America’s school principals wear a lot of hats.

They’re instructional leaders, setting a schoolwide vision for teaching and learning. They manage what are essentially small companies, hiring and evaluating staff and completing an array of administrative duties. Most of what goes on inside the building, from shaping the master schedule to sitting in on parent meetings, falls under their purview.

The job is relentless and challenging—in surveys, most principals report regular work-related stress. But data also show that the majority of school leaders are satisfied with their jobs.

Read on for information about the composition of the principal workforce, what makes principals effective, and how schools can retain their best leaders.

Who are America’s principals?

The average U.S. principal is a white woman in her late 40s who has a master’s degree. She has 4 to 9 years of experience as a principal and taught for 10 to 19 years before becoming a principal, according to federal data.

Overall, there are slightly more female principals than male principals—56 percent of principals are women. And as with teachers, principals in this country are far less racially diverse than the students they serve.

Education leadership experts and district leaders have identified this disparity as a problem for schools . Research has shown that principals of color hire more teachers of color , and that students of color see better academic outcomes when a principal shares their racial ethnic background.

In response, some school systems have launched initiatives to grow their ranks of principals of color—setting new targets, creating staff pipelines, conducting targeted recruitment, and starting affinity groups for school leaders.

Most principals have at least a decade of classroom teaching experience, though almost 40 percent had fewer than 10 years when they assumed the position.

Despite this experience in the education field, many principals may not get the specific training for the job that they need or want.

A 2022 report from the Learning Policy Institute, a California-based research and policy group, that access to certain types of professional learning for principals has improved over the past few years. There’s now more training available on instructional leadership, managing change, building positive school culture, and successfully running schools with students from diverse backgrounds.

Still, the report found that principals reported lack of access to mentorship opportunities and clinical experiences.

On average, public school principals earn $113,470 a year, according to federal data. Salaries vary greatly by locale, with the average suburban principal making $125,170 and the average rural principal earning $97,190.

What are principals’ responsibilities?

Principals are “essentially the mayors of a small city,” one school leader told Education Week in 2022 .

Their duties run the gamut from administrative tasks to setting the agenda for teaching and learning, from managing a school safety plan to addressing chronic absenteeism to creating a positive building culture . Principals usually also make decisions about hiring and evaluating school staff.

Still, how much influence principals have in making decisions about their school varies from district to district. Take curriculum choice, for example: Some principals have autonomy to select the materials that their school will use; others pick from a district- or state-approved list; still others are required to use a district-mandated curriculum.

A long-standing debate in the field is whether principals should strive to be people managers or instructional leaders. For decades, researchers and professional organizations have argued that principals should be able to articulate a shared vision of what instruction looks like across the school building, and be able to support teachers in achieving that goal.

But operating as an “instructional leader” is easier said than done for many principals, whose core administrative responsibilities can leave little time for long-term instructional planning. Just daily classroom visits can take up a large chunk of the day, and may not be effective unless principals follow them up with feedback for teachers.

Principals also don’t have direct expertise in every subject area and grade level covered at their schools.

Despite these barriers, U.S. principals say they spend about equal time on administrative and curricular tasks.

What makes a good principal?

Having a strong principal matters. Studies have shown that replacing a below-average principal with an above-average one can add the equivalent of between 2.7 to 3.8 months of student learning during the school year.

In 2022, the Wallace Foundation published a review of research on the principalship and principal effectiveness. The report found that the skill sets school leaders needed to be effective could be broadly grouped into three categories: instruction, people, and organization.

Instructional leadership was important—the most effective principals could offer actionable feedback to teachers and distinguish between effective pedagogical practices and those that didn’t have as much impact. They also understood the qualities of effective professional development.

But instructional leadership wasn’t the only factor that led to better student outcomes. Strong principals created caring, nurturing environments where they supported both novice and veteran teachers. They communicated with their staff proactively and often, and they offered teachers autonomy in their work.

Finally, the report found that effective principals had strong administrative skills for managing budgets and resources, hiring, and maintaining facilities.

When asked their opinion about what makes a principal great, teachers touch on many of the same themes. The best principals trust teachers as professionals, teachers say, and collaborate with classroom educators instead of handing down mandates.

Still, there’s a disconnect between how principals understand their own leadership styles and how teachers view them. In 2019, the EdWeek Research Center surveyed principals and teachers about this relationship .

While 69 percent of principals said that they thought teachers at their school felt empowered to bring problems to them, only 25 percent of teachers said the same.

One of the biggest disagreements between teachers and principals was student discipline. More than half of teachers said that was a source of friction between them and building leaders at their schools. Principals felt differently, though. Only about a quarter of them thought that discipline was a source of friction.

What makes principals stay in their jobs? What drives them to quit?

Between the 2020-21 and 2021-22 school years, 11.2 percent of principals left the job, according to federal data from the National Teacher and Principal Survey. That’s a slight increase from the last time these data were collected, but it’s in line with historic trends.

In the same survey, more than a third of principals said that they didn’t “seem to have as much enthusiasm now as I did when I began this job.” One in four said they would leave the job as soon as possible if they could get a higher paying position. Still, 94 percent said they were “generally satisfied” with being the principal at their school.

These numbers can seem incongruous. But other surveys show that even though principals report a high degree of job-related stress, many don’t want to leave the profession.

Certain conditions can influence a principal’s decision to move on from their current school, though.

A 2022 study found that teacher and substitute shortages were linked to principals’ intention to leave. Other research has shown that salary plays a big role, too —principals who made $75,000 or less in 2020-21 were more likely to leave the role within a year than those school leaders who made at least $115,000.

What can influence principals to stay? A five-year research project focused on keeping strong leaders in schools, conducted by the George W. Bush Institute, identified a few practical solutions.

School systems that made sustained efforts to improve school culture and supply professional development for principals were more likely to have school leaders that stayed on the job.

However, on second thought, it occurs that the School Boards exist to create a number of rules for the school, its administration, and the students, to follow. Therefore, the question is how far the powers of the School Boards can stretch. As Alexander (2005) claims, “State law vests the governmental, or policy-making, function exclusively in the School Board” (119).

However, it seems that the balance between the school and its administration is to be established, otherwise, the control that School Boards can take over the school administration will grow ever greater. This could lead to rather undesirable consequences since the School Boards are unlikely to understand the school’s state of affairs as fully as the teachers and its director do.

It was also peculiar and quite surprising to learn that the School Boards possess their power as long as their actions are coordinated with one another. Though this might seem surprising and even illogical, alone no member of the School Board can possess a single speck of the powers that the boards are granted.

On the one hand, such an idea seems rather illogical. Indeed, the School Boards are supposed to embody the powers that can change the school order completely, let alone these people can do practically nothing. However, such a state of affairs seems more reasonable when rethinking the idea that the truth is born in dispute. What one considers correct and logical can be disapproved by the others, which means that the School Boards must make decisions only by working together.

Another aspect that was touched upon in the interview concerned the way Mr. Phillips saw the state and federal attempts to provide certain reforms in the sphere of education. According to the director’s opinion, these were the noblest and the most reasonable ideas that guided the Educational Department, yet the director did not fully agree with certain points of the new laws concerning the educational sphere. Perhaps, it could be a good idea to help schools tackle their problems rather than intrude into their own business.

The Complicated Fight Over Four-Day School Weeks

The Independence school district just east of Kansas City, Mo., this Friday will wrap up its first school year implementing a four-days-a-week schedule. From Superintendent Dale Herl’s perspective, the switch has been a massive success.

A significant majority of parents and staff recently expressed in a survey that they’re happy with the current schedule and wouldn’t want to switch back. Finding qualified candidates for positions like teachers, bus drivers, and nurses was easier than ever in the last 15 years.

“All of the research shows that the most important thing for student learning is having a high quality, certified teacher in your classrooms,” Herl said. “By us going to a four-day week, we’ve been able to ensure that that has occurred.”

With roughly 14,000 students, Independence is the largest of more than 120 districts in the state, and one of the largest in the country, to adopt a four-day school week in recent years.

However, some state lawmakers aren’t convinced the model is worth promoting. Missouri recently approved legislation that will eventually require large school districts like Independence to secure voter approval once per decade to continue operating on a four-day week schedule. The state is also offering an annual financial bonus—initially equivalent to one percent of the district’s allocation of state aid—for districts that maintain or switch back to a five-day schedule.

Herl is in touch with many of the dozens of superintendents in Missouri districts that operate four days a week. None of them, he said, is considering restoring the fifth day as a result of the new policies.

But Paul Fregeau, superintendent of the 10,300-student Fox district south of St. Louis, said the new law helped convince him and his colleagues to put off for at least a year any decision about whether the district should move to a four-day school week. His district is experiencing a budget deficit, and the extra cash from the state will help soften the financial blow.

He also wants to see how the four-day school week fares among voters in other parts of the state.

“It’ll be interesting to see the communities that have been in it for a while, what their votes are,” Fregeau said. “That’ll send a strong message one way or the another.”

Some states want to discourage four-day school weeks

The debate over four-day school weeks in Missouri reflects broader disagreement across the country about the benefits and drawbacks of the approach.

Most of the nation’s 13,000 public school districts in the U.S. still open their doors to students five days a week. But in recent years, just shy of 1,000 districts in states like Arizona , Arkansas , Colorado , Kansas , Nebraska , New Mexico , North Dakota , Oregon , and Texas have moved to a four-day weekly schedule, often dropping either Monday or Friday. Some individual schools have joined in too—the Lafayette school district in Indiana recently approved a four-day school week for Vinton Elementary starting next year.

Some states are moving to increase flexibility for school district schedules. Late last year, Pennsylvania modified its law to allow school districts to operate 180 days per year or between 900 and 990 hours per year, rather than having to satisfy both requirements.

Others aren’t so eager. New Mexico school districts recently sued the state and convinced a judge to temporarily halt a newly passed school calendar law that effectively prevents districts from adopting four-day school weeks . A lawmaker in Louisiana floated an outright ban on school weeks of less than five days. And in Idaho, some district leaders are confused about whether a new state funding opportunity for improving their facilities hinges on their school system remaining open five days a week.

Researchers continue to paint a mixed picture of the effects of four-day school weeks. A study published in February by Missouri’s state education department found no significant difference in academic achievement regardless of the length of the school week. A RAND study in 2023 , meanwhile, found small decreases in the growth of student achievement in districts with four-day weeks.

The model is growing more popular, though. Two-thirds of teachers, principals, and district leaders who responded to an EdWeek Research Center survey in December said they’d be either slightly or much more willing to accept a job offer from a district with a four-day school week. Seventy percent of teacher respondents said they support a four-day school week.

Each district has a unique approach to a shortened week

No two four-day school weeks look exactly alike.

Some districts look to four-day school weeks to save money. The Fox schools, for instance, estimates annual savings on transportation costs of $300,000 to $400,000 with one fewer day of bus operations, Fregeau said. The district extended the school day by 35 minutes to ensure students don’t lose instructional time.

Others see the model as a tool to recruit and retain teachers who might otherwise seek districts that offer higher pay.

Herl told colleagues and community members upfront that his approach to a four-day school week likely wouldn’t reduce the district’s annual expenses, and might even raise them. But the district was struggling mightily to retain teachers, in line with broader statewide trends—less than half of new teachers are staying in the same district for four years, according to state data.

A four-day workweek enticed some candidates who might otherwise have gravitated towards nearby districts that pay more, he said.

The timing of the school year also factors into some districts’ decision-making around the length of the school week. In North Carolina, the Charlotte-Mecklenburg school district is considering a four-day school week if the state doesn’t agree to the district’s proposal to start the 2024-25 school year earlier than the law currently permits.

Some districts, like Independence, pay staff who work five days a week the same amount for working one day less. Others, like the rural Warren County, Mo., district west of St. Louis, dock a portion of their pay to reflect their reduced hours.

Even so, the new funding stream for districts operating five days a week didn’t convince the 3,000-student Warren County district to make the switch, said Superintendent Gregg Klinginsmith. State law requires districts to spend the money only on raising teacher salaries.

That wouldn’t have made up for the additional costs of transportation and other expenses for a fifth day of in-person instruction. And it wouldn’t have made staff more likely to stick around, he said.

“We asked teachers, ‘Do you want to give up your Mondays and make $500 more a year?’” Klinginsmith said. “The resounding answer was no.”

New policies could be costly for districts

Tensions are rising between districts and states over who should have the final say on four-day school weeks.

A bill in Minnesota would eliminate the current requirement that districts seek approval from the state education department before adopting the four-day school week.

In Missouri, districts in cities or counties with more than 30,000 residents will have to put the four-day school week to a community vote once every ten years, starting with the 2025-26 school year.

The Fox district will have to pay the state $145,000 just to get the item on the local ballot, Fregeau said.

“For us, that’s two teachers,” he said. That doesn’t include the cost of creating written materials to help community members understand the stakes of the election.

Some voters may already be forming their own opinions on the four-day workweek, which has gained mainstream attention in recent years as some companies in the U.S. and beyond have shaved a day off their weekly calendars. Sen. Bernie Sanders, D-Vermont, recently proposed legislation that would make the four-day workweek standard across America.

In districts that have adopted the four-day week, parents tend to worry about how their children are going to spend the extra day at home. But the anxiety tends to dissipate once the schedule takes hold, district leaders in Missouri said.

That’s in part because the four-day school week can be a misnomer. Many districts use the day off to offer supplemental instruction for struggling students, professional development opportunities for staff, or partner with community colleges on new course offerings.

“When you make the move, people are very concerned, I get a lot of feedback,” Klinginsmith said. “But since we’ve made the switch, I don’t think I’ve had a phone call in five years on people that are upset about it.”

They thought graduation was near. Instead, several immigrant students were pressured to transfer.

Genesis Callero thought she was nearing the finish line.

The 18-year-old senior had made quick academic progress since arriving at the Cyberarts Studio Academy in Park Slope, Brooklyn — CASA, for short — from Ecuador last year knowing no English. She had passed four of her five required Regents exams and earned more than enough credits to graduate, according to Genesis and a school staffer familiar with her transcript.

All that remained was the English Language Arts Regents exam, the only Regents test newly arrived immigrants aren’t eligible to take in their home language. Students learning English as a new language often need extra time and support to pass, according to educators. Still, Genesis was optimistic that she would get her diploma this school year and had even taken a professional graduation portrait.

So the teen was blindsided when school officials, including principal Valrie Wauchope, summoned her to a meeting just over two months ago and delivered devastating news.

Neither Genesis nor her sister Karen, 17 and also a senior, would be able to graduate from CASA, Genesis recalled the school officials saying. They told the girls they would need to transfer and recommended New Dawn Charter High School, a transfer school geared toward older students at risk of not graduating.

“They told me no, they can’t help me in this high school,” Genesis said in Spanish, recalling her meeting with CASA officials. “It seemed to me like something unfair.”

The family felt they had no choice but to transfer. Within days, Genesis and Karen left CASA.

The teens were not alone. According to interviews with the families of six immigrant students from CASA — all seniors who had recently failed the ELA Regents exam, according to families and staffers — Wauchope recently told their children they would not graduate if they remained at CASA and counseled them to transfer immediately.

“If he stays, he won’t graduate,” the mom of another 17-year-old senior at CASA told Chalkbeat in Spanish, recalling what the principal told her. The mom asked to remain anonymous because she fears jeopardizing an active immigration case.

All of the families have since taken their children out of CASA, according to interviews and school records obtained by Chalkbeat.

Wauchope, who is in her first year as principal at CASA, didn’t respond to phone calls or an email seeking comment. Education Department spokesperson Chyann Tull said, “We take allegations of students being pushed out of their school very seriously and investigate all formal complaints when they arise. Every student has the right to remain in their school through graduation and be immersed in a supportive learning environment.” Tull didn’t immediately say whether the department has received complaints about CASA.

Three staffers at the school, who spoke on the condition of anonymity for fear of retribution, contend the students would have been able to graduate from CASA with more time. Immigrant students often fail the ELA Regents exam on their first attempt but can pass with extra time and support. Just 27% of city English language learners passed the ELA Regents in 2023, according to state data. Under New York law, students can remain in school through the academic year they start at age 21.

The staffers suspect students were pressured to transfer because if they did not graduate this school year, it would harm the school’s four-year graduation rate — a key performance measure for city principals. CASA’s four-year June graduation rate in 2023 was 75% last year, lower than the 81% citywide average.

“They’re our best students. They come to school every single day, pass their other Regents exams,” said one staffer, adding that some students are homeless and haven’t been in the country long. “This is all because they can’t pass their English Regents on time. To push them out … it’s disgraceful.”

The staffers said they worry the situation will continue with future students learning English as a new language.

Annette Renaud, a longtime parent activist and former CASA Parent Association president who remains involved at the school supporting several relatives enrolled there, said she reached out to some of the families of immigrant students after learning about the situation from staff. She’s hoping the students can be reenrolled at CASA.

“I don’t know how many doctors, lawyers, sanitation supervisors, home attendants … we pushed out the door.”

Graduation pressures weigh on administrators

Several school administrators from across New York City told Chalkbeat that high school principals often face intense pressure to improve their four-year graduation rates. That pressure can be particularly acute for schools like CASA that have absorbed large numbers of newly arrived immigrant students amid the influx of roughly 36,000 migrant students over the past two school years.

CASA’s population of English Language Learners surged from below 40 in 2018 to nearly 100 out of its 300 students last year, according to city data. English Language Learners often take longer to graduate and finish high school at lower rates than their peers.

For English Language Learners who began high school in 2017, roughly 56% graduated in four years, jumping to 67% in six years.

That’s compared to 80% of all students in the 2017 cohort who graduated within four years and 87% within six years.

In recent years, “schools that have never really seen a high population of immigrant students were suddenly seeing these populations, and there were some growing pains there,” said Liza Schwartzwald, Director of Economic Justice and Family Empowerment at the New York Immigration Coalition, an advocacy organization.

But she stressed that “it is still incumbent on the school” to seek out some of the many resources available to better support newcomer students.

The allegations at CASA represent an “egregious example of the wrong way to go about doing this work,” she said.

Schools have alternatives to help immigrant students

To be sure, some older teenagers still learning English may benefit from a school more specifically tailored toward serving older newcomer students, particularly if they are in danger of aging out of the system and severely behind on credits, educators and advocates said.

But that wasn’t the situation for students counseled to transfer out of CASA, all of whom were 19 or younger, had passed at least some of their other Regents exams, and had accumulated all or close to all the credits they needed to graduate, according to staff and families.

Educators said that the school, which has hired several English as a new language teachers in recent years, was more than capable of shepherding the students to passing the ELA exam. They just needed a little more time.

“We would be able to get them to that passing rate within that time 100%,” said one CASA staffer. “No doubt in my mind.”

Schools have other avenues for supporting immigrant students struggling with the ELA Regents that don’t involve forcing them to transfer, said Rita Rodriguez-Engberg, the Immigrant Students Rights Project Director at Advocates for Children, a nonprofit that works on behalf of vulnerable kids.

They can refer students to extra night classes at Young Adult Borough Centers without un-enrolling them, and there is an appeals process specifically for the ELA Regents test for English Language Learners who fail the exam but score close enough to the cutoff.

“There are several options,” Rodriguez-Engberg said. “You don’t just ask a student to leave.”

Families struggle with fallout of being pushed out

The immigrant students who left CASA had different backgrounds and academic profiles, but all of them were making progress at the school and none wanted to abruptly leave in the spring of their senior year, according to interviews with the students and their families and records reviewed by Chalkbeat.

One student, a 17-year-old recent arrival from Venezuela, quickly won admiration from staff and students since enrolling last fall for his gregarious demeanor and inspiring story, according to his family and staffers. The boy’s mom asked not to use his name because the family has an open immigration case.

On his most recent report card, issued around the time he left the school in March, he earned an 85% average and comments from teachers praising his “excellent progress,” “consistent participat[ion]” and “initiative,” according to a copy reviewed by Chalkbeat.

The teen recounted his grueling immigration journey in a student-produced film that played on TVs in the school’s main office and hallways, according to a video reviewed by Chalkbeat.

The family was devastated by the news he couldn’t remain at the school.

The boy’s mom said she asked Wauchope about alternatives that would allow her son to remain at CASA, like enrolling him in night classes for English or taking longer to graduate. Wauchope didn’t budge, and the mom agreed to withdraw her son.

“I felt it was something bad they did to him,” she said. But in the moment, she felt powerless. “Sometimes out of fear, we’re migrants, we don’t say no, we do what they say.”

That didn’t stop the woman from continuing to advocate for her son. She went back for a second meeting with Wauchope, telling the principal she thought the decision was unfair, she said.

She also visited an enrollment center and asked them to reenroll her son at CASA. She was told the school was now full and could not accept any more students, the mom said.

The boy was crushed but told his mom, “If it’s to graduate, it’s okay.”

He has since enrolled at New Dawn, but frequently drops by CASA to say hi to classmates and teachers.

“It hurt me very much because I see him now, he doesn’t want to go to class,” his mom said. “It destabilized him totally. It flipped his world upside down.”

The news landed just as hard for Carolina, a 19-year-old senior from Guatemala. Since arriving at CASA three years ago, she had made significant academic, social, and linguistic strides.

The teen, who asked to use only her middle name for fear of immigration consequences, struggled at first to acclimate to her new school and country.

“But after some time passed, I adapted. I understand and speak English,” she said.

Carolina’s attendance had faltered this year, and she still needed to pass two Regents exams, according to transcript information shared with Chalkbeat. But she was hopeful she would soon graduate and planned to apply to college or join the Army.

When Wauchope told Carolina she wouldn’t be able to graduate from CASA and counseled her to transfer in late February, the teen was crestfallen over the idea of leaving her home of three years.

“I couldn’t adapt to a new school or new people,” she recalled pleading in the meeting.

She and her mother begged for the chance to stay at the school, promising to redouble the teen’s efforts to pass the exam. But Wauchope held firm, according to the family. (One CASA staffer noted the teen is technically still on CASA’s roster, likely because she was never officially unenrolled. But Carolina’s mother said she wasn’t aware of that.)

Despite her misgivings, Carolina eventually decided to give New Dawn a try.

She set out for the school, which is a farther commute than she’s used to, on a Friday morning last month, and arrived after classes had begun, according to the teen and her mom. While Sara Asmussen, New Dawn’s founder and executive director, said the school “accepts students year-round with no intake requirements at all,” Carolina said staff at the school asked her, in English, to come back on Monday.

Carolina never went back. She hasn’t returned to that school, or any other, since.
