported delivery of EvalTA. Such support helped the states’ progress as they developed and launched evidence-building evaluations of their RESEA programs.
  • EvalTA was adapted to responded to state needs as they planned and implemented evaluations. The three primary areas included helping states with 1) understanding the evaluation related RESEA legislation; 2) planning and conducting high-quality evaluations; and 3) using evaluations for implementing new strategies and interventions or making improvements.
  • EvalTA activities ranged from both generalized to customized support and made evaluations accessible to all states. A subset of states ready to conduct evaluations also received more-intensive assistance to implement high-quality, rigorous impact studies, which led to early contributions to the evidence base.
  • Engaging states early and often to solicit feedback about their preferred modes of delivery, cadence, and research topics was a valuable element of the EvalTA. DOL’s experience implementing RESEA and its evidence-building requirements demonstrates the need to develop a wide continuum of EvalTA materials. The experience also demonstrates the importance of remaining responsive to the states as they change over time and as staff advance in their ability and capacity to plan, implement, and conduct evaluations.
