1. introduction.

Natural disasters have been the cause of complete devastation and various challenges for the people as well as the government of any country. Throughout the recent years of the human history, the concept of natural disasters has been not only comprehensively explored but has also drawn the attention of millions of people round the globe. There have been developed various scientific methods and advanced technological approaches in the recent time that has helped the human race to understand the causes as well as reasons of the natural disasters and also has facilitated in better dealing with the challenges that are posed by the natural disasters. The natural disasters are the upshot of the natural processes that can take place on the surface of the earth and have the capability to cause extensive damage to the surroundings and the people. These are the adverse events which can cause massive loss to the people as well as communities and usually take thousands of the lives and damage the structural as well as the economic development of the country. The natural disasters not only differ on the basis of the geographic and climatic conditions of different areas of the world but also are contingent on the type of the natural process, for instance the earthquakes, tsunamis, floods, cyclones and the volcanic eruptions. There happen to be various views about whether the natural disasters are the penalty of the God, for instance believing that the great floods have been sent by the God to clear the world from the sins committed by the humans or have been taken as a challenge of the nature by the human beings like many of the scientists believe that climate change and the human activities may be another main explanation for the natural disasters. However, for some people, it is remained as a question still that are the natural disasters really natural and are they really the cause of the human intervention with the environment or is it all left to the destiny and the divine processes are at work? But whatever the reason might be, it is undoubted that the impact of the natural disasters is colossal and the global consensus about the methodology as well as strategies of the disaster prevention and mitigation is a need of time. It is an issue of universal concern and the countries of the globe should work together to put an end to these disasters and protect the future generations from the adverse consequences of the natural disasters. A natural disaster only becomes a disaster when an area that is prone to a hazard is affected. For example, the Philippines is prone to typhoons and the flooding that occurs when heavy rain from a typhoon passes over the islands. In recent years, typhoons such as horrendous flooding have often crippled the country's infrastructure, and it takes years for the Philippines to recover. If a natural disaster occurs in an area with little vulnerability, a house destroyed by a hurricane may not be such a disaster. All that may be needed is to rebuild the house. However, if that house is in an area of high vulnerability, such as the Haiti earthquake with vulnerable and dangerous building practices, and the building is destroyed, that will become most valuable to the definition of a disaster. So it is true, the extent to which a natural hazard can be seen as a natural disaster in an area depends on the vulnerability of an impacted area to the impacts of a hazard. Nearly all of these impacts are made far worse by human intervention.

Finally, as we learn to develop more resilient and sustainable communities, the study of natural disasters can provide valuable insights. A better understanding of natural disaster risk on a global, regional, and local level is essential for minimizing the loss of life and property that results from these events. Natural disasters are complex and do not offer simple solutions; interdisciplinary study helps us to better understand the various ways that human society and the environment interact with one another. For example, in the case of earthquakes, structural engineers are interested in understanding the building practices and design characteristics that lead to building damage, while seismologists are concerned with where and why the ground shakes. Social scientists study how communities come together in the face of disaster, and they analyze the factors that make some communities more resilient than others. Epidemics However, I am going to focus on the disaster of flooding, as this is the type of natural disaster which I have studied and has affected many people around the world. No one knows exactly when environmental risk may turn into a natural disaster; however, with the use of the latest technologies and monitoring devices, the future impact of natural disasters could be limited. Simply, natural disasters have the potential to occur in certain areas around the world. Flooding causes the most problem in the USA. This happens due to the amount of snow in the winter and the melt off in the spring. However, in Bangladesh, the predicament is very dire, as the flood defenses are only 7 meters high from sea level. The land of Bangladesh is lower than the sea level and the country is positioned at the southern part of the continent of Asia, a little off the Bay of Bengal. As a consequence of flooding, people's residences in Bangladesh are frequently destroyed and lives lost. Bangladesh is found in the tropics and thus, it suffers floods every year. But flooding can occur during any season and may also occur over large areas, even when rainfall is quite light. The most horrifying fact is that if the dam breaks, the water will cause colossal damage in the river ecosystem and to the individuals around the vicinity. Similar to Bangladesh, when the monsoon comes, this is when the tears and pain of people in Bangladesh actually start. Dry season occurs during November to April, the floodplain of the river is suitable for farming and the river is essential for communication. In particular, the people depend on the farming of the floodplain. However, the wet season arrives during May to October and the river begins to rise due to direct rain and snow thaws from the Himalayas.

2.1. Earthquakes

Section 2.1 Earthquakes An earthquake is a sudden shaking of the ground caused by the movement of rock underground. Earthquakes can cause buildings to collapse and cause heavy items to fall, resulting in injuries and property damage. Earthquakes can also cause tsunamis as we have recently witnessed in Japan. The biggest and most disastrous earthquake ever recorded was in 1960 in Chile and boasted a magnitude of 9.6. It killed over 2000 people and left 2 million homeless. Not only does an earthquake produce a large amount of panic in those people directly affected by the disaster, but it also results in panic throughout the country. This is because the country's residents generally do not want to be next in line for the devastating effects of an earthquake. As a result, businesses and services become extremely disrupted and the country's economy can suffer a great deal if it relies on service from other areas. If researchers had a method of predicting the occurrence of an earthquake, then the earthquake and its effects could be managed and side effects could be minimized by shutting down or reducing service from certain areas. Also, if governments educated people on what to do in the event of an earthquake, the public would be able to recover from the effects much quicker and therefore the knock-on effects would not be as detrimental to the country's economy. It's important to understand that scientists do not yet have it within their capability to predict when an earthquake will occur, yet there is ongoing research to find a way of predicting earthquakes. This is known as a prediction and early warning study and when I investigated it a couple of weeks ago, the process involves zoning in on short-term predictions. From what I've researched, I've discovered that an early warning for an earthquake will be most beneficial in areas prone to seismic activity as they could transfer this information directly to warning signals for the general public.

2.2. Hurricanes

The most prominent feature of a hurricane is the strong winds that can reach up to 150 miles per hour or more, and often, very heavy rainfall. However, hurricanes are not just giant thunderstorms. They also carry ocean water with them, which is why hurricanes can cause massive flooding both along the coast and hundreds of miles inland. When hurricanes make landfall, the storm surges can cause the ocean to rise by many feet. This can turn a normal sized hurricane into a huge natural disaster because the ocean water often floods homes, buildings, roads, and more. In addition, the driving force behind the destructiveness of hurricanes is their sheer size. Most hurricanes are about 300 miles wide. The combination of strong sustained winds, torrential rain, and large size make hurricanes one of the most powerful forces of nature. The 2017 hurricane season included three of the 5 most expensive hurricanes in US history, with Harvey, Maria, and Irma leaving paths of destruction across Texas, Florida, and the Caribbean. If the wind from the hurricane remains constant, the storm will grow larger as the air pressure decreases and the eye wall strengthens. Also, since the Earth is constantly rotating, but the hurricane is always moving towards the pole, the air inside the hurricane has to keep changing. This creates force in the hurricane, causing wind to spin the same direction as the storm itself. Hurricanes that happen in the North Atlantic, central and eastern North Pacific always rotate counterclockwise. On the other hand, hurricanes that occur in the South Pacific and Indian Ocean rotate clockwise, although this of course never happens in the US.

2.3. Floods

Another problem with the Earth's environment is flooding. One type is the gradual onset of river and stream flooding. Gradual onset floods can take a long time to develop and can last for several weeks. These types of floods can occur when the ground becomes saturated with water due to excessive rainfall over a period of days or weeks, when rivers and streams are overfilled with water due to continual rainfall, or when there is a sudden release of water due to an ice or debris jam. When a river or stream floods over its banks and onto the adjacent land, it is known as "riverine flooding". The opposite of gradual onset flooding in terms of speed of development is flash flooding. Flash floods develop within a very short period of time - sometimes within minutes - and often with little or no warning. They usually occur due to heavy rainfall from slow moving thunderstorms, hurricanes, or tropical depressions. The electricity has potential to harm and even kill you if electronics become wet. Electrical equipment and sockets, major appliances like a refrigerator and microwave, and anything else that uses electricity will normally have to be replaced if these items have been under water. The insurance company or your landlord may send workers to help clean up areas affected by flood waters. These workers may use large fans and special vacuums to dry out building interiors. This will prevent the growth of harmful mold and the spread of bacteria. It is also important to keep in mind that occupants might have to move out of a building or house during the restoration and repair process. Most importantly, it is significant to know and be aware of the risks and dangers that are caused by flooding. Flooding is devastating and can harm and kill many people around the world. Have an emergency kit ready. Make a plan if others in the household are unable to leave the house for one reason or another and always be aware of the dangers that can happen.

2.4. Wildfires

Wildfires are uncontrolled fires that happen all over the world. A wildfire can cause enormous amounts of damage to life, property, and nature. The environment can recover from a wildfire, but it has to have natural processes take place. If the fire is put out before those processes can take place, then the environment can be changed forever. Wildfires can happen naturally, but many times, people accidentally cause them. Dry conditions, lightning, and winds can all cause natural wildfires, but the biggest problem happens when humans are not taking care of nature. Smokers who throw away their cigarettes, people who leave campfires unattended, and people who start forest fires on purpose are the main causes of wildfires. When a fire starts, all living organisms in the area are in danger. Humans and animals will try to run away from the fire, but many times, the fire can spread so quickly that no one can escape. Many animals die in wildfires, and the homes of thousands of creatures are also destroyed. When it is all over, the next problem begins. Oddly enough, the first thing that happens after a wildfire is that the whole area becomes very fertile, so that means it is very easy for all kinds of plants and animals to start growing there again. However, the plants that were supposed to be there might not grow, which will change the whole environment. The soil, which has to have a few key things in it to support life and act as a filter for water, will lose all of this because of erosion - and erosion occurs faster than the natural processes that replace the soil. One of the things that makes fighting wildfires so difficult is that the smoke can be very dangerous. The chemicals and gases in the smoke can hurt or even kill people, and the smoke can reach far away from the actual fire. Also, the smoke can be so thick that it makes it harder to see and to breathe. Most people agree that the best way to fight wildfires is to prevent them from happening in the first place.

It is clear that the impact of Hurricane Katrina far exceeded that of any other event; the $15 billion cost of the storm is over two and a half times the cost of the next most expensive disaster. The sheer financial cost of Hurricane Katrina helps to paint a picture of the extent of the damage caused. However, it was the loss of life which was most tragic; the identification of over 1,800 bodies makes it the third most deadly hurricane in United States history. It is also clear that providing preventative measures such as disaster management strategies can greatly reduce the financial and emotional toll taken by these events.

As a result of natural disasters, people often have to leave their homes and go to a different place. This is because it is not safe to stay where they are and their homes may have been damaged or are at risk of being damaged. These people are known as "displaced people". There are different types of displaced people. Firstly, there are people who leave their homes at the first sign of a disaster, for example a hurricane, and then return when it is safer. Physical impact: destroyed homes, infrastructure, agriculture and industry. Economic impact: food, shelter, rebuilding costs, foreign aid-emergency and long term, return on investment for preparedness. Psychological impact: trauma needs to resettle, depression, lessons learnt. Host country assistance. Environmental impact- recovery, climate change.

There are different types of environmental damage across the globe because of natural disasters. At times, these disasters lead to extensive and long-term damage at many levels. For instance, many forms of environmental damage are self-evident when a lake is made extinct by an earthquake. However, certain other forms of environmental damage are not noticeable and so may be more severe. Soil erosion, caused by the stripping away of the soil's surface by the high winds associated with hurricanes, tornadoes, and dust devils, should not be disregarded. This natural disaster, common in the Midwest of America, is more and more devastating as time goes by. First of all, the fertility of the soil is badly destroyed by the loss of the topsoil and, in turn, more farmers are facing the danger of low productivity of their farms. In addition, many US citizens believe that climate change is a contributor to more powerful hurricanes and believe that more hurricanes will end in more soil erosion. For example, developments in the communication systems between cars and roadside infrastructure may mean that in the future, cars could automatically receive data about an impending flash flood and issue warnings to the driver. This could potentially help to avoid the loss of life and damage from these rapid onset events. However, as a society, we have a long way to go until all buildings and infrastructure are designed and built to appropriate safety standards. This means that traditional risk reduction measures, such as better land use planning and the application of safe building codes, remain critical in creating sustainable and disaster resilient communities. Songs, drama, debates on the topic of natural disasters and poster making on the topic should be included in the school curriculums. Whether it be the floods of Uttarakhand in 2013 or the landslides in Western Ghats of Kerala. The cost of our blind exploitation of natural resources without showing reverence for the delicate balance of Nature has severely harmed us and we must learn lessons from these incidents.

One of the greatest stories of the Indian government in dealing with disaster readiness has been the story of the Indian state of Odisha. Odisha is a coastal state in eastern India that regularly faces cyclones that have caused great harm to the state. To deal with the menace of these cyclones the Odisha Government made an elaborate plan by taking the local communities in confidence and have successfully reduced the number of deaths in Odisha to a very small number which used to be in thousands earlier. Other Indian states should also learn from the experience of Odisha on how to improve disaster preparedness.

Natural disasters are also caused by natural activities in the crust of the earth.

Natural processes can cause tension inside the earth’s crust which are sometimes released through earthquakes.

Since the earth is not made up of one single surface but instead of many plates sliding on our planet’s underlying mantle, a shift or collision of these plates can have severe adverse effects.

This can lead to earthquakes, volcanic eruptions and tsunamis.

The moon is known to have a strong influence on the natural processes on earth.

According to latest studies, researchers found that the moon has the potential to cause huge earthquakes which may cause huge amounts of destruction and death.

It is controversial whether mining activities can cause natural disasters.

Some scientists blame mining for landslides and soil and mountain erosions.

Others argue that landslides occur naturally due to heavy rainfalls and flash floods.

Mining can thus potentially contribute to the emergence of natural disasters, although it is not a main driver.

Deforestation

Deforestation can contribute to an increase in natural disasters since forests usually prevent floods and droughts since they balance and hold back natural groundwater resources.

By deforestation, the ground is no longer covered and thus the probability for floods and droughts increases dramatically.

Soil erosion can lead to a high level of degradation of land, which in turn can lead to a loss in fertility and thus to famine for local populations.

Soil erosion can also cause landslides which can cause serious damage to nature as well as to humans.

The seismic activities inside our earth can cause earthquakes.

These earthquakes can cause death and injuries for many people as well as for animals and other life forms.

It also leads to a loss of many homes so that people who survived often have to leave their home countries in order to find a better future.

There is a connection between the air pressure and some natural disasters like hurricanes, heavy rains and thunderstorms.

Thus, air pressure naturally contributes to natural disasters in a certain way.

Changing ocean currents can lead to a change in the ocean temperature which in turn can harm or even kill large populations of fish and other sea animals and plants.

Moreover, changing currents and therefore a possible local increase in water temperature can lead to a higher probability for hurricanes or tropical storms.

Since our nature is a quite sensitive organism, pollutions of all sorts may lead to an imbalance of the earth which in turn may create natural disasters of several sorts.

Natural disasters usually also imply great damage to the affected infrastructure.

This includes the destruction of important buildings like hospitals or airports.

Moreover, roads may be blocked through trees and thus the transportation system may collapse as a result of natural disasters.

Natural disasters often destroy many important facilities that are meant to keep living conditions stable.

If these facilities are destroyed, there will likely be an increase in diseases since the hygienic conditions dropped as a consequence of the natural disaster.

Making things worse, natural disasters often also destroy hospitals and other medical facilities.

This means not only the likelihood of diseases increases due to lower hygienical standards, also the supply of medicines will be more difficult.

As a result, it is more likely that people will not be able to recover from their diseases.

Another effect of natural disasters can be a scarcity of resources, which is especially severe when it comes to the supply of food.

If large areas of land have been destructed by natural disasters, farmers will no longer be able to harvest enough crops or to raise enough cattle in order to meet the demand.

Thus, the local population is likely to suffer from starvation.

Water scarcity

Another related issue is the topic of water scarcity.

Due to natural disasters, natural water sources like rivers or lakes may be polluted and thus the water supply will be decreased dramatically.

A scarcity of water supply will be especially severe when droughts hit areas for a long period of time.

Farmers will no longer be able to raise enough crops.

Moreover, even the drinking water will become a scarce resource which may eventually lead to migration since water is essential for all life on earth.

Due to natural disasters, people often lose all their belongings, including their houses and their livelihood.

Reforestation is an effective measure against some natural disasters, especially against landslides, droughts and floods.

The roots of trees hold the soil together and also store large amounts of water.

Moreover, reforestation is also a counter-measure to the issue of global warming.

Global warming also contributes to an increase in natural disasters since it increases the sea temperature which contributes to more powerful storms.

Thus, reforestation can indirectly contribute to a decrease in the probability of hurricanes and other storms.

We have to make sure that our buildings are able to survive strong storms and also earthquakes.

This is possible with our current knowledge, however, it takes quite advanced building techniques in order to achieve this kind of buildings.

Moreover, poor countries may often have not the knowledge nor the resources to build stable homes.

Thus, especially people in these countries must improve in order to be more resistant to natural disasters.

It is in the responsibility of developed countries to provide help and share insights in order to make buildings more resistant to natural disasters, also in poor countries.

Education plays an important role in the context of natural disasters.

On the one hand, it helps people to understand how they contribute to natural disasters in their daily lives.

For example, our consumption behavior leads to an increase in the speed of global warming which in turn leads to more storms.

On the other hand, education also helps people in the sense that they will be taught how to behave in case of emergency and thus to be able to save their lives.

Technology is an important part of the overall picture to deal with natural disasters.

Although we will never be able to fully prevent all kinds of natural disasters, technology can help to mitigate the adverse consequences of these events.

For instance, improved early warning systems can save many lives which would otherwise be lost due to tsunamis or other natural disasters.

Emergency plans on how to behave in case of natural disasters have to be prepared and improved by governments in the affected areas over time.

Through profound emergency plans, many people will be able to survive natural disasters.

In 1839, Coringa, a port city in India, had been hit by a massive cyclone which caused the death of 300,000 people.

1881 Haiphong typhoon

The Haiphong typhoon hit parts of Vietnam and the Philippines in 1881 and caused more than 300,000 fatalities.

1887 Yellow River Flood

The Yellow River Flood happened in 1887 on the Huang He river in China.

It killed around 900,000 people and is therefore ranked as one of the deadliest natural disasters in history.

1920 Haiyuan earthquake

The Haiyuan earthquake in 1920 Haiyuan County in China. It caused more than 270,000 deaths.

1970 Bhola cyclone

The Bhola cyclone in 1970 stroke both India and Pakistan and caused more than 500,000 fatalities.

It is therefore known as the deadliest tropical cyclone in the recorded history.

1976 Tangshan earthquake

In 1976, an earthquake hit the region of Tangshan in China.

More than 240,000 people died because of this natural disaster.

1992 Hurricane Andrew

Hurricane Andrew was a hurricane of category 5 that hit the Bahamas, Louisiana and Florida.

Although the number of fatalities was relatively low, the economic damage was one of the largest in history and amounted to 27.3 billion USD.

2003 Bam earthquake

The Bam earthquake happened in 2003 in Iran and killed around 26,000 people.

2004 Indian ocean earthquake and tsunami

The epicenter of the Indian ocean earthquake in 2004 was in Sumatra, Indonesia.

It also caused a tsunami. The estimated fatalities amount to over 225,000.

2005 Hurricane Katrina

The category 5 Hurricane Katrina hit Louisiana and Florida in 2005.

It caused over 1000 fatalities and the damage amounted to 125 billion USD.

2005 Kashmir earthquake

The earthquake in Kashmir, Pakistan in 2005 caused between 80,000 and 90,000 fatalities.

Additionally, millions of people had to be displaced.

2008 Sichuan earthquake

The Sichuan earthquake in China in 2008 caused almost 90,000 deaths and caused damage amounting to 150 billion USD.

2008 Cyclone Nargis

Cyclone Nargis hit Myanmar in 2008 and is known as the worst natural disaster in the history of the country.

It is estimated that this cyclone caused around 140,000 fatalities.

2010 Earthquake in Haiti

The earthquake in Haiti in 2010 caused massive destruction.

The estimates of fatalities range between 100,000 and over 300,000, depending on the source.

The 300,000 estimate is the official number released by the government.

2011 Tōhoku earthquake and tsunami

In 2011, the Tōhoku earthquake off the coast of Japan caused around 16,000 deaths.

Natural disasters are a great threat to humanity.

Although they occurred long before the first human populated the planet, we likely contribute to an increase in natural disasters through our behavior.

The number of natural disasters seems to be positively correlated to an increase in the earth’s temperature.

Since we contribute to global warming through the emission of greenhouse gases, we also indirectly contribute to an increase in natural disasters.

However, we will not be able to entirely prevent natural disasters to happen.

Instead, we should improve our emergency measures in order to save as many people as possible.

All countries should work together in order to mitigate the problem of natural disasters and ensure a livable future for future generations.

Throughout history, there has been instances of natural disasters that have led to wide spread effects across the globe. Most of them have caused a significant shift in the social life of specific or multiple population groups. This paper seeks to identify a global social issue; determine the affected population groups; determine how the social issue/natural disaster has affected global social change; explain if there is any resistance to change; offer details of how various affected social groups have dealt with the issue; and finally identify the sociological theory of social change that best applies to the social issue for future research, and offer an explanation why the theory is appropriate.

Hurricane Katrina belonged to the 2005 Atlantic hurricane season (Jamie, 2006). The hurricane has been identified as one of the most expensive natural disasters, causing loss of 1836 lives and damage to property worth about $81 billion as of 2005 (Jamie, 2005).

The Hurricane mainly affected populations in some cities and states located on the South of the United States. The states that were mostly affected include Alabama, Florida, Ohio, Mississippi, Georgia, Louisiana and Kentucky. The most devastating effects of the Hurricane were witnessed in Louisiana and particularly in New Orleans. Several other States, parts of Canada, Mexico and Cuba experienced some effects associated with the Hurricane(Jamie, 2006).

The hurricane led to a global response to try and offer relief assistance to the affected populations, particularly in Louisiana. Hundreds of thousands of people were displaced and therefore could not access basic needs. Severe damage to infrastructure was witnessed in the severely affected areas leading to complete loss of transport and communication(Jamie, 2006).

Most of the affected people were relocated to other areas but there was some resistance with some of the people preferring to stay back and wait for the effects to subside.

The hurricane led to a major shift in the social arrangement of the populations in the worst affected areas. Several measures have been undertaken to try and mitigate effects of future hurricanes. Such measures include: Redesigning of the existing levees, identification of locations for the construction of new levees and creation of inundaction zones(Jamie, 2006). Most of the reconstruction work in the severely affected areas was undertaken by the Corps of Engineers.

Several other disaster preparedness measures have been undertaken by other countries and states to try and avoid the effects should they be faced with a similar situation.

Economic effects were widespread especially in regard to infrastructure damage. This led to a significant loss of jobs in the affected areas.

Functionalism and how it applies to Hurricane Katrina

Functionalism is a sociological theory of change that stipulates the measures required to maintain the stability of a system, either by adaption or restoring a previous state (Turner, 1995). As in the case of Hurricane Katrina, functionalism applies in the quest to restore or mitigate the effects of the Hurricane. In regard to the maintenance of the stability of the system, functionalism can be used to conduct future research on how the effects of such an occurrence will be prevented or reduced to the minimum in the affected areas or elsewhere (Turner, 1995).

This paper sought to identify a social issue (Hurricane Katrina) and its effects on the populations and identify a sociological theory of change that can best apply to that situation. It has been seen that hurricane Katrina caused devastating effects on social life of the people mainly in the southern part of United States. The sociological theory that applies to the situation is functionalism as it explains how system stability and maintenance has been achieved following the hurricane.

Major disasters over the past two years could have been avoided or their impacts reduced if societies had taken into account their shared root causes when designing solutions, according to a new analysis by the UN.

Despite progress in preparation and response, new extremes and emerging threats are continually catching societies out, noted the report by the UN University’s Institute for Environment and Human Security.

Researchers analysed ten disasters from around the world to identify root causes and drivers. They found that societies can reduce disaster risks by identifying interconnections between them. Solutions can then be developed that take advantage of these connections.

The events were selected because they are representative of larger global issues: the heatwave in British Columbia; the Haiti earthquake; Hurricane Ida in the US; the Lagos floods; the Mediterranean wildfires; food insecurity in southern Madagascar; the drought in Taiwan; the Tonga volcano eruption; the looming extinction of the vaquita; and the unusual migration of elephants in Yunnan.

The roots of disaster

The most common root cause of these disasters was poor governance, involving a lack of risk awareness and preparation. This was present in all except the elephant migration.

The pursuit of economic interests without proper consideration for environmental impacts was the joint second most prevalent cause (in eight of the ten cases). Also behind eight cases was inequality of economic opportunities and livelihood options. Other important shared root causes were greenhouse gas emissions (seven), increasing global demand for goods (four), and the legacy of colonialism (two).

On top of root causes, the report also identified shared drivers of the disasters. These were climate change (in seven), vulnerable infrastructure (five) and drought (five). Deforestation, urbanisation, insufficient early warning, and lack of regulation or enforcement were each involved in four cases.

The impact of Covid-19 indirectly exacerbated many of the events, such as in Madagascar, the Mediterranean and Tonga, where incomes had already been damaged by lost tourism. Travel restrictions limited the delivery of food aid in Madagascar. And in British Columbia residents were reluctant to go to cooling stations for fear of catching the virus.

The disasters’ impacts were often shared too: loss of livelihood (in eight cases); loss of life (seven) and infrastructure damage (seven); biodiversity and ecosystem damage (five); health impacts (five) migration (five); food insecurity (four); and water insecurity (three).

A new normal

Last year, global disasters caused a total loss of around 10,000 human lives and more than US$280 billion in damages. If solutions do not receive investment and are not scaled up, the disasters of last year and this are “the beginning of a new normal”, the report authors warned.

However, they stressed that just as disasters are interconnected, so are their solutions. “One type of solution can prevent or reduce a number of different disaster risks,” said Dr Jack O’Connor, senior scientist at the Institute of Environment and Human Security, and lead author of the report. “Through our research, we were able to identify solutions which can prevent or drastically reduce the impacts of disasters to help us save lives and avoid costly damage.”

The researchers identified eight broad categories of solutions that are most effective for disaster risk reduction: co-existence with natural processes; innovation; enhancing collaboration; securing livelihoods; modifying consumption patterns; strengthening governance; planning for risks when designing and building infrastructure; and enhancing capacities to predict and communicate risks through early warning systems.

Co-existing with nature was ranked top, identified as part of the solution to eight of the disasters, including landslides caused by the Haiti earthquake, the formation of sandstorms in southern Madagascar, and the sedimentation of water reservoirs that contributed to the drought in Taiwan. Restoring forests, for example, prevents land degradation and stabilises soil as the trees and roots protect it from being washed or blown away.

Solution packages

The authors said disaster risk reduction has often been considered in silos. They believe the idea of a more holistic approach is gaining traction worldwide, however. “We need to shift away from implementing solutions in isolation,” O’Connor says, instead calling for them to be designed “into ‘solution packages’ that work together to address different facets of the problem… and reduce the chance of maladaptation or negative impact.”

Implementing several measures simultaneously provides a better chance of addressing the problem than any one in isolation, the report states. It cites the example of the vaquita in the Gulf of California which is threatened with extinction. Simultaneous mitigation measures include involving local fisher communities in co-managing conservation areas; introducing more sustainable fishing methods; raising awareness of sustainable consumption; and enforcing regulations to prevent overfishing and illegal trade.

Any solution package needs to have a special focus on the most vulnerable

The biggest barriers to reducing disaster risk are a lack of understanding of the local context and “copying and pasting” solutions in different locations rather than bringing in traditional knowledge at the start of the process, O’Connor says. Political will is also lacking in many cases, he adds.

The report acknowledges that solutions may result in trade-offs. For example, increasing access to air conditioning protects people from heatwaves but also increases greenhouse gases. By considering the interconnectivities of actions, trade-offs can be understood and sustainable solutions found.

The report also points out that the impacts of solutions vary between disasters and between types of people. Any solution package needs to have a special focus on the most vulnerable, the authors believe.

“Disasters are byproducts of our global system, revealing the complexities, interconnectivity and inequalities that already exist. Any attempt to remediate these disasters or their impacts must at least acknowledge that these systems exist and address them if we want to prevent something similar from happening again,” it states.

When the largest earthquake in Taiwan in half a century struck off its east coast, the buildings in the closest city, Hualien, swayed and rocked. As more than 300 aftershocks rocked the island over the next 24 hours to Thursday morning, the buildings shook again and again.

But for the most part, they stood.

Even the two buildings that suffered the most damage remained largely intact, allowing residents to climb to safety out the windows of upper stories. One of them, the rounded, red brick Uranus Building, which leaned precariously after its first floors collapsed, was mostly drawing curious onlookers.

The building is a reminder of how much Taiwan has prepared for disasters like the magnitude-7.4 earthquake that jolted the island on Wednesday. Perhaps because of improvements in building codes, greater public awareness and highly trained search-and-rescue operations — and, likely, a dose of good luck — the casualty figures were relatively low. By Thursday, 10 people had died and more than 1,000 others were injured. Several dozen were missing.

“Similar level earthquakes in other societies have killed far more people,” said Daniel Aldrich , a director of the Global Resilience Institute at Northeastern University. Of Taiwan, he added: “And most of these deaths, it seems, have come from rock slides and boulders, rather than building collapses.”

Across the island, rail traffic had resumed by Thursday, including trains to Hualien. Workers who had been stuck in a rock quarry were lifted out by helicopter. Roads were slowly being repaired. Hundreds of people were stranded at a hotel near a national park because of a blocked road, but they were visited by rescuers and medics.

On Thursday in Hualien city, the area around the Uranus Building was sealed off, while construction workers tried to prevent the leaning structure from toppling completely. First they placed three-legged concrete blocks that resembled giant Lego pieces in front of the building, and then they piled dirt and rocks on top of those blocks with excavators.

“We came to see for ourselves how serious it was, why it has tilted,” said Chang Mei-chu, 66, a retiree who rode a scooter with her husband Lai Yung-chi, 72, to the building on Thursday. Mr. Lai said he was a retired builder who used to install power and water pipes in buildings, and so he knew about building standards. The couple’s apartment, near Hualien’s train station, had not been badly damaged, he said.

“I wasn’t worried about our building, because I know they paid attention to earthquake resistance when building it. I watched them pour the cement to make sure,” Mr. Lai said. “There have been improvements. After each earthquake, they raise the standards some more.”

It was possible to walk for city blocks without seeing clear signs of the powerful earthquake. Many buildings remained intact, some of them old and weather-worn; others modern, multistory concrete-and-glass structures. Shops were open, selling coffee, ice cream and betel nuts. Next to the Uranus Building, a popular night market with food stalls offering fried seafood, dumplings and sweets was up and running by Thursday evening.

Earthquakes are unavoidable in Taiwan, which sits on multiple active faults. Decades of work learning from other disasters, implementing strict building codes and increasing public awareness have gone into helping its people weather frequent strong quakes.

Not far from the Uranus Building, for example, officials had inspected a building with cracked pillars and concluded that it was dangerous to stay in. Residents were given 15 minutes to dash inside and retrieve as many belongings as they could. Some ran out with computers, while others threw bags of clothes out of windows onto the street, which was also still littered with broken glass and cement fragments from the quake.

One of its residents, Chen Ching-ming, a preacher at a church next door, said he thought the building might be torn down. He was able to salvage a TV and some bedding, which now sat on the sidewalk, and was preparing to go back in for more. “I’ll lose a lot of valuable things — a fridge, a microwave, a washing machine,” he said. “All gone.”

Requirements for earthquake resistance have been built into Taiwan’s building codes since 1974. In the decades since, the writers of Taiwan’s building code also applied lessons learned from other major earthquakes around the world, including in Mexico and Los Angeles, to strengthen Taiwan’s code.

After more than 2,400 people were killed and at least 10,000 others injured during the Chi-Chi quake of 1999, thousands of buildings built before the quake were reviewed and reinforced. After another strong quake in 2018 in Hualien, the government ordered a new round of building inspections. Since then, multiple updates to the building code have been released.

“We have retrofitted more than 10,000 school buildings in the last 20 years,” said Chung-Che Chou, the director general of the National Center for Research on Earthquake Engineering in Taipei.

The government had also helped reinforce private apartment buildings over the past six years by adding new steel braces and increasing column and beam sizes, Dr. Chou said. Not far from the buildings that partially collapsed in Hualien, some of the older buildings that had been retrofitted in this way survived Wednesday’s quake, he said.

The result of all this is that even Taiwan’s tallest skyscrapers can withstand regular seismic jolts. The capital city’s most iconic building, Taipei 101, once the tallest building in the world, was engineered to stand through typhoon winds and frequent quakes. Still, some experts say that more needs to be done to either strengthen or demolish structures that don’t meet standards, and such calls have grown louder in the wake of the latest earthquake.

Taiwan has another major reason to protect its infrastructure: It is home to the majority of production for the Taiwan Semiconductor Manufacturing Company, the world’s largest maker of advanced computer chips. The supply chain for electronics from smartphones to cars to fighter jets rests on the output of TSMC’s factories, which make these chips in facilities that cost billions of dollars to build.

The 1999 quake also prompted TSMC to take extra steps to insulate its factories from earthquake damage. The company made major structural adjustments and adopted new technologies like early warning systems. When another large quake struck the southern city of Kaohsiung in February 2016, TSMC’s two nearby factories survived without structural damage.

Taiwan has made strides in its response to disasters, experts say. In the first 24 hours after the quake, rescuers freed hundreds of people who were trapped in cars in between rockfalls on the highway and stranded on mountain ledges in rock quarries.

“After years of hard work on capacity building, the overall performance of the island has improved significantly,” said Bruce Wong, an emergency management consultant in Hong Kong. Taiwan’s rescue teams have come to specialize in complex efforts, he said, and it has also been able to tap the skills of trained volunteers.

Taiwan’s resilience also stems from a strong civil society that is involved in public preparedness for disasters.

Ou Chi-hu, a member of a group of Taiwanese military veterans, was helping distribute water and other supplies at a school that was serving as a shelter for displaced residents in Hualien. He said that people had learned from the 1999 earthquake how to be more prepared.

“They know to shelter in a corner of the room or somewhere else safer,” he said. Many residents also keep a bag of essentials next to their beds, and own fire extinguishers, he added.

Around him, a dozen or so other charities and groups were offering residents food, money, counseling and childcare. The Tzu Chi Foundation, a large Taiwanese Buddhist charity, provided tents for families to use inside the school hall so they could have more privacy. Huang Yu-chi, a disaster relief manager with the foundation, said nonprofits had learned from earlier disasters.

“Now we’re more systematic and have a better idea of disaster prevention,” Mr. Huang said.
