Sri Lanka’s Journey to Road Safety
In Sri Lanka, the estimated annual road crash deaths per capita is the highest among its immediate neighbors in South Asia.

Priyantha Fernando* (34) was heading home after a typical day’s work when his motorcycle crashed into a lorry. His wife and two children saw their lives changed instantly when they lost the family’s sole breadwinner. Unfortunately, this tragic and unnecessary loss of life is all too common in Sri Lanka.
The estimated annual road crash deaths per capita is the highest among its immediate neighbors in South Asia and five times that of the best performing countries in the world.
High road crash fatality and injury rates on Sri Lanka’s roads are undermining the economic growth and progress made over the past decade on reducing poverty and boosting prosperity. Over two thirds of road crash victims are productive, working age adults between 15-64 years of age.
This situation is exacerbated by the rapid growth in vehicle ownership - 67% between 2011 and 2018 - and the diversity of motorized and non-motorized traffic of varying sizes and speeds. This leaves vulnerable road users without adequate protection – more than 90% of crash victims are pedestrians, cyclists, and motorcyclists.
If this trend continues, as expected, crash fatalities and injuries will steadily climb— unless urgently required measures are implemented.
This is an issue vital to the country’s health, well-being, human capital, and economic growth.

Poor road safety performance in Sri Lanka is a symptom of underinvestment in targeted initiatives.
It will take long-term commitment and sustained vision from the Government of Sri Lanka for this investment to be effective and improve road safety performance on a sustainable basis.
Initiatives must be systematic and at scale, with institutional capacity being strengthened, to ensure successful delivery:
- Strengthening safe infrastructure design to ensure the protection of all road users and inclusion of roadside communities.
- Establishing robust vehicle and driver licensing systems that are accessible by law enforcement agencies and regulatory authorities before the full power of safety compliance regimes can be exercised.
- Facilitating inclusive road user policies and integrated land use/transport planning to ensure urban and rural roads are safe and accessible for all road users.
- Prioritizing speed management in all planning and policy considerations addressing infrastructure, vehicle, and road user safety issues.
These issues undermine capacity to develop a results focused strategy and ensure its adequate coordination and implementation. More effective, efficient, and scaled-up initiatives are required to define good road safety practice and provide a blueprint for action.
It will also contribute to other sustainable mobility goals including improved transport productivity, universal accessibility, climate change mitigation and adaptation, and reduced local air and noise pollution.
Positive signs of government action are emerging with the proposed establishment of the National Road Safety Commission. Efforts are also underway to establish a national road crash database. These proposed actions will pave the way for sustained road safety and people-centric development in Sri Lanka.

Every day people witness accidents in the news, from relatives and even with their own eyes.
Road Accident Incident
Once I was on my way back home from festive shopping when I witnessed a road accident. I was with my sister and it was around 6 o’ clock in the evening. In the middle of the road, we saw a crowd surrounding something. We weren’t quite sure what was happening as the first thought that came to our mind was that it was probably a quarrel between two men. However, when we reached the spot, we found out an accident had taken place.
Subsequently, the police arrived as the people had caught the driver and were beating him up. After the police came, they caught hold of the driver and asked about the incident. Later, we came to know that the driver was drunk. The police detained him and went to the hospital for a statement. Fortunately, the driver was declared out of danger. The doctors dressed his wounds and informed that he was still in shock.
That incident made me realize how precious our lives are. In addition, as to how we take it for granted. We must all be very careful when on road, on foot or by a car that does not matter. We can adopt measures that will prevent road accidents.

We need to prevent road accidents to decrease the death rate. Every year thousands of people lose their lives to road accidents. Children must be taught from an early age about traffic rules. They must be taught the value of life and how they can safeguard it.
Moreover, the government must pass more stringent laws for people who disobey traffic rules. They must fine people heavily or take strict action when found guilty of breaking these laws irrespective of gender.
Similarly, parents must set an example for the younger ones by not using phones while driving. Also, they must always wear their helmets and seatbelts to avoid the chances of an accident.

2023 වසරේ මුල් මාස 4 තුළ ශ්රී ලංකාව තුළ වාර්තා වූ රිය අනතුරුවලින් පුද්ගලයින් 700කට අධික පිරිසක් මියගොස් ඇති බව පොලිසිය වාර්තා කරනවා. අනතුරුවලින් වැඩි ප්රමාණයක් යතුරුපැදිවලින් සිදුව ඇති බවයි පොලිස් මාධ්ය ප්රකාශක ජ්යෙෂ්ඨ පොලිස් අධිකාරී නිහාල් තල්දූව මහතා සඳහන් කළේ. 2023 අප්රේල් 30 වැනිදා වන විට රිය අනතුරු 8,202ක් වාර්තා වී ඇති බවද ඔහු සඳහන් කළා. මාර්ග අනතුරු අතරින් පුද්ගලයින් 709 දෙනෙකු මියගොස් 2,160 දෙනෙකු බරපතල තුවාල ලබා ඇති අතර ඉන් 3,201 දෙනෙකු සුළු අනතුරු වලට මුහුණ දුන් අය වනවා. මරණ 709 න් 220 ක් යතුරුපැදිකරුවන් වන අතර 102 ක් මගීන් සහ 179 ක් පදිකයින් බව ජ්යෙෂ්ඨ පොලිස් අධිකාරී තල්දූව මහතා ප්රකාශ කළා. බොහෝ අනතුරුවලට හේතුව යතුරුපැදි බවත්, ඊට පසුව ත්රිරෝද රථ බවත් හඳුනාගෙන ඇති බවයි පොලිස් මාධ්ය ප්රකාශකවරයා පැවසුවේ. මාර්ග අනතුරු වළක්වා ගැනීම සඳහා මාර්ග නීති පිළිපැදීමට වගබලා ගන්නා ලෙස ජ්යෙෂ්ඨ පොලිස් අධිකාරී තල්දූව යතුරුපැදිකරුවන් සහ ත්රිරෝද රථ රියදුරන්ගෙන් ඉල්ලා සිටියා. POLICE are investigating a fatal accident which occurred around 04:00 hrs on Friday, on the #43 Village Public Road (Bridge) in Corentyne Berbice. According to information from the Guyana Police Force (GPF), the accident involved motor car #PAF 8289 owned and driven by Melena Stephen, a 34-year-old female resident of Lot 65 Roxanne Burnham Gardens, Georgetown. Four occupants were in the car at the time.
Enquiries disclosed that the car was proceeding south along the road at a fast rate when the driver lost control and crashed into a bridge rail on the western drive lane of the road.
As a result of the collision, the driver was pinned in the vehicle and was subsequently taken out in an unconscious condition by members of the Fire Service and escorted to the Skeldon Public Hospital, where she was seen and examined by a doctor who pronounced her dead on arrival. Her body is at Anthony’s Funeral Home, awaiting a post-mortem examination.
The occupants of the car were taken out in a conscious condition by public-spirited citizens and taken to Port Mourant Public Hospital, where they were seen, examined, treated and referred to the New Amsterdam Public Hospital.
There, they were further seen and examined by a doctor, who admitted a nine-year-old for observation; the 54-year-old and 28-year-old occupants were also admitted suffering from fractures to the leg and pelvis, respectively. A 41-year-old, who was also in the car, was also admitted, after suffering from injuries to his chest. The four occupants of the vehicle were considered stable.
