The availability of national firm level data particularly on micro enterprises in many developing countries still remains limited up to this date. The Philippines is no exception, which in turn limits the extent of empirical analysis on the economic contributions of micro, small and medium scale enterprises. This paper presents a novel dataset of Philippine micro, small and medium enterprises and the existing literature concerning the challenges and development issues of MSMEs in the industrial and developing countries. Using a dataset on over 1,700 MSMEs collected as part of the AIM Policy Center’s Enterprise Survey 2009, this paper discusses the characteristics of these firms and their perceptions on government policies on improving the business environment. This paper also draws on the wider literature on this topic in order to map out key areas where further information and evidence on Philippine MSMEs could be useful in informing more nuanced and possibly better-fitting policies.

Strategic Marketing Decision Making: Evidence from a Philippine Micro Enterprise Perspective

Despite the continuous growth of micro, small, medium enterprises (MSMEs) in the Philippines, extant literature reveal that MSMEs suffer unsatisfactory firm performance as a result of poor strategic marketing decisions. Using el for strategic marketing decision process, we determined how MSME business owners make decisions through steps, methods, and contextual factors as variables. Adopting a qualitative case study research design, we conducted in-depth interviews at LMT Enterprises, a micro-firm based in Davao City, Philippines. Using descriptive analysis, we determined the similarities and differences in the process proposed by Jocumsen (2004) for small businesses. Our study revealed that a strategic marketing decision process exists at LMT Enterprises, with decisions involving large-scale investments such as innovations on processes and products; capability development for employees; and diversification decisions. The strong profit motivation has led to corporate behavior that demands more from workers than simply their creative output. Given the uprising interest in the environmental responsibility issues among small businesses, the purpose of this paper is to design to probe into the relationship between stakeholders’ influence and environmental responsibility of Micro, Small and Medium-Sized Enterprises (MSMEs), and its consequent outcomes in an emerging economy. A sample of 110 MSME owners participated in this study. Data were collected by means of questionnaire designed to measure the 12 constructs of focus. In order to test the hypotheses and examine the relationships proposed in the research framework, structural equation modelling was performed using SmartPLS. This study revealed that among the primary stakeholders, only employees and customers significantly influenced environmental responsibility practices of MSMEs. Besides, it was found that environmental responsibility results in financial improvements and better relations with employees and customers. This study is limited to MSMEs in Malaysia. Despite the relatively low response rate, which is common in MSME research, the geographic and sector distribution of samples provides a basis for generalizability of the results. Since many MSME owners/managers are sceptical about the benefits of environmental practices, the findings of this study provided empirical support from an emerging economy about the positive outcomes of environmental practices. By examining the key determinants that foster environmental practices in MSMEs, the current study provides important insights for policy makers to encourage MSMEs to initiate such responsible practices, which can lead to environmental preservation. Other than enriching a systems-based view of firms’ environmental behaviour, this study empirically tests a research framework on role of stakeholders in determining environmental responsibility of small firms and their outcomes on firms’ performance.

COVID-19 has created an unprecedented crisis for microenterprises and challenged each single enterprise to reconsider its business operations and to adapt to the new unexpected circumstances. The foremost objective of this study was to determine the business resiliency of micro enterprises in Davao del Sur Philippines during Covid-19 pandemic. A descriptive-correlational design was employed with 100 purposively chosen microenterprises. Data were analyzed using frequency, relative frequency distribution and Pearson Product Moment correlation. Data revealed that majority of microenterprises were operating for not less than three (3) years, employing 1-3 workers and earning more than PhP 20,000.00 monthly. Moreover, the most influencing factor of resiliency in microenterprises amidst pandemic is entrepreneurial characteristics. Furthermore, entrepreneurial characteristics, utilization of technology, government support and crisis management showed significant relationship towards business resiliency among microenterprises.

Even though the vision 2030 framework recognizes the micro, small and medium enterprises’ sector as a key driver to achievement of middle income status in Kenya, their contribution to the achievement of this goal especially within Wajir County is dismal. In Wajir County, the 2016 Micro, Small and Medium Enterprises report showed that many of the businesses in the county were stuck at the micro level where only 14 businesses had graduated to medium scaled businesses. It was also among the counties with the lowest change in number of employees when comparing the inception period and the survey period recording a change of 1.4%. The report showed that besides lack of adequate operating funds, limited knowledge and information and poor strategic management skills were the major constraints to the performance of these enterprises. The paper looks at the relationship between the performance of small and medium-sized enterprises (SMEs) in the tourism sector of Uganda and firm characteristics and business environment. Data were gathered after administering questionnaires to 1690 SMEs located around tourist attractions throughout the country in 2018. The study uses quantile regression to analyze the determinants of firm performance. The findings indicate that entrepreneur/managers education, business experience, initial capital, business registration and age of the owner are important in explaining enterprise performance. We also find that male managed enterprises outperform those managed by female. The study suggests that providing easy access to credit for initial capital and easing the business registration process and training entrepreneurs/managers will increase performance of SMEs in the tourism industry.

This paper argues that mainstreaming small and medium enterprises (SMEs) and social enterprises (SEs) into various international treaties will require the assumption of positive externalities, which markets cannot fully evaluate. To show this, the possible influence that SEs may have on SME development and, eventually, on employment will be discussed. SEs are small- and medium-sized commercial businesses providing valuable social service to customers and sustainable jobs and training for up to about 200 people. Their goal is to provide public goods to the communities, in the form of increased productivity and employment. What separates SEs from SMEs is that it addresses the social issues at the forefront. Through this paper, the importance of providing such public goods to SME development will be highlighted.
