Referee Brad Allen assigned another national TV game: How it happened and is it an endorsement by league?

The nfl may not be making such a loud statement with the allen assignment as some think.

NFL referee Brad Allen gets another game with playoff implications this week as the Ravens host the Pittsburgh Steelers on Saturday. This, of course, comes a week after Allen was part of a controversial finish between the Lions and Cowboys .

Some have interpreted the assignment as a show of support from the NFL for Allen, who identified a different Lions offensive lineman reporting as eligible for a 2-point conversion play that was ultimately penalized last week. Instead, a source tells CBS Sports that Week 18 assignments for officials went out as early as the first week of December.

Though the NFL may not be making such a loud statement with the Allen assignment as some think, the league has essentially shown through other actions that it backs Allen.

The league sent out an officiating video to all coaches and general managers on Tuesday reminding them of rules pertaining to players reporting as eligible. The video, narrated by NFL SVP of officiating training and development Walt Coleman, uses clips solely from the Lions-Cowboys game to make the point that it was the Lions who were at fault for the penalty.

"… It is the responsibility of the player to be sure that change in status is clearly communicated to the referee by both a physical signal with his hands — up and down in front of his chest — and to report to the referee his intention to report as an eligible receiver," says Coleman, who later adds that the "process has been in place for many years."

If the league felt Allen was in the wrong or the call had been blown, this video would have never been created. And someone from the league office would have funneled word back to Detroit that they screwed it up, as is the case in the instances where huge officiating mistakes in crucial times cost teams games. That has not happened here.

NFL officiating has taken its lumps for as long as there have been stripes. But commissioner Roger Goodell has been issuing full-throated support for his officials lately.

"I don't think it's ever been better in the league," Goodell said last February ahead of the Super Bowl .

And in December, he said they "do an extraordinary job" and that he's "incredibly proud" of how they do their job.

There have been calls for the NFL to make officials full-time employees. The thought goes that if they're full-time, they can focus all their efforts on officiating and make fewer mistakes.

League sources have told CBS Sports over the years that it's an unreasonable theory. Many of the officials have full-time jobs. Even if the league matches or exceeds their current salaries, would officials still want to leave their jobs for a full-time gig with the NFL? If these men and women are the best of the best, and if any decent percentage of them don't join full-time, wouldn't you be diluting the officiating talent pool?

Further, if officials are full time, that would make any potential mistake even more magnified since the idea is they would become exponentially better at their roles. If they are to spend 40 hours a week every week between February and September preparing for their on-field roles, there's no excuse for the slightest human error.

Allen's assignment this Saturday should not be construed as a statement from the league, though. Even if the NFL believed Allen got the call wrong last week, it is still hard to fathom a scenario where he would have been pulled from the upcoming week's assignment.

The postseason assignments are always the telltale signs of how well officials did in the season. If you grade out well, you get a playoff game. If you grade out the best, you get the Super Bowl. If you grade out poorly… see you next preseason.

There are 17 referees rostered by the NFL, and there are 13 playoff games. It's reasonable to assume that if you don't get a game, you graded out in the bottom-four among referees.

Last year, 12 referees called the 13 playoff games. Carl Cheffers was the lone duplicate, getting a divisional round game before reffing Super Bowl LVII.

Since becoming a white hat in 2014, Allen has reffed five playoff games. His first playoff game came in the 2016 season between the Lions and Seahawks . The following year he got his lone divisional round game between the Jaguars and Steelers. And, oddly enough, he has officiated each of the last three Buffalo Bills wild card games: vs. Colts , vs. Patriots and vs. Dolphins last year.

He did not get a playoff assignment in his first two years as a referee, and after what would have been graded out as his best season — 2017, by virtue of getting a divisional-round playoff game — he didn't get another playoff game until the 2020 season.

In the coming weeks it will become clear how Allen graded out in the NFL this season. But for now, it's also clear what the league thinks of how he handled last week's 2-point play.

NFL Week 18 Officiating Angles: Finding Edges in Broncos-Raiders, Falcons-Saints and Cowboys-Commanders

We went 2-1 last week, bringing this column to 32-19 (+11.1 units) on the year. We cashed the Chiefs and Raiders against the spread, but lost on the Steelers-Seahawks Under. 

Now, with the final regular-season slate fast approaching, we have isolated three Sunday games in which officiating assignments could affect the betting outcomes.

Joe Gibbs (not the Hall of Fame coach, the NFL referee expert who tweets @NFLrefstats1) is collaborating with SportsLine this season to provide weekly, referee-based betting angles. He analyzes the NFL ref assignments from the moment they're released each Tuesday.

Before you make any Week 18  NFL picks  or NFL parlays, you need to see what Gibbs and SportsLine senior analyst Larry Hartstein have to say about the officiating crews' tendencies.

We can tell you Hartstein and Gibbs are betting Under 38.5 (FanDuel) in Broncos-Raiders, in part because Shawn Hochuli drew the assignment. In Hochuli's career, the Under is 26-11-1 (70%) in divisional games.

This will be the Raiders' second game with Hochuli this season, the first a 16-12 home win over the Jets that also stayed Under.

"Hochuli is calling 20% of overall penalties on defensive backs this season, below the NFL average of 24.5%," Gibbs noted. "This crew has called the fewest defensive pass interference penalties and is tied for the fewest illegal contact flags."

Gaining insight into the way a game will be officiated can have immense value in the betting market.

A referee who calls more penalties for defensive holding and roughing the passer has a far different impact on game flow than a ref who focuses more on offensive holding and false starts.

Referee style one week may hide a team’s weakness (defensive backs), but a different official who leans heavily on calling pass interference will compound that weakness the next week.

Brad Allen’s Impact on 49ers at Vikings

The 49ers head to Minneapolis for the second consecutive year versus a Vikings team off a big road win to open the 2024 season.

Let’s assess the strengths and weaknesses of both teams from a penalty perspective and how the officiating of Brad Allen will potentially impact this game.

Penalty Tendencies:

  • The Vikings were the most penalized team for offensive holding after one week of the season. This is likely an aberration. The Vikings under Kevin O’Connell have been one of the least penalized units for offensive holding over the past two seasons.
  • The 49ers defense ranked last at generating offensive holding on opponents in 2023 and generated no offensive holding penalties versus the Jets in their season opener.
  • The Vikings offense has been a top-three beneficiary of automatic first downs via penalties in O’Connell’s first two seasons as head coach. That strength via penalties continued in their opening game at the Giants.
  • On key third down plays, Brad Allen’s crew have called an NFL-low 37.5% of their penalties on the home team since the start of the 2021 season. That favorable home team trend continued last week in the Seahawks-Broncos game, with a disproportionate amount of third down penalties called on the visiting team.

The Bottom Line:

  • H ome underdogs have performed at an above average rate with Brad Allen officiating, recording a 30-18-1 ATS (61%) record since 2016.

The 49ers find themselves playing in Minnesota for the second consecutive season, this time off a short week after their MNF win versus the Jets.

San Francisco is the superior team, but US Bank Stadium is one of the most difficult venues to operate in for opposing offenses.

The 49ers’ overall talent may get them a win here and help them start the season 2-0, but it will be close, making the Minnesota Vikings +6 points the play in this game.

Carl Cheffers’ Impact on Seahawks at Patriots

The Seahawks travel east for their 2024 road opener, taking on the surprising Patriots.

Let’s assess the strengths and weaknesses of both teams from a penalty perspective and how the officiating of Carl Cheffers will potentially impact this game.

  • Carl Cheffers’ crew called an above average 61.5% of their penalties on the offense in 2023. That focus on offense continued in their opening game of 2024, with 60% of their penalties assessed on the offensive side of the ball.
  • The Patriots offense was responsible for 60% of the team’s penalties in Week 1.
  • The Seahawks’ six penalties committed in their opener were all via the offense.
  • The Seahawks have been a heavily penalized road team in recent seasons. They have one of the largest negative home versus road penalty discrepancies in the NFL.
  • Cheffers’ crew has called above average penalties on both wide receivers and tight ends since the start of 2021.
  • Furthermore, Cheffers’ crew has called a below average percentage of their overall penalties on defensive backs since 2021.
  • Home teams are 80-52 on the moneyline (61%) since the start of the 2016 season with Carl Cheffers officiating.
  • Home underdogs like the Patriots are 22-12-2 ATS (65%) with Cheffers since 2016.

We have two defensive-minded head coaches in this game with a crew inclined to disproportionately penalize the offenses.

Points will be at a premium, and the offensive-challenged Patriots will be more than happy to play a game in the teens. The Cheffers’ crew may be the ideal group to make that a reality.

The Seahawks have the overall talent edge, but it’s a long trip for a team that’s been heavily penalized on the road in recent seasons.

This contest may well be decided on a late field goal, making the New England Patriots +3.5 points the play.

Clete Blakeman’s Impact on Steelers at Broncos

The Steelers play their second consecutive road game to start the season in one of the NFL’s most difficult environments.

The assigned referee is one that Pittsburgh has not fared well with in recent seasons.

Let’s assess the strengths and weaknesses of both teams from a penalty perspective and how the officiating of Clete Blakeman’s crew will potentially impact this game.

  • The Broncos defense was heavily penalized in Week 1 at the Seahawks, including twice for defensive pass interference. 
  • The Steelers offense generated zero beneficial penalties via passing plays in their opener in Atlanta.
  • The Steelers offense was responsible for five of the team’s nine penalties in their season opener. That percentage is above average for Pittsburgh based on recent seasons. NFL referee Brad Allen, crew get another national TV game after Lions-Cowboys' controversy

NFL referee Brad Allen and his crew have endured criticism and sparked controversy so far this season, but they'll have another appearance on national television to close out the regular season.

Allen's crew, fresh off all the confusion at the end of last Saturday's Cowboys-Lions game , has been assigned to Saturday afternoon's contest between the Baltimore Ravens and Pittsburgh Steelers, according to ESPN insider Adam Schefter .

While the issue of a Lions offensive lineman reporting or not reporting as an eligible receiver on a crucial 2-point conversion play could have major implications on the Cowboys' and Lions' playoff paths, Saturday's game will have no impact on the Ravens, who have already clinched the AFC's No. 1 seed. The Steelers, however, still have a remote chance at claiming an AFC wild-card spot.

Here's a look at some of this season's questionable calls that will likely cost Allen and his crew a chance to officiate in the upcoming NFL playoffs .

Week 17: Two big calls in Cowboys-Lions game

With Detroit trailing Dallas by one point in the final minute last Saturday, Lions coach Dan Campbell called for a trick play on a potential go-ahead 2-point conversion. The Lions had offensive lineman Taylor Decker report as an eligible receiver, but Allen announced "No. 70," lineman Dan Skipper, had reported instead.

The confusion and subsequent penalty negated a successful completion to Decker in the end zone that would have put the Lions up 21-20. Detroit ultimately failed to get the conversion and lost by a point.

Less than two minutes earlier in the game, Allen called a tripping penalty on Cowboys tight end Peyton Hendershot , which nullified a 7-yard run by Tony Pollard. The 15-yard foul helped the Lions get the ball back for their touchdown drive.

Week 13: No pass interference on Green Bay's Carrington Valentine

Late in a Sunday night game between the Green Bay Packers and Kansas City Chiefs, quarterback Patrick Mahomes was attempting to lead a fourth-quarter comeback.

On a deep pass to Marquez Valdes-Scantling, Packers defensive back Carrington Valentine initiated contact with the receiver before the ball arrived in what looked like a clear pass interference penalty. However, no flag was thrown and the the Chiefs ended up losing the game.

Week 12: Saints upset over no-call

In the second quarter of an NFC South showdown between the New Orleans Saints and Atlanta Falcons, Allen's crew did not call interference on a pass attempt from Saints QB Derek Carr to RB Alvin Kamara. Falcons linebacker Kaden Elliss was defending on the play, but never turned around to look for the ball and the pass fell incomplete.

The no-call forced the Saints to kick a field goal in a game they went on to lose 24-15.

Fourth-year NFL referee Scott Novak and his crew are set to officiate the Kansas City Chiefs’ Week 18 game against the Las Vegas Raiders according to Football Zebras .

Novak officiated the team’s Week 1 game against the Arizona Cardinals, so the team will finish the season with the same officiating crew they began with. Novak’s crew called eight penalties for 74 yards in that game, with five penalties called on the Cardinals (home team) and three on the Chiefs (away team).

Through 15 games this season, the 182 flags thrown by Novak’s crew rank seventh in the league out of 17 officiating crews. His crew has called 10 more penalties on the home team (96) compared to the away team (86). Their 24 dismissed penalties tie for the fourth-fewest in the NFL.

False start (40) and offensive holding (30) are the penalties called with the most frequency by this crew. Defensive holding (17), defensive pass interference (14) and delay of game (11) are also among the penalties in the double-digits for Novak.

The Raiders have seven delay-of-game penalties this season, which is tied for the second-most in the NFL. That’ll be something to watch with this crew and a new quarterback under center in Jarrett Stidham.

Meanwhile, the Chiefs lead the league in defensive pass interference penalties with 13. That’s to be expected with a group of rookies in the secondary, but against a vertical passing game that features Davante Adams it could be especially troubling with this crew.

The same officiating crew responsible for Sunday’s absolutely disastrous finish between the Detroit Lions and Dallas Cowboys will be back in prime time.

ESPN ‘s Adam Schefter reported on Tuesday that NFL referee Brad Allen and his crew will be on hand for Saturday’s Baltimore Ravens and Pittsburgh Steelers game.

While the game has no impact on the Ravens’ postseason aspirations as Baltimore has the top seed in the AFC wrapped up , the Steelers are competing for a possible AFC Wild Card spot.

Allen’s crew looked to have misjudged a penalty against the Lions that cost the team a 2-point conversion and subsequent win against the Cowboys on Saturday that had major ramifications on the NFC playoff picture.

The consequential gaffe for Allen’s crew probably doesn’t inspire hope for Pittsburgh fans looking for a cleanly officiated game, but other fans need not worry.

Schefter reported recently that a good portion of Allen’s crew will be downgraded and will likely not work in this year’s NFL postseason.
